The new coins commemorate the following: 1. The Bagong Bayani Commemorative Coin in honor of Overseas Filipinos on the 5-piso circulating coin; 2. The 150th year of Philippine Hero Apolinario Mabini on the 10-piso circulating coin; and 3. The Leyte Landing which was a turning point for the liberation of the Philippines during World War II on the 5-piso circulating coin

TANDAG City – Despite admitting difficulty hitting the periodic monthly collection target for 2014 tax goal in Surigao del Sur, which is already seen to yield a deficit, Monib Dimakuta, Revenue District Office 106 (RDO 106) chief of the Bureau of Internal Revenue (BIR) here said that they still have something to be proud of—surpassing the tax goal set for last year.

With a couple of days more left to fill in the collection gap, the BIR chief stressed that they can still manage to collect some more as the year end comes to a close.

Meanwhile, Dimakuta claimed that as of November 25, 2014, during the holding of the 11th Regional Staff Conference at BIR Regional Training Center in Butuan City, his office has posted a cumulative under-collection of P51,621,412.89 or equivalent to -8.41 percent for the period starting from January – October 2014.

region 10, echoed the Joint Memorandum Circ u l ar No. 01 s. of 2014 issued of December 4, 2014 to enjoin coordinative efforts between DILG, Philippine National Police, Bure au of Fire Protection, Department of Health, Department of Trade and Industry, Department of Finance, Bureau of Customs

and Local Government Units, on the regulation of the sale, manufacture, distribution and use of firecrackers, polyvinyl pipe “boga” and other pyrotechnic devices, and the adoption of advocacy campaigns and preventive measures from firecracker and firework injuries or death and damage to properties, during Christmas and New Year’s celebration.

This circular is in furtherance of public safety, order and national security, pursuant to Republic Act No. 7183 or An Act Regulating the Sale, Manufacture and Use of Firecrackers and Other Pyrotechnic Devices, and the promotion of health and safety and general welfare of the people, in accordance

with Section 16 of Republic Act No. 7160 or the Local Government Code of 1991, said Atty. Burdeos.

He reminded all concerned to strictly enforce existing laws prohibiting the sale of firecrackers and other pyrotechnic devices that may cause injuries or death during the celebration of the Yuletide season.

The Philippine National Police (PNP) and the Bureau of Fire Protection (BFP) are directed to conduct “intensified joint inspections” of manufacturing sites and warehouses to avoid disaster in stockpiling of firecrackers and pyrotechnic devices.

The workers of Don Bosco Network Multi Purpose Cooperative claimed for coop share, savings, dividend or patronage refund, 13th month pay, and separation pay.

Immediately after two SEnA conferences, payment was made to workers on October 29, 30, and 31, 2014 at the DOLE Office.

At the time, this totaled to P849,589.47 representing claims on coop share and savings, and 13th month pay.

Separation pay will have to be decided by the Coop

Board when they convene.

All benefits will be paid except for the separation pay and the patronage refund, said Sophia Bautista, administrative manager of Don Bosco Network Multi Purpose Cooperative.

Declaring no profit and patronage refund, workers insisted on their claims for dividends. “Gipasaligan mi sa Don Bosco nga dunay patronage refund inig abot sa lima ka tuig (Don Bosco promised there will be patronage refund after five years),” refuted one worker.

“Ocho ka tuig ko nga nagtrabaho sa Don Bosco isip usa ka fruit peeler sa DMPI. Nangayo mi ug tabang sa DOLE aron mabayaran ko sa mga benepisyo sama sa separation pay ug uban,” said another worker in a conference.

DOLE recommends raising the issue on dividends with the appropriate authority. The Office is bounded to resolve concerns on labor standards.

The Department can only do so much in resolving claims on coop benefits, stressed DOLE Provincial Head Leila P. Labor. “ The Cooperative Development Authority (CDA) can probe on the matter,” said Labor.

