Teacher pay hike PUBLIC school teachers are expected to get salary increase beginning 2020, Malacanang announced on Tuesday.

Presidential Spokesperson Harry Roque said the entire cabinet reaffirmed during last Monday’s meeting the directive of President Rodrigo Duterte to find ways and means to increase the salary of teachers.

Roque explained the increase would take effect beginning 2020 and not in 2019 as previously announced by the Palace.

“The entire cabinet reaffirmed the President’s directive that we will continue to look for ways and means to effect an increase in the teacher’s salary but beginning 2020, not 2019,” Roque said.

Alliance for growth LAMITAN City, Basilan -- Local chief executives from the five municipalities of the western part of Basilan Island forged an alliance to spur peace and development in the area.

At the recent consultation meeting with municipal executive officials and partners in Lantawan, the concept of Western Basilan Alliance (WBA) as a development platform was presented.

Noor M. Saada, Project Manager of the Modeling InterLGU Alliance in Basilan (MILAB) project said that the consultation is second in a series to inform and mobilize support for the WBA. The Agencia Espanola de Cooperacion Internacional para el Desarrollo (Spanish Agency for International Development) AECID-funded MILAB Project and how this will support the WBA as a development platform was also introduced.

real OFW Watch app launched in Davao CDO property tax

AVAO City – Overseas Filipino workers (OFWs) now have a platform to empower and protect them, after the unveiling of a mobile social networking technology called OFW Watch Mobile App. In partnership with the Department of Labor and Employment (DOLE) and the Overseas Workers Welfare Administration (OWWA), the new app features the “Find Others function” and the “Volunteer Switch”.

The “Find Others” feature uses geo-location data to connect the user with other OFWs, expats and community groups nearby. Profiles of nearby

users including links to their social networks such as Facebook are used to facilitate a connection if both parties mutually agree. There is tight integration of the feature with Google Places’ “Check In” function that helps identify popular and safe locations nearby.

The “Volunteer Switch” function when flipped makes the user part of a global network of Overseas Filipino Volunteers.

As a volunteer in the network, the OFWs may receive alerts if a kababayan nearby is in trouble or may be alerted for assistance in sharing critical information with other nearby Filipinos and via their public social

network pages.

Myrna Padilla, a former OFW and currently president and founder of OFW Watch, said the mobile app was launched in Hong Kong last year as a pilot project to see what needs to be enhanced based on the users’ feedback.

“We are eyeing to reach countries where our OFWs are. This is already accessible on both android and IOS,” said Padilla, who worked abroad for over 20 years.

For safety and protection the app also contains an “Emergency SOS” button to report concerns of abuse or maltreatment as well as the ability to ask questions

on any subject related to OFWs’ stay overseas.

Representative Aniceto Bertiz III of ACTS OFW Partylist said his group reported to President Rodrigo Duterte that there were more than 20,000 displaced workers as of June 2016.

Bertiz said these are OFWs who were neglected by the past administration and were not given assistance as majority of them do not know whom to approach.

OWWA deputy administrator Brigido “Dodo” Dulay said the app started with the signing of a Memorandum of Agreement between OWWA and Ms. Padilla, believing that the new

technology can help OFWs. Dulay said OWWA brings home OFWs who died of sickness, abuse, accidents abroad.

Other features of the app include the Work Journal for OFWs to record working conditions.

The OFW can post status updates, photos, and videos in situations involving distressed OFWs, and these private work journals can be remotely monitored by DOLE, OWWA, or the Philippine Overseas Labor Office (POLO).

ANDURRIAO, Iloilo City — Megaworld Corp. is set to open a P2.2-billion lifestyle mall in this city in April, as it looks to end the year with a total of 18 malls.

Located inside the company’s 72-hectare Iloilo Business Park, Megaworld said the 90,000-square meter (sq.m.) Festive Walk Mall will be the largest and first full-scale mall outside Luzon.

“We are excited to bring our lifestyle mall concept to Iloilo, our first outside of Luzon. This full-scale mall will further expand

our offerings in Iloilo Business Park as it matures as a township,” Megaworld Senior Vice-President and Head for Lifestyle Malls Kevin Andrew L. Tan said in a press briefing here on Monday.

