Sasa Port THE P18.99-billion Davao Sasa Port Modernization project will be the first public-private partnership (PPP) project to be rolled out this year, with the Transportation department set to publish the invitation to bid within the week.

Department of Transportation and Communications (DoTC) Secretary Joseph Emilio A. Abaya told reporters on the sidelines of an event in Quezon City on Wednesday: “We have to meet again because Friday is our deadline to publish the invitation to bid. That’s what the BAC told us. We just have to finalize some minor details.”

This represents a twoweek delay from his earlier announcement last month, saying “Davao Sasa will be able to publish an invitation to bid before Christmas.”

P86M investments MAMBAJAO, Camiguin -- The Department of Trade and Industry (DTI) posted a total of P86.14 million investments in 2014.

Taking the lead this time are investments related to the health Industry, with the Camiguin Medical Center in Mahinog town topping the list with P15 million capitalizations, and another P3 million investment for a dialysis center in Binaliwan, also in the same town.

‘BBL not a perfect law; Peace in Bangsamoro needs good governance’

Tatak TESDA P16.7-M earmarked to aid national govt agencies in Oro video making THE amount of P16.7 million has been earmarked as the city’s aid to different government entities this year.

This is provided for in Ordinance No. 12903-2014, which was approved by the City Council headed by vice mayor Caesar Ian E. Acenas on December 15, 2014.

Of the amount P9.5

million will be spent for the city’s subsidy to national government agencies (NGAs) in the form of honoraria/ allowances for their services.

T h i s y e a r, t h e c i t y budgeted P1.6 million as allowance to Court of Appeals Justice at P15,000 per month.

Meanwhile, the city is allocating P144,000 for

the honoraria of Asst Exec Clerk of Court; P360,000 for the Clerk of Court; P1.6 million to Regional Trial Court judges; P96,000 to Exec Clerk of Court; and P1.2 million to Clerk of Courts.

Meanwhile, the city’s subsidy for allowance of the Regional State Prosecutor is P120,000; Deputy Prosecutor,

P168,000; Asst. Regional Pro s e c utors , P 2 5 2 , 0 00 ; Municipal Judge, P600,000; Clerk of Court, P96,000; while the five branches of the Clerk of Court will receive P420,000 from the city this year.

GOOD News! The Technical Education Skills Development Authority (TESDA) is now accepting entries for its nationwide “Tatak TESDA Video Making Contest” for Year 2 implementation.

The contest launched in 2014 was to challenge the technical vocational education and training (techvoc) graduates and schools offering tech-voc programs to create a video of their success story that will encourage other people to get into this career path.

The Tatak TESDA Video Making Contest Year 2 is open to individuals and schools engaged in technical vocational education and

training (TVET).

The TVET graduate should be a finisher of any course from 2010 onwards, a holder of a National Certificate or Certificate of Competency, and working either in the country or abroad.

For the school category, the technical vocational institution should be accredited by TESDA, of good standing, and holder of Certificate of TVET Program Registration.

The graduate or the school must produce an original two to three minute video taken at the workplace or work setting, and then uploaded in Facebook or Youtube. The link should be submitted along with the official entry through email to the TESDA Provincial Office and copy furnished the TESDA Regional Office (tesdaregion10@yahoo.com) and Office of the Director General (tataktesda@gmail. com).

PEZA registers P6-B Norkis Cyberpark

THE Philippine Economic Zone Authority (PEZA) has approved the re g i st r at i on of t he P 6 billion Quisumbingowned Norkis Cyberpark, the first IT park in Mandaue City, Cebu.

PEZA Director General Lilia B. de Lima said Norkis Cyberpark Inc., Inc. Chairman Dr. Norberto B. Q uisumbing, w ho is also chairman of the Cebubased conglomerate Norkis Group of C ompanies, s i g n e d i t s r e g i s t r at i o n agreement.

The Cebu-based conglomerate, which started in motorcycle manufacturing business, will develop a 2.8-hectare lot into an IT park c ons i st i ng of f ive B P O office towers and a complementing retail strip.

The first office building, called Norkis One and a specialty retail strip called The Arcade shall cater to the captive BPO market and its surrounding neighborhood.

The cyberpark is being developed by DEI Properties Inc. Norkis Cyberpark will be the third IT Park in the entire Cebu to be approved

by PEZA. As a developer, Norkis is entitled to 5 percent tax on gross income earned while its locators are entitled to five years in income tax holidays.

The Quisumbing family patriarch said its cyberpark project, which is funded via internallygenerated funds and bank loans from the countr y’s top three banks Banco de Oro, Metrobank and Bank of the Philippine Islands, is expected to become its f l a g s h ip proj e c t i n t h e future.

appy New Year my dear readers! The new year will be a challenge for the EU. The economy has to be boosted with public investments worth billions, and a clear policy towards Russia is more urgent than ever.

