Rubber industry BUTUAN City -- With the aim to make Caraga become one of the top 4 producing regions of quality natural rubber in the country, the Caraga rubber industry cluster members met to validate, harmonize and localize the national rubber plans. The meeting-workshop, which was conducted recently, was attended by the Board of Directors of the Caraga Rubber Industry Federation, Inc. (CRIFI) and support agencies such the departments of agriculture (DA), environment and natural resources (DENR), agrarian reform (DAR), trade and industry (DTI), the National Economic and Development Authority (NEDA) and local government units of Butuan City and Prosperidad, Agusan del Sur. DTI Agusan del Sur Provincial Director Lolita I. Dorado presented the Philippine Rubber Industry Updates, while the line agencies took turns in giving their reports and accomplishments in relation to their efforts in the rubber industry development. The group then reviewed the Philippine Rubber Value Chain Map, Constraints and Opportunities as well as the 2014-2016 Industry Cluster Action Plan.

With total output reaching 180,481 metric tons this year, the region posted 19% improvement with last year’s production of only 151,278 metric tons, Engr. Cecilio Y. Clarete, chief economic development specialist of the Development Research Division of National Economic and Development Authority (NEDA) in the region said. Clarete said the positive performance was attributable to the good production in
the provinces of Bukidnon, Camiguin, Lanao del Norte and Misamis Occidental. The 79 percent production increase in Lanao del Norte was due to sufficient rainfall which benefited the province’s rainfed/upland production areas as well as to the movement of harvest to the third quarter, Clarete said. DAVAO del Norte – Rice paddies in the province of Davao del Norte will soon be teeming with climate change-ready rice varieties that can survive prolonged flooding. Governor Rodolfo del Rosario directed Provincial Agriculturist Dr. Anastacia Notarte to develop and look for flood-tolerant rice varieties to be planted in farms that experience periodic inundation. “I have instructed Dr. Notarte to find a rice variety that could withstand one week or so of flooding,” he revealed, to the delight of farmers attending the recent first Provincial Rice Congress at the Bulwagan ng Lalawigan. The governor said the provincial government is bent on equipping the agriculture sector combat the worsening weather condition brought about by the climate change crisis.
GENERAL Santos City — Christmas promises to be merrier than ever for at least 103 households in a remote village in Bagumbayan town in Sultan Kudarat province with the recent completion of a government-funded solar home system project in the area. Colorful, festive and joyful merry making, traditional Christmas decors and symbols, plays a major part in the season’s celebration. In his message during the launching of the Pasko sa Iligan 2013 Christmas Village on December 6, City Mayor Celso G. Regencia expressed that under his administration, he recognizes and supports unified community Christmas celebrations and spearheads program that embodies the essence of “forgiveness, sharing and giving.” Mayor Regencia created an Executive Management Board that would plan and decide various activities relative to the aforementioned project, to be carried out and participated in by all offices of the Iligan City Government, schools, industries, private and non-government agencies. During the launching, the ceremonial lighting and switching on of the 40 feet Christmas tree held at the Anahaw amphitheatre, city hall, Pala-o. The giant tree is atop of a sloping hillside near the semi-circular terraced rows of benches of the amphitheatre. This was spearheaded by Mayor Regencia, along with City Vice Mayor Ruderic Marzo and some of the Sangguniang Panglungsod members. All activities for the month shall be seen and witnessed at the Anahaw Amphitheatre city hall grounds, said Lamberto ‘Macky’ S. Macapagal, Jr., chairman, Executive Management Board, 2013 Christmas Village. One of the highlights of the ‘Pasko sa Iligan 2013 Christmas Village’ is the Night of the Mindanao Dances performed by the MSU-IIT Kalimulan Dance Troupe at the city hall’s amphitheatre on December 8. It’s a display of dance steps portraying the people’s culture, traditional & lives of the natives and their beliefs. The renowned Kalimulan Dance Troupe has been performing here in our country and abroad. Twenty-two departments,

