Briefly LGUs harmonization DAVAO del Norte -- The Department of Trade and Industry (DTI) based in the province encouraged recently the local government units in the province to strengthen its investment promotion through standard policies and registration process. Around 40 office heads in the local government units concerned in investment promotion, business permits and licensing, treasury and assessor assembled on August 13 at Big8 Corporate Hotel to a Forum on Business Permits and Licensing System cum Local Investment and Incentive Code Harmonization in the province. Romeo Castanaga, provincial director of DTI – Davao del Norte, said that since the establishment of the provincial investment and incentive code, their office advocated to the cities and municipalities to have their codes synchronized with the province in terms of substance and form.

LAWMAKER from Cagayan De Oro City has filed a resolution to find out whether a “dual vocational” training could address the problem of unemployment in the country.
The latest SWS survey has shown that about 12 million Filipinos in the country are unemployed and the government has been adopting measures to address it. Rep. Rufus B. Rodriguez, said on Thursday that through House Resolution 1034, the House Committee on Basic Education and Culture would determine whether the implementation of the dual vocational training is viable. He said that the “dual vocational” training practices a dual education system w here it combines t he apprenticeship in a company and the vocational education in a vocational school. Maternal, child health care in ARMM improve M A R AW I C it y - - T h e Department of Health in the Autonomous Region in Muslim Mindanao (DOHARMM) have gathered government and private health workers engaged in maternal and child health care in the region to evaluate two of the Millennium Development Goals (MDGs) t a r g e t s of t h e A R M M government. MDGs are eight international development goals set by the United Nations to be attained in 2015 following a summit of UN member states in 2000. It includes the reduction of child mor tality and
improvement of maternal health. Dayang Jumaide, DOHARMM assistant secretary, said maternal and child health care have greatly improved in the ARMM with the reduction of the maternal and infant mortality rate. In 2008, maternal mortality rate (MMR) in the region was at 245 per 100,000 live births. This was brought down to 66 per 100,000 live births in 2013, far lower than the national rate of 152 per 100,000 live births. Fu r t h e r, t h e i n f a nt mortality rate (IMR) of 55 per 1,000 live births in 2008 in the region was reduced to
16 per 1,000 live births in 2013. ARMM Health Secretary Dr. Kadil Sinolinding Jr. attributes the improvement to the wide use techniques such as Active Management of Third Stage Labor (AMTFL) and Essential Intra-partum Ne w b or n C are (EINC) and on the deployment of additional health personnel, rehabilitation and construction of health infrastructures, delivery of equipment and enhancement of skills through training. “The ARMM pioneered techniques which greatly reduced the IMR and MMR without the use of very
sophisticated machines.” Jumaide said the two-day workshop, held August 19-20, was meant to assess maternal and child health care in the region in preparation for the MDGs evaluation survey set in 2015. “We would like gauge how far have we gone in achieving our commitment to the attainment of MDGs for ARMM. We want to pool together stakeholders from the government and our partners in private institutions to strategize convergence efforts and set priority areas for mutual support and program implementation.”

You’re getting too old when all your dreams are reruns.” The very successful head of the Chrysler Automobile Corporation, Lee Iacocca, used to ask his workers: “What do you want to do? What do you want to be? What do you want to have? Where do you want to go? How do you plan to get there? Write it down. Now go do it. Bi l l g r ant i ng 1 0 0 % ownership to foreign capitalists who will engage in retail business in the country is being filed. Is this reasonable? Would this not weaken the local business? Its proponent wants to amend the Retail Trade Liberalization Law or Republic Act 8762 by removing the capital requirement provision of the retail trade law that prohibits foreign investors from owning wholly retail business in the Philippines, purportedly to address some of the perceived loopholes in the Retail Trade Liberalization Law, particularly in the capital requirement before a foreign entity may wholly own a retail
editorial establishment. It proposes to do away with these restrictions by removing the equipment and capitalization requirements in the Retail Trade Liberalization Law in order to provide a more attractive and favorable investment climate in the country. Some disagree saying equipment and capitalization requirements are just and reasonable as what other countries are doing. It is very hard for Filipinos to engage and establish business in foreign lands. Why make
it easier for foreigners to do the same in our country, an anti-proponent asked. Careful study must be done on this proposal. Although, from 2000 to 2009, foreign direct investment (FDI) in retail and wholesale sector combined was only one percent of the total FDI, there is no valid cause for it to be increased. Under the bill, foreign capitalists may be allowed to wholly own a retail business in the country with a paid up capital of $2.5 to $7.5
million. Likewise, foreigners may wholly own enterprises specializing in high-end or luxury products with a paidup capital of only $250,000 per store. Cant the Filipinos do this? We doubt. The bill provides that foreign investors shall be required to maintain a full amount of their capital or the unsold amount of their capital in case any part of the capital is sold to a Filipino citizen or a local corporation when they cease operation in the country. Well and good, but just the same, the local businesses would suffer competition which eventually will decrease their earning capacity.

