Aboitiz to add another 500mw power capacity

HE two major domestic airlines are bullish on the growth of the airfreight industry in Northern Mindanao over the next few years.

Construction of Mindanao railway to start Q3 of 2018

Righ-of-way BUILDING the infrastructure necessary for the VisayasMindanao Interconnectivity Project (VMIP) would be the easy part; securing a rightof-way access for these facilities is the challenge, said the spokesperson of the National Grid Corporation of the Philippines (NGCP).

“Erecting the overhead lines and laying the submarine cables will be easy as long as the right of way is (settled) so we can keep the schedule,” Atty.

Cynthia Alabanza said.

The VMIP, which will integrate the two island regions with the rest of the national grid, will consist of 92 km. of submarine cables, 50 km. of overhead cables on the Visayas side, and 135 km. overhead cables on the Mindanao side.

D AVA O C i t y - - T h e construction of the segment of the Mindanao Railway project connecting three cities will start by third quarter of 2018, Mindanao Development Authority executive deputy director Romeo Montenegro said.

In an interview Tuesday, Montenegro said the government is still completing the detailed engineering of the first segment of the project, which has been identified as a flagship project of the Duterte administration.

He said they expect

the detailed engineering of the railway system to be completed by the first semester of next year.

DOLE-X grants P1M for livelihood projects in Camiguin

UINSILIBAN, Camiguin -The Camiguin Provincial Field Office (Cam PFO) of the Department of Labor and Employment Region X (DOLE X) handed in the Kabuhayan Program financial grants amounting to P1,102,755 to the six organization beneficiaries of Cantaan Centennial MultiPurpose Cooperative (CCMPC).

DOLE-Cam PFO Chief Emmanuel G. Toledo reported that the financial assistance was intended for the projects on motor parts (P250,000),

agricultural business (P200,000), backyard piggery livelihood (P130,000), deep sea fishing (P250,000), fish vending (P110,000), and amakan making and consumer store project (P162,755).

Regional Director Robbie Alabado said during a tourism industry gathering held in Davao City.

“We have decided to embrace Mindanao as our island and we have sought partnership with DOT-ARMM. We started marketing Mindanao together,” Alabado said.

One of the joint efforts was the Weiling Travel and Tourism Expo in China, where the Mindanao DOT offices promoted the region.

ARMM have joined capability building activities such as the Meetings Incentives, Conventions, Exhibitions (MICE) Market Development Seminar held in General Santos City.

“We have decided that we’d be coming up with campaigns as one Mindanao. We will make marketing and promotional materials, join travel expos and put up exhibits in Manila as Mindanao, not just as individual regions,” he added.

According to Alabado, the DOT offices will develop packages that will cross regions in Mindanao, such as diving, cultural experiences, ecoadventure, eco-tourism.

“We want tourists to go from one region to another here in Mindanao,” Alabado said.

“This is our contribution to the redevelopment of Marawi and the rest of Mindanao.

We will not separate Marawi and our region from Mindanao,” he underscored. LSONS Consolidated Resources, Inc. (ACR) is considering putting up a separate retail electricity supply (RES) business, although the timing and the decision to do so would largely depend on its current customers — the distribution utilities.

“All power companies at one point or another will have to go into RES business. We are preparing for that but our policy on retail electricity is to do it to the extent that we do not compete with our utility consumers,” said Joseph C. Nocos, vicepresident for business development at ACR. For now, the rules on retail electricity and open access (RCOA) are not applicable to Mindanao because a wholesale electricity spot market (WESM) is required before the Energy Regulatory Commission

(ERC) will declare the regulation’s applicability on the southern island.

The DoE expects WESM Mindanao to be ready by next year.

Under RCOA, new power industry players called retail electricity suppliers (RES) take over the power sourcing function of the distribution utilities to serve electricity end-users issued with certificates of contestability by the ERC. A RES will be able to access transmission and distribution systems so that they can offer electricity deals to contestable customers, or those whose electricity use has reached the thresholds set by the ERC. Contestable customers have the choice on which supplier best suits their electricity needs.

