Briefly Human trafficking THE paralegal group Balaod Mindanaw will hold a monthlong anti-human trafficking drive next month in Cagayan de Oro City.

DTI to promote SRPs to bigger sari-sari stores

ANILA -- The Department of Trade and Industry (DTI) plans to extend the implementation of suggested retail prices (SRPs) to bigger sarisari stores so that more Filipinos have better access to cheaper basic and prime commodities.

DTI Secretary Ramon Lopez told reporters Tuesday that the agency would launch soon the Suking Tindahan Program, which would promote SRPs among major sari-sari stores in communities.

Lopez said the DTI would grant accreditation, or seal of good housekeeping, on stores that volunteer to

implement SRPs on basic and prime products that they sell.

“We will be providing accreditation or seal of good housekeeping in stores that will be willing to put SRPs on products.

It’s not required but voluntary. But then, it’s a marketing tool, for stores that they are selling basic and prime products on SRPs,” he said.

“The Suking Tindahan Program is aligning with President Duterte’s thrust to improve consumer welfare and initiate propoor programs and to ensure easier access to cheaper SRPs,” he added.

The DTI chief said that the agency could help make arrangement with manufacturers to directly

supply these sari-sari stores who pledge to sell products within SRPs. Currently, SRPs are only applied to groceries and supermarkets nationwide.

Under DTI’s watch, it

monitors SRPs of basic goods such as canned fish and other marine products; processed milk; coffee; laundry soap; detergent; candles; bread; salt; potable water in bottles and containers;

and locally manufactured instant noodles.

It also monitors SRPs of prime commodities including flour; processed and canned pork; processed and canned beef and poultry meat; vinegar;

fish sauce; soy sauce; toilet soap; paper; school supplies; cement; clinker; GI sheets; hollow blocks; construction supplies; batteries; electrical supplies; light bulbs; and steel wires. (PNA)

of a Rapid Earthquake Damage Assessment Software (REDAS) at the City Planning and Development Office (CPDO), City Disaster Risk Reduction and Management Council (CDRRMC) members and concerned stakeholders involved in disaster preparedness.

The REDAS aims to produce seismic hazard and risk maps minutes

after the occurrence of a potentially damaging earthquake. WRITING can be an engaging, interesting and inspiring activity for young learners. Children are active learners and thinkers, learn through social interaction and learn effectively through scaffolding by more able others who can be adults or peers. Collaborative and well-planned writing tasks encourage the context for all of these characteristics to be fully exploited in the young learner classroom.

Writing is a complex

skill to develop and master, focusing on both the end product and the steps to arrive there. Writing skills only develop when young learners are taught how to write and are given opportunities to practice these skills and strategies.

Writing tends to be somewhat neglected in the classroom but it is an essential part of language development.

Good writing skills are based on good reading skills. You need to recognize words in

order to write and use them comprehensively.

Many young learners will not have fully developed their own writing skills and these strategies may not necessarily transfer to writing in English. Writing allows young learners to practice new vocabulary and structures. It allows for a high degree of personalization and creativity. It provides young learners to take risks and try out new language with more thinking time.

PAL puts NAIA-2 annex plan on hold

HILIPPINE AIRLINES (PAL) is putting on hold its plan to build an annex to the Ninoy Aquino International Airport (NAIA) Terminal 2, after the recent proposal of the “super consortium” of conglomerates to rehabilitate the whole airport system.

PAL President and Chief Operating Officer Jaime J. Bautista said the flag carrier is “still in discussion” with Philippine Amusement and Gaming Corp.

(PAGCOR) regarding the property where it plans to build an annex.

“Still in discussion but when the consortium takes over they will have to work with PAGCOR. So yes, back seat for now.

[Including the plan for another terminal?] Yes, yes,” Mr. Bautista told reporters last week.

Last September, PAL revived its proposal for a NAIA Terminal 2 annex, which will be built on a 16-hectare area that includes the now-defunct Philippine Village Hotel, the former Nayong Pilipino complex and the PAGCOR property.

However, PAGCOR has said the flag carrier cannot build its proposed

P20-billion ($400-million) annex on the property adjacent to Terminal 2 since it does not own it.

The gaming industry regulator had said that PAL has been only leasing the 10-hectare property from PAGCOR and does not have a right to use it for any purpose other than as “an aircraft parking ramp/apron facility,” as stipulated under a lease agreement signed between the airline and the previous management of PAGCOR, which expires in 2033.

