Slower production MANUFACTURING industry’s production volume and value slowed down in October this year, the Philippine Statistics Authority (PSA) reported last week.

Volume of production index (VoPi) for October this year declined by 6.5 percent, from a 9.9 percent growth in the same month in 2016.

Likewise, value of production index (VaPi) went down by 6.3 percent in October 2017 from 4.5 percent growth last year.

PSA data showed that production of chemical products significantly contributed to the decline of VoPi, which the sector fell by 61 percent last October.

Dialogue for devt THE Autonomous Region in Muslim Mindanao (ARMM) in coordination with the National Economic and Development Authority (NEDA) conducted a dialogue with its development partners through a Regional Development Forum that seeks to get insights and support for its programs and projects.

Atty. Laisa Alamia, ARMM Executive Secretary, said the forum served as venue to inform and to show to the development partners and stakeholders the milestones and accomplishments achieved by the regional government.

“The 21 chapters of the ARMM Regional Development Plan (RDP) is anchored on the national long-term vision, a living document of the region’s vision for the Bangsamoro,” Alamia said.

“Maritime personnel are expected to implement several safety measures and contingency plans, such as activating the Department of Transportation (DOTr) Passenger Assistance Counters, ensuring that all ships and other sea vessels are properly inspected, and all passengers, bags and cargoes are thoroughly inspected prior the boarding,” Transport Undersecretary for Maritime Felipe Judan said in a statement Friday.

Palace declares Dec. 26, Jan. 2 as holidays DEC. 26 and Jan. 2, 2018 have been declared as additional holidays for government agencies under the Executive department through Memorandum Circular (MC) No. 37 signed by Executive Secretar y Salvador C. Medialdea on Dec. 13.

In line with the Malacañang memo, Chief Ju s t i c e Mar i a L ou rd e s P.A. Sereno also issued an authorization suspending work in all courts nationwide during those two days.

MC 37 said the work suspension is intended “to give the employees of the government full opportunity to celebrate the holidays with their families and loved ones.”

BSP rolls out KRN at GenSan library

ENERAL Santos City -- The Bangko Sentral ng Pilipinas (BSP) has partnered with the city government for the expansion in the area of its innovative Knowledge Resource Network (KRN).

BSP and the local government formally signed a memorandum of understanding (MOU) on Wednesday morning for the rollout of the KRN through the city public library.

Rivera signed the agrement on behalf of the city government and deputy regional director, lawyer Thelma Pantig, for the BSP. Pantig said the KRN is an information and knowledge sharing initiative that aims to enhance the public’s understanding on the BSP’s functions, programs and activities.

It seeks to help educate residents on economic and financial concepts and issues and empower

them to contribute more meaningfully to economic development, she said.

Under the program, BSP will set up a Knowledge Resource Collection at the city library that will house updated BSP publications such as books, reports, guides, manuals, primers and brochures.

It will also provide access to online publications and research assistance services that will be made available for free.

Rivera lauded the

BSP for choosing and partnering with the city as among its expansion sites for the KRN. “This will enable our constituents to learn more what the BSP has been doing,” he said during the MOU signing.

Aside from the regular public users, the mayor said they would extend the use of the KRN to city personnel.

jhan tiafau hurst Think a minute…Imagine you are walking through your town or village. Suddenly, you notice how red everyone’s eyes are and that many people are wearing sunglasses—indoors!

You don’t have to be a genius to know that a bad eye infection is spreading, infecting people who in turn infect other people.

You and I can catch many different kinds of infections from other people, especially from those with whom we spend a lot of time, such as our mate and close friends. And we do not just catch physical infections of our bodies. We catch other people’s attitudes, priorities, way of thinking and living. This is the meaning of the well-known saying: “People are known by the company they keep.” That’s why we should choose the person we marry and our

close friends very carefully.

Like it or not, sooner or later we’re definitely going to be infected and influenced by their way of thinking and living. We will become like them in varying degrees.

