SPES Program THE food giant company in the world famous for its allbeef patties and the iconic golden arch logo partners again with the Department of Labor and Employment (DOLE) on the Special Program for the Employment of Students (SPES).

Fifty (50) students will be given employment to five McDonald stores in the city located at LimKetKai Center, Puregold, McDonald Divisoria, and Centrio Mall.

First batch of students will commence work on March 1 to June 30, 2015 and second batch will be deployed on July 1 to October 31, 2015.

For 52 days, P15,912 will be disbursed to each beneficiaries at 40% and 60% sharing between DOLE and McDonalds. McDonalds will pay the amount in cash at P9,547.20. The remaining amount of P6,364.80 will be shouldered by DOLE through educational voucher for the tuition and book fees.

Water project DAVAO Oriental -– The provincial government on Monday turned over a newly completed water reservoir and a brand new L-300 van to Barangay Rang-ay in Banaybanay town.

Funded under the Provincial Government Aid to Barangays, Governor Corazon N. Malanyaon personally opened the operation of the water reservoir and handed the key of the brand new vehicle to Banaybanay Mayor Adalia L. Tambuang with barangay officials during its turn over ceremony.

Punong Barangay Sergio P. Marcos said the assistance will make a big difference in day-to-day life of barangay constituents here, adding that the longterm water shortage problem in his village has now come to an end.

Government vows to pursue peace process T

HE government will continue to push for the Mindanao peace process despite Sunday’s encounter between the police and members of the Moro Islamic Liberation Front (MILF) in Mamasapano, Maguindanao, Communication Secretary Herminio Coloma, Jr. said.

Dad reminds owners of catering biz, canteens to have crew examined THE chair of the City Council committee on health and sanitation calls on food caterers and canteen owners to have their food servers or crew examined to ensure that all are fit to work and serve the consumers.

With the proliferation of the food catering business in the city, customers may ask for the sanitary permits of the owners and the health certificates of the service crew or waiters, Pajo cited.

The councilor also enjoin school administrators to check their respective canteen operators if requirements are being followed.

Davao eyes higher outsourcing ranking as space increases

DAVAO C i t y - - Wi t h available office space for business process outsourcing (BPO) and other information technology (IT) operations increasing to 37,000 square meters from only 7,500 a year earlier, stakeholders are optimistic that the city will improve its rank of 69th among the world’s top 100 outsourcing destinations.

The Matina IT Park, located in the southern side of the Davao City central area, is in the final stages of construction for the first of three buildings and is expected to open this year.

-- Marifi F. Jara The ranking is based on the Decemb er 2014 report of Tholons, Inc., an international consultancy firm for outsourcing research, ranking Davao City at 69th, the same spot it held when it was first included in the list in 2010.

Davao, considered as an “aspiring” city, held the same rank except in 2013 when it fell one step to 70.

Samuel R . Matunog, president of the group Information and Communication Technolog y-Davao, Inc. ( IC T D av a o ) , s ai d t he additional space is expected to be ready by July this year, including the new Matina IT Park and the Felcris Central mixed-use complex of Felcris Hotels and Resorts Corp.

“The industry is confident that the spaces will be filled up,” Mr. Matunog said.

New lo cators are expected to settle in the city within the year, while some existing operators are expected to expand.

NEW LOCATORS In the Board of Investments’ list of approved projects in 2014, two in Davao City are classified as ‘new export ser vices providers’, both controlled by foreign companies.

One is Cybercity Teleservices (Phils.), Inc., a 99% British company that will operate a contact center with an investment of almost

P119 million and a projected labor intake of more than 2,000.

The other is UScontrolled Flatworld Solutions (Philippines), Inc. for BPO operations. Its project cost is P13 million and expected work force is 349.

Meanwhile, among those expanding operations is Sutherland Global Services, which is hiring in the first quarter of the year about 700 call center agents, customer sales representatives for voice and chat, and IT support experts.

G r a c e P. G a r a y , Sutherland senior manager for recruitment, said the USbased company, which has been operating in the city for seven years, currently has about 2,000 employees.

