Addressing poverty NATIONAL Economic and Development Authority (NEDA) Secretary Ernesto M. Pernia said the newly established Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) must immediately address issues of poor economic performance and poverty.

“The new government must address the region’s low economic performance, high poverty incidence, and poor access and delivery of quality services,” said Mr. Pernia during the first Bangsamoro Global Economic Summit on Monday.

In January, provinces under the Autonomous Region in Muslim Mindanao (ARMM) except Sulu voted to ratify Republic Act 11054, creating Bangsamoro.

Fruitfest in Baguio DAVAO City -- The Mindanao Development Authority (MinDA) will lead a fruit festival in Baguio City on August 24-25 featuring products of Mindanaoan farmers.

In a press statement released on Tuesday, newlyappointed MinDA Secretary Emmanuel “Manny” Piñol said the First Mindanao Fruit Festival seeks to help Mindanaoan fruit farmers market their products around the country.

Piñol said Baguio City Mayor Benjamin Magalong has already agreed to host the festival, with the latter expressing excitement as Baguio locals "love the fruits coming from Mindanao."

This was according to Sec. Emmanuel Piñol of the Mindanao Development Authority (MinDA), who said the agency is willing to explore the potentials of BARMM coconut growers exporting mature and green coconuts in the global market.

"I asked the legal experts last week to study the extent of the powers of the BARMM in relation to promoting the welfare of its agriculture stakeholders," Piñol said in a Facebook post Wednesday.

LIGAN City -- The local government here declared on Tuesday a state of calamity following the alarming increase of dengue cases in the city.

Local dengue cases have so far reached 1,138 with 14 deaths from January 1 to August 17 this year, according to the Iligan City Health Office.

City Health Officer Cherlina Cañaveral said the declaration authorized the local government to use the more than PHP8 million as a quick response fund against dengue.

Cañaveral said the money will be used to purchase protective

gear, fogging machines, medicines, olyset nets, and chemicals necessary to combat the mosquitoborne disease.

Part of the funds will also be used for information and education campaign against dengue, she added.

Dr. Adrian Subaan, Department of HealthRegion 10 officer-incharge, said the agency declared an outbreak here after it recorded 14 deaths this year--the highest in Northern Mindanao.

In comparison, the neighboring Cagayan de Oro City only has nine deaths.

The DOH records also

showed that Lanao del Norte ranked third in the number of dengue cases in Region 10, with Bukidnon and Misamis Oriental provinces ranking first and second, respectively.

“Why is it alarming?

The acceptable case fatality rate is only .4 percent, meaning we failed to respond to the problem.

We are way beyond the acceptable fatality rate. We should exert extra efforts in combating against dengue,” Subaan said.

The local government launched Tuesday a citywide cleanup that aims to mobilize villages in the fight against dengue.

Mayor Celso Regencia also warned that barangay officials who do not have

anti-dengue initiatives will be sanctioned.

Regencia also called on his constituents to add two more "s" --, sustain anti-dengue activities, and social dialogue-- to the government's 4S strategies against dengue: search and destroy, self-protection, seek early consultation, and say "yes" to fogging.

Meanwhile, the Philippine Red Cross (PRC) has set up a dengue

emergency medical tent in front of the City Hospital as an alternative hydration station.

Subaan said the two-bed capacity airconditioned tent is in anticipation of the increasing number of dengue cases in the city.

Aside from the PRC’s dengue emergency medical tent as alternative hydration station, Subaan has also called on the city

government to prepare other medical facilities in the barangays such as birthing stations for dengue patients.

“These are other options to accommodate all patients. We want to avoid previous cases that patients are not accommodated and were asked to go home instead," the DOH-10 chief said.

THE Armed Forces of the Philippines (AFP) is urging more towns in Misamis Oriental province to declare the communist New People’s Army (NPA) as "persona non grata" following an attack on a private firm in Balingasag town on Monday.

A press release from the Army's 403rd Infantry Brigade (403IB) said the

NPA attack occurred on a quarry site operated by power producer Mindanao Energy Systems, Inc. (Minergy) in Balingasag at about 6:30 a.m.

The Army said the rebels fired at the firm's security personnel and forcibly took five firearms.

Police Col. Robert Bahian, the provincial police director, has already

ordered his men to pursue the rebels involved in the attack.

Brig. Gen. Edgardo de Leon, 403IB commander, denounced the attack on a civilian facility as another "NPA violation of the International Humanitarian Law (IHL).

"The NPA, as a nonstate armed group, deliberately attacked an ‘undefended area’, as it is not a military compound.

