Briefly Gawad Kalasag DAVAO City -- The Regional Disaster Risk Reduction and Management Council in Davao Region granted 11 disaster councils, schools and rescue groups the Gawad Kalasag award based on their readiness and response capabilities in a simply rites at the Pinnacle Hotel.

The Gawad Kalasag (Kalamidad at Sakuna Labanan Sariling Galing ang Kaligtasan award) is given to individuals, non-government organizations, private sector and government organizations in recognition of their initiative in helping the Filipino government uplift the standard of disaster management in the country.

Retired Brig. General Loreto Rirao, director of the Office of Civil Defense 11 and chair of the Regional Disaster Risk Reduction and Management Council led the ceremony and cited the awardees this year.

HE volume of palay produced in northern Mindanao for the third quarter of the year grew by 5.79 percent, reaching 190,930 metric tons (MT), compared to the 180,480MT produced in the same quarter of last year.

A report prepared by the National Economic and Development Authority (NEDA) in the region showed that Bukidnon and the two Misamis provinces posted output increases during the period.

The report further noted that Bukidnon was the top rice producer in the region sharing 61 percent of the regional total or 117,339 MT. Engr. Cecilio Clarete, chief economic development

specialist of the Development Research Division of NEDA-X, said the output increase in Bukidnon was attributable to the absence of apparent infestation and good weather condition in the province during the quarter.

Metro Pacific unit takes over CDO’s water service

Livelihood facilities SAN JOSE, Dinagat Islands -- The Department of Social Welfare and Development (DSWD) Caraga through the Provincial Social Welfare and Development Office (PSWDO) in coordination with the Office of Provincial Agriculture (OPAG) turned-over recently one unit of Corn Sheller and one unit of Corn Mill Building to Upper Laguna Corn Farmers Association in the municipality of Cagdianao, this province.

The said facilities are under the Sustainable Livelihood Program of DSWD-Caraga thru the Participatory Livelihood Opportunity Analysis and Cash for Building Livelihood Assistance, it was learned.

The corn sheller machine was given to the said association in order to have an easier and quicker production of corn which will eventually generate more income.

METRO Pacific Investments Corp (MPIC) is set to take over the operations of Cagayan de Oro City’s primary water source.

In a disclosure to the Philippine Stock Exchange, MPIC said subsidiary Metropac Water Investments Corp (MWIC) entered into an agreement for the operations and maintenance of Rio Verde Water Corp’s 100 million liters per day bulk water facility in Baungon, Bukidnon.

Rio Grande is the exclusive supplier of bulk surface water to Cagayan de Oro Water District, which supplies more than 80 percent of Cagayan de

Oro’s population of 640,000.

“MWIC will utilize the expertise of its water affiliates to improve operational efficiency, minimize operating losses, ensure uninterrupted service, and extend the life of the assets,” MPIC said.

The deal is envisioned to wind down the deteriorating deep wells that are depleting and damaging the area’s water tables.

Salt fertilization project improves coco production MATURED nuts productivity in all of the provinces in northern Mindanao has improved during the third quarter of 2014 due to the salt fertilization project, the National Economic and Development Authority (NEDA) in the region said.

from the Philippine Coconut Authority shows that matured nuts production in the region reached 494,948,967 during the quarter, up by 1.11 percent or 5.4 million nuts from the production in the same period last year.

Although the increase in production is minimal,

all the provinces in the region recorded positive growths, said Engr. Cecilio Clarete, chief economic development specialist of the Development Research Division of NEDA-X. Bukidnon posted the

Puregold to spend P18.5 B to add stores PUREGOLD Price C lub, Inc., a chain of Philippine hypermarket and membership-based supermarkets, plans to spend as much as P18.5 billion ($414 million) to boost its network of outlets by half in the next five years. The stock posted its first gain in three days.

The retail chain started by businessman Lucio Co at a former US military base north of the capital plans to add 125 Puregold stores and 10 S&R membership stores from 2015 to 2019, Puregold President Leonardo B. Dayao

said. Half of Puregold’s new stores will be built in the central and southern Philippines as expansion in Manila and the main island of Luzon becomes limited, he said.