Puregold to spend P18.5-B to add stores nationwide PUREGOLD Price C lub, Inc . , a chai n of Philippine hypermarket and memb ership-bas ed supermarkets, plans to spend as much as P18.5 billion ($414 million) to boost its network of outlets by half in the next five years. The stock posted its first gain in three days.

The retail chain started by businessman Lucio Co at a former US military base north of the capital plans to add 125 Puregold stores and 10 S&R membership stores from 2015 to 2019, Puregold President Leonardo B. Dayao said.

Half of Puregold’s new stores will be built in the central and southern Philippines as expansion in Manila and the main island of Luzon becomes limited, he said.

“We plan to start a more aggressive expansion in the Visayas and Mindanao area where we have a limited footprint at the moment,” Mr. Dayao said. “There are many opportunities given the growth that’s spreading outside Manila.”

Light commercial vehicles lead growth in Hyundai’s sales DEMAND for light commercial vehicles (LCVs) p u s h e d u p Hy u n d a i ’s Philippine sales in the penultimate month of the year.

In a statement, Hyundai Asia Resources Inc. (HARI) said it sold 1,730 units in November, up from 1,712 units in the same month last year.

This brought 11-month

sales nine percent higher to 21,405 units this year from 19,617 in 2013. The Korean carmaker expects flat growth in sales for the entire 2014.

It sold 22,033 units sold last year.

Fueling the increase last month was the five percent increase in LCV sales to 567 units this year from 540 a year ago. In contrast, passenger car sales fell to 1,163 units

this year from 1,172 in 2013.

“We are committed in giving delightful products and exciting services as our way to bring joy to our customers this holiday season,” HARI president Ma. Fe Perez-Agudo said.

Next year, the company is unveiling three new models, which along with the newly launched Sonata, will bring up sales by a quarter.

She took 4,000 pounds of luggage. The queen had 2 outfits of clothes for each occasion. She took with her 40 pints of blood in case she needed emergency surgery. She brought her own hairdresser, 2 drivers, and many other servants.

The queen’s brief visit to America cost 20 million U.S. dollars!

C omp a re t h at roy a l entrance to God’s visit to earth. Jesus Christ entered the world in a small animal shed. The newborn King of the world slept in a feed trough for animals.

A l t h o u g h t h e w o r l d ’s calendar is based on this King’s birth, there were prob ably more animals to wel c ome Je sus t han people. Jesus’ mother, Mary, was just a 14-15 year old teenage girl who was not married when she became pregnant with Jesus. It was an embarrassing scandal. In fact, if this happened to a teenage girl like Mary today, there is a strong chance Jesus would have been aborted.

And Jesus’ hometown was a poor, low-class area.

Yet God chose to come like this to show us that even with all the unfair, bad things in life that happen to us, with Jesus in charge of

Because of the exigencies of war, the government had to be organized as a military government. Power in the government structure was concentrated on the generals and key officers in the revolutionary army.

The Katipunan was suborganized into Sanggunian Bayans or municipal governments. In turn, the latter were further subdivided into Sangguniang Balangays or district or barangay sections.

Not surprisingly, there were no civilian functionaries in the government because the civilians themselves became military officials.

The Spanish military writer Federico de Monteverde gives details on the military organization instituted by Bonifacio. In De Monteverde’s work, different insignias corresponding to each rank such as minister, colonel, brigadier general, major general, lieutenant general and captain general, worn by Katipunan officers, are fully illustrated.

In an order defining the Katipunan militar y organization, each battalion called “Katipon” composed of 203 men was drawn to include the hierarchy of officers as well as individual units in

the organization.

Bonifacio supervised planning of military strategies as well as the preparation of orders, manifestos and decrees, adjudicate offenses against the nation, as well as mediate political disputes.

It was in the interest of mediating the widening rift between the Magdalo and Magdiwang factions, that Bonifacio proceeded to Cavite.

The Archivo General Militar de Madrid (AGMM for brevity), which Filipino historians were able to access only last year, provides some additional very convincing evidence of the workings of the Katipunan. Incidentally, the Katipunan documents were featured in Dr. Jim Richardson’s book “The Light of Liberty”.