Infra Capital, Inc., AC Infrastructure Holdings Corp., Alliance Global Group, Inc., AEDC, Filinvest Development Corp., JG Summit Holdings, Inc. and Metro Pacific Investment Corp., submitted to the government on Feb. 13 a proposal for the rehabilitation of NAIA to turn it into a regional hub.

Transportation Undersecretary for Aviation Manuel Antonio L. Tamayo told reporters last week that evaluation of the unsolicited proposal may take two months.

Golden Haven enters mass housing GOLDEN HAVEN, Inc. is formalizing its entry into the mass housing sector after issuing P3.01 billion worth of shares out of its unissued authorized capital stock to Cambridge Group, Inc. (CGI).

In a disclosure to the stock exchange on Wednesday, the Villar-led firm said it has issued 150 million common shares at P20.0935 apiece to CGI by way of private placement.

Golden Haven initially secured shareholder approval to increase its issued and outstanding shares last October 2017

to make the transaction possible.

The funds raised from the private placement will then be used to acquire housing developer Bria Homes, Inc., comprising 9.99 million shares at P301.42 apiece. CGI is a firm controlled by the Villar’s Fine Properties, Inc., and is the principal shareholder of Bria Homes.

Also led by the Villar group, Bria Homes develops mass housing projects across the country, with 27 projects in Bataan, Pampanga, Bulacan, Cavite, Laguna,

Camarines Sur, Negros Oriental, Cagayan de Oro, and Misamis Oriental under its network.

The transaction will bring down Golden Haven’s public float to 10.59% from 14.84%.

The diversification into mass housing comes after Golden Haven changed in corporate name last September 2017, where it dropped the words “memorial park” in order to expand its core business outside the deathcare industry.

Following the plan to acquire Bria Homes, the company then changed

its name to Golden Bria Holdings, Inc. last February, which it said would provide the company flexibility in undertaking its expansion plans. The company has yet to disclose when it will file with the Securities and Exchange Commission necessary documents for the name change.

Golden Haven saw its net income attributable to the parent increase 21% to P164 million in the first nine months of 2017, following a 19% growth in revenues to P724 million during the period.

Ayala Land to raise P25-B from retail bonds, notes LISTED property giant Ayala Land Inc. (ALI) plans to raise up to P25 billion funds from the issuance of retail bonds, bilateral term loans and qualified buyer notes to finance corporate requirements.

ALI told the local bourse its board of directors approved on Wednesday the raising of up to P20 billion through retail bonds listed in the Philippine Dealing and Exchange Corporation,

and bilateral term loans to partially finance general corporate requirements.

The company said the retail bonds would be issued under its P50billion debt securities program as approved by the Securities and Exchange Commission (SEC) in March 2016.

ALI will also issue notes worth up to PH billion to qualified buyers with a tenor of up to five years to refinance its

short-term loans.

Meanwhile, the property firm announced the completion of its proposed acquisition of additional 17.24-percent stake in Malaysian property and construction firm MCT Bhd (MCT).

ALI said the unconditional mandatory takeover offer made by its wholly-owned subsidiary, Regent Wise Investments Limited (RWIL), to MCT shareholders closed last

Monday.

“Acceptances for 295,277,782 were received, equivalent to 22.12 percent of MCT’s total outstanding shares. This transaction will increase ALI’s shareholdings in MCT from 50.19 percent to 72.31 percent,” it added.

The increase in ownership will strengthen ALI’s commitment to enhance MCT’s operations and expand its business further. (PNA)

Can’t get no satisfaction think a minute

jhan tiafau hurst Think a minute…What’s your pleasure? Do you enjoy music and parties? A nice meal with your closest friends?

Or do you enjoy gambling and alcohol? Maybe you love sports like football, tennis or golf? What’s your greatest pleasure? As one guy puts it: “What turns your eyes red?” Pleasures make us feel alive and free. But the problem with pleasure is that it only makes us feel good and satisfied for a short time.

Unfortunately, we still end up feeling like the old hit song by the Rolling Stones: “I can’t get no satisfaction.”

After the party’s over we’re back to living our same, ever yday life and responsibilities. It seems even worse after your big high and pleasure. Just ask the guy with the terrible hangover. Ask his wife or kids

whom he beat up while he was drunk. Ask the wife and children who are suffering terrible heartbreak and pain from the adulterous affair their father had with another woman.

Yet the amazing thing is we keep doing these same wrong things over and over again. These same things that keep hurting ourselves and the ones we love. We keep believing the lie and illusion that these extreme feelings of physical pleasure are what we want and need to feel satisfied. So even though we already know from our own experience that the pleasure doesn’t last and satisfy, we keep going back for more.

