THE country's unemployment rate has eased to single-digit in October, coming from a high of 17.7 percent in April and 10 percent in July.

The Philippine Statistics Authority (PSA) reported Thursday that the number of unemployed Filipinos in October slowed down to 8.7 percent, a sign of economic recovery.

This means 800,000 jobs were brought back into the labor market in October, PSA said.

AN economist forecasts further deceleration of domestic liquidity (M3) growth in the coming months partly due to the Bangko Sentral ng Pilipinas’ (BSP) excess liquidity siphoning activities.

Preliminary data released by the central bank Thursday showed a slower M3 growth last October at 11.8 percent from the revised 12.2 percent in the previous month.

“Slower M3 growth in recent months may have partly reflected some of the recent slowdown in loan growth (the slowest in nearly 12 years at 1.9 percent year-on-year as of October 2020) amid slower economic/demand conditions after the Covid-19 lockdowns/pandemic,” said Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort in a report.

NorMin steps up water quality management

AGAYAN DE ORO CITY--The Cagayan de Oro River Basin and Adjacent Rivers (CDORBAR) water quality management area (WQMA) alongside the Tagoloan River Basin WQMA held its fourth quarter joint board meeting virtually to give updates on their WQMA compliance schemes, approve resolutions that bolsters their initiatives, and present accomplishments done in the previous quarters here in northern Mindanao.

“In this fourth quarter meeting, we strive for each governing members to be appraise on what we have done in the past year, in the presentations we hope to assess the accomplishments and also welcome suggestions for 2021 for the improvement of water quality in the region,” Department of Environment and Natural ResourcesEnvironment Management Bureau (DENR-EMB)-10 OIC Regional Director Reynaldo S. Digamo said.

In the said meeting, the board approved CDORBAR WQMA Resolution No. 2020-009: “Integration of Similar Activities Contained in the CDORB Strategic Action Plan to the WQMA Compliance Schemes of LGU-Talakag, LGU-Libona and LGU-Baungon in the Province of Bukidnon and LGU-Cagayan de Oro City” to further support local

government units (LGUs) in adhering to water management and compliance schemes.

LGU grantees of the feasibility studies for the construction of septage projects funded by the DENR-EMB thru the WQMA fund, namely, Manolo Fortich, Malaybalay City, Talakag, and Claveria also gave updates on status of the study within their localities.

For CDO's development, Cagayan de Oro City Water District (COWD) General Manager Engr. Carolina B. Lao provided an update for the construction of a septage treatment facility within the city, disclosing that they were able to secure P500 million funding assistance from the city government, which could either be a grant or a loan.

Capping off the meeting, Digamo thanked the board and participants for their firm commitment in protecting the region’s water bodies and ensuring water quality despite the on-going coronavirus disease (COVID)–19 pandemic.

“We are still in the midst of the pandemic and we are still continuing in adapting to this virtual scheme, despite the challenges we cannot let it hinder our cause, we hope to see more enthusiastic support in the year 2021 as we are about to close this year,” he said. (VPSB/PIA10)

Army helps NorMin farmers with alternative market THE 4th Infantry Division (4ID) in Cagayan de Oro City has provided opportunities for local farmers in Northern Mindanao to profit more from their produce by opening an alternative

market inside its headquarters.

The Department of Agriculture (DA) Region 10 office said in a statement Wednesday the opening of a farmers’ market on Dec. 1 inside 4ID's Camp Evangelista will directly link farmerproducers and suppliers.

The project, Tienda/ Kadiwa para sa mga Bayani, is originally implemented by the DA through "Katuwang sa Diwa at Gawa para sa Masaganang Ani at Mataas na Kita (Kadiwa)."

Active military personnel are not the only potential customers but civilians and retired soldiers and their families, who reside near the camp, as well.

DA-10 regional executive director Carlene C. Collado turned over the Tienda/Kadiwa outlet to Col. Michele B. Anayron Jr., Assistant Division Commander for Retirees Reservist Affairs, on behalf of Maj. Gen. Andres C. Centino, 4ID commander.

The outlet, amounting to PHP500,000 has an area of 20 square meters with the following components: building at PHP280,000; equipment with PHP170,000 composed of freezer, chiller, weighing scale, and cash register; and capital of PHP50,000 funded by the DA. AGAYAN de Oro City-based Real estate developer Italpinas Development Corporation (IDC) said on Friday it signed a deal to get a P250 million new term loan with the Development Bank of the Philippines (DBP) to boost its operating capital.

