Briefly No operations HOLCIM Philippines Inc. reported that it has suspended operations in its Davao City plant in compliance with the City government’s order imposing an enhanced community quarantine (ECQ).

In a disclosure to the P h i l i p p i n e S t o ck E x c h a n g e, Holcim said the suspension in operations will be from April 4, 2020 until April 19, 2020, or until the ECQ is lifted or withdrawn.

“Our Lugait Plant in Misamis Oriential will continue to operate and serve the requirements of our business partners and customers in Northern Mindanao and the Visayas,” the firm said.

Tax payment extended FINANCE Secretary Carlos Dominguez III has issued the revenue regulations extending t h e d e a d l i n e s fo r f i l i n g o f tax retur ns, submission of documents, and the payment of taxes, pursuant to Republic Act 11469, otherwise known as “Bayanihan to Heal as One Act.” According to Revenue Regulations (RR) No. 7-2020 dated March 30, 2020, the extension aims to relieve Filipino taxpayers who will not be able to prepare, let alone file, the necessar y documents under the Tax Code because of the enhanced community quarantine (ECQ) and other restrictions on the personal movement being implemented by the national and local governments to prevent community transmission of the coronavirus disease.

Section 4(z) of the Bayanihan Act, which placed the Philippines in a state of national emergency, grants the President the authority to “move statutor y deadlines and timelines for the filing and submission of any document, the payment of taxes, fees, and other charges required by law.”

DA-10's 'Kadiwa' earns P1.9M in CDO THE Department of Agriculture in Region 10 (DA-10), through its "Kadiwa on Wheels" program, has so far earned some P1.9 million in Cagayan de Oro City alone this month.

Products from our barangay, ranging from root crops, fruits, and vegetables were brought and were sold here in CdeO, which allows our local farmers to earn income amid the pandemic.”

Recognizing the gains and seeing that there are still many villages that are yet to be served by the mobile market, DA-10 in partnership with APO has agreed to have this Kadiwa on a regular basis.

“As movement restrictions are being imposed during this time of community quarantine, it is targeted to be conducted from Tuesdays to Fridays to select barangays by the city government," Madriaga said.

Aside from assuring markets for the food security front-liners, she said DA-10 and APO are eyeing more seamless conduct of the Kadiwa in the city's barangays.

“With the current health threat, we are looking to further decongest the number of people coming into our Kadiwa, as we will open three outlets in a barangay,

to allow more room for physical distancing while enforcing a ‘no mask and no exit pass, no entry’ policy while consumers are doing their marketing,” she said.

Meanwhile, DA's Agribusiness and Marketing Assistance Division is tapping more farmer-producers and suppliers to put more varied agricultural products for display during the Kadiwa.

Elson Jalapong, a sari-sari store owner in Barangay 23, is thankful to DA-10 as it brought the Kadiwa market to their place.

Since the city-wide implementation of the community quarantine, he said his family has been having difficulty in making ends meet.

"I am thankful that DA brought the Kadiwa market to our barangay.

The products sold are cheaper and affordable that helps us save, especially that our daily earning is much lesser now during the quarantine.

I am looking forward to another round of Kadiwa market in our place," he said.

For the Northern Mindanao Federation of Dairy Cooperatives (NMFDC), which is behind the Highland Fresh Dairy Products, the Kadiwa market has helped their group get steady sales.

"Our production has been affected since the implementation of the quarantine period.

Our sales have dropped significantly. So, one of our strategies is to continue joining DA's Kadiwa.

Somehow, this helps us to maintain our daily sales," Jhuryvie Sardovia, Highland Fresh's, accounting staff-turnedsaleslady, said.

Barangay 23 chair Mario Balsarza said his constituents have not only saved some money because of the Kadiwa market but it also prevented them from going to congested places like the public

AboitizPower sets lower capex this year

ABOITIZ Power Corp. has earmarked P33 billion for capital expenditure (capex) for 2020, as its parent company Aboitiz Equity Ventures (AEV) reduced its capital outlay for this year.

During the company’s virtual annual stockholders’ meeting Monday, president and chief executive officer Emmanuel Rubio said AboitizPower initially set its capex at P1 billion this year compared to P35 billion spent in 2019.

AEV reduced its capex this year to P47

billion from P73 billion it previously announced.

Rubio said AboitizPower’s capex for this year is 17 percent higher than 2019’s spending of P35 billion.

“It’s primarily for the construction of GNPower Dinginin facilities. However, we are reviewing the schedule of the rest of our capital expenditures given the current situation,” he added.