Historian Xiao Chua c o n s i d e r s t h e AG M M papers important because they showed that Katipunan actually had a centralized government. “The different letters, decrees and minutes from different chapters of the Katipunan and from Bonifacio himself prove that the Katipunan as an organization by 1896 was in itself working like a government.” (Emphasis supplied.)

AGMM records further indicate that despite Bonifacio being in Cavite in early 1897, the chain of command from Bonifacio as Commander-in-Chief to the various Sangguniang Bayans was not broken.

The government of the Pasig-based Northern District

led by Julio Nakpil (aka “Giliw”) and Emilio Jacinto (aka “Pingkian”) did not lose contact with Bonifacio and continued to receive orders from him.

The Pasig Sanggunian c ont i nu e d t o p e r f or m gove r n me nt f u nc t i ons , signing birth and marriage certificates and going along with the business of the Katipunan.

The Northern District had under its jurisdiction Katipunan local hukumans (chapters) in the provinces of Manila, Bulacan, Morong and Nueva Ecija.

What do other historians say?

Captain John Roger Meigs Taylor, an American military historian who compiled the documents seized from Philippine revolutionaries, (later known as Philippine Insurgent Records) had this to say about Bonifacio: “The Katipunan came out from the cover of secret designs, threw off the cloak of any other purpose, and stood openly for the independence of the Philippines. Bonifacio turned his lo dges into battalions, his grandmasters into captains, and the supreme council of the Katipunan into the insurgent government of the Philippines.” (Emphasis supplied.)

Gregorio F. Zaide, who wrote a Histor y of the Katipunan, acknowledged Bonifacio’s revolutionary government: The Katipunan was more than a secret revolutionary society; it was, withal, a Government. It was the

intention of Bonifacio to have the Katipunan govern the whole Philippines after the overthrow of Spanish rule. (Emphasis supplied.)

Even Teodoro Agoncillo conceded that: Immediately before the outbreak of the revolution, therefore, Bonifacio organized the Katipunan into a government revolving around a ‘cabinet’ composed of men of his confidence.

Foregoing considered, I can not but agree with the following conclusions of Dr. Guerrero et al. that: 1.

Andres Bonifacio founded the Katipunan in 1892.

2. Bonifacio initiated and established the first national government in 1896.

3.

Bonifacio became the first Philippine President, from August 24, 1896 until he was unseated in a political and electoral coup during the Tejeros Convention.

our life everyday, you and I can still have successful, happy lives. So if you think that you got a bad, unfair start in life, Jesus knows exactly how you feel. He was hurt and treated unfairly all his life. He was even finally killed and executed as the worst of criminals for something he never did. Yet even death could not stop Him and keep Him down.

After being dead and buried for 3 days, Jesus came back to life and proved that He is God the Son Who’s the Lord of life and death.

This Christmas, Jesus Christ wants you to receive His supernatural peace and power, so you can succeed and handle whatever bad, unfair things happen to you. So why not ask Jesus to forgive you for living your own way, and decide to start living His way for the rest of your life?

IFE’S INSPIRATIONS: “All this took place to fulfill what the Lord had said through the prophet: `The virgin will conceive and give birth to a son, and they will call him Immanuel’…” (Matthew 1:2223, the Holy Bible).

-ooo CHRISTMAS STORY: THE DIVORCE OF MARY & JOSEPH: Today, we will explore another Christmas story from the Bible, and that is the story of Joseph, the man who was engaged to be married to Mary.

Joseph was a descendant of King David, a righteous person.

When he found out that Mary was already pregnant even if they did not have any sexual relations yet, he planned on quietly leaving her.

Yet, as he was thinking about this divorce, an angel of God appeared to him in a dream.

The Bible did not mention the name of this angel, but I believe that it was the same angel, Gabriel, that visited Mary earlier, announcing to her that she was the virgin who had been prophesied to conceive and give birth to the Son who will be called “Almighty God, Everlasting Father”.

