HE establishment of another technology park in Misamis Oriental province is in the works by state-run University of Science and Technology of Southern Philippines (USTP) to bolster food innovation and food security.

BUTUAN City – The Department of Health in the Caraga Region (DOH-13) reported a 57-percent recovery rate from the coronavirus disease 2019 (Covid-19) cases.

DOH-13 director Jose R. Llacuna Jr. on Wednesday (August 5) said the region has a total number of 336 confirmed cases as of August 4, with 193 recoveries, 142 active cases, and one death.

New confirmed cases were also reported by DOH-13 on Tuesday with the arrival of the 155 Reverse TranscriptionPolymerase Chain Reaction (RT-PCR) results from Southern Philippines Medical Center (SPMC), the Northern Mindanao TB Reference Center (NMTBR), and Davao One World Diagnostic Center sub-national laboratories.

Mandatory face shield THE use of face shields will soon be mandatory for passengers and drivers of public transportation to curb the transmission of the coronavirus disease (Covid-19).

In a media bulletin on Wednesday, the Department of Transportation (DOTr) said the new policy would start on August 15 (Saturday), on top of the current mandatory wearing of face masks.

“The initiative aims to further reduce the risk of transmitting the coronavirus disease (Covid-19) in public transport facilities as health authorities have pointed out that the use of face shields and masks reduces exposure to and emission of respiratory droplets considerably,” the DOTr said.

He said the blended learning is a response of the Department of Education to the different capabilities of the population considering that there are areas where online learning cannot be done due to poor signal of the web or even with strong connectivity, people do not have the capability to buy gadgets.

Atillo stressed the principal of the school must find ways to serve all the students.

HE continuous flow of food from the country’s farms to consumers that was the result of the ongoing reforms in the farm sector initiated by the Department of Agriculture (DA) on the watch of Secretary William Dar is “one of the brightest spots” in the government’s response to the coronavirus pandemic.

Finance Secretary Carlos Dominguez III said that on top of ensuring the stable supply of food

amid the coronavirus disease 2019 (COVID-19) contagion, the DA, under Dar’s able leadership, has also kept the African swine fever at bay and the outbreak of avian influenza or bird flu controlled and eliminated, Dominguez said.

“With his capable and systematic handling of these and other significant issues, we face the COVID-19 pandemic with renewed strength on the food security front,” said Dominguez during the event marking the second anniversary of Dar in public service and his first year as a member of the Cabinet of President Duterte.

“We are fortunate that

when the pandemic hit our country, some of the reforms Secretary Dar introduced had already taken root. Much of these measures relate to building of productivity and enhancing the resiliency of our agriculture sector,” added Dominguez, who was an agriculture secretary himself in the 1980s in the administration of the late President Corazon Aquino.

After lauding Dar for his accomplishments, Dominguez challenged him and the DA to fulfill a 2-percent annual growth target for the agriculture sector to keep it ahead of the country’s population expansion rate, which was estimated at 1.4 percent

in 2019 by the Philippine Statistics Authority (PSA).

“The steady growth of our agriculture sector is crucial to achieving stable food prices for all Filipinos,” Dominguez said.

Dominguez noted that despite some weaknesses in the logistic system and the rush of, some local government units (LGUs) to seal borders during the imposition of community quarantine last March in various parts of the country, no food riots and hoarding of supplies have broken out.

“The continuous flow of food from our farms to our consumers is one of the brightest spots in our response to this pandemic,” he said.

Dominguez said the Department of Finance (DOF) is proud to have worked with the DA in ensuring access to affordable food by securing Vietnam’s commitment to continue exporting rice to the Philippines during the pandemic.

This was despite Vietnam’s initial declaration of imposing export restrictions after its farms suffered a prolonged drought.

Italpinas posts 29% earning growth despite lockdown

TALPINAS DEVELOPMENT CORP. (IDC) continued posting a double-digit income growth in the second quarter despite the strict quarantine rules to contain the coronavirus disease 2019 (COVID-19) outbreak.

In a regulatory filing sent to reporters on Tuesday, IDC said its net income stood at P19.59

million, higher by 29% from the same period a year ago. Its net sales jumped 48% to P144.23 million.

On a six-month basis, IDC’s net income is up 44% to P35.31 million, and its net sales stood 36% higher to P278.69 million.

Globe income down nearly 8%, capex guidance cut by 20% THE second-quarter net income of Globe Telecom, Inc. declined 7.8% to P4.90 billion from P5.32 billion in the same period last year due to the impact of coronavirus lockdowns on its operations.

Compared with its first-quarter net income attributable to the parent of P6.6 billion, Globe’s latest net income is lower by 26%.

Globe’s service revenues in the second

quarter declined 3.6% to P35.54 billion from P36.88 billion during the same period last year. The amount is also lower by 4% compared with the service revenues posted in the first quarter of the year.

In a regulatory filing, the Ayala-led telecommunications company said the decline in its revenues was mainly caused by the impact on its operations of the enhanced and modified enhanced

Work till you win Think a minute… One day in 1894, Guglielmo returned to his room on the third floor of his parents’ house. He had spent several months of reading books and filling notebooks with detailed drawings and diagrams. Now it was time to work at bringing those drawings from paper into practical inventions to use in real life.

