‘Persona non grata’ DAVAO City -- The city council here on Tuesday declared Senator Antonio Trillanes as “persona non grata” for portraying the city the most dangerous in the Philippines and likening Dabawenyos to North Koreans who are easily brainwashed by President Rodrigo Duterte.

The ci t y c o u n c i l a l s o declared New York-based Filipina businesswoman Loida Lewis as persona-non-grata.

Lewis was recently accused as one of those allegedly behind the International Criminal Court’s (ICC) decision to investigate the extrajudicial killings in the Philippines.

Vice Mayor Bernard Alag explained in an interview that as persona non grata, Trillanes is not welcome in Davao City.

Samba dance KIDAPAWAN CITY -- It broke the world record in 2016 for the Cha-cha dance and this time, this city has attempted to break another Guinness World Record for the “largest Samba dance” in one setting.

About 17,000 or 8,500 pairs of Samba dancers, led by Kidapawan City Mayor Joseph Evangelista, performed on Monday the largest Samba dance in another attempt to break world record.

“I am confident we break the record of current world record holder,” Evangelista told reporters after the dance showdown along a three-kilometer stretch of the Maharlika national highway here.

PHILIPPINE National Police (PNP) official has proposed community service as the penalty for people who refuse to heed evacuation orders in the event of severe weather events.

Chief Insp. Mardi Hortillosa, Cagayan de Oro City Police (Cocpo) spokesperson, broached the proposal during Sunday’s preparation for the impending landfall of tropical storm Basyang, the second cyclone to hit the country this year.

Hortillosa pointed out that during rescue operations when tropical storm Vinta hit Northern Mindanao and several areas on the island last December, several residents refused to comply with forced evacuation orders.

Worse, Hortillosa said a few individuals even slapped the first responders with cases, alleging physical abuse when authorities forcibly carried them from areas where flooding and landslides had been

imminent.

“If they know that they can be penalized if they don’t heed our call to evacuate, then maybe that is a deterrent,” the police official said.

But for Cagayan de Oro disaster mitigation consultant Verneer Monsanto, the decision to flee from an imminent disaster should be left to the residents themselves.

“If they don’t want to heed our warning and they get carried away by floodwaters, then so be it,” Monsanto said.

Monsanto said “hardheaded people who feared

the loss of their belongings than their lives” have been the perennial burden of first responders.

Hortillosa said: “No matter how you guard your belongings, it’s pointless because the flood will always have a way of washing them out from their homes.

HE Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and Truck Manufacturers Association (TMA) recorded slower growth in sales of automotive vehicles at the start of the year.

A joint report of CAMPI and TMA on Monday showed vehicle sales last month grew 4 percent to 31,645 units from 30,425 units in the same period last year.

“We started the year with a modest growth of 4 percent in January 2018 against the same

“We’re looking at Palawan… Coron. We already have a location that we’re looking at, just looking at the legal aspects. We have signed an indication of interest.

And hopefully we can close a Boracay one,” PHI President and ViceChairman Evelyn R. Singson told reporters on the sidelines of a press conference last week.

Ms. Singson added the company is eyeing another potential location within the Makati area, where an existing Dusit Thani Manila is located.

Aside from these new locations, PHI is in the middle of adding nine hotels to its portfolio by 2021. Three of these projects will be in Cebu, including the Dusit Thani Mactan Cebu Resort developed with Robinsons Land Corp., and dusitD2 Hotel with the Gaisano group.

Three more are under development in Davao, all in partnership with Torre Lorenzo Development Corp. (TLDC). These are Dusit Thani Hotel at Lubi Plantation in Davao Gulf, Dusit Thani Residence

Another partnership with TLDC is the Dusit Princess Lipa Hotel, due for completion in 2021.

Dusit Waves is also being built in La Union, a popular spot for surfers.

This year, PHI is scheduled to open a dusitD2 hotel in Bonifacio Global City (BGC). It will offer 125 rooms along with 175 serviced apartments that are owned by the Limcaoco family.

Located next to the dusitD2, the Dusit Hospitality Management College will be run in collaboration with Switzerland’s École hôtelière de Lausanne and France’s Institut Paul Bocus. It is scheduled to start accepting enrollees in the next school year, and will be fully integrated with dusitD2 to allow students to directly train in the hotel.

Ms. Singson noted the school will help meet the demand for employees for the Dusit hotels once they are completed.