Another company official, Marsy Iñigo, manager for talent management, said there are other expansion plans but these are still in the drawing board.

Sutherland is looking at locating in other key cities within Mindanao,

including like Tagum in Davao del Norte, Cagayan de Oro in the north, and General Santos within the Central Mindanao Region.

Ms. Iñigo, howe ver, stressed that growth will be highly dependent on the “availability of talent.”

In August, ICT Davao, the umbrella organization of ICT groups in the Davao Region, initiated a partnership with several academic institutions in Davao City to review and strengthen the existing curriculum for ICT-related courses.

The group has ack now le dge d t he lack of employable graduates for BPO and other ICTrelated positions compared to the existing demand and industry growth projections.

In the Tholons top 10 are Metro Manila and Cebu, both considered as “established” outsourcing cities, at 2nd and 8th, respectively.

Other aspiring Philippine cities are Iloilo (95th) in the Visayas and Sta. Rosa (82nd) in southern Luzon.

Residents living near ‘ground zero’ to receive disaster equipment RESIDENTS living near the city’s “ground zero” during the onslaught of typhoon “Sendong” in 2011 here would be provided with disaster equipment, a village official said Tuesday.

Alfredo Carcosa, village chief of Balulang, said that they intend to distribute sets of disaster equipment to residents in Balulang, the village where Moslems and Christian are living together near the Cagayan De Oro River’s west bank.

Carcosa said that a set of disaster equipment has hard hat, life vest, forehead flashlight, and a floating wheel. One hundred sets will be distributed to each of the 36 zoning districts in the village.

More BPO firms eye setting up in PHL MORE business process outsourcing (BPO) firms are eyeing to set up their facilities in the Philippines, Contact Center Association of the Philippines (CCAP) Board of Director Jojo J. Uligan said at the sidelines of International Contact Center Conference and Expo (ICCCE) in Pasay City Tuesday.

He said around 12 to 15 firms visited the country in

the last three months, looking to invest in the local market.

“We’re piloting Australian client here in the Philippines looking to outsource 500 seats,” Uligan said.

He added that there is a growing interest of BPO firms from Australia and New Zealand to have their facilities in the Philippines.

Among these BPO firms eyeing to set up here include

top BPO player and a market research company both in Australia, which Uligan declined to name. “ T h e r e ’s a n o t h e r major financial [banking] institution and a well-known company worldwide that want to set up here,” he added.

Most of the interested BPO firms eye to invest 200300 seats, the CCAP official

said.

According to Uligan, investment per seat amounted to USD5,000.This means total investments per company was pegged at around USD1 million to USD1.5 million.

“Aside from we do our ow n business mission, we also receive inbound missions,” Uligan said. “We receive interests from about 15 firms per month.” (PNA)

Four oil firms hike gasoline prices CHEVRON Philippines Inc. (CPI), Petron Corp., Seaoil Philippines Inc. and Pilipinas Shell Petroleum Corp. (PSPC) will enforce a 30-centavo hike on gasoline prices and 10 centavos on diesel prices per liter on Tuesday.

The four oil firms maintain their prices on kerosene products.

PSPC’s price change will become effective at 12:01 a.m.

Department of Energy’s (DOE) latest oil monitor in Metro Manila shows diesel pump prices range from P24.10 to P27.70 per liter.

It has a common price of P26.35 per liter.

Gasoline price, on the other hand, plays between P33.10 and P39.10, with a common price of P37.30 per liter, DOE monitoring showed.

The DOE said the cumulative price cuts on diesel this month amounted to P3.75 per liter, while gasoline cuts amounted P3.90 per liter.

The local drop in prices started on Nov. 25, triggered by initial statements of the Organization of Petroleum Exporting Countries (OPEC) members not to cut oil production, before the OPEC meeting in which it decided the same.

The decision not to cut oil production resulted in an oversupply of oil in the market, coming also from non-OPEC producers and the shale oil producers in North America.

Since the Philippines is dependent on international fuel supply, the international price plunge also affected local oil players, whom often sourced their products from Saudi Arabia.

