Briefly Loan for farmers THE Department of Agriculture in Northern Mindanao (DA-10) has allocated P500 million worth of credit for farmers in the region affected by Typhoon "Odette" last year.

In a statement Monday, DA10 Executive Director Carlene Collado said the fund forms part of the Agricultural Credit Policy Council (ACPC) whose implementation is guided by the Survival and Recovery (Sure) Assistance program across the country, including areas in Norther Mindanao that were declared under state of calamity after the typhoon entered the country in December 2021.

“Of the total amount, we have an allocation for Region 10 amounting to P75-M in support of the government’s goal in helping agricultural households badly hit by the typhoon,” he said.

Temporary shelters BUTUAN City – Additional materials for temporary shelters were sent to the typhoonaffected residents in Siargao Island in Surigao del Norte.

In a statement Monday, the Department of Social Welfare and Development in Caraga (DSWD -13) said non-food items (NFIs) needed for temporary shelters and other basic needs were shipped to Siargao.

“A total of 3,368 NFIs were sent to Siargao Island on Sunday that will serve as additional materials for residents whose houses were destroyed by Typhoon Odette last December,” the DSWD-13 said.

Cops bust group behind fake vax cards in CDO A GROUP believed to be behind the proliferation of fake vaccination cards in Cagayan de Oro City and nearby areas was busted in an entrapment operation Monday.

Three men were arrested here after they were caught making fake coronavirus disease 2019 (Covid-19) vaccination cards.

Police identified the suspects as Acmad Macapaar Musa, 28; Jamaloden Ampaso Pacasum, 36, both from Marawi City and one Faisodin Dimakuta Comacasar, 32, from Marantao, Lanao del

Sur. The suspects were nabbed in an entrapment operation at the corner of Chavez and Pabayo Streets in Barangay 3.

Recovered from the suspects were seven pieces of fake Covid-19 vaccination cards, a bundle of blank white cards, three laptops, two printers, and seven pieces of P500 bills.

Michelle Olaivar said further investigation is needed to identify other persons who also engage in making and selling fake vaccination cards.

The Wao Development Corp.

(WDC), a subsidiary of Dolefil whose main pineapple processing and canning plant is based in Polomolok, South Cotabato, launched the plant’s operation on Thursday.

WDC was registered with the Bangsamoro Board of Investment of the Bangsamoro Autonomous Region in Muslim Mindanao (RBOI-BARMM) in October 2019.

Liquor ban in Davao City biz establishments lifted

AVAO City – Business establishments in this city can now serve alcoholic beverages again as the

city government lifted the modified liquor ban on Tuesday.

The policy came after Mayor Sara Z. Duterte signed Executive Order

No. 5, series of 2022, also known as “An Order Providing For The Lifting Of The Modified Liquor Ban in Davao City,” on Monday.

In a radio interview, Duterte said the EO pointed out that liquor will now be open for consumption inside establishments serving

such products.

Rescued hawk-eagle released back into habitat BUTUAN City – A juvenile Pinsker’s hawkeagle was released back to the wild on Monday following its rescue last week in Tandag City, Surigao del Sur. The release was spearheaded by Bishop Raul Dael of the Roman

Catholic Diocese of Tandag, together with Governor Alexander Pimentel, Tandag Mayor Roxanne Pimentel, and Cliff Abraham of the Community Environment and Natural Resources Office (CENRO) in the area.

The release of the eagle was conducted in Sitio Cag-inid, Barangay San Jose, Tandag City.

“The presence of the eagle in our place is a sign that we still have a very good ecosystem in the province,” Dael said during the press conference

conducted prior to the release of the eagle.

He added that the Diocese of Tandag is committed to supporting the mandate of the government to nurture and protect the environment.

The bird was rescued last week when it was

trapped in a net at the backyard of San Padre Pio Devotional Chapel in Caginid.

After the rescue, the eagle was fed and treated by the staff of the chapel to ensure its health prior to its release.

With the closures of schools due to the pandemic, education has changed dramatically. This sudden shift is not only felt in our community but across the different parts of the globe.

Perhaps the question now is how such a shift would impact our education system and how well can our country, given the existing challenges, can respond to these changing needs?