We’re almost like the dog that keeps chasing its tail.

But there’s a reason why we can’t be satisfied just from physical pleasures. It’s simply not possible! We are not made or designed that way. We humans are not able to be permanently satisfied with only fun experiences and physical pleasures. You and I were made for much more than “just to have a little fun before we die!” God made us spiritual beings like Him, so the only way we can be fully satisfied and happy is by having a daily, close hurst/PAGE 11

Ruffy magbanua NATURAL disasters are now common year in and year out. It has become a way of life so to speak, events we could no longer avoid, halt, or put a stop.

The frequent occurrences of f loods and droughts elsewhere are by-products of man’s insatiable greed --that of wanton abuse and the subsequent neglect of our

environment.

The result? We have now this thing called climate change staying for good in our midst. Studies show that there are several causes of climate change, but all have something in common – people.

On one hand, global warming is a side effect of many things that we, as a people do – like driving cars, heating homes, running factories, and transforming forests into towns. Our landfills and farm animals are to blame for recent climate change too.

Burning fossil fuels like coal, oil, and gas releases greenhouses gases such as carbon dioxide into the atmosphere.

These gases trap heat in the atmosphere that was on

its way out to space, causing Earth’s greenhouse effect to grow more intense, warming the climate.

Changes in the way land is used also have an impact on climate.

For example, when trees and other plants are cut down to make way for new buildings or parking lots, climate warms because less carbon dioxide is taken out of the atmosphere without the plants.

Plus, the asphalt and buildings tend to hold onto more heat than forests and fields, so when warmed by the Sun, they stay warm for some time.

Agriculture also adds greenhouse gases to the atmosphere. Farm animals release methane, a particularly strong greenhouse gas, as

they digest food. Factorymade fertilizers release nit rous oxide, anot her strong greenhouse gas into the atmosphere What would climate be like on Earth today if humans were not affecting the system?

We can answer that question without making everyone move somewhere else.

With models of the Earth system run on computers, scientists have simulated what our world’s temperature would be like over the past century both without human influences and with human influences.

Because computers don’t know what actually happened over that time, the model takes into account only the factors that might affect our climate and not any data about Greed/PAGE 11

-ooo “PDA”, A CURE AGAINST DENGVAXIA? There is a liquid substance which allegedly has healed a Court of Appeals justice of his stage 4 prostate cancel, and of the stage 3 breast cancer of a woman merchant, that may yet provide the much-needed cure against the deadly effects of the Dengvaxia vaccine manufactured by Sanofi. The substance is called “PDA”,

and appears to be available only in Tarlac City.

The “discoverer” of the awesome benefits of drinking “PDA” was my brother, lawyer Leny L. Mauricio, a practicing lawyer like me.

He and his wife, lawyer Irene Fenix Mauricio, had a client named Ria Sanchez, a cancer survivor. She shared with Leny and Irene the benefits of healing that drinking “PDA” did to her illness.

From then on, Leny and Irene learned to drink “PDA” regularly. “Tatay Delfin”, according to the exchange of information in the Facebook wall of Philip, is a faith healer from the mountains of Banahaw who is using PDA. Lyn, on the other hand, is the daughter of the PDA mixer (PDA allegedly represents the initials of Lyns father). Leny said: PDA can cure the ill effects from Dengvaxia, since it can even cure stage 4 cancer.

So children can be enticed to drink PDA (it apparently tastes awful), the substance must be mixed with buko juice and a little honey, Lyn explained. Leny, meantime, clarified that there is PDA available at RK Kitchenette near Malacanang and St. Jude Catholic School in Mendiola.

This is not an endorsement by this column of PDA. What I am saying is, there is no

harm in trying, especially in these desperate times!

Always renew and purify our love hints and traces

roy cimagala That’s simply because of the tension between our nature and our supernatural goal, not to mention our present wounded human condition that is prone to temptation, sin, and all kinds of weaknesses. We unavoidably contend with these conditions in our earthly life.

We can always start with good intentions and our best efforts in anything that we do.

But if we do not constantly renew and purify our love for God and neighbor that should inspire all our actions, we simply cannot go the distance.

Along the way our energy will weaken, our motives will get warped, our objectives displaced. We should be realistic and humble enough to acknowledge this fact of life and do something about it. In this life, the law that we ought to follow is to always renew and purify our love for God and neighbor.