He got up early every morning and worked all day until late at night, to the point that his mother began to seriously worry about his health. He worked so long and hard every day, barely stopping to eat or sleep, that he continued losing weight.

Finally the day came when he announced to his family that he was ready to show them what he had been working tirelessly to build.

Somehow, that vigilance was able to stop illegal fishing.

R e c e nt ly, f i s h e r m e n leaders came to meet me and reported that commercial fishing boats are again raking the fish in the municipal waters. Such int r usion is prohibited and must be stopped even if these commercial fishing boats are owned by rich and influential people. As agreed with the coastal cooperative leaders, we will resume the conduct of the nightly sea-borne patrol to protect the grandeur of the bay.

Yes, the grandeur that is Macajalar Bay spoke well for itself. But that same grandeur was then fast disappearing as it underwent progressive state of impairment and with it, the marginalization of the coastal populace. Unlike in the 60’s when fish would literally jump into their “bancas”, fish can hardly be caught now.

Why? What are the fatal blows that caused the death of this once mighty ecosystem?

The bay has been treated as a waste pit. First is industrial pollution. Chemical wastes from industries and factories were just dumped in the bay.

These wastes poison sea life and even entered food chains.

Another silent killers are the chemical fertilizers and insecticides heavily used in the surrounding plantations and farms. These nonbiodegradable, petroleumbased agricultural inputs are washed from soil into rivers

and into the sea. Many of our fisherfolk can attest to the fact that when it rains, many fish float dead in the rivers and in the sea. Worse, we strongly suspect that the water table may already be contaminated by these toxic chemicals.

In fact, one scientist wrote an article, “Drink Now, Die Later,” as he fears that our drinking water may not be that safe anymore.

The bay is also a victim of soil erosion and siltation.

What men do in the uplands affects the life in the sea.

Because trees were cut, soil has been eroding that destroys corals reefs as well as our mangroves. The illegal mining activities including hydraulics have worsened the condition of the bay.

Rodrigo Duterte’s State of the Nation Address here we back to facing the stark realities.

My take? Duterte could have just done away with a prepared speech if the items he raised in the SONA were all there is to it. Here is why.

He could have just said that that it was as early as 2012 when then Pres. Benigno Aquino III and Foreign Affairs Sec. By reading the speech he missed that vital event why China held on to that territory and that war cannot be an option.

Well, Duterte did mention about Lopez, a media oligarch who had victimized him. The unfettered exercise of media empire in Philippine politics is of course legendary and for Duterte to survive the might of the network makes him a legend too.

I BELIEVE this is what many of us are fast realizing these days. With the multiplying things we have to attend to each day, we are pressured to learn how to orchestrate them if only to come out at the end of the day with some meaningful accomplishment and with a great sense of consistenc y despite the different tasks involved.

Yes, we have to learn when to move fast and when to move slow, when to be active and when to be contemplative, how to distinguish between the essential and the incidental.

We have to sharpen our sense of order and priority, especially because very often we would be faced with competing priorities.

B esides, we have to know how to combine the intellectual and the physical aspects of our work, the old and the new, the traditional

and the innovative. We have to know how to blend our duties at home with our responsibilities at work. We have to be ready to cope with our usual daily routine and the occasional surprises that come our way.

That task of orchestrating all these things has become an urgent necessity indeed.

And it is understandable that we be tempted to be very practical about this concern and to meet its demands with simply practical means.

But I believe that being practical in all this would at best be only a temporary remedy. It cannot go the distance. What is absolutely necessary to properly tackle the challenge is to root ourselves on God. He is the source and goal of unity among the endless diversity and variety we find in our life.

God is the one who can

show us the proper priorities among the many concerns and tasks we have. After all, he is the creator of the whole universe and as such, is the original and supreme lawgiver, the establisher of the proper order in the world.

In Christ, the God made man to give us “the way, the truth and the life,” we are given the way of how to orchestrate the many tasks and the diverse concerns we have everyday. In Christ, we are given how to orchestrate things in the context of our fallen nature, our wounded condition that is in need of healing and redemption.

We cannot deny that this delicate task of orchestrating the many things in our day, some of them competing or even conflicting with each other, has to contend with our weaknesses and the many temptations around, plus the many sinful structures

THE government is studying to provide tax incentives to companies that would maintain the number of their workforce amid the coronavirus disease 2019 (Covid-19) pandemic and community quarantine measures, Trade Secretary Ramon Lopez said on Tuesday.

“We’re trying to consider for companies that they do not reduce workforce could be given an additional year of tax holiday or tax incentive as a way to incentivize them not to remove workers.

This has been considered now,” Lopez said during the joint webinar of European business groups.

He added that the government is pursuing policies, including legislation, which would improve businesses and the investment climate despite the pandemic.

The coronavirus disease (C OVID-19) p andemic has toppled various aspects around the world and one of which is the education of the children. Despite the schools’ early closure last school year and the delayed opening of classes for school this year, 2020- 2021, the gover nment st i l l made initiatives to continue and pursue learning with the use of several modalities.

