Covid-free SENATOR Juan Miguel Zubiri announced Friday night that his parents both tested negative for coronavirus disease (Covid-19).

The lawmaker announced it on his Facebook Page Friday a day after his father, Gov. Jose Maria Zuburi, ordered the Capitol premises in Malaybalay City temporarily closed following an initial result that one of the governor's close-in staff was positive for Covid-19.

However, the senator said the Capitol worker's test result turned out to be a “false positive,” citing Department of Health (DOH) findings.

Dr. Myrna Habacon, National Meat Inspection Service (NMIS)-Region 12 director, said two companies based in South Cotabato prov ince are c u r re nt ly building “triple-A” abattoirs or slaughterhouses and aiming to export pork and other meat products from the region.

She said these facilities are being put up by Biotech Farms Inc. in Barangay San Vicente, Banga town and by the Q-Pigs Livestock Corporation in Barangay Palkan, Polomolok.

The region currently has one accredited “triple-A” abattoir operated by the Matutum Meat Packing Corporation in Barangay

Glamang, Polomolok.

Habacon said the establishment of the additional modern abattoirs is “good for the region” as they meant more production of export-quality meat.

CDO dad seeks injunction against motorcycle barrier

CAGAYAN de Oro city councilor here has asked the court for a temporary restraining order (TRO) against the government policy requiring the installation of a protective barrier on motorcycles.

City Councilor Reuben Daba was joined by former Barangay 16 council member Walter Kiunisala Friday in filing the TRO, arguing that the barrier poses risks, aside from being impractical.

In their seven-page petition filed before the Regional Trial

Court Branch 41, the plaintiffs argued the protective barrier was also disadvantageous to residents who rely on motorcycles for transportation and livelihood.

“Motorcycle experts have already pointed out that not only is it unsafe and untested, it is also an unnecessary cost to the driver and rider,” the petitioners said.

They described regulation-- crafted by the national Inter-Agency Task Force on Emerging Infectious Diseases (IATF-

EID) -- as “anti-poor for it would be an added expense to the household as far as daily commute is concerned plus having to shell out another expense to put up the barrier in compliance with the policy.”

The IATF-EID has maintained that the policy, which took effect on August 1, was meant to prevent the spread of the coronavirus disease.

However, Daba and Kiunisala argued that safety cannot be used as a basis for the policy, noting the IATF’s decision to

allow jeepneys and other public utility vehicles to take in multiple passengers.

“There is also the issue of re-circulated air in air-conditioned public transport vehicles. While that of a motorcycle, there is only the spouse or partner that the driver comes into contact or interact with during the

ride,” they added.

The petitioners argued that installing a barrier between the rider and pillion is not necessary since the family members live in the same household.

“There is actually no need to install it as couples are regularly exposed to each other anyway,” they pointed out.

Lawyer James Judith,

the petitioners’ legal counsel, has called on other groups and individuals to take the same action in their respective areas.

“This is just the beginning. We hope others will follow suit. We started this to show that we can do something,” Judith told the Philippine News Agency.

"We were among the fastest growing economies in Asia with an average GDP (Gross Domestic Product) growth of 6.6 percent from 2016-2019.

We have managed to bring down our debt to GDP ratio with a historic low of 39.6 percent. Our revenues were robust after the passage of both tax reform measures and improved tax administration," the secretary added.

Cebu Pacific parks four more planes

UDGET CARRIER Cebu Pacific is sending four more aircraft to Alice Springs, Australia as part of its cost-cutting measures, a company official said.

“Confirming storage of four ATR aircraft. Now on their way to Alice Springs,” Candice A. Iyog, Cebu Pacific vice-president for marketing and customer service, told BusinessWorld

in a phone message on Thursday.

On July 24, the budget carrier, operated by publicly listed Cebu Air, Inc., announced it had sent nine of its aircraft to Australia for “indefinite storage.”

Seven Airbus A321CEOs and two A330s are now at the Asia Pacific Aircraft Storage in Alice Springs, Australia, Ms. Iyog said

in a recent virtual media briefing.

