Briefly BARMM halal mission DAVAO City -- The Mindanao Development Authority (MinDA) is eyeing three provinces within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) for a trade mission particularly on Halal products to Kota Kinabalu, Sabah, Malaysia in January 2020.

The supplies--covering Halal goat, beef, Manok Kampung, eggs, young coconuts, and fruits, could be sourced from the three island provinces – Tawitawi, Sulu and Basilan which is nearest to Sabah--an area that the Philippines maintains a dormant claim.

In a Facebook post on Friday, Secretary Emmanuel Piñol said the move aims to penetrate the growing Halal market of three million locals and four million tourists yearly in Sabah.

2 deaths reported in SurSur due to red tide BUTUAN City – A day after the Bureau of Fisheries and Aquatic Resources in Caraga Region (BFAR-13) issued a warning to the public to refrain from eating all types of shellfish from Lianga Bay due to the presence of a toxic microorganism, health authorities confirmed the death of a couple due to shellfish poisoning.

On Wednesday, a couple identified as Leonito Namoc and wife Lucia, both of Purok 3, Barangay Kinayan, Barobo, Surigao del Sur were rushed to the Lianga District Hospital when both lost consciousness after consuming shellfish

from Lianga Bay. Lianga Bay covers the area of Lianga, Barobo, San Agustin, and Marihatag in Surigao del Sur. Medical attendants at the hospital failed to revive the couple hours after losing consciousness.

A copy of the medical record of Lucia sent to Philippine News Agency showed that she died of cardiorespiratory arrest due to shellfish poisoning.

Chinese firm eyes USD1-B investment for Davao durian D

AVAO CITY -- A Chinese company is eyeing to invest a total of USD1 billion for the export of durian, particularly the Montong variety, to the People's Republic of China, an official said Thursday.

The investment will cover assistance to durian farmers to maintain the sustainability of the supply of the Montong variety, said April Marie Dayap, head of the Davao City Investment and Promotion Center (DCIPC).

Dayap said Honju Fruits, a Chongqingbased company, took interest in importing durian because it has a huge market in China. Davao City and the municipality of Chongqing recently agreed to sign a sisterhood pact.

“For now, Honju imports durian from Thailand. Thailand cannot supply the demand of Montong variety. They want to import from us from September to March as these months are the

low season of durian in Thailand,” Dayap said.

She said that officials of Honju Fruits will visit the city soon to personally discuss importation possibilities and to find out if the city can supply the demand.

“This will be a big opportunity for our businessmen in the city to expand their business and explore exporting their produce to China.

We also encourage them to plant more durian,” she said.

Earlier, Candelario Miculob, the president of the Davao Durian Industry Development Council (DDIDC), acknowledged the growing demand in the export market to China.

production, noting that the city shares half of the 40 tons of the total durian production in Davao Region.

Last May, the Department of Agriculture in Region 11 (DA-11) launched the "The Durian 500 Program", which seeks to increase the productivity of the "king of fruits" in the city as well as the entire Davao Region.

The Durian 500 Program is a collaboration between the City Agriculturist Office (CAO) and DA-High Value Crops Development Program (HVCDP) that aims to expand to 500 hectares the durian plantations in tribal communities here.

Based on the data of DDIDC, Region 11 has 6,000 hectares of durian farms that can produce around 40 tons--half of this from this city’s durian production.

Targeting about 78,000 durian fruit trees to be planted, Miculob added that the chosen land in Baguio District is one of the highly suitable areas for durian plantation due to its climate and rich volcanic soil. (PNA)

Vivant unit takes control of solar energy firm

L

ISTED company Vivant Corp. said on Thursday that its unit in the energy sector had signed a deal to buy out its partner in a joint venture company with projects in solar energy development.

In a disclosure to the stock exchange, Vivant said it was informed by Vivant Energy Corp. of the deed of sale with assignment of subscription rights with ET Energy Pilipinas Holdings Corp.

“We took full control of the solar business because we want to provide total energy solutions to businesses that face the

everyday challenge of managing their powerrelated costs,” said Emil Andre M. Garcia, Vivant Energy chief operating officer, in a statement.

The deal involves the sale of ET Energy’s 8,858,485 paid-up preferred shares and the assignment of its rights over the 9,141,516 subscribed but unpaid preferred shares in the joint venture ET-Vivant Solar Corp.