“We plan to start a more aggressive expansion in the Visayas and Mindanao area where we have a limited footprint at the moment,” Mr. Dayao said. “There are many opportunities given the growth that’s spreading outside Manila.”

Retail Holdings, Inc. and SM Investments Corp., is turning to areas outside of Metropolitan Manila for expansion as 15 years of continuous economic expansion drive growth in the provinces. The Philippine economy expanded 5.3% in the third quarter, the weakest pace since 2011 as slower government spending countered gains in private consumption.

While Metro Manila accounts for 36% of national output, two of the five fastestgrowing regions in 2013 were

in the Visayas and Mindanao, as the central and southern regions of the Philippines are called, according to government data. Property expansion outside the capital is picking up, JLL said on Dec. 10.

OUTSIDE MANILA “Metro Manila still has pockets of opportunities, but we can’t expand as fast as we used to three years ago,” Mr. Dayao said. More than 40% of Puregold’s stores are in the metropolis, according to the company’s Web site.

End-November imported car sales grow by double-digits PASSENGER cars led sales growth for a group of vehicle importers in the first 11 months of the year.

In a statement, the Association of Vehicle Importers and Distributors Inc (AVID) said its member-firms sold a combined 32,878 units in the January to November period, up 18 percent from 27,908 units in the same 11 months of 2013.

The year-to-date sales of AVID membercompanies already exceed the 31,399 sold for the entire 2013.

Passenger car sales climbed 19 percent to 17,081 units in the first 11 months of this year from 14,348 units last year. Light commercial vehicle (LCV) sales rose a slower 16 percent to 15,797 units from 13,560 a year ago.

In November alone,

It could leave itself out of good growth areas if it ignores these regions.”

hink a Minute…This is a true story about a young Jewish boy named Karl who grew up in Germany. Karl’s father was very religious and made sure his family went to the Jewish synagogue and studied the Torah or Jewish bible every day. When Karl was a teenager his family moved to another German town where all the important people were Christians not Jews.

Suddenly, Karl’s father change d religions—not because he learned the truth that Jesus Christ is the only true God, but because he wanted to be popular and liked by the important people in the community. Karl’s family was so surprised and confused. Young Karl especially became deeply disappointed and angry at his father for being such a hypocrite. A few years later, Karl went to England to study and there he decided not to believe in God anymore.

You see, that young teenage boy who was deeply disappointed and embittered by his hypocrite father was Karl Marx—the father of atheistic socialism. It was Karl Marx who wrote the Communist Manifesto. So now for almost a hundred years, over a billion people have suffered under the hopeless rule of atheistic socialism which was started by that hurt and bitter young

Doctrinal Orthodoxy and Pastoral Charity

T

hese two should b e toget her like an unbreakable organic pair or like the two sides of the same coin or like marriage where the principle of “what God has put together let no one put asunder” has to apply.

They need each other, establishing a relationship that should be worked out and enriched along the way. It is therefore a living, dynamic relationship, not an inert, passive one.

But to be realistic, we have to learn to distinguish between the two and to admit that some tension is always involved in their relationship. The ideal has to be pursued in the context of the concrete conditions and circumstances of the parties involved, and always in reference to God’s will.

The relationship should not just be a matter of one’s good intentions and estimation of things. It has to be forged by dint of prayer, study, personal contact with people, continuing monitoring of developments, etc.

Especially these days when the Pope is pushing for what is called the Church of mercy and compassion, and when some proposals like those raised in the recently held synod on the family, sparked a raging controversy as to how to wed charity with truth, mercy with justice, we need to know how to develop this relationship properly.

The challenge is right in front of us. We cannot avoid it or ignore it for long. Life has moved on to another level of development with their corresponding good things and the inevitable problems, issues and questions, if not, clearly bad things also coming out.

The thing to remember as a basic guideline to tackle this matter is that the ideal relationship between doctrinal orthodoxy and pastoral charity can only be found in the mind and the ways of God. We can only reflect and approximate that proper relationship to the extent that we are willing to identify ourselves with God’s mind and ways.

Of course, the will and ways of God can be discerned not only from the doctrine and dogmas so far defined by the Church nor only from the rich traditions and established practices developed through the years in the Church, but also from the continuing developments in the world through which God also continues to speak to us.