Cebu Pacific currently utilizes about 50% of its fleet on a rotational basis to serve between 40 to 50 flights daily, representing 10% of its pre-pandemic network, which peaked at approximately 420 flights per day, she said.

The budget airline has a total of 75 aircraft, including those parked in

Australia.

The budget carrier is set to cut over 800 jobs this month, as it expects travel recovery to happen over a longer period, with the pandemic “negatively impacting” the entire aviation sector.

In March, the company decided to let go of its 150 newly hired flight attendants as reduced flights entail “less

opportunity for them to gain in-flight experience.”

The budget airline reported a net profit of P9.12 billion in 2019, sharply higher than the 2018 level, mainly driven by the passenger business, which accounted for revenue of P61.68 billion, up 13.7%.

The company registered a net loss of P1.18 billion in the first quarter of 2020.

Car firms keep year’s sales goal SM remains in index despite new lockdown measure for sustainability THE CAR INDUSTRY is retaining its sales projection despite the two-week return to a strict lockdown in Metro Manila and four key economic areas.

“We still maintain the revised target of down by 40% from last year,” Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI) Rommel R. Gutierrez said in a mobile message on Tuesday.

Total car sales in 2019 reached 369,941 units, based on data from CAMPI and the Truck Manufacturers

Association. Sales last year was up 3.5% from 2018, after light commercial vehicles and light trucks sales improved.

Vehicle sales in the first half of 2020 fell 51.2% to 85,041 units compared with the same period last year after car dealerships shut down due to lockdown restrictions.

The stricter lockdown in Metro Manila, Bulacan, Cavite, Rizal and Laguna retains the limited capacity operations for motor vehicle sales, but limits the movement of people.

Vehicle importers said that the return to a strict

lockdown makes sales unpredictable.

“At the onset of the pandemic and lockdowns, we forecasted industry sales to drop by at least 40% for 2020. We initially based our assumptions on a U-shaped or slow recovery based on existing indicators then,” Association of Vehicle Importers and Distributors, Inc.’s (AVID) President Ma. Fe PerezAgudo said in an e-mail on Wednesday.

In response to that Order, the DENR, the MGB, the EMB, DILG,4th ID, PNP, NBI, BID, LGUs of Cagayan de Oro, Iligan City and Misamis Oriental and SULOG, One Sendong is Enough, came up with a Memorandum of Agreement which they all signed on February 28, 2013.

The Agreement focused on three main areas: first, to stop all forms of illegal activities and regain back the rule of law; second, information campaign and advocacy; and third, to rehabilitate and restore ecological integrity throug h environmental protection and conservation.

Thus, since then, all of thes e parameters of

engagement have been put to mention by the MOA Signatories who are meeting regularly presided by Sulog Chairman.

Stopping illegal logging and mining is not an easy task.

The gravity of illegal activities can be likened to an iceberg1/10 seen, 9/10 unseen. While so many backhoes and barges costing by the tens of millions are seen that are heavily damaging the ecosystems, the owners of these are not known. Why were there Chinese and Korean nationals doing illegal mining? Why did they have ECCs and permits?

Who issued these? Why did they carry high-powered guns? Were these licensed?

How deep is the participation of some influential people?

IGNACIO BUNYE Food security has long been a concern of Filipinos and much more so during the COVID-19 pandemic. The quarantine restrictions have made access to food and the market more difficult. The small farmers’ produce rot because there is no one to deliver them to the market.

Oftentimes, farmers have to sell them very cheaply just so their harvest won’t totally go to waste. For the consumers, the shortage of

farm produce in some areas has led to higher prices.

The government and the private sector continuously try to remedy the situation.

But the problem persists.

“Food security is a major concern especially these days,” says BPI Foundation Executive Director Owen Cammayo. “The unimpeded supply of farm produce is essential in feeding our population. But farmers are having difficulty finding a market for their products given the lockdown restrictions and the rising costs of getting their produce to the consumers.”

“Our aim is to employ a more holistic approach to ensure we have enough supply of food for all Filipinos, especially those in the poorest communities,” he added.