“We will have a breath of fresh air, but not galeforce winds,” said European Commission President JeanClaude Juncker, when he was asked in an interview, if he expected any changes in 2015. And I strongly agree with him.

The EU Commission wants to give a new impetus to t he EU’s st r ug g ling economy and focus primarily on the creation of jobs and its investment program worth 315 billion euros ($381 billion). “Nonetheless, b a lancing t he nat iona l budgets will continue to be important,” Juncker said, hoping to reduce expectations in economic crisis countries such as Italy and France.

T h e C o m m i s s i o n’s economic forecasts predict a modest growth rate of 1.1 percent for the euro zone, with developments in single member states continuing to be markedly different: Germany will fare reasonably well, whereas other major euro zone countries will,

polls, wins snap elections, financial market confidence will likely be unsettled.

“The Greeks know very well what a wrong election result would entail,” Juncker w ar ne d blu nt ly. In it s analysis, the Goldman Sachs investment bank has been even more outspoken.

“In the event of a [Syrizaled government no longer paying its debts, leading to a] severe Greek government clash with international lenders, interruption of liquidity provision to Greek banks by the ECB could potentially even lead to a Cyprus-style prolonged ‘bank holiday’,” it said.

Greece, owing a total of 250 billion euros to the International Monetary Fund and various EU institutions, would tumble into financial chaos. A Greek tragedy would obviously affect other states with onerous debts: risk premiums for Cyprus, Italy, Portugal and, possibly, France would increase. This, in turn, would be poison for public budgets, which are to be used for investments as opposed to increased interest burdens.

And here is another big question? Is the United Kingdom on its way out?

This trend may continue with the elections to the House of Commons in mid-May. The UK Independence Party (UKIP) could triumph once again after its win in the European elections in May. Driven by UKIP, British P r i m e M i n i s t e r D av i d Cameron has promised his voters to negotiate increased sovereignty for the UK with the EU. But German Chancellor Angela Merkel has already drawn a red line by assuring that “freedom of movement of EU employees is non-negotiable.”

Just Think a Minute…

C

ebu City’s target collection for 2014 is 5.9B. By November last year, its actual collection is P1.2 billion short. Including remaining collectibles for December of around P700 million, the shortfall is still around P500 million.

Cagayan de Oro’s revenue collection in 2014 is P2.7 billion. It has exceeded the P2.6 billion projection. And exceeded by P400 million the 2014 budget of P2.3 billion.

Cebu City’s budget for 2014 is P5.9 billion. For this year, a whooping P13.4 billion.

Although this has been cut from what was proposed by Mayor Michael Rama of P18.9 billion, this year’s budget is the biggest in the history of the city. It is bigger than the P12 billion 2015 budget of Manila.

Like Cagayan de Oro, the City Council of Cebu is dominated by the local opp osit ion, t he B ando Osmeña-Pundok Kauswagan (BOPK). The council’s budget committee is headed by Councilor Margot Osmeña, wife of Mayor Rama’s political rival, former mayor and former congressman Tomas Osmeña.

While Mayor Rama does not totally like the approved P13.4 million budget, he is happy that his pet projects like drainage upgrades and flood control, more equipment for police and firefighters and more roads will finally be financed. The City Council of Cebu, although dominated by the local opposition did

not sacrifice public welfare to partisan politics.

Unlike Cebu City, the City Council of Cagayan de Oro slashed the P3.8 billion budget proposed by Mayor Oscar Moreno to P2.1 billion. Hit hard by the P1.7 billion budget slash are vital social services like Philhealth subscription for the poor, waste management and traffic management.

With the fiscal management at City Hall vastly improved, not only are the poor who need welfare subsidies stands to gain, but businesses generally gain from good governance.

Unfortunately, the majority in the City Council belonging to the PaDayon political group of former mayor Dongkoy Emano cannot see beyond partisan politics.

The budget slash and burn by the City Council of Cagayan de Oro is without precedent. Since day one of the Moreno administration, the majority have only one marching order from their godfather Dongkoy. That order is to prevent the Moreno administration from succeeding.

Any administration’s success means the people are satisfied. So the majority in the City Council do not want more and better classrooms, better city hospital, capable rural health centers, farmto-market roads, improved waste management and wellmanaged traffic.

But despite the irrationally contrarian City Council,

the Moreno administration has been successful in modernizing transactions in the City Treasurer’s Office. It had built over 200 classrooms in less than two years against zero during the Emano administration.

