DEPARTMENT of Finance Secretary Carlos Dominguez III cited on Monday the progress of the discussions on infrastructure and economic cooperation between the Philippines and Japan which demonstrates the strong commitment of the two countries to the “fast and sure” implementation of the Duterte administration’s flagship infrastructure projects.

Dominguez said this latest meeting of the PhilippinesJapan High Level Committee on Infrastructure and Economic Cooperation, which is the fourth to be held since March 2017, has already addressed several concerns in only a short period of time.

“I am convinced that, through our regular meetings, both our governments are prompted to deliver on our commitments and are encouraged to think of more innovative measures to improve our cooperation,” Dominguez said.

Rubber roadmap IPIL, Zamboanga Sibugay -- The Rubber Industry Cluster Assessment and Planning Workshop was recently conducted at Sibugay Grand Plaza Hotel to assess its accomplishments for 2017 and to craft the Rubber Industry Action Plan for 2018.

Various stakeholders composed of government line agencies, rubber industry players, farmers and traders attended the 2-day event to tackle issues affecting the rubber industry in ZamPen as well as the Philippine Rubber Research Institute (PRRI) 2018 plans and programs.

Mr. Rudy Mabalot, Regional Rubber Industry Cluster coordinator presented the consolidated 2017 accomplishments, achieving some targets but failing in some aspects due to some constraints.

TANDAG City – The price of commercial rice went up as much as P3.00 per kilo as of latest market monitoring, according to the National Food Authority (NFA) in Surigao del Sur. The prevailing price of regular-milled rice (RMR) was only noted at P37.00 a kilo but it went up to P40.00 already based on the Weekly Cereal Price Monitoring dated February 8, 2018. The NFA here placed its “price range” from as low as P32.00 to as high as P44.00 per kilo this week. Also, the price of the same variety was just P40.00 per kilo at the most.

The well-milled rice (WMR) had P2.00 per

kilo in price increase from P43.00 to P45.00, as logged on the same price chart, the same increase in price of premium rice from P48.00 to P50.00 per kilo.

Meanwhile, Balatero expressed sigh of relief when told that the planned rice importation already got a nod based on the latest news reports, admitting that their warehouse stock balance would be good only for four days.

It was learned that the NFA here just had a total of 14,880 bags in all three

warehouses – or 9,307 bags in Tandag City; 2,891 bags in Mangagoy, Bislig City; and 2,682 bags in Cantilan town. In fact, the provincial operations officer said that they had been on a limited mode of distribution, particularly in Bislig City since the start of this month. This was on a “five-bag-perretailer-per-week.”

Vista Land eyes 60 malls by 2020 VISTA Land & Lifescapes, Inc. is ramping up its expansion with a target to triple its shopping mall portfolio in the next three years, as it rides on the country’s sound macroeconomic fundamentals.

The property developer targets to have 60 malls by end of 2020 from the current 22 malls in its portfolio.

“We remain optimistic for the industry, given the strong demand for our commercial spaces and housing products, propelled by the stable growth in the disposable income, OF (overseas Filipinos) remittances and sound Philippine macroeconomic fundamentals,” said Vista Land Chairman Manuel B. Villar, Jr. in a statement.

Villar remains bullish on expansion plans of its leasing business through subsidiary Starmalls, Inc. to add 38 more malls in the next three years.

Vista Land President and Chief Executive Officer Manuel Paolo Villar said they were looking at a double-

digit 10 to 15 percent consolidated net income growth this year.

“Our company is poised to have another banner year for 2018, as our additional leasable spaces are now contributing significantly to our current financial results in addition to the sustained double-digit growth in our residential business,” he said.

Vista Land has earmarked PHP50 billion for consolidated capital expenditures for 2018, a significant portion of which is allotted to the construction of malls to hit 1.4 million gross floor area (GFA) by end of this year.

The company has an established presence in about 133 cities and municipalities across 46 provinces and intends to focus on the development of “Communicities”, or integrated urban developments combining lifestyle retail, prime office space, university town, healthcare, themed residential developments, and leisure components.