Unit 1 of GNPower Dinginin will commence its commercial operation by the first quarter of 2021 while Unit 2 will

start by the second quarter next year.

“As far as demand is concerned, the curtailed economic activity brought about by the ECQ (enhanced community quarantine) has resulted in lower demand and consumption, which in turn have affected revenue targets for our business both generation and distribution, even in our retail electricity supply business units,” Rubio said.

He said despite the ECQ, all of its power plants remain online

FRUITAS Holdings, Inc. is opening more stores across the country with the downgraded quarantine in select areas starting May 1.

In a statement Monday, the operator of food and beverage kiosks said it will have more than 60 active stores by the end of this week as it gradually expands store reopening with the shift of some regions to a general community quarantine (GCQ).

It will also ramp up its delivery operations with more than 10 Fruitas brands onboarded for delivery.

“As we resume operations in more stores, we will continue to adapt our business model and optimize the use of our resources,” Fruitas President and Chief Executive Officer Lester C. Yu said in the statement.

“We are harnessing our model of

maximizing sales and profits with limited space, including the utilization of kitchen capacity in our foodparks to fulfill delivery orders. We will also repurpose or upgrade some stores into delivery hubs,” he added.

Fruitas said it had reopened more than 10 stores in the past week and is preparing to reopen at least 10 more this week.

The government is set to downgrade the enhanced community quarantine (ECQ) in regions that are considered low-risk or medium risk after April 30. The ECQ in Greater Metro Manila and other high-risk regions will remain until May 15.

Areas that will be under GCQ may gradually reopen more establishments and facilitate mass public transportation but still at reduced capacity.

Quarantine measures

in the Philippines have been in place since middle of March due to the ongoing spread of the coronavirus disease 2019 (COVID-19). Since then, Fruitas said it had strengthened its delivery network and partnered with food companies to boost revenue streams.

At present, the company said it was looking at partnerships with more on-demand delivery service providers.

“We are confident that we will emerge stronger and thrive in the post-pandemic environment,” Mr. Yu said.

Fruitas operates brands such as Fruitas Fresh from Babot’s Farm, Buko Loco, Buko ni Fruitas, De Original Jamaican Pattie, Johnn Lemon, Juice Avenue, Black Pearl, Friends Fries, The Mango Farm, 7,107 Halo Halo Islands, Kuxina, Shou La Mien Hand Pulled Noodles and Sabroso Lechon.

THE country’s major airlines on Friday said all domestic and international flights will remain suspended until May 15, after the government extended the lockdown measures in the National Capital Region and key areas around the country.

In separate statements, Philippine Airlines (PAL), Cebu Pacific and Philippines AirAsia said they will not yet resume passenger flights

in view of the extension of the enhanced community quarantine (ECQ) aimed at containing the coronavirus outbreak.

“All domestic and international Cebu Pacific and Cebgo flights remain cancelled from May 1 to 15, 2020. This is in line with the extension of ECQ imposed over much of Luzon, and implementation of general community quarantine (GCQ) over other

provinces. Restrictions are also implemented by local governments across the Philippines,” Cebu Pacific said in its statement.

Should the ECQ be lifted

by May 15, PAL said it will have a “gradual and calibrated” resumption of operations starting May 16.

Very often - sometimes too often! - the thought is back! Especially nowadays, while experiencing ECQ and staying in our own four walls. ... If we wake up in the morning (or even many times in the middle of the night), the thought is back.

Sometimes, the thought will not let us sleep. The "act of thinking", the "reflection", the "opinion" or the "serious consideration", no matter, how we describe it - our memory and conscience is always with us as a permanent companion.

We brood over unsettled problem. Sometimes, we bear unfair treatments, arrogance, ignorance, incompetent know-it-all-betters, and unbearable oddballs, who inexorable love to make our life a hell while living themselves a disorderly life.

We would not like to be distracted, but we're

toying with some good ideas how we could throw overboard all that "human garbage". What will come next is a matter of conjecture.

Of course, I've got my ideas, but I'm not a mind reader. Too many trains of thought make us thoughtless and absent-minded especially in difficult and important daily life situations.

Does waiting and/or sleeping solve our problems?

Or is it just again in time?

Our life's central idea should not be, that while waiting, time solves all our problems.

Thoughts should intensify, condense and deepen plans follow by actions.

It's good and helpful to carry thoughts in us all the time. Incomprehensible, or better unfinished thoughts, no matter whether positive or negative, should be slept on, before tiredness outstrips us with supersonic speed.