The Spirit of God continues to intervene in our lives, no matter how we shape and develop our lives. We always need to be perceptive of his promptings that can come to us like the wind.

We have to be ready to go along with these promptings that can demand of us to go

farther from the current state of our beliefs and practices.

While it is true that the objective body of faith is already given to us, our subjective understanding, appreciation and application of it will always be an endless process.

We a l s o n e e d t o understand that the will and ways of God are not conf ined only to some letter, to some doctrine or dogma, to some theories and principles. They are mainly spiritual and supernatural which go beyond without nullif ying what we can humanly articulate.

Our usual problem is that we tend to absolutize what in fact only have a relative value, since they are always subject to many factors that can vary, like the historical, cultural, social, not to mention the personal that can be quite unique to each one of us.

Our generalizations, otherwise valid and necessary, can also overstep their limits. This is when our laws and traditions degenerate into isms, frozen and blind to the real and concrete needs of the people and deaf to the promptings of the Spirit. This is when we would have legalism, traditionalism, rigorism, etc.

We should not be afraid to continually review and examine how things are with respect to the proper relationship between

doctrinal orthodoxy and pastoral charity and much less afraid to do the necessary corrections, purifications, adjustments and adaptations.

Aside from having a general assessment of things and people, what is actually more needed is to have direct personal knowledge of the people. Thus, individual personal spiritual direction is most needed.

We a l s o n e e d t o understand that the ultimate and culminating doctrine of our faith is that Christ assumed all the sins of men by offering his life on the cross. Our doctrinal orthodoxy should go to that extent. Otherwise we would not be orthodox enough.

Christ preached and clearly told us what is right and wrong. But in the end he perfected his redemptive work by dying on the Cross. That’s where doctrinal orthodoxy and pastoral charity become one. roycimagala@gmail.com

Promotion Center (DCIPC), said the development of the manufacturing and industrial sectors is being promoted now that there is more certainty regarding power.

“The surplus in energy in the city and in the region will spell brighter prospects for the manufacturing industry,” Mr. Cortez said.

One power facility -located at the boundary of Davao City, an independent component city, and Sta. Cruz town in Davao del Sur province -- that is scheduled to go online within the first half of 2015 is the 300-megawatt coalfired power plant of Therma South, Inc., a subsidiary of Aboitiz Power Corp.

The municipal government of Sta. Cruz has a proposed 127-hectare industrial park near the coast.

Mayor Joel Ray L. Lopez said the town intends to develop a wharf adjacent to the park to serve the transport needs of companies that will locate there.

Mr. Lopez noted that Sta. Cruz, which already hosts several plants involved in the processing of agricultural products, is an emerging manufacturing area with the recent entry of B-Meg San Miguel Foods Company, Inc. for a feed mill plant and INCA Philippines, Inc., a leading plastic products maker.

Mr. Lopez said B-Meg, a subsidiary of San Miguel Corp. (SMC), is investing about P1 billion for its facility.

SMC has been operating a bre wer y in the town since 1994 while its power firm, SMC Global Power Holdings, is setting up a 600-megawatt power plant in the municipality of Malita, also within Davao del Sur, pending the establishment

of the new Davao Occidental province by 2016.

INCA Philippines, on the other hand, will put up a plant for manufacturing portable toilets and patrol boats, among others.

Aside from these new investments, the town is also host to several other bigticket projects, among them the Aboitiz Power Corp.’s 300-megawatt coal-fired project, which it shares in hosting with Davao City; a fuel depot and the Franklin Baker Co. of the Philippines w h i ch re c e nt ly b ou g ht another coconut products manufacturing company in the town.

Meanwhile, Mr. Cortez said Davao City is now coordinating with various landowners and developers in Davao City who want to apply

accredited sites and the lack of it has to be addressed if we are to take advantage of the growing interest of the manufacturing sector,” he said.

The city is also eyeing the establishment of an economic zone for electronics companies, specifically at the Three Ridges Integrated Area Development, which is located in a part of the city with higher elevation.

“Electronics companies prefer to establish in cooler areas since they are able to cut electricity cost by 40%,” Mr. Cortez said.

