ast February 1-2, 2017, the Department of Tourism-DOT 7 Central Visayas Regional Director Catalino ‘Butch’ E. Chan 111 together with tourist –guests from California visited Siquijor Province. The guests were ferried by a private yacht owned and managed by Coco Grove Resort of San Juan-Siquijor. The best accommodation and amenities was afforded by the host resort along with its sumptuous cuisine which delighted the guests.

For and in behalf of the dynamic Governor Zaldy S. Villa, active Provincial Administrator Pedro C. Samson represented the Province for a meeting with Regional Director Chan 111. They discussed

the tourism development program of the Province and to institutionalize and accredit the home stay houses to accommodate the domestic and foreign tourists during peak tourism activities of the province. To date there

are least 35 trained receiving hosts and they need more training for the tourism industry to boom in the area, and more home stay houses are needed thus accreditation and training is a must.

China's President Xi Jinping made a credible case for free trade at the World Economic Forum in Davos, Switzerland.

Yet, there is nobody who protects his market more rigorously. German TVcommentator Frank Sieren, living in China permanently since more than 20 years is very correct in his opinion.

Chinese President Xi Jinping, so beststeller author also in China, should actually thank US President-elect Donald Trump. With his piecemeal reflections about how he can protect the US from the disadvantages of free trade, Trump has let uncertainty loose in the world. Xi decided to use the occasion to position himself as a pioneer of globalization and thus spoke not only to the hearts of people in the West. The same president who just weeks ago had been accused of protectionism and of flooding the Western markets with state-subsidized

steel. The same president whose country on whom the EU refuses to grant market economy status.

I really strongly agree with Frank Sieren in saying that while Trump is regarded negatively as a champion of total protectionism, Xi is now being considered an advocate for fair globalization. But neither is Xi the Che Guevara of a free global economy, nor is Trump the avenger of those US citizens who have lost out with globalization. Put simply, the two have different interests. Trump will have to see how he can reduce an $800 billion trade deficit and create jobs at home. While Xi has to defend his trade surplus by selling as many goods as possible to the rest of the world. Xi's position is much more in tune with Germany's interests for instance.

China, the possible new all-over partner (?) of the Philippines and the US are still suffering Ddffering interests.

Should we like it when Xi insists that protectionism does not help anybody, that everyone is in the same boat, that nobody could win a trade war and that economic globalization is not responsible for all the refugees, terrorism and poverty in the world. We also like hearing him say that

The proposed wholesale electricity spot market in Mindanao (Part 2) The Mandate of the DOE Concerning the WESM The EPIRA of 2001 states in Section 30: “Within one year from the effectivity of this Act, the DOE shall establish a wholesale electricity spot market composed of the wholesale electricity spot market participants.” And in Section 37, defining the powers and functions of the Department of Energy, the EPIRA mandates the DOE to “establish the wholesale electricity spot market and formulate the detailed rules governing the operations thereof ”.

Not i c e abl e i n t h e s e st ate m e nt s , an d i n a l l references to the WESM in the EPIRA and in its Implementing Rules and Regulations, is that the EPIRA envisions only one wholesale electricity spot market for the Philippines.

There was no idea of establishing WESMs in various places in the country.

Thus, the mandate given to the DOE by the EPIRA is the establishment of only one WESM, and, consequent to this, it is the mandate of the DOE to EXTEND the WESM to Mindanao, or to INTEGRATE Mindanao into the WESM, when the conditions are favorable for doing so.

It is not the mandate of the DOE to establish an isolated WESM in Mindanao, or in Palawan, or in Batanes or in Siquijor, or in any other island big or small that is not connected to the LuzonVisayas grid, which hosts the one and only WESM in the Philippines.

Before taking any action to extend the WESM to Mindanao the DOE will have to find out whether the conditions exist that would make it economically feasible for the WESM to be extended to Mindanao.

