Compensation Act MARAWI City's civic leaders and organizations lauded Wednesday President Rodrigo Duterte's signing of Republic Act 11696, or the Marawi Siege Compensation Act of 2022.

In a statement, International Alert Philippines (IAP), the secretariat of Marawi Reconstruction Conflict Watch (MRCW), said the Marawi Compensation Act establishes a precedent for future victims of war and destruction.

"Through this law, no victim shall be left uncompensated. We celebrate this milestone with the IDPs (internally displaced persons) and victims of the Marawi war for this hard-earned victory," IAP said.

Comelec to allow only 10 voters per precinct to ensure social distancing

AS part of the health protocols against COVID-19, only 10 voters will be allowed inside every precinct on May 9 to ensure social distancing, lawyer Aleli Abamonga Dayo, Misamis Oriental director of the Commission on Elections, said.

Dayo said medical front liners will be deployed to take temperature checks and other basic monitoring against COVID-19 on election day.

Voters suspected to be infected would still be allowed

to vote but the casting of ballots would be in “special rooms,” she said.

DILG Usec for Plans, Public Affairs, and Communications Jonathan Malaya said the activity serves as an avenue to learn from the Commission on Elections (Comelec), Legal Network for Truthful Elections (LENTE) Philippines and DILG since a mock election will be held where participants are given sample ballots and markers.

"The next six years is very critical for the country. We are trying to recover

from the adverse effects of the pandemic and part of that is ensuring that we will be electing the right people to office," DILG-10 Regional Director Arnel Agabe said, citing the great role of the youth in choosing the leaders who can improve the country's current situation.

During the info drive, over 20 youth from Barangay 28, 32 and Camaman-an had the chance to join the mock election and were taught on the usage of the vote counting machine (VCM) with the supervision of Comelec-10.

The commission also shared the guidelines as well as the process during the elections come May 9, 2022. To ensure safety of stakeholders, only 10 voters at the same time are allowed in a voting precinct, says Lawyer Rowell Valledor of Comelec-10.

BARMM education ministry forms task force for May 9 polls COTABATO City – The Ministry of Basic, Higher and Technical Education– Bangsamoro Autonomous Region in Muslim Mindanao (MBHTEBARMM) has organized the 2022 Election Task Force to help ensure orderly and credible elections.

MBHTE-BARMM chief Mohagher Iqbal said Wednesday the election task force is in compliance with the Department of Education (DepEd), which calls for the establishment of the 2022 DepEd Election Task Force from regional, provincial, and city schools division levels.

Iqbal said the task

force will also help ensure that all MBHTE personnel are provided with "adequate information, technical support, and legal assistance" as they perform their duties in the electoral board for next month’s elections.

“Let us stay neutral, remember that you have a right to choose your candidates, and just stick to the law and principle for us to have a clean 2022 elections”, he said.

Iqbal said MBHTE legal officers briefed the task force on constitutional provisions, laws, and jurisprudence on electioneering and political partisan activity; participation

and preparations for the 2022 polls; and political neutrality and learner’s participation in politically partisan activity.

MBHTE counsel Hamida Mantikayan reminded teachers and electoral board members that they are prohibited from wearing any election paraphernalia promoting candidates, giving financial contributions for the benefit of a candidate or party, being a delegate to any political convention, and forming groups or organizations to solicit votes.

An estimated 4,000 teachers in the region are set to serve in the May 9 polls. (PNA)

BUTUAN City– For the first time, bus routes from Bohol to Davao City passing through this

area and other Caraga provinces have been opened, bus firm Bachelor Express, Inc. (BEI) said in

a statement Tuesday.

Air-conditioned bus units were deployed in the new route starting Monday, complete with accessories such as a comfort room, charging ports for cellphones and other gadgets, and television monitors for entertainment, BEI said.

All buses will implement the one-meter apart seating arrangement in compliance with health protocols, it added.

Aside from this city, the new route will also pass through selected areas in Caraga Region, including the towns of Nasipit in Agusan del Norte, and Prosperidad and San Francisco in Agusan del Sur. Trips are scheduled every Monday, Wednesday, and Friday starting at 10 a.m.