The decrease continued u nt i l t he l ast we ek of December when oil companies noted a hike of P0.30 centavos per liter for gas and a boost of P0.10 centavos per liter for

kerosene.

It fell yet again during the first week of January, citing product cuts for gas, diesel and kerosene, all amounting to more than P1.50 per liter.

For Jan. 23, Crude oil closed at USD 45.59 per barrel at the trading floor of the New York Mercantile Exchange (NYMEX) on Jan. 23, notably still far from the economic meltdown lows in 2008 at US$ 38.37 per barrel.

Emirates Airlines enjoys increase in passengers during Papal visit E M I R AT E S A i r l i n e s ’ passenger volume surged in the two-week run up to Pope Francis’ visit to the Philippines.

In a statement, Emirates said it transported 13,500 passengers to Manila from January 1-14, many of whom were travelling to witness the visit of Pope Francis.

Passengers came from destinations as far as the United States, Canada and Europe. The passengers transited through a single stop in Dubai International Airport to Manila. Seventy four percent originated from 99 different cities, reflecting Emirates’ vast overseas network to support global tourism.

“At Emirates, we are committed to offering a range of options for passengers wishing to travel to the Philippines, especially during busy seasons and momentous occasions such as the visit of the Pope. We remain committed to the Philippines and to the interests of its consumers,” Barry Brown, Emirates’ divisional senior vice president for Commercial Operations East said.

In 2013, Emirates invested almost $100 million in the Philippines. The company’s three daily flights from Manila also supported over 4,300 jobs in the Philippines last year.

Government solicits bids for Ilijan power plant’s diesel supply contract THE government is seeking suppliers for Ilijan combined cycle power plant’s diesel requirements.

In a statement, staterun Power Sector Assets and Liabilities Management Corporation (Psalm) said it commenced the bidding for the supply and delivery of 60 million liters of diesel for the

1,200-megawatt (MW) plant.

Psalm set a budget of P1.66 billion for the contract.

Security Bank to offer dollar -denominated five-year bond SECURITY Bank Corporation (Security Bank) plans to issue USD 150 million five-year dollar-denominated fixed rate bond.

In a disclosure with the Philippine Stock Exchange (PSE) Tuesday, the bank said the senior unsecured fixed rate bond has an initial rate of 4.20 percent and eyed to be settled on February 3, 2015.

Proceeds of the bond sale will be used to extend maturing liabilities and increase the bank’s foreign currency deposit unit (FCDU) funding base, it said.

The bank has tapped ANZ, Deutsche Bank and UBS as joint bookrunners while Development Bank of the Philippines and SB Capital will serve as domestic lead arrangers.

Relatively, Standard & Poor’s (S&P) has assigned a ‘BB+” rating on the bank’s planned issuance, the same as its ratings on the financial institution. ”The notes will constitute dire c t, uns e c ure d, and unsubordinated obligations of SBC and shall rank equally with all other unsecured obligations,” it added. Romeo Castañaga, Officer-In-Charge of the Department of Trade and Industry-Davao del Norte, said the promulgation of the rules implementing the code will help the province IRR/PAGE 10

Quimbo made the statement on Tuesday hearing of RMC 54-2015. RMC 542014 summarizes the rules on filing and processing of applications for valueadded tax (VAT) refund or tax credit.

Under the RMC which applies to all pending claims for VAT refunds, the BIR has a period of 120 days to decide whether to grant or deny an application.

If no action is taken by the BIR within the 120-day period, it would be deemed a denial of the application. In case of full or partial denial of the claim for tax refund, the RMC stated that the affected taxpayer could file an appeal in two ways: file the petition with the Court of Tax Appeals within 30 days from the receipt of BIR decision or file the claim within 30 days from the expiration of the 120-day period, if no action is taken by the BIR. The Philippine Economic Zone Authority (PEZA) and different foreign chambers of commerce also voiced their opposition to the circular.

“Many are opposing the RMC because it has a retroactive effect on their

claims. It also removes the right of taxpayers to negotiate with the BIR for VAT refunds.” said Rep. Quimbo “As the rules apply to pending claims, all the negotiations by companies claiming refunds with the government would be useless.