It is believed that integration of digital technology will become an integral component of school education. The technological rise of the 21st-century and common integration of technologies into our society especially with the access to the internet, has enabled our educators to change the course of learning.

Reaching out to the pupils has now become more efficient and effective through the utilization of chat groups, video meetings, and other allowed digital platforms. Thus, this help improves teamwork and explore different learning strategies. It also enhances motivation and allows learners to self-manage.

In keeping up with the new normal, pupils and teachers use digital gadgets, devices and other technology that addresses the needs of teaching and learning specifically on blended. In a nutshell, Blended Learning is a combination of learning practices that integrates different teaching modalities–commonly online and modular learning. Hence, blended learning is now a natural development to the growing availability of online learning.

Further, blended learning is one of the learning modalities which offers flexibility in terms of availability. In other words, technology integration in blended learning enables the learner to access the resources from anywhere at any time while enjoying the benefits of online support and instruction.

H o w e v e r, t h e r e a r e challenges to overcome. To reap the full effectiveness of blended learning, a collaborative effort to provide a structured environment and perhaps a fun or creative use of digital tools and engagement methods – are one among the measures to impose as pupils tend to be more easily distracted.

While we have yet to see the success of blended learning post pandemic, what has been made clear is the importance of integrating digital technology to education that created a catalyst of spreading knowledge and information across all parts of learning society.

PAL swings to profit with P1.7B in December PHILIPPINE Airlines, Inc. (PAL) made a profit of $32.97 million (P1.7 billion) in December, four months after filing for Chapter 11 bankruptcy protection, reversing a loss of $11.67 million incurred in November.

According to PAL Chief Financial Officer Nilo Thaddeus P. Rodriguez’s end-December report to the United States Bankruptcy Court for the Southern District of New York, the airline had a gross income of $183.82 million for the month, up 28.1% from $143.48 million earned in November.

operating report on Jan. 18, according to a copy of the document from the airline’s claims agent Kurtzman Carson Consultants LLC. Broken down, PAL’s passenger revenue grew 37.7% to $132.27 million in December from $96.09 million in November, while cargo revenue declined by 4% to $42.27 million from $44.04 million previously.

Ancillary revenue increased 57.5% to $6.74 million from $4.28 million in November.

Without basic education, people are vulnerable to extreme illiteracy. Fortunate enough, that there is ALS as an alternate or substitute if one does not have or cannot access formal education. The government establishes ALS

to provide all Filipinos the chance to have access to and complete basic education in a mode that fits their distinct situation and needs.

How important ALS is? Why is ALS needed?

These are simple questions which need to be addressed in connection with the necessity and vitality in teaching out of school youth, learners consists of street children, indigenous people, farmers, fisher folks, women, adolescents, solo parents, children in a conflict area, rebel returnees

and others. These are people who needed basic and functional literacy skills, knowledge and values.

This system is as vital as formal education that needed to be taken care of by the Department.

Like any other formal set up of education, ALS is a free institution that caters all learners regardless of difficulties and differences.

ALS is important! ALS is a great help in eradicating illiteracy in our country.

COVID-19 poses a great challenge in the lives of people the world over. All that we are used to changes for almost two years now. It brings havoc to our “seemingly” orderly life. Orderly in the sense that we are absorbed in our daily grind, never expecting that in a blink of an eye our world will came to a standstill. This pandemic is a social equalizer. Every human demographics is affected. Rich or poor, men and women, old and young face fear this pandemic elicited. This is not a brief threat as it continues to plague the world we know and like. Needless to say, all human efforts must be focused in curbing and containing this highly communicable disease.

The education sector is tremendously in limbo as the government laid down guidelines to combat this serious health risk. Schools closed down as schoolchildren are considered as high risk age bracket.

Face to face classroom instruction is suspended. In its place is a hurried new normal curriculum which is not yet studied tested, and verified in a national scale. To assume that it failed it objectives is not fair. Data should be collected, verified and collated to assess this alternative learning instruction. What is clear is that the guardians are not jubilant with this change. They said that their children had not learned much from the learning modules every week. They added further that most of them were not familiar with the lessons, hence, they cannot explain it to their children. It also added to their already meager resources as they pay for their internet connection to augment to their limited knowledge. This is a tough time for the parents and students but the teachers had also several challenges in

their quest to provide quality education to their learners.