In a statement, the Port Management Office of Agusan (PMO-Agusan) of the Philippine Ports Authority in Nasipit welcomed the opening of the new route.

DTI in talks with US-based battery tech, telco tower firms DEPARTMENT Department of Trade and Industry (DTI) Secretary Ramon Lopez has discussed with executives from United States-based battery technology firm and independent tower company (ITC) regarding their investment plans in the country.

In a statement Monday, Lopez said DTI officials, along with Defense Secretary Delfin Lorenzana, met with ZAF Energy Systems and Battery Grade Materials, Inc. (BGM) during a highlevel diplomatic reception for government officials and business leaders in Washington D.C. last week.

Lopez told ZAF chief executive officer Randy Moore that the planned investment of the firm and its affiliate company, BGM, could qualify for Tier II under the industrial value chain gaps of the proposed 2022 Strategic Investment Priority Plan (SIPP).

ZAF-BGM eyes nickel hydroxide processing plant and battery manufacturing projects that can serve the demand for electric vehicles, as well as

The DTI said the estimated value for the projects amounted to USD400 million to USD500 million (PHP21 billion to PHP26 billion) and can generate a thousand jobs.

“We have been targeting companies that can process our minerals instead of exporting them as raw ore. This will encourage high-value minerals processing in the country and is in line with our efforts to bring in more investments under the leadership and guidance of President (Rodrigo) Duterte,” Lopez said.

Moreover, provider of infrastructure for wireless communications SBA Communications Corp. remains optimistic to expand its presence in the Philippines.

Japan’s Tamiya investing P2-B for expansion in PH this year

AMIYA, Inc., a Japanese producer of plastic model kits and radio-controlled cars, remains confident in the Philippines as it plans to expand its manufacturing facility here.

In a statement Tuesday, the Department of Trade and Industry (DTI) said Tamiya will be investing P2 billion for a new manufacturing line inside Cebu Light Industrial Park.

The production plant in Cebu is Tamiya’s only manufacturing operation outside Japan, although the company is also present in the United States, Germany, and Hong Kong.

“The fact that Tamiya has been operating in the country for about 30 years

and is now moving forward with expansion plans despite the challenges of the pandemic, is testament to the enabling environment that President Rodrigo Roa Duterte, together with his economic managers, have set up for foreign direct investors,” DTI Secretary Ramon Lopez said.

With this expansion plan, Tamiya aims to ramp up its manufacturing capacity by 20 percent to increase its output by 5 percent over three years.

The Japanese manufacturer targets to commence operation of the new plant by September 2023.

It will create 300 jobs upon completion of the new facility, an addition to

its over 1,200 manpower engaged in model assembly.

Tamiya cars are patronized by hobbyists worldwide for their exceptional quality and accuracy.

Aerospace firm sees PH as growing market for defense aircraft MULTINATIONAL aerospace company Airbus has projected the Philippines as a growing market for defense aircraft, and the firm is open to explore possible investment opportunities in the future.

In a virtual media briefing Monday, Airbus Defence and Space head of Asia Pacific Johan Pelissier said fleet modernization for military aircraft has fuelled the demand in the Asia Pacific region, including the Philippines.

Pelissier added the Philippines is a key market for Airbus, having its physical footprint in the local aerospace industry for more than four decades.

Airbus has delivered five C-295 medium lift transport aircrafts to the Philippine Air Force. The latest contract is a fleet of three C-295 airlifters, one of which arrived last March.

The P5.288-billion contract for the three C-295 aircrafts was signed

in 2019 as part of the government’s military modernization program.

Pelissier said the company is expected to deliver the two C-295 airlifters in the coming months.

The fleet has been deployed for humanitarian missions, such as transporting relief aid to areas hit by recent typhoons, earthquake aftermath, and pandemic-related relief efforts.

One of Truman’s friends, Tom Pendergast, helped Truman win his first election to public office as a county judge. However, Truman did not always agree with his friend’s crooked way of doing business. One time a group of dishonest businessmen wanted Pendergast to influence his friend Judge Truman, but Pendergast replied: “Truman always stays true to his honest character and principles. There is nothing I can do to tempt or make Truman cheat or do anything dishonest.”

