El Nido-Davao flight AYALA-controlled boutique airline AirSWIFT Transport, Inc. has started taking bookings for its El Nido-Davao service which will launch in May. The airline will offer the thrice-weekly service on May 22 with El Nido departures scheduled for 11:25 a.m. and Davao departures at 2:10 p.m.

The service will operate on Tuesdays, Thursdays and Saturdays.

In February, AirSWIFT announced plans to expand services with destinations like Puerto Princesa, Davao City, and Tagbilaran, Bohol.

Mindanao’s growth to drive PH progress: WB exec

AVAO CITY -The growth and development of Mindanao could drive the country’s full progress if the government and other stakeholders succeed in unlocking the region’s potentials.

This prospect was expressed by World Bank (WB) Country Director for Brunei, Malaysia, the Philippines and Thailand, Mara Warwick, during the presentation of the Philippines Mindanao Jobs Report at the Marco Polo Hotel Davao on Friday.

Warwick underscored the need for the national and local governments, the private sector, and other players to be more focused, interconnected

and coordinated in planning and implementing programs and reforms to unlock Mindanao’s potentials.

She said that in the long run, progress in the entire country deends on the growth and development of Mindanao.

“Mindanao holds about one-fourth of the country’s population and one-third of the total number of poor

Filipinos. Therefore, significantly reducing national poverty hinges on reducing poverty in Mindanao. Ensuring Mindanao’s prosperity benefits the entire country,” Warwick said during the launch of the report, which was made in collaboration with the Mindanao Development Authority (MinDA) and the Philippine Business for Social Progress (PBSP).

The 92-page report, a strategy on Mindanao’s development, outlines three recommendations to speed up growth that creates more and better jobs and reduces poverty in the region.

The country’s aerospace industry is urged to take advantage of the robust global demand through enhanced investments, which in turn will create more jobs here.

During the press launch of the Aeromart Summit Clark - Philippines here Friday, Trade and Industry Secretary Ramon Lopez said that the rising demand for aircraft parts as well as aircraft maintenance and repair operations (MRO) in the Asia Pacific region, presents fresh opportunities to the local aerospace industry.

Lopez cited a report of the International Air Transport Association (IATA) that air passengers coming in and going out of Asia Pacific is expected at 3.5 billion by 2036, which is larger than the combined number of North America and Europe.

He added that to meet the demand in the region, some 16,000 aircrafts will be needed at the cost of about USD2.5 trillion.

“The country, being a regional aerospace [and] aviation hub, can take advantage of this

unprecedented demand, The opportunities and possibilities here are tremendous. As a strategic gateway, the Philippines can bridge manufacturing and servicing on both sides of the Pacific. We could also gain from Europe looking towards Asia for growth and expansion,” the trade chief said.

He noted that the Department of Trade and Industry (DTI) has identified the aerospace industry as one of the 12 key sectors in the country that Filipinos have comparative advantage in. aerospace/PAGE 11

One has to trek 7 kilometers uphill for two hours in order to reach the clearing which the Ivatans had planted to vegetables and other cash crops. The nearest source of water is a couple of kilometers away.

Bringing their produce to the market is a challenge.

would be more efficient, the farmers responded by saying that the “kuliglig” would not be suited because of the very steep terrain.

B ack in s cho ol, t he students decided that if they were to provide carabaos, it should be at least two: one carabao, as work animal, and another for breeding. The students also listed a water reservoir and fruit-bearing trees among the urgent needs of the community.

At that point, the students could have already stopped since they have already met the minimum requirements to pass the course. But they did not.

The young Tomasinos, instead, tried to figure out how to raise funds and resources for their adopted Ivatan community.

They tried approaching the Department of Agriculture for the carabaos but became very disappointed when they were given the run-around. immersion/PAGE 9

A group of UST 4th year Business Economic students, recently started their own immersion in a farming community situated in Barangay Maligaya, Sitio B at a n e s , D i n a l u p i h a n , Bataan.

What started as a school requirement soon become an advocacy for these young Tomasinos. Here is their story.

