Briefly Sustainable livelihood ENTREPRENEURSHIP advocacy group Go Negosyo has set up a pilot vegetable growing project in the province of Lanao del Sur to provide sustainable livelihood to residents affected by the Marawi siege last year.

The signing ceremony was attended by representatives of the province, hybrid rice firm SL Agritech and Go Negosyo on Tuesday.

SL Agritech Chairman Henry Lim Bon Liong said the company currently maintains a 50-hectare area solely for planting two hybrid rice varieties to increase the yield of 50 farmers in the municipality of Bubong, near Marawi City, adding that areas can also be identified for vegetable farming.

The rice demonstration farm is expected to boost yields to between 7 metric tons (MT) and 14 MT per hectare (ha) from the current yield of 3 MT to 3.5 MT.

Next tourist spot DAVAO City -- More than two million netizens, who responded to a crowdsourcing campaign initiated by the country’s leading airline, chose the capital City of Mati in Davao Oriental as one of the top preferred destinations they want Cebu Pacific Air (CEB) to fly next.

Through this campaign, netizens, for the first time in the Philippines, were asked which destinations in the country they would want the airline to serve.

Two emerging tourist destinations in Mindanao were popularly chosen by netizens -- Mati and Bislig, a third- class city in Surigao del Sur.

AVAO City -- President Rodrigo Duterte has banned the deployment of overseas Filipino workers (OFWs) to Kuwait due to the increasing number of abuses and deaths, including Filipina worker Joanne Daniela Demafelis whose body was recently discovered inside a freezer of an abandoned apartment in Al-Shaab, Kuwait.

‘Biyaya ng Pagbabago’ Transitional Shelter keys are hand over to family-beneficiaries continuously moving

MARAWI CITY -- In continuing effort of the government and its commitment to

rehabilitate the war-torn city, family-beneficiaries from the most affected area (MAA) are

continuously moving in the ‘Biyaya ng Pagbabago’ Transitional shelter.

From 500 families who received the transitory shelter award last

December, roughly 200 families received keys of their house units in areas 3 and 4 of the Biyaya ng Pagbabago Transitional Site here in Brgy.

Sagonsongan, Marawi City.

An initial 150 families already moved in to Areas 2 and 4 on January 20.

During the transfer of the internally displaced individuals (IDPs) in the transitional site, several government line agencies simultaneously conducted several distributions of goods and services among residents.

EU GSP+ helps uplift lives of PH’s poorest sectors

hilippine exports to the European Union (EU) under the Generalized Scheme of Preferences Plus (GSP+) have been increasing since the country’s acceptance into the preferential tariff scheme in December 2014.

EU Ambassador to the Philippines Franz Jessen welcomed this development, noting that the GSP+ also helped the government improve the lives of the country’s poorest sectors.

“The objective with

the GSP+ is two-fold: to promote trade and promote the economic sustainability for a number of sectors,” Jessen said in an interview with the Philippine News Agency.

“And the other aspect is much of the 27 international conventions,” he added.

Data from the EU Delegation to the Philippines showed that the estimated annual growth of Philippine exports to the 28-member trading bloc under the GSP+ was at 21 percent in 2017.

Exports revenue breached the 2-billion euro mark last year, amounting to 2.1 billion euros (PHP120 billion).

In 2014, Philippine exports under the EU GSP+ were at 1.22 billion euros. They grew to 1.58 billion euros in 2015, and to 1.66 billion euros in 2016.

Helping the poorest sectors Walter van Hattum, head of economic and trade section of the EU Delegation to the Philippines, noted that about PHP60 billion of the country’s exports to the EU under the GSP+

were agricultural and food products from one of the sectors in the country where there is a prevalence of poverty.

Most of these products were sourced from Mindanao, wherein poverty is also high.

In 2015, 34.3 percent of the poor were farmers and another 34 percent were fishermen, according to data from the Philippine Statistics Authority (PSA).

In the same year, 14 out of 30 poorest provinces in the country were in Mindanao.

Dutch firm hikes stake in Cebu-based drugstore

MANILA -- Dutch firm Mulgrave Corp. BV has increased its stake in one of the country’s top drugstores, Rose Pharmacy.

The Board of Investments (BOI) approved the Dutch firm’s plan to raise its ownership in Cebu-based Rose Pharmacy from 49 percent to 51 percent.

“This reflects the

sustained confidence of foreign investors in the country’s economy,” Trade Undersecretary and BOI managing head Ceferino Rodolfo said in a press statement Thursday.

Rodolfo said Mulgrave was also considering increasing its investments here, as well as making additional acquisition and expansion of retail outlets in the future.