Unlike the encounters of Mary and, earlier, of Zechariah, the father of John The Baptist, with the angel Gabriel where

the angel appeared while both Mary and Zechariah were wide awake, it is interesting to note that Joseph was not given this privilege, for the angel that appeared to him came to him while he was sleeping.

-ooo ANGEL VISITED JOSEPH IN A DREAM: Indeed, this should give some reason for thinking among Christian believers. For while Zechariah met Gabriel face to face, at the moment that the birth of John The Baptist was announced, why was Joseph visited merely in a dream? Wasn’t the message to Joseph equally significant, if not more serious, than the message to Zechariah?

Be that as it may, the angel who visited Joseph said this to him: “Joseph son of David, do not be afraid to take Mary home as your wife, because what is conceived in her is from the Holy Spirit. She will give birth to a son, and you are to give him the name Jesus, because he will save his people from their sins.”

Joseph must have been totally shocked. As an Israelite, I am sure he was aware of the prophecy made by Isaiah some 1,000 years earlier about a virgin conceiving and giving birth to a son who will be called by many names---Emmanuel (which

means “God is in us”) and, as we stated earlier, “Almighty God, Everlasting Father”, thereby confirming that the son to be born is God Himself.

-ooo CHRISTMAS, A STORY OF OBEDIENCE, TOO: And Joseph must have realized by then that Mary was the “chosen virgin”, as it were. He must have wondered, the prophecy was playing out right before him, and that he must have profusely thanked God that he was made a part of God’s plan for the salvation of mankind.

The command of the angel to him that he should name the son to be born “Jesus” confirmed that this son was God coming down from heaven and assuming human form, for “Jesus” meant “the Savior of His people”. In fact, the Bible was clear about this when it said “All this took place to fulfill what the Lord had said through the prophet: the virgin will conceive and give birth to a son…”

Joseph then decided to agree to what God had been doing and obey everything that was told him, so when he woke up from his dream, he took Mary home as his wife, although he did not consummate his marriage with her until after she gave birth to Jesus. Beautiful

Governor Emano led the opening of Palarong Pampook MISAMIS Oriental - The weeklong series 2014 of National & Regional sports festival, Palarong Pambansa 2014 formally opened here, Monday December 15, 2014 leading the biggest annual sporting event for youth enthusiasts from various parts in the region, with some 14 contingents representing 8 cities and 5 provinces of region 10 who saw feat in the sports competition. Among those who participated are players in the regional meet from the provinces of Bukidnon (Gallopers), Cagayan de Oro (Rafters), Camiguin

(Waves), El Salvador (Warriors), Gingoog (Fortuners), Iligan (Volts), Lanao de norte (Peace Maker), Malaybalay (Mountainers), Misamis Occidental (Transformers), Oroquita (Wranglers), Ozamiz (Gotta), Tagum (Stars), Valencia (Millers) and host province Misamis Oriental (Blazers).

The opening ceremony commenced with a parade that started at Jasaan sports field of Jasaan central district that was joined by Deped officials, Palarong Pampook Executive committee members, local of-

ficials, NMRAA officiating and technical officials, delegates from 14 contingents in the region.

Misamis Oriental Governor Yevgeny Bambi Emano led the formal opening of the Palarong Pampook 2014 along with DepEd Mis.Or schools division superintendent Dra. Cherry Mae L. Limbaco, Atty. Shirley O. Chatto OIC-DepEd R10 in the province held at the Jasaan Sports field.

Moreover, Provincial Governor Bambi Emano in his message persuading the athletes aspiring them not to lose hope, because

OWWA – RWO 10 (Overseas Workers Welfare Administration Regional Welfare Office 10) now accepts ODSP (OFW – Dependents Scholarship Program) SY 2015 – 2016 applications to all qualified dependents of active OFW (Overseas Filipino Worker) members who receive a monthly salary of not more than 400USD. Applicants should be graduating high school students who intend to enroll in a 4-5 year baccalaureate degree in a state college and university or higher learning institution located in their place of residence. RA 7183 limits the manufacture, distribution, sale and use to a limited number of firecrackers and pyrotechnics to promote public health and safety.