Easter PS III: Proofs that Jesus is God the Father

jhan tiafau hurst Think a minute…Have you heard this expression, “It’s raining cats and dogs?” It was started in Europe in the 1500’s when many European houses had thatched roofs made from straw. At night time the animals would climb up on the roof to stay warm, including cats, dogs, and other small animals. But when it rained hard, the straw became slippery and sometimes the animals slipped and fell off the roof. So they started the saying, “It’s raining cats and dogs.”

It’s interesting how many of us go through life saying and doing things that often we don’t even know why we do them. Like superstitions which don’t make any sense, yet many of us still believe them. But as we grow and learn more about life, we slowly begin to understand

Father, Son, and Holy Spirit.

The truth is, we can list down these proofs under five general categories The first proof comes from the Father. The second, from the Son. The third comes from the Holy Spirit. The fourth, from the disciples and followers of Jesus. And fifth, from those who did not accept and receive Jesus.

What are the verses of the Bible where the Father Himself gave proofs that Jesus is God and Savior, and is God the Father, Son, and Holy Spirit? These are Genesis 3:15, Isaiah 7:14, Isaiah 9:6, which consist of the prophecies that God Himself will come down to earth from heaven, while John 1:1-14, Matthew 1:18-25, and Luke 1:26-37 constitute the proofs that the prophecies concerning God’s coming to this world were fulfilled.

-ooo G OD’S PROV I SION FOR SAVING MAN FROM SINFULNESS: In Genesis 3,

it is there declared that God meted out His curses against Eve, Adam, and the serpent after the serpent succeeded in enticing Eve and Adam to sin against God by their disregarding His command.

But, it would b e clear nevertheless that Genesis 3 contained not only God’s curses, but also the remedy God Himself provided so that man’s sinfulness could be forgiven or atoned for.

In Genesis 3:15, we can clearly discern the promise of God that the head of the wily and evil serpent would be crushed. What this means is that, man’s sinfulness and evil ways would be certainly overcome at the appointed time, and this is going to be accomplished by the “seed” of the woman. Who is this “seed” of the woman which will crush the head of the serpent and thereby destroy sin?

Isaiah 7:14 and Isaiah 9:6 gave a very compelling explanation. In these verses,

God pronounced, through Isaiah, His prophet, His sign: the virgin will conceive and give birth to a son which, in truth and in fact, was not an ordinary child, because that son is the “Mighty God, Everlasting Father” Himself.

-ooo PROOFS ABOUT GOD’S COMING TO EARTH: By God’s grace and generous love, His sign came true, and this was recorded in Matthew 1:18-25, Luke 1:2637, and John 1:1-14. In these three verses, the prophecies declared in Isaiah 7:14 and Isaiah 9:6, and in Genesis 3:15 as well, were all confirmed, occurring in the way they were declared to happen.

These verses declare the indubitable truth that God Himself came down to earth from heaven, in the form of man with flesh and blood. Matthew 1:21 and Luke 1:31 also declared flatly that “Jesus” is the Name of God and that, further, as proofs/PAGE 9

GSIS offers emergency loan to members, pensioners in 4 areas

T

he Government Service Insurance System (GSIS) is offering emergency loan to a total of 3,364 active members and old-age pensioners in Jabonga and Kitcharao in Agusan Del Norte; and Balabac and Narra in Palawan.

The Agusan del Norte areas were affected due to tropical storm Basyang.

The Palawan areas were plagued by tropical storm Vinta and tropical depression Urduja.

The application deadline is April 19 for Agusan del Norte and April 20 for Palawan.

A total of 1,957 active members in the calamity areas who have no existing emergency loans may apply for a Php20,000 loan.

The 1,178 active members who have not yet fully paid their loan may apply for a Php40,000 loan, from which the remaining balance will be deducted.

To qualify, active members must be working or residing in the said areas, not be on leave

of absence without pay, have no arrears in paying premium contributions, and have no unpaid loans for more than six months.

They should also have a minimum net take-home pay of Php5,000 after the monthly premium contribution and loan amortization have been deducted.