It is for this reason that the BPI Foundation—the social responsibility arm of the Bank

of the Philippine Islands (BPI)—thought of the Farmto-Table program. Through this program, BPI Foundation hopes to help the agriculture sector – at least a part thereof - by further capacitating farmers to improve food and nutrition, boost agricultural productivity and production, and ensure efficient supply chains during these uncertain times.

In collaboration with RiceUp—an agritech social enterprise that helps farmers to directly connect with consumers—the program hopes to engage over 1,200 farmers and to increase their income by as much as 400 percent.

To do this, RiceUp acts as a middleman and directly purchases farmers’ crops for a relatively higher price compared to the traditional middleman traders. This way, beneficiaries of the program

are given the opportunity to cut down trading cost and earn more. Based in Lubao, Pampanga, RiceUp presently covers Floridablanca and San Simon; Zaragoza, Nueva E c ij a ; B ayomb ong and Solano, Nueva Viscaya; all 13 barangays of Paguibato District in Davao City; and Metro Manila.

And there’s more to the program than managing supply chains. It also provides farmers with sustainable livelihood opportunities to maximize their land potential and boost their knowledge and agripreneurship skills through farm schools.

Farmers are assisted to become members of farm cooperatives so they can gain access to capital through lower-interest loans, enabling them to save more and invest in innovative farming technologies.

persons and children of God. We need to see to it that our observance of our human laws is not guided only by our human understanding of these laws nor by the many human values that we can aspire and pursue.

Our observance of our laws should not be guided by our sense of justice alone.

While these understanding and values and sense of justice are indispensable, unavoidable and legitimate, we need to see to it that it is charity that inspires our observance of our human laws.

In fact, our understanding and the human values and the sense of justice that can motivate us in observing our human laws should come as a consequence of charity.

They are not supposed to be the original principle in our observance of our human laws.

Short of that ideal, our observance of our human laws will lead us sooner or later to all forms of anomalies, many of them can be so subtle that we can hardly realize that they are anomalies.

Our human laws should be understood simply as guides and not as the ultimate end itself. And that’s because we can find many exceptions to them because of their inability to capture all the possible situations that man get into.

That’s the reason why many of them become obsolete, or are even rescinded outright, or at least updated, modified, fined-tuned from time to time. Our laws should be made to serve our ultimate end, and that can only be that we be led to God. It is quite clear that our laws should be made to serve our ultimate end, and that can only be that we be led to God, our original source and

ROY CIMAGALA ultimate end. Our laws should be such that they should not negate nor even undermine the achievement of this fundamental purpose of the laws. Even our traffic laws, so insignificant if impacted with our ultimate end, should respect this fundamental purpose.

Gov't judiciously spending based on budget: Dominguez

INANCE Secretary Carlos Dominguez III said the government spending according to program and additional requirements are being addressed through prudent borrowings.

Dominguez replied to a question regarding President Rodrigo R. Duterte’s statement that the government is running out of funds to finance additional expenses related to its coronavirus disease 2019 (Covid-19) response.

“We have to distinguish between our cash and our ability to borrow and what we are authorized to

spend (in) our budget,” he said.

Dominguez said the government is mandated by law to spend based on its annual budget, which amounts to PHP4.1 trillion for this year.

He said the Constitution prohibits the government from having an additional supplemental budget without supplemental revenues.

“As you know our tax revenues are down and savings, basically reallocations within our budget, are pretty much used up. So, essentially, we have our PHP4.1-trillion budget and we have used it judiciously,”

he said during an interview by Bloomberg television Friday.

Dominguez said the government plans to borrow about USD60 billion annually for this and next year, with bulk or about 75 percent to be sourced domestically while the balance of 25 percent will be tapped overseas.

“And we feel that our credit ratings have been maintained and not downgraded and we have been able to tap both local and foreign markets at very favorable interest rates and tenors. So our ability to tap markets is very strong,” he added. (PNA)

BPI lists PH's 1st social bond for MSMEs affected by pandemic STRONG uptake on the Bank of the Philippine Islands’ (BPI) Covid Action Response Bond (CARE Bonds) will allow the Ayala-owned financial institution to further increase its lending to the micro, small and medium enterprises (MSMEs).