A necessary condition for the extension of the WESM into an isolated electric power system is for that power system to be physically connected to the Luzon-Visayas grid through an interconnection with adequate capacity to enable the transport of the expected amount of electric power.

In the case of Mindanao, a Vi s ay a s - M i n d a n a o interconnection with a capacity of at least 400 MW must be constructed before Mindanao could be integrated into the WESM. Because the VisMin interconnection does not yet exist, it is absurd on the part of the DOE to consider any proposal to extend the WESM to Mindanao, purportedly to fulfill its mandate under the EPIRA. But maybe the present officials of the DOE believe that they are responsible for the establishment of isolated WESMs in any of the islands of the Philippines, regardless of the intentions of the EPIRA.

Or maybe they have d e c i d e d to am e n d t he EPIRA in order to give DOE the mandate to establish isolated WESMs in all islands where a WESM would be economically beneficial to the populace.

Or maybe they want to emp ower each state under a federal system of government to establish autonomous WESMs, even in the absence of electrical interconnection with any of the other regions. In any such scenario, the question still has to be answered whether the conditions exist that would make it beneficial for the citizens of the island or the state to establish an autonomous WESM. Isolated WESM in Mindanao: AntiConsumer and ProOligarch Would it be economically beneficial for the people of Mindanao to establish an isolated WESM? No. An isolated WESM in Mindanao under the present conditions of the electric power industry would only result in the transfer of money from power consumers to the owners of the generating companies, while at the same time increasing the rates that would be paid by consumers, without any compensating benefit to the consumers in terms of electric services that would be better than that available without a WESM. The rates for electricity will have to be increased to pay for the costs of establishing an isolated WESM. Around five billion pesos will be needed to establish a WESM in Mind anao with functional capability equivalent to the existing Philippine WESM. And it would cost around one billion pesos annually to operate the WESM. The initial capital investments and the annual op e r at i ng c o s t s wou l d translate to an increase in the rate for power consumers in Mindanao in the amount of around twenty centavos per kilowatt-hour. This is peanuts in comparison with the Mt. Apo geothermal power plant getting an illegal approval from the Energy Regulatory Commission to increase the rates by more than two pesos per kilowatthour. But it would be almost impossible on the part of the electric cooperatives to get an increase of more than ten centavos per kilowatt-hour for their distribution rates.

So the increase in rates due to

the establishment of a WESM in Mindanao is significant.

The increase in rates due to the WESM could be compensated for by a reduction in the prices of power supply from the ge n e r at i ng c omp an i e s , resulting from the competitive regime established by the WESM. In Mindanao, however, there are only five significant bulk power suppliers: the Aboitiz Group, the Alcantara Group the Ayala Group, the FDC group of the Gotianun family, and San Miguel.

It is easy for such a small group of power corporations to col lude and dic t ate the price of electricity in the WESM. The price of intermediate and peaking power supply in Mindanao would rise to at least twenty pesos per kWh (the price of generation from modular diesel generating plants) with the operation of a WESM in which all energy would be priced at the highest bid accepted by the WESM. Thus, there could be no economic justification for the establishment of an isolated WESM in Mindanao. And one could conclude that the DOE, the PEMC, and the Mindanao Development Authority are endorsing the establishment of the WESM only because they have been prevailed upon to do so by the oligarchic generating companies, which are the only players in the electric power industry that would benefit from an isolated WESM in Mindanao.

Recommendation for the Philippine Electricity Market Corporation The Mindanao Coalition of Power Consumers has recommendations for better things that the PEMC and the DOE could do for the electric power industry in the Philippines instead of wasting their time and resources in the establishment of a WESM in Mindanao that would be harmful to power consumers and the general public.

The PEMC should work on restoring the confidence in the WESM that the players in the electric power industry had in the years immediately following the establishment WESM in June 2006.