Rose Pharmacy currently has 252 drugstores nationwide.

He added the company is bullish in the Philippines on the back of strong demand in the market.

“The BOI is seeing increasing interest of foreign investors in the Philippines to access the expanding domestic market,” Rodolfo said.

Vista Land eyes 60 malls by 2020

MANILA -- Vista Land & Lifescapes, Inc. is ramping up its expansion with a target to triple its shopping mall portfolio in the next three years, as it rides on the country’s sound macroeconomic fundamentals.

The property developer targets to have 60 malls by end of 2020 from the current 22 malls in its portfolio.

“We remain optimistic

for the industry, given the strong demand for our commercial spaces and housing products, propelled by the stable growth in the disposable income, OF (overseas Filipinos) remittances and sound Philippine macroeconomic fundamentals,” said Vista Land Chairman Manuel B. Villar, Jr. in a statement.

Villar remains bullish on expansion plans of its

leasing business through subsidiary Starmalls, Inc. to add 38 more malls in the next three years.

Vista Land President and Chief Executive Officer Manuel Paolo Villar said they were looking at a doubledigit 10 to 15 percent consolidated net income growth this year.

“Our company is poised to have another banner year for 2018, as our additional vista/PAGE 10

showed that foreign direct investment (FDI) inflows from January to October 2017 grew by 20.5 percent to USD7.9 billion from USD6.5 billion in the same period in 2016.

Net equity placements in October last year also surged to USD1.53 billion from USD60 million in the same month in 2016.

The central bank noted that additional equity went to sectors of power, manufacturing, construction, and wholesale and retail trade.

Under Republic Act No. 8762, or the Retail Trade Liberalization Act, the Department of Trade and Industry (DTI), through the BOI, shall pre-qualify all foreign retailers before they conduct their businesses in the country.

Retail trade is one of the sectors that the government targets to further liberalize by lowering the minimum paid-up capital to attract more foreign retail investors. (PNA)

klaus doring Sometimes, we might ask ourselves: What is the sense of doing this and that? What is the meaning of life? I am sure, each and every one of us looks for a good life.

Sometimes, we seem to remain very optimistic. We think it’s easy to find always a good life. Most of the time, we are in doubt or, we even choose to be unhappy without any reason at all. To wake up in the morning with pessimism and fall asleep at night, dissatisfied and unhappy - yes, that makes life miserable.

relation”. Politely greeting and smiling with a set of purpose: to win them to their business.

Some notes on preaching hints and traces

roy cimagala Already for a number of years, I have been preaching and also being preached to.

I thought of sharing my experiences for whatever they are worth.

First of all, preaching is definitely not just a p e r for manc e, a lt hou g h we priests should try our best to perform as best as we can as preachers. The people appreciate good

performers. And we just have to try our best to meet their expectations in that department.

Just the same, preaching is not merely a performance.

The clarification is important because preaching involves much more than just being a good performer or a good actor. The preacher has to be a faithful minister of Christ.

As such, he is dutybound, after he has been sacramentally conformed to Christ as priest, head of the Church, to assume the very mind and heart of Christ, the thoughts, desires and words of Christ as head of the Church.

He can only talk about God, whatever the situation or circumstances may be.

He has to present the living Christ, not a theoretical Christ, and much less, his

own self. The people should take home a vivid, and even stirring memory of Christ, not someone or something else.

This, of course, is a lifelong affair that involves the priest’s total commitment at praying, meditating, and assimilating the words of Christ, making them their very own and relating them to the current issues, the temper of the times, the cultures of the people, etc.

In other words, the priest is primarily required to live a unity of life that is patterned closely to that of Christ as priest, head of the Church.

This is a tremendous, if not an overwhelming task, but it can and should be done, since all the means are already made available in abundance. It would just need the priest’s free cooperation

and correspondence.

The priest should prepare his preaching spiritually, by praying and offering sacrifices. Then he has to study and start composing his thoughts and words, always keeping in mind both Christ and the people he has to preach to. Of course, he has to give due consideration to the different circumstances –place, time, issues, etc.

There are just a few points that I would like to highlight. In preaching, we priests should present Christ in a positive and encouraging manner, helping people how to relate to him, and not to alienate people by threatening, scolding or lecturing to them. We need to use the appropriate tone and words, avoiding a condescending tone and preaching/PAGE 10

Bangko Sentral amends rules on foreign bank funds in TDFs THE Bangko Sentral ng Pilipinas (BSP) will not bar foreign bank funds in both the term deposit facility (TDF) and overnight deposit facility (ODF) if these are inward remittances or foreign currencies purchased locally.