Sometimes, we feel that our thoughts and ideas can't be fulfilled with life. Where the heart is willing, it will find a thousand ways; but where the heart is weak, it will find a thousands excuses.

If doubts begin to take roots, we should rouse from pinktinted idealism or wear down and annihilate nightmares and erase and wipe out such thoughts and ideas.

If our thoughts are good and have the chance to be fulfilled in action, especially if "the other side" is prepared and willing to step on to such a bridge of life, we might get a support and words of encouragement.

And, if not? No action?

Maybe it is God's will to keep and protect us from a careless, rash, disadvantageous and uneasy action. Every new day gives us new inexhaustible possibilities to survive, to

The Japanese Model of Longevity What will it take for some family businesses to go on for centuries while others succumb and die early?

My quest for corporate longevity continues and my research has led me to the land of the rising sun, Japan.

We are experiencing an era where it is hard enough to keep an organization running for a decade. Therefore, being competitive is no longer a powerful leverage against the onslaught of a volatile, wired and borderless marketplace. With new jargons b eing invented like disruption, millennial market, IOT (internet of

Things), block chain, YOLO (you only live once), the watchword has now pivoted to not just being relevant but resilient. The latter fundamentally means several notches higher than survival.

So how did Japanese family-run businesses not only managed to stay afloat and survived for centuries?

Authors Hendrik Schwartz and Prof. Dr. Marc-Michael H. Bergfeld raised an even difficult and challenging contention: how do you stay relevant and resilient when your business is over 400 years old and already in the 15th generation? How can

you transition to a complex and multi-generational period and get confronted with hundreds of family members, each trying to outdo one another to promote their respective interests?

In their research, the authors clearly concluded that the “Japanese social value system is very different from its Western comparisons and a ls o d iss i m i l ar to its continental Asian counterparts.” They pointed out that the Japanese model “entailed strong cultic features and a very strong corporate identity that permeates every aspect of company life and

Rather, it’s meant for us to be realistic and to really focus on what is absolutely necessary and essential in our life, without getting unduly entangled with the things in this life that at best only have a relative value.

Our present condition, where we are deprived of certain comforts, conveniences, privileges, etc., is a good occasion for us to learn the art of how to leave everything behind , because one day it will be our turn to go, and what is left with us would be what we have in our heart.

This is what we are going to present to our Creator when we go back to him on judgment day. This is the only thing necessary. (cfr.

Lk 10,42) Of course, that love can only be proven by the way we handle all the things in this life—whether we did them or lived them always with love for God and for others in mind and heart.

Love for God and others should always be the motive of everything that we do — from our thoughts and intentions, to our words, and to our work. It should also be the motive when we have to go through the different circumstances of our life, the good ones as well as the bad ones, our fortunes and our misfortunes.

We have to be wary of our tendency to get entrapped in our earthly and temporal affairs or when we fail to live love for God and for others in the different events and circumstances of our life.

We usually have the strong tendency to be motivated only by human and earthly values in everything that we do. We have to be more wary of this danger and do everything to avoid it or correct it.

As St. Paul once said: “Whether you eat or drink or whatever you do, do it all for the glory of God.” (1 Cor 10,31) Not contented with this, he again said: “Set your minds on things above, not

on earthly things.” (Col 3,2) Not that our earthly and temporal affairs are not important. They are!

They are very important, in fact. But as means and occasions to love God and others. Failing in that love, we can be accused of what Christ once said: “What shall it profit a man, if he shall gain the whole world, but loses his soul?” (Mk 8,36) As said earlier, our earthly and temporal affairs only have a relative value, and they acquire that value only when it is related to the absolute value, which is none other than love for God and others.

That relative value of our earthly and temporal affairs certainly would lead us to love them — and we can love them with a certain passion — but also with a certain detachment.

We should not consider them as our ultimate end.

A saint once said that our affairs in this world can and should be the “divine paths of the earth.” It is there where

ADB okays $200-M loan to aid PH poor amid Covid-19 MANILA -- The Asian Development Bank (ADB) on Monday approved a $200-million loan to support the Philippine government’s effort to provide emergency cash subsidies to vulnerable households amid the coronavirus disease 2019 (Covid-19) pandemic.

“This global pandemic, of a kind not seen in the last century, has disrupted the livelihoods of millions of Filipinos and could set back the very substantial gains the country has made in reducing poverty in recent

years,” ADB Vice-President Ahmed Saeed said in a statement.

