Cargo handling ZAMBOANGA City -The Zamboanga City Integrated Port Services, Inc. (ZCIPSI), which is in charge of the cargo handling at the local port, has acquired new equipment to better serve the port’s clientele.

ZCIPSI General Manager Romeo Casela announced Friday the newly-acquired modern equipment, which are part of the firm’s P80 million procurement program for 2013, were imported from Japan and Finland.

Casela said the equipment arrived Thursday and these include a 45-tonner capacity reach stacker; two five-tonner capacity forklifts; six units chassis; three units tractor head; and, a 40-footer container spreader.

Pilipinas Shell to inject P6-B investment in CDO port CAGAYAN DE ORO CITY — Oil giant Pilipinas Shell Petroleum Corp. (PSPC) is sinking in some P6 billion in new investments to improve its facility at the Cagayan de Oro port (CDO).

buys 49% stake AirAsia Zest launches Manila-Macau flights Puregold in supermarket chain AIRASIA Zest on Friday began its thrice weekly flights to Macau from Ninoy Aquino International Airport Terminal 4 (NAIA 4).

“Manila to Macau route is our second new route after launching Cebu-Kuala Lumpur just five days ago,” said Joy Caneba, AirAsia Zest executive vice president.

“And tomorrow we are going to start servicing daily flights to Miri, Malaysia for a total of three new destinations in one week,” she said.

THE Asian Development Bank (ADB) on Friday said its board approved a $500 million emergency loan to help the Philippines cover the immediate costs associated with rebuilding areas devastated by Typhoon ‘Yolanda’.

“A d i s a s t e r o f t h i s magnitude can push families further into poverty. The speed of assistance is critical to ensure that loss of shelter, assets or livelihoods is only temp orar y, and quickly resolved with skills programs, income generating activities, and highquality rehabilitation and reconstruction,” Takehiko Nakao, ADB president said in a statement.

Relief efforts are expected to continue well into 2014, posing a budget challenge for the Philippines, which had been struck by 23 typhoons at end-October, as well as a 7.2 magnitude earthquake on the island of Bohol.

Working closely with the Department of Finance, the ADB said it designed this emergency support at record speed, to help the people affected by Yolanda.

ADB’s funding will ensure

the Philippine government is able to provide support in five priority areas: shelter and reconstruction, power restoration, livelihood and employment, resettlement and psychosocial care, and environmental protection.

A $3 million grant from the Asia Pacific Disaster Response Fund has already been disbursed. Another $20 million grant from the Japan Fund for Poverty Reduction will be made available by mid-December. These, along with the $500 million, will support the government’s efforts in the immediate recovery phase.

“As t he gove r n me nt moves into rehabilitation and reconstruction phases, we stand ready to offer s u b s t a nt i v e a d d it i on a l support to implement the Yol an d a R e c ove r y an d Rehabilitation Plan. To immediately supplement the first phase of support, we are designing a community driven development project t h at w i l l h e lp re bu i l d communities and assist reconstruction in the affected areas,” said Stephen Groff, ADB vice president responsible for East Asia, Southeast Asia and Pacific countries.

ADB has established a Typhoon Yolanda Response Team, with a plan to set up an extended mission in one of the affected areas to support implementation of the project. Two technical assistance projects will help implement and monitor the reconstruction plan.

ONE month before the super-typhoon “Yolanda” struck the central Philippines, the national government’s budget deficit dropped by P500 million, bringing the 10-month fiscal gap to a much lower level.

Despite several pronouncements of a forthcoming accelerated s p e n d i n g , t h e Aq u i n o administration remained well below its expenditure ceiling in January to October, or a month before the country was struck by strongest tropical cyclone on record to make landfall.

Data from the Department of Finance (DOF) showed the government incurred a P11.2-billion budget deficit in October, lower by 4 percent compared with P11.7 billion in the same month last year.

D u r i n g t h e m o nt h , government spending dropped by P500 million to P145.5 billion from P146 billion a year ago, while revenues were unchanged

at P134.3 billion. The fiscal figure in October brought the government’s first 10 months budget deficit to P112.5 billion, lower by 3 percent compared with P115.6 billion in the same period last year.