The city hospital that Emano left for dead has been vastly improved. Now at least 41 of the 54 rural health centers are accredited by Philhealth to handle maternal cases. During Emano’s term, none of the city’s rural health centers are accredited by Philhealth.

Now the council majority is escalating its sabotage of the Cagayan de Oro. They do not want the people to be happy with the services from City Hall.

They only did not only slash the budget for social services, but wanted to cripple the anti-poverty drive of the Moreno administration.

In his veto message to the City Council, Mayor Moreno cited the act of the City Council to prevent the Moreno administration access to the National Household Training System for Poverty Reduction (NHTS-PR) of the Dept. of Social Welfare and Development.

Mayor Moreno a ls o cited how the City Council delayed, causing “irreversible damage,” the approval of the city’s counterpart to the P120 million farm-to-market road fund from the Dept. of Agriculture. The Council also prevented the mayor from identifying programs and

projects under 20 percent development fund.

Suddenly they are talking of participatory processes in budgeting and development planning.

All of a sudden these councilors who were dead quite during the Emano administ rat ion b e c ame ferocious fiscalizers.

The walking dead councilors do not have the moral ascendancy to talk about participatory processes when they approved everything Emano wants in his 15-year misrule of the city. Would you believe that the Local Development Council was only convened

BDO ties up with UAE’s biggest lender for money transfer service FILIPINO with BDO accounts can now receive remittances from their relatives in the United Arab Emirates (UAE) in as fast as 60 seconds.

In a st ate me nt , t he country’s largest lender said it teamed up with Emirates NBD, the largest lender in the UAE, for a money transfer service called DirectRemit

60 Seconds.

The service, which started last December in the country, will enable the transfer of Philippine pesos to BDO bank accounts in 60 seconds, benefitting the remittance beneficiaries of the OFWs stationed in the various parts of the UAE region such as Dubai and Abu Dhabi.

“UAE is host to more than 700,000 Filipinos who diligently work to be able to send money back to their families in the Philippines.

This is another channel that will bring security and ease to our remitters,” said BDO senior vice president for remittance distribution Geneva T. Gloria.

OFW remittances are one of the largest in the world reaching about $24 billion a year.

Gloria said BDO and Emirates NBD are a good fit because both are leading industry players in their respective countries and serve a considerable number of Filipinos.

“Most of their Filipino clients who maintain an

Rules for small banks’ forex transactions set RULES expanding the scope of operations of small banks in the country were released yesterday by the Bangko Sentral ng Pilipinas (BSP) as part of its mandate of providing greater financial inclusion.

Under BSP Circular 864 that was signed by BSP Governor Amando M. Tetangco, Jr. last Dec. 22, thrift banks qualified to issue foreign letters of credit and engage in import and export transactions may apply to “operate as a dealer of deliverable FX (foreign exchange) forwards in order to service the trade-related hedging requirements of its clients.”

Meanwhile, under BSP Circular 865, thrift, rural, and cooperative banks can now buy and sell foreign currencies to enable them to play a more active role in the remittance business.

The BSP, in a statement last November when it announced that its policy-setting Monetary

Board had approved the two circulars, said that small banks are expected to manage any risks arising from the buying and selling of foreign currencies.

The central bank noted, however, that ample safety nets are in place that will “adequately capture... the extent of thrift, rural, and cooperative banks’ compliance and assessment of risk management…”

BSP Circulars 864 and 865 -- which amended parts of the Manual of Regulations for Banks -- will take effect 15 calendar days after their publication either in the Official Gazette or in a newspaper of general circulation.

Ye ar 2 0 0 4 , when I entered Taguanao Elementary School, Xavier University Grade SchoolPueblo Campus, already hold their weekly Feeding P r o g r a m s . Id e n t i f i e d Taguanao pupils who have nutritional status ranging from “wasted” to “severely wasted” were chosen to be the recipients. Up to this time, XUGS Pueblo still conducts their feeding program bi-weekly. There were also instances when Lourdes College Nursing Department conducted feeding program to our school children. A Parent of Xavier University High School fourth year class in the person of Mrs. Christine Magsalay is also a benefactor

of the school. It is their weekly program to feed pupils with low Body Mass Index (BMI).

Through these feeding programs, pupils are surely to improve their height and weight. Factors such as absenteeism and drop-out rate are also minimized.

PCA board orders alleged overpriced fertilizer contract probed THE Philippine Coconut Authority (PCA) board ordered an administrative probe into alleged overpriced contract of fertilizers for trees infested by coconut scale insects, the regulator said.

It designated the board audit committee to investigate the chairman and members of the PCA Bids and Awards Committee (BAC) or those who may have been be involved in the alleged overpriced contract.