Festive Walk Mall will offer around 40,000 sq.m. of net leasable space. The company expects around 75% of the space to be taken up by tenants once it opens, and hopes to raise this to 90% within three months of opening.

Mr. Tan said they are currently talking with the SM group and the Metro Gaisano group to open two supermarkets

at Festive Walk Mall. The development will also feature seven cinemas, three activity centers, a children’s playground, and around 1,000 parking slots.

An open space with gardens and greeneries, a chapel, and a dog park will be located at the third level, collectively called The Deck.

Mr. Tan noted Festive Walk would be different from other malls in Iloilo as it would have more food and beverage tenants, pegged at around 30% of total occupants.

“Malls here now are run-of-the-mill shopping malls, grocery, bookstore,

that’s it. Here we’re redefining it, providing a round- the-clock lifestyle mall that fits the younger demographic,” the Megaworld executive said.

The mall will also have an annex building connected by the 1.1-kilometer Festive Walk Parade. The annex will house government offices, with the Land Transportation Office, Social Security System, and Philippine Health Insurance Corp. already contracted as tenants.

The company is also in talks with the Bureau of Immigration and Department of Foreign

Affairs to set up shop in the annex.

“We’ll have a complete government center in the annex, and we’ll also have medical facilities there that will compete the service offerings,” Mr. Tan said.

The Festive Walk Mall is the first lifestyle mall that Megaworld will be opening this year, bringing the company’s gross floor area to 690,000 square meters from 15 malls.

This year, Megaworld is slated to open malls in Pasig City, Alabang, and Boracay Newcoast.

“Not as big as Iloilo, but smaller formats… so we’ll end the year with 18.

We are on track to hit that 28 malls by 2020. We still have more townships being developed right now,” Mr. Tan said.

The mall expansion is part of Megaworld’s efforts to generate P20 billion in recurring income by 2020, of which lifestyle malls will contribute 50%. Business process outsourcing firms will account for the other half.

Megaworld’s net income attributable to the parent grew 11% to P9.98 billion in the first nine months of 2017, following a 5% increase in revenues to P35.4 billion for the period.

PLDT Inc. will spend more than PHP150 billion over the next three years to ramp up its deployment of fixed and mobile services in preparation for the entry of a third major player in the local telecommunications industry.

In a statement, the telecommunications giant said this year's capital expenditure (capex) will exceed PHP50 billion and is expected to stay at that level for the next two years.

This will bring the company's total capex from 2016 to nearly PHP260 billion or USD5 billion.

This is on top of the nearly PHP175 billion or USD 3.4 billion of capex that PLDT invested in network building from 2011 to 2015.

"What this means is that for every PHP 1 of service revenue, we reinvest between PHP 0.30-0.35 in the business to super-charge our networks and advance

our digital transformation program. This is a massive effort to turn our networks into powerful, pervasive and resilient platforms for delivering relevant digital services and solutions that our people can use to improve their daily lives, as well as enable the country to compete and thrive in this digital age,” PLDT Chairman and Chief Executive Officer Manuel V. Pangilinan said.

“Aside from building vital digital infrastructure, the PLDT Group is doing

its share of nation building through the payment of taxes. In 2011-2016, PLDT and its subsidiaries paid a total of P206.9 billion in various forms of taxes,” he added.

PLDT wireless subsidiary, Smart Communications, will be rolling out aggressively more Long Term Evolution (LTE) and 3G base stations to provide high speed mobile broadband to over 90 percent of the country’s cities and municipalities by 2018.

Smart has likewise accelerated its deployment of LTE 4G as it has doubled the number of LTE base stations in 2017 to over 8,700 from the previous year and increased the number of cell sites equipped with LTE base stations by about 60 percent to over 4,300.

To complement its LTE deployment, Smart also added more 3G base stations in 2017, raising the total to about 9,850. It also increased the number of cell sites equipped with

3G base stations to about 7,500.

It will double the number of LTE base stations to about 17,700 and increase the number of LTE-equipped cell sites to over 6,800 for the next 12 to 18 months.