Active members may apply through the GSIS Wireless Automated Processing System (GWAPS) kiosk located in all GSIS branch and extension offices; provincial capitols; city halls; selected municipal offices; large government agencies such as the Department of Education; Robinsons Malls; and selected SM City branches in North EDSA, Manila, Pampanga, Cebu, SM Aura in Taguig and Mall of Asia in Pasay City.

To avail of the loan, the 229 old-age pensioners living in the areas may apply over the counter.

They are eligible for a Php20,000 loan amount.

Pensioners who are also active members may apply for the loan only once.

Emergency loan is payable in 36 equal monthly instalments at six percent interest rate per annum. It is covered by a loan redemption insurance, which deems the loan fully paid in case of the borrower’s demise, provided that loan repayment is up to date.

Loan proceeds are electronically credited to the borrower’s GSIS electronic card (eCard) or unified multipurpose identification (UMID) card.

MANILA -- The Philippines’ higher-thantarget inflation rate of 4.3 percent in March 2018 was not unexpected, Bangko Sentral ng Pilipinas (BSP) Governor Nestor A. Espenilla Jr. said Thursday.

“Markets are already factoring this,” he told reporters in a WhatsApp message.

In March 2017, inflation recorded a lower rate of 3.1 percent.

The Philippine Statistics Authority (PSA) reported that with the inflation rate's uptick last month, the average rate in the first quarter stands at 3.8 percent, which is still within the government’s two to four percent target until 2019. It attributed the faster rate of price increases to continued double-digit inflation of alcoholic beverages and tobacco index at 18.6

percent and still elevated rate of the heavilyweighted food and nonalcoholic beverages index at 5.9 percent.

The Philippine peso continued to hold its ground against the Greenback while the Philippine Stock Exchange index (PSEi) recovered and went back to 8,000-level as US officials downplay the possible trade war with China.

The local currency finished Thursday at 52.11 or virtually unchanged from Wednesday's 52.12, which a trader traced to investors’ decision to stay at the sidelines to monitor US-China trade issues.

Hopes for a hike in the Bangko Sentral ng Pilipinas’ (BSP) key rates also boosted investors’ risk appetite following the release of the March 2018 Philippine inflation rate at 4.3 percent from

the previous month’s 3.8 percent.

A trader, however, said rate hike expectations from the BSP was muted by the wait-and-see stance ahead of the release of US’ March 2018 non-farm payroll report later in the session.

For the day, the peso opened at 52.12, slightly weaker than its 52.00 start in the previous session. It traded between 52.09 and 52.16, bringing the day’s average to 52.12.

Volume of trade reached USD483 million, lower than the previous day’s USD504.4 million.

The local unit is seen to trade between 52.10 and 52.30 to a dollar Friday.

PSEi rose by 0.31 percent, or 24.49 points, to

8,022.16 points. All Shares tracked the main index after it went up by 0.13 percent, or 6.42 points, to 4,864.45 points.

It was a balanced mix among the sectors with three posting gains specifically Holding Firms, 0.63 percent; and Financials and Property, which both rose by 0.24 percent. On the other hand, Mining and Oil posted the biggest losses during the day after it fell 1.75 percent followed by the Services, 0.28 percent, and Industrial, 0.13 percent.

Volume reached 4.05 billion shares amounting to Php5.85 billion. Losers led gainers at 103 to 83 while 55 shares were unchanged. (PNA)

ANILA -- San Miguel may have been down by as much as 23 points at one point in Game 5 of the PBA Philippine Cup Finals -- but you just can't underestimate the heart of the champion.

The Beermen came back from the grave to trample the Magnolia Hotshots in a double-overtime classic, 108-99, to clinch their fourth consecutive pennant in the season-opening conference at the Mall of Asia Arena in Pasay Friday.

With a 1-3 deficit – and its back against the wall -- Magnolia thought it already sealed Game 6 after taking a 71-48 lead with 4:38 remaining in the third quarter.

However, SMB slowly bounced back with a threepointer from Arwind Santos that tied the game up at 86-all with 16.5 seconds remaining in regulation.

The team actually had a chance to steal the win in regulation when Marcio Lassiter stole the ball and ran almost the full length of the court for a right corner three just before the final horn. He, however, missed the shot.