There is struggle involved.

In fact, we are already told by our Christian faith that our life here on earth is a war.

“The life of man upon earth is a warfare.” (Job 7,1) We need to be always prepared to do battle with the enemies of our soul and of God that undermine our true love.

These enemies are the world itself with its lust of the eyes, lust of the flesh, and the pride of life, and the devil himself. St. Paul reminds us that our spiritual enemies are no joke.

“We wrestle not against flesh and blood, but against principalities, against powers, against the rules of the darkness of this world, against spiritual wickedness in heavenly places.” (Eph 6,12) To constantly renew and purify our love means to steadily conform our love to the love God has for us as shown to us by Christ and as effected in us through the Holy Spirit. That is why Christ himself said that we have to love one another as he himself has loved us. (cfr.

Jn 13,34) Given our unstable human

condition, we need to make constant effort to conform our love to Christ’s love that goes all the way to assuming all our sins and offering us his mercy.

Every day we have to make plans and strategies of how to make our love reflect Christ’s love better. This means we really have to actively look at Christ and follow his example more closely. Like him, we should be willing to do a lot of good and be patient, understanding, and merciful with those who do not practice Christian love.

In this, we have to be willing to suffer. That’s why the love for the cross is a sure sign that we are truly loving. We have to learn how to overcome our tendency to be self-absorbed and selfcentered, interested more love/PAGE 10

HE Finance department supports House Bill 7105, which pushes for a tax amnesty program, in a bid to help the government collect taxes easily.

The bill, which involves Part B of Package 1 of the Tax Reform for Acceleration and Inclusion (TRAIN) Act, is now being deliberated on by the House Committee on Ways and Means. Aside from amnesty for unpaid

taxes in 2017 and prior years, the same bill eyes the relaxation of the Bank Secrecy Law. The proposed bill is expected to be approved within the first quarter of this year.

“In principle we support it not because we need the money at this point but because we want a complete database of taxpayers and their networth level so that in the future it will be easier for us to collect more

taxes in a more efficient manner,” Finance Assistant Secretary Mark Dennis Joven said.

The Department of Finance (DOF), under the proposed tax reform program, is pushing for a tax amnesty in a bid to improve collections and correct inequities in the past.

“Keeping the interest rate flat for now is presently the most appropriate response,” Birgit Hansl, a World Bank economist in Manila, said in an emailed response to questions last week. “If inflationar y pressures build rapidly and, most of all, if they persist over a few months, a rate adjustment would be appropriate – also given that there is ample domestic liquidity.”

Cimatu pushes for sewage facilities in tourism hotspots “Let us not wait until it is too late.”

This was Environment and Natural Resources Secretary Roy A. Cimatu’s appeal as he urged tourism hotspots nationwide to plan for their sewerage and septage systems in a bid to avoid these destinations from suffering the fate of Boracay.

“We need to put in the investment in the sewage systems of these places now while we still can so that these places can avoid the problems facing Boracay today. It is better to build sewage treatment facilities now than face a catastrophe later,” Cimatu said.

For the longest time, Boracay has been hounded by the problem of businesses and residents discharging waste water, including untreated sewage, into open bodies of water, which eventually reaches the sea.

Ideally, the waste water from houses and establishments should be channeled to a sewage treatment plant to be cleaned before being released.

Cimatu explained that under the National Septage and Sewerage Management Plan, cities and firstclass municipalities can avail of a 50 percent grant from the national government to help build their sewerage systems. He urged these local governments to take advantage of the government grant immediately.

“The grant is there, but there are no takers because there are no benefits for them,” Cimatu said. “We must keep in mind that we are doing this for the environment, and for the benefit of the people!” sewage/PAGE 10

DENR to deploy 50-member ‘mission team’ to Boracay Secretary Roy A Cimatu of the Department of Environment and Natural Resources (DENR) on Monday announced the deployment of what he called “mission team” to address the environmental issues besetting the world-famous Boracay Island.

During the weekly flagraising ceremony at the DENR central office in Quezon City, Cimatu said the mission team will be composed of 50 personnel from six regional offices of the department.

“The mission of the team will be to rehabilitate and restore Boracay in becoming again a paradise. We are given six months by the President,” Cimatu told DENR employees.

According to the environment chief, the island will be divided into six areas and each of the six regions will be assigned an area to work on.

“We will be using all our government and the DENR assets and personnel to do this job.

Those who will be deployed will be on a rotation basis,” Cimatu said.