The number of 3G base stations will rise to over 12,400, while the count of cell sites equipped with new 3G base stations will grow to over 8,000. Most of the new 4G and 3G base stations will be using pldt/PAGE 10

jhan tiafau hurst Think a minute…Have you ever wondered what the big deal is about Easter and this man Jesus Christ? Who exactly was He? People who don’t even like Him still agree that Jesus Christ taught and lived the highest standard of love and morality the world has ever known. But what made Him so different from all the other religious teachers and prophets, so that the world’s calendar centers on this one man’s birth?

Remember, Jesus said that He’s the One Who has the authority to forgive people’s wrongs and sins. Jesus said that He’s the One Who will judge every person in the world when they die. Jesus even claimed He’s the Lord over death and the Creator of all life. So Who does this man think He is? God? Exactly! And He proved it.

When He gave His innocent, perfect life for the wrongs of mankind, was buried for 3 days, and then came back to life! Only God Himself has the power to create life from death.

So what about other prophets and teachers who came after Jesus with new revelations, teachings and books they claim are also from God? Jesus very strongly warned us that any person who adds another teaching or book to the Bible, Jesus said that man is a liar and His teaching or book of revelation is not true. Because nobody, not even a priest or prophet, can add anymore to the revelation, teaching, and truth of God Himself in the Bible. Jesus warned we should never believe or follow these false prophets and religions, even if they call themselves a Christian church or followers of Jesus Christ.

You may be thinking: “Ok, if Jesus is God and the Only One Who can forgive all my wrongs, so what? What’s that to me?” Well, Jesus has everything to do with your life—both now and after you die. What we do with Jesus in our life now decides what He will do with us after we die. hurst/PAGE 10

Turning distractions into enhancers hints and traces

roy cimagala Especially in our prayer that plays a crucial role in our life, we need to learn how to turn distractions into enhancers.

We cannot deny that very often our prayer is hounded by all sorts of impertinent and stray thoughts that would practically annul the effectiveness of our intimate conversation with our Father God. Perhaps one immediate

thing we can do to address this problem is to make sure that we have a clear topic to take up in our prayer, together with relevant materials -bible, some spiritual book, novena and other devotional itemsplus a list of intentions to pray for.

We should go to our prayer truly prepared and not with an empty head and heart with the vain hope that perhaps some inspiration will come our way. We have to realize more deeply that inspiration can come to us more readily if we are prepared for prayer.

Of course, we have to understand that preparation for our prayer should be both remote and proximate.

Remote in the sense that we are always referring things to God all throughout the day.

Proximate preparation can mean stirring up the proper

dispositions just before our prayer time.

Those should help us to have focus and concentration when we pray. Just the same, we also need to elicit in us the appropriate feelings, if not, passions. Prayer becomes more effective and focused, our connection with God better assured and locked, when prayer is truly felt, and not just lingering in the intellectual level.

In fact, what would also help to a great extent is when we are physically fit as well, not tired and burned out.

That’s simply because prayer requires not only spiritual strength but also physical stamina. If we feel physically weak, most likely we cannot go the distance, and we would easily be carried away by all kinds of distractions.

Physical fitness would very

well support our mental and psycho-emotional faculties in our prayer. It facilitates the mobilization of these faculties.

Since not all days are good and conducive to prayer due to our changing conditions, we need to realize that a certain discipline and forcefulness is necessary to have focus in prayer. We just have to be game in this respect. It’s not all the time that we would be euphoric and ecstatic in our prayer.

There will be plenty of times when we will feel dry, but we just have to go on.

This is actually true in all aspects of our life. And Christ somehow articulated this need when he said: “From the days of John the Baptist until now the kingdom of heaven has suffered violence, enhancers/PAGE 10

This uptick, however, was expected, Bangko Sentral ng Pilipinas (BSP) Governor Nestor Espenilla said, referring to the central bank’s 3.5 percent to 4 percent target for the month.

Last month’s inflation rate is a big jump from the December 2017’s 3.3 percent and the 2.7 percent in January 2017.

Excluding volatile food and oil, core inflation jumped to 3.9 percent from the previous month’s 3 percent.

In a message to reporters, the central bank chief attributed the faster rate of price increases in the first month this year to a combination of

month’s 3.5 percent.

Rate of price increases of alcoholic beverages and tobacco, in turn rose double digit to 12.3 percent from last December’s 6.4 percent.