The bank initially offered the 1.75-year debt paper for PHP3 billion

but subscriptions reached PHP21.5 billion. Interest rate is at 3.05 percent per annum.

In his speech during the virtual listing ceremony at the Philippine Dealing & Exchange Corporation (PDEx) for the PHP21.5-billion bond, BPI president and chief executive officer (CEO) Cezar Consing

said proceeds of debt issuance will support the MSME sector, which faces additional challenges because of the pandemic.

He said the sector accounts for about 10 percent of all loans in the financial system even though they employ about 60 percent of employment in the country.

“The size of this

Diokno noted that even as Fitch Ratings, Moody’s Investors Service, and S&P Global Ratings downgraded 82 sovereigns and revised to negative the outlooks of 104 sovereigns in the first half of this year, the debt raters affirmed their ratings on the Philippines.

Last May, Fitch Ratings affirmed its BBB rating on the country but change the outlook from positive to stable while S&P Global Ratings affirmed its BBB+ rating with stable outlook and Moody’s Investors Service affirmed its Baa2 rating, with a stable outlook.

The following month, Japan Credit Rating Agency (JCRA) upgraded its investmentgrade rating on the Philippines from BBB+ to A-, with a stable outlook.

ECURITY Bank Corporation (SBC) held its first online forum on August 6, 2020, to discuss the impact of COVID-19 in the economy, economic outlook and recovery plans.

Appearing as the main keynote speaker of the event was Finance Secretary Carlos G. Dominguez, who projected a strong economic rebound of around 6.57.5% GDP growth in 2021.

Secretary Dominguez, who has been vocal on its projection on the country’s economic curve, reiterated the need to find the balance between safety

and the economy to ensure the country’s continued growth at the time of the pandemic.

“Even as we navigate through ongoing circumstances, we intend to maintain fiscal discipline, make our financial sector more inclusive and introduce more reforms that will help us consolidate and progress this environment,” Dominguez said.

Dominguez highlighted the four legislative imperatives to revive the economy and bring it back to its robust position.

This includes seeking congressional approval to

infuse additional capital to government financial institutions, allowing banks to dispense of non-performing loans and assets through asset management companies, immediate passing of the CREATE Act, and providing greater support to the agriculture sector.

“CREATE is not industry-specific. It is to reduce the tax rate for all companies, not only big

foreign companies. That is a reduction from 30% CIT to 25%, and further reductions down the road. That will provide the economy with the biggest stimulus if ever.

This proves that the government is trusting the private sector,” Dominguez added.

Meanwhile, Security Bank President & CEO Sanjiv Vohra, said that the Philippines is in a better

position to withstand the economic impact of the pandemic, citing reports from The Economist as well as the country’s improved revenue flows, tax reforms and wise spending.

“Overall, the Philippines is said to be in a good position to withstand the economic impact of COVID-19.

That’s new normal, on how we immediately, comfortably and confidently shift our ways of learning, teaching or working.

Just like in Panampawan Elementary School, wherein the teachers are being required to make some video presentation that showed a class scenario.

Although, (I), as the teacher demonstrator felt hesitation at first but because and for the good of our school children, I have to fight my stage fright in order to finish the presentation.

As the Filipino subject c o ord i nator, it is my responsibility and duty to make the presentation as presentable as can be

with the help of my school in-charge and co-teachers.

Aside from making video class presentation using kinemaster application of android phones and power director apps, teachers were also tasks to start printing the modules for pupils. These modules will be distributed to pupils at the beginning of the class. There were already ready to print modules but the hindrance that we experienced was the lack of coupon bond for printing, ink for printer and the printer itself. Because of the huge copies to be reproduced, the capability and capacity of our printer was deficient and flawed.

But in spite of t hes e hindrances, we, the teachers did not lose our hope and power to do our job, duties and responsibilities. That is why, the Panampawan ES teaching force embraces this new normal modality with the slogan, “Tambayayongan ta ang Edukasyon aron ikaw, ako ug ang sunod nga henerasyon magmalambuon”.