“We are currently working on a new brand that consolidates all of our business to business customer-facing energy solutions, one of which

will be rooftop solar,” Mr. Garcia said.

Vivant Energy said the move contributes to its expanding renewables portfolio, which includes the Sabang Renewable Energy Corp. (SREC) that operates a hybrid power plant that combines solar panels, battery and diesel engines, and electricity distribution system.

The company holds Vivant’s investments in the energy sector, including its shares in power generation and distribution, and the retail electricity business.

Good teachers enjoy their teaching and proudly proclaim that they are teachers.

It is their passion for it that makes them great teachers. Teachers who love teaching teach children to love learning. Students learn better when they experience their teachers’ love, care and concern. Kind teachers have the power of touching their

students’ lives. Good teachers don’t neglect any student by labelling them a slow learner or dull student. They understand their students’ problems, listen to them, know their aspirations, remove their despair and instill confidence in them. They treat students’ challenges as opportunities and not as problems. Encouragement is the best medicine students can get from teachers for their poor performance and academic failures. After all, nine-tenths of education is encouragement. Good teachers brighten dull moments and make students fall in love with the course.

IN a statement issued lately, the National Grid Corporation of the Philippines (NGCP) has justified the presence of Chinese engineers employed in the countr y’s power transmission network as mere technical advisers, no more, no less.

But to enlist these Chinese engineers as technical advisers would translate to NGCP’s incompetence in managing the country’s transmission highway.

IGNACIO BUNYE As early as 23 July 2019, Muntinlupa City Mayor Jaime R. Fresnedi created Task Force Discipline (TFD) to assist the local government “to maintain peace and order, and preser ve the comfort and convenience of its inhabitants”.

TFD was empowered “to suggest and implement an integrated approach to solving problems related to peace and order including, but not limited to, law enforcement, traffic management, fire protection, security against terrorism, i l l i c it d r u g pre ve nt i on an d c ont rol, v ag r an c y,

prostitution, environmental protection, cleanliness and sanitation, among others.”

So when President Duterte, thru DILG Secretary Eduardo M. Año, ordered all local government units “to reclaim public ro a d s w h i ch are b e i ng us e d for pr ivate ends”, Muntinlupa City already had in place an effective mechanism to clear public roads of illegal structures and constructions.

TFD is chaired by Fresnedi, co-chaired by City Administrator Allan A. Cachuela and counts among its members the following: all barangay chairmen, the deputy city administrator, the heads of the following departments – Environmental Sanitation Center (ESC), City Engineering Department, M u n t i n l u p a Tr a f f i c Management Bureau, City Security Office, Public Order and Safety Office, Squatting Prevention and Control Division, Disaster Risk Reduction and Management

Office, Public Information Office, The Chief of Police, DILG representative and the Fire Marshall, Bureau of Fire Protection. The city government is currently coordinating with the LTO, MMDA and other relevant national agencies to include them in the task force. 5 designated employees in e a c h d e p a r t m e nt w e re assigned to the task force to help in the clearing operations.

The primary focus of the operations were illegal encroachments on roads and sidewalks, illegal parking terminals, illegal vending, street dwellers, garbage piles and other eyesores.

Collateral targets included stray dogs and cats.

During the initial phase, TFD demolished 632 store/ house encroachments on s i d e w a l k s , t owe d 2 3 2 3 illegally parked vehicles, dismantled 209 illegal terminals, apprehended/ warned 906 illegal vendors, and rounded up 322 street dwellers. The latter were immediately CLEAR/PAGE 11

Being old fashioned?

Most students take a laptop or smart phone with them to lectures. My students too.

Although, these units are not allowed most of the time during my classes. I think, there are times when they might be better off taking a pad and pen? And honestly, more and more do so.

Writer Claudia Hammond (I don't know her age, but I think age matters if we come to today's topic) says, " These days many people can type faster than they can write by hand, particularly if they’ve grown up using laptops. This is a hugely useful skill of course and allows you to take copious notes, quickly and easily, which must surely be a good thing, right?"

Maybe not. In an experiment, run by Pam Mu el l e r at Pr i nc e ton University published in 2014, students were given Ted talks to watch and were told to take notes.