The people they attacked are civilians who have no direct participation in the armed insurgency conflict because they are plain civilian security guards.

The NPA (rebels) did not distinguish civilians from combatants, which is a clear disrespect (for) humanitarian law," de Leon said.

700,000 Filipinos using GCash Forest to help save watershed M

ORE than 700,000 GCash users have joined the movement to plant trees through GCash Forest, an important carbon tracking feature of GCash, to help save the watershed that supplies water to Metro Manila.

Ney Villaseñor, Chief Corporate Affairs Officer at Mynt, which runs the country’s leading mobile wallet, said 756,370 people have signed up to collect green energy through GCash Forest as of August 19. That translates to almost 400,000 people using the new feature every month since its launch on June 25.

CEB launches Cebu-Busuanga route Fares offered as low as PHP299

THE Philippines’ leading airline, Cebu Pacific (PSE: CEB), strengthens its Cebu hub network with the launch of direct f lights to Busuanga (Coron).

Starting October 27, 2019, CEB’s wholly owned subsidiary, Cebgo, will be f lying twice daily between Cebu and Busuanga. The first f light departs Mactan Cebu International Airport at 7:25am, and arrives in Francisco B. Reyes Airport at 9:00am; while its return f light leaves Busuanga at 9:20am and arrives in Cebu at 11:00am. The second f light leaves Cebu at 10:25am, and lands in Busuanga at 12:05pm; while its turnaround f light departs at 12:25pm and arrives at 2:10pm.

Other One(s) Feng Shui

It's common amongst Chinese families that there are "other one(s)" with or without the Philippines family code.

Movies like Mano Po series explain this cultural realities and even Feng Shui isn't exempted.

What's the historical footnote of why overseas Chinese have other families?

It's due to human nature.

Migrant male or female Chinese overseas tend to be lonely and eventually fall in love in the country where they migrated. Mostly with the locals and if not with fellow Chinese or other foreigners.

But the catch is many parents match and marry them off before they even migrate to keep the wealth within the family and make sure they come back to their hometown

JUN LEDESMA STUDENT activism has been commonplace in college and university campuses. We were all lured into it in the mid-1960s. I am not sure now which came first - the Communist Party of the Philippines, the New Peoples Army or the Kabataang Makabayan but each has the fingerprints of Jose Ma. Sison.

It was the gathering storms and the university campuses were the virtual spawning places. Aside from textbooks the “Red Book” of Chairman

Mao Tse Tung and books on Dialectical materialism (the Marxist doctrine that political and historical events are products of conflicts of social forces and contradictions and solutions) were the best sellers. The conflict is believed to be caused by material needs of the proletariat which in Russia were urban workers and wage earners. Maoism proceeds from agrarian conflict and therefore targeted landless farmers and laborers.

Maoism and Marxism were potions that would foment student activism.

It was the campus political f a s h i on of t h e d e c a d e staged by KM. Elsewhere Joma Sison organized the Communist Party of the Philippines and the New Peoples Army. KM, CPP/ NPA peddled their revolution with this ideological brew that led to destructive and riotous demonstrations that bedeviled Ferdinand

Marcos Presidency. While indeed, there too was brewing separatist movement in Maguindanao led by Nur Misuari, the real reason why Marcos imposed Martial Law was the civil unrest stirred by CPP/NPA and KM and the bombing of the LP political rally in Plaza Miranda that killed a number of spectators and maimed LP candidates among them Sen. Jovito Salonga. Furthermore, Marcos was hell-bent on implementing the agrarian reform program which would address the Maoist clamor but will find opposition among the landlords.

Joma Sison was detained but soon after the so-called People Power Revolution which ousted Marcos with the machination of America t hat inst a l le d C orazon Aquino, the later promptly set Joma free. This was to be expected because CPP/ NPA was rumored to have been organized allegedly with

the knowledge of Marcos bitter critic, Benigno “Ninoy” Aquino, Cory’s husband. It was the late Senator Salonga later, who in the twilight of his years, would reveal that it was not Marcos who ordered the bombing of the Liberal Party political rally but the NPA. Mention was made that Ninoy was the only one absent during that rally.

Joma, of course, fled to Europe and had stayed there until today. His Maoist menu to incite uprising lost substance as thousands of landless tenants became beneficiaries of Marcos agrarian reform program.