For firecrackers, accredited manufacturers with appropriate business permits and licenses are allowed to produce “baby rockets,” “bawang,” “small trianggulo,” “pulling of strings,” “paper caps,” “el diablo,” “Judah’s belt,” “sky rocket or kwitis,” and other types with limited explosive contents.

For pyrotechnics, those allowed are “mabuhay,” “Roman candle,” “trompillo,” “whistle device,” “butterfly,” “foundation,” “jumbo regular,” “luces,” “sparklers,” all kinds of pyrotechnic “pailaw.”

Burdeos reiterated the local officials are to coordinate with the PNP and BFP to prevent the manufacture, distribution, sale and use of “deadly” firecrackers and pyrotechnics and devices that lead to tragic deaths, injuries or cause destructive fires particularly during the Christmas and New Year revelries.

Under the law, certain firecrackers and pyrotechnics including “atomic big,” “trianggulo,” “super lolo,” “giant whistle bomb” and other types of firecracker with more than 0.2 grams or more 1/3 teaspoon of explosives, firecrackers which are oversized, firecrackers which fuse burns in less than 3 seconds or more than 6 seconds are prohibited.

The order specifically mentioned the danger of using improvised guns, particularly “boga” made of polyvinyl chloride pipe which became popular among Christmas and New Year revellers.

Further, Burdeos reiterated to the Provincial Government, through the Governor, to order the city and municipal local government units (LGUs) to take the lead in conducting information campaign against the use of deadly firecrackers within their respective areas of jurisdiction.

He said the local officials are advised to convene their respective Peace and Order Councils and approve measures ensuring the safety of their constituents, including the designation of “manufacturing zone”, “display center” or “firecracker and pyrotechnic zones”, and “fireworks exhibition zone.”

“With the completion of ACR’s five-fold expansion by 2018, the combined capacities of ACR’s power plants will be at 590MW, almost 30% of the projected peak power demand of the island,” company chief financial officer Luis R. Ymson Jr. has noted.

Following its capacity shoring up, Ymson similarly expressed his expectation of a “quantum leap in revenues for ACR, as the company’s new power facilities begin to come on stream from 2015 to 2018.”

He emphasized that the first phase of the Sarangani power plant at 105-MW capacity “is already 89-percent complete and will begin commissioning in the first half of 2015 and commence operating in October 2015.”

For the plant’s second phase of the same capacity, it is anticipated on-line by the fourth quarter of 2016 – and will become part of the longer term power supply solution for Mindanao grid.

After the entry of the capacity of its Sarangani coal plant, the company executive has noted that “the ACRaffiliated power facilities are expected to generate a total of 468MW by 2016 – accounting for more than 25% of Mindanao’s projected peak demand for that year.”

Bitter or Better?

“Woman without her man is a savage.” A man and a woman were asked to read it and put the necessary punctuation marks. Man: “Woman, without her man, is a savage.” Woman: “Woman! Without her, man is a savage”.

In life perspective is everything. It’s similar to colored lenses. It colors the way we see things. We could be looking at one picture but we’ll say different descriptions.

In life, the reality is we are not necessarily born with the right perspective. This is why Paul prayed for us to have a godly perspective anchored on who God is, His incredible love for us, and His power that is available for us.

Looking back at Joseph’s life he was betrayed by his brothers, sold as a slave, falsely accused, unjustly imprisoned and then forgotten. How did he survive after all? It is his perspective that God is control.

That God has a greater plan and higher purpose far above the motive of his brothers and all the circumstances resulting from it. How about David, why did he succeed in defeating Goliath? It is because of his perspective that God is with him and Goliath is God’s enemy not his.

For the second time around a 4year old girl was hospitalized due to Dengue fever. After 21 days in the ICU she finally got well and discharged from the hospital. The family was very happy because their baby was well but 3 days after, she was rushed again to the hospital due to difficulty in breathing.