The WESM is a distinctively valuable institution for a developing country like the Philippines, and it should be valued and supported by EPI players and power consumers. But the weaknesses of the WESM were exposed in the aftermath of the price spikes in the LuzVi grid in December 2013, and the WESM has now reached a low point in public acceptability.

It seems that no one in the power industry cares anymore for the WESM, and the gencos are just using it to make money, while the distribution utility companies are just trying to avoid paying the price spikes in the WESM

that result during inevitable periods of power shortages.

For a start, the PEMC should carr y out the economically beneficial recommendations that were made in the reports titled “Wholesale Electricity Spot Market (WESM) Design Study”, dated November 2013, by the Intelligent Energy Systems and the SW Advisory of Australia.

The most significant recommendation in the reports is for the PEMC to replace the existing Market Management System with a new MMS costing around two billion pesos. (Use your money on this new MMS, instead of wasting it on the ill-conceived WESM in Mindanao.)

This would result in economic benefits with a net present value of more than ten billion pesos in seven years. That would redound to reductions in the rates paid by power consumers and increases in the profits of generating companies from the operation of the WESM. Recommendation for the DOE T h e D e p ar t m e nt of Energy should work on the establishment of an Independent Market Operator (IMO) for the Philippine WESM. The EPIRA states: “Not later than one year after the implementation of the wholesale electricity spot market, an independent entity shall be formed and the functions, assets and liabilities of the market operator shall be transferred to such entity with the joint endorsement of the DOE and the electric power industry participants.”

The establishment of an IMO for the WESM is part of the mandate of the DOE, according to the EPIRA. It is now more than ten years after the establishment of the WESM, and the market operator is still the Philippine Electricity Market Corporation, which is a GOCC. While the PEMC did a good in its management and operation of the WESM in the early years of the WESM, it has done a bad job in recent years, and the WESM has reached the lowest point of acceptability to the players in the electric power industry and to power consumers.

Perhaps more important is that the prospective investors in the electric power industry no longer consider the WESM significant in making investment decisions. Trust in the market is essential to the efficient operation of any market, and the WESM no longer has that trust under the present management.

The establishment of an Independent Market Operator by the DOE will help the WESM regain the trust and confidence that it has lost.

I like doing food reviews and enjoy doing it.You see Food is beautiful it gives you the pleasure and indulgence.

Well it all depends on the how its prepared the balance of everything for the sweetness to the tangibleness, to the crisp, to the texture to the seasoning and all its taste and the presentation.

When i was in New York i went to big and popular restaurants like TAO in downtown 92 ninth avenue, Mesa Grill

by Bobby Flay,Morimoto, Wolfgang Puck and my favorite who serves the best ceviche the Asian Fusion and the best lava cake Ive ever tasted with vanilla icecream with coconut on the side. I am crazy about food could not care if I spend about 300 $ in every dine. So i know how it feels to dine on 4 star michellin restaurants.

When i came home last 2014. I went

around and check out some restaurants there are some i find it raw in the serving and low food quality. But i also found ones that are oustanding.

Recently i challenged the owner of restaurant named Chez Marie, Mariebel Abao which is the proprietor was hesitant at first but she took the challenged.

I came and they were prepared serve me first with a salad, a combination of fruits and veggies with grapes, apples, sinkamas, romaine lettuce with a Japanese dressing to die for, its has roasted sesame seeds and special ingredients.

Hmm delightful its was followed by buffalo wings a appetizer the heat and consistency was just balanced.

The deep fry temp was just enough for the crisp and texture.

Followed the Black mamba

pizza which is the bet seller the dough has a squid ink and the taste on the top were in perfect harmony.

The i had the herb roasted chicken with soft and juicy not dry but tender and perfect on the inside.

Then i had the salmon with suated peppers which was the bomb.

Over all the

my rate is a perfect 10.

he Philippines’ l e ading airline, Cebu Pacific (PSE: CEB), flew 19.1 million passengers in 2016, an increase of 4% from the 18.4 million passengers flown in 2015. On average, CEB flights were 86% full during the year.