in the minds of Filipinos who were either listening or watching Cayetano and Trillanes (who also want to run for president in 2016) during the Senate hearing last Wednesday, August 20, 2014, was, do Cayetano and Trillanes have the moral authority to even question the alleged corruption of Binay when they themselves have been and are being implicated in equally corrupt and pernicious activities? “Look who’s talking,” was the general sentiment of many Filipinos as they reacted with dismay over Cayetano’s and Trillanes’ evidently politicallymotivated interrogation of Binay. Indeed, that Senate hearing gave the upper chamber of Congress a big black eye once more, and showed that the lawmakers Filipinos have elected have

e have just celebrated the Solemnity of the Assumption of the Blessed Virgin Mary, the perfect and universal mother given to all of us by no less than Christ himself. The celebration somehow reminds us that, like her, we are meant for heaven, our ultimate destination. Where she is now, we can expect ourselves to be, if we do our part. To be sure, as based on our faith, this is God’s will for us. He will do everything to make this will of his a reality. He created us endowing us with faculties that would enable us, together with his grace, to attain this end. But obviously, he does not impose his will on us forcefully. We need to correspond to this will freely and lovingly. It’s true that when we die, our body and soul would be separated, but that separation would only be temporary, since at the end of time, our faith tells us that there will also be the resurrection of the body which will reunite with the soul. Our definitive
state will be as man with body and soul together either in heaven or in hell. It would be good if we can include in our mentality, lifestyle and culture the frequent consideration of heaven. It would be good if we develop a taste of heaven even now. This is not an impossibility. In fact, it is a necessity. Such awareness and attitude would help us greatly in giving our earthly life its proper shape and direction. It would give us a complete picture of our life that should go beyond the here and now, and even beyond death. Otherwise, we would have a myopic, shallow, narrow, if not distorted and erroneous view of life, and would be, in the words of St. Paul, “tossed to and fro, and carried about with every wind of doctrine by the wickedness of men…” (Eph 4,14) In ot her words and contrary to some claims, the frequent consideration of heaven would make us more realistic in our outlook and
understanding of our life. It does not desensitize us from our more immediate needs and duties in our life now. Rather, it sharpens our sensitivities and brings them to their proper and ultimate goal and consequences. But we have to understand what heaven really is. There are now a myriad of versions of heaven based more on one’s condition rather than on our Christian faith. Some people make money, food, power, drugs, sex, beer their heaven, for example. Others, like the hedonists, materialists, naturalists, stoics, Communists, Buddhists, Confucianists, Shintoists, Hindus, etc., have their own versions of heaven. It’s good for the Christian faithful to firm up their belief and understanding of the Christian heaven. It is not so much a place as a state of life. Though it is a supernatural mystery, it is very much accessible in a tentative way even while here on earth. Let’s remember Christ telling us, “Blessed are the

poor in spirit for theirs is the Kingdom of heaven,” the first among the beatitudes and expressed in the present tense and not in the future tense, as in a promise. Heaven, at least in its initial state, can be had here and now. The greatness of God, his power and majesty, his infinite wisdom, love and mercy can be played out in the ordinary circumstances of our life. Rodriguez said that the European Chamber of Commerce of the Philippines (ECCP) is pushing for the implementation of Germany’s dual vocational training in the country to create more jobs and make growth inclusive. Henry Schumacher, ECCP’s vice president for external affairs, also plans to reintroduce Germany’s dual vocational training in the country together with the European Innovation Technology and Science Center (EITSC). According to Rodriguez, Schumacher has assured of models where many a companies have benefited from the system. Schumacher stated that under the program, students would have the best opportunity to be employed by the company where they are having their dual vocational training as they became familiar with the company’s workflow and have gained both hard and soft skills from the training. Rodriguez said the ECCP refocused its EITSC in 2010 to identify relevant technologies from Europe that can be used for the development of Philippine industries and enterprises while at the same time providing trainings to enable Filipino professionals to address the needs of their respective industries. “It is best to invite all concerned, particularly the Department of Education (DepEd), the ECCP and other agencies and entities which may shed light and resolve the issue,” Rodriguez said. production in 2013. Out of 444,793 tonnes produced by the country, 444,653 tonnes were sourced from Mindanao. Antonino attributed Mindanao’s outstanding rubber production, as well as the other agricultural crops, to the rich soil and good climatic conditions in the island. Zamboanga Peninsula was the country’s top rubber producer with a 43.9 per cent share in the total output, followed by Soccsksargen