Retail competition is believed to result in lowering the price of electricity as sellers try

to find ways to attract business.

Mr. Nocos said Mindanao’s situation is different largely because one of its biggest energy source is the Agus-Pulangi hydroelectric complex, which is a cheaper power source.

“I believe that contestable customers currently would be better off staying with their utilities. Why? Because the utilities have access to NPC (National Power Corp.) hydro. It’s unique to Mindanao,” he said.

“If they go with a RES, unless that RES is a RES that has access to a portfolio of power plants with baseload, intermediate, peaking and reserve capacity, they will be stuck with just one technology, with one plant,” he said.

However, he said if that plant goes down for maintenance, the contestable customer

would have to go to the “supplier of last resort,” which charges higher electricity costs.

Mr. Nocos said utilities in Mindanao currently enjoy “NPC rates, which has the effect of averaging down the cost of power.”

A RES, on the other hand, is subject to the cost of a single power source, say coal, which is also subject to the volatility of the fuel price.

“If you’re a cement plant, or you’re a steel plant, you would want to have a firm idea of what your power cost is going to be and where you’re going to be drawing your power from,” he said.

“So, to that point, given these considerations in Mindanao, I believe that it might be more advantageous for the large consumers, the contestable consumers, to be given the choice not to be obligated to these rules,” he added.

Coca-Cola to buy more local sugar BEVERAGE firm CocaCola FEMSA Philippines (KOF) plans to buy more sugar from local sources for its beverage manufacturing activities next year.

The company said Thursday it bought two million bags of local sugar this year, up more than 80 percent from 1.1 million bags in 2016.

“The planned sugar purchases for 2018 promise to sustain this tradition of being an ally of the local sugar industry, cementing KOF’s status as one of the top purchasers of domestic sugar.,” the firm said in a statement sugar/PAGE 10

TransCo to end 2017 with P8B in outstanding payables NATIONAL Transmission Corp. (TransCo) expects to end the year with P8 billion in outstanding payables, its president said, pointing out that the amount does not include the interest incurred because of the delay in meeting payment obligations.

Still, the state-led agency that handles the payment to renewable energy companies eligible for feed-in-tariff (FiT) remains hopeful that it will be able find funding to partly address the deficiency.

Melvin A. Matibag, TransCo president and chief executive officer, said he remains in contact with

the World Bank even as a plan to borrow between P15 billion and P20 billion from the international lending agency failed to materialize.

“Mukhang depleted ang funds nila (Their funds seem to be depleted),” he said in an interview on the sidelines of a recent Senate hearing. “But I’m still talking to them.”

TransCo has been pointing out that regulators need to approve a higher feed-in-tariff allowance (FiT-All) to allow the agency to pay FiT-eligible plants and stop the ballooning interest because of the delay in the disbursement of the guaranteed tariff.

Calculated annually, the FiT-All is a uniform charge that is applied to the kilowatt-hours billed to consumers who are supplied with electricity through the country’s distribution or transmission network.

The FiT-All mechanism was established under the Renewable Energy Act of 2008, which aims to jumpstart the development of renewable energy sources such as wind, run-of-river hydropower, solar and biomass plants.

Shortcuts to paradise think a minute

Many of us struggle with painful, real problems: no money, no job, unwanted pregnancies, family violence, unhappy marriages. Many of us are truly desperate, looking for shortcuts to our own paradise! And there are plenty of shortcuts to paradise out there: alcohol, drugs, sex outside of marriage. So we get drunk or “high” and numb our brains with drugs, or find cheap sex to try to forget our problems for a couple of hours. And even though we know that these quick escapes destroy our own body and family, or cause us to lose our job, we keep doing them.

The simple fact of life is that there are no shortcuts

to paradise. So when you take that cheap substitute for paradise in that bottle or drug, or have sex with that someone who’s not your wife or husband, you’re walking into a dangerous trap from which you may never get free. It may feel good for a short time, but it will eventually drain and rob you of everything you have, little by little, day by day.

Until you finally realize that your paradise has actually turned your life into the worst nightmare.