Cimatu said that Director Metodio Turbella of the DENR’s Environmental Management Bureau (EMB) is already in Boracay to assist DENR Region 6 Director Jim Sampulna.

He said that each bureau of the department is to contribute personnel to augment the DENR contingent in Boracay.

“Expect that the DENR will be there, about 50 personnel from all over the regions and from us (Central Office). We will start it right now, this Monday, our presence in Boracay,” Cimatu said.

President Rodrigo recently tasked the DENR Secretary to find ways to end the problems

hounding one of the country’s top tourist destinations.

The Chief Executive gave Cimatu six months to clean up Boracay, which he described as “cesspool,” or else the entire island will be shut down.

“This is really a marching order to us by the President and I must tell you now that we should not fail,” said the former Armed Forces chief.

“I say again, we should not fail, not only the President, we should not fail our people,” he added.

Last week, the DENR issued notices of violation to 51 out of 300 business establishments found to have violated some conditions in their environmental compliance certificates (ECC), including connection to the sewage treatment plant or installation of their own wastewater treatment facilities.

Cimatu vows to fast track Minahang Bayan applications Department of Environment and Natural Resources Secretary Roy A. Cimatu vows to fast track Minahang Bayan applications following his recent order to shut down illegal small-scale mines.

On February 15, Cimatu visited areas in Itogon, Benguet which are being applied for as Minahang Bayan by small-scale miners. Specifically, these areas are the Antamok which is covered by the patented area of Benguet Corporation and the Gold Creek area which falls within Gold Creek Mining Corporation’s mining patent.

Cimatu promised to fast track Minahang Bayan applications in these areas so that small-scale mining operations are legalized and regulated.

So far, no Minahang Bayan has been declared in the Cordillera Administrative Region. According to the records of the Mines and Geosciences Bureau-CAR, there are currently 65 pending applications for Minahang Bayan in the region. Some of these

have been endorsed to the MGB Central Office while some still have documentary requirements which are yet to be completed.

The requirements in applying for a Minahang Bayan include petition for Minahang Bayan; the status of the area; evaluation report from the MGB; results of initial review of the DENR and MGB; proofs of notice to mining tenement holders, private land owners, to the host local government units (LGU), and to the National Commission on Indigenous Peoples (NCIP); proof of posting; proof of publication; certification from the City or Provincial Mining Regulatory Board that there is no protest filed against the application and/or that favorable decision is final and executory; endorsement by the majority of LGU council members; certificate of non-overlap and certificate of compliance with corresponding Memorandum of Agreement from the NCIP; and consent from the land owners or companies

who have claims over the area being applied for Minahang Bayan. In case of areas with indigenous peoples, a Free Prior and Informed Consent (FPIC) is necessary.

According to Engr. Alfredo Genetiano, chief of the MGBCAR’s Mine Management Division, in CAR, the prerequisites for the FPIC and the FPIC process itself are usually the most challenging to comply with as the documentary requirements for the conduct of FPIC are too technical for small scale miners while the FPIC process takes time.

Meanwhile, many tourism hotspots nationwide are neither in cities nor in first class municipalities. In these cases, the secretary said the Department of Environment and Natura l Res ources (DENR) is willing to help them in this matter.

“We really need to think of how we can help these local government units build their own septic and sewerage systems, instead of relying on the local water suppliers to do this, which might pass the construction costs on to the people’s water bills,” he said.

Tourist attractions, such as some municipalities along the Taal Volcano Protected Landscape region and several municipalities in Palawan are examples of places that might need help with their sewerage systems.

In the case of Boracay, the DENR estimated that around 17.5 million liters of waste water is generated in the island every day. Of

this volume, only about half is treated properly, while the other half is discharged untreated. About 30 to 40 percent of the untreated waste water comes from private homes, while the rest is said to come from business establishments.

Boracay has two sewage treatment plants, but it is not yet enough to cover the entire island. Cimatu earlier said that 834 out of some 2,600 businesses in the island have been identified as discharging wastewater without proper treatment.

The DENR mission team has already started its work to rehabilitate Boracay. The team has been divided into six groups and is surveying different areas of the island, looking for violations such as missing environmental compliance certificates and failure to connect to the sewage treatment plants.

“We are doing a saturation drive of all establishments this week. The aim is to plug the biggest leaks and to find out where the untreated water comes from,” Cimatu said.

