Oil price cut OIL companies have started reducing prices at the pumps starting today.

Seaoil and Phoenix Petroleum said they cut the prices of gasoline and diesel by P0.50 a liter and P0.20 a liter, respectively. Seaoil also trimmed down the price of kerosene by P0.25 a liter.

The price adjustments took effect at 12:01 a.m. early this morning.

Other oil firms have yet to make simialr announcements, but they usually track each other’s movements as the country imports at least 90 percent of its fuel requirements.

P107.6M infra projects A total of P107.6 million will be spent this year for infrastructure development projects and capital outlay for the city of Cagayan de Oro in 2014.

This, as the City Council during its regular session Monday presided over by Vice Mayor Caesar Ian E. Acenas approved Ordinance No.12719-2014 approving the annual budgets of the General Fund with an estimated income of P2,068,691,490 and of the Special Account: Economic Enterprises with estimated incomes of P74,590,527 for the City Economic Enterprises and P18,379,898 for the EastWestbound Terminals and Public Market, and P143,914,634 for the J.R. Borja General Hospital to finance estimated various expenditures of same amounts for 2014.

Based on the budget, P102.9 million is earmarked for the Local Disaster Risk Reduction and Management Fund, while P25 million for the student scholarship fund next year.

The budget was endorsed by the Committee of the Whole headed

by Councilor President D. Elipe, chair of the committee on finance and ways and means.

Gov’t to push BIR 2014 Tax drive microfinance kicks-off in Pagadian for the youth PAGADIAN CITY -- The Bureau of Internal Revenue (BIR) over the weekend kicked-off its tax campaign in a bid to improve revenue collections in this province.

The tax campaign was launched Friday through a simple program held at the Liga ng mga Barangay Convention Center here.

The launching of the tax campaign was jointly spearheaded by BIR regional director Alert Alocilja and

Revenue district officer Rodrigo Calid.

The 2014 tax campaign is anchored on the theme “I Pay My Taxes Right, It’s as easy as register file pay (RFP).”

Senator Paolo Benigno “Bam” Aquino IV, chairman of the committee, told Philippines News Agency in an interview that he will be pursuing the creation of microfinance fund for youth through his Youth Entrepreneurship Bill. ”Well, we have a youth entrepreneurship bill that we’ve been pushing for (when) before I was a senator.

We focus on financial literacy and enterprise management in that social enterprise, but now in politics these are seen through your bills and we have youth entrepreneurship bill which include financial literacy. This also includes access to finance,” Aquino said.

Aboitiz bags contract to sell portion of Leyte power plants’ output LISTED firms Aboitiz Power Corp and Vivant Corp have been awarded contracts to market a portion of the Unified Leyte Geothermal Power Plants’ (ULGPP) generating capacity.

In separate disclosures to the Philippine Stock Exchange, Aboitiz Power and Vivant said they were appointed as Independent Power Producer Administrators (IPPA) by the Power Sector Assets and Liabilities Management Corp (Psalm) for ULGPP’s output.

Psalm auctioned off the Unified Leyte power complex IPPAs last year and drew Vivant’s winning offer of P4.6629 per kiloWatt-hour (kWh) as its selling price.

Aboitiz Power, through subsidiary Aboitiz Energy Solutions Inc, was awarded 40 energy strips equivalent to 40 MW of the ULGPP’s output.

On the other hand, Vivant, through wholly-owned Vivant Energy Corp, was handed 17 energy strips representing 17 MW of contracted capacity.

The other winning bidders or Psalm have yet to announce if they have also been officially awarded similar IPPA contracts.

Del Monte Pacific takes in investors for US acquisition DMPL Foods Ltd., the intermediate holding company of listed Del Monte Pacific Ltd. (DMPL), has received fresh funds totalling some $74.5 million from third-party investors that will help the latter complete its acquisition within the month of the consumer food business of US-based Del Monte Corp., DMPL said in a disclosure last week.