So do you want a “high” or “buzz” that never runs out? A “fix” that doesn’t steal your life, but instead gives you the satisfying one you’ve always wanted. It’s the right and only cure for your marriage and money problems, and best of all it’s free! If right now you’ll sincerely ask Jesus Christ to forgive you for your wrong living, and to take complete charge of your heart and life, Jesus will give you the strength and willpower to quit those bad habits and stop taking cheap substitutes and shortcuts to paradise.

It simply makes sense that only your Maker can give you the paradise life you were created to enjoy.

Senior moments

This holds true during our board meetings at the press club where many of us (this writer included) experience senior moments at any given time.

People who are aged 60 or over, the word senior moment has entered to a more general use and can be applied in any given situation where one could experience a momentary lapse of memory.

It highlights the idea that our brains simply are not designed to cope with the information overload and stress generated by life on the fast lane.

The expression senior moment was apparently coined in the mid-nineties,

but has become more widely used in the past couple of years.

An absent-minded activity, like putting your car keys inside the fridge, or simply forgetting your scheduled regular board meeting at the press club, can also be referred to as a senior moment.

When we retire, we abruptly exit the working world that has been the focus of our lives for 30 or 40 years or more.

Do you ever wonder what goes through the mind of a senior citizen as he deals with the rapid and unpredictable everyday life surrounding him?

As we age and move to retirement, life changes so fast and furious and to put

it mildly, monumental. In other words, aging people cannot just ignore simple realities of life like having senior moments.

As senior citizens, we are responsible for what we will do for the rest of our lives – each day – including everything from meeting financial requirements to maintaining our health to keeping mentally engaged and ultimately enjoying being retired.

At 6 0 , p e o p l e s t o p expecting so much out of us. If you are still working, then people know you either like to work, or you need to work, but either way, you’re still able to work, and that’s a feat worth a celebration!

ignacio bunye President Rodrigo Duterte could not hide his frustration when he recently declared the CPP-NPA as a terrorist organization.

This came in the heels of an earlier presidential decision to terminate all talks with the CPP-NPANDF leadership based in the Netherlands.

To t h e l ay m a n , t h e termination of the on againoff again talks with Jose Maria Sison and company is fairly understandable.

Sison et al have not shown any good faith in dealing

with the government. While the talks are going on, the CPP-NPA on the ground have not stopped attacking government troops and extorting from business establishments in their area of influence.

In fact many have been wondering why it took so long for the President to pull out of the talks.

But the declaration of the CPP-NPA (but not the NDF) as a terrorist group is something else and it needs further explanation.

By way of background, the United States has long declared the CPP-NPA as terrorists. The US has been badgering the Philippines to do the same. Sison et al, for their part, deny to the death that they are a terrorist group.

S o w hy i s s o mu c h importance attached to the label?

The short answer is: Post 9/11, a terrorist organization will find it

more difficult, although not impossible, to raise funds and to move it around in order to f inance its activities.

It all started when the the UN Security Council adopted a wide-ranging res olut ion demanding member countries to take action to suppress terrorist financing.

150 governments responded positively and have since passed legislation criminalizing terrorist financing, and also requiring financial institutions to report suspicious tranctions.

In these jurisdictions, banks are now required to check their clients and third parties involved in transactions against a list of suspected terrorists.

-ooo “IMMACUL ATE CONCEPTION”: IS IT IN THE BIBLE? My profuse apologies to my relatives, friends, and acquaintances who commemorated on December 08 the “immaculate conception”, or the supposed conception without sin of Mary, the mother of Jesus, but may I be enlightened as

to what part or parts of the Bible that pertain/s to this phenomenon?

I am aware that, based on the Bible, Mary is indeed a highly special woman. In fact, her coming here on earth and the importance of such an event was proclaimed right in the very first book of the Bible, in Genesis, particularly its Chapter 3, Verse 15. Then, it was also proclaimed that she would be the “vessel” which God will use, as it were, in coming to earth, too, in the form and likeness of man, to receive in Himself the punishment for man’s sinfulness.

