More interventions DAVAO City -- Farmer groups in the city admitted the apparent lack of awareness of the sector when it comes to the Asian Economic Integration which is set for full implementation by 2015. And unless they get more intervention programs to help them understand the effects of the AEC, then they are at the losing end. “We have to train farmers to become sustainable first before they can compete in the global market,” City Agriculturist and Fisheries Council (CAFC) chair Dan D. Mitchao said, adding that “teaching them to be sustainable requires the collective intervention of nongovernment organizations and various government agencies.” He said on top of the agenda is the construction of more efficient farm to market roads to make the farmers more competitive.

Consumer group seeks lower ceiling for IMEM
A
By MIKE BANOS, Editor-at-Large
COALITION of Mindanao consumer groups is asking government to lower the ceiling price for the Interim Mindanao Electricity Market to make it a more viable solution to ending rotating brownouts in the island.
During presentations made to Iligan City officials on December 3 & 7, the Mindanao Coalition of Power Consumers (MCPC) said the present IMEM ceiling price of P32.00 per kilowatt hour (kWh) has no factual basis and would result in a rate impact to consumers of up to P20/kWh, especially for distribution utilities with significant shortfalls in their present energy supplies. Simulations presented by the MCPC show that from the P2.79/kWh blended rate now being supplied by the PSALM/NPC in Mindanao
to DUs, a supply mix of 40% from PSALM and 60% from the IMEM would result to a generation rate of P15.31/ kWh or an increase of P12.51/ kWh (assuming a load factor of 100% for PSALM and 50% for IMEM using the price cap of P32/kWh). T h i s w o u l d h av e a rate impact to residential consumers of as much as 226% (equivalent to a P13.40/ kWh increase), from an allPSALM rate of P5.93/kWh to P19.33/kWh. In its petition, MCPC proposed the deferment of the IMEM/PAGE 11