The listed fruit canner, in a disclosure yesterday, said DMPL Foods “has entered into a subscription agreement with each of Ace Profit Enterprise Ltd. (Ace) and Anatoli Holdings Company Limited (Anatoli) pursuant to which each investor agreed to make an equity investment of $37.25 million or a combined total of $74.5 million in the said company.”

Anatoli as investment vehicles owned by independent thirdpar ty investors. “ These third-party investors are not interested persons of the company and are not associates of any director or substantial shareholder of the company,” the listed firm stressed, adding that the investors’ directors, shareholders and associates do not have any direct or indirect interest in DMPL. “The directors consider

the investors as strategic investors since they are expected to provide linkages b etween their business networks in Asian markets and the Consumer Food Business,” DMPL explained.

TWO CAR COMPANIES expect sales to increase this year, fueled by continued “high demand” and resolution of supply constraints, the companies said separately over the weekend.

GOOD START Toyota Motor Philippines Corp. (TMPC) started the year on a high note as it saw sales increased by half last

month from a year ago, the company said in a statement.

The Japanese car manufacturer reported that it sold 7,062 units last month, up 50% from January 2013’s 4,716 units. “ This strong sales performance can be attributed to continuous high demand for its completely knockeddown models -- the Innova

and Vios -- as well as ample supply of its other models,” TMPC said in the statement.

The Vios, TMPC noted, remained the company’s bestselling model in the passenger car segment and in terms of overall sales.

ou would think that people complain only when they have problems or they are miserable. But even happy, wealthy people complain. It’s as common as scratching your head, even if you don’t have dandruff.

When we slipped out of our mother’s womb, we brought nothing with us. We were naked, hungry and screaming.

We had nothing that was not given to us. And yet we have the gall to complain, when by right we deserve nothing.

All of us have absolutely have no reason to complain.

Compared to the impoverished majority, our life looks like a sojourn in paradise. But in spite of that, we’re still a grouchy, whiny, discontented mass of irritation. Why can’t we have more? Why were we not given this? Why should we do that?

Complaining is a poison that contaminates our life and relationships. The sad part is, we are not even aware that we are doing it. It has become second nature to us.

It’s easier to complain than to find solutions to our frustrations. To complain is effortless. But it also reveals the size of our brain, which is as small as a mongo seed.

The fool will find fault, but the wise will find solutions.

All that ranting & complaining has left our world hurting.

We are now suffering its bitter retribution of poverty, and even wars and climate change.

The antidote to the plague of complaint is to develop a spirit of gratitude. It takes the same amount of energy to complain, as to be grateful. An attitude of gratitude makes you happier, healthier and more lovable. Isn’t that an advantageous exchange for our filthy rags of complaints?

Some of us can’t get to where we want to be, because we can’t stop complaining about where we are right now. If we can’t make the best of our present situation, we don’t deserve the reward of promotion. To complain is to remain.

It’s p ossible that our problem is not the problem, but our attitude towards our problem is really the problem.

In this world, we will never run out of things to complain about. But by the same token, we will never run out of things to be thankful for. So let’s praise God for what we have, because it could be worst. If we can’t change our difficult situation, we can at least change our attitude towards it.

How about we shut up, buckle down to work, and bloom where we are planted? We might pleasantly discover, that what at first seemed disagreeable, is delightful after all.

Happiness comes when we stop complaining about the problems we have, and give thanks for the problems we don’t have.

Any fool can complain and criticize. But it takes a man of wisdom to be able to understand and forgive. Let’s stay in peace and accept the tribulations that God challenges us with. Eventually, what seems like problems will become opportunities, that leave us stronger and better off than before.

NFAMOUS incident like the July 26, 2013 bombing of Kyla’s Bistro at the Lim Ket Kai strip have caused macroeconomic damage to the tourism destination of Northern Mindanao. Cagayan de Oro which is the center of commerce and trade in the region has carried the brunt of public distrust from the convention planners in the National Capital Region.

S e ven mont hs and twelve ca lendar days have passed and the perpetrators of the crime remain at large and free to carr y again another sinister plot.