Faster inflation was also noted on other indices namely furnishing, household equipment and routine maintenance of the house; health; transport and restaurant and miscellaneous goods and services.

Starting January 1 this year, the government implemented the first package of tax reform, which cut workers’ first PHP250,000 annual income a tax free rate, among others.

To counter the effect of this on government revenues, excise taxes on fuel and sugar-sweetened beverages were hiked.

Economic officials said the first tax reform package should not have

any immediate impact on the price of affected commodities since items covered by the tax reform were old inventories, thus, were not yet affected by the excise tax hike.

Finance Secretary Carlos Dominguez III, in a message to reporters, said he has to “look at the figures closely” to check if the faster inflation rate last January was partly due to the implementation of the tax reform.

“Unless, of course, merchants took advantage of the law and raised prices on old inventories,” he added.

Monetary officials earlier said the impact of TRAIN on this year’s inflation rate was seen to be transitory, thus, their projection that inflation would average at 3.4 percent this year.

For next year, inflation is seen to average at 3.2 percent. (PNA)

Security Bank posts record P10.3B profit in 2017

THE Bureau of Internal Revenue (BIR) is considering including in its planned tax amnesty program those with pending tax evasion cases.

During the hearing of the House of Representatives’ Ways and Means Committee Monday, BIR Assistant Commissioner Alfredo Misajon told lawmakers that the BIR was considering to allow individuals with pending tax evasion cases to avail of the condonation but they needed to explain why they erred in their duty to pay taxes.

Misajon said the mere filing of the case was not enough to bar any taxpayer from availing of the condonation unless the court had already decided on the charges.

In an interview after the hearing, Misajon said he had no idea how many individuals had pending tax evasion cases, citing that this information belonged to another department that was not under his jurisdiction.

He, however, said that once these individuals availed of the planned tax amnesty, it was being considered to give them higher penalty than those who had not been found to have questionable tax payments.

“Maybe it’s better that they are given special rates, higher rates, to distinguish them from the ordinary availers,” he said.

Misajon, however, declined to give any

factors that include the first round effects of the first package of the Tax Reform for Acceleration and Inclusion (TRAIN) law, uptick of oil prices due to the same trend overseas and its impact on some food items.

“We think these are temporary drivers of inflation and would eventually stabilize,” he noted.

“Nevertheless, BSP will be closely monitoring the situation and stand ready to take timely action based on our evaluation of all relevant data,” he added.

The Philippine Statistics Authority (PSA) on Tuesday reported that the faster inflation rate in the first month this year was due to increases in heavily-weighted food and non-alcoholic beverages, which registered a 4.5 percent rate this year against the previous

figures or possible rates.

“Well, it’s really up to our congressmen. We at the BIR only implement it,” he said.

He said the amount they hope to collect from the planned amnesty program was substantial but he declined to give any figure, pointing out that “these are all preliminary figures that need to be proven in court.”

He said the number of possible tax evaders would not reach a thousand. “We act on certain information that comes to our office, either walk-in information or those gathered through an exchange of information among government offices,” he explained.

He also did not identify a timetable for those who would be covered by the amnesty. “We prosecute them based on the taxable year, when the discrepancy was discovered,” he said.

The Department of Finance (DOF) targets to collect about PHP26billion from the planned tax amnesty program.

The last time the government implemented tax amnesty is in 2008 and it collected about PHP13 billion from that program, which is being considered by the current administration to fund its infrastructure projects.

The Duterte administration has set an infrastructure program amounting to at least PHP8 trillion until 2022.

It eyes to increase infrastructure spending

to about seven percent of GDP from the current five percent in a bid to ensure that necessary infrastructure facilities are constructed.

The planned tax amnesty is under the proposed Package 1-b of the DOF-proposed tax reform program.

House of Representatives Ways and Means Committee Chair Dakila Carlo Cua, of the Lone District of Quirino, told reporters after the hearing that he was hopeful that the tax amnesty measure would be approved under the proposed Package 1-b.

He eyes the completion of the committee report on the measure to be approved “early March possibly.”

Under his proposed measure, amnesty rate will be based on eight percent of the taxpayers’ network but stressed that this will still depend on the lawmakers.

He added the lawmakers were considering the proposal of the BIR and the National Tax Research Center (NTRC), which had suggested that the rate should be based on taxpayers’ total assets.