In the midst, the father said in his text message “We have full faith in the Lord. Whatever is best for our child we know that it’s His design. We are privileged because He trusts us with this challenge. Let His will be done. We will submit. We have full confidence in Him.” What a perspective... If you were

in his place can you say that?

As I look back in my own life for this year- challenges, trial after trial was thrown in my way. Truly it was only by His grace that I’m still standing today.

From financial struggles - work related challenges my perspective was “He knows better than I... trust and obey”.

The question of how my family will pay off the million settlement for our home? The final settlement for my dad’s case?, were some of the trials I faced together with my family but in the midst of these God gave me the peace that He will provide and true enough He did.

Teaching more students this year is another challenge yet it is a privilege to be used by God to bring out somebody’s potential. Mounting up a kids’ concert is really draining but the perspective of perseverance and hard work was brought out in me...and that I can do all things through Christ who gives me strength.

Problems and trials can make us bitter or better individuals. The difference lies in our perspective. I am privileged for all the challenges that He gave me this year. I have become better because of His grace. After all God is more concerned of what I am becoming inside more than what I do for Him. God loves us and He has the infinite power to surprise us with His great plans. As we face another year I encouraged everyone to develop a godly perspective to see God in all things. First you must know who God is because if you do not know God and His promises, it is impossible for you to have a godly perspective. You must know that He is sovereign, faithful, loving and just. Your perspective of God will impact your thinking, your choices and ultimately your behaviour.

To become bitter or better next year is a choice...

DOLE-X launches poverty reduction action confab for three provinces The Department of Labor and Employment-X (DOLE-X) sets the Provincial Poverty Reduction Action Team (LPRAT) meeting to the local chief executives (LCEs) from their respective local government units (LGUs) and focal persons along with the nine participating agencies that implement the Grassroots Participatory Projects (GPP) for Calendar Year (CY) 2016.

In attendance were National Anti-Poverty Commission (NAPC) regional and provincial focal persons, regional project coordinator and the community organizers in northern Mindanao.

The convergence will also present respective program menus for the GPP as well asgiving a venue to discuss prevailing issues and concerns per agencies.

LPRAT orientations were held in the provinces of Misamis Occidental covering 17 municipalities including the cities of Oroquieta, Ozamiz and Tangub on November 18-19 at Villa Amor Hotel, Oroquieta City, meanwhile Province of Lanao del Norte on November 20-21 including the city of Iligan at Maria Cristina Hotel, Iligan City with a total of 22 municipalities; and the Province of Camiguin with five municipalities on November 25 at Villa Paraiso Hotel, Mambajao.

Participants are the composition of LPRATs that includes both from the city and municipal LCEs; Sangguniang Panglunsod/ Sangguniang Bayan Member Chairman on Appropriations;

Planning Development Coordinators; Local Government Operations Officers; GPP Regional Coordinator, DILG Provincial Directors, GPP Provincial Focal Persons, Community Organizers and representatives of the Congressmen.

The orientation highlights the new joint Memorandum Circular No. 5 that stipulates the guidelines in the implementation of GPP CY 2016 and the presentation of project menus per agency as well as the discussion on the challenges and issues encountered.

Regional GPP Focal Person Hazel L. Occeña said that after the workshop, the LGUs are likewise expected to conduct their respective workshop in preparation of the Local Poverty Reduction Action Plans (LPRAP) from November 15 until the first week of December.

Thereto forth, project briefs are expected to be submitted in the Department of Interior and Local Government (DILG) on December 15, 2014.

The agencies who attended the activity include Department of Agriculture; National Commission on Indigenous Peoples (NCIP); National Anti-Poverty Commission (NAPC); Technical Educations Skills Development Authority (TESDA); Department of Trade and Industry (DTI); DILG; Department of Agrarian Reform (DAR); Department of Social welfare and Development (DSWD); and DOLE. GPP was known as the BottomUp-Budgeting in 2012-2014.