The Police authorities of the region have only pieces of shrapnel’s from a mortar explosive as evidence to the show to the world how police work grind in this part of the countr y. In their press statement, authorities have shown various sketches and declared the perpetrators were based in L anao del Sur. It has been disputed by the Governor of the Province, Mamintal Adiong that no such person or groups exist in his province. Lanao del Sur do not harbor terrorist and the province is one of the most peaceful in the region if there is no scheduled Election campaign period. Granting that authorities know where these groups are based, why were there no raids or arrest in their hideouts?

The local government unit of Cagayan de Oro who was still in their euphoria after unseating the former long serving Mayor was numbed during that incident.

It has not come up with apologies and assurance to the families of the eight fatalities who died from the explosion that justice will be ser ved. There were 6 persons killed on the spot and 46 other were injured that required hospital treatment. Days later 2 of the bombing victims succumb to death at the Intensive Care Units of the hospitals where they were treated as a result of their serious injuries. Was there any financial assistance from the local government to alleviate the suffering of the injured and lessen the grief of the families of the victims who died in the infamy? Putting closure to the tragedy and regain confidence from the public would require corrective actions from Mall Operator, Lim Ket Kai & Sons to reinforce security and install more camera surveillance system in their place of business. All similar places of entertainment, banking and lifestyles centers must be obliged by law to mount metal and explosive detection x-trays at their entrance. Hotels and Restaurants catering to tourist and frequented by foreigners must be strictly obliged to adapt to security technolog y. This has been done after 911 in many major cities and place of business in the world. It is only in Cagayan de Oro that the “Inato” system as my good friend says still persists.

A person is a doer, must be an active and effective doer, not only a mere doer for his own development and for the society he is in. With this situation, he can perform to the fullest the necessary things and activities that he needs to attend to if he is equipped and loaded with the knowledge and necessary learning that he has gone through and from education which he voluntarily and involuntarily gained every day. Hence, education is important to a person’s life.

Education is the best inheritance and legacy that a person can give to his offspring/s regardless of his economic status. This cannot be stolen, but can be shared to anybody who needs to avail even if he is not willing for education is a need.

Education is a fundamental human right.

It is the single key to sustainable development and stability of one’s self. This leads him to be an active and effective participant in the society and be counted on its involvement and achievement. Moreover, the right to education imposes an obligation upon a state that all citizens have opportunities to meet their basic learning needs. These learning needs comprise both essential learning tools which include literacy, oral expression, numeracy and problem solving and the basic learning content which includes knowledge, skills, values and attitudes required by every human being to be able to survive, to develop his full capacities, to live and work in dignity, to participate fully in developments, to improve the quality of his life, to make sound and witty decisions and to continue learning with the opportunity to gain and acquire the knowledge, values, attitudes and skills that will enable and will

leadhim to necessary developments of his capacities, to work, to participate fully in his society, to take control and to discipline his own life and to continue nurturing himself.

A country is dependent of its workforce in which its individual citizens can proportionally perform. So, developed workforce means developed country.

Education is a realization, a resolution and a reformation.

It is important that a person puts his knowledge into actions so that what is in his mind and documents like short term and long term plans will be realized as part or completion or realization of his dream.

Problems and conflicts are always there .

These are realities and verities of a person’s life. The knowledge of making decisions and resolutions takes place so that he can get over and keep moving on and become more courageous to face related scenarios and/ or more complicated issues as he becomes a grown-up personality.

To undo and unlearn the undesirable learning is easy to do if desirable formal and informal education is provided to a person.

Constant correct learning, practice, and educational experiences make a person perfect or if this does not take place, the reverse will happen. This illustrates that education is a reformation. Most importantly, it must be understood and be properly internalized that the reformation that is referred here is the desirable, meaningful and enriching ones.

Finally, education is important to a person’s life because his total development is given the utmost focus, making him an asset in many aspects, if not all.