The game remained tight in the first overtime, but it was in the next five-minute extension that the Beermen

Eala headlines PH team in Junior Davis Cup Asia/Oceania tourney MANILA -- Three of the country's top Under 16 players flew to Malaysia on Friday to participate in the Junior Davis Cup Asia/ Oceania Final Qualifying tournament.

Michael Francis Eala II, Jose Antonio Tria, and Matthew Anton Garcia will carry the national colors in the tournament, which will be held at the Sarawak Lawn Tennis Association (SLTA) in Kuching on April 9-14.

The 15-year-old Eala is currently No. 473 in the world juniors rankings. This year, he has played in three tournaments in China and one each in Hong Kong and Cambodia.

Tria, 15, began competing in the International Tennis Federation (ITF) Juniors circuit

in 2016. He has played in Saipan, Northern Mariana Islands, Brunei, Singapore and Cambodia and is now No. 1292 in the world juniors rankings.

Garcia, who is ranked No. 1465, has played in 17 tournaments since 2016.

This year, he has competed in two tournaments in Cambodia and one in Hong Kong.

The Philippine team will be coached by Patrick John Tierro, who will proceed to Malaysia after the World Juniors Tennis Championships in Thailand where he also served as coach of the Under 14 girls team composed of Alexandra Eala, Ma. Carmencita Carlos, and Julia Asaliah Ignacio.

El Nido joint conservation agreement signed anew

R

esidents, government officials, civic groups, and environmentalists in El Nido, Palawan, have renewed their commitment to protect and strengthen the natural resources of El Nido, and to work together towards the sustainability of one of the Philippines’ most prized tourism destinations.

The Department of Environment and Natural Resources (DENR), through El Nido-Taytay Managed Resource Protected Area (ENTMRPA) Superintendent Alexander E. Mancio and El Nido Mayor Nieves C. Rosento signed the renewal of the Conservation Agreement for El Nido.

“It is refreshing to see this level of commitment for the protection of our environment coming

from our stakeholders,” Environment and Natural Resources Secretary Roy A. Cimatu said.

“This covenant that our officials signed, together with the local government, non-government organizations, and people’s organizations, is the right step toward achieving sustainability in El Nido, one of the most beautiful and most biodiverse ecotourism destinations in the Philippines,” he added.

Signing the agreement with Mancio and Rosento were Malampaya Foundation, Inc. (MFI) President Belinda C. Racela, Barangay Bucana Chairman Aracel A. Bacolod, Barangay Buena Suerte Chairman Ricky C. Ballena, and the people’s organizations Pagkakaisa Pagtutulungan Kalikasan Pakaingatan Ecotourism Service Cooperative (PPKPESC) of Brgy. Buena Suerte, and Samahan ng Nagkakaisang

Magsasaka, Mangingisda, at Kababaihan Tungo sa Maunlad na Kinabukasan ng Pamayanan (SANMKAP) of Brgy.

PPKPESC was represented by its chairman, Policarpio P. Ramos, Jr., while SANMKAP was led by its president, Plenie Candelario.

“This partnership aims to implement and sustain ecotourism and other livelihood activities for the people of El Nido.

MFI will train and provide livelihood programs for the people, while our local officials, together with the local government, will support them,” Cimatu said.

The MFI provides livelihood and ecotourism training through its two flagship programs, the Barangay Aquatic Habitat and Underwater Regeneration Assistance (BAHURA), and the

Livelihood Alternatives and Mariculture-Based Assistance Program (LAMBAT).

The BAHURA program helps local communities implement coastal resource management plans as well as environment-friendly alternative livelihood.

Meanwhile, LAMBAT offers trainings to locals to help them acquire new skills, such as for environmentally-friendly mariculture or carpentry.

Under the agreement, the parties also resolved to implement and maintain programs aimed at protecting the environment, including the establishment and maintenance of Materials Recovery Facilities, tree and mangrove seedling nurseries, scheduling regular coastal and sea cleanup activities, and cooperatively guarding and patrolling the seas and forests of El Nido.