region (South Cotabato, North Cotabato, Sultan Kudarat, Sarangani provinces and General Santos City) at 38.9 per cent and the Autonomous Region in Muslim Mindanao (ARMM) at 10.5 percent. Mindanao also contributed 88.8 per cent to the total pineapple output in the same year, contributing 2,182,171 tonnes to the country’s total production of 2,458,423 tonnes, representing a 2.4 per cent growth. Production growth was influenced by reduced insect infestation and bigger fruits harvested in Zamboanga Peninsula, and expansion of corporate farms in Northern Mindanao. The country’s top pineapple producers in 2013 were Northern Mindanao and Soccsksargen whose combined output is 87.4 per cent of Mindanao’s total production. While banana production contracted by 7.2 per cent in the island-region, producing 7,013,207 tonnes in 2013 compared to 7,559,047 tonnes in 2012, it still accounted for 81.1 per cent of the total banana production in the country last year. The decline is attributed to banana plantations in Davao province that have not yet fully recovered after being levelled by Typhoon Pablo (international name Bopha) in December 2012. Despite this, Davao continues to be the country’s top banana producer with a 37 per cent share in the national production, followed by Northern Mindanao at 20 per cent and Soccsksargen at 14 per cent. Mindanao’s total cassava output of 1,812,243 tonnes accounted for 76.8 per cent of the nation’s overall production of 2,360,527 tonnes, with ARMM and Northern Mindanao as the highest producing regions with a combined share of 69.3 per cent. partnership with the Rotary Club of Cagayan de Oro for many years. And each year, the number of children that are blessed to receive their help is growing; indeed, our appreciation of their efforts only gets deeper and bigger as well. Do something good. Be someone kind. Lend a helping hand. Live life, despite the difficulties. It is my hope that, not only have we helped these kids with any insecurities or difficulties
they may have faced, but that we represented examples for them to aspire to. To do good, to be kind, to be helpful. Operation Put-A-Smile has always been more than just aesthetics, but an opportunity to - yes, make these kids smile; but also, remind them that there will always be people willing to help; willing to spread joy; willing to stand up, and say, that they are not alone.

The confusion of the students over the issue of the Bangsamoro is finally answered as the Association of Political Science Students (APSS) together with the Liceo University Muslims Association (LUMSA) and the Centrist Democratic Youth Association of the P h i l i p p i n e s ( C D YA P ) organize the Bangsamoro: Life and History Symposium on August 7. Speakers of the symposium are professors from the Mindanao State University, Marawi who are proficient of the said issue. Professor Tirmidzhi Abdullah, a professor in the histor y department, discussed the history of Bangsamoro and Dr. Najifah Calimba Pundug-Macaraya,
a P h i l o s o p hy t e a c h e r, tackled the framework of the Bangsamoro Agreement. “I am glad and honored that we were given a chance to share our knowledge on Bangsamoro.” Prof. Abdullah said. Students from different departments of the College of Arts and Sciences and the members of LUMSA participate in the said event at LDCU, AVR 3 Thursday afternoon. The symposium aimed to clarify and enlighten the confuse minds and notions of the students and the teachers regarding the Bangsamoro issue. A panel of reactors is formed to give their insights and clarifications on the topics discussed by the
speakers. The members of the panel are Mr. Roberto N. Navales, Ms. Angelie S. Azcuna both are professors of history and Mr. Joseph Aries Señara a radio announcer in Bombo Radio. Each of the reactors pointed out small issues in the Bangsamoro, such as its constitutionality, its scope and its possible effects. Students were also given a chance to voice out their concerns and questions during the open forum. “We are ve r y mu ch enlightened but still were a little confused because this issue cannot be tackled in one day. DavOr in rehabilitation stage after Typhoon Pablo - Governor Davao Oriental is making he adway in rebui lding communities devastated b y Ty p h o o n Pa b l o i n December 2012, Governor Corazon Malanyaon said on Wednesday. “We are now in the reconstruction and rehabilitation stage. So much is going on there in Davao Oriental now, so parang alive na alive talaga ang tatlong towns. Everybody seems to have work. Everybody seems to be involved in all the activities,” Malanyaon said during a press briefing after paying a courtesy call on President Benigno S. Aquino III. She was referring to the towns of Boston, Cateel, and Baganga, where about a thousand housing units are being turned over every 15 days. “We hope to turn over at least 60 percent of the total housing requirement for our typhoon victims by the second anniversary of Typhoon Pablo in December,” she said, adding that they aim to build a total of 24,000 housing units for the victims. The governor said they have also begun efforts to give the typhoon victims permanent livelihood in
