The Philippine Campaign to Promote Decent Work for Domestic Workers Technical Working Group (Domestic Work TWG) said despite the enactment of Republic Act 10361 or the Batas Kasambahay which requires mandatory coverage of domestic workers by all social protection institutions, not even 10 percent of the close to two million domestic workers had been registered with the Social Security System (SSS), Philippine Health Insurance Corp. (PhilHealth) and the Home Development Mutual Fund (Pag-IBIG). Data from September 2015 show that the SSS has 158,567 registered kasamabahays, with PhilHealth and Pag-IBIG having worse numbers at 60,603 and 86,562.