On top of all these, Mary was the virgin that conceived and gave birth to a “baby boy” who was called the “Mighty God, Everlasting Father”. In the New Testament of the Bible, she was the woman to whom the angel, Gabriel, announced that she was the chosen one who will give birth to Jesus, our God and Savior, who is God the Father,

Son, and Holy Spirit.

-ooo MARY, MOTHER OF JESUS, A SPECIAL WOMAN: In the other parts of the Bible, it was Mary who managed to prompt Jesus to perform His first ever miracle that showed He indeed is the God and Savior, through the miracle of the water that was turned to wine in a marriage in Cana. This installed Mary as the mediatrix between man and Jesus.

But, if we consider the important verses in the Bible about her, it would be clear from them that Mary is said to belong to the line of David, and that she was the cousin of Elizabeth wife of Zechariah, the parents of John the Baptist. This would mean she belonged to the human race, and is therefore very much human.

Now, if she was human, it wouldn’t be possible that she is free from sin, based on what God the Father

said in Genesis 6:5-7 and in Romans 3:23. According to these verses, God Himself saw the sinfulness of humans, prompting Him to regret having created man. Man is sinful, even from the point of view of God. -ooo MAY IS NOT HUMAN? There is a big problem in this kind of a perception, because if Mary truly belonged to the human race, she could not be without sin. And if she somehow was tainted by sin, we cannot help but think that the “baby boy” she conceived and gave birth to, the Lord Jesus, would also be tainted with sin. This cannot be a true doctrine in any way.

How then can we explain Mary’s supposed status as “sinless” without resorting to the doctrine of “immaculate conception”? From my view, the better way to explain this, which is also based on the Bible, is this: Mary was not a human being, and thus is not immaculate/PAGE 10

BSP recycles materials for Christmas decors

RECYCLED plastic spoons and forks and plastic bottles take center stage in the main outdoor Christmas tree of the Bangko Sentral ng Pilipinas (BSP) main office in Manila for this year.

The central bank has been using recycled materials for its Christmas decorations for some years now and this, BSP Governor Nestor A. Espenilla Jr. said, is one way of helping the environment.

Aside from plastic utensils, other recycled materials used for this year’s decorations are used iron bars, scrap bars and rope lights, he said.

“This only shows that we can celebrate and decorate while saving the environment…that little creativity and creativeness can go a long way,” he said in a speech read by Monetary Board Member Juan D. De Zuñiga, Jr. during the lighting ceremony Thursday night.

Money supply growth picks up slightly in Oct.

ONEY circulating in the economy grew faster in October despite a slight slowdown in bank lending, the Bangko Sentral ng Pilipinas (BSP) said yesterday.

Domestic liquidity or M3, the broadest measure of money in an economy, grew 14.8% in October to reach P10.26 trillion from the P8.94 trillion posted in the same month last year.

This was slightly faster than the 14.5% expansion

recorded in September.

Domestic claims during the period rose 15.2% from a year ago, slower than the 16.1% uptick in September, driven largely by the deceleration in private sector credit growth, which stood at 16.5% in October from 18.3% in the previous month.

“Nevertheless, growth in bank loans remained robust on account of lending to key production sectors such as electricity,

gas, steam and airconditioning supply; real estate activities; wholesale and retail trade, repair of motor vehicles and motorcycles; financial and insurance activities; information and communication; and manufacturing,” the BSP said in a statement.

Meanwhile, net foreign assets, expressed in peso terms, grew by 6.1% in October from an upwardrevised 0.1% in September.

This was driven by

overseas Filipinos’ remittances and business process outsourcing receipts, the BSP said.

The central bank added that the uptick was also due to the growth in banks’ foreign assets from higher loans and investments in marketable debt securities.

“The growth in M3 remains consistent with the BSP’s prevailing outlook for inflation and economic activity.

Going forward, the BSP

will continue to monitor domestic liquidity closely to ensure that monetary conditions are conducive to maintaining price and financial stability,” the BSP said.

AMLC okays registration and reporting guidelines THE Anti-Money Laundering Council (AMLC) said it has approved the four-part and comprehensive online AMLC registration and reporting guidelines (ARRG) of all covered persons to “ensure proper and timely compliance with reporting procedures.”