The listed company in a disclosure on Friday

said this would “sustain positive momentum” as its receivables increase and an expected rise in demand.

“This additional term loan will help the Company to further secure its momentum and growth,” IDC Chairman and Chief Executive Officer Romolo Nati said.

IDC posted a 28% increase in net income to

P46.74 million as of the third quarter, generating revenue largely through two ongoing residential projects.

The first two phases of IDC’s Primavera City in Cagayan de Oro City were also partially funded

by DBP. The Citta Verde twin towers will be ready for occupancy in the first quarter of 2021, while

BoI in talks with motorcycle firms for relocation to PHL THE BOARD of Investments (BoI) is in talks with a motorcycle engine assembly and manufacturing company for potential relocation to the Philippines as the firm considers closing down operations in its other locations in the Association of Southeast Asian Nations (ASEAN).

BoI Managing Head Ceferino S. Rodolfo said that the company is looking at closing down two of three ASEAN facilities, which could then be moved to the Philippines.

“Motorcycles are among the fastest growing import categories for the country, and in fact contributes — maybe it’s the third biggest contributor now to our trade deficit,” he said at the Arangkada online forum on Thursday. “The trade deficit has been with the two countries where

this foreign company would be closing its factories.”

Mr. Rodolfo said the company is considering the country because of the potential reduction of nationality and export restrictions in the incentives system.

Moving factories to the Philippines to access the domestic market was previously not as enticing, he said, because firms can easily export to the country at zero duty from Thailand.

At the same event, Foundation for Economic Freedom President Calixto V. Chikiamco said that the Philippines can improve competitiveness by depreciating the peso, which he said would make export, tourism and outsourcing sectors more competitive.

DTI optimistic to meet $122-B exports target by 2022 THE Department of Trade and Industry (DTI) remains confident that the country would reach the low-end export revenues target of $122 billion by 2022.

Speaking at the virtual National Export Congress on Thursday, DTI Undersecretary for Special Concerns and Trade Promotions Group Abdulgani Macatoman said the Philippine Exports Development Plan (PEDP) 2018-2022 is now up for review to realign strategies with the impacts of the global health and economic crisis.

Under the PEDP 2018-2022, the government targets $122 billion to $131 billion revenues from goods and services exports by the end of 2022.

“Currently, we are reviewing

and assessing the PEDP’s strategies indicators and export targets to see if such are still doable or not and continue to be optimistic that we will be able to still achieve even the low-end target of $122 billion in 2022 hand-in-hand,” Macatoman said.

For businesses to thrive amid the pandemic, the trade official urged exporters to continue innovating by utilizing digital tools to remain competitive in the evolving digital economy.

Meanwhile, DTI Secretary Ramon Lopez said that aside from implementing digital solutions in their businesses, reskilling and upskilling the Filipino workforce will be part of the revised export plan.

“As we implement the country’s innovation program, we also need to ensure human capital development towards innovation and entrepreneurship. Therefore, the role of Philippine education in honing the country’s future workforce is integral to produce more innovators, researchers, and knowledge producers,” Lopez said in the same event.

The trade chief also expressed his optimism in the country’s merchandise exports after recording its first positive growth in September since the onset of the Covid-19 in March.

Money mentality (Pt. 2) Think a minute . . . Just the sound of the word “money” rings in our ears like the bell on a cash register. But in a marriage, it can be like the bell in a boxing match starting the next round of fighting. Today let’s finish our discussion of how we can better manage money in our marriage, so our family can enjoy a more prosperous and peaceful life together.

Another money mentality is when the husband or wife uses money to control their spouse. Like the husband who does not let his wife know how much money they have. He checks every little thing she buys, so he makes his wife feel like a child whom he does not trust and respect, instead of his partner in life.

Then there is the “big spender” mentality. Like the “shopaholic” wife who continually buys new things.

She’s almost addicted to shopping. She does not put her family’s needs first because she lacks the selfcontrol in her spending. She needs to grow up and put the needs of her husband and children before her

Arena of lies and deceit

Along this line, the Duterte administration has flexed its muscle to weed out communist insurgency by filing disqualification cases against the Makabayan bloc's par ty-list groups before the C ommission on Elections.