End of the IMEM

ejoice all you electric cooperatives in Mindanao! You have successfully ended the IMEM effective January 26, 2014, the supposed start of the second month of the commercial operation of the IMEM. Ended, not just suspended as announced by the DOE. And not just for six months, but until the amount of dependable electric power in Mindanao exceeds the maximum demand of power consumers, and thereby make it economically justifiable and legal to establish a competitive market for electricity.

Since January 26, any orders received from the IMEM by the grid-connected generating plants to inject additional power into the grid will not be obeyed by the GENCO’s. Why not? Because there is no guarantee that the GENCO’s will be paid by the IMEM for obeying the orders to dispatch. And why is there no guarantee? Because the IMEM cannot pay for the generation supplied to the grid by the GENCO’s on orders of the IMEM in the period December 3-25, 2013.

Why cannot the IMEM pay the GENCO’s?

Because the electric cooperatives have refused to pay the Billing Statements that they received from the IMEM for the period Nov-Dec. 2013 (four vastly different Billing Statements as of the last count; some more are expected as the IMEM tries to correct the errors in their latest billing statement).

The PEMC and their supporters in the DOE defied the order given to them by the Energy Committee during the hearing on February 4 to hold a dialogue with IMEM participants to change the IMEM Rules so that the legitimate complaints of the IMEM consumers concerning the Billing Statements could be addressed. Instead of conducting a dialogue to change the IMEM

Rules, the PEMC tried to use the meeting yesterday afternoon, Feb. 7, in Davao City to convince the IMEM consumers to voluntarily pay the latest Billing Statements that were issued to them. It was a last-ditch effort on the part of the PEMC to cajole the IMEM consumers into paying voluntarily.

So they lied and told fantastic tales about metering, billing, and settlements. All to no avail. At the end of the meeting, none of the IMEM consumers volunteered to pay their Billing Statement.

So the PEMC will now try to force the IMEM consumers to pay. But they cannot do that. Because PEMC is trying to make IMEM consumers pay for something that they did not need, they did not order, and the IMEM did not deliver. No court in the Philippines is going to force anyone to pay for such a thing, or no-thing.

So the IMEM is ended. It has committed financial suicide. How the IMEM operators were able to do that will have to be unraveled later, after we receive the facts concerning IMEM operation in November to December 2013. The presentations made by the PEMC during the Davao meeting were riddled with lies, so we cannot rely on that information to understand exactly how the IMEM has driven the PEMC into bankruptcy.

One implication of the PEMC inability to make IMEM consumers pay is eventual bankruptcy for the PEMC. They are now indebted to the GENCO’s in the estimated amount of 300 million pesos, which the PEMC does not have, and no bank would lend to them. This also results in serious cash flow problems for the MAPALAD Energy Corporation. (They may have to change their name to DIMALAS.) The TMI also has collectibles from the PEMC due to IMEM, but they have deep pockets and this will be to them just a tempest in imem/PAGE 11

In 2013, manufacturing, along with construction, served as the frontrunner in the growth of the industry sector. The sector continued to get a boost from related sectors and a growing export demand.

Balisacan, also the National Economic and Development Authority (NEDA) Director General, said merchandise exports expanded mainly due to the strengthening of the global manufacturing sector in line with the recovery of the world economy.

Exports of services, on the other hand, also accelerated last year on the back of the expansion of business process outsourcing (BPO) firms and the influx of tourist arrivals in the country.

“With such indications of recovery from the global economic crisis, we believe the Philippine economy, particularly the industry sector, is in a very good position to take advantage of wider export markets, as the government continues to implement reforms to reduce the cost of doing business in the country,” he noted.

He said the rest of the world and even developed nations and the country’s trading partners are recovering and “should be positive thing for us.”

On the supply side,

Balisacan expects the industry sector, particularly manufacturing, to sustain its growth momentum it has displayed in the last two years.

He stressed that while the manufacturing as of now is a relatively small part of the overall economy, the government is gearing its efforts to grow the sector fast.

