Psycho-social sessions ILIGAN City -- Hundreds of youth displaced by the ongoing conflict in nearby Marawi City underwent series of psycho-social and peace building sessions to help them cope up with the strain inside the evacuation camps and mentally recover from the effects of the armed conflict. Dubbed as “Kwentuhan Kabataan,” the young adults were given the necessary interventions through funfilled games and story-telling activities. The activities are part of the Office of the Presidential Adviser on the Peace Process’ (Opapp) early recovery program for the displaced individuals brought about by the armed conflict in Marawi City. The healing activity is in line with the directive of Opapp Sec. Jesus Dureza to “build relationships, bring back social cohesion, and mending the torn social fabric brought about by the armed conflict.”

I N DA NA O lawmakers have expressed support for the rehabilitation of the besieged Marawi City through allocation of funds as the Lower House has started deliberating the national budget for next year.

The House of Representatives has begun scrutinizing the proposed general appropriations for 2018 in the amount of P3.767 trillion, which is dubbed as “The Budget that Reforms and Transforms,” last August 1, said the House of Representative on its website. The proposed budget was handed in by President Rodrigo Duterte to House Speaker Pantaleon Alvarez and Senate President Aquilino Martin Pimentel III during his second State of the Nation Address last July 24. In the budget, the education will get the biggest share with a proposed funding of P691.1 billion. But for Rep. Juliette Uy, of the funds/PAGE 11

BUDGET and Management Secretary Benjamin Diokno said Republic Act (RA) 10931, the law providing free tuition fee to students enrolled in state colleges and universities (SUCs), will be implemented starting school year 201819. ” The law is forward looking. It cannot be applied retroactively. Hence, in the immediate term we’re talking of academic year 2018-19; strictly speaking, the first semester of AY (academic year) 2018-19,” Diokno said in an SMS message. Before the proposed measure was signed into law, Diokno voiced his concerns, primarily on the

fund that will be used for this program given that the needed budget is big because there are about 114 SUCs around the country. On Friday, the Budget and Management chief said this was his “immediate concern.” ”There should be no e x p an s i on i n s tu d e nt population,” he said, noting that this would be the basis for budget allocation.