Nine (9) new 2017 Junior Level Science Scholarship (JLSS) qualifiers from Oriental Mindoro participated in the Orientation on the “Filipino Patriot Scholars Project” held on February 9, 2018 at Mindoro State College of Agriculture and Technology (MinSCAT) in Calapan City, Oriental Mindoro.

The orientation, spearheaded by the Department of Science and Technology – MIMAROPA, through the Provincial Science and Technology Center (PSTC)

– Oriental Mindoro, was conducted to introduce to the newly qualified S&T scholars the “Filipino Patriot Scholars Project” – a DOST-Science Education Institute (SEI) initiative that aims to foster patriotism among the scholars and instill in them the value of leadership, excellence, social responsibility, and service to the Filipino people.

In “Humanizing the Scholars” module, the students are encouraged to explore their strengths, values, attitudes, and motivations in life to serve as springboard for understanding the concept of patriotism, state building, and nation building. On this module, scholars were asked to identify the use of one body part in solving societal problem.

“I Have a Dream for Myself and for the Nation” module, on the other hand, focused on the scholar’s personal goals and dreams for the nation which they were able to express through the Scholar’s Dream Wall. This module aims to help the scholars understand that having dreams open more opportunities to build

After the orientation, a contract signing for the 2017 JLSS qualifiers was conducted to welcome the newest set of DOST scholars from Oriental Mindoro. The new scholars were also informed on the scholarship policies, privileges, and service obligation after graduation.

JLSS is an S&T scholarship program for third year college students enrolled in S&T Priority courses. One of its component is the “Fast-Tracked Science and

Technology Scholarship Act of 2013” that aims to encourage more young minds to build a teaching career in Science, Technology, Engineering and Mathematics (STEM). Scholars under this program are entitled to two to three years scholarship benefits including tuition subsidy, book allowance, and other school fees.After the orientation, a contract signing for the 2017 JLSS qualifiers was conducted to welcome the newest set of DOST scholars from Oriental

Mindoro. The new scholars were also informed on the scholarship policies, privileges, and service obligation after graduation.

Gil Macaibay III presents first leg of Strike a Pose 5

It’s that time of the year again when Prince of Haute Couture Gil Macaibay III unleashed Strike A Pose 5, a six-session workshop for budding models here.

The graduation recital for Strike A Pose 5 was held last Saturday at Centrio Mall featuring a total of 30 wouldbe model for the first leg of Macaibay’s annual summer workshops.

Featuring the couture of guest designers Mavy Cooper de Leon, Juniel Doring, Joshua Guibone, Mark Christopher Yaranon, Albert Rivera, Spruce and Macaibay himself, the entourage featured influences of religious and liturgical clothing on fashion just in time for Holy Week.

The models underwent grueling sessions last March 11 and 18 for five hours each, disciplining themselves and learning to walk a real model’s way under the tutelage of Macaibay himself.

Macaibay started his passion at a young tender age of 16, long before achieving his current title as Prince of Haute Couture in this part of Mindanao.

Orders for his designs grew so much that Macaibay decided to put up his own shop – the Gil Macaibay Fashion Studio – in 2006 and still exists at the very same spot to this day – 1255 Macaibay Compound, Bolonsiri Road, Camaman-an, Cagayan de Oro City.

In its reply, the DOF informed PEZA that the TRAIN law does not affect the current zero rating of sales of good and services to PEZA locators.

“Accordingly, Section 8 of Republic Act 7916, otherwise known as the ‘Special Economic Zone Act of 1995’, which provides that special economic zones are to be operated and managed as separate customs territory, has not been amended or repealed by the TRAIN law,” says the MC. As su ch , t he me mo adds, “the VAT zero rating incentive being enjoyed by PEZA locators shall remain in full force and effect” until a law or revenue regulation is passed or issued amending these provisions.

This means suppliers to PEZA entities can continue to apply zero percent VAT on their qualified sales, subject to presentation of the PEZA certificate of VAT zero rating valid for the period.

PEZA entities, on the other hand, should secure their VAT zero rating certificates from PEZA and furnish a copy to their suppliers.

All the while, the students distributed leaflets (Yema and Yema Tarts for a Cause, Hair and Make-up Services for a Cause) explaining the purpose of their fund-raising campaign.