Saeed said the new loan supports the government’s emergency subsidy program, which was designed to “help vulnerable households get through this very difficult period and avoid falling into poverty.”

THE Bangko Sentral ng Pilipinas’ (BSP) program to encourage people to use digital payment platforms got a boost during the ongoing enhanced community quarantine (ECQ) in most parts of the country.

Data from the central bank showed that transactions using PESONet and InstaPay visibly increased compared before the ECQ due to restrictions in movement of people outside of their houses.

“To efficiently and safely make payments, the business entities with obligations to pay during this period used EFT (electronic fund transfer) services, particularly, the PESONet,” a central bank bulletin showed.

InstaPay and PESONet are real-time electronic payment systems under the National Retail Payment System (NRPS).

InstaPay offers consumers a safe, affordable, and real-time electronic payment option for up to P50,000 per transaction without limit in a day.

Charges may apply to the one sending the fund and the one receiving it depending on the financial institutions they will tap.

PESONet, on the other hand, is a batch EFT credit payment scheme for business-to-business as well as people-to-business transactions like credit salaries to employees’ existing accounts.

These e-payment options are posting bigger jumps since the ECQ was declared over mainland Luzon last March 16.

The quarantine was supposed to end last April 12 but was extended to April 30 to ensure the initial gains will not be wasted. The government has yet to announce whether this deadline will be further extended or modified.

Before the ECQ, the value of PESONet

transactions amounted to about P6 billion daily but surpassed P6 billion in most days since March 17 until April 2, 2020.

Value of InstaPay transactions are also generally higher during the ECQ although there were days that the daily value was lower than before the quarantine period.

“The PESONet volume did not grow along with the PESONet value due to the adverse economic impact of the ECQ on salaried individuals who are also users of PESONet,” the bulletin said.

As a consequence of increased digital payment transactions, both the cheque payments and automated teller machines (ATMs) withdrawals declined.

Before the ECQ, the value of daily cheque transactions surpassed P150 billion daily but this averaged to about P50 billion to P75 billion from March 17 until April 2.

Minimum daily value of ATM withdrawals from March 2 until March 16 is about P3 billion, with the highest at nearly P9 billion.

The daily transactions from March 17 to April 2 is about P3 billion to P4 billion, with the highest at about P5 billion.

The bulletin said cheques “which are predominantly used by business entities substantially declined in volume and value” because of lower business transactions during the ECQ. “ATM withdrawals were on downtrend, reflecting the unfavorable effect of work suspension on millions of workers in Luzon and other regions,” it said.

It added people were inclined to use the InstaPay service which is a more convenient and safer means to make low-value payments during the ECQ.

On March 24, Philippine President Rodrigo Roa Duterte signed into law the “Bayanihan to Heal as One Act”—or Republic Act No. 11469—authorizing the government to implement a Covid-19 emergency subsidy program that provides cash payments of P5,000 to P8,000 per month for two months

to 18 million low-income families nationwide.

This large program includes 4.3 million poor households covered under the country’s conditional cash transfer (CCT) program known as Pantawid Pamilyang Pilipino Program (4Ps).

ADB has been supporting the 4Ps CCT program since 2010.

ADB’s $200-million loan, under the Social Protection Support Project–Second Additional Financing, will contribute to the $726 million

required to provide emergency subsidies to 4Ps households in April and May 2020.

The loan is part of ADB’s comprehensive support to the Philippines to mitigate the damaging effects of the pandemic on the economy and wellbeing of Filipinos.

It comes after the signing of the USD1.5billion loan for ADB’s COVID-19 Active Response and Expenditure Support program on April 23.

Two grants approved

in March totaling USD8 million are supporting the delivery of food baskets to at least 140,000 vulnerable households in Metro Manila and nearby provinces, purchase of emergency medical supplies, and setting up of a new laboratory that will increase the country’s Covid-19 testing capacity by 3,000 tests a day.

ADB is also preparing an Expanded Social Assistance Project to support the government’s medium-term financing of the 4Ps program. (PR)

“This is a one-time payment, hence the recipients of FSRF can still receive cash assistance from the Department of Social Welfare and Development (DSWD) during its second tranche of distribution,” Dar said.

He added that only rice farmers in selected provinces are included based on the criteria originally set under the RCEF program. Thus, those who are not FSRF beneficiaries must receive the regular social amelioration program (SAP) from the DSWD. “ We d o n o t w a n t t o discriminate other farmers, and also fishers, from the financial assistance being given by the government to the marginalized sector of our society. It just so happened that the fund and implementing guidelines of the FSRF has already been finalized and approved early this year, even before the COVID-19 pandemic,” Dar said.