This in turn stifles foreign investments and burdens local businesses because they have to add VAT on their products. Foreign companies would also rather import than buy locally because it is cheaper,” he said.

According to the senior House official, the RMC runs counter to the incentive given to investors that firms could claim refunds from the government for the advanced VAT payments made for imports of items used for goods they export.

“To help increase foreign investors in the country and make local businesses more profitable, as well as protect consumers, it would be best for the BIR to at least restudy RMC 54-2014 or at the most withdraw it entirely.

We cannot keep changing the rules in the middle of a ballgame. That is plainly unfair to our investors,” Quimbo said. (PNA)

Our friends from Mindanao told me that even President Aquino appeared to have been informed beforehand of the PNP SAF activity, which was carried out in the early morning of Sunday, January 25, 2015. The President was briefed about the operation to capture or neutralize Marwan and Usman in a separate briefing before he went to Zamboanga City also on Sunday, January 25, 2015.

Our sources said Aquino’s presence in Zamboanga City was meant to confirm his permission for the large-scale operation against Marwan and Usman. I was told that this presidential go-signal, though tacitly or clandestinely given, was the reason why a very large contingent of SAF police officers and elements was authorized to participate in the operation, including SAF forces from as far as the

Cordillera Administrative Region.

In a report in its website, www.cordillerasun.com, the newspaper Cordillera Sun claimed: “Several of the slain policemen are from the Cordillera region. Based on our sources, over a dozen of the cops are from the different provinces of CAR. We are yet to verify some of the names but below are 12 of the policemen who are reportedly from the Cordillera region…”

The Sun then gave the names of these 12 policemen.

Can you imagine your frustration in trying to get where you want to go in Manila, w hen all the time you’re following the map of Jakarta? You’re following the wrong map.

Yo u c o u l d w o r k o n your driving skills and actions. Tr y harder and drive faster. But that would only get you to the wrong place faster! You might even work on your attitude and think more positively.

This is why Jesus Christ came. He said I am the only way to true life. Follow me and I’ll lead you to where you need to go in life. I’ve got the right map. I know t his l and and ter r itor y called life. I know the way things really are, both now and after you die. So trust me and follow my way.

Then, you will find the good life and satisfaction you’re looking for. So friend, won’t you decide right now to ask Jesus to forgive you for living your own wrong way?

Won’t you choose to start following the right map of life—to start following Jesus?

helping young birds who still prefer to stay in their nests to start flying. These adolescents already had enough feathers to move around, at least in some short distances. What was needed was coordination and the will to fly, and the will to continue growing to maturity.

This is not, of course, an easy thing to do. These young boys, for all their show of br av a d o, we re actually delicate and sensitive, full of doubts, questions and uncertainties.

And worse, they already had the power to answer back.

Finding the right balance between force and tenderness could be very t r icky, li ke wa l k ing on a tightrope. But I think the right thing to do was to simply talk with them a s mu c h a n d a s o f t e n as p ossible, and t r y to win their confidence.

It’s t o b e f r i e n d s w it h them without losing the distinction between mentor and mentee, teacher and student, parent and child.

For this, a lot of patience and understanding was

needed, plus, of course, a lot of creativity and sense of mastery and direction as to the goals these young boys ought to reach.

Patience and understanding, because we had to contend with many forces and impulses in play in their system that often throw them and us into confusion and emotional stress. It always paid to rein in our feelings and worries, because emotional outbursts can only worsen the situation.

But we need as much as possible to be clear about what can be done for these young boys. They can fall under an infinite series of possible predicaments.

They can be bright but l a z y, s chol arly but not s o ciable, ar t ic u late but very opinionated, athletic but vain, etc., etc.

They can be imaginative and artistic, but do not have the proper work discipline, o r s e n s e o f o rd e r a n d priority. They often wallow in complacency, contented with just a passing mark, not fully developing the talents and potentials they have, preferring to say in the nest.

We have to help them establish firm study habits

as well as skills in praying.