In a new circular signed by BSP Governor Nestor A. Espenilla Jr. last February 5, the BSP amended the rules prohibiting funds from non-residents in the TDF and the ODF. Nonresidents’ funds are still prohibited, but inward remittances by a foreign bank which it will use as capital for its local branch or unit will be accepted in deposit facilities.

“In the case of funds inwardly remitted by a foreign bank intended as capital of its branch or subsidiary in the Philippines, the same funds shall be eligible to be accepted in the TDF and the ODF of the BSP,” according to BSP Circular No. 995. “Further, placements in the TDF and the ODF are contractual in nature and thus shall be governed by the intent of the contracting parties.”

The central bank reiterated that the TDF and ODF are monetary instruments designed to manage liquidity in the financial system and should not be used for “opportunistic investment activities funded from

non-resident sources.”

“In keeping with the nature of this facility, all eligible banks shall not place in the TDF and in the ODF funds obtained, directly or indirectly, from non-residents; provided, that funds inwardly remitted by a foreign bank intended as capital of its branch or subsidiary in the Philippines shall be eligible for placement in the TDF and the ODF.” The BSP said an eligible bank will submit a notarized Letter of Undertaking (LOU). If a bank is found noncompliant to BSP rules, said bank will be limited, suspended, or denied access to the deposit facilities.

Last year, the BSP terminated trust entities’ ODF and TDF placements to discourage its use as an investment instrument.

The central bank shifted to the interest rate corridor (IRC) on June 3, 2016 – which created the ODF and TDF – to help “enhance the link between the stance of BSP monetary policy and financial markets and, thereby, impact the real economy.”

With the IRC system the BSP reformed its open market facilities by the introduction of the standing liquidity facilities, namely, the overnight lending facility and the ODF, the overnight RRP facility, and the TDF.

Espenilla faces his first big policy test as BSP chief BANGKO Sentral ng Pilipinas Governor (BSP) Nestor Espenilla Jr. faces his first major test tomorrow: Striking a balance between curbing inflation and calming financial markets.

Inflation is at the highest in more than three years in January, the currency is under pressure and investors are fleeing emerging markets.

Espenilla has to decide whether now is the right time to tighten monetary policy for the first time since 2014 to prevent one of Asia’s fastestgrowing economies from overheating.

“Bangko Sentral ng Pilipinas may finally deliver on rate hikes after the spike in inflation to 4 percent,” said Eugene Leow, a fixed-income strategist at DBS Group Holdings Ltd. in Singapore. “With sentiment already jittery,

higher rates may actually instill confidence in peso assets.”

Thirteen of the 17 economists surveyed by Bloomberg predict the benchmark rate would be held at 3 percent, with the rest forecasting an increase to 3.25 percent.

The Philippines is among the top inflation-targeting central banks in Asia and its credibility now rests on the governor, who took office in July.

Policy makers in Asia face pressure to follow the US in tightening monetary policy with Malaysia raising rates in January.

The sell-off in global stocks and emergingmarket currencies are complicating the job of central bankers who seek to preserve stability while anchoring inflation and growth expectations.

The peso has lost 3 percent this year, among

the worst-performing currencies in emerging markets. The benchmark Philippine stock index on Tuesday slid to the lowest since December after reaching a record last month.

The meltdown across financial markets is likely to prompt Bangko Sentral ng Pilipinas to put on hold any prior plans for tightening this week BSP is among the most predictable in Asia on monetary policy. Former Governor Amando Tetangco communicated potential changes in advance and the last unexpected decision was in July 2012 when authorities cut interest rates.

The implementation last month of the tax law that raised levies on fuel, sugary drinks and cigarettes is boosting inflation. The surge in January prices was driven

by food, beverages and tobacco.

Chicken Public transport groups and ridesharing companies Uber Technologies, Inc. and Grab are calling for fare hikes, while labor unions are also seeking an increase in minimum wages.

The central bank will be closely monitoring the situation and stands ready to take timely action, Espenilla said on Tuesday.

“We’re not ruling out a rate hike,” said Euben Paracuelles, an economist at Nomura Holdings, Inc. in Singapore, who forecast no change. “The BSP is very sensitive to the inflation targets being breached. Given the tax law and oil, they probably would realize that the inflation outlook will only drift higher this year, so the target is more at risk.”

BMI Research sees 50 bps hike in BSP rate

The research unit of Fitch Group on Friday said it is inevitable for the Bangko Sentral ng Pilipinas (BSP) to raise its key rates by about 50 basis points this year amid inflation pressures and Federal Reserve’s tight monetary policy.

“We believe that the window for further ratehold is quickly narrowing,” BMI Research said in a study.