Nett ing out interest payments, the government achieved a P9.2-billion primary surplus for October 2013, bringing the year-todate primar y surplus to P166.1 billion and exceeding the P132.3 billion target for the period.

Primary surplus shows that the fundamental operations of our government remain supported by our strong revenue collections.

The commitment to efficient budget disbursement has not compromised our fiscal health.

The end-October budget deficit was well below the P238 billion full-year ceiling.

PDIC raises P9.53-M from public bidding of closed banks’ assets THE Philippine Deposit Insurance C or p orat ion (PDIC) was able to raise P9.53 million after bidding out 20 properties on November 25, 2013 at the Session Hall of the Sangguniang Panlunsod

The properties sold were owned by closed banks that have been placed under receivership of the PDIC. Collectively, these had a minimum disposal price of

P7.08 million and generated a premium amounting to P2.45 million.

The country’s top retailer, The SM Store has donated P 4,000,000 for the rehabilitation of the St. Peter the Apostle Parish Church in Loboc, Bohol which is considered one of the country's "National Cultural Treasures".

The Church was heavily damaged when the 7.2 magnitude earthquake hit Cebu and Bohol provinces on October 15, 2013. The amount is the biggest donation received from the private sector to date for the rehabilitation of Bohol Churches severely damaged during the earthquake.

This significant donation to Loboc Church was announced at the end of a Thanksgiving Concert by the Loboc Children's Choir held at the SM City Cebu Northwing last Sunday, December 1st.

The Thanksgiving Concert was part of SM City Cebu’s 20th year anniversary celebration, “Celebrating 20 and Helping Rebuild Communities". At the same event, The SM

Store also handed a donation of P 500,000 to Loboc Children’s Choir to assist in the choir’s scholarship programs, allowances, and other needs. The Loboc Church is the "home" of the Loboc Children's Choir.

The Loboc Children’s Choir under the baton of school teacher, Alma Fernando Taldo, was founded in 1980 and its members are students of the Loboc Central Elementary School.

In 2001 the choir was the National Champion in the category of Children's Choirs during the National Music Competitions for Young Artists (NAMCYA).

In 2003, the choir was presented by the Metropolitan Museum of Manila in a series of concert tours in Europe dubbed "TUBO: A Musical Journey for Heritage and Peace."

The choir has also garnered two major awards at the 6th International Folksong Choir Festival & the Europe and Its Sings 2003 Cup held in Barcelona,

Globe Business exec imparts Telco’s expertise in IT, cloud

lobe Business took active part in the recentlyheld 2nd Annual Telco Cloud Strategies in Singapore, which brought together telecommunications operators, industry experts, enterprise end-users and solution providers to provide them with a better grasp of the Asia-Pacific cloud landscape through first-hand intelligence, case studies and expert advice covering multiple aspects of the cloud ecosystem.

Vice President for IT-Enabled Services Product group Cocoy Claravall, shared to the audience that business generated by services of telecommunications companies is “big and stable,” and that opportunities abound for expansion. However, revenue growth is slowing as reflected by global trends due to commoditization and intense competition – thus the need to create business-enabling units focusing on information technology (IT) services.

Claravall echoed the key message of the conference, noting that currently, “the role of telco operators has evolved from a mere communication service provider to that of an IT solutions provider.

Hence, they must now develop strategies to effectively expand their business offerings with shorter time-to-market in order to remain competitive in this industry.”

Mandate in IT. To particularly focus on providing these high level of professional services, he explained that Globe Business created a new group which will “enable solutions that accelerate the performance of business ecosystems using best-inclass IT capabilities, platforms and services,” thus the establishment of the company’s IT-Enabled Services Group.

“The time was apt as Globe was already generating a notable year-on-year growth, earning global industry certifications and leveraging on its network and IT modernization, thus the Globe IT-Enabled Services Group was created,” he said. He also told that the company’s move is in accordance to the five-year Philippine Digital Strategy with its four focus areas, namely ICT infrastructure, cyber services, human capital development and e-governance.