Imagine there was someone whom you wanted to influence you with the best character, thinking and lifestyle. Someone you could be with all day every day. A person who understood and accepted you, yet who also challenged and helped you improve daily in every area of your life. Soon everything about you started to change: your attitudes and character, your job and career success, your relationships, lifestyle and habits. All because of this one successful, exciting person you spent time with every day.

Well, Jesus Christ came to do just that. He came to infect and start changing you with His character so you can start enjoying real satisfaction and success everyday. So why not ask Him to forgive you for your wrong heart, relationships and lifestyle?

Then ask Him to take charge of your character and way of living. Only then can you catch His divine infection that will change your life permanently.

Just Think a Minute…

In fact, corruption remains pervasive as ever despite the effort of the Duterte administration to curb this malpractice in its more than a year of its ascendancy.

And Malacanang protégés, lured by the glitters of gold, had betrayed -one after the other -- their pledged of incorruptibility.

Most recent was the sacking of Presidential Commission on Urban Poor Chairperson Terry Ridon for alleged unnecessary junkets.

Corruption in government is as large a s Kong i n t h e m ov i e Skull Island, so packed with immense power and dominance. The fight against

corruption is indeed a war within, not without.

This is a fight of man’s indefatigable greed, where power corrupts, and where the powerful is corrupted in high places and down to the last man in public service.

The fight against the illegal drug trade continues yet, there is one thing that needs to be addressed upon fast and furious, and that is the campaign against graft and corruption in all fronts in the bureaucracy.

The Crusade for Clean Government is up in arms against the monsters of public funds.

In this verse, we see the Angel Gabriel, “who stands in the presence of G o d”, coming to Mar y, a v i rg i n p l e d g e d t o b e married to a man named Joseph, a descendant of David.

Gabriel told Mary, who was greatly troubled by the angel’s statement that she was highly favored in the eyes of God and that “the Lord is with you”, that she will be with child and give birth to a son, whose name will be Jesus and will actually be called the Son of the Most High and will be given the throne of King David.

Mary was incredulous, an d a c tu a l ly a s ke d t h e angel how could she give birth when she had not known a man. The angel t o l d h e r t h at t h e Ho l y Spirit will come upon her and the power of the Most High will overshadow her “so the holy one to be born will be called the Son of God.”

The angel then assured Ma r y : “Fo r n o t h i n g i s impossible with God.” In reply, Mary uttered “I am the Lord’s servant, may it be to me as you have said.”

Giving up something daily hints and traces

roy cimagala If we have the mind to follow Christ’s self-emptying and his advice to deny ourselves daily, it might be a good idea to make it a daily habit to give up something—be it a matter of comfort, preference, convenience, opinion, food & drink, etc.

To be sure, we will never run out of things that we can give up either permanently or temporarily. We, of course, should try to permanently give up on vices that we may have, but even in those things that are not necessarily bad,

we can choose to give them up, at least for a while, if only to follow Christ’s example and advice.

Nowadays, with all the things that can truly enslave us and imprison us in our own world, keeping us in a state of self-centeredness, this daily habit of giving up something can somehow extricate us from that predicament and return us to the path that is proper to us.

We cannot deny that many are into some forms of addictions. We are not referring only to drugs, a l c ohol, s mok i ng , and sex, but also to things that otherwise are good or at least are morally neutral but have managed to dominate and enslave us.

These things can be the new technologies, the internet, social media, games and sports in general, hobbies, entertainment, shopping, traveling, etc.

Some people may

rationalize that their recourse to these things is their way of resting if not of coping with the pressures of the day. Obviously, these reasons are valid, but we just have to make sure that such resting and coping do not take us away from God and from our proper relation with everybody else as is proper to us.

The problem that we often see is that these forms of resting and coping tend to distance if not alienate us from God and from others.