With all the brouhaha about the revelations of

Ka Eric, et al, the National Task Force to End Local Communist Armed C onf lict (NTF-ELCAC) sees enough evidences to bar the Makabayan bloc from running for public office in the coming 2022 national elections.

FOR the record, there are currently 297 seats in the Lower House, 238 of these are district representatives, and 59 of these belong to party-list groups.

Our law mandates that there should be one partylist representative for every four district representatives.

Party-lists has turned the 18th Congress into

an arena of lies and deceit, so far removed from what its sponsors in the 1 9 8 7 C onst itut i on h a d envisioned.

It has become bastardized by hu n g r y v u lt u re s i n C ong re ss w h o w ant to remain in Congress and slowly but surely amass the people’s money.

It is indeed a travesty of democracy when you have billionaires and leftists (read: communists) supposedly representing the displaced and marginalized people, yet they shamelessly pocket the taxpayers’ money through their pork barrels.

Advancing the business of intellectual property globally The Licensing Executives Society Philippines (LESP) and Intellectual Property Office of the Philippines (IPOPHIL) recently signed a Memorandum of Understanding, formalizing a relationship and cooperation that has existed for many years, and which LES hopes will endure for years to come.

Under the MOU, LESP and IPOPHL, among others, will jointly organize a certification course or advanced learning program on licensing of intellectual property rights in the Philippines.

The MOU, inked on the occasion of LESP’s annual general meeting, was signed by Atty. Bienvenido A. Marquez III, current President of LESP and IPOHL Director-General Rowel A Barba, and witnessed by Atty.

Patricia A.O. Bunye, past president of LESP and of the Licensing Executives Society International (LESI).

“The mission of LES may be summed up in its tagline: ‘Advancing the Business

of Intellectual Property Globally’, ” Bunye said.

“Certainly, by cooperating with, and supporting IPOPHL, LESP not only advances the business of IP, but also contributes to a larger national development agenda through IP.” IPOPHL has been very proactive in the pandemic, bringing it operations and procedures online. There has been almost no disruption and its stakeholders are able to transact via email and the IPOPHL’s website.

Red Army losing men, ground F O R t h e l a s t 1 0 d ay s the Armed Forces of the Philippines scored big against the New People’s Army of the Communist Party of the Philippines in various places in Mindanao. It started with the killing of Jevilyn Cullamat, an armed medic of an NPA band operating in Marihatag, Surigao del Sur. Jevilyn is the daughter of Bayan Muna Party List Representative Eufemia Cullamat.

In Barangay Ned, Lake S e bu, S out h C ot ab ato, combined militar y and police forces killed the NPA Regional Ordnance Chief, his wife, and three of his comrades in a firefight.

Like in Surigao, the government forces recovered high-powered firearms from the neutralized members of the terrorist groups responsible for murder cases, arson, and bombings.

The most significant government victory moreover was in Davao City. Twelve hot

pursuit operations assisted this time by leaders of indigenous tribes who had been. fed up with the NPA recruitments of their children resulted in the killing of 10 communist armed elements.

Another nine members of the Red Army either surrendered or captured in the unrelenting drive of the government forces for the last three months. Of the nine who were presented to Davao City Mayor Inday Sara Duterte-Carpio by the 1003rd Brigade and its 10th Infantry Division were two former teachers at the UCCP Haran, a holding place of what the religious leaders claimed as a temporary shelter for indigenous children. The two were later captured in the recent armed encounter with the terrorist band in the Paquibato, a hinterland of Davao City. They served as medic and supply officer of the NPAs operating in the area. Also captured was the guerilla front 55 (GF55) political lecturer who turned

out to be a former student from UP Diliman and is affiliated with Anak Bayan and Kabataang Makabayan.

She said that “ the real war is inside the government and not in the mountains. They can see change if they work with or for the government,” she said.

In the three incidents, it is quite obvious that the CPP/NPA sows the seeds of rebellion in the university campuses, the indigenous people's community but also the gullible religious sector. It appears that the Reds made a successful foray

BSP's securities rate falls

T

HE rate of the Bangko Sentral ng Pilipinas’ (BSP) 28-day securities fell anew Friday as demand

for the debt paper remained.

Data released by the central bank showed the average rate of the

securities slipped to 1.6985 percent from 1.7053 percent during the auction last Nov. 27.