“I can’t see how it can be a better system than the networth as of today. We need to study it,” he said.

The lawmaker said careful study of the measure was needed because “it’s a risk and reward issue that we have to decide.” (PNA)

LISTED Security Bank Corporation (SBC) chalked up a record-high net income of P10.3 billion in 2017, driven by double-digit growth in net interest and non-interest income.

The bank’s profit grew 20 percent in 2017 from P8.55 billion in 2016.

SBC told the local bourse on Monday its net interest income grew by 22 percent to PP19.4 billion, while non-interest income increased by 15 percent to P5.7 billion.

Trading gains surged 36 percent to P2.4 billion, while service charges, fees, and commission income rose slightly by 3 percent.

SBC's total revenues increased 20 percent to P25.1 billion.

For the fourth quarter of 2017, the bank's net income rose 49 percent year-on-year to PHP2.9 billion, driven by a 16-percent growth in net interest income to P5 billion and gain on sale of securities of P1.3 billion.

Loans increased 28 percent to P369 billion.

Wholesale loans grew 25 percent, where corporate loan growth was 25 percent, while middle market loan growth increased by 24 percent.

Consumer loans, accounting for 16 percent of total loans, continued with its upward trajectory, growing 49 percent.

Deposit grew 19 percent, with low-cost deposits growing 18 percent. (PNA)

DENR takes World Wetlands Day 2018 celebration to Tullahan River To mark the celebration of World Wetlands Day (WWD) on February 2, the Department of Environment and Natural Resources (DENR) will reach out to communities near the Tullahan River to raise awareness of the value of preserving wetlands and their importance to ecosystems.

The DENR, through its Biodiversity Management Bureau (BMB), will take the WWD’s local celebration to two Quezon City barangays – Sta. Lucia and San Bartolome – where the agency will conduct an educational outreach activity

consistent with the theme, “Wetlands for Sustainable Urban Future – Making Urban Cities Livable.”

DENR Secretary Roy A. Cimatu said the focus of this year’s celebration will be on enhancing the knowledge of communities about the conservation and preservation of wetlands and bodies of water situated in urban areas, and the Tullahan River is a fitting venue for the WWD event.

“We at the DENR are reaching out to the two barangays near the Tullahan River because of its relevance on their livelihood,” Cimatu

said. “As one of the most polluted waterways in Metro Manila, the river deserves no less than to have reduced pollution for the benefit of the residents within the area.”

A wetland is defined as land area that is saturated with water, either permanently or seasonally, and such that it takes on the characteristics of a distinct ecosystem. It also constitutes rivers and its tributaries, especially in urban areas such as Quezon City.

Laguna Lake cleanup is Cimatu’s next target After Manila Bay, Environment Secretary Roy A. Cimatu is looking at Laguna Lake as his next target in the list of important water bodies that require immediate attention.

“I intend to clean up the Laguna Lake. That’s my goal,” Cimatu told environment officials in Region 4-A or the Cavite, Laguna, Batangas, Rizal and Quezon or CALABARZON. In order to achieve his goal, Cimatu said he would need the commitment and cooperation of DENR field officials, particularly the Provincial Environment and Natural Resources Officers (PENROs) and Community Environment and Natural Resources Officers (CENROs) in the provinces of Laguna and Rizal.

“I cannot clean it by myself.

I have to rely on the Regional Director and the PENROs and CENROs,” Cimatu said.

“The success or failure of cleaning Laguna Lake and the rivers surrounding it relies on you,” he told field officers during his visit to the DENRCALABARZON last Jan. 26.

Cimatu had earlier said he was ready to take on the challenge of leading government efforts to clean up and rehabilitate Manila Bay as ordered by the Supreme Court in 2008.

He also pledged stricter law enforcement to punish those who pollute the historic bay known for having one of the most beautiful sunsets in the world.

Laguna Lake, the largest freshwater lake in the Philippines and third in Southeast Asia, is located east of Metro Manila between the provinces of Laguna to the south and Rizal to the north. It drains through Pasig River to Manila Bay. According to Cimatu, one of the reasons why Manila Bay is currently in a filthy state is the negligence on the part of the DENR to ensure the cleanliness of Laguna Lake as mandated by the Clean Water Act. “Pinabayaan nating maging madumi ang Laguna Lake,” Cimatu lamented.