They tend to build a shell, a cocoon, a silo that separates us from everybody else, including God. They tend to lead us to indulge in our own selves, and to become a very sweet poison that can actually ruin us as a person and as a child of God. It’s the wrong kind of resting and coping. The right one can only heighten our relation with God and deepen our relation with everybody

else. Yes, we need to distance ourselves from time to time from our usual activities and concerns not only to rest and to cope with the pressures but, more importantly, to recover our proper senses, to regain our proper bearing.

Yes, every day we need to give up on something, even the legitimate ones, because the erratic impulses of our wounded flesh, the deceptive allurements of the world and the wiles of the devils will always hound us. We should not be naive about this reality.

We need to confront that reality realistically. And one good way is to see to it that every day we are giving up something. That would help check our tendency to slide very surreptitiously into selfcenteredness.

In fact, we should try to promote this habit as widely as possible, because it is a genuine necessity of cimagala/PAGE 11

Isuzu drives ‘Blue Power’ models in Bohol

After its series of launching event both in the Luzon and Visayas regions, Isuzu Philippines Corporation (IPC), brings its latest lineup of Blue Power Isuzu D-MAX and mu-X for a three-day ride and drive event in Bohol.

From November 8-10, IPC together with select motoring media drove the new D-MAX and mu-X models in a special performance and feature testing event headed by IPC’s chief executive, Hajime Koso.

“Our recent product introduction wouldn’t be completed without putting these units to the test, and we couldn’t think of a better setting other than the very picturesque roads of Bohol. With its naturally hilly terrain, plus

the combination of urban and rural roads – our Blue Power models are sure to the perfect companion in this kind of drive,” said Koso.

The Blue Power D-MAX and mu-X now carries the new 4JJ1-TCX EURO 4 engine that can deliver up to 177 PS and has a maximum torque of 380 N-m. Engineered with Blue Power technology, these models are now capable of providing maximum engine output, superb fuel economy - all the while maintaining Isuzu’s renowned engine durability. Apart from this, due to its advanced design and technology, the engine noticeably has less noise and vibrations, making each drive smoother and more comfortable.

headlamp, the mu-X also has a redesigned chrome radiator grille coupled with the aerodynamically designed front bumper. For better visibility, Isuzu gave the mu-X new horizontal type with LED positioning rear lamps. Finishing its new look, the mu-X now runs on a newly designed 18-inch aluminum alloy wheels, giving it better stance and smoother ride.

“The Isuzu D-MAX and mu-X Blue Power carries our most advanced engine to date, coupled with the latest features in each segment, we are confident that these new models will satisfy the ever-changing demands of the Filipino market,” Koso added.

ONTHLY sales of automotive vehicles among members of Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) and Truck Manufacturers Association (TMA) breached the 40,000mark in November this year.

CAMPI and TMA reported Wednesday that combined sales of the two industry groups reached 40,799 units last

month, increasing by 23.8 percent compared to 32,966 vehicles sold in November 2016.

It was noted that November 2017 performance posted the highest monthly sales for CAMPI and TMA. Although monthly sales of passenger cars slowed down by 2.0 percent from 12,143 units last year to 11,901 units this year, sales of commercial vehicles supported the growth of the industry in

ABOITIZ POWER Corp. on Thursday said its subsidiary recently broke ground for the 19-megawatt (MW) Bineng Combination Hydro project in La Trinidad, Benguet.

In a statement, Hedcor, Inc., which operates and manages run-of-river hydropower plants, construction of the P1.7-billion hydropower project began on Dec. 5. It is

expected to be completed in June 2019.

The Bineng Combination Hydro was approved by the municipality of La Trinidad and host barangays Bineng, Alapang, and Alno earlier this year.

The project is expected to generate 62 million kilowatt hours annually.

Pendon Thompson, the indigenous peoples’

(IP) representative of the municipality, said the communities are supportive of the project.