Electronics manufacturer and exporting company RNM Dynamics Philippines, Inc. has expressed interest to locate in Davao City to meet the increasing demand in Mindanao.

Recent advances in educational technology have prompted new efforts to implement the potential use of multimedia as a means of promoting students’ learning in secondary schools.

Several decades ago, school institutions noted that lectures and printed lessons have been the primary means of teaching and in explaining conceptual ideas to learners.

One alternative to purely verbal presentations in teaching and learning is the use of multimedia instructions for students to learn from both words and pictures.

In fact, whenever multimedia is introduced into classes learning is fun and exciting and the process of interaction had an enormous impact on students’ learning.

The use of multimedia is a form of instructional techniques that is found effective since content can be organized and can generate productive and stimulating presentations to science classes which leads to greater retention, application to new learning situations and enhances students’ academic performance (Ludwig, 2004). More importantly, the integration of multimedia could have positive effects upon students’ attitude. It significantly allows students to improve communications, organizations, interactions and enjoyment and in the end increase students’ participation.

Most students in engineering schools use interactive multimedia presentations in order to learn the basics of electronics and circuits which are designed on the computer.

In elementary and secondary schools, students use simple yet powerful multimedia as a tool to create meaningful learning.

The Department of Education (DepEd) has issued memoranda on the implementation of computerization program for public elementary and high schools to integrate the use of multimedia especially computers in teaching and learning process. In the Division of Cagayan de Oro City, majority of the teachers were trained to use computers in order to enhance their delivery of teaching through the aid of multimedia materials.

The Department of Education in coordination with ABS-CBN Foundation, Inc. has produced supplemental multimedia products in promoting science and math learning which is in line with the government’s core curriculum under the Philippine Elementary Learning Competencies (PELC) and Philippine Secondary Learning Competencies (PSLC).

The motivation for Educational Television (ETV) harnesses the power of media to promote the Filipino child’s excellence in both academic and societal value fields. However, other forms of instruction seem not exposed to the interactive lessons.

It is thus encourage that teachers should make use of any multimedia materials in their respective schools to help students concretize abstract science concepts and processes skills which may improve students’ academic achievement.

School administrators should encourage their teachers to attend in-service trainings, seminars, workshops especially on ETV instructional approach for further insights on how ETV may be adapted to improve quality teaching and thereby improve students learning.

ORDER

A verified petition for cancellation of the Certificate of Live Birth of Rafael Balodo Abdul in the Office of the Local Civil Registrar of Kolambugan, Lanao del Norte was filed before this Court on November 05, 2014, by the herein petitioner, praying among others that after notice and hearing, an Order be issued directing the Respondent to effect the cancellation sought for.

Petitioner alleges that he is of legal age, Filipino, widower and a resident of Balagatasa, Maigo, Lanao del Norte. Respondent is sued in her official capacity.

The petitioner is the grandfather of RAFAEL APIGO, who was born on May 6, 2000 in Purok 1, Balagatasa, Maigo, Lanao del Norte. Said RAFAEL APIGO is the illegitimate son of Imelda Balodo Apigo, the daughter of the herein petitioner, who is now a resident of CANADA. In the absence of the child’s mother, the petitioner is taking active guardianship over the child ever since his mother left for CANADA until the present. IMELDA APIGO, the child’s mother also filed a petitioner with the government of Canada in order to take her son and live with her in Canada. To support her petition for her son, she submitted the Certificate of Live Birth (Annex “A”) to establish the fact of filiation of her son. However, in the record of the Respondent’s Office and in the National Statistics Office (NSO), there is another Certificate of Live Birth of the petitioner’s grandson under the name RAFAEL BALONDO ABDUL. That the existence of the second Certificate of Live Birth (Annex “B”) of said petitioner’s grandson in the office of the Local Civil Registrar of Kolambugan, Lanao del Norte has resulted to the obstacle and bar to his best interest. To attain and sustain the best interest of the child, there is a need to cancel the second Certificate of Live Birth before the Respondent’s office. The cancellation of the second registration of the birth of the child would not prejudice the interest of any person or government.