Eventually Pendergast was put in jail for the crime of tax evasion. Years later when Truman was vice-president of the U.S., Pendergast died.

RAVANERA The hor r ible incidence last April 19,2022 when the armed guards of the Kiantig Development Corporation were seen in a video indiscriminately shooting hundreds of the Manobo-Pulangiyon Tribal Community is now reverberating through-out the land. People are asking: Why must the tribe be shot upon? For just attempting to enter a 4-ha. vacant area in their 1,111 ha.-ancestral domain in Butong, Quezon, Bukidnon that has been transformed into massive plantation as living for more than five years now along the hi-way under shattered tents, living n extreme poverty and hunger has become unbearable?

But such barbaric treatment is just a “tip of the iceberg” (one-tent seen, nine-tenth hidden).

Un k n o w n t o m a n y, a Study has concluded that “indigenous lands have become battlegrounds of conflict against powerful forces that aim to grab their lands and resources to advance political and economic interest in supp or t of agenda that is d r ive n by c or p or ate greed. Dispossession and displacement of IP communities from their ancestral lands continue unabated despite the recognition of IP rights by t h e I P R A L aw a n d

International Human Rights Law.” T hu s , t h at h o r r i b l e shooting that wounded five tribal members has become the catalyst to now put in t he public imag inat ion how oppressed the IPs are.

Indeed, the violation of their rights are continuing without let-up, manifesting the painful truism that the enrichment of the rich and powerful people means the dispossession of the poor and oppressed IPs. Land, water, forests and natural resources called commons are their economic assets which for thousands of years they have been using in the spirit of service and sharing as the IP culture has given high adherence to the sacredness of nature.

All these years, the poor and oppressed IPs are living in extreme poverty because of massive oppression and gross violations of their land and water rights. How oppressed are the IPs? To have a clear grasp of the issues, may I share the summar y of issues and cases of the IPs even in Bukidnon alone as presented in the report of the Regional Development C ouncil (RDC) of Region X, to wit: “In 2016, at Sumilao, Bukidnon, a powerful rancher enclosed some 5,000 hectares of tribal lands.

This was correspondingly protested by the Manobo Tribe headed by Bae Merlita Mayantao. At dawn, while members of the tribe were having coffee, they were indiscriminately shot. Three were killed, including the son of Bae Mayantao and three wounded. Several of the assailants are still at large who are members of a known rancher’s Security Group.

“In Talakag, Bukidnon,

Datu Fred Sinahon shared that George Amihan was hacked to death, Anastacio Susina was shot to death, and Alfonso Sinahon was mauled to death then cut into pieces. After which, all their lands, abaca, falcata and lauan were stolen.

“Bae Saluday Endrita Pocol, head claimant of Unified Ancestral Domain in Talakag, Bukidnon narrated that agencies of government such as DENR and DAR are now entering their ancestral domain and are issuing land titles in cahoots with local officials without any respect to the IPRA Law, in utter disregard to their rights and dignity. They are always under threat and their fences have been destroyed. They cannot anymore bear the pains and abuses and in fact, many have been killed.

“In 2006, the beautiful non-stop water flowing from the stream in the ancestral domain of Datu Ben Anoos was allegedly transformed by the LGU into a water system to supply the water needs of the municipality of Talakag. However, until now the tribe is still not properly remunerated by the LGU. “In 2019, Bae Lea of San Fernando, Bukidnon was known to fight for the water rights of her tribe.