However, these modalities will be more helpful with proper dissemination of i n f o r m at i o n , e f f e c t i v e communication and a well tightened rapport of teachers and the children’s parents.

Research shows that parental involvement can aid teachers and can also develop good relationship with their children while both learn new knowledge. Also, by having more contact with parents, teachers learn more about students' needs and home environment, which is information they can apply toward better meeting those needs.

Additionally, parents can support and influence the adoption and implementation of a new way of learning amidst this undertaking. The parents can help understand, inter pret, monitor and evaluate the implementation

of the new normal education by keeping abreast with the performance of their children, particularly by monitoring their activities, pretest and post-test, and various assessments.

Thus, a healthy relationship between the teachers and parents is essential, as this will enable everybody to harmoniously work together, which will have a positive impact on the students even we are still facing the pandemic.

The pandemic requires the system to rapidly offer online learning. But many are e n c ou nt e r i ng t h e difficulty of developing high quality online learning from scratch. The answer is for cooperation between DepEd and the private schools.

It is called buy-build strategy. The public and private schools sector can

integrate ready-made high quality online courseware from each other into their curricula even as DepEd builds its internal online capabilities over time. This strategy enables timely response as well as the development of long term online capability. Once the response has stabilized, public schools can start authoring digital content using widely available, cost-effective tools. They can combine that with live lectures or custom assessments to keep students on track.

The higher education ecosystem has historically been seen as slow to adapt.

But educators – faced with unprecedented urgency – now have the ability to deliver high quality teaching and learning online.

remains robust this week even with the ongoing five-year treasury bond (T-bond) offer of the Bureau of the Treasury (BTr), which will end on Friday.

He said demand is also high despite the reimposition of the modified enhanced community quarantine (MECQ) in the National Capital Region, Bulacan, Laguna, Rizal, and Cavite for 15 days from August 4 to 18.

He said the strong demand “indicates that liquidity in the financial system remains ample.”

“Looking ahead, the BSP’s monetary operations will remain guided by its assessment of market developments and liquidity conditions,” he added.

THE partnership of local officials and the diverse institutions in the education sector is crucial to the success of blended learning in the country.

Blended learning, or the combination of online and face-to-face classes, is the mode of instruction being pursued in the field of education amid the continuing threat of the COVID-19 pandemic — and as the DepEd and its partner institutions are conducting a nationwide dr y run before class opening on August 24.

On the basis of the results of the dry run, we were really encouraged t hat te achers and t he school officials were able to demonstrate creativity, commitment and passion in the communities.

In the course of implementing blended

learning, the DepEd shou ld not ce nt r a li z e the distribution and reproduction of learning materials. For the first quarter, learning materials would be reproduced at the ground level—in t he regions, divisions and schools. It’s not the central office that would tell schools what to use; they will be guided depending on what resources they have at home or school, and they will make decisions whether to do online classes or use learning modules.

Local governments that have more special education fund can say that they are going to procure gadgets for every learner in their area, [while] learners in the far-flung areas will have to make do with TV and radio, so there would really be differences in access to resources.

Between January and May, the region suffered from low voltage and power fluctuations on both the generation and distribution sides, the NGCP said.

It said in a statement Tuesday that it has “exhausted all short and mid-term re me d i a l me asu re s” to resolve these issues which were experienced by customers of Zamboanga City Electric Cooperative, Inc. (ZAMCELCO) and Western Mindanao Power Corporation (WMPC). “ We a p p e a l t o t h e government authorities in charge of long-term planning to adopt a more holistic approach to power development, so that the needs of the grid as a whole will be better coordinated, and power plant locations will be more strategic,” it said.

Among the stop-gap measures it implemented were the installation of capacitor banks at its Pitogo substation which serves ZAMCELCO and WMPC. It also conducted a transposition activity for the Aurora-Nagamin and Nagamin-Z amboanga 138-kilovolt lines to help mitigate unbalanced voltage in the area.

The NGCP also asked the National Power Corp. and the National Transmission Corp. to address the unresolved and unpaid right-of-way issues in the power lines which they previously operated.

Coca-Cola Beverages Philippines, Inc. continues to invest in local operations with add'l $22M

OCA-Cola Beverages Philippines, Inc. (CCBPI)—the bottling arm of Coca-Cola in the country—has allotted an additional $22M investment, or approximately PHP1.1B, in its local operations for 2020, augmenting the original $73M investment already earmarked for the year. The incremental capital infusion will go to new production lines to be established throughout the Philippines, as well as people development via job protection and job generation.

CCBPI’s total 2020 investment, amounting to over $95M (approx.

delivered additional relief goods to 6,415 households within the same barangay and in Brgy. North Bay Boulevard North.

The second TMI unit based in Nasipit, Agusan del Norte partnered with the Brgy. Sta. Ana local government for the procurement and distribution of rice and food packs for 760 households.

AboitizPower continues to support its host communities, not only by providing assistance in the disbursement of ER 1-94 funds, but also by working closely with its LGU partners in the implementation of COVID-19 response initiatives.