agriculture and fisheries. “Na k i k it a ko t a l ag a na e ver y b o dy t a lagang nagtatrabaho. Everybody has been given the opportunity to earn income. Construction is a boom there. We are going to construct a lot of housing units, school buildings, barangay halls, ‘yung mga daycare center, and even mga infrastructure like roads, bridges, and all that,” she said. Typhoon Pablo hit Davao Oriental on December 4, 2012, claiming hundreds of lives and displacing thousands of families. The typhoon also destroyed billions of pesos worth of infrastructure and properties. The magnitude of the devastation prompted President Aquino to create a special task force led by Cabinet Secretar y Rene Almendras to facilitate a smooth disaster response mechanism for all the affected areas. Last February, the people of Davao Oriental thanked P r e s i d e n t Aq u i n o f o r mobilizing the entire national government machinery to address their urgent concerns following the onslaught of the Typhoon Pablo. DBM allots P20.5B for climate change adaptation, mitigation By Jelly F. Musico
MANILA – In an effort to strengthen climate change adaptation and mitigation, the Department of Budget and Management (DBM) has set aside P21.5 billion calamity and quick response fund under the proposed P2.606-trillion national budget for 2015. During the S enate committee on finance briefing on the 2015 national budget, the DBM said a total of P15 billion will go to the calamity fund of the National Disaster Risk Reduction and Management Council (NDRRMC) while the P6.51 billion will be allotted for quick response fund of nine government departments
and agencies. The Department of Social Welfare and Development (DSWD) has the highest share of P1.33 billion or 50 percent increase from 2014 budget followed by Department of Transp or t at ion and Communication (DOTC) and Department of Education (DepEd) which will get P1 billion each from the quick response fund. The DBM allotted P800 million for Public Works and Highway (DPWH); P530 million for Office of Civil Defense; P500 million each for National Irrigation Administ rat ion (NIA),
Department of Health (DOH), and Department of Agriculture (DA) office of the secretary; and, P353 million for Office of the Secretary of National Defense (DND). ” We have increas ed the calamity fund of the government from the present P14 billion and aside from that, we have also quick response fund amounting to P6.5 billion,” Senate President Franklin Drilon said. ”This is enough fund for the calamities. According to the, this is lump sum. We cannot disaggregate because we don’t how many typhoons will hit the country in 2015,” Drilon explained. To strengthen also the
country’s resiliency program against calamities, the DBM has increased the budget for flood control and drainage projects of the DPWH from P33.6 billion this year to P44.8 billion in 2015. A total of P7.02 billion has been allotted for National Greening Program of the DENR while P398 million will go to United Mapping Project of DENR; P1.15 billion for National Operational Assessment of Hazards or NOAH; P89 million for National Geohazards Assessment Program; and, P17 million for Enhancement of Earthquake and Volcano Monitoring and Tsunami Warning System. Mindanao’s Guinness world record attempt opens online registration DAVAO CITY -- Calls to participate in Mindanao’s attempt to break the Guinness world record for the most number of trees planted in an hour at multiple sites aim to become viral as online registration opens to interested participants across the island-region. The world record attempt, w hich w i l l happ en on September 26, aims to plant 4,636,000 trees at various sites covering a total area of 9,200 hectares within Mindanao. Dubbed “TreeVolution: Greening MindaNOW,” the world record attempt is being co-organized by the Mindanao Development Authority (MinDA) and the Department of Environment and Natural Resources (DENR). The activity is designed to encourage massive participation by various stakeholders and sectors in efforts to hit the Mindanao target for the National
Greening Program (NGP). It is also part of the longterm campaign by DENR and MinDA’s MindaNOW! Program to instill among Mindanawons the consciousness of a sustainable management of environment and natural resources as part of the larger efforts for climate change adaptation. “Interested volunteer planters may participate as a group or individual planters, while others can register their area as a planting site,” said Janet Lopoz, MinDA’s executive director. The world record was achieved in Camarines Sur on February 23, 2011 which was carried out by 6,893 participants who took part in planting 64,096 trees at a 32-hectare site. “We encourage everyone to coordinate with their nearest Provincial or Community Environment and Natural Resources Offices (P/CENRO) for the details of this event,” said Joselin Marcus Fragada, DENR XI regional director.