The consolidated ARRG included all related AMLC resolutions since 2004. It does not however

include the guidelines for casinos which AMLC said will have its own separate ARRG to be released later.

In a statement, AMLC executive director Mel Georgie B. Racela said the ARRG “is a significant step toward improving the quality and usefulness of information and reports submitted by covered persons.”

Racela said the ARGG includes sactions which “after observance of due

process, will ensure a culture of compliance among them.”

Racela remarked that the AMLC had prepared the revamp of its system and rules on registration and reporting for some time, and they wanted it done to cope with the surge in the number of covered persons and their transactions.

Racela added: “The AMLC had also striven to find suitable ways to

establish a central linkage among the supervising authorities that would facilitate our coordination.

Finally, the adoption of the ARRG should strengthen the tools available to the AMLC in its fight against money laundering and terrorism financing.”

The Anti-Money Laundering Act of 2001, as amended and the 2016 Revised Implementing Rules (RIRR) require covered

persons such as banks, insurance companies, and securities dealers to submit suspicious transaction reports (STRs) within five days from the occurrence or the date of determination of the suspicious nature of the transaction, which should not exceed 10 calendar days.

FIBA to decide on 2023 World Cup host today MANILA -- The International Basketball Federation (FIBA) Central Board will vote between two finalists to host the 2023 FIBA World Cup, in Geneva, Switzerland this morning (8 p.m., Manila time).

The finalists are the Philippine-led consortium with Japan and Indonesia and the two-country bid of Argentina and Uruguay.

According to a press statement released by the Samahang Basketbol sa Pilipinas (SBP) Friday, the finalists will make their final pitch before the FIBA Central Board with the consortium scheduled to deliver its remarks at 10:30 a.m.

The other bidder will be called in next for its

20-minute presentation.

The Central Board will then take a break and by 1 p.m. (8 p.m., Manila time), the decision will be announced.

Speakers from the three countries will be led by SBP Chairman Emeritus Manuel V. Pangilinan. After a 10-minute questionand-answer portion, Pangilinan will return to the stage for his final remarks.

Argentina and Uruguay will make their presentation before noontime. No live streaming will be available.

Presentations may be made in English or Spanish, with FIBA providing simultaneous translations.

SBP executive director Sonny Barrios said the consortium’s bid has

three central principles -simplicity, diversity and intensity.

“The bid from the consortium offers FIBA an exciting opportunity

to bring the sport’s pinnacle event to the fastest growing region in the world where our combined population of over 500 million is ready to embrace the sport of basketball, where we will work with FIBA to realize the sport’s vision to make basketball the most popular sports community -- to have more people playing in more places, more often,” he said.

Pangilinan, on the other hand, said he’s not interested in bidding for the 2027 edition, thus this is make or break.

PSC-Pacquiao boxing cup to kick off in GenSan

DAVAO CITY – The first PSCPacquiao Amateur Boxing Cup will formally kick off with the preliminary competition for Mindanao on December 16 and 17 in General Santos City.

“This project will call for the nationwide development of the interest and participation in boxing as a sport,” said Philippine Sports Commission (PSC) Chairman William “Butch” Ramirez.

The event, which is organized and sponsored by PSC in coordination with the office of eight-division world champion Senator Manny Pacquiao, is a weekend boxing tournament that will go around nationwide to scout potential amateur boxers that can be included in the pool of national boxers.

After the preliminary in Gensan, the Mindanao quarterfinals will be conducted in Kidapawan City on February 10 and 11 while the Mindanao semifinals will be in Cagayan de

Oro City on March 3.

The Mindanao finals will be hosted by Davao City on March 24.

For Luzon, the preliminary is on January 27 and 28 in Sorsogon, quarterfinals on February 24-25 in Lucena City, semifinals on March 17 in Pangasinan and finals on April 7 in Baguio City.

In the Visayas, the preliminary is on February 3-4 in Ormoc City, quarterfinals on Feb. 17-18 in Bago City, semifinals on March 10 in Antique and the finals on March 31 in Maasin City.