As a teacher, I experienced firsthand the difficulty we faced as we struggled to prepare the learning materials that would be easy to understand. From writing the lessons, to delivering it to the learners, we faced challenges along the way. In writing the modules, we logged long hours as we verified the facts and information from various reference materials to avoid errors.

However, some erroneous information got past us. The reason that such lapses happened is that there is not enough time to evaluate it and there is no centralized checking system whose whole job is to check learning modules from all regions for erroneous facts, gender sensitive and age-suitable words. Controversial lessons went viral as several racist and politically incorrect words made the social media rounds. DepEd received massive backlash from the mass media.

It is disheartening that teachers received complaints that are intended to the department in general. As always in the frontline, we teachers heard frustrations from disillusioned parents about the adverse effect of this pandemic to education.

This pandemic brings back the dormant spirit of Bayanihan. People are going the extra mile in helping one another especially those who are in great need of food and basic needs. We teachers desperately need your understanding. If you discover wrong and offensive things in the learning modules, call our attention first. Do not rush to post it in all social media platforms. After all, education and learning can come from any place. We teachers can most definitely learn from you.

PH urged to maximize benefits of trade deals with Europe PHILIPPINE-based enterprises are urged to take advantage of the benefits from trade arrangements with Europe such as the European Union (EU) Generalised Scheme of Preferences Plus (GSP+) and the free trade deal with the European Free Trade Association (EFTA).

In a briefing Friday, Swiss Ambassador to the Philippines Alain Gaschen said although the country’s utilization rate of the

Philippines-EFTA free trade agreement (FTA) “maintains stability” amid the pandemic, there is still a big potential for Filipino enterprises in exporting to EFTA countries using the trade pact.

Gaschen added that the Philippines-EFTA trade pact has allowed Manila to have a trade surplus with Iceland, Liechtenstein, Norway, and Switzerland, which was previously a trade deficit.

RAVANERA The ecological people in the hinterlands of Bukidnon and Cagayan de Oro consisting mainly of Higaonons, Manobos and Talaandigs have discovered an amazing root crop called Taro Root other wise known in the vernacular as Lutya which could be one to liberate them from the quagmire of poverty and hunger. This is amazing during these most challenging times when our country has lost its ecological integrity and food security.

It is a great paradox in a rich agricultural country which has some 200,000 hectares of plantations in Mindanao alone planted with high value crops to supply the consumerist needs of the people in advanced countries but cannot even produce enough rice and milk for its hungry people, the reason why 85% of the Filipino children are malnourished.

Yes, from the bosom of Mother Earth looms the long awaited countervailing force against the number enemy of the country which is hunger and poverty. Amazingly, it is also the one to cure the many ailments besetting the

people as the health benefits of taro root include its ability “to improve digestion, lower blood sugar levels, prevent certain types of cancers, protect the skin, enhance vision, increase circulation, decrease blood pressure, aid the immune system and prevent heart disease, while also supporting muscle and nerve health.”

Ta r o r o o t s c o n t a i n “a w e a l t h o f o r g a n i c compounds, minerals and vitamins that can benefit our overall health in a number of ways. It has a very significant amount of dietary fiber and carbohydrates, as well as high levels of vitamin A, E, vitamin B6 and folate. There is magnesium, iron, zinc, phosphorous, potassium, manganese, and copper in it.”

with cooperative leaders are now front lining the massive production and processing of Lutya to crackers, biscuit and chips, going around to educate the farmers on the imperative need to promote our own products including the application of value-chain and marketing. And why not?

Let us be reminded of a truism that buying is like casting a vote, choosing from different economic alternatives, i.e, choosing between products which are either local or foreign, healthy or not healthy, e s s e nt i a l s ve r s u s n on essentials, organic versus inorganic. Contemporaneous t i m e s g l a r i n g l y s h ow s that the Filipino buyers, having been brainwashed by advertisements without let-up promoted by the mainstream media, are buying what are foreign, unhealthy, the non-essentials and what are produced inorganically. In effect, we are promoting the jobs and the economy where these products are coming from.