The BSP offered the debt instrument for PHP60 billion and the

auction committee made a full award.

Tenders amounted to P117.10 billion, resulting in a bid coverage ratio of 1.9517.

Francisco Dakila Jr. said demand for the securities in this week’s auction “reflect that, amid the forthcoming holidays, financial system liquidity remains ample.”

THE Home Development Mutual Fund, which operates under the trade name Pag-IBIG Fund, said home loan disbursements declined 38% to P36.43 billion the nine months to September, with the housing market hindered by the lockdown.

More and more women are coming out in public to show what violence can do to them. This violence inf licted by husbands, boyfriends or partners come in various forms: physical, ve r b a l, p s ychol o g i c a l, economical, and sexual a n d o t h e r s . Vi o l e n c e against women does not spell religion, age or race.

It is undeniably happening throughout the world. And women and children receive the hardest blow from men.

The religious passage that addresses everyone particularly the men, that a woman was taken from a man’s rib to signify that women are soft, fragile and vulnerable. It also means that women must b e given utmost care, love and affection. It is a promise by God that needs to be fulfilled, “neither was the man created for the woman; but the woman for the man” 1Corinthian 11:9 King James 2000 Bible.

Women are designed to be beside men to be his

partner in life not some rag dolls or punching bags ready to be played with or whacked with hard fists “In the same way husbands should love their wives as their own bodies. He who loves his wife loves himself,” Ephesians 5:8.

According to Science, women’s skeletal structure is lighter and thinner than that of the men. Men tend to grow heavy muscles and large bones that’s why their force is much stronger than women. Even hard core female athletes have more hallow bones that is why they tend to be more flexible but fragile at the same time.

Women cannot stand the physical assault inflicted by men but worse are other forms of violence that will result to social and psychological anguish to them. During the COVID-19 pandemic, it is reported that the number of intimate partners’ abuse are growing globally. More women are trapped with their abusive par tners

and are suffering from all forms of violence including “revenge porn” which is a kind of non-consensual pornography hurled against his partner to harass and shame her using technology.

Wo m e n a r e v e r y vulnerable that is why they need all the support from various organizations that address their specific needs especially those women who are victims of violence. The Magna Carta for Women where support groups in the government and NGOs are identified and encouraged to forward the cause and end violence against them. It is high time that women must be placed not above the men but by his side to help him fulfill God’s promise, “Likewise, husbands, live with your wives in an understanding way, showing honor to the woman as the weaker vessel, since they are heirs with you of the grace of life, so that your prayers may not be hindered” 1Peter 3:7.

Sa paglipas ng nagdaang taon, ang sistema ng edukasyon ngayon ang marahil lubos na nagkaroon ng malawakang epekto’t pagbabago. Noon, pumapasok ang mga mag-aaral sa kani-kanilang paaralan, doon sila’y nagbabasa sa mga aklat, nagsusulat ng mga leksyon sa kanilang kwaderno, nagsasagot ng tanong sa pisara at nakikinig sa bawat diskusyon ng mga guro upang mahubog ang munting kaalaman tungo sa magandang kinabukasan. Subalit, ng dumating ang hagupit ng pandemya COVID 19 outbreak ipinagbabawal ang pagpasok sa paaralan at paglabas ng tahanan kaya hindi maiwari ang pagbabago ng takbo ng pag-aaral na naging hamon sa dedikasyon at pagiging positibo ng ating mga huwarang mag-aaral.

Dahil sa tulong ng iminungkahi ng kagawaran ng mataas na edukasyon sa bagong sistema ng kalidad ng pag-aaral, naging tulay ang pamamahagi ng modules na ngayo’y naging sandata sa pagpatuloy sa paglaganap ng kaalaman sa ating mga mag-aaral kaya’t ang kanilang mga magulang ay naging isang “Parateachers” na magiging gabay sa pagtuturo sa mga

asignatura. Bagama’t sila’y may mga iba’tibang tungkulin mapa trabaho man o sa tahanan mas nanaig ang paglaan nila ng oras at panahon sa mga mag-aaral nang sa ganoon ay maitawid ang kanilang pagaaral. Upang maging epektibo ang new normal learning ang mga parateachers ang kumukuha at nagsasauli ng module na sinasagutan ng mga mag-aaral sa kanikanilang mga guro para matugunan ang natutunan nila. Sa ganitong pamamaraan, matututo at gayon din ay ligtas sila sa hawaan dulot ng virus.