Cimatu said he would rely on the leadership, performance,

initiative and dedication of the field officials in fulfilling his goal for the Laguna Lake.

The former Armed Forces chief said he was looking at the PENROs and CENROs as his “frontliners” in the battle for the future of Laguna Lake and the environment in general.

“It will not matter how good the commander or general is if his forward forces are not good themselves. You need to rely on your frontline,” he said.

Cimatu said the DENR field officials should expect him to visit them from time to time to monitor their actions.

When he assumed office in May last year, Cimatu vowed to prioritize environmental protection through full implementation of existing laws on clean air, clean water and solid waste management.

Cimatu has been going around the country to promote better water quality standards in major waterways. He had ordered the cleanup and rehabilitation of critical water bodies, including the coastlines of the world-famous Boracay Island.

Honda Achieves its Best Automobile Sales Record in the Asia & Oceania Region in 2017

Asian Honda Motor Co., Ltd., the regional headquarters of Honda in the Asia & Oceania (A&O) region, announced that Honda achieved its bestever automobile sales in 2017 in the A&O region with retail sales reaching 793,636 units, a 12% increase from 2016 sales volume of 707,951 units.

Honda also set all-time annual sales records in five countries, which are Malaysia, the Philippines, Vietnam, Taiwan, and Pakistan.

For sales by model, the all-new Civic enjoyed a twofold increase in sales compared to 2016 while the City, catering to the A&O’s regional needs, contributed to the total sales increase as the highest-selling model.

Honda in India sold 179,451 units last year, accounting for 23% of total sales in the region, with sales increasing 9% from the previous year. Honda City, which celebrated its 20th anniversary since first being launched, was the main contributor to sales, while the second-best-selling WR-V, a new Sporty Lifestyle Vehicle launched in 2017, also contributed to the increase.

The main contributor to Asia & Oceania’s regional sales was Honda in Indonesia, where retail sales reached approximately 180,971 units, accounting for 23% of Honda’s overall 2017 A&O sales. The Honda Brio was the top-selling model with growth of 34% from the previous year, followed by the Honda HR-V and Honda Mobilio.

Honda in Thailand achieved sales of 127,768 units, an increase of 19% from 2016, boosted by strong sales of the Honda City, Civic, and Jazz models. The recently launched CR-V achieved extraordinary growth of 222% compared with sales in 2016. Honda maintained its number one position in the Thai passenger car segment# for the third year in a row, while Thailand ranked third in Honda’s regional sales.

Honda in Malaysia recorded new all-time sales of 109,511 units, the first time ever that Honda achieved sales of more than 100,000 units in the country. This outstanding achievement was the result of strong sales of the City, HRV, and the newly-introduced BR-V model. The all-new

Civic sedan recorded an impressive 36% increase over 2016 sales. Honda achieved the number one position in the non-national segment for the third year in a row and the number two position in the overall Malaysian market, including national cars, for the second year in a row.

Another country in which Honda achieved impressive performance was Pakistan. The company recorded record sales of 47,424 units sold, a 49% increase from the previous year. The all-new Honda Civic sedan contributed to sales growth as the most popular model, achieving an 88% increase over the previous year.

Honda also recorded its highest all-time sales results in Taiwan, the Philippines, and Vietnam, with outstanding sales growth for newly-introduced models as well as existing models in the line-up. In Taiwan, Honda reached its best-ever sales result with 33,978 units sold, a 25% increase compared to 2016. The all-new HR-V was the biggest contributor to this achievement, with over 400% growth from the previous year. Honda in the Philippines set an all-time sales record with 31,758 units sold, a 37% increase over 2016. The BR-V achieved phenomenal growth with a 900% increase in sales from the previous year. Honda in Vietnam recorded sales of 12,358 units, a 10% increase, in large part due to the all-new Civic sedan, which achieved tremendous growth of over 700% from the previous year.

The City, a popular model in the Asia & Oceania region, made the greatest contribution to 2017’s regional sales, accounting for 21% of total sales with 169,124 units sold. Global models HR-V and Jazz were also very well received across the region, with strong sales of 102,182 and 99,534 units respectively.