“Hedcor has respected our rights as indigenous people despite the absence of IPRA Law (Indigenous Peoples’ Rights Act) before. Since then, Hedcor hydro plants were built on trust. We fully support this Bineng Combination Hydro project which will greatly benefit our

community,” he said.

World Bank sees 6.7% GDP growth this year

T

HE WORLD BANK has raised its economic growth forecast for this year on the back of upbeat expansion in the second and third quarters.

The multilateral lender said in a statement on Friday that it has updated its 2017 gross domestic product (GDP) growth projection to 6.7% from the 6.6% stated in its East Asia and the Pacific Economic Update report published in October.

The hike in its growth projection was attributed to the stronger-thanexpected 6.9% economic expansion posted in the

third quarter, as well as the upward revision of second-quarter GDP growth to 6.7% from 6.5%.

“Continued global economic recovery gaining steam has led to higher than expected export growth for the Philippines and an encouraging upturn for the third quarter of 2017,” Birgit Hansl, World Bank Lead Economist for the Philippines was quoted as saying in the statement.

It added that improved global trade due to simultaneous recovery in major advanced and developing economies meant “stronger import

demand from the country’s main trading partners, such as the United States, Japan, and Europe” for the Philippines.

Meanwhile, World Bank’s 2018 GDP growth forecast remains at 6.7%.

“If investment growth accelerates faster along with increased spending in public infrastructure, economic expansion can be even higher in 2017 and 2018 and exceed the current projection of 6.7%,” Ms. Hansl noted.

Asian Development Bank (ADB) also recently raised its economic growth forecast for the country to 6.7% from 6.5%, citing

accelerating infrastructure spending and robust growth.

The World Bank’s and ADB’s shared forecast is slightly faster than the 6.6% GDP growth print expected by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), International Monetary Fund (IMF) and Organization for Economic Cooperation and Development for this year.

For next year, IMF sees the economy growing by 6.7%, while ADB and ESCAP see GDP expanding by 6.8%.

9 Bangko Sentral revises down PH balance of payment for 2017 THE Bangko Sentral ng Pilipinas’ (BSP) policymaking Monetary Board (MB) has revised down the expected deficit in the country’s balance of payment (BOP) position for 2017 to $1.4 billion from $500 million last June.

In a briefing, BSP Deputy Governor Diwa Guinigundo said higher importation by the Philippines was the main factor for the revision of the BOP assumption.

“Because the economy continues to grow, imports have sustained their momentum, particularly on the imports of raw materials and intermediate products. In the sense, that actually contributed to the

Attitudes Survey showed a big improvement on Filipinos’ appreciation of the electronic payment system, with six out of the 10 respondents saying they prefer electronic payments rather than paying in cash.

This number translates to a 57 percent outcome, up from 46 percent during the similar survey

done five year ago, Visa Country Manager for the Philippines and Guam Stuart Tomlinson said in a briefing Wednesday.

The survey was done online and participated in equally by about 3,000 persons aged 18-55 years old from six Asian countries namely the Philippines, Singapore,

Malaysia, Thailand, Indonesia and Vietnam.

Results for the Philippines alone showed that 49 percent of Filipinos are carrying more cards and 29 percent carry less cash since they consider e-payments safer than carrying cash.

It also showed that 71 percent of Filipinos

shop online at least once a month, up 11 percent compared to the previous year, as digital shopping attracts more people.

The central bank, in a statement, said the current account improved and registered a $554 million in the third quarter this year from year-ago’s $30 million deficit but it was not able to offset the large outflows in the financial account after some investors withdrew some of their portfolio investments.

For the whole of 2017, the financial account is seen to register a net outflow of $500 million from $800 million as of end-September this year.

Xavier Ateneo Civil Eng’g faculty wins ‘Best Oral Paper Presentation’ at national confab

faculty member of Xavier Ateneo’s Civil Engineering department was awarded the Best Oral Paper Presentation at this year’s Philippine National Remote Sensing Conference (PNRSC) held in Butuan City.