Honda PH recalls 2013 models of City, Jazz, Pilot H ONDA Cars Philippines, Inc. (HCPI) is recalling a total of 9,951 vehicles from its 2013 models of City, Jazz, and Pilot due to airbag inflator error.

In HCPI’s letter to the Department of Trade and Industry (DTI), the Japanese car company is recalling 8,520 units of Honda City Year Model 2013; 1,259 units of Honda

Jazz Year Model 2013; and 172 units of Honda Pilot Year Model 2013.

HCPI said it is conducting a preventive measure campaign and would replace the passenger side of airbag inflator.

The company said the replacement would be for free.

Car owners with those aforementioned models can bring their cars to

HCPI’s 40 car dealers and service outlets nationwide.

It said that the replacement of the airbag inflator would only take about an hour to complete.

“Findings show that an error causes the passenger side airbag inflator to be over-pressurized during airbag deployment,” HCPI said.

Aboitiz and Lopez firms team up for Visayas construction projects THE CONSTRUCTION companies of the Aboitiz and Lopez families are joining forces to undertake projects in central Philippines.

organized Family Court in Mamburao, Occidental Mindoro, no replacement prosecutor has been assigned yet to take her former position. This is causing anger and dismay among litigants who have pending criminal cases in the court.

The reason is that, because of the absence of a prosecutor, hearings always got postponed and cancelled, according to the magistrate handling RTC Branch 01, Judge Florencio Arellano (himself a former prosecutor who was promoted to the judiciary). Judge Arellano warned the Office of the Provincial Prosecutor that affected litigants may find the courage to bring their complaints with President Duterte, who could then impose unwanted sanctions.

-oooK U WA I T DE P L OYMENT BAN: SIGN OF GOV’T FAILURE TO HELP OFWs: Is the total deployment ban against overseas Filipino workers (OFWs) the most effective solution against the maltreatment, abuse, and even death of OFWs in Kuwait?

If OFWs who have been working for quite some time now in Kuwait are to be asked, nothing good is going to come out of that total deployment ban.

In a post in Facebook, Elmer Mariano Jacalne (a relative of mine who had worked in Kuwait for years and who is still

in that country today but with his immediate family members already joining him there) clarified that deployment bans like this against OFWs working in Kuwait only showed the failure of government to afford protection or provide lasting solutions to the problems of Filipinos working abroad.

Jacalne added that problems about the welfare, well-being, and safety of OFWs who have sought the proverbial greener pastures abroad have been a longpestering concern, with the government unable to find any effective solution.

Well, if the truth be told, not one single Philippine administration tried to truly solve this malady among OFWs. Up to now, while OFWs are hailed as heroes of the land, they continue to be treated as mere fattening pigs by our own government.

-oooABUSES AGAINST OFWs PROPHESIED TO HAPPEN LONG AGO: I will ask to be properly understood when I say, yet again, that the only solution I can think of to prevent abuse or fatal injuries against OFWs by their foreign masters is simple: do not allow them anymore to work abroad. If they are not going to be deployed for foreign employment, no foreigner will ever have the chance or the opportunity to abuse them.

But all of us know that we cannot really prohibit

or prevent our countrymen from seeking employment overseas. The reason is that, there is no work here in the Philippines that would approximate what they would be earning as OFWs. If we want to prevent them from going abroad, the appropriate opportunity should be made available to them right here in their own country, which is totally impossible to happen today.

Where then should we look at for a solution on this issue? If I am to be asked, I will endeavor to remind everyone, especially those who are in government, that curses like these against our people have been written about and warned to happen, just like what our Life’s Inspirations today is saying. The clear solution is God. I hope we will try to read how God will help our OFWs in Deuteronomy 28:15, 32, and act accordingly.

A healthy spirit of abandonment hints and traces

roy cimagala With all the things we have to contend with in this life, we must have trust in God’s loving and wise providence, abandoning ourselves in His will and ways that are often mysterious to us and contrary to what we would like to have.