Before long, the campaign began to catch attention. The big break came when multiawarded DZBB Anchor Mike Enriquez invited the students to his teleradyo program.

I fortunately caught the interview on radio. Listening to these ver y idealistic students, ages 19 toi 21, was very uplifting for me personally.

The response by listeners was overwhelming, confessed project leader Ira Yochabel Alog Alonzo.

In their facebook account, Project Hatid sa Kabuhayan at Kaunlaran, Ira later gave an update on the project: “Our team, Team V, visited Sitio Batanes, Barangay Maligaya, Dinalupihan, Bataan last April 2 to canvass t he pr ices of avai lable carabaos in the area and to procure materials such as plows.

“With your help, we were able to acquire the first two carabaos and three plows as accessories to make the work of the Ivatan farmers of Mt. View Upland Farmers Multi-Purpose Cooperative, Inc. more convenient and efficient.

“We wholeheartedly thank those who have been donating and sponsoring this project.

Your help is invaluable to the success of this endeavor.”

A subsequent post indicated that Agriculture Secretary Manny Piñol later invited the students to his office where they had a very fruitful meeting.

Imagine, we have time and opportunities to do almost anything. So why haven’t we done it? We have the freedom of bondage or restraint, every one of us in his or her very special unique way - but, we’re still our old inferior selves.

The job is boring. I don’t get a good job. The house is

an un-pleasend mixture of tidy and dirty things. It’s a mess. I’m not in the mood to arrange my garden. I can’t afford a gardener. That’s life.

How sad. No, it’s not my fault; or course not.

The w hole world is an awful place filled with d re a d f u l a n d h o r r i b l e negativism. Yes, I confess, I’m also surrounded by many worriers who put their fears into me. Politicians, i.e., many times love to search for some grave alarm that will cause individuals to abandon their sperate concerns and act im concert, so that politicians can wield the baton. Calls to fatal struggles and fights are forever being sounded.

The over-bearing person, who tyrannizes the weak, who wants to domineer and to bluster, is simply nothing else than a worrier, who claims to be a friend. But he isn’t.

Really not! The bullying of fellow citizens by means of dread and fright has been going on since Paleolithic times. The night wolf is eating the moon. Give me silver and I’ll make him spit out.

Well, when will we start counting our courage and not our fears, or enjoy instead of our woe? Worrying itself is p oint less.Of cours e, no society has achieved perfectly rules of law, neverending education or unique responsible governments.

Let’s seek out the worries but avoid the worriers, because they try to avoid liberty.

Meanwhile, ANZ Research expects the BSP to keep rates steady this year amid the sustained rise of inflation rate. In a research note, the research arm of ANZ said average inflation to rate is a tad lower than the central bank’s 3.9 percent forecast for the year but the research firm projects a higher average rate of 4.1 percent.

indanao’s first university used the birthday of its Patron saint for the topping-off ceremony of the Dorm 1 for its Andrew L. Gotianun, Sr. Center for Integrated Technologies (ALGCIT) at Manresa Complex, Fr William Masterson Avenue, Upper Balulang, Cagayan de Oro City.

“It is significant to note that we are able to hold the topping-off of the Dorm 1 of this ALGCIT program on the 7th day of April, the birth date of St Francis Xavier, patron of our University and the universal Church’s patron of all missions,” said Fr Roberto Yap, University President.

“On this day we renew once more our commitment to our mission of forming men and women of character, men and women for others, with the financiallychallenged yet deserving students taking a special place in our hearts such as what we do in this ALGCIT program,” he added.

Dorm 1 is the first to be constructed among a series of new buildings of its XU-Andrew L. Gotianun Sr. Center for Integrated Technologies (ALGCIT), a

special Senior High School for poor but deserving students pursuing three-year cutting edge technical specializations.

A brainchild of the partnership between Xavier Ateneo and the family of the late Mr. Andrew L. Gotianun, Sr., led by his son Mr. Jonathan Gotianun, XUALGCIT is designed to be a free boarding school yet envisioned to become an ivy leaguer in the senior high school techvoc arena.