PHI’s aggressive expansion comes on the back of the country’s strong economic growth, which Ms. Singson noted is one of the fastest in the world.

“We believe that there’s a lot of potential.

Passenger cars accounted for 31 percent of CAMPI’s and TMA’s total sales last month.

Commercial vehicles, on the other hand, had sales of 21,855 units, increasing 12.4 percent from January 2017’s sales of 19,441 units.

Sales of light commercial vehicles remained robust, growing 23.3 percent with 15,218 unit sales in January 2018 from 12,340 units in the same month last year.

Asian utility vehicle sales in January declined 3.6 percent year-on-year to 5,811 units from 6,026 units.

Light trucks, as well as trucks and buses category five, likewise posted decrements in unit sales at 38.7 percent and 18.5 percent, respectively, to 386 for light trucks and 141 units for trucks and buses category five.

Trucks and buses category four registered 9.9 percent year-on-year growth with 299 unit sales last month from 272 units

in January 2017.

Toyota Motors Philippines Corp. still led the market with a 42-percent share last month despite sales dipping 9.1 percent to 13,217 units.

Mitsubishi Motors Philippines Corp. was the market’s second top brand in January 2018, with sales rising 36.7 percent to 6,757 units.

This was followed by Ford Motors Corp., Honda Cars Philippines, Inc., and Nissan Philippines, Inc. (PNA)

A big hardware business moved into the same building with another, small hardware store. The big hardware competitor posted signs all over the building that read: “Grand Opening.” So not to be beat, the owner of the small hardware business posted a big sign over his store that read: “Main Entrance.” It’s successful people who know that their biggest obstacles often become their biggest opportunities. As one smart man said: “The same big stone that’s an obstacle to a weak person is a steppingstone to success for a stronger person.”

And it’s usually the same with people. It’s the people with bigger hearts of faith and perseverance who end up on top, after getting over their life’s bumps and problems.

There’s a saying: “What doesn’t kill you makes you stronger.” Yes, problems may detour you and take you off course for a little while, but only you can choose to stop moving ahead. Sometimes we think that our temporary problems are permanent.

But if you stay patient and positive, then the end of your problem will become the beginning of your new season of success. So why not ask Jesus Christ to take charge of your heart every day. It’s only with Him on your side, and His peace and power in your life, that you can turn every problem into progress. Just Think a Minute…

Do you know something about the legend of St. Valentine. The history of Valentine’s Day – and the story of its patron saint – is indeed shrouded in mystery.

We do know that February has long been celebrated as a month of romance, and that St. Valentine’s Day, as we know it today, contains vestiges of both Christian and ancient Roman tradition.

From February 13 to 15, the Romans celebrated the feast of Lupercalia. ... Emperor Claudius II executed two men — both named Valentine —

over the years in the exercise of its noble mission—that of serving the people with utmost dedication amid the many challenges in this era of change.

The road for all of us press club members and the rest of the Cagayan de Oro media has been bumpy yet fulfilling. The journey has been long and weary, but we have picked ourselves up, we have fought our way back, and we know in our hearts that the best is yet to come.

We w a n t t o t h a n k everyone who participated in the February 10 annual general assembly and election of officers. We have valued the occasion with utmost deliverance and in earnest.

We have pounded the pavement and picked up the pieces that made our voices heard in all corners -- far

and wide. We have battled fiercely in the exercise of our noble tasks, because we cherished to be free at all times, any time.

In the days ahead, we look for ward to sitting down along with the new members of the board and find ways where we can work together to move the press club forward with great optimism.

No matter what we do or where we go from here, we will carry the legacy of our senior colleagues that made us stick together – through thick and thin, through bad times and tough times.

In a very old issue of PHILADELPHIA NEWS, which is still on my desk, columnist L arr y Fields confessed: “I lead a life of wine, women and song (by the way, a wonderful waltz by the Austrian king of waltz Johann Strauss!) - it’s cheaper than petrol, food and rent!”

Well, some marriages are mad in heaven. You know some? I do. The best of the rest are down-to-earth.

Maybe also yours? I am blessed and happy celebrating my wedding anniversary next month.

Maybe you remember this: “Then the prince swept the lovely young maiden into his arms and carried her home to his castle. And they live happily ever after!” Indeed, they did.

What I would like to see is an autonomous in home affairs study of all these title of nobility bearers seven years after their happily-ever-after marriages. or even earlier, because the so-called darned and tricky seventh marriage year could be even the first one already.