Ngayong panahon ng pandemya, nasusukat ang katatagan ng mga magaaral, guro at maging ang mga magulang na tinatawag natin ngayon na parateachers.

Datap’wat may mga kaakibat na pagsubok na nararanasan sa pagkamit ng wastong edukasyon, sila ang isa sa mga patunay na likas ang pagkamalikhain at may diskarte sa hamon ng buhay. Kaya ito ang sumisimbolo na sa anumang unos na pagdadaanan may pag-usbong parin ng kaliwanagan at pag-asa na mapagtagumpayan ang minimithing kaalaman nang sa ganoon ang kamangmangan ay maibaon ng tuluyan.

LIGAN CITY – At first glance, one might wonder if they have been miraculously transported to Eugenio Lopez Street in Diliman, Quezon City where the popular “Bahay ni Kuya” studio is located. But looking at their surroundings, they know that they are actually in Iligan City, more specifically in Brgy. San Miguel where its newly completed Barangay Hall now proudly stands.

“Even before our barangay hall was completed, many visitors have already taken their pictures with our new barangay office as background. It’s really amusing”, expressed Brgy.

The original “Bahay ni Kuya” is actually a large, fully air-conditioned studio where the popular Pinoy Big Brother (PBB) reality game show of embattled ABS-CBN TV network was shot.

“It was the idea of Brgy. San Miguel council to design their new barangay hall like that of the ‘Bahay ni Kuya’ building. And so, our Planning and Design Section made them a construction plan that was inspired by the hit TV series”,

explained DPWH Project Engineer James Capangpangan.

The newly completed multi-purpose building is part of the Local Infrastructure Program (LIP) of Congressman Frederick Siao of the lone district of Iligan City.

DPWH-Lanao del Norte 2nd District Engineering Office is the implementing agency for this latest barangay “attraction”.

“We congratulate the people of Brgy. San Miguel for their beautiful barangay hall. This building is the result of community leaders, like Captain Jumawan and Congressman Siao, working together for the good of their constituents”, DPWH District Engineer Alykhan Ali said.

For his part, Congressman Siao noted that despite not being political allies with Brgy.

Chairman Jumawan, his office remains open to local public officials, and will strive to give the best public service to everyone regardless of their political affiliation.

“There is no such thing as political color in public service”, Siao concluded.

Working Towards Reading Interventions By: IVY T. LAGAT T-III/SIC-Aquino Elementary School

The simple view of reading highlights the importance of the two primary components which account for individual differences in reading comprehension across development and word recognition decoding and listening comprehension. While assessment and interventions for decoding becomes the focus of pedagogy in the past decades the importance of listening comprehension has received less attention. Listening, comprehension becomes the dominating influence on reading comprehension even in the elementary grades. It also highlights a growing number of children who fail to develop adequate reading comprehension skills primarily due to deficient listening comprehension skills or the poor comprehenders. We discuss key languages influences on listening comprehension for consideration during assessment and in working towards better

ways and techniques to innovate.

Reading comprehension is a product of two primary factors as mentioned.

The ability to translate printed text into pronounceable words and the ability to understand text if it is heard instead of read.

Over time, linguistic comprehension has been referred to as listening comprehension.

Moreover, when text decoding skills are controlled reading and listening comprehension should be symbiotic.

As such we fail to recommend specific innovations that would suit our learners in school and come up with development in listening comprehension or make use of ways on how to intervene when listening comprehension skills are not up towards improvement. The simple view of reading predicts a change in the relative importance of decoding and listening comprehension overtime.

Distance-modular learning with the cooperation of both parents and teachers ELIZABETH G. MADELO Teacher III East City Central School

ONLINE learning is not the only type of distance learning. While the COVID-19 pandemic sent educational institutions scrambling to move classes online, many forget that there are other modes for distance learning.

For instance, the Department of Education (DepEd) developed TV/radiobased instruction methods to utilize existing technologies that reach rural areas. However, the most popular mode of distance learning under consideration is modular learning.

Modular learning is a form of distance learning that uses Self-Learning Modules (SLM) based on the most essential learning competencies (MELCS) provided

by DepEd. The modules include sections on motivation and assessment that serve as a complete guide of both teachers’ and students’ desired competencies.