Sadly when Cory assumed power, she creatively found means to exclude Hacienda Luisita by enticing the tenantworkers to be part-owner of the vast hacienda by way of stocks certificates. She also decreed that all those who do not have lands will be given lands. When the hacienda ACTIVISM/PAGE 11

Entitlement is a dangerous disease Jeff Faulkner once warned business owners, “Entitlement issues are rampant in family owned businesses. It is a stealthy and dangerous disease that can have a widespread and prolific impact on our business culture, as well as at home. How do we keep it from becoming an epidemic in our business and family lives?”

Bequeathing a business on the other hand is a oncein-a-lifetime event and any poor, hasty judgment on succession can take out a business in one fell swoop.

When you are planning on retiring soon, then having someone ready to take over the business is undoubtedly very important. But it is not an easy task to just turnover the business to someone.

The family business ecosystem is so complex and naturally confusing. It is further aggravated when family members are actively working in the business.

An enterprise with several family members has twice

as many opportunities for conflict, misunderstanding and resentments. Therefore, teamwork is essential and effective communication is critical in aligning the entire organization to the succession objectives initiated primarily by the visionary, advisor and the family members.

Consultant Rick Johnson correctly stated that “an attitude of entitlement that is displayed openly can create major challenges for even the most successful family business. This attitude is often displayed by the family member's work ethic expecting every employee to "live to work" and give of themselves unconditionally while Junior takes off every Friday afternoon or goes on extended vacations.”

Johnson further expounds that “these children often manage with an autocratic style with little empathy for employees and leaving the impression that they can do whatever they want because they will run the company

someday.”

Having entitled and confused successors in the family business is fraught with danger. When they are made (forced) to join the family business straight from college and without rules that define their participation, you can expect them to act like spoiled brats and bully their way by demanding power without accountability.

Entitlement and the next generation “owner mentality” is one of two evils (Patriarchal control is the other evil) that every parent/ business owner has an obligation to resolve. This apparent role confusion is a real danger and must be nipped in the bud before it goes out of hand. It is pervasive as the entitlement feeds into the child’s last name and becomes a birthright then suddenly degenerates into a mindset of an owner mentality.

So how can you turn the business over to your children sans entitlement? Why do other family businesses

Firstly, it all depends on how well the owner has prepared himself or herself and the children for this transition. Second, what really touched off the succession?

AirAsia exec confirms plan to launch Guam services AIRASIA Philippines chief executive officer (CEO) Ricardo Isla on Tuesday confirmed the carrier's plan to launch services to Guam.

"Among the US territories, Guam is the closest to the Philippines," Isla told the Philippine News Agency (PNA) in an interview.

The airline is applying for permits to fly to Guam.

It has filed a petition with the Civil Aeronautics Board (CAB) for the designation and allocation of entitlements to the United States of America under the Philippines-US Air Transport Agreement, and the revocation of the designation of Air Philippines (PAL Express).

A hearing for this petition is scheduled on September 10 at the CAB's office in Pasay City.

Isla commented that such application takes a long process.

"They (AirAsia Philippines) would need to seek permits from the CAB and the CAB's US counterpart. After that, the airline would also need to seek permits from the Civil Aviation Authority of the Philippines

(CAAP). CAAP would then check their aircraft, the airline's safety and capability to fly there," CAAP spokesperson Eric Apolonio told the PNA, confirming the application takes a long process.

Other plans There are several things to look forward to, and Isla noted that he wants AirAsia Philippines to improve its image beyond being a low-cost carrier.

"We would provide more destinations for the Filipinos and for our visitors going to the Philippines," he said.

On December 31, AirAsia Philippines is set to remove processing fees to encourage more people to travel because of more affordable fares.

The removal of processing fees is a regional move, with the AirAsia Group starting to implement this for Malaysia bookings on October 1. In a statement over the weekend, Group president Bo Lingam said providing more affordable fares would encourage more people to travel.

Del Monte Pacific shuts facilities in 4 US locations D EL MONTE Pacific Limited (DMPL) is shutting several factories in the United States as part of a restructuring program that seeks to bring down costs.

In a statement posted on its website, the canned fruit manufacturer said it is closing facilities in four locations owned by US subsidiary Del Monte Foods, Inc. The facilities include those in Sleepy Eye in Minnesota and Mendota in Illinois, which will stop production at the end of the current peak season.

The company will also divest from its facilities in Cambria, Wisconsin and

from its manufacturing assets in Crystal City, Texas.

DMPL will transfer production in these locations to other facilities within the US. The company looks to fully utilize the capacity of its existing plants after the divestment.

“This decision has been difficult and has come after careful consideration.

This restructuring is a necessary step for us to remain competitive in a rapidly changing marketplace,” DMPL Managing Director and Chief Executive Officer Joselito D. Campos, Jr said in a statement.