Judging shall be based on musical interpretation40%, blending/connection- 30%, technique/choreography - 20%, and timing/rhythm -10%. The Search for Singing Market Vendor on December 14, is open to all market vendors of Iligan.
Contestant must register together with their Association President at the Economic Enterprise Development Management Office (EEDMO) office, this city. Criteria for this competition shall be on voice quality, timing and enunciation, stage decorum and star quality. The Voice Power (Battle of Singing Stars) first elimination night was on December 7 while the grand finals will be on December 22. Twelve participants vyed to the first elimination round, the official six singing stars will compete on the grand finals. This is a battle of singers who are residents from Iligan. Iligan City Government Employees Night, a Christmas Party for city hall employees on December 20 with a ‘Daygon Contest’ (Caroling Contest) from eleven offices within city hall. As their contribution to raise funds for Typhoon Yolanda survivors, there will be raffle tickets, which thirty percent of the tickets sold shall go to prizes for the event, while the seventy percent of tickets sold shall go in aid to Yolanda survivors. Also, Senior Citizen’s Night (Star on 60) are given their part, an individual talent competition search open to senior citizens from all barangays within Iligan, scheduled on December 27. Any talent on singing and dancing will be judged according to its originality, audience impact, stage decorum, and talent presentation. Other activities include Night of Music and Bands on December 21 and Videoke King and Queen on December 28. The month-long events will be highlighted with fireworks display on December 22, and shall culminate on January 5, 2014 for the awarding of Christmas Booth Contest. BSP forecasts December inflation hitting 2-yr high INFLATION likely hit a two-year high this month because of a surge in the cost of power and fuel, as well as pricier food brought about by Typhoon ‘Yolanda’, the Bangko Sentral ng Pilipinas (BSP) said yesterday. “The BSP projects inflation in December to settle between 3.8 percent to 4.7 percent given higher electricity prices, increase in fuel prices, and lingering price pressures on some food communities as a result of Typhoon ‘Yolanda’,” BSP Governor Amando M. Tetangco Jr. said in a text
message. Inflation averaged 3.3 percent last November, but the 11-month average of 2.8 percent was still below the full-year target range of 3-5 percent. Last month’s uptick stemmed from, among others, limited fishing trips resulting from typhoons.
Tetangco said the BSP would remain vigilant in monitoring price pressures to ensure price stability conducive to balanced and sustainable economic growth. The BSP has kept its policy rates at record lows of 3.5 percent and 5.5 percent for the overnight borrowing and lending rates, respectively, since the start of the year. Despite expectations of higher inflation because of Yolanda, BSP officials had said the full-year figure would still settle below its target.
BIR struggles to boost collections THE Bureau of Internal Revenue (BIR) has directed all its personnel to exert all efforts to attain maximum tax collections in the remaining days of the year BIR Commissioner Kim S. Jacinto-Henares has directed her tax examiners and investigators make use of the year’s remaining days to do office work in their cases and to complete the report on those with already completed field work. However, Jacinto-Henares suspended all field audit and other field operations of the BIR relative to examination and verification of taxpayers’ books of accounts, records and other transactions. Jacinto-Henares’ directive was effective starting December 16, 2013 until January 5,
2014. “No field audit, field operations, or any form of business visitation in execution of Letters of Authority/Audit Notices, Letter Notices, or Mission Orders should be conducted [during the period],” the BIR chief said in a circular. The suspension, however, does not cover investigation of cases prescribing on or before April 15, 2014, examination and verification of internal revenue tax liabilities of taxpayers retiring from business and monitoring of privilege stores or tiangge. Likewise, processing and verification of estate tax returns, donor’s tax return, capital gains tax returns and withholding tax returns on sales of real properties or shares of stocks together with the documentary stamp tax returns

The BIR also excluded audit of the national government agencies, local government units and government owned and controlled corporation including subsidiaries and their affiliates. “Service of assessment notices, warrants and seizure notices should still be affected,” Jacinto-Henares said. Earlier, BIR reported that the agency had already exceeded its collection performance last year after raising a total of P1.12 trillion in the first 11-months of the year alone. But for this month, the BIR needs to raise P133 billion to meet its 2013 collection target of P1.253 trillion. However, the government set only P90.79 billion revenue goal for December.

Froilan Castelo, Globe general legal counsel, said the company’s participation in Bayantel’s rehabilitation will ensure that it continues to deliver on its commitments to its customers. He said Bayantel’s courtapproved rehabilitation will create a competitive atmosphere in the telecommunications industry that would augur well for customers. “The rehabilitation of Bayantel will mean more competitors in the industry serving a very broad and rapidly growing market especially for its niche in fixed-line services and data connectivity with strong social media implications,” Castelo said. He said the Master Restructuring Agreement (MRA) between Bayantel and Globe is “pro-competition, pro-consumer and pro-fair trade.” The MRA is based on a broad sectoral recognition of the need for Bayantel’s rehab starting with its major creditors like Goldman Sachs Group, Clearwater Capital Partners, Avenue Capital, and the UKbased Spinnaker Capital. increase palay production in Misamis Occidental in addition to the early plantings harvested during the quarter and more rainfed/upland areas cultivated in Bonifacio, Tangub and Ozamiz City. Clarete said the region’s average yield also improved by 4.74 percent from 4.59 to 4.78 tons per hectare in irrigated areas and 3.15 to 3.26 tons per hectare in rainfed areas. Yield improvement was most notable in Camiguin, Lanao del Norte and Misamis Occidental. Clarete said the positive yield was due to sufficient irrigation water, less er occurrence of infestation of diseases and pests, and use of high yielding variety of seeds. Lanao del Norte also benefited from the rice rattooning especially in areas covered by the National Irrigation Administration and communal irrigation system, he added. Overall, the total value of palay for the third quarter amounted to P3.072 billion, up by 24 percent, as a result of the increased production volume and rise in the average farm gate price from P16.36 to P17.02 per kilogram. Meanwhile, corn production in the region went up by 13 percent reaching 508,581 metric tons in the third quarter of 2013. Increases were more pronounced in Bukidnon and Camiguin for both white and yellow corn varieties. The 200 percent increase in yellow corn production in Lanao del Norte was due to the shifting by some farmers from white corn to yellow corn. Clarete said the average corn yield also grew by 5.52 percent with Lanao del Norte posting the lowest increase in yield by only 0.63 percent due to the hot weather condition during the reproductive stage in some municipalities of the province. Although some corn farmers in Misamis Occidental shifted to commercial and cash crops, and those in Misamis Oriental to pineapple, palm oil, passion fruit and tobacco, Clarete said both provinces still managed a positive yield due to sufficient rainwater, less prevalence of pests and diseases and favourable weather, and increase usage of RR seeds.