The National Championships will have its preliminaries on April 14-15 in Mandaluyong City, quarterfinals on April 21-22 in Tagbilaran City, semifinals on April 28 in Tagum City and finals on May 5 in Gen. Santos City.

The categories in the Junior Boys and Girls Division (15 to 16 yrs. old) is the Pinweight

(44-46 kg.), Light flyweight (48 kg.), Flyweight (50 kg.), Light Bantamweight (52 kg.) and Bantamweight (54 kg.) while in Youth Boys (17-18 yrs. Old) are Light flyweight (46-49 kg.), Flyweight (52 kg.), Bantamweight (56 kg.), Lightweight (60 kg.) and Light Welterweight (64 kg.)

The Youth Girls (17-18) only has four weight categories – Light Flyweight (45-48 kg.), Flyweight (52 kg.), Bantamweight (54 kg.) and Featherweight (57 kg.).

Cut-off dates are 2001-2002 for the Junior and 1999-2000 for the Youth.

This is open to all amateur boxing clubs, organizations, teams, and local government units. However, only one team per LGU is allowed to participate.

Powerlifters Ancheta, Kitan set to compete in world championships

MANILA -Paralympians Adeline Dumapong-Ancheta and Agustin Kitan are scheduled to compete on Friday (Saturday in Manila) in the 2017 World Para Powerlifting Championships in Mexico.

Ancheta will compete in the women’s over 86kg category while Kitan will see action in the men’s up to 65kg category.

Both events will be held at the Gymnasium Juan de La Barrera at the Benito Juarez Sports Complex.

“The competition is really tough. We are against the best of the best. There are over 300 lifters from 71 countries competing here,” said Ancheta in an online interview on Thursday.

The World Para Powerlifting Championships, which was rescheduled to November 29-December 9 after a strong earthquake struck Mexico City on September 19, is one of the qualifying tournaments for the 2020 Tokyo Paralympics.

Ancheta and Kitan are among four Filipinos who entered in the tournament sanctioned by the International Paralympic Committee.

Achelle Guion finished eighth among 13 entries in the women’s Up to 65kg category while Romeo Tayawa placed 13th among 18 competitors in the men’s Up to 40kg category.

The athletes, together with coach Ramon Debuque and Philippine Paralympic Committee executive director Dennis Esta, arrived in

Mexico on November 29.

This is the fourth world championships for Ancheta, who first competed in 2002 edition held in Malaysia.

Before the Mexico World Championships, Ancheta has competed last August in the 2017 Kuala Lumpur ASEAN Games, where she won her seventh gold medal.

The activity is in line with the DENR and the Office of the Presidential Adviser on Peace Process (OPAPP) program to provide livelihood assistance to people in the hinterlands. The OPAPP came up with the list of persons to be included as forest protection officers funded by the DENR. As forest protection officers, they were tasked to implement and help regular DENR personnel to protect their respective areas of responsibility.

Loans for production activities, which make up about 88.3% of banks’ total loan portfolio, also grew slower at 18.7% that month from 20.7% in September.

Household consumption loan growth, meanwhile, grew 23.4% percent, faster than the prior month’s 20%, mainly due to the expansion in credit card loans, motor vehicle loans and other types of household loans compensated the slower growth in salarybased general purpose loans.

He said they will look into possible interventions, among them the conduct of a legislative inquiry on the RROW scam.

“This is not only a Region 12 issue, there are many other RROW issues in Mindanao.

So we will look into some measures and discuss how to go about them,” he said in a radio interview.

Hernandez clarified that House leaders have not yet formally taken up the matter as they are presently focused on the passage of the 2018 national budget and the tax reform measures.

He said no resolution has been filed yet calling for an investigation and there was no moto propio initiative from House committee on good government regarding the scam.

But he said the House leadership is closely following the issue and a formal inquiry might be set early next year.

Justice Secretary Vitaliano Aguirre II disclosed two weeks ago an alleged scam involving some P8.7 billion in RROW settlements in the city and neighboring areas based on supposed fictitious and fabricated documents.