Their spirituality is a crucial part of their upbringing, especially nowadays when t he yout h are bu f fe te d with merely material and worldly values.

It’s c l e a r t h a t t h e y have to be known as i nt i m at e ly a s p o s s i bl e , that is, individually and p ers ona l ly. We have to k n ow t h e i r a s s e t s a n d liabilities, their attitudes and motivations, their way of thinking and looking at things in general, and try to plot out a strategy that would be fit and doable for them.

And the earlier these boys realize that such is the ideal condition to have, the better. Thus, it would be good that even from their childhood days, they understand this point well, not only in the context of the family, but also in the context of the school.

They have to learn to have trust and confidence in their teachers and mentors in school as well. I believe it is a mark of educational success when teachers and mentors manage to win the conf idence of their students, such that the boys feel free to confide things to them. But, of course,

this is a long and gradual process that should not be set aside.

There really should be ver y close co ordination between the families and the school, and thus over and above the activities of students in school, there should be a parallel set of pertinent activities between p are nt s and t he s cho ol officials.

Agriculture Secretary Proceso Alcala said on Tuesday that while the government is keen on creating an efficient business environment to i n c re a s e e a r n i n g s a n d competitiveness of local farmers, assistance from the private sector remains essential for the agriculture sector to be competitive in foreign markets. “ The Department of Agriculture (DA) is presently upgrading and fine-tuning its food safety and quality standards in sync with global benchmarks to make local agribusiness more competitive in foreign markets,” he said.

“However, the private sector’s assistance is vital to ensure safety standards and compliance,” he added.

The DA chief said they are, at the same time, encouraging foreign businessmen to invest in the country.

Rice scientists focus on Asia’s poor LOS BAÑOS, Laguna -Some of the world’s leading experts on rice science convene this week at the Philippine headquarters of the International Rice Research Institute (IRRI) here to review research efforts toward making rice systems work better for the poor. They are focusing on Asia, where about 90% of rice is grown.

Matthew Morell, IRRI deputy director general, underscored the importance of reducing poverty and hunger as the key motivator for current partnerships and advancements in rice research.

“There is a tremendous increase in rice production that we need to facilitate.

By 2050, we need to be producing 830 million metric tons annually. That is 180 million metric tons more than what we produce today,” said Dr. Morell.

The Asia Science Week of the Global Rice Science Partnership (GRiSP),

ongoing at IRRI from 26-30 January, focuses on several priority research areas by IRRI and its GRiSP partners that include breaking genetic ground; breeding highyielding rice with desirable traits; raising productivity in Asia’s rice bowls (also known as the mega-deltas); and determining a suitable st rateg y for Indi a and Bangladesh, countries in the region with the most number of poor people.

IRRI Director General Robert Zeigler said that while rice research is done mostly in Asia, there are important things to learn from challenges and research done in other parts of the world such as sub-Saharan Africa and Latin America.

“GRiSP became a platform in which research in various regions around the world became familiar with one another,” said Dr. Zeigler.

The social aspects of technology adoption, c h an g i n g d y n am i c s i n the rice-producing and

-consuming worlds, and new ways to scale out innovations in rice production are also brought to the fore during science week.

A key part of the weeklong event is the Young Rice Scientists session, in which a dozen rice scientists at the early stages of their careers will be presenting their work.

Today also marks the groundbreaking for a facility named after Australian physiologist Lloyd T. Evans.

The Lloyd T. Evans Plant Growth Facility will enable simulations of various types of rice environments and help researchers better understand the effects of climate change on the growth of rice plants.

Dr. Evans was formerly a member of the IRRI board of trustees.

The facility is being constructed with the support of the Government of Australia through the Au s t r a l i a n C e nt r e f o r International Agricultural Research (ACIAR), a major IRRI partner. (PNA)

EU lawmakers pass controversial GMO food law STRASBOURG, France EU lawmakers on Tuesday approve d cont roversia l legislation to allow EU member states to decide for themselves whether to allow cultivation of Genetically Modified foods after years of bitter dispute.