Belot, a mother of 2, was of course referring to the Balay Mindanaw Group (BMG) of NGOs which stayed and journeyed with the Banaowons for a year towards recovery, reconstruction and rehabilitation from the devastation of Pablo. “I was able to establish this store from the savings of the salary of Balay Mindanaw,” she said. Belot once worked as kitchen staff of BMG in its journey with the villagers towards normalcy. Scars of resilience: While Ban-aowons have

moved on from the tragedy that was Pablo and the wounds it left on the mountains and sea of Davao Oriental are slowly being erased by new growth, the emotional scars are still fresh in every Banaowons. “Yes, we have moved on and were able to pick up our lives. But every time it rains and the wind blows strong, we cower in fear and pray for deliverance,” said 35-year-old mother of 4 Desiree “Diding” Ulang. Belot said that during Sup e r t y ph o on Yol an d a (Haiyan) — which devastated Tacloban and neighboring areas — they sought cover in the resettlement area on the other side of the mountain, a few kilometers away. Their exp er ience of Pablo and the scars it left are propelling Ban-aowons to dig deep into their inner strength and resiliency to stand again. Shirley Cordova, 43, said that while BMG and other groups have helped them recover, it is not right to just continue relying on other people’s help. “We also need to help ourselves and exert efforts for a better future for our children,” she stressed. From ‘leftovers’ to model: Ban-ao, one of Baganga’s 18 villages, is the hardesthit barangay in the whole municipality with 17 dead and more than 90 percent of its 520 families homeless with literally no source of income in sight as Pablo also leveled 99 percent of all coconuts. The village’s vast mangrove area, which the DENR was eyeing as an eco-tourism park, was also decimated. But thanks to the resiliency of the mangroves, new growths are seen sprouting to one day realize the DENR and Ban-aowon’s dream. The devastation was so complete that villagers thought they were the only survivors left. This reality prompted 9-year-old EmEm to mischievously called survivors “leftovers of the typhoon” — a label that aptly described Ban-aowons. Despite so much work still to be done in the village, the foundation for the “New Banao” has already been laid. And Ban-aowons are the primary workers who will make this into reality since they are the primary workers who enabled the village bounced back from nature’s wrath Pablo unleashed on it on December 4, 2011, said Charlito “Kaloy” Manlupig, BMG chief. Rochelle “Bibing” Mordeno, executive director of the Balay Mindanaw Foundation, Inc. You taught us how to be resilient and to be a resource. We in Ban-ao will never forget you. For me personally, I will never forget your help until the end of my life because during those times when I felt so alone, you were my inspiration. At one point in her report, Datukan pointed out that allocations of some regional field offices of DA were reduced in favor of the field office in Region 12. With this budget, she added, Soccsksargen Region’s challenge is to “increase production, increase contribution to the Food Staples Sufficiency Program (FSSP), and increase contribution to economic growth not only of the region but also of Mindanao and the Philippines,” which she said could be achieved by “increasing yield per production area.” To achieve this challenge, she explained further, several interventions, particularly on irrigation, mechanization, integrated crop management, quality seeds, transportation, and postharvest will be carried out. These interventions are specified in the agency’s Agriculture and Fishery Modernization Program, which intends to increase the region’s current 3.83 metric ton per hectare rice production and and 4 metric ton per hectare corn production as well as boost production in livestock, fishery, vegetable, as well as coffee and other high value crops. “We have so much to do to achieve all these,” Datukan said, “but these are our commitment for Region 12’s agricultural sector to grow further.” In line with this, Datukan challenged local government units to work closely with DA 12 in the implementation of programs and projects in their respective areas. “Although as an agency DA has so much funds to spend, this allotment would be useless without you helping us in carrying out development initiatives. “Agricultural extension workers work under your management and you are also closer to the farmers. Thus, we need your guidance and support,” she told the local chief executives. To address specific concerns of LGUs, DA 12 will separately meet with local chief executives of the municipalities and cities in the four provinces of Soccsksargen Region. During the provincial complimentary meetings, in addition to gathering inputs from the local officials, DA would also present its problems with LGUs, including delayed implementation of projects as well as liquidation of funds downloaded to some LGUs. Datukan said she would recommend that LGUs designate a point person who would oversee the implementation of projects as well as make sure that funds are promptly liquidated.