The study noted it considered the faster rate of price increases in the first month this year as “more than just cyclical factors, and was in part due to sustained high credit growth as a result of the ultra-accommodative monetary policy stance.”

Inflation rate last

month picked up to 4 percent, the upper end of the government’s 2 to 4 percent target band for ‎2017-2019, from last December’s 3.3 percent.

“Together with higher oil and commodity prices, we expect inflationary pressures to remain elevated, and this will likely prompt the BSP to tighten its monetary policy to keep inflation under control,” it said.

BMI Research said inflation “is likely to head higher if nothing is done”.

It forecasts rate of price increases to average at 4 percent this year.

“As the US (United States) Fed stays on its tightening path, we expect the BSP to hike interest rates by 50 bps to 3.50

percent by end-2018 to safeguard both currency and macroeconomic stability,” it said.

Another factor cited by BMI Research as a reason for its rate hike projection this year is the yield of government-issued twoyear bond, which it said, has “risen considerably” since the third quarter of last year.

It said yield of the three-year T-bond rate is now about 100 basis points higher than the central bank’s reverse repurchase (RRP) rate.

On Thursday, the central bank’s policymaking Monetary Board (MB) kept anew the BSP’s key rates, placing the RRP still at 3 percent, the repurchase (RP) rate at 3.5 percent, and rate of the special deposit account

(SDA) at 2.5 percent.

Monetary officials also increased the central bank’s average inflation forecast for this and next year to 4.34 percent and 3.49 percent for 2018 and 2019, respectively, higher than the previous 3.4 percent and 3.23-percent projections.

They considered the impact of the Tax Reform for Acceleration and Inclusion (TRAIN) law in the revised inflation forecast.

“Given that inflation expectations are rising and real interest rates have already dipped into negative territory, we believe that the BSP might find itself increasingly behind the curve as it continues to delay tightening its ultra-loose hike/PAGE 10

ACT urges DepEd-NEAP to fastrack its application to accredit teachers’ trainings

While we welcome the accreditation of the Department of Education’s National Educators’ Academy of the Philippines (DepEd-NEAP) as a provider of the Continuing Professional Development programs for DepEd teachers and employees, we urge them to fastrack its application to accredit teachers’ In-Service Trainings, Learning Action Cell Sessions and other professional programs as this delay caused several problems to the teachers already.

Through a series of lobbying and protest actions led by ACT, Philippine Regulations Commissions (PRC) issued an order suspending the implementation of the CPD

program for teachers to give time for DepEd to craft its guidelines until November 30, 2017. However, DepEd, through NEAP, failed to process its accreditation as a provider and the accreditation of its program before November 30, 2017.

Following this failure, teachers were forced to either get accredited programs from private providers at a cost, use their self-directed trainings and seminars or promised to fulfill the required CPD units in the next three years.

Teachers shouldered the penalties of DepEd’s negligence!

With its failure, DepEd remained to be very silent on this and let teachers suffer from its utter neglect of its

duties and obligations. This pushed us to again hold protest action at the DepEd Central Office. We also requested PRC to once more extend the suspension of the implementation as this was not the mistake of the teachers but of the agency itself. However, PRC declined our request and reasoned out that the failure of the agency to process its accreditation as a provider and its programs is not enough to further the suspension of implementation of the CPD for the teachers.

Finally, through our persistent demand, DepEd-NEAP completed the requirements as an accredited CPD provider last December 12, 2017.

However, DepEd-NEAP

is yet to apply teachers’ trainings as an accredited professional program recognized by PRC. As mandated by the Philippine Constitution, CPD is a right of every professionals. Not a single centavo shall be spent by teachers in complying for the required 45 units under the CPD Law. DepEd’s failure should not mean penalties for the teachers. We call on the PRC and DepEd to settle this immediately in favor of the already overworked and underpaid teachers! We call on DepEd to work on the immediate accreditation of its programs as teachers are now renewing their licenses and many are already burdened because of their negligence.

130 CPP-NPA terrorists, supporters in Bukidnon surrender

CAMP OSITO BAHIAN, Malaybalay City, Bukidnon —One hundred thirty members and supporters of Communist Party of the PhilippinesNew People’s Army (CPP-NPA) terrorists from Sumilao town’s hinterlands surrendered to local authorities and to the 1st Special Forces Battalion, 7 February 2018.

In a simple ‘mass surrender’ ceremony at the town’s gymnasium, the rebels laid down a total of 34 assorted high and lowpowered firearms, including one improvised explosive device.

Among the 130 rebels who surrendered, two are CPP-NPA combatants; 35 from Militia ng Bayan; and 93 are CPP-NPA mass base supporters and members of underground mass organizations.