“This project has also challenged the university to rethink its concept of its SHS Tech Voc track and catalyze its transformation to become a premier Tech Voc Senior High School,” said Dr. Dulce R. Dawang, Vice President for Basic Education.

“After two years of discussions, planning, worrying and strategizing,

and while still more preparations are being made, ALGCIT is definitely well on its way to implementation,” Dawang noted.

“The topping off ceremony symbolizes the actualization of these plans. Next month we will already be starting the training of the first cohort of students, the 160 recipients of the ALGCIT scholarship.

We are all excited to witness this tremendous boost in our Tech Voc SHS,” she added.

“We are

extremely grateful and awed at the unequalled generosity and friendship of the Gotianun family,” Fr. Besides the new Senior High School buildings, the university also recently inaugurated and blessed its new

Xavier Ateneo Sports Centre in its Grade School Pueblo campus.

Mr. Francisco F. Guerra III, Chair, XU Board of Trustees, said he was elated at how the ALGCIT program was starting off with Dorm 1, reminding him of his four years in college when he also lived in a dormitory.

“When you live in a dormitory, the education has increased a thousand fold because the foundation of learning in a classroom is not only

multiplied so many times by living with 160 other people, in the dormitory,” he related. “And this is where we learn what it’s like to live with other people who are different from us, have different opinions, the interaction is going to be tremendous.

And this is why it’s such a meaningful occasion, to start our journey with a dormitory.”

The Dorm 1 building has been targeted for completion on May 31, 2018 in time for the school opening.

Dominguez, a former gove r n or of S ar ang an i province in Mindanao and now chair of PBSP, said the focus on agricultural development is based on the southern island’s strength. “(Agriculture) is the lowest hanging fruit,” said Mr. Dominguez, noting that while Mindanao is a major producer of agricultural goods, “unfortunately, the productivity, the yields of majority of our farmers who are small landholders or tilling our lands have remained very, very low.”

The report cites: “Instead of rising agricultural productivity paving the way for a vibrant manufacturing and services sector linked to the agriculture value chain, the converse has taken place in Mindanao.”

“Agriculture is not very productive except for a few export crops, manufacturing is constrained by inadequate infrastructure and the low pro du c t i v it y, l ow - s k i l l services sector has become the catch basin for excess agriculture workers who cannot find jobs in cities,” it said.

Secretary Abul Khayr D. Alonto, MinDA chair, said the report is “timely and relevant to the priorities that we in Mindanao Development Authority (have) set out to pursue under the Duterte administration.”

Mr. Alonto is referring to the “socio-economic development initiatives… t h rou g h t h e c or r i d or s approach spatial strategy or the Mindanao Development Corridors.”

The Department of Energy (DOE) eyed full market operation of the Wholesale Electricity Spot Market (WESM) in Mindanao by second quarter of 2018 to address excess in power supply and enable distribution of power to areas that suffer from outages.

Mindanao has an installed capacity of 3,141 MW, with 2,097 MW available capacity and average demand of 1,707 MW. The WESM-Mindanao’s p r e d e c e s s o r, I n t e r i m Mindanao Electricity Market (IMEM) dubbed as the “baby WESM”, was implemented under the Aquino administration in 2013 but was suspended in February 2014 due to a “system collapse” and the need to “resolve operational and commercial issues and concerns.”

Energy Undersecretary Felix William B. Fuentebella said Mindanao grid needs the WESM Mindanao in place soon where the distribution utilities and electric cooperatives and power generators can participate in the market in accordance to the power need.

He said that this is a much faster way to trade power because there is a bidding every five minutes that allows for the buying and selling of electricity, which prioritizes the cheapest energy mix of renewable and non-renewable.

She said that more than half of ARMM’s population are poor and more than half of its employed population are in agriculture with 80 percent of them working as subsistence farmers, living precariously from crop to crop.

Alonto said it has been two years of talking about projects and it is now time to implement the projects detailed under the Philippine Development Plan of 20172022.

This would lead to greater connectivity that can reduce transportation costs and improve the competitiveness of small farmers and other producers.

Alonto said there are a lready 35 projects that facilitate the movement of

people, goods, and services, such as ports and airports improvements, roads, and bridges that are given priority for national government funding.