A spirit of abandonment in God’s hands is necessary while we exhaust all possible means to achieve our goals or to tackle the challenges, trials and predicaments of our life. We should never forget this truth of our faith.

Let us quote some words of Christ that form the basis for this belief:

“Look at the birds of the air, for they neither sow nor reap nor gather into barns; yet your heavenly Father feeds them.Are you not of more value than they?

Which of you by worrying can add one cubit to his stature?

“So why do you worry about clothing? Consider the lilies of the field, how they grow: they neither toil nor spin; and yet I say to you that even Solomon in all his glory was not arrayed like one of these.

Now if God so clothes the grass of the field, which today is,and tomorrow is thrown into the oven, will He not much more clothe you, O you of little faith? “ Therefore do not worry, saying, ‘What shall we eat?’ or’What shall we drink?’ or ‘What shall we wear?’ For after all these things the Gentiles seek.

For your heavenly Father knows that you need all these things. But seek first the kingdom of God and

His righteousness, and all these things shall be added to you. Therefore do not worry about tomorrow, for tomorrow will worry about its own things. Sufficient for the day is its own trouble.”

(Mt 6,26-34) We need to engrave these words in our heart so that whatever difficulty we encounter in our life, we would know how to react.

Oftentimes, we face things on our own, relying only on our own powers that no matter how impressive can only do so much.

We always have to go to God through Christ in the Holy Spirit. This is not an exercise of surrender and futility, but of conquest and victory. With God, everything always works for the good. (cfr. Rom 8,28) St. Paul recommended this move. “Do not be anxious about anything,” he said, “but in ever y situation, by prayer and petition, with thanksgiving,

present your requests to God. NZ Research expects the adjustment in the Bangko Sentral ng Pilipinas’ (BSP) key rates can address inflationary pressures this year, further boosted by the country’s strong domestic demand.

In a research note dated February 8, ANZ Research said results of a survey among several economists showed an average inflation forecast for this year of 4.34 percent and 3.49 percent for 2019.

These levels are higher than the previous

forecasts which were at 3.4 percent and 3.2 percent for 2018 and 2019, respectively, it said.

“This points to an overshoot from the central bank’s 2 to 4 percent inflation target for 2018. If realized, it would be the first overshoot since 2008,” it said.

Last January, the country’s inflation rate rose to 4 percent from 3.3 percent in December 2017.

While Philippine monetary officials maintain they expect the impact of the tax reform

program to be transitory but are watchful for second round effects, ANZ Research said price pressures build-up started even before the first package of tax reform was implemented starting January 1.

Second round effects refer to upticks in prices as a result of an increase in excise taxes on fuel, among others, with the implementation of Tax Reform for Acceleration and Inclusion (TRAIN) law.

“The recent surge in core inflation validates a broad rise in consumer

prices. We expect the entrenched strength in domestic demand to keep inflation pressures strong, as opposed to the central bank’s stance that the price drivers are temporary,” it said.

Thus, ANZ Research forecasts the central bank’s policy-making Monetary Board (MB) to start hiking key rates by 25 basis points in March.

“For now, we expect cumulative hikes of 50 bps in March and May. However, there is a risk of a longer tightening cycle if inflation continues its ascent,” it added. (PNA)

BOI perks aligned with tax reform package 2 THE Board of Investments (BOI) said its fiscal incentives are already aligned with the second package of the Comprehensive Tax Reform Program (CTRP) of the Duterte administration.

The CTRP package 2, which follows the Tax Reform for Acceleration and Inclusion (TRAIN) Act, is pushing for reforms in corporate income tax and fiscal incentives.

It involves rationalizing the fiscal incentives given by the country’s investment promotion agencies (IPAs), such as the BOI.

In a press conference Monday, Trade Undersecretary and BOI managing head Ceferino Rodolfo said perks provided by the agency to the investors are already time-bound, focused, and performance-based.

Rodolfo said BOI only provides registered investors four years of income tax holiday (ITH), which can be extended to a maximum of two years.

