LGU builds citronella facility for talaandig farmers in Talakag, Bukidnon

To widen the economic opportunities in Barangay Tagbak, Talakag, Bukidnon, the Department of Science and Technology establishes a citronella facility in one of its remote areas, Sitio Kalapat. In partnership with the Local Government Unit, around 15 Talaandig families are now capable of producing their own citronella oil from their own extensive citronella plantation.

Tagbak, Talakag, Bukidnon through their organization, Power Alternative Agenda in Mindanao, Inc. (PALAGMindanao, Inc.) will manage the citronella facility, featuring the newly installed Citronella Oil Processing through Hydrosteam Distillation.

Citronella oil is an essential oil obtained from the leaves and stems of two grass varieties of the citronella grass. The oil is used abundantly as a source of perfumery chemicals such as citronellal, citronellol, and geraniol. These chemicals are in high demand as an ingredient in soap, candles and incense, perfumery, cosmetic, and flavoring industries in the Philippines and abroad.

DOST intervention comes with equipment, user-guide training, product development, business, and organizational management, and market-matching opportunities.

UNLOCKED: The Philosophy of Teaching and Learning

Plato, a famous philosopher once said, “…for the object of education is to teach us to love beauty.” The primary purpose of education is to teach the love for what is true, good, and beautiful. But, to whom shall reality, goodness, and beauty be upheld?

The receiving end of whatever efforts teachers and school heads pour is our learners. They are the most essential aspect in the learning environment. They are the heart of instruction. They are the cause of our causes. Without them, schools would remain an empty edifice, and teachers would remain irrelevant. Hence, it is to them and for them that we impart not only knowledge but also wisdom, not only skills but also values.

Students are not blank slates without the natural capacity to think. Each learner is a potential genius. Each of them has the ability to understand for each of them has gone through series of personal experiences which shaped their prior knowledge. They have innate intelligences marked by heredity with unique interests and habits honed by time. Each of them is special and it is the role of teachers to unleash their maximum potential. So how should they be taught?

Recognizing the diversity of learners, effective teaching comes from using a teaching style that matches the context of each learner. One can be a facilitator, a formal authority, a delegator, and or a personal model or demonstrator. Most of all, a teacher can be all-round flexible and adaptable teacher to cater to the diverse needs of learners and to ensure learning takes place in whatever learning delivery modality.

In line with the concept of Garner’s Multiple Intelligences theory, instruction should be varied and assessment tools too, to suit to the diversity of learners. With varying instruction comes the use of differentiated strategies/ methods in teaching. These methods to be employed require creativity thus requiring the capacity of being resourceful.

These methods may be discussion type, socialized recitation, inductive/deductive method, technology-intensified instruction, content-based instruction, projectbased, performance-based, and the likes. Generally, the best strategies those that would allow students to experience and discover learning firsthand for them to own it and learn it meaningfully. When student-centered activities are created, learning would be more personal, thus, more cherished.

In the instructional process, teachers must not act as the fountain of knowledge. Instead, teachers serve as the scaffold, the guide, facilitator of the learner as s/he goes through achieving the learning objectives. However, this doesn’t mean that after instructing our students, teachers can already leave them. They must help them explore and develop meaning constructions of the subject which they are studying. This can be achieved through ascertaining and activating prior knowledge, creating a supportive learning climate, helping students deconstruct existing concepts and rebuild more sophisticated ones, and encouraging reflective and metacognitive thinking.

When every truth is realized and every beautiful is appropriately taught, learners achieve optimum learning and eventually apply in their individual lives. They become not only knowledgeable but also well-rounded individuals. With that, there would be transformation of behavior, of attitudes, of perspectives. As Plato beautifully writes, “By maintaining a sound system of education, you produce citizens of good character and citizens of sound character, with the advantage of a good education, produce in turn children better than themselves…”

During the meeting, Balquin said the city was unable to meet the IFC’s requirement that it generate 65 percent of its revenues locally for the past three years.

Owing to the COVID-19 pandemic, Cagayan de Oro City generated 55 percent of its revenues locally.

Despite this, representatives of the regional office of the National Economic Development Authority (NEDA-10) suggested during the meeting that City Hall secure funding from donor countries like Japan, South Korea and the European Union whose development goals align with City Hall’s reclamation initiatives.

Councilor Cabanlas also said the City Reclamation Authority will communicate with the Cebu Reclamation Board for their input on how they implemented their reclamation projects such as the South Road Properties (SRP).

“Their input will be used by the city as a benchmark or reference on how they were able to complete their reclamation projects such as the SRP,” Cabanlas said.

Aside from the Cebu Reclaimation Board, Cabanlas said they are also waiting on the arrival of top Philippine Reclamation Authority (PRA) officials to consult them on the requirements for pursuing reclamation projects.

Officer of DSWD -10 said the food and nonfood items came from the agency’s National Resource and Logistics Management Bureau.

“These include 33,302 family food packs, 3,000 hygiene kits, 2,186 kitchen kits, 3,000 sleeping kits and 300 family tents,” Veloso said.

She said that 15,000 family food packs, 186 hygiene kits and 100 sleeping kits were allotted for flood victims in Caraga Region.

She said 233 families or 710 individuals have remained in 21 evacuation centers in Misamis Occidental and Misamis Oriental.

She added they expect to finish unloading the relief goods on Friday, Feb. 3.

Bersamin administered the oath of office to its chair, lawyer Maisara DandanumLatiph, in Malacañang.

Bersamin signed the appointment of Latiph and eight members of the Marawi Compensation Board last January 13.

Latiph is a former legislator-member of the Bangsamoro Transitional Authority, the interim government in the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM), during the Duterte administration.

Also appointed to the compensation board are Sittie Aliyyah Lomondot Adiong, Dalomabi Lao Bula, Mustapha Dimaampao, Jamaica Lamping Dimaporo, Mabandes Sumndad Diron Jr., Moslemen Macarambon Sr., Romaisa Lomentong Mamutuk, and Nasser Macapado Tabao.

Lininding said they expect the board to convene immediately and set the implementing rules on the distribution of the P1-billion compensation package for the affected residents.

The board is tasked to facilitate the tax-free payment of reparations to residents who lost residential and commercial properties during the fighting.

The law also grants private property owners compensation based on the sum of the current market value of the land and the replacement costs of structures and improvements.

The Marawi Reconstruction and Conflict Watch, a non-government organization, hailed the formation of the MCB, noting that five of its members are women.

“The government made good its promise to compensate Marawi war victims with a reparation board that is truly independent, inclusive and led by women,” the group said.

I can only thank God that I don’t have to deal with that problem everyday back home in Rockingham, North Carolina but this traffic congestion is a daily ordeal for my loved ones back in Cagayan de Oro and nearby Tagoloan town in Misamis Oriental. I don’t expect this to be resolved anytime soon, but I join the others in appealing to local leaders to address this situation.

This project was made possible through the Community Empowerment through Science and Technology (CEST) program implemented by DOST Bukidnon. This is the second citronella project in the province spearheaded by DOST for the year 2022.

This is the second citronella extraction project established through DOSTCEST. The first is in Sitio Impahanong, Barangay San Luis, Malitbog, Bukidnon. As of January 31, Globe has logged over 11 million registered prepaid SIMs. Globe is again urging its customers to plan and schedule their registration, as failure to do so within deadline will lead to SIM deactivation.