The truth is that life isn’t made up of the continual highs found in the initial stages of courtship. Of course, flirting is fun and a wide groove existing. But after a while our system needs a rest. Unanimously we’re in the second stage sooner or later and our marriage life needs badly a new outside coating.

All of a sudden, the partner prefers day and nig ht watching all t he sports channels, falls asleep while you’re revealing your innermost secrets and even forgets the anniversary for the first or even second time . Just bear in mind: You’ve won each other’s acceptance and sometimes even feelings terrible gloomy.

This acceptance shouldn’t be undervalued.

We acknowledged the dynamics of COPC politics -- small, yet silly. It provided plenty of fodder to tell not only for the cynics but for all of us to mirror and ponder with -- that COPC politics is nothing more than a contest of egos or the domain of special interests.

But that is what press club politics can be. That is why elections matter.

Although no marriage is continually blissful - it can be pretty good most of the time. When we lasted through arguments, money worries, and kid’s problems or slowly but surely coming up mid-life crises, we should face reality that our relationship is not always a big day celebration.

Jueteng is a fraud, a scam Kakampi mo ang batas

-ooo JUETENG IS A FRAUD, A SCAM: I hope this column reaches the millions and millions of Filipinos who still place their bets in the

native numbers game called jueteng: jueteng is a fraud and a scam, and the term used to describe its draws (supposedly to determine the winning two-number combinations, which locally is called “bola”) signifies nothing but pure and simple trickery by jueteng operators.

Not only that there is no draw, but that, they themselves dictate, by sheer whim and fancy, which numbers will win.

According to the testimony given by a former ranking officer of the Philippine National Police (PNP) to the Senate on Monday, February 12, 2018, draws to determine jueteng’s winning combinations, supposedly known through or with the use of small balls painted with numbers, are absolutely nonexistent, and are not really

resorted to or conducted by jueteng lords or operators.

What is more, if jueteng lords find out that a particular combination has drawn plenty of bets, they would make sure, at all cost, that the combination is not allowed to win. Jueteng lords will announce other winning combinations, after checking out from their computers that there are no bets on those combinations or, if at all, the bets are minimal.

-ooo STL, MERE FRONT OF JUETENG LORDS: But there are far more earthshaking disclosures that the former PNP officer gave to the Senate on Monday. One is the fact that STL (or small town lottery) draws by the Philippine Charity Sweepstakes Office (PCSO) is actually being used to

enhance jueteng operations.

STL was established by law in the country several years ago with the end in view of ultimately stopping jueteng.

The problem was that, the bets collected by official STL collectors were not entirely being remitted to the government through the PCSO. Only around 20% of STL collections daily was being given to the PCSO. About 80% of STL collections were being diverted to the jueteng lords.

How did this happen?

Well, it was like this: STL was also allowed to be run and operated by personalities fully identified as jueteng lords in the Philippines.

One of those implicated last Monday was Rodolfo “Bong” Pineda, a jueteng operator of long standing in the whole jueteng/PAGE 11

DENR to mobilize resources to address Boracay woes

he Dep ar tment of Env ironment and Natural Res ources (DENR) is mobi lizing its res ources to tack le the env ironmental problems b es etting the world-famous B or ac ay Island to comply w ith the sixmonth de ad line s et

DENR S ecretar y Roy A. Cimatu said he will bring in all bureaus and attached agencies of the DENR , including the Environmental

Management Bureau and the Forest Management Bureau, in addressing B oracay’s s erious garbage and waste water wo es.

In Monday’s f lagraising ceremony at the DENR central of f ice in Quezon City, Cimatu said he would count on the supp or t and co op eration of all of f icials and employees of the depar tment to meet the deadline imp os ed by the Chief Executive. “ This is a challenge again for the

depar tment,” Cimatu said. “I will b e asking you to co op erate and supp or t our ef for ts to implement this direc tive.”

The former Armed Forces chief added that “all concerned agencies and stakeholders will b e mobilized to join” in the ef for t to rehabilitate the world-renowned island paradis e.

President Duter te earlier threatened to clos e down B oracay if environmental issues remain unaddress ed in

six months’ time.

According to Cimatu, plans will b e laid out to aver t a B oracay shutdown.