She was killed in 2019. In Sept. 3, 1998, eleven IPs who fought against the entry of trans-national corporations that aimed to convert their lands into plantations were ambushed and killed, namely, Esterlita Daguiwaas (47 gunshots from M79 g re n a d e r i f l e ) , Ji mb oy Rama, Antonio Bantilis, Dado Hallasgo-Sinanguyan, Renante Daguiwaas, Amado Su k lat an, Jun D elgado, Judith Pulao Slibo Delgado, Pedro Dumangon, Pedro

Daguiwaas and Eboy Lumboy. On Dec. 13, 2020, Datu Winefredo Tigababao Sumael and Datu R aff y Saway Alim were killed in Purok 9, Prakatahan, Pualas, Don Carlos, Bukidnon. On May 25, 2016, husband and wife Fortunato Villamor and Bai Angelina Dokit Villamor were shot to death outside the Grandstand Hardware in Maramag, Bukidnon. On May 25, 2016, a shooting incident took place at San Miguel, Maramag victimizing Mr. Jonathan Selana Y Enoy.”

All told, a total of 95 IP leaders have fallen victims to extra judicial killing (EJKs) and 169 victims of frustrated EJKs, 227 illegally arrested, detained and abducted and 27 reported subjected to torture.

The latest information on how oppressed the IPs are is the horrible eviction of some one hundred families of the Talaandig Tribe from their 73-ha. ancestral domain at Sitio Gabunan, barangay L ap ok , Ta l a k ag . T he y are now living in extreme poverty and hunger as they have b een ousted f rom their ancestral domain by a powerful alleged buyer who together with policemen forcibly drove the IP families out from their land using backhoes to dismantle their home and destroyed their crops. When they stood up for their rights, no less than their chieftain, Datu Junard Enecito known as Datu Ladlaran was declared “persona-non-grata signed by the LGU officials.

As my tribute to those who have given up their lives for the cause of the oppressed IPs, may I share a short poem as there is no greater love there is than those who have given WAKE-UP/PAGE 11

Have a firm confidence in God’s mercy “God so loved the world that he gave his only-begotten Son, so that everyone who believes in him might not perish but might have eternal life.” (Jn 3,16) We should make these words of Christ reverberate always in our mind and heart.

No matter what happens in our life, we should be confident that God is always merciful.

We know that our human condition is always in a precarious state, given our strong tendency to misuse our freedom. But regardless of how we misuse it, God will always understand us and offer us his mercy as long as we at least are open to it.

In the whole history of God’s supreme project of creating and redeeming us, he knows how abusive we are of his goodness. We of course suffer the consequences of these abuses. But at the end of the day God through Christ in the Spirit is willing to bear the consequences of our sins if only to bring us back to him.

As a psalm would put it, “He is full of compassion, forgave them their sin and spared them. So often he held back his anger when he might have stirred up his rage. He remembered they were only men, a breath that passes never to return.” (78,38-39) Given that condition of our life, we should just try our best to behave as best that we can. And when we fail again, let’s never doubt God’s ready mercy. Let’s ask for it as well for more grace, so we can grow in the appropriate virtue to counter our weaknesses and temptations.

We cannot deny that there are just too many natural challenges and difficulties for us to handle with a certain ease and confidence. Especially these days when the pace of development is faster, and the developments themselves are more complicated and tricky, we need to have a strong faith to see things properly.

Our sense of confidence should spring from a faith that

gives us the ultimate meaning and proper direction to all our human knowledge and endeavors. It is what gives the original perspective to all events, good or bad, in our life. Otherwise, we would end up confused and lost.

We also need to make our faith grow to cope with the multiplying infranatural consequences of our human condition that is weakened by sin. There’s no other way to manage and survive the consequences of sin, ours and those of others, personal as well as the collective and structural, than by relying first of all on our faith. Without faith, we will find no exit, no relief from this wounded status of ours.

That’s why St. Paul said: “Above all, take the shield of faith, wherewith you shall be able to quench all the fiery darts of the wicked.”

(Eph 6,16) Faith holds pride of place in our armory to wage that lifelong battle with our wounded flesh, the

INANCE Finance Secretary Carlos Dominguez III thanked executives of major multilateral development banks (MDBs) for their support to the government’s inoculation program against the coronavirus disease 2019 (Covid-19).

In his meetings with officials of the World Bank Group (WBG), the Asian Development Bank (ADB), and the Asian Infrastructure Investment Bank (AIIB) at the sidelines of the ongoing International Monetary

Fund (IMF)-WBG Spring Meetings on Washington DC, Dominguez said the aid extended by the multilateral agencies gave the government’s vaccination program the “seal of good housekeeping.”