Half were given laptops and half took notes with a

pen and paper. You might expect little difference in the notes, since students are so used to using a keyboard these days. In fact, there was. The students using a keyboard were more likely to type the lecturers’ words verbatim, while the students writing more slowly by hand had no choice but to engage with the information in order to allow them to summarize. Afterwards the students were given some tricky intelligence tests to distract them, and were then quizzed on the content of the lecture.

Verbatim note-taking involves a shallower form of cognitive processing.

You can even do it without thinking about the content at all should you choose to. But when using a pen and paper you process the information more deeply because you can’t possibly w r ite it a l l dow n. The other advantage of using a pen and paper is that you can move around the

page very quickly, circling, underlining or adding extra information in the margins.

When it comes to set and note new appointments or different scheduled work to do, and ver y import deadlines to be remembered, laptops are convenient, but turn out to be not the best option some of the time.

My offices are full of note pads. ... Yes, I might be old fashioned... .

Following Claudia Hammond, who says: surely in the long run if your notes are more complete, help, when it comes to revision?

The reason is that cognitively processing material more deeply while you listen, helps you both to understand it and to remember it later on. Even if you never refer back to your notes again, the process of creating them can

The advantage of not having to take notes is that you can focus your full attention on what’s you’re being told without worrying about writing it down. BSP forecasts November ’19 inflation between 0.9-1.7% P HILIPPINE monetary officials’ projection that domestic inflation might have bottomed out last October can be seen in their forecast for November 2019, with the range set between 0.9 to 1.7 percent.

This range is higher than the 0.8-percent inflation rate last October but way lower than the 6 percent in November last year.

In a statement Friday, the Bangko Sentral ng Pilipinas (BSP) said its Department of Economic Research (DER) forecasts the November 2019 inflation to be driven by higher electricity rates, prices of gasoline, liquefied petroleum gas (LPG), and select food items.

“Meanwhile, inflation could be tempered by lower domestic rice prices and the appreciation of the

THE national government’s debt slightly declined at end-October this year due to stronger peso against the US dollar, the Bureau of the Treasury reported yesterday.

The outstanding debt of the national government stood at P7.906 trillion as of October, down 0.2 percent compared with P7.907 trillion in the previous month.

The “revaluation effect of peso appreciation” after the local currency averaged 50.77 last month from 51.79 in September marginally dragged down the total debt of the state, the treasury explained.

Of the total debt stock, 67.10 percent were domestic debt, while the remaining 32.9 percent were external obligations.

“Looking ahead, the BSP will remain watchful of evolving inflationary conditions to ensure that the monetary policy stance remains consistent with the BSP’s price stability mandate,” it added.

After peaking at 6.7 percent in September and October 2018, the domestic inflation rate has generally declined to 0.8 percent last October.

The average inflation rate in the first 10 months this year stood at 2.6 percent, at the lower half of the government’s 2 to 4-percent target range until 2021.

During the ratesetting meeting of the BSP’s policy-making Monetary Board (MB) last November 14, the Board slashed its 2019 average inflation forecast to 2.4 percent from 2.5 percent previously after noting

that base effect of yearago’s elevated inflation rate starts to disappear.

The 2020 and 2021 average inflation forecast was kept at 2.9 percent.

UnionBank chief economist Ruben Carlo Asuncion targets the November 2019 inflation rate to climb to 1.3 percent as “last year’s base effect starts to dissipate”.

Aside from base effects, the economist said upside risk to inflation may come from higher food prices due to weather-related factors and the impact of the African Swine Fever (ASF) on pork products.

“The ASF may have caused prices of alternatives/substitutes to rise due to higher demand,” he said.

Another reason for an uptick in the inflation rate is the higher consumption demand ahead of the Christmas season, he said.

UnionBank forecasts inflation to average at 2.4 percent this year.

Asuncion also cited that with average inflation this year staying within the government’s target band “there is ample traction to the BSP Governor’s recent mention of a potential rate cut in the Monetary Board’s December meeting.”

BSP Governor Benjamin Diokno on Monday raised the possibility of another reduction in the BSP’s key policy rates after the 75 basis points cut so far this year as inflation continues to decelerate.