Its incentives are also focused on industries identified under the Investment Priority Plan (IPP), a list of preference investment activities, which may be given tax perks.

The trade official said the BOI evaluates every project registered with the IPA to ensure that the company is complying with its commitments before further endorsing for tax perks to the Bureau of Internal Revenue (BIR).

“We already talked with the Department of Finance (DOF) about the second package of CTRP,” Rodolfo said in Filipino.

“We are in alignment within the parameters that DOF set.”

Moreover, Rodolfo said BOI remains fiscal positive, which means for every incentive it gives out, the government still

has higher gains in terms of taxes -- withholding tax, value-added tax and property tax, among others.

He noted that only 50 percent of those registered companies applying for ITH were endorsed by the BOI to the BIR, as the agency reviewed the compliance of those firms with the IPP rules.

The BOI executive also said many projects recently registered with the IPA will be located outside Metro Manila, in line with the Duterte administration’s push for countryside development.

Pag-IBIG Fund posts record high loans, earnings STATE-OWNED Home Development Mutual Fund, also known as Pag-IBIG Fund, booked record-high home loan disbursements and earnings in 2017, it said on Friday.

In a statement, Pag-IBIG chairperson Eduardo D. Del Rosario said the mutual fund released P65.1 billion in home loans in 2017, which he noted was the highest ever housing loan disbursement in its 37year history.

The home loans were doled out to its 80,964

members last year.

The fund’s net income of P30.27 billion in 2017 was likewise its highest thus far, and is also the first time it hit the P30billion mark.

Pag-IBIG Fund’s total assets also grew to P488.74 billion.

“As Pag-IBIG Fund’s contribution to the propoor agenda of President Rodrigo [R.] Duterte, homeownership was made even more affordable especially to the lowincome earners,” Mr. Del Rosario said, speaking at the 2017 Chairman’s

Pag-IBIG Fund added that its members will benefit from the upbeat financials as it will disburse the bulk of its earnings through dividends.

“For 2017, Secretary del Rosario said that if Pag-IBIG Fund will have the same pay out as in 2016 at 90%, it may credit to members’ accounts P27.29 Billion in dividends — the biggest amount ever credited by Pag-IBIG Fund,” the statement added, referring to Mr.

Del Rosario who also heads the Housing and Urban Development Coordinating Council.

The mutual fund also posted a savings collections at P36.6 billion and multi-purpose loan releases at P45.37 billion.

“Our strong financials and record-breaking housing loan takeouts benefit primarily our members… We’ve reached our targets, and we’ve done it with flying colors,” Pag-IBIG Fund chief executive officer added.

Cimatu reminds LGU of its ‘shared responsibility’ to enforce environmental laws in Boracay

nvironment Secretary Roy A. Cimatu is reminding the municipal government of Malay in Aklan province of its responsibility to protect and preserve the world-famous Boracay Island through strict implementation of pertinent environmental laws and regulations.

Cimatu, who has been tasked by President Rodrigo Duterte to address the environmental problems besetting Boracay in six months, said the local government shares with the Department of Environment and Natural Resources (DENR) the

responsibility to enforce laws on environmental protection and conservation.

“The local government of Malay has direct jurisdiction and supervision over Boracay. It is the primary government unit responsible in ensuring that all laws, environmental or otherwise, are executed and followed,” Cimatu pointed out.

Cimatu said he is expecting the local government of Aklan to give its all-out support for the DENR and other concerned agencies for them to meet the deadline set by the President.

“Just like students who are told to pass their papers, finished or not finished, on a set deadline, the same will be for us in the DENR. We have to put an end to this huge

Boracay problem in six months,” Cimatu said.

The former Armed Forces chief said that within the next six months, the DENR will lead the “transformation”

of Boracay starting with the removal of illegal structures that largely contributed to environmental problems facing the island paradise.

Cimatu: Albay quarry firms putting workers’ lives in danger Environment Secretary Roy A. Cimatu has warned that quarry companies in Albay are risking the health and lives of their workers with their continued operation within the sixkilometer permanent danger zone around the restive Mayon Volcano.