And while Boracay is facing the challenge of cleaning up waste water, the secretary noted that the island’s sewerage management could be a model for other tourist hotspots. The island’s water concessionaire, Boracay Island Water Corporation (BIWC), is a partnership between the Department o f To u r i s m’s To u r i s m Infrastructure and Enterprise Zone Authority (TIEZA) and Ayala Corporation’s Manila Water Company. BIWC runs the two sewage treatment plants in the island, and are building a third one.

“B oracay is ac tually ahead of the curve when it comes to sewage treatment, but the challenge now is to ensure that the entire island is connected to it. Hopefully we can do that by 2020 or 2022,” Cimatu said.

If our love is real, that is, if it truly reflects Christ’s love, we will always enjoy a certain sense of peace and joy in spite of the suffering we can encounter. We may die with Christ, but we will surely resurrect with him also.

He also noted that some of these operations make use of sodium cyanide which is highly toxic. In addition, small scale miners do not have safety hazard control measures in their operations.

“I sympathize with these people. Ver y dangerous ang ginagawa nila. So sana makahanap sila ng ibang ways to earn for a living other than illegal mining,”

he further said.

The mine tunnels ordered closed by Cimatu had intruded the military reservation of the Philippine Military Academy (PMA).

Illegal mining operations in the reservation persisted despite a stoppage order issued by the MGB-CAR in 2013.

Cimatu has issued Special Order No. 53 creating the National Task Force on Mining Challenge. The task force would ensure strict implementation of existing mining policies and regulations, as well as other related environmental laws.

The task force cracked down illegal small-scale mining activities within the vicinities of the PMA; Brgy.

Kias in Baguio City; and Camp 4 in Benguet which led to the closure of several adits and confiscation of mineral products, chemicals, and several equipment used by small scale miners.

He said the task force would help the DENR and its MGB in implementing not only mining rules, but also other environmental laws, such as those on pollution and illegal logging, which mining operations may have violated.

“Mining operations affect such a huge part of our environment, and are often covered by many interrelated environmental laws that cannot be addressed by the MGB alone,” he pointed out.

The NTF MC, which now serves as the enforcement arm of the DENR, is expected to roam around the country to shut down illegal mines which do not only pose threat to the environment, but also to the lives of small-scale miners.

The Task Force will also run after illegal importers, retailers and distributors of explosives and cyanide which are commonly used in smallscale mining operations.

According to the governor, General Luna alone has a total of 124 resorts, of which only 25 have secured ECCs from the Environmental Management Bureau (EMB).

But she allayed fears that Siargao would become the next Boracay. President Rodrigo Duterte threatened earlier this month that he would shut down Boracay as it has become a “cesspool” as its sewerage problem is wreaking havoc on the island.

“I am a Siargaonon and I was born and raised in General Luna. I will not allow this problem on the environment to exist in my hometown,” Matugas said during a meeting with tourism stakeholders held in Kapitolyo Nan Siargao in Dapa last Tuesday afternoon.

She said she wants to conserve the island, whose landscape and seascape have been declared as protected areas.

It was learned that most of the resorts have built improper septic tanks.

“Most septic tanks on the island have a bottomless design, which allows wastewater to quickly seep through the ground. This poses higher risk of contamination in fresh and sea water,” according to Dr. Merlinda Placencia, who introduced eco-septic system in Siargao.

Wilson L. Trajico, regional director of EMB-Caraga, said he advised resorts that do not have ECCs to secure one or suffer the same fate as the resorts in Boracay.

“We will check every resort and validate them,” he said.

Engr. Michael Tuapes, clearance and permitting officer 2 of EMB-Caraga, told MindaNews that only resorts with floor area of at least 1,000 square meters are required to obtain ECC. But he added that smaller resorts should still secure a certificate of non-coverage.

There will be more global

warming coming according to the results of computer models summarized by the Intergovernmental Panel on Climate Change (IPCC) -- a group of experts from more than 100 countries organized by the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP).

The IPCC predicts we will see about 0.2° Celsius warming for the next two decades. If we continue to emit as many, or more, greenhouse gases, this will cause far more warming during the 21st Century than we saw in the 20th Century.

During this time, various computer models predict that Earth’s average temperature will rise between 1.8° and 4.0° Celsius (3.2° and 7.2° F) depending largely on how humans change the ways they live on the planet.

Although there is a certain amount of global warming that we are going to have because of our activities during the past century, there are ways to help slow the rate of warming.

In fact, the range in possible warming over this century is mainly because we are not sure how humans will affect the planet.

For instance, if we add less greenhouse gases to the atmosphere, it will cause less warming. If we add more, then that would be another story.