He has directed the National Bureau of Investigation to investigate the scam, which was based on revelations made by w h i s t l e bl owe r R o d ol fo Catapang Jr. Catapang, who hails from this city, said the fake claims were made by a syndicate that he was previously a part of and involved prominent personalities, among them Eldon Cruz, brother-in-law of former President Benigno S. Aquino III. Hernandez said they fully support the DOJ’s initiatives and the investigation being conducted by the NBI. In July, House members of Region 12 or Soccsksargen sent a letter to Department of Public Works and Highways Secretary Mark Villar urging the latter to look into the alleged fake RROW claims and settlements in the area.

The Pagbi lao p ower plant expansion project is of 400MW capacity, but half of that would be attributable capacity to its partner TeaM Energy Philippines, a joint venture of Japanese firms Tokyo Electric and Marubeni Corporation.

Aboitiz Power President and Chief Operating Officer Antonio R. Moraza said “the projects are on track and should be mostly online in the first half of 2018.”

In a recent press briefing though, company executives admitted that several weeks of setbacks were actually encountered in the commissioning and testing phases of their Pagbilao and Toledo plants.

To Moraza’s assessment, “the entry of these plants will significantly support the country’s energy reserves and will show that the Philippines is open for business and investments.”

The company re-stated its adherence to having a balanced and diversified portfolio, although at this point, its power plants are generally of coal-fired technologies.

On Aboitiz Power’s less successful foray into biomass venture, the company noted that they are expecting “to be able to make a final decision within the year on its Asean biomass power plant facility in Batangas that is currently under extended shutdown.”

Moraza said “we are currently continuing our technical evaluation, and a write-off is a possibility.”

Of the greenfield power projects, Aboitiz Power had also not been that successful in its 59MW San Carlos solar power project in Negros Occidental.

The new capacity additions next year though would still be prime in their overall target of ramping up power generation portfolio to 4,000 megawatts by year 2020.

Over the four equivalent years it’s been in operations from the 2nd quarter of 2013 to 2nd Quarter, 2017 for which data has been available from the Civil Aviation Authority of the Philippines (CAAP), CGY has been averaging approximately 14,600 flights, some 1.75 million passengers and 22,000 MT of cargo annually. Broken down into average figures per quarter of the 16-month period it’s been in operation, that’s 3,644 flights per quarter moving some 428,000 passengers and 5,472 MT of cargo.

“We expect to breach the 1.9 million passenger m a r k t h i s y e a r,” s a i d Engr. Jose G, Budiongan, concurrently CAAP Area X and Laguindingan Airport Manager.

Budiongan’s optimism has been buoyed by the advent of more direct flights from the airport which could bump its previous metrics up further.

Leading domestic carrier Cebu Pacific launched CGY last 20 October 2017 as its seventh regional hub, with nine domestic flights now directly connected to the airport. Philippine Airlines, for its part, has deployed the bigger Airbus A321 on its busy MLA-CGY route raising its capability to carry more passengers and cargo with fewer flights.

Despite the larger capacities now available, cargo forwarders and other air freight companies still have some issues with some airlines cargo policies which constrain them to resort to less efficient multi-modal systems combining air, sea and land transports.

Howe ver, Philippine Airlines (PR) say this issue could be addressed if clients reconfigure their shipments to fit the dimension of the Airbus A321 now deployed along most of its domestic routes.

“PR being a passenger and cargo airline gives priority on its passenger and their baggage allowances and whatever space is left is maximized by loading of cargoes,” said Jerry P. Calaluan, Assistant Vice President, Cargo Sales Division, of PR’s Cargo Business Department.

“Although based on study, experience and trend, we can load at least 2-3 tons of cargoes based on a full passenger load and maybe more if the passenger is less.” “ We h a v e a c t u a l l y improved the weight per piece of cargo allowed from 100 to 150 kgs. but since manual loading and maneuvering of such a piece would be difficult for an individual inside the aircraft, we cannot accept higher than that. The same is true for skidded cargoes which normally do not fit the aircraft door aside from its weight of more than 150 kgs.”

To accommodate more cargo along this route, Calaluan said PAL have been suggesting to their customers to reconfigure the packaging dimensions/weight according to the specifications of their aircraft being utilized in the route.