“It seems that these companies are more concerned with profits than the welfare of their workers who endure the punishing conditions at the mining sites amid the volcanic eruption,” Cimatu said.

The environment chief issued the statement following reports that quarry workers were still hauling sand and gravel materials within the danger zone despite warnings from the Department of Environment and Natural Resources (DENR) and the Philippine Institute of Volcanology and Seismology (PHIVOLCS).

The DENR regional office in Legazpi City had also called on the quarry operators to temporarily cease their operation

due to safety concerns.

According to Cimatu, an erupting volcano could blast ash, lava, solid rocks and gases into the air, creating hazards that could hurt or even kill people and destory property.

“Our primordial concern must be the safety and health of all people affected by the eruption of Mayon Volcano,” said the former Armed Forces chief and special envoy to overseas Filipino workers in distress.

Cimatu, who visited Albay last Jan. 22 to check on the air quality conditions of areas affected by Mayon’s activity, had earlier warned against the negative impacts of volcanic gases, particularly sulfur dioxide, on the environment and human health.

He said that when sulfur dioxide combines with water and air, it forms sulfuric acid, which is the main component of acid rain.

Acid rain can cause deforestation, acidify waterways to the detriment of aquatic life, and corrode building materials and paints, he said.

In terms of health, Cimatu said sulfur dioxide could affect the respiratory system, particularly lung function, and can irritate the eyes.

Sulfur dioxide irritates the respiratory tract and increases the risk of pulmonary tract infections. It causes coughing, mucus secretion and aggravates conditions such as asthma and chronic bronchitis.

Meanwhile, DENR Region 5 Director Eva Ocfemia reported that the total suspended particulates (TSP) have reached “unhealthy levels” over Ligao City and the municipalities of Camalig and Guinobatan.

Thus, Ocfemia advised residents in said areas to constantly use face masks to avoid exposure to harmful dust that may compromise their respiratory health.

Last week, the DENR central office in Quezon City sent 100,000 protective face masks and hundreds of relief goods to DENR Region 5 office for distribution to people in evacuation centers.

DENR designates 3 irrigation sources as water quality management areas The Department of Environment and Natural Resources (DENR) has designated as water quality management areas (WQMAs) three river sytems serving as natural sources of irrigation water that is crucial for agriculture and food production.

The three river systems are the Upper Amburayan River System in Benguet province, the Lower Amburayan River System in Ilocos Sur and La Union provinces, and the DupongMatlang-Merida River System in Leyte province.

In three separate administrative orders issued

by Secretary Roy A. Cimatu, the DENR noted the “critical importance” of the three river systems as “sources of water for irrigation and other agricultural

uses” for the towns and barangays within the WQMAs. Cimatu said this latest set of WQMA designations is “particularly premised on the food security program of the Duterte administration.”

He said the river systems will now be placed under close monitoring by authorities to ensure that their respective water quality complies with the standards set forth under Republic Act No. 9275, or the Philippine Clean Water Act of 2004.

“It is important that irrigation water sources like rivers remain ecologically balanced so that healthy water can flow unimpeded to the agricultural sites and communities that need it,” Cimatu said.

The entire Amburayan River covers almost 130,000 hectares, starting from Benguet and traverses through La Union and Ilocos Sur where it empties into the West Philippine Sea. It is divided into two river systems.

The Upper Amburayan River System consists of six Benguet towns that comprise the so-called “Salad Bowl” and “Strawberry Capital” of the Philippines.

Aside from fruit and vegetable farming, almost all barangays in those towns are also into flower production and cattle and poultry raising.

The Lower Amburayan River System, on the other hand, covers a total of 100 agricultural barangays in Ilocos Sur and La Union that produce rice and corn.

Binibining Pilipinas 2018 candidates bring cheer to wounded soldiers

Proving that they are not just beautiful but also compassionate, the 40 official candidates of Binibining Pilipinas 2018 visited soldiers confined at the Armed Forces of the Philippines (AFP) Medical Center in Quezon City on Tuesday, February 13.