Teachers will monitor the learners’ progress through home visits (following social distancing protocols) and feedback mechanisms, and guide those who need special attention.

Based on data gathered via DepEd’s National Learner Enrolment and Survey Forms (LESFs), 8.8 million out of the 22.2 million enrollees (39.6% of total respondents) preferred modular

distance learning for the upcoming school year. Meanwhile, 3.9 million enrollees (17.6%) were partial to blended learning (which uses a combination of different modalities), 3.8 million (17.1%) preferred online learning, and 1.4 million and 900,000 enrollees preferred TV-based and radio-based learning, respectively.

The mo du l ar appro ach situ ates Filipino students to learn in the comfort of their homes. Limited contact with teachers will place parents or guardians as the learners’ model or the “More Knowledgeable Other” (MKO).

MKO as “someone who has a better understanding or higher ability level than the learner, concerning a particular task, process, or concept.”

But contrary to this popular belief on modular learning, parents are not replacements of teachers. Parents are partners of teachers in education. The parents’ primary role in modular learning is to establish a connection and guide the child.

As MKOs, parents or guardians should be responsible for interacting with teachers, barangay representatives, and other stakeholders to acquire the various materials and resources needed by the learner (i.e., modules or textbooks).

DA-ATI urges public to be riceponsible; recognizes rice achievers CAGAYAN DE ORO CITY--The Department of Agriculture-Regional Field Office (DA-RFO)-10 and the Agricultural Training Institute (ATI)10 capped the National Rice Awareness Month celebration, November 27, 2020 at ATI, El Salvador City.

DA-RFO 10 Regional Technical Director Carlota S. Madriaga stressed the need to patronize locally produced rice at a reasonable price.

“Let us be reminded, there will be no food on the Filipino people’s table if it were not for the farmers,” she added.

DA has provisions of seeds, farm machinery, equipment to different farmers cooperatives, associations aside from other programs that could help them in attaining food security.

She also emphasized DA’s implementation on programs and projects that will result in an increased agri productivity, competitiveness and profitability and sustainability.

Meanwhile, ATI NorMin Center Director Ma. Lydia A. Echavez said, “We take time to honor our farmers as well as encourage every Filipino to be one of us, to do our small share of being riceponsible by valuing every grain of rice that our rice farmers produce.”

ATI is one with the DA in the celebration of the month of November as NRAM with the theme, "Buy local. Support local.

The celebration is in support of the Filipino rice farmers for their hard work in producing the most important staple in the country, which is rice.

Various industries in the Philippines are already on their slow but steady path to recovery and that includes t he e du c at i on s e c tor.

Despite the compromises and major changes made in the educational system to navigate through the new normal, the Department of Education (DepEd) has successfully opened classes for SY 2020-2021.

For the first few weeks of classes, the Department has been focusing on the proper implementation of the alternative learning delivery modalities and providing the necessary psychosocial support for the academic community.

DepEd recognizes the challenges of the school year ahead, but if we opted for an academic freeze, we would have lost many months of the children’s learning. The opening of the school year has generally been very successful, and we will continue to face any challenge that lies ahead with great resolve to continue education in the country.

Following the DepEd’s successful implementation of the different learning mo d a lit ies across t he country, regional offices are working hard to c ont i nu ou s l y prov i d e students with learning materials.

With the vision of making education accessible to every student in the

country, DepEd reports that 690,578,576 modules have already been printed.

Distribution of the said learning materials has also been successful, with 465,225,636 modules being distributed to students nationwide for the first quarter of the school year.

Learning materials for online distance learning students have already been prepared in time for the first quarter of the academic y e a r, w i t h 3 , 8 4 1 , 4 7 4 digitized modules, e-books, online video lessons, and the like ready for rollout.

Recently, DepEd also announced the DepEd Error Watch initiative. The goal of this initiative is to receive and collate reports of errors found in different learning materials so that the DepEd can forward these to the appropriate offices for validation and correction.

The initiative allows the Department to be more open to public feedback in order to further improve the learning experience of every student in the country.

Parents and students can use various platforms such as e-mail (errorwatch@deped.gov. ph), Facebook messenger (@depederror watch), and text message (0961680-5334) to report any discrepancies, and are also encouraged to use the hashtag #depederrorwatch when submitting reports.