“Because that’s a sector that generates high quality jobs... The industrial sector, the manufacturing segment, is now growing faster than the rest of the economy that its share in the overall economic pie will increase,” he added.

“NEA undertook a valuation to determine the true worth of Daneco [Davao del Norte Electric Cooperative] in the face of a proposed buy-in of Aboitiz Power Corp. (APC) through a joint venture under a PrivatePublic-Partnership scheme,” Arquiza said.

Arquiza said Aboitiz wanted to acquire 70 percent share of Daneco through a “capital infusion of P301 million” which he said will be used to pay off all of existing debts of Daneco to the NEA. Arquiza said while the public “is caught with the parochial issue of NEA and its rival, the Cooperative Development Authority (CDA), especially with the killing of NEA radio host Rogelio Butalid, the D e p ar t me nt of E ne rg y exercised its step-in power on Daneco two days after Butalid’s death”.

The NEA was given c o nt r o l o f D a n e c o i n August last year through the intervention of Energy Secretary Carlos Jericho Petilla who implemented a court ruling that favored NEA over the CDA. But Daneco-CDA Board C hai r p e rs on , D i o s c oro Granada, disputed this NEA takeover, saying the government must uphold the May 2012 referendum of Daneco consumers that voted for CDA. “The Aquino government should not be blind or deaf to our problems, they should listen to the people who own the cooperative,” Granada said.

Bayan Muna Partylist Carlos Zarate said the Daneco row showed “how small-time players will be dismantled by the government’s PublicPrivate Partnership (PPP) favoring big electric players”.

“With Aquino’s PPP, the power industry will all fall into the hands of private capitalists. Even those held by legitimate cooperatives will be dismantled,” Zarate warned.

“What’s happening to Daneco will not only lead to higher electricity rates but also to conflict among consumers and managers,” he added.

Zarate pinned the energy problem on the failure of the EPIRA, or the Electric Power Industry Reform Act of 2001, saying that the law intended to break up the monopoly in the power sector, empower electric cooperatives and lower power rates, did not materialize.

“Capitalists now see that if they hold franchises of cooperatives, they will profit more. This is what I see is the motive of the motive in Daneco,” Zarate said.

Zarate noted electric cooperatives lose out as they incur debts with high power rates. “ The power industr y is still monopolized by only a few players, spike

of rates are unprecedented and the move to privatize electric cooperatives who are distributors are likely to continue,” he added.

He said five companies control 80% of the country’s power industry: Cojuangco/ San Miguel Corp. (22%), Aboitiz (20%), Lopez (18%), Ty (12%) and Consunji (8%).

Although a referendum is set this January to let Daneco consumers decide which group will control Daneco, Zarate urged the consumers and managers to go beyond their row and unite to fight privatization. (www.davaotoday.com )

The new hydro projects add to the 265 projects -- with total capacity of 4,005.72 MW -- that had been awarded as of Dec. 31, the department said.

Mario C. Marasigan, director of the department’s Renewable Energy Management Bureau, said granting of the ser vice c ont r a c t s w ou l d a l l ow Global Sibagat to conduct “pre-development activities including feasibility studies.”

eight service contracts to Hydrotec Renewables, Inc., which plans to develop hydro power projects along the Marikina River.

Hydrotec, last month, said it would invest up to P2.7 billion to develop the projects with capacity ranging from 25 MW to 30 MW. Six of these plants will be located in the province of Rizal -- two in Antipolo City, three in the municipality of Rodriguez and one in San Mateo. The remaining two will be built in Marikina City.

Hydrotec had said site preparation for construction work has begun and c onst r u c t i on p e r i o d is expected to take six to eight months. Project completion is targeted by 2016.

So it is likely that the end of the IMEM also means the end of the PEMC. In that case, somebody else will have to take over the operations of the WESM. If anyone else is willing to do so, considering the problems that the WESM is facing in Luzon.

For the Mindanao C oalition of Power C onsumers, I think we can conclude that our work on the IMEM is done. We need not do anything else.

We can go on to better t h i ng s .