“Our asset-light

strategy will lead to more efficient and lower cost operations,” he added.

The facilities are part of Del Monte Foods’ 10 plants in the US, which sells products under brands Fruit Naturals, Orchard Select, SunFresh, and Fruit Refreshers. The company also has two plants in Mexico.

In the Philippines, DMPL operates a 26,000-hectare pineapple plantation in Mindanao, dubbed as the largest fully integrated pineapple operation in the world.

It also has a beverage bottling plant and frozen fruit processing facility in the country.

DMPL earlier

postponed the P17.5billion initial public offering of local unit Del Monte Philippines, Inc., due to market volatility.

The company sought to raise money to prepay or repay the group’s existing debt.

In its fiscal year ending April 2019, DMPL reported a net profit attributable to the parent of $20.32 million, versus an attributable loss of $36.49 million the year before. Revenues, however, slipped 11% to $1.95 billion.

The Members EXO is divided into two sub-groups - EXO-K (Korean) and EXO-M (EXO Mandarin) - as they promote their songs in both languages. Currently, the solid lineup consists

HE SOCIAL Security System (SSS) has released benefits and pensions worth P95.71 billion in the first six months to its 3.19 million members, with the bulk going to retirement funds.

In a statement on Tuesday, the state pension fund said it disbursed P55.7 billion worth of retirement benefits to 1.57 million pensioners from January to June, 8.6% higher than the P51.28 billion released in the same period last year.

Payouts for death claims by one million beneficiaries saw an

increase of 4.8% to P28.63 billion in the first half from P27.32 billion a year ago.

Disbursements for disability and funeral benefits in the JanuaryJune period respectively totalled P3.59 billion, up 7.8% year-on-year, and P2.14 billion, up 9.7%, and went to 208,863 recipients.

Sickness benefits also climbed 14.9% to P1.51 billion in the first semester from the P1.32 billion logged in the same period last year, and went to 235,000 members.

SSS President and Chief Executive Officer Aurora C. Ignacio

said in the statement that the growth in beneficiaries and claims may be attributed to the implementation of the Republic Act (RA) 11220 Expanded Maternity Leave Law in May and RA 11199 or the Social Security Act of 2018 signed into law last February.

RA 11220 increased the paid maternity leave to 105 days from 60 days, with an additional 15 days for solo mothers.

Meanwhile, RA 11199 adjusted SSS’ contribution rate to 12% from 11% and the monthly salary credits of its members to a minimum of P2,000 and

P20,000 maximum.

“In the first half of 2019 alone, the number of beneficiaries and claims have already posted significant growth since the implementation of new laws and policies of the administration,” Ms. Ignacio said.

Meanwhile, total revenues of the state pension fund increased to P115.53 billion in the first half, up 20.9% from last year’s P95.55 billion, SSS said in the statement.

Broken down, contribution collections and investments and other income stood at P99.08 billion and P16.45

THE Bangko Sentral ng Pilipinas (BSP) had a net income of P29.88 billion in the first six months of 2019, almost unchanged from same time last year of P29.45 billion, partly due to modest foreign exchange (FX) rate gains.

The BSP registered FX rate gains – which are realized gains from FX rate fluctuations – of P9 billion end-June this year versus P21.51 billion same period in 2018.

Based on the BSP’s latest unaudited

statement of income and expense, revenues were up significantly by 76.2 percent year-on-year to P65.32 billion from P37.08 billion, while expenses also increased by 42.3 percent to P41.43 billion from P29.12 billion.

Interest income from its international reserves and domestic securities, for the first six months, was up by 48.3 percent to P53.22 billion from P35.88 billion end-June 2018.

Miscellaneous income which includes trading gains, fees, penalties and other operating income, increased to P12.10 billion from just P1.19 billion last year.

Interest expenses for the first six months also went up by 65 percent to P21.49 billion from P13.02 billion. Other expenses totaled P19.94 billion which was also higher by 23.85 percent from the previous year’s P16.10 billion.

As of end-June, the

BSP’s assets reached P5.107 trillion, up 8.1 percent from P4.726 trillion same time in 2018. Total liabilities also rose by 7.9 percent yearon-year to P4.963 trillion from P4.616 trillion.

Last year, the BSP reported a net income of P39.85 billion which was higher by 69.50 percent from P23.51 billion in 2017. Its FX rate gains was at P53.13 billion from only P15.48 billion in 2017.

Move to abolish travel tax gains support from Senate THREE senators have renewed their call for the scrapping of travel tax.