We buy foreign and in doing so, some 6,000 Filipinos are going abroad everyday during the prepandemic period just to find jobs as there are some 14 million Filipinos who are either unemployed or under-employed. Many Filipinos are beset with problems on high sugar levels, high blood pressure, skin diseases, cancers, or what have you because of the unhealthy and chemicals-

laden foods coming from everywhere. Even the way we raise chickens that is heavily using toxic chemicals is highly flawed as these are carcinogenic.

But constant bombardment of advertisements coming from the mainstream media which are owned by the transnational corporations are giving the message: buy this buy that and you will be happy.

That is the way they promote unbridled materialism and consumerism. That is a societal flaw that we must now rectify.

We in the cooperative m ove m e nt are s e r v i ng notice to one and all: if you buy the products of the Cooperatives, you are buying what are locally produced, what are healthy, what are organically grown and what are the essentials. In doing so, you promote the local economy, generate jobs for the Filipinos and you buy what are healthy and essentials. Indeed, buying is like casting a vote and our vote should be that of buying local, buy healthy, buy organic and buy what are essentials. If you buy the Filipino products, you support the livelihood of the poor and the vulnerable. If you buy foreign products in the malls of the oligarchs, you further enrich the rich and powerful oligarchs.

A friend of mine started talking with me and mentioned the good old days. Yes, those were the days my friend! Well, we all know: times have changed.

More natural disasters, more wars, more people all over the world who are losing their faith.

Faith, like love, is an element that bonds together relationships. And we lose faith like we lose love — for many reasons. Loss comes from misunderstandings, personality conflicts, tragic circumstances, ill treatment and our own ignorance, to name a few.

Some may lose faith because they disagree with re l i g i ou s t e a c h i ng s on current issues, or because the doctrine lacks strong evidence, doesn't make sense to them anymore, or because it simply does not add up. Others may become disi l lusione d fol low ing personal trauma; unanswered prayers; the existence of natural disasters, diseases and evil; the conflicts caused by

religions; or the questionable morality of religious leaders and religious people.

Others say they dislike organize d relig ion and want to make their own decisions rather than l i s t e n i ng t o s om e b o dy else. Still others become distracted by materialism, or find that they're too busy to participate.

People who walk away from religion usually say, “I shall be just fine. Please do not worry about me.”

To be or not to be. Sein oder nicht sein. Shakespeare.

To say it clearly: without faith, we're really nothing.

Faith is belief; believe in us, in our works, talents and our personalities. We should also believe in our parents - or much better, in our whole family including the black sheep, which can be found everywhere. We should believe in our friends, even though it seems to become very difficult many times.

Please remember, my dear readers: without faith will

we reach the rock bottom.

Don't say, it's a likely story.

The German poet Johann Christoph Friedrich von Schiller (1759-1815) has mentioned in his drama "Maria Stuart": "Even the word might be dead, but faith keeps it alive!" Chapter I of Second Thessalonians gives encouragement to all Christians, who were undergoing persecution for or because of their faith. Yes, faith is really not everybody's thing, or "not everyone has faith".

"If I have faith, that can move mountains" (First Corinthians 13,2).

Faith is a tantamount to convincing and conviction.

Richard Wagner (German classical comp oser and poet, 1813-1883) found the following lyric: "Blessed are those people, who know how to live their life in humility and faith."

So, let's even continue believing in our governments or the institution church.

Camiguin requires HDFs, yellow card from tourists, locals

CAMIGUIN --To enter the province, the Local Disaster Risk Reduction and Management Office (LDRRMO) here requires tourists to secure their health declaration forms (HDFs) and yellow card or resident card from locals.

LDRRMO Operations and Warning Officer Annie Cesar said the current requirements should be presented at

Benoni Port, Misamis Oriental during the Come Again to Camiguin radio program, February 10.

Failure to comply with the documents and forms will hinder tourists' entry, she added.

Cesar further added that tourists must be fully vaccinated and should fill out the Clean Camiguin QR used by the local government for contact

tracing and monitoring.

The HDF with details and personal information such as home address, previous travels, length of stay, uploaded copy of vaccination card, and household clearance from the LGU or booking confirmation must be uploaded to www. cleancamiguinqr.com.

For tourists planning to stay with relatives, members of the household must be cleared by their

local government unit (LGU) as fully vaccinated before the LGU can validate the household ready to host the tourist.