The FSRF is an existing SAP of the DA, funded under the General Appropriations Act of 2020, to help rice farmers mostly affected by the sudden drop of palay price in 34 rice producing provinces.

“The DA’s SAP focuses on the affected agricultural sector of the country. We are trying to maximize our re¬sources, while ensuring the no one is left behind. We have been continuously coordinating with the DSWD to ensure that those not covered under the FSRF will still be given assistance,” Dar said.

Since the rolling out of the FSRF early April, the DA has confirmed 234,586 beneficiaries for payout. It is expected to cater to more than 591,000 beneficiaries after completion.

He was the one who went to the gym since his wife was looking after their children in their dilapidated home.

Edendita Batiao, Municipal Social Welfare and Development Officer of San Francisco, said Payod is part of Set 9 of the new members of Pantawid Pamilyang Pilipino Program (4Ps) approved in 2020.

His happiness clutching the cold cash had gone awry in just a few moments when Barangay 4 Kagawad Concepcion dela Fuerte called him while he was about to leave telling him to return the money to the MSWDO table after a staff found out in another document that he is already a 4Ps member.

He returned the money feeling disappointed and went home empty-handed.

Dela Fuente, who is chairman of persons with disabilities (PWD) at the barangay council, explained that he should return the money or he will lose the privilege of being a lifetime 4Ps member.

He further said that 4Ps are not included in the P5,000 per beneficiary of SAP distributed to at least 9,000 families in this town.

But Payod said he had been applying as 4Ps member since 2010 but was just recently approved since he could not present legal documents in the past including their marriage certificate and birth certificates of their three children having difficulties of processing these documents.

It was only last year when dela Fuente helped Payod family processed their documents.

She assured Payod will be included among the 4Ps beneficiaries who will receive the P5,000 SAP subsidy this week when he will be given with cash card that can be withdrawn at the Automatic Teller Machine of the Land Bank of the Philippines branch in this town.

But contrar y to dela Fuente’s assurance, Gretchin Bautista, municipal link of the local government unit with the Department of Social Welfare and Development, said the fund for the 4Ps SAP is already available at the bank only that they still await the schedule of the release of the ATM cash card.

Batiao said apart from P5,000 subsidy, Payod as a new 4Ps member will also get his first P2,600 cash card.

Bautista however added that the voluminous processing could delay the release that she feared that it is likely the money can be withdrawn after the COVID-19 crisis.

“There is a need to fast tract the subsidy release of the Set 9 4ps members to let them be also relieved of the hardships in these times of crisis,” Batiao said.

The effect of the ECQ had made it hard for Payod to feed his family that he struggled to sell vegetables around the neighborhood and at times selling face masks using his bike which he could not pedal but only used his right normal feet to push it to the ground to keep it moving.

He said it would be lucky if he could sell at least P400 a day to earn P200 for their daily subsistence. Before the crisis, Payod was a canvasser of PP Bus Line, a passenger bus with a Davao City to Pasay City route where he earned P50 per passenger with an average six passengers he could canvass a day.

DA-10 brings Kadiwa on Wheels to Oro barangays

lson Jalapong, a sari-sari store owner in Barangay 23 is thankful to the Department of Agriculture - Regional Field Office 10 (DA10) for bringing the Kadiwa Market direct to their barangay.

Since the city-wide implementation of the community quarantine, his family has been making do with little income to provide for their daily needs.

"I am thankful that DA brought the Kadiwa Market to our barangay. The products sold are cheaper and affordable that helps us save, especially now that our daily earnings are much lesser under the quarantine," Jalapong said.

"I am looking forward for the next round when the Kadiwa Market visits our place," he added.

For the Northern Mindanao Federation of Dairy Cooperatives (NMFDC), better known for its brand name, Highland Fresh Dairy Products, the Kadiwa Market has helped their group get by the pandemic by maintaining steady sales.

"Our production has

been affected since the implementation of the quarantine. Our sales have dropped significantly.

One of our strategies is to continue joining DA's Kadiwa. This helps us to maintain our daily sales," Jhuryvie Sardovia Highland Fresh accounting staffturned-saleslady shared.

"More importantly, the Kadiwa Market has helped me keep my job during the quarantine," she added.

Barangay 23 Chair Mario Balsarza said his constituents not only saved money because of the Kadiwa Market, but it also kept them from going to congested places like the public market, a precautionary and safe measure against COVID-19.