With the help of the Makati Medical Center Foundation, the ladies brought cheer to the soldiers at the hospital’s Heroes Ward. Led by Binibining Pilipinas Charities Inc. chairwoman Mrs. Stella Marquez Araneta, the Binibinis distributed food, clothes and toiletries. They also took time to interact with the soldiers and their families.

“This is an experience the ladies will never forget,” Mrs. Araneta said.

This year’s batch features a medical doctor and several registered nurses who got to talk to the soldiers as if they were their own patients. Candidates from different provinces also had an opportunity to bond with soldiers from their hometowns. Some candidates also prayed with the patients for their recovery.

AFP Health Service Command’s Brig. Gen Edwin Leo Torrelavega also briefed the candidates about the sacrifices these heroes had to make to serve the country and the threats they faced, particularly those who fought terrorists in Marawi.

“The candidates’ visit will boost the morale of the patients. Gagaling sila hindi lamang sa tulong ng magagaling na doktor, gamot o magagandang pasilidad, kailangan din nila ng mataas na morale,” Torrelavega said.

This was just the first charity visit for the ladies who are vying for the chance to represent the Philippines in the most prestigious international pageants. avao City has been selected as recipient of the 1st Association of Southeast Asian Nation (ASEAN) Clean Tourist City Award.

by Aboitiz Group; and the Circle of Life, a technology of the Bureau of Fisheries and Aquatic Resources (BFAR).

The Pagkain para sa mga Bayani provides 10 egg layer machines to 10th ID, which was distributed to the different brigades.

In the briefer of the Pagkain para sa mga Bayani, each egg layer machine has 48 ready-to-lay (RTL) hens, which can produce to up to 46 eggs a day.

On the other hand, the Circle of Life is an aquaculture innovation, which breeds Tilapia and kangkong on two connecting tanks. According to the briefer, the system provides self-sustaining ecosystem for both species.

All systems go for PH’s 1st Startup Weekend Youth Edition

This year’s Startup Weekend Cebu Youth Edition will be held on February 16 - 18, 2018 at The Grid Pad and Creative Campus, Talamban, Cebu City. The three-day ideation, mentorship, and presentation program is the 6th Startup Weekend in Cebu City and the first Youth Edition in the Philippines. With expected participants of around sixty (60) Grade 9 to Grade 12 students, Startup Weekend Cebu Youth Edition equips and enables the youth to experience the highs and lows of the entrepreneurial journey during the 54-hour event.

As with the global program of Startup Weekend, it consists of Meet, Pitch, and Team Up for the first day, where participants have 60 seconds to pitch, choose their project, and build teams. On the second day, participants are given resources and support to develop their presentation.

Local mentors like Albert Padin, Eddie Ybañez, Vince Loremia, Francis Alturas, Seph Mayol, Genesis Raña, Arnelle Balane, Romar Patindol, Mark Buenconsejo,

and Kareen Satorre will be coming in throughout the event to coach as well. The third day culminates the program wherein teams present in front of an esteemed panel of judges like David Overton, and Lolette Alipe with a celebratory

dinner to cap off the night.

“It only makes sense that Cebu – a gold mine of talent, ideas, and entrepreneurs – participates in this movement. This Startup Weekend edition is special because this is exclusive to the youth, with

the goal of inspiring interest in technology, design, and/or entrepreneurship”, says Justine Win Cañete, Lead Organizer of Startup Weekend Cebu Youth Edition.

To join, the registration fee is PHP 1,000.00, which

includes 6 meals, an event shirt, event goodie bags, and the experience to understand what it takes to create a validated solution, work on a business model, and come up with a Minimum Viable Product over the weekend.

A free pre-event with free workshops is happening on February 10 at the The Grid Pad and Creative Campus, Talamban, Cebu City in preparation for the main event. It welcomes interested participants and parents who are keen to join but want to know more about the workshop competition program.