Set the initial hearing of this case to January 30, 2015 at 8:30 in the morning before the sala of this Court. Furnish copy of this Order to the Office of the Solicitor General of Makati City, Office of the Public Prosecutor in Tubod, Lanao del Norte, Office of the Local Civil Registrar of Kolambugan, Lanao del Norte, Atty. Saturnino Mejorada and to his client Pascual Apigo of Balagatasa, Lanao del Norte.

The petitioner is hereby directed to publish copy of this Order to a newspaper of general circulation for three (3) consecutive weeks, at his expense.

Junior Rafters debut in PSC’s Batang Pinoy 2014 (Philippine Youth Games) by nOEl VIlla

C

agayan de Oro Rugby Football Club (CDO RFC) rounded up their boombastic 2014 with the Junior Rafters competing for the first time in the national finals for Touch Rugby of Batang Pinoy (also known as Philippine Youth Games) recently held at the University of St. La Salle in Bacolod City.

The competing teams came from around the country – Luzon: Clark Jets Rugby Club, Luzon SOS Children’s Village Muntinlupa, Leighton Tuloy sa Don Bosco Muntinlupa; Visayas: Bacolod Roosters, Cebu Baby Dragons A, Cebu Baby Dragons B and Cebu Baby Dragons C; and Mindanao: Cagayan de Oro Junior Rafters, Davao Durians Arancillo and Davao Durians Puyat. Despite being one of the two newest teams to enter the competition and having only 2 months worth of training, the Junior Rafters were adamant that they would not end up rock bottom of this year’s Youth Touch Rugby national finals. CDO RFC Junior Rafters placed 8th out of 10 teams.

The Junior Rafters who proudly represented Cagayan de Oro City in the said tournament are composed of players from different schools as follows: Pete Lemuel Nasol - Team Captain (St. Mary’s School), Kyle Bahandi Famador (St Mary’s School), Nigel Caballero (MOGCHS), Luis Andre Banaag (San Isidro College), Rhenzel & Rheevin Amora (Liceo de Cagayan University), Romeo Joseph Cunada (Liceo de Cagayan University), Kaye Anne Orbeta (Liceo de Cagayan University), and Jill Kathleen Pueblas (Liceo de Cagayan University).

These young athletes tried playing Rugby for the first time during the series of Get Into Rugby Free Clinics conducted by the Founder and Head Coach Noel Villa throughout Northern Mindanao and have continued training for the sport. For the Batang Pinoy team selection, CDO RFC held the Caltex Kauswagan Junior Touch Rugby Games last September at the Xavier University High School Football Grounds.

The Batang Pinoy games showed that Rugby as a sport is really growing here in the Philippines. As a Coach, I felt great pride in rounding up and training a group of very promising young Kagay-anons and bringing them to their very first national tournament as a team. They will go down in history as the 1st Juniors representatives of Cagayan de Oro City in the Philippine Youth Games Touch Rugby Finals.

Although the team played with grit and hard work, they also showed their lack of tournament experience while one or two showed some individual brilliance which earned themselves great reviews from the Coaches of other teams. “Maganda talaga ang play ng team ni Kuya Noel” said Jovic Paypon the former Tuloy Youth Player himself and is now a Player/Coach of the Philippine Rugby Football Union (PRFU) and a regular member of the National Development Team. “Matagal na kaming naglalaro, 3-4 years pero ang team nyo 2 months lang. Next year, definitely you guys will challenge up there” added the Coach of the Leighton Tuloy sa Don Bosco Team, this year’s Batang Pinoy Touch Rugby Champion.

However, it was hard not to feel a twinge of sadness on our journey to this historical feat. The team was rocked by the news of a bus bombing attack in Bukidnon (where Juniors player Luis Banaag and Assistant Coach Kate Dominique Egnar came from) earlier in the week. I was appalled to hear of that tragic incident, all the more to find out that one of the victims was an innocent student who was a close friend of our player from the Seniors team. To show our empathy and support to the bereaved families, we wore a specially made T-shirts on our way to Bacolod City and dedicated all our games during the competition to the innocent victims. Our gesture may not be a big transcendent moment to find peace in Mindanao but we hope that it would lift the spirits of

the families affected.