A reflection on the article: Why Have Teachers Been Left Unprepared to Teach Reading

The article presents four reasons why teachers of today have been left unprepared to teach reading. Firs reason identified by Louisa Moats is that the knowledge base for teaching reading is hidden, extensive and complex. The attention is given much on the reading for meaning sacrificing the value of the basic process behind reading.

Secondly, meaningful professional standards are absent. Unlike the professionals who really undergo rigorous training for the technicalities of their field or profession, teachers are still allowed to teach – teach reading with children even without undergoing professional trainings. Thirdly, good information is hard to get. Information which are relevant are hard to get because teachers are often given inaccurate and misleading information based on unsupported ideas. Lastly, classroom instructional programs

are uninformative. Most teachers depend on books and the problem is that, majority of the textbooks in language arts omit the systematic teaching about speech sounds, the spelling system, or how to read words by sounding them out but rather focus more on literature, illustrations, cross-disciplinary thematic units and motivational strategies for children, making it inappropriate in teaching the structure of English and in teaching children how to read the words on page.

The article encloses as well one solution to address the problem and it is the redesigning of teacher preparation and in-service professional development. New teachers should be required much more extensive, demanding and content driven training, making the new breed of teachers to be fully equipped with the skills needed to efficiently teach

reading.

From these ideas and viewpoints, I have realized how important reading is and so with teaching reading and that, it should not be forsaken but should be given more attention. Reading is a macro skill and it is a skill needed for survival. Therefore, teaching reading to the graders shouldn’t be taken for granted by the teachers and by the administrators as well because once a child experiences a failure in reading, it could have adverse effects not only in his life as a student, but his entire life as a person.

As a teacher in elementary, I can consider being able to read this article a privilege, because I now know that for me to be able to teach the skill in reading, I must first equip myself with the basic knowledge about reading so I can assure the successful transfer of the skill to my learners.

Alubijid Central School conducted School Learning Action Cell (SLAC) session on 17th and 24th days of January in the year of 2020 to enhance and widen the capabilities of our teachers in teaching Filipino subject. The SLAC session highlighting about the Pambansang Ortograpiya Orientation at Inroduksiyon sa Masinop na Pagsulat sa Filipino and facilitated by the grade 5 and 6 subject teachers.

On the first day, I started the session with the topic Maikling Pagpakilala ng KWF Paglalahad ng Layunin ng Seminar. I introduced the correct use of the writing system of Filipino Language.

Showing t he compiled pictures of misspelled words written on sign boards usually seen on streets or

stores that conveys incorrect information to the readers.

I also emphasized to the teachers on how to rectify these common mistakes through educating people.

Since we are primary teachers it is a good start to educate young minds enroot the proper use of the writing system most importantly our very own Filipino language.

After which my colleague, Mrs. Judith D. Tomampoc continued to set the keynote of the session on Ortograpiyang Pambansa/ Mga tuntunin ng Ortograpiyang Pambansa.She discussed the proper use of the writing system of Filipino Language, the national and co-official language of the Philippines and the new set of guidelines on writing Filipino Guidelines on writing Filipino language

released by the Komisyon sa Wikang Pambansa in the year of 2013. I give a synopsis about the evolution of the Filipino language from theHispanic era up to present.

I also imparted about the modern Filipino alphabets, the correct pronunciation of common tagalog words, proper stressing and most common misspelled Filipino words. I also gave a short activity to the teachers on correcting grammatically error sentences.

On the second day, before we started the session, I give them a quick energizer to release the negative vibes of the teachers. It was followed by a short activity to recall the previous topic highlighting Filipino to her co-teachers.

The said handbook shows the set of guidelines about the

correct use of writing system of the Filipino Language. It is informative and useful to broaden the knowledge of the teachers about our own language. Teachers must be knowledgeable and preeminent on our own language into completely fulfilling with such knowledge of an impeccable mind of young learners.

The two- day session ended with multifold learning which our participants will bring and partake the knowledge to the young mind.

The Department of Education offers the different types of learning modality, like radio - based instruction, television, online class and modular.

For this new normal in the field of education, it is very hard to identify which one is effective, because everybody is new to this modality we could not say one of these modality is effective.

Our school NAPOCOR Elementary School offers Modular. Most of the l e a r n e r s a n d p a re nt s choose this type of modality the Modular because it is hard for their part to have t he online class because they don’t have inter net conne c t ivity.