Growth in passenger volume was largely driven by the airline’s low-cost short-haul services, and increased frequencies in key domestic markets.

Specifically, the former recorded a 9.3% growth compared to 2015, while the latter reflected a 2.6% increase.

“Last December 27, 2016,

the Cebu Pacific Air Group carried a total of 64,684 passengers—the highest number of travellers we have ever flown in one day.

This surpasses our prior record of 62,947 passengers f low n l ast Janu ar y 3, 2016, translating to 1,737 additional passengers,” said Atty. CEB posted notable passenger growth in international destinations such as Beijing Shanghai and Xiamen in China, Taiwan (Taipei) and Hanoi and Ho Chi Minh in Vietnam. In the Philippines, domestic traffic increased in Cauayan, Siargao and Ozamiz.

SUCCESSFUL EARLY REGISTRATION OF STA. FILOMENA CENTRAL SCHOOL FOR S.Y. 2017-2018

Iligan City Schools Division Superintendent Mr. Randolph B. Tortola has issued a Division Memorandum No. 13 s. 2017, stating the conduct of Early Registration to all public elementary and secondary schools within the division of Iligan City in preparation of S.Y. 2017-2018.

In support of the division order, Sta. Filomena Central School teachers, headed by The school Principal Dr. Esa A. Tefora, had its share in the implementation of Early Registration. All teachers were ordered to come to school on the launching day of early registration. Prior to the said event, there was a staff meeting at the principal’s office to discuss important matters regarding the conduct of early registration. A systematic planning and giving of teachers assignment was done to avoid problems and untoward situations.

January 28, 2016, marks a very tough and memorable day to all SFCS teachers because, in spite of the bad weather due to low pressure and heavy rainfall, many parents came to enroll their children for the next school year. It was a gesture of sacrificed just to give their children the right education they need. The Early registration started at 8:00 A.M. at the Multi-purpose Hall of (SFCS). Assigned teachers for the registration set up tables and chairs, labelled with the following: SPED, Kinder, Grades I to VI. With this, parents are guided where to go and enroll their children. Another group of SFCS teachers were assigned to have a house to house campaign to reach out those parents who were not informed of the said Early Registration.

coming from the Division Office namely: Dr. Sherlita L. Daguisonan, Dr. Nanette Kay D. Mercado, Dr. Omar Q. Hussein and the North II District Supervisor Dr. Irene B. Rondez came to monitor the tentative number of enrollees and the flow of the registration. Another batch of visitors came, they were the choir members of St. Michaels College (SMC) Iligan City, headed by their trainer Mrs. Emmagien L. Jabines, The group had chosen SFCS children as recipient of school supplies like pads of grade 1-111 paper, pencils and etc., this act of sharing is part of their community extension services, being a partner in educating young citizens of our society. Located in the Central Visayas region, Siquijor is the third smallest province in the Philippines. Legend tells of a “King Kihod” as a source of the island’s name.

Old residents also called the island “Katugasan” from the Molave (“tugas”) trees the cover the hill.

Discovered by Esteban Rodriquez and Juan Aguirre of the Legaspi Expedition in 1565. It was known to the Spanish conquistadores as Isla de Fuego or the “Island of Fire” for Siquijor was literally litby fires at night swarming the branches of its molave trees.

Siquijor, the first parish, was established in 1783 under the administration of secular clergyman. In the years that followed until 1877, the parishes of Canoan (Larena), Tigbawan (Lazi), Makapilay (San Juan), and Cangmeniac (Maria) were founded by Augustinian and Recollect Fathers.

From 1854 to 1892, it was administered under the politico-militar province of Bohol. In 1892, it became a part of Negros Oriental and was made its sub-province in 1901. On September 17m 1971, Siquijor was created as a province by RA 6339 with Larena as its capital. In 1972 or a year after, the capital was transferred to Siquijor