He shared the company’s observation that customers avail of IT services differently. “To optimize their efficiencies, they could subscribe to our data center or cloud offering, whether a dedicated private cloud or an enterprise virtual private infrastructure.

If they want to innovate, they could go for dedicated managed platforms or shared hosted platforms. If

they are to disrupt their industry, they could opt for end-to-end business application services. The entire gamut of offerings can only be best served with world-class facilities, certified people and processes.”

For “Infrastructure-as-a-Service” or IaaS, he disclosed that by 2016, the worldwide market will generate over $5 billion, and local demand in 2017 will range between P600 million to P1 billion. “Proof of the interest in the service is Globe Business making a name for itself with its recent Frost & Sullivan Philippines award as ‘Emerging IaaS Vendor of the Year.’”

Potential of the cloud. Claravall also expressed his optimism on the brisk adoption of the cloud locally, citing a Cloud Security Alliance article which surveyed various organizations around the world: “Of the 207 respondents outside the US, more than half were less likely to use US-based cloud providers, and 10% had canceled plans to subscribe to American services.”

A telco-based provider of cloud services both has its advantages and disadvantages. “The key is to maximize strengths hinged on infrastructure, customers, scale, coverage, ability to offer end-to-end service level agreements and credible billing capabilities to overcome weaknesses based on perceived lack of customer centricity and IT and network ‘silos,’ among others,” he explained.

Looking ahead. In terms of cloud take-up, he observed that “in the Philippines, customer adoption of cloud services is starting to increase, but it has to cross a proverbial ‘chasm’ or breakthrough point to gain traction,” noting that since launching the first cloud product in 2011, the company has been receiving a lot of inquiries from customers big and small, but actual adoption can improve further.

With regard to spending for cloud services, he said that this aspect should not pose as a hindrance to adoption, but rather, the provider should help its potential customer on the problem it is trying to solve. “There is always the danger on relying on cheaper options, but the idea here is to evangelize heavily on its benefits and focus on it as a highervalue managed IT service.”

In closing, he said that the company’s IT segment has what it takes to lead the industry, with its focused and dedicated organization, skilled people, certified set of processes, a scalable, world-class infrastructure based locally, key partnerships with industry leaders, and a clear direction of where it is headed to.

PSPC, for its part, said the new investment will guarantee the smooth and enough fuel supply within the country by 2016.

“If the Batangas refinery is inaccessible, the rest of the country will suffer, but by putting another hub in Mindanao, PSPC will be able to secure the fuel requirement of the region,” PSPC said in its presentation to the PPA Board.

Based on the plan, PSPC will upgrade and invest the amenities and convert it into an airport-like facility as well as refurbish their crane facility into a MR import capable facility. PSPC also wants a continued access to berths 11 and 13, which they are currently using and is likewise proposing a long-term lease of about 7,400 square meters in the waterfront area to allow them to put their equipment as well as for their pipeline system.

The structures to be built will be movable and will hot hamper future expansion in the area considering that the designated berthing for passenger vessels is about 300 meters away.

In terms of port development, PSPC is willing to put up about P180 million to improve some parts of the port and some P140 million to improve and install the fire fighting capabilities, lighting, berthing and security systems, including the upgrading of the fenders where they will be berthing their vessels.

The PPA, meanwhile, will greatly benefit from the new investment with the expected increases in leases, port dues and wharfage fees when the facilities become operational by 2016 from the current P1.8 million per annum to about P32 million per annum and

projected to increase steadily as fuel growth in Mindanao is expected to be significant.

A couple of days ago, Pilipinas Shell donated about P6 million worth of fuel to be used at the Tacloban port or about P1 million a month to sustain the operation of the port for at least six months.

The agency has likewise sponsored a training program for PPA employees on cargo handling, maritime safety and environmental protection.

Honoring Bonifacio. A Mason, is an honourable task by brother Masons of Cagayan de Oro Lodge No. 298, under its Worshipful Master WB Kristoffer Eric Abellanosa.