Or as soon as we would soon start hearing, the transition began for some while the digital divide remained for others. Even with an influx of devices and an increase in Internet access, the digital divide is far from closed for many students. There are simply not enough devices, not enough hotspots and not enough age-appropriate

COVID-19 has turbocharged efforts to make remote learning enjoyable.

It has prematurely killed the debate on whether it’s okay to put a tablet in your child’s hand. Teachers and parents are almost unanimous that online learning for school students has become part of the new normal.

Schoolchildren were learning online even before COVID. What has changed is the mindset of

skeptical parents. They ha d no choi c e but to adapt. The educational technology platform has seen a threefold increase in the number of students all over the world since the lockdown.

The brutal death of this courageous environmental comrade has not cowed us at all. In memory of this gallant environmental warrior, the MOA signatories came up with a decisive move to put up the Datu Sandigan Checkpoint and established the Kinaiyahan task force, leaving no “stone unturned” to pursue the rule of law to the hilt. That is the reason why we can go beyond but not against a particular law, when such law cannot fully express the concrete conditions of a particular case.

So the proper understanding and application of our law can only be achieved if we discern closely the spirit of God. Tackling our laws only by means of our common sense or our other ways of estimation can open the possibility of missing the real intent of the laws. We really need to go to Christ to know the real spirit behind our human laws!

Mayor Solomon Rufila has suspended the recent cutting of the tree to heed to the letter appeal of five local civic group leaders led

by Engr. Mauro Bravo Jr., retired district engineer of the Department of Public Works and Highways and an old-timer of this town.

Rufila has set a consultative meeting with the concerned groups on Monday, August 10, to resolve the issue in a manner that is amenable to all.

The heritage tree, estimated to be 300 years old which ser ved as an eco-tourism landmark of this town, was marked for cutting by the Department of Environment and Natural Resources (DENR) to eliminate the hazard to motorists and commuters should it collapse.

Resolution No. 127, Series of 2020 on June 15, 2020 of the Sangguniang Bayan after they agreed with the findings of DENR’s Forest and Wetland Research Development and Extension Center (FWRDEC) in Bislig City that hardwood specie is already posing high potential hazard with a rating of 5.4 based on biomechanical and structural analysis.

But Dr. Marcelina Pacho, a tree surgeon who was a former pathologist of DENR’s Ecosystems Research and Development Bureau, said the tree can still be treated by pruning the branches and cleaning the cavities with fungicide.

Pacho made this recommendation during her visit here in September last year per request from the local government to let her personally see the health status of the giant Toog tree.

Pacho said the tree repair procedure is similar to dental work by cleaning the cavity and reinforce it with concrete mix or cement. “With this we can stop the further decay by 90 percent and I believe we can prolong the life of the tree,” she told the local media.

Pruning of branches and cleaning of fungi inside a meter-wide hole on its buttress roots were done twice last year but there was no reinforcement with cement or concrete mix being done by the local government.

Matutum Meat Packing Corporation was cleared by Singapore’s Agri-Food and Veterinary Authority to ship out pork but was aborted due to the emergence then of the Ebola Reston virus in a hog farm in Luzon.

Habacon said they are making another push for the pork exports despite the challenges posed by the African Swine Fever (ASF).

After being detected in late January in Davao Occidental, the disease has since spread to other parts of Davao Region and was recently confirmed to have infected farms in Magpet, North Cotabato.

But the official said other areas in Region 12, including South Cotabato, remain free from ASF and tight control measures are being implemented to prevent its spread.

Habacon said the region currently offers the cheapest prices for meat products in the entire country and the top livestock producer.

“The potential is there for us to supply our domestic

requirements and enter the export market,” she said.

Data from the Philippine Statistics Authority showed that the region’s production reached over 140,000 metric tons (MT) in 2019, with hogs accounting for around 118,000 MT. In 2018, the region posted a hog inventory of 3,216,127 and cattle with 796,925. This city and South Cotabato province are the area’s top hog and cattle producers.