Engr. Jefferson R Vallente Jr bagged the award for their paper, “Structural Flood Mitigating Measures in Bitan-ag Watershed,” under the Disaster Management & Climate Change Impacts and Adaptions category during the national conference dubbed as “Remote Sensing for the People” held from November 28 to 29.

The research investigates the effect

of channel enlargement and detention ponds as means to alleviate flooding problems in Bitan-ag Creek over a 25-50 year rain event. It utilized extensive data from field observations and remote sensing data using a combination of hydrologic and hydraulic modeling. This shows the effectiveness of the flood mitigating measures, which is its capacity to reduce the flooded area, combining channel enlargement and detention ponds.

The said paper was co-authored with XU Engineering faculty members Engr. Dexter Lo and Engr. Jan Taat and Xavier Ateneo alumni Paul Christian Dalagan, Arc Siede Cabugsa, Alec

Joyo, and Alejandro Montañer.

Two other papers from Xavier Ateneo were also presented under the Urban Infrastructure category, namely: 1. “Hydraulic and Hydrologic Analysis of the Iponan Watershed with the Dike System,” co-authored with CE faculty members Engr.

Lo and Engr. Taat and alumni Casey Alla, Czarina Ann Casirayan, Mark Jayson Portarcos, Nico Miguel Tabanas, and Allen Jay Wee Eng; and 2. “Landslide Risk Assessment in Five Selected Barangays in Cagayan de Oro City, Philippines,” co-authored with CE faculty member Dr Gerardo Apor and alumni Therese Zennia

Marie Estenzo, Russel Paluya, Jasper Peñamante, and Kevyn Gerard Tan The conference organized by the Philippine Geosciences and Remote Sensing Society (PhilGRSS), in partnership with the Department of Science and Technology (DOST), showcased some of the recent advancements in Remote Sensing Technologies and GeoInformation System (RST-GIS) applications all over the country.

Around 100 papers were presented at the said conference highlighting the different applications of the emerging RS-GIS and space technology in the Philippines, especially for the PHL-Microsat program.

Consumer outlook was broadly steady for Q4 2017, with the overall confidence index (Cl) decreasing slightly to 9.5 percent from 10.2 percent for Q3 2017. This means that the optimists continued to outnumber the pessimists but the margin for the current quarter was slightly lower relative to a quarter ago. The Cl is computed as the percentage of households that answered in the affirmative less the percentage of households that answered in the negative with respect to their views on a given indicator.

Respondents indicated that their continued positive sentiment during the current quarter was on account of additional family income and higher salary, and availability of more jobs leading to an

increase in the number of employed family members.

However, their slightly less favorable outlook, which counterbalanced their positive views, was due to concerns on: (a) higher prices of goods and household expenditures, (b) peace and order problems (particularly, extra-judicial killings, drug issues and crisis in Marawi), (c) occurrence of calamities such as typhoon, and (d) poor health and high medical expenses.

For the next quarter (Q1 2018), consumers’ optimism likewise remained steady, as the Cl showed a fractional decline to 17.5 percent from 17.8 percent in the previous quarter’s survey.

Meanwhile, consumer outlook for the year ahead was less upbeat as the Cl declined slightly to 32

percent from-33.7 percent a quarter ago.

Consumer confidence is measured across three component indicators, namely, the country’s economic condition, family financial situation, and family income. For Q4 2017, consumer sentiment on the three indicators was mixed, as optimism was lower on the country’s economic condition, steady on the family’s financial situation and higher on family income.

Notably, a record-high Cl was posted on the outlook on family income (at 10.3 percent from 9 percent in the previous quarter).

For the next quarter (Q1 2018), consumers’ views on family finances and income turned more buoyant but that on the country’s economic condition weakened. The same broad trends were

observed for the year ahead.