“The BAC was asking us to approve a contract that could be overpriced by P10 million during the last board meeting,” Presidential Assistant for Food Security and Agricultural Modernization and PCA board chairman Francis Pangilinan said.

The BAC “immediately recommended” a rebid when

concerns over the price of the contract were raised.

The PCA is set to procure 39,000 bags of 210-0 Ammonium Sulfate for trees infested by coconut scale insects in Region IV-A or Calabarzon.

The price approved by BAC is P751.85 per bag.

However, PCA director Oscar Garin “raised concerns” as the price of fertilizers in Iloilo is less than P600.

Pangilinan has confirmed with industry players that a fertilizer is currently selling for less than P500 per bag.

“With that amount, an additional 20,000 bags of fertilizer would have been purchased and thousands more of farmers would have benefited. This is totally unacceptable,” Pangilinan said.

In a press statement, the Ayala Group said it has secured additional funds for the project, a development that brings the firm on track with the project as well as with its target to have 1,000 MW in its portfolio by 2016.

Through its power arm AC Energy Holdings, Inc. (AC Energy), the company said that since it already has needed fund, the first phase of the 4x135MW coalfired power plant can begin construction within the first quarter of this year.

The project, in total, was estimated to cost $1 billion is expected to be operational by 2017.

C o., a limited partnership among AC Energy, the Philippine Investment Alliance for Infrastructure (PINAI) fund, and Power Partners Ltd. Co. Once the project starts operation, it would bring AC Energy’s attributable capacity to over 700MW, bringing Ayala Group closer to attain its 2016 goal of reaching 1,000 MW attributable capacity of power plants.

Aside from this project, AC Energy is also involved in the development of a 2 x 600MW power plant in Bataan beside the existing GN Power Mariveles plant, which is 17-percent owned

by AC Energy.

Miriam Coronel-Ferrer, chair of the government peace panel said it would be unfair to pin all hopes on the BBL since there are other factors to consider, for example, how to deal with the splintered Moro National Liberation Front.

Ferrer added that while the process of legislating the BBL may appear slow it is much faster than the passage of the Reproductive Health Act and the Freedom of Information Bill, among others.

She commended both the House of Representatives and the Senate for having held several consultations on the BBL. Iqbal, who also chairs the Bangsamoro Transition Commission (BTC), said they are hoping for a “resounding endorsement” of the BBL, citing their “trust in the collective wisdom to pass the BBL.” “Let us not waste the opportunity to establish peace in Mindanao,” he said as he appealed to media to push Congress to do its job. He added that media, for sure, is interested in stories other than war.

Both panels are expecting Congress to pass the BBL within the quarter to achieve the timetable of having the Bangsamoro government set up by 2016.

Among the issues raised in the roundtable discussion was the need to prolong the transition period. Lawyer Jesus Dureza, president of the Philippine Press Institute and formed chair of the government peace panel, said it should provide enough time for the MILF to “mature politically”.

The MILF last month o r g a n i z e d t h e Un i t e d Bangsamoro Justice Party in preparation for the first elections for the autonomous government.

Decommissioning Ferrer noted that the MILF decommissioning process has been hampered by the lack of guidelines.

Iqbal said the decommissioning process would follow the Irish Republican Army model, that is, MILF weapons will not be surrendered but merely deposited to a third party. He added the pace of the process will depend on the progress of implementation of political reforms and other terms of the peace agreement.

Lawyer Benedicto Bacani of the Institute of Autonomy and Governance said the process of pushing political and legal reforms is slow and must be viewed within the larger picture.

He said it must be put a l ong s id e t he go a ls of attaining respect for identity, addressing instability, and the Bangsamoro’s right to self-determination.

“We need to have faith and support the peace process and continue to push for reforms,” said Bacani, who is a member of the Panel of Independent Lawyers supporting the BTC. Datu Al Abdulla Camlian, a BTC member and a military leader of the MILF, appealed for support to a good BBL that would prevent a resurgence of conflict.

Camlian said the MILF’s decision to enter into a peace agreement with government showed their interest to settle for autonomy not independence.

“We are not seeking

independence. We remain citizens of the Philippines,” he added.

After the passage of the BBL it will be ratified in a plebiscite in the proposed Bangsamoro region. The outcome of the plebiscite will determine the geographical scope of the Bangsamoro.

After ratification of the BBL, the ARMM is deemed abolished and the BTC will be replaced by the Bangsamoro Transition Authority which will serve as the interim government in the run-up to the first regional election in 2016.

The principle of check and balance does not mean that co-equal branches of government oppose each other all the time. Rather, they check on each others’ exercise of power to ensure that salus populi est suprema lex (The welfare of the people is the supreme law).