Cimatu’s sp okesp ers on, DENR Unders ecretar y for Polic y, Planning and International Relations Jonas L eones said the environment chief has b een clos ely monitoring the environmental issues in B oracay e ven b efore the President’s direc tive came out.

“From the star t of his term, S ecretar y Cimatu’s priorities have already included B oracay Island. He has b een in the island a numb er of times,” L eones said.

Cimatu had earlier ordered the lo cal government of Malay, Ak lan to stop the dumping of residual waste at the Materials Recover y Facility in B arangay Mano c-Mano c following complaints of foul o dor f rom the

residents.

The MRF has b ecome an op en dumpsite w hich is prohibited under Republic Ac t No. 9003, or the Ecological S olid Waste Management Act. “ The indigenous p eoples are par t of our de velopment plan. S ome of them have b een abus ed throug h leas es and payments to w hich the y agreed to without realizing the rep erc ussions,” L eones said. “ The DENR will strengthen its reinforcement capabilities in co op eration with the National C ommission on Indigenous Peoples,” he added.

L eones als o said that the DENR , in co ordination with the Depar tment of Tourism (D OT) and the Depar tment of the Interior and L o cal G overnment (DILG) will

strictly enforce all appropriate laws on the island.

He conf irmed that the DENR , DILG and D OT will meet Tues day “to f inalize our actions and strategies to make sure that we comply with the directive of the President.”

“With regard to the Clean Water Act, thos e establishments found directly dis charging their untreated waste water into the water b o dy will b e p enalized, issued ceas e and desist orders (CD O) or clos ed,” L eones said.

At the same time, L eones said criminal charges will b e f iled against owners of illegal str uctures in areas in B oracay classif ied as forestland, pursuant to Presidential Decree No. 705 or the Forestr y Reform C o de of the Philippines. Illegal str uctures will b e

demolished, he said.

L eones emphasized that all establishments on the island are required to have waste treatment facilities. Howe ver, s ome directly dis charge their wastes to the s ea “ The p o or s e wage and drainage systems, garbage, and violations of environmental laws, all thes e will b e address ed by the Depar tment,” L eones assured.

LMB issues guideline on the use of drones for land survey The Land Management Bureau (LMB) has issued two guidelines governing the use of unmanned aerial systems (UAS), also known as drone technology, in the conduct of a land survey.

The development of the guideline was consistent with the existing policies of the Department of Environment and Natural Resources in improving the surveying and mapping practices using the most appropriate modern techniques and technologies.

The LMB Memorandum Circular (LMC) No. 2017-003 recognizes UAS as one of the instruments that may be used in the conduct of land survey. It took effect last January 26.

Drones, in addition to traditional survey instruments, can be used to survey and map huge areas in a shorter period. It can provide graphical presentation and more accurate information on land parcels through high resolution aerial photos while still meeting the government’s accuracy standards.

According to LMB Director Emelyne Talabis, the use of drones upgrades the conduct of land survey and mapping in the Philippines.

Drones, she said, open up the opportunity for land surveys as one of the requirements in title application, to be conducted in a more time-efficient and costeffective manner that can lead

to an increased number of titles issued per year.

“Technology is going to be continuously updated in the future such as the possibility of our country’s satellite in space.

We can dare to dream, and we must continuously adapt as time changes,” Talabis said.

The drafting and conduct of related activities in the development of the guidelines were made possible with the assistance of the Technology for Property Rights project of the Foundation for Economic Freedom and The Asia Foundation.

The project aims to scale up land titling by promoting policies, partnerships, and technologies.

Isuzu Philippines inks partnership with GMA Kapuso Foundation

s part of its corporate social responsibility program, Isuzu Philippines Corporation (IPC), the country’s leader in commercial vehicle segment, has formally signed a memorandum of agreement with GMA Kapuso Foundation (GMAKP)—the socio-civic arm of GMA Network— in response to provide vehicle assistance and emergency relief operations to communities across the country.

The Agus-Pulangui hydropower complex remains to be “prized assets”of the government – that even at de-rated capacities, they still yield P8.0 billion to P10 billion in operating income for PSALM annually.

With their mandated rehabilitation, Dominguez had opined that higher proceeds can be fetched once the State decides on the sale or privatization of the facilities.

The answer here would be very clear, even from the point of view of a mere horse rig driver: someone is profiting from the millions of money that were not being remitted to the PCSO and to the government, from the PCSO itself. I wonder who these are?