The cuts were implemented this year after the key rates were increased by a total of 175 basis points last year to help reign in inflation expectations as a result of the increase in domestic rice prices. (PNA)

Monetary execs mull green financing policy for banks ANY decision on the green financing policy of banks need to be studied well to make sure that financial institutions are able to comply and prevent a situation similar to the result of the Agri-Agra Law. Bangko Sentral ng Pilipinas (BSP) Deputy Governor Chuchi Fonacier said they do not want a mandated level of sustainable financing for banks since the Agri-Agra Law showed that allocating a certain level for loans for a certain sector is not effective.

Green financing or sustainable financing pertains to loans being extended for projects that promote the care of the environment, such as solar and wind energy plants and those that help address climate change.

Fonacier said monetary officials appreciate lawmakers’ initial decision not to allocate a certain level for banks’ sustainable level loans.

“That’s why we will start with high level principles from the Board.

So the Board of the bank would be the one to determine how many percent of the portfolio, even the industry, they would like to provide the credit,” she said.

Under the Agri-Agra Law, banks are required to allocate 25 percent of their loanable funds to farmers and fisherfolk.

Specifically, 15 percent should be extended for the farm sector and 10 percent to the agrarian-reform beneficiaries (ARBs).

Earlier, Bank of the Philippine Island (BPI) President and Chief

Executive Officer (CEO) Cezar Consing said they plan to increase the share of green financing to the total portfolio to 50 percent of the total in the near term.

He said while sustainable financing is only on its infant stage in the Philippines, he is optimistic that more investors would turn to this kind of projects in a few years.

While this is good news, Fonacier said it not advisable to impose a certain level of financing for this sector for the banks, citing that most banks are not even compliant to the AgriAgra Law. Sports Tourism Awards an Inspiration

HILIPPINES’ top sports tourism destinations, events, and organizers were recognized in the prestigious 3rd Sports Tourism Awards at the Grand Wing of Resorts World Manila, Newport City, on November 26, 2019.

Running away with the top award as Destination of the Year was Clark Freeport for organizing and supporting well over 200 sporting events in the free port zone last year alone. Representing the destination was Noel Manankil, President of Clark Development Corporation who received the award from Undersecretary Benito Bengzon, Jr. of the Department of Tourism; along with Charles Lim, Founder and Chairman of the Philippines Sports Tourism Awards (PSTA) and Pauland Dumlao, President and Managing Director of Primetime as

co-presenters.

The PSTA originated from the long standing Sports Tourism Forum (STF) which originated in Cebu in 2004 but moved on as an educational series on sports tourism event management supported by the Department of Tourism for event organizers, sports associations, hotels, sports clubs, and local sports and tourism offices.

Standardize practice of mental health in communities – Gaane “GENERATE synergy in achieving our shared goal in mental health.”

by Councilor Maria Lourdes S. Gaane in her special report during the regular session Monday, November 25, presided over by Vice Mayor Raineir Joaquin V. Uy. The councilor, who chairs the City Council committee on health and health insurance, reported about her travel to Kaohsiung, Taiwan last November 12-16, 2019.

It may be recalled that the lady councilor was designated as Ambassador of Goodwill to participate in the 2019 International Mental Health Training Center in Taiwan.

Gaane said the conference focused on sharing of experiences in mental health care in five countries – Taiwan, Thailand, Vietnam, Cambodia, and Philippines.

(SPI), together with the Synergeia Foundation Inc., the USAID, the LGU-Magsaysay, and the Department of Education recently forged a partnership for the implementation of a threeyear Reading and Comprehension Proficiency Program for the students of Magsaysay, Misamis Oriental. SPI has earmarked P1.3 million worth of assistance for the implementation of the project.

Dr. Nene Guevara, President and CEO of Synergeia Foundation, said that based on a 2017 study that covered 91 local government units in the country of Grades 1-6 students, about 53% were frustrated readers and 23% independent readers prior to any reading program intervention. Twenty-three percent, she said, could not comprehend, and 7% could not read at all. "How can these students ever cope with the demands of school?" she asked.

The three-year program aims to help address the situation by strengthening the teacher content skills along with parent education to help make them realize how essential reading is for success in school. Students will also be provided with attractive workbooks to help them hone their reading skills. Magsaysay town is the latest recipient of this program following the successful implementation of the reading and comprehension program in SPI's host communities in Tagoloan and Villanueva.