There are also accredited hotels and pension houses that can accommodate tourists; booking confirmation from these establishments must also be uploaded in the HDF. Cesar also reminded tourists that for details contradicting the prior filled out HDF, such as

I prefer to provide my judgment of President Duterte's administration through a thesis that I am now researching his midterm development plan, both in terms of its advantages and disadvantages.

Every Filipino has three goals in life: being happy, having fun, and being successful. In 2040, the AmBisyon Natin under The Duterte administration recognizes the importance of each Filipino achieving their AmBisyon (aspiration). The Philippine Development Plan (PDP) 20172022 lays the groundwork for equitable growth, a trusting and resilient community, and a globally competitive knowledge economy in the Philippines. These three projects will build on the great foundation that has been laid.

Several notable developments occurred throughout the first three years of the administration. It is a positive development that the anticipated social and economic objectives have been met and, in some cases, exceeded. What is the reason for this? It is mainly due to social protection measures in the reform program, which has had a positive impact. As a result, several people are likely to favor the reform. This was done in order the short-term consequences of the move. COVID-19 is a coronavirus that has caused a pandemic. The Philippines was on pace to become an uppermiddle-income country before

the convening of COVID-19.

The capability of the healthcare system has increased as a result of extensive efforts. First and foremost, the country's healthcare infrastructure was bolstered to prevent the virus from spreading.

Thus, for me with its weaknesses and strength of Duterte's Administration still, its administration has the highest rating for me knowing that being recognized as a powerful country when Duterte's rose into power is a necessary part of the process as for the future of our country that will result in every Filipino being secure and happy.

Continuous capability building, trainings and workshops for professional growth and development can be of great help for teachers in dealing with changes especially in this time of pandemic.

Teaching effectiveness has something to do with technology. In this “techy” generation, teachers should connect themselves into the technological world.

Thus, in this time of COVID -19 health crisis, teachers engaged in Zoom Meetings, Google Meet, Microsoft Teams and other apps so that effective learning could be attained.

How can be an effective teaching in this time of pandemic possible? Are there any productive learning? These are simple queries that can be answered solely by the teachers who are teaching and doing the learning process.

To cite it again, effective learning is a result of an efficient teaching and efficient teaching should result into an effective learning.

Cellini said that Philippine agri-food products have greatly benefitted from the EU GSP+ trade preference.

“We are now noticing that the trade figures between the EU and the Philippines are approaching its prepandemic levels. This is a positive indication that trade

The current GSP+ status of the Philippines will expire by end-2023.

ANILA - Raquel Catena was still mourning her husband's death when Metro Manila was placed under strict lockdown.

"Wala po akong mahanap na trabaho dahil maraming negosyo ang nagsara," the widow said.

"Double pasakit sa pamilya namin dahil kamamatay lang ng asawa ko, tapos naglockdown naman."

Giving up was not an option for Catena, a mother of two. Inspired by her neighbors, she oiled her sewing machine and started making rags out of surplus garments from Taytay, Rizal.

"Twenty five years na po akong nakatira dito sa Rolling Hills sa Payatas. Noong hindi pa gumuguho 'yong tambakan, marami talaga dito ang nangangalakal ng basura," she recalled. "Ngayon po, pagtatahi naman ng basahan ang aming

pinagkakakitaan."

On a good week, the single mom makes P700 from sewing rags.

This, in addition to the pension she receives from SSS, is what she uses to keep her children in school.

Albeit on a much smaller scale, Kaakay beneficiary Leonora Francisco is also promoting upcycling within the Rolling Hills community. In a community that is mostly occupied by informal settlers, 50-year-old Francisco said responsible waste management is crucial.

"Sabihin mo nang iskwater kami rito dahil hindi naman sa amin itong lupa," she said. "Pero hindi naman ibig sabihin noon na dapat pabayaan namin ang paligid. Katulad ko, 35 years na ako rito, parang may obligasyon din akong panatilihing maayos ang paligid."

"Dati po akong nangangalakal sa tambakan ng basura, kaya alam kong may pera sa basura," Francisco added.

"Sa upcycling or recycling, malinis na ang paligid, may konting kita ka pa.