“Utilizing a much bigger or wide body aircraft is dictated by our commercial sales group where passengers are our main consideration,” he noted.

“PAL operates 28 flights weekly between Manila and Laguindingan Airport (CGY), the main portal to Cagayan de Oro City, the regional center and business hub of Northern Mindanao,” noted Ma. Cielo Villaluna, PAL spokesperson. “The multiple service provides us the opportunity to carry passengers and cargo between

the two points. Our goal is to provide a balance in serving the transport of people and high-quantity goods which is part and parcel of the PAL brand of service.”

From CGY, PAL operates intra-domestic routes such as Cagayan de Oro to Cebu and Davao, with 28 flights weekly.

By 16 December 2017, PAL will also be operating thrice weekly from Cagayan de Oro to Clark, bringing the total number of intra-domestic flights out of CGY to 31 weekly.

“As additional support for the Mindanao Region, Philippine Airlines also operates numerous flights out of Davao to Manila (and Cagayan), including other intra-domestic sectors like Cebu, Tagbilaran and Zamboanga,” Villaluna said.

“From the current 56 flights servicing the City of Davao, PAL is happy to announce that throughout December 2017, we shall be mounting an additional 10 flights to and from Davao, boosting not just tourism but also the economic sector of entire region of Mindanao.

These flights help address passenger travel and cargo carriage needs,” she added.

Cebu Pacific Air (CEB), for its part, say there is no limit for cargo shipments on its domestic flights. “ We r e c o g n i z e t h e importance of air freight as a critical part of logistics to optimize the supply chain.

Hence, at Cebu Pacific, we try to move cargo as expediently as possible, keeping in mind that these goods are timecritical or of high importance.

Our expansive domestic route network also gives shippers more options and flexibility in moving their goods,” said Alex Reyes, Vice President for Cargo at Cebu Pacific.

In Mindanao, Cebu Pacific has hubs in Cagayan de Oro and Davao, allowing for greater capacity to carry cargo to and from the region.

In and out of its Davao hub, CEB flies 79 times a week to and from Manila; and up to 24 times weekly to and from Cebu.

Reyes added that CEB has even greater cargo capacity in and out of the Davao hub, as the carrier utilizes wide-body Airbus A330 aircraft for the Manila-Davao route.

With the shift in the center of the country’s virtual capital to Davao City, and the rise of its Cagayan de Oro as the Philippines’ 4th metropolitan center by 2022, there’s no way to go but up for the air freight industry in Mindanao.

Montenegro added he believes the movement of the construction can be hastened because the budget has been allotted.

The first segment will comprise eight stations, namely: Tagum; Carmen; P a n a b o ; Mu d i a n g ( i n Bunawan, Davao City); Davao Terminal; Toril; Sta. Cruz; and Digos. A 10-hectare depot will be built in Tagum.

“We have yet to know which part of town, community or city that this will pass through. Definitely, the major challenge to hurdle in these kinds of projects, the same with roads, is right of way,” he said.

The entire 1,532-km project would cost P211.43 billion. It will connect all key cities of the island such as Cagayan de Oro, Iligan, Zamboanga, Butuan, Surigao, General Santos, and Davao.

Montenegro said the government will fund the first phase of the project through the 2018 budget.

He said it is still unclear who would fund the other remaining segments of the Mindanao Rail because it would depend on whether the government will use its own budget or tap external sources.

Implementing it under a private-public partnership scheme is another option, he said.

T h e D e p a r t m e nt of Transportation (DOTr) said the railway’s first segment will reduce travel time from Tagum to Digos from 3.5 hours to 1.3 hours once it starts operating in 2022.

It added the rail line will be built with a single track, with provisions for future tracks and electrification.

It will have six five-car passenger trains with three spare cars, four locomotives and 15 freight cars.

Upon project completion, the DOTr expects the daily ridership of the TagumDavao-Digos segment to increase to 134,060 by 2022.

The Department projected the daily ridership to further increase to 237,023 by 2032 and 375,134 by 2042.