Hence, module is most in demand modality in our school, there are still parents complaining that

MANILA – Finance Secretary Carlos Dominguez III discounted the need for another stimulus measure, citing the plan to use unused Bayanihan to Recover as One Act and national budget allocations.

During the virtual briefing of the inter-agency Development Budget Coordination Committee (DBCC) Thursday, Domingez said the budget gap for 2021 accounts for about 8.9 percent of gross domestic product (GDP).

“That assumes that whatever was not spent from the 2020 budget plus whatever was not spent in the Bayanihan 2 (Bayanihan to Recover as One Act) will be extended to next year.

So that leaves us with a very, very tight fiscal situation,” he said.

Bayanihan 2 will expire in mid-December.

Dominguez said the unspent budget from this year’s national budget along with those from Bayanihan 2 will be around PHP213 billion.

“That would be the stimulus for next year,” he added.

Some sectors are raising the need for another stimulus package or Bayanihan 3 after noting the need to further help sectors affected by the virusinduced pandemic.

Earlier, he said economic managers want to spend the national budget judiciously and ensure fiscal discipline to protect, among others, the country’s investment-grade rating.

He said they want to keep the budget gap at a manageable level of up to 9 percent. (PNA)

SMC to employ Taliptip residents for its Tullahan, Bulacan, Pasig river cleanup projects

AN Miguel Corporation (SMC) is hiring former residents of Barangay Taliptip in Bulacan-site of its upcoming P740-billion Manila International Airport project—as heavy equipment operators for its ongoing P1-billion Tullahan river dredging project and eventually for the Bulacan river systems and Pasig cleanup initiatives.

This, after the initial

batch of former Taliptip residents who underwent SMC-funded training with the Technical Education Development and Skills Authority (TESDA) on Heavy Equipment Operation, graduated from their courses.

SMC president and chief operating officer Ramon S. Ang said that the deployment of the initial batch of Taliptip graduates to these river cleanup projects will allow them to earn income, and

get additional training in preparation for the airport project.

“For the 12 that graduated the heavy equipment operations course, this will be their practical, on-the-job training. They can put the things they learned into actual practice.

This will allow them to further hone their skills and prepare them for the airport construction. More significantly, this means they will now start earning from the skills they just acquired while making a difference,” Ang said.

The graduates are part of a larger group of residents that enrolled in, and graduated from various SMC-funded courses designed by TESDA to equip former residents of Taliptip with skills to gain employment or put up their own small businesses.

“We are also looking to match other residents who graduated from our other TESDA courses, with other job and livelihood opportunities within the company,” he added.

The skills and jobtraining program is on top of financial assistance given by SMC for the relocation and construction of new, concrete houses of former Taliptip residents.

Ang reiterated that the company’s commitment to helping former residents of Taliptip, many of whom used to live on houses on stilts and were at risk during typhoons, goes well beyond providing them decent homes.

“This training and jobs program is really aimed at giving those from Taliptip who want to improve their lives, are hard-working and dream of a better future, the opportunity to do so. We know they have had a hard life, so we are helping them help themselves by providing them all the support they need,” he added.

These 12 heavy equipment graduates

are part of the first 58 graduates of the skills and livelihood training courses that also include electrical installation and maintenance, shielded metal arc welding, cookery, and dressmaking.

Thirty-five (35) graduates of airport construction-related courses, including heavy equipment/hydraulic excavator operations, electrical installation and maintenance, and shielded metal arc welding, will be referred to SMC Aerocity, which will handle the airport development.

The 11 graduates of dressmaking courses, for their part, are busy filling orders for ecobags, facemasks, and uniforms of several SMC companies for the Christmas season and more orders are expected to come in with referrals to SMC subsidiaries in Bulacan and the rest of Central Luzon.

“They were initially overwhelmed with the volume of orders and were not expecting this much support, but we will be helping them in every step of the process. We are confident that as they continue working, they will even be more adept in their trade,” Ang said.

SMC is in the initial stage of its P1 billion Tullahan-Tinajeros river dredging project with the Department of Environment and Natural Resources for the 27-kilometer river system that spans from the Manila Bay in Navotas City to the La Mesa Dam in Quezon City.

SMC is currently dredging the Tullahan river section from Barangay Tanong in Malabon City, to the mouth of the river leading to Manila Bay in Navotas City.