In terms of the growth ratio from the preceding year, the all-new Civic recorded the highest jump in sales in the region with impressive growth of 51%, followed by the all-new CR-V, which achieved an increase of 43%.

About the artist: Massimo Folliero was born in Novara (Italy) in 1973. Later, he attended classes and obtained a Masters Degree in Piano at the “G. Cantelli” Conservatory of Music with Professor Giuseppina Giarmaná.

Thereafter he attended several music seminars and master classes in Italy and abroad presented by renowned pianists like M° Tiziano Poli with whom he examined and developed the importance of technical skills as a service to music expression; the well-known pianist and tutor M° Antonio Ballista with whom he studied topics about 1900 music; and M° Alessandro Drago having attended his master classes about the Phenomenology of Music.

He continued improving his piano music skills by attending highly specialized master classes with prominent musicians

like Walter Bozzia, Riccardo Zadra, Federica Righini, Stefano Mancuso, Mamiko Suda (Japan) and mostly with the world renowned pianist

The Liceo Conservatory of Music and Dance hosted Mr. Michael Fiedler of Bavaria, Germany for a demonstration of Bavarian folk music played with the accordion and Alphorn last January 22, 2018 at the AVR-1 of Liceo de Cagayan University.

Through a mutual friend, Liceo Music Conservatory Prof. Horst Hans Baecker invited Mr. Fiedler to a demonstration with students of the conservatory and the visitor and his wife Katharina, who were enjoying a vacation in the city from the freezing Bavarian winter, graciously accepted.

Known as Michi to his friends, Mr. Fiedler learned to play the accordion at the age of seven, and at 10 yrs. of age the French Horn (also known as the S-Horn).

At that early age, he

joined a brass band at his hometown of Penzberg, Bavaria.

Through the years, Michi learned to play various brass instruments from the baryton to the euphonium, trombone, bass tuba and trumpet. At the same time, he was also the band’s presenter and singer.

He joined seven brass and dance bands in his various gigs from El Paso, Texas in the USA, to the Steubenparade in New York, went south to Brazil, then back to Europe for gigs in Langon, France and Prague.Czech Republic).

By the time he was 16, Michi was already playing professionally as a member of the KöniglichBayrischen Musikanten, which had three No. 1 radio hits in Germany, and went on country-wide tour with the band.

In 1984, Michi was

with a fellow musician at the Alphorn Summit of Alphorn groups in the Allgäu near Neuschwanstein Castle.

They became so excited with the alphorn that they immediately bought one and Michi founded the group Penzberger Alphorn quartet.

By the end of 1999, Michi has gained enough proficiency with the Alphorn that he joined the professional group Tegernsee Alphorn with whom he traveled all over Germany for numerous gigs, including stints in television.

However, near the end of 2015, Mich became seriously ill that he had to stop performing altogether to regain his health.

Fortunately, by 2016 he had sufficiently recovered that he started playing the trumpet again by February, and some time later, the alphorn and the accordion.

Late in 2017, he and

his wife were invited by their neighbors Richard and Arlene Bleicher for a vacation in Cagayan de Oro where the winter weather would be better for his health. Fortunately, the Fiedler couple agreed only on the condition that they bring Michi’s alphorn and accordion, to which their hosts readily agreed.

A highlight of their visit was their performance for the Liceo Conservatory of Music and Dance last January 22 with the conservatory students at the AVR-1 of the university.

In Au g u s t 2 0 1 1 h e performed with great success the Rachmaninov 2nd Piano Concerto Op. 18 on his visit to Australia with Whitehorse Symphony Orchestra in Melbourne and Unley Symphony Orchestra in Adelaide. The German reviews have written about him: “…terrific technical skills in the service of musical ideas…” – “…you can feel his great temperament…”

In March 2004 Folliero established Camena Music Association and since 2005, as an Artistic Director, he has been organizing an annual International Piano Festival, now in its 9th year, at the historical venue of the Galliate Visconteo-Sforzesco Castle (Novara, Italy). This festival is dedicated to a variety of performances by young and famous pianists from all over the world, and involves all the towns and big cities around it always with huge success.