It’s not easy to become a teacher. The works of teachers are everything.

They are the “yayas” to their learners, doctors when they get sick, painter/carpenter

in repairing the classroom, engineers and designers, in making the classroom to make it beautiful and worthwhile and many more.

The life of teachers are not easy. Sleepless nights are being experienced due to have lots of things to do like preparing lesson plans, test questions and many more.

Schools are the second home to learners and teachers are the second parents. They make sure that the safety of the learners is in the safety hands. They are very careful when it comes to the protection of the learners. They are really doing their best to touch the hearts of the learners to have good values and manners; teach their minds and transform their lives to become better individuals in the society. I call my students as shining stars since all of them pass my subject.

And indeed most of the student population here in our school will continue consecutively to the next grade level by the next academic year. That is why I can say that they have really done their role well as model students.

G o o d stu d e nt s are supposed to be hardworking, good at problem solving, unafraid to ask questions, motivated to learn and supported by their parents.

I believe that most parents of elementary graders here in Tangub do really take care of their children in their homework needs.

And because of that, they produce awesome and bright children who participate actively in the oral recitations and even ask questions to clarify the lessons that have been taught. If no questions are asked, then the teacher has to assume that you understand that concept.

Good students aren’t afraid to ask questions because they know that if they do not get a particular concept, it can hurt them later on when that skill is expanded.

Asking questions is often beneficial to the class as a whole because chances are if you have that question, there are other students who have that same question.

WHEREVER part of the world you may be, education is the key to success. That’s a literal sense of the word indeed since without education; one cannot achieve juicy positions in the corporate world and help others who are in need. Let’s first tackle the importance of education. To educate is to go out into the world after graduation and help those in need in poor countries.

That must be the key relevance why education is essential. But first you must start young.

Your education must start out as young as you are in kindergarten. There are various public schools here catering to you offering free tuition but those who can afford international and private schools do enroll their children there. Since

private schools have better and larger endowments than their governmentrun counterparts, they are perceived to have better qu a l it y i n e du c at i on .

That is not to say that the government is not monitoring public schools anymore.

Anywhere in the world, government education ministries and departments are constantly monitoring the day-to-day operations of their state-run schools and monitor their quality of education. Within psychology when a task like this is outsourced to technology, it’s known as cognitive off-loading. But does it help?

If you want to remember your notes, research suggests you should be reaching for a pen. That's why, most of my students are asking for a minute to re-write such things, I pinned before at the white board.

On the other hand the advantage of not having to take notes is that you can focus your full attention on what’s you’re being told without worr ying about writing it down, because t h e y c an a lw ay s l i s te n again later. But the benefit of taking notes is that it forces you to process the information and think about it in order to work out the best way of summarizing it.

But there was one surprise here. When the students knew they could see the video later if they wanted to, they actually took more notes and drew more diagrams, which was something of a mystery.

Of course, if you can type fast and you want a transcription, then a laptop is ideal, but if your aim is to understand the material better and not just to create a record of the material, then take notes by hand.

“Marine biotoxins are heat-stable and cannot be disintegrated by any means, be it by acidification by the use of vinegar nor by heating or subjecting it even at cryogenic temperatures,” Osorio said.

The report gathered from the community in Barobo where the couple who died of shellfish poisoning resided said they consumed uncooked shellfish, locally known as “kinilaw” before losing consciousness.

OF LATE, dinner parties are a plenty in lieu of the nearing holiday season. Many of the parties we attended are blunt reflections of the host’s social upbringing. I noticed, most Filipinos hold sit down parties trying hard to make an impression they are not.

Hospitality sometimes is mistaken by forcing you to partake abundant food and drinks that do not complement each other tastes

and flavors, cutleries and china that are inconsistently placed & not utilized the way it should be, music that agitates the cadence of the way you chomp your food, lights that are blinding you can see the fangs of the dining guest in front of you.

In effect, dinning manners become too relaxed; guests presume they are in a boodle fight. These and many more are some of the bloopers that transpire when a party is not properly thought of.

Let me guide your way to hosting a fine one that may impact your guests and may linger in their minds after the event.

The Guest List The difference between a terrific dinner party and a not-so terrific one is often the right mix of people.

When deciding whom to invite, consider common interests, backgrounds, and how well your guests know one another.