Consumer outlook was also mixed across income groups for the current and next quarters and the year ahead. For the current quarter, the low-income group turned less pessimistic due to the availability of more jobs and good harvest.

Meanwhile, the middleand high-income groups both registered a positive but weaker outlook as they anticipated lower salary and higher household expenditures. For the next quarter and the year ahead, the sentiment of consumers was less favorable for the lowincome group, steady for middle-income and was more upbeat for highincome.

This means that respondents who expected to spend more on goods and services outnumbered those who said otherwise, and the number that said so increased compared to a quarter ago.

The more upbeat outlook on consumer spending was observed across all commodity groups and geographical areas

in both NCR and AONCR. The percentage of households that considered the current quarter as a favorable time to buy bigticket items increased to 31.9 percent from 30.2 percent for Q3 2017. The more favorable outlook on buying conditions was evident across all bigticket items. For the year ahead, buying intentions of respondents across all bigticket items likewise improved to 12.7 percent compared to 11.2 percent from the previous quarter’s survey results.

The percentage of households with savings decreases for Q4 2017 For Q4 2017, the percentage of households with savings decreased to 35.6 percent from 36.8 percent in the previous quarter. The decline in the percentage was observed in both NCR and AONCR. According to respondents, they save money for the following reasons: (a) emergencies, (b) education, (c) health and hospitalization, (d) retirement, (e) business capital and investment, and (f) purchase of real estate. Almost two- thirds (65.4 percent) of household savers had bank deposit accounts while 45.6 percent kept their savings at home and 38.8 percent put their money in cooperatives, paluwagan, other credit/ loan associations, and as investment (e.g., insurance (such as SSS and Pag-IBIG)).

Meanwhile, the percentage of respondents who reported that they could set aside money for savings during the current quarter edged up to 43.6 percent (from 43 percent for Q3 2017). However, the proportion of those that could set aside 10 percent or more of their monthly gross family income was lower at 37.1 percent (from 40.3 percent for Q3 2017).

Consumers expect inflation and interest rates to rise and the exchange rate to depreciate for the year ahead The survey results showed that consumers anticipated inflation to increase but to remain within target, interest and unemployment rates to go up and peso to depreciate in the next 12 months. The number of respondents with views of higher inflation increased compared to that a quarter ago, reflecting stronger inflationary expectations over the next 12 months. OFW households that utilize their remittances for savings increases for Q4 2017 Of the 471 households included in the survey that received OFW remittances for Q4 2017, 97.2 percent used the remittances that they received to purchase food and other household needs. The proportion of households that said so as well as those that allotted part of their remittances for education (62.6 percent), pu rch a s e of c ons u m e r durables (23.4 percent), purchase of house (14.2 percent), and investment (5.9 percent) declined. Meanwhile, the percentage of OFW households who allocated part of their remittances for medical expenses (54.1 percent), savings (42.3 percent), debt payments (42 percent), purchase of motor vehicle (8.5 percent) and other

miscellaneous expenses (3 percent) increased.

About the survey The Q4 2017 CES was conducted during the period 2-14 October 2017. The CES samples were drawn from the Philippine Statistics Authority (PSA) Master Sample List of Households, which is considered a representative s a mp l e o f h o u s e h o l d s nationwide. The CES sample households were generated using a stratified multi-stage probability sampling scheme.

It has a sample size of 5,581 households, of which 2,722 (48.8 percent) were from NCR and 2,859 (51.2 percent) from AONCR. Of the sample size, 5,410 households responded to t he su r ve y, e qu iv a l e nt to a response rate of 96.9 percent (from 97 percent in the last quarter’s survey).

The respondents consist of 2,617 households in NCR (with 96.1 percent response rate) and 2,793 households in AONCR (with 97.7 percent response rate). The majority of the respondents were from the low-income group (44.4 percent) and from the middleincome group (38 percent) while 17.6 percent were from the high-income group.