As Piano Professor he has been teaching in several schools as well as presenting master classes in Europe (Spain and Russia), Asia (Chinese University of Hong Kong and several Music Schools in Thailand, Malaysia and Japan) and Australia.

In 2009 he was chosen as Honorary Member on the panel of judges for the 9th International Piano Competition Ciudad de El Ejido (Spain) where he also presented a master class to students who participated.

Future solo, chamber music and orchestral performances are going to be held in Italy, Germany, Belgium, Spain, Scotland, England, Denmark, Australia, Russia, a Canada/USA tour as well as a new Asia tour with scheduled concerts in Brunei, India, Malaysia, Singapore, Thailand and Hong Kong.

Then, it was the turn of the conservatory students to surprise him with their rendition of the Bavarian folk song 'Klarinetten-Muckl' under the baton of Prof.

Baecker, with Mr. Vidmar on violin and student Joel Matematico Jr. on the solo clarinet accompanied by students on the keyboards, violins, and flutes.

Michi was so delighted with the performance that he insisted on playing the same song with them again, this time with him on the accordion, to everyone’s delight.

After the performance, the conservatory students had fun attempting to play the alphorn with some success, and Michi then played a tune on his alphorn with his instrument directed to the university campus to share the quaint sound of the Bavarian Alps with the students then present.

"My impression was that both Michi and our students really enjoyed the time together," said Prof. Baecker.

"The students still talk about newly gained impressions

about Bavarian folk music and the unusual instruments accordion and alphorn."

"Michi was init i a l ly surprised that the students were so reserved, very shy.

In the end, however, the meeting was very cordial and all students were very curious to try out the instruments and to enter into dialogue with Michi. It was a special honor for Michi and he is very happy to have many new musical friends," he added.

For the many who had not heard or seen one, the alphorn, also called the alpenhorn or alpine horn is a labrophone, consisting of a wooden natural horn of conical bore, having a wooden cup-shaped mouthpiece, used by mountain dwellers in the Swiss Alps, Austrian Alps, Bavarian Alps in Germany, French Alps, and elsewhere.

Similar wooden horns were used for communication in most mountainous regions of Europe, from the Alps to the Carpathians.

The alphorn is carved from solid softwood, generally spruce but sometimes pine.

In former times the alphorn maker would find a tree bent at the base in the shape of an alphorn, but modern makers piece the wood together at the base. A cupshaped mouthpiece carved out of a block of hard wood is added and the instrument is complete.

The alphorn has no lateral openings and therefore gives the pure natural harmonic series of the open pipe.

The notes of the natural harmonic series overlap, but do not exactly correspond, to notes found in the familiar chromatic scale in standard Western equal temperament.

Even the alleged undue haste in granting the request for extension, according to the Court, cannot be a ground to nullify the extension However, the SC noted that it can only intervene when there is a clear showing of such arbitrary and improvident use of the power such as would constitute a “denial of due process.”

The Court explained that it can only step in once there is clear showing of arbitrary and improvident use of such power by Congress under Article VII, Section 18 of the 1987 Constitution, which it said is lacking in this case.

As to the fear of the petitions that the extension would result to widespread violation of the constitutional rights of the people in Mindanao, the Court noted that the Constitution had provided safeguards against abuses.

“Petitioners failed to satisfy the requisites for the issuance of an injunction. The claims of violation of human rights are speculative and lack nexus between the exercise of martial law powers and their apprehension of such violations,” the Court ruled.

All petitions stated that the extension, which was approved by Congress in a joint 240-27 vote last December, lacked sufficient factual basis as Marawi City was already liberated and key leaders of the rebellion were reported dead.

Last January 17, the high court ended the two-day oral arguments on the four consolidated petitions against the martial law extension in Mindanao.

On Dec. 13, 2017, a total of 240 members of Congress voted to approve to extend martial law in Mindanao, while only 27 voted against it. The approved extension would take effect beginning Jan. 1, 2018 until Dec. 31, 2018.

In December last year, the high court upheld with finality the constitutionality of Duterte’s declaration of martial law in Mindanao.

The DILG central office said that it received the Ombudsman’s endorsement dated Dec. 20, 2017 signed by assistant Ombudsman Edna Dino only on January 5, 2018 ordering the DILG to implement the order within 30 days.