Masons here believe that Andres Bonifacio was a true Mason, having founded the Katipunan, a secret society which sought independence from Spanish colonizers through armed revolt, and was one of the greatest Masonic heroes in the ranks of Jose Rizal, Apolinario Mabini and Emilio Aguinaldo.

Cagayan de Oro City Mayor Oscar S. Moreno who graced the event also described Bonifacio as “A true hero. A true Mason. and One who has catalyzed the revolutionary movement against the colonizers towards the turn of the century.”

Exactly 150 years ago, Andres Bonifacio was born in Tondo, Manila, of parents Santiago and C at alina.

Orphaned at age 19, Bonifacio was forced to give up his education to support his siblings. He married twice to which both marriages never bore him a child.

As we were tol d in Philippine history, Bonifacio joined Jose Rizal’s La Liga Filipina, an organization which sought reformation of the Spanish colonization in the Philippines. With Rizal’s capture and deportation to Dapitan, Bonifacio ministered in reviving the organization, continuing the pressure on the Spanish government to free the Philippines.

With La Liga Filipina on one hand, Andres Bonifacio founded a secret society called the Katipunan. Contrary to Rizal’s pacifist approach in reforming Spanish colonial r u le, t his organizat ion dedicated to armed resistance against the colonial government, to which Andres Bonifacio eventually became its Supremo.

hero was executed under the command of another brother Mason, Bro. Emilio Aguinaldo, to whom he allegedly lost the presidency.

However, there have been debates as to whether Andres Bonifacio should be declared as the first president of the Republic of the Philippines. In fact, a movement composed mainly with Philippine historians was launched to have Bonifacio recognized as the first president of the Philippines.

In addition, lawmakers filed a bill seeking to declare Andres Bonifacio as our national hero.

Whatever the results of these endeavors must be respected. It must be stress ed, howe ver, that Andres Bonifacio died of a worthy cause. He did not just contribute to liberate Philippines through grumbling but his willingness to risk his life to attain such goal deserves more than a simple recognition.

As Ninoy Aquino had said, ‘A Filipino is worth dying for.’ Let the seeds of their patriotism grow for future generations.”

“Wit h t he re cent developments, we have seen a significant shift from the traditional markets to our neighboring countries in ASEAN,” Manalo added.

During the past 20 years, the Philippine export market focused on United States, Europe, Japan and China.

Manalo noted the ASEAN represents one of the biggest markets in the world with its more than 600 million young and dynamic population. It has a total aggregate gross domestic product (GDP) of USD 2.3 billion and an average per capita of USD 3,751.

“ASEAN is an important economic partner of the Philippines, both on the trade and investment fronts,” Manalo said.

In 2012, tot a l t rade between the Philippines and ASEAN amounted to USD 24 billion or 21 percent of the country’s total trade. In the same year, the ASEAN bloc accounted for 7.3 percent of total approved investments

in the Philippines amounting to P21 billion, a significant seven-fold increase from P3 billion in 2011.

By 2015, the ASEAN E c o n o m i c C o m mu n i t y (AEC) will transform the 10 member-states of ASEAN into a single market and production base. The AEC integration aims to achieve five main pillars - free trade in goods, free trade in services, free flow of skilled labor, free flow of investments and free flow of capital enabling the region to minimize transaction costs and maximize trade gains.

Manalo noted that the DTI’s trade and investment promotion plans and programs are anchored on the Investment Priorities Plan (IPP) and the Philippine Export Development Plan (PEDP).

“The Investment Priorities Plan outlines the sectors in which the gover nment is ac t ively promoting investment with incentives and a favorable regulatory framework,” he said.

“The Philippine Export Development Plan (PEDP), ou r m ai n t r a d e p ol i c y do c ument, unders cores strategies consistent with the AEC, one important part of which is the unified industry development and international trade strategy framework, with industry c omp e t it i v e n e s s a s it s foundation,” he added.

Manalo also said that the DTI is pushing for measures to address supply chain gaps, and to intensify productivity and competitiveness of the business sector. (PNA)