They said Filipinos’ right to travel abroad should not be burdened with a travel tax which is intended to fund the enhancement of the country’s competitiveness as a major tourist destination.

Senators Aquilino Pimentel III, Emmanuel Pacquiao, and Francis Pangilinan, filed their respective bills seeking to totally abolish the collection of travel tax from Filipinos departing from all international airports and seaports in the country.

They stressed that the

imposition of travel tax is unreasonable and reduces the travelers’ right to travel.

Under RA 9593, the Tourism Act of 2009, 50 percent of the travel tax collection is given to the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) while 40 percent of the proceeds goes to CHED’s Higher Education Development Fund, and the remaining 10 percent is given to the NCCA. Currently, the travel tax ranges from P300 to as much as P2,700 per person.

“We want to send the message to our taxpayers who are not registering with the BIR that they are doing this illicit manufacturing of cigarettes. The government is really bent on running against these illegal activities of people who are manufacturing cigarettes without paying excise tax,” said BIR deputy commissioner Arnel Guballa.

He said: “” This is to s h ow t h e p e r p e t r at o r s that the government is not sleeping on its job to really curb this manufacturing of illegal [cigarettes] because with this we can stop the production and therefore we can collect the right taxes, because we need these taxes for our Build Build Build project.”

Guballa said it was the first time that the destruction o f t h e e q u i p m e nt a n d cigarettes was conducted in Mindanao.

During the destruction, the boxes of cigarettes were shredded while the various cigarette-making equipment were smashed using a heavyduty jackhammer.

BIR Strike Team chief Remedios Advincula said the tobacco products were estimated to be worth more than a billion pesos, which would include penalties.

“The destruction of these machineries is mandated by l aw t o e n s u r e t h at these devices can never be used in pursuing illegal manufacturing of cigarettes,” Balatero said.

Advincula said various charges for violation of tax law, particularly unlawful possession of fake stamps, were already filed at the D e p a r t m e nt of Ju s t i c e against the people behind the production of counterfeit tobacco products.

It is important to recall the incidents of the past to understand the present.

School campuses remain to be a veritable recruitment g ro u n d s f or t h e C P P / NPA. We have to take note that while indeed campus activism was a reality in university campuses many scholars and achievers have moved into the corporate world and some have become captains of industries. The main reason for this is that Maoist and Marxist ideology had become irrelevant even in the countries where these were conceptualized. Joma knew this early on that is why he opted to seek asylum in Europe where ironically the New Peoples Army which he founded had been tagged a terrorist organization.

But why the perceptible although a covert attempt at recruiting university students?. Because not a few thought that they are not “in” if they don’t and recruiters knew of their naiveté. It is their gullibility that drew them into the sinkhole. Not a few slips out of university c a mp u s t o at t e n d c e l l meetings and are warned t hat t he y have b ecome suspects and therefore would seek protection from their comrade. The same tactic was used by the separatists’ movement in Mindanao in the past. They were promised P10,000 monthly allowance, gave them drugs for sham operations, scare them as wanted by the law thus inducing them to join the separatist cause. With the NPAs those who seek their protection are ordered to join protest rallies shouting slogans which have not changed since the so-called 1st quarter storm.

There are many legitimate struggles like the Arab Spring which sprung from

the citizens or subjects who, on the dawn of seamless information, revealed the realities outside the confines of their homes and territories.

This is inconceivable in the Philippines where freedom of information is not limited, where freedom of movement is not confined, where speech can be slanderous and those against the government are free to extrapolate figures from the air like the 27,000 dead from extra-judicial killings and go scot-free.

The members of the NPA are dwindling. In Davao Region, not a few combatants have surrendered and were given lands by no less than President Duterte himself.

The middle-income group has become stronger and that itself is an antidote against leftist adventurism.

Pangilinan, in Senate Bill 631, said that the 63-year-old tax on all Filipino citizens, permanent resident aliens, and non-immigrant aliens who have stayed in the country for more than one year, and those who are leaving the country, is just an additional and unnecessary burden.

He said he would present to Murad "the idea of helping the coconut farmers of the Bangsamoro Region by asking the parliament to enact a measure which would specifically allow the export of mature and green coconuts."

He pointed out that Presidential Decree 1106 s e r i e s 1 9 8 5 i s s u e d by President Ferdinand Marcos restricted the export of mature coconuts due to fears that other countries would use the genetic materials of Philippine coconuts.

He said the restriction is outdated given the technology and research and development that other countries have pursued over the years.

He also noted that while f ar me rs c an not e x p or t coconuts, they suffered due to low copra prices resulting from the entry of alternative cooking oil.