“This agreement will ensure more flexibility for member states who wish to restrict the cultivation of the

GMOs in their territory,” said Liberal Democrat MEP Frederique Ries who steered the legislation through the assembly.

For s ome of t he 2 8 European Union nations such as France, GMO foods are a potential threat to pu b l i c h e a lt h a n d t h e reputation and integrity of its famed agricultural produce.

For others such as Britain, GMOs represent an essential technology which cannot be ignored and is essential to feed a growing world population.

With neither side able to prevail since the legislation was first tabled in 2010, EU leaders thrashed out a compromise in June to hand the final decision back to member state governments.

On Tuesday, the European Parliament approved this deal by 480 votes to 159.

The legislation crucially allows member states to ban GMOs on environmental policy considerations, even if the crop has already been cleared on health and safety grounds at the EU level following a manufacturer’s request. gmo/PAGE 10

Rep. Rufus Rodriguez, of Cagayan De Oro City, said that while there has been a decline in smuggling activities in the country, the BOC still acknowledged that “significant smuggling activities still persist in some ports in Mindanao.”

The reason why smuggling persists in Southern Philippines is that the BOC in Mindanao is undermanned and have no proper equipment as evidenced by the lack of vessels to run after smugglers, Rodriguez said.

The lawmaker cited that only five customs police officers are assigned in Zamboanga, Sulu, and Tawitawi despite the fact that the areas are considered as the “front line in the government’s fight against smuggling.”

He said the B O C Mindanao is undermanned considering that aside from the Zamboanga Port, there are 96 private wharves in Zamboanga that might be used or have been used as entry points for smuggled goods.

Rodriguez said that the BOC anti-smuggling unit have no match to the sophisticated equipment of smugglers like “fast craft motor boats” that are used in the transport of smuggled goods in Southern Philippines.

He said that he has filed a House Resolution No. 1829 in Congress to address the problems of the BOC and the smuggling activities in Mindanao.

“I have filed the resolution urging the House Committee on Ways and Means to conduct an inquiry into the status of the BOC in Mindanao

because the bureau cannot simply rely on the other law enforcement agencies in the fight against smuggling and other illicit trade in the area,” Rodriguez said. (PNA)

Get on the fitness track with DTA

ilipinos probably celebrate Christmas the longest which starts at the onset of September and ends until January. With the festive atmosphere wherever we go during the Christmas season, our appetite likewise seem to absorb the happy disposition of everybody almost making the Holidays an acceptable reason to just give in to all the whims of our never full tummy.

Now that the month with the busiest gyms and the craziest diets is upon us, how should we get back on track to maintain a healthier body?

My own physical regimen include going to the gym 3-4 days a week without fail and having oats for breakfast, steamed chicken and broccoli for lunch and steak with green beans for dinner. I limit my rice intake and replace it with steamed sweet potatoes (kamote) and I replace coffee with green tea. I skip the usual sugarladen desserts and just eat bananas or ripe papayas. More importantly, I drink at least 4 liters of water everyday (6 on a training day). But yes, I do cheat sometimes especially when I am in the company of good friends or when I feel really stressed out from work and that the only thing that can de-stress me is a slice of my favorite Opera cake.

However, my personal regimen may not work for you because there are no hard and fast rules designed for everybody as each of us has our

own genetic makeup that affect the way we process food or burn calories.

We also have different capabilities, outlook and lifestyle that can deter our physical activities. But there are simple solutions that you can already start now to keep your physical form on its way to tip-top shape.

Start by setting small goals for yourself such as increasing your water intake to 4 liters a day, replacing fatty and sugary foods with healthier picks and doing some physical activities without the need for a gym membership at least 3 times a day.

Here are some suggestions: • Walk the dog • Go swimming • Play a sport • Take the stairs • Go for a jog • Ride a bike • Clean the house • Do Yoga, aerobic dance or Zumba at home Before starting any fitness plan, make sure that you are not only ready physically but mentally and emotionally as well. Here are a few tips on how to start and maintain an effective fitness plan: • Don't do anything drastic. Make small, maintainable changes and work your way into a solid training plan and eating regime.