Officiated by Mayor Jose Antonio A. Villo of Sumilao, Bukidnon, the rebels took their Oath of Allegiance to the government as an act of commitment.

Hundreds of local government workers, residents, soldiers, and the media witnessed then the burning of the CPPNPA flag.

“With your surrender, rest assured that we would work hand-inhand with the Local Government Unit and our government agencies in order to assist you as you start anew and live a peaceful and normal life through livelihood projects and capacity development programs. The government has prepared a program for you such as the CLIP wherein our brothers who are former members of the NPA will receive cash and livelihood assistance, housing, and employment assistance, among others," he added.

Isuzu Philippines seals partnership with GMA Kapuso Foundation

As part of its corporate social responsibility program, Isuzu Philippines Corporation (IPC), the country’s leader in commercial vehicle segment, has formally signed a memorandum of agreement with GMA Kapuso Foundation (GMAKP)—the socio-civic arm of GMA Network—in response to provide vehicle assistance and emergency relief operations to communities across the country.

I explained to Narding that right now, revenues (net of some deductions) are split 60:40 between the national government and local governments. With the complicated and, I would even say, inequitable sharing, not much is left for LGUs. “Hindi hating kapatid ang nangyayari,” I explained to Narding.

My solution: Give the LGUs greater fiscal autonomy.

Revise revenue sharing to 50:50, or better still, make it 40:60 in favor of local governments. And let us use gross collection as the basis for sharing.

The President was alarmed by the increasing number of reported deaths of Filipino workers in Kuwait alone, from 82 in 2016 to 103 in 2017.

He said a review of the “ incidents of violence, curtailment of freedom and abuse of basic human rights committed against Filipino workers” compelled the government to question what

it has done to protect and give justice to the distressed OFWs. Duterte said he could no longer endure the abuses c om m itte d ag ai nst t he Filipino workers there, as he made an appeal to the Kuwaiti government and to the Arab employers to treat them with dignity, respect their basic human rights, and keep them free from harm.

“We send to you a Filipino worker, hale and healthy, determined to work his heart out in order to give a decent and comfortable life in the Philippines. Do not give us back a battered worker or a mutilated corpse,” Duterte said.

“The Filipino is no slave to anyone, anywhere and everywhere,” Duterte said, adding that “every unlawful physical injury that is inflicted on an OFW is a injury that I personally bear as the head of this Republic…. an affront against us, as a sovereign nation.”

Labor secretary Silvestre Bello III said he earlier recommended to the President that the suspension of processing and issuances of new overseas employment certificates (OECs) would remain until after they could determine the cause of death of seven OFWs from December 2017 until January 2018 and unless the Kuwaiti government signs the memorandum of understanding (MOU) which has been pending for three years. He said it would provide for the additional protec tion for Filipino workers in Kuwait.

“Rapid response team” Foreign Affairs undersecretary for Migrant Workers Affairs Sarah Lou Arriola said the government has dispatched a rapid response team to Kuwait to help expedite the process of repatriation of OFWs. She added that 2,229 OFWs had earlier signified interest to return home. However, only 1,754 individuals have been issued with immigration clearances.

Arriola said that even before the President announce d he wants a repatriation within 72 hours of workers who want to come home, 800 are scheduled to return home from February 11 to 13 — 400 on February 11; 150 on February 12; and 250 on February 13.

She said the number is expected to go up as they expect more undocumented

workers to avail of the Kuwaiti g o v e r n m e nt’s a m n e s t y program until February 22.

“The numbers can go up kasi iba yung President mismo ang sabi (because it’s different when the President himself said) if you want to go home, you go home,” she said.

Arriola said most of the distressed Filipino workers are household helpers. Of 262,000 migrants workers in Kuwait, she said 170,000 are household workers.

“Our stand really is that we support BBL because it will benefit other parts of Mindanao. However, we oppose the inclusion of any of the city’s 98 barangays and municipal waters in the Bangsamoro region,” Salazar said.

“Rest assured I will be there till the very end, fighting for Zamboanga City’s interest, standing firm for what is best for Mindanao, defending the Constitution and protecting the Republic. I am for peace, I am not anti-peace but I am not for appeasement at the expense of the Republic,” Lobregat said.

Lobregat earlier said that the assurance of the Senate committee on BBL and the BTC is not also enough to justify that this city is not included in the proposed Bangsamoro territories, not unless those pending unconstitutional provisions contested are resolved in the committee level.

“We have discussed BBL working draft in Congress through its four bills being consolidated, and we know what we are doing. We have discussed it provision by provision, and I expect the Senate also to have its own working bill to consider,” he said.