In a statement Monday, the Department of Finance (DOF) said the current administration has signed 22 loan agreements with the WBG totaling USD7.53 billion.

LANDBANK issues 9.8M cash cards to CCT, UCT beneficiaries as of March LAND BANK of the Philippines (LANDBANK) has issued cash cards to 9.8 million individuals as of end-March to allow them to receive subsidies from the Department of Social Welfare and Development (DSWD), the lender said in a statement on Tuesday.

LANDBANK said the total includes 4.4 million conditional cash transfer (CCT) and 5.4 million unconditional cash transfer (UCT) beneficiaries.

Beneficiaries can use the cash cards to withdraw from automated teller machines and agent banking partners (ABP) as well as for cashless purchases.

LANDBANK President and Chief Executive Officer Cecilia C. Borromeo said that “the distribution of LANDBANK Cash Cards advances our efforts to

bring more Filipinos into the formal banking system.”

In 2021, the DSWD released P133.61 billion in cash grants nationwide via LANDBANK’s cash cards to 7.2 million beneficiaries nationwide, the lender previously said.

Of the total, P123.74 billion was disbursed to 4.4 million beneficiaries under the CCT program and P9.86 billion went to 2.8 million individuals under the UCT program.

The state-run bank also onboarded 888 ABPs as of end-December to improve access to its services in remote areas.

LANDBANK booked a net income of P21.75 billion in 2021, up by 27% from P17.14 billion a year earlier and beating its P19.68-billion profit target on the back of a decline in cost of funds and loan loss provisions.

UnionBank books lower net income in the first quarter UNIONBANK of the Philippines, Inc. recorded a lower net profit in the first quarter as trading gains normalized.

The Aboitiz-led lender said its net income dropped by 45% to P2.608 billion in the first three months of 2022 from a year earlier. Based on its previous financial statement, its net profit in the first quarter of 2021 stood at P4.728 billion.

“Net income was lower by 45% [year on year] due to extraordinary trading gains recorded in the first quarter of 2021,” it said in a filing with the local

bourse.

The bank’s net interest income rose by 12% to P8.065 billion from a year earlier. Net interest margin improved by 6 basis points to 4.6% on the back of higher yields from earning assets and lower cost of funds amid the growth in its current account, savings account (CASA) deposits.

Meanwhile, UnionBank’s fee-based income more than doubled to P1.4 billion.

This was driven by rising income from InstaPay and interchange fees.

It added Dominguez noted that this tie-up “would be a more feasible and accessible option rather than subjecting countries to the tedious processes imposed by various organizations offering climate financing.”

The government took

out loans both from multilateral agencies and the global debt market in a bid to boost financing capacity to address the impact of the pandemic on the economy.

This, as government revenues went down because economic activities slowed down following the imposition of lockdown measures both here and overseas.

The Influence of Face-to-Face Education

Education is a vital part of our lives, and no one can deny its significance currently.

People should continue to learn regardless of what happens. Now the question is whether face-to-face education or online education is preferable. The majority of things can only be learned in person because only in person education makes practical sense.

Face-to-face education is the only available medium. The only medium available in face-to-face education is communication between sender and receiver. Until the introduction of online education, face-toface education was the primary mode of instruction for thousands of years.

It is true that online education is now widely available in educational programs, but technology does not always facilitate the right type or quality of information that is exchanged or shared. As a result, learning potential may be limited. As for me, face-to-face education is the most effective type of education. It is difficult for students to ignore the instructor in group learning, and even if they are not listening to the instructor, they can learn something from the group. Interaction is the main component of face-to-face education, and socialism is also increased. Students gain confidence in presenting their ideas openly while learning in groups. Answers to the questions of the students are also gained at the time of group discussion.

Students enjoy a wider range of learning

opportunities when they learn in groups and face to face. Students in group education attend formal lectures and presentations, which allow them to create a positive relationship with the instructor and boost their confidence. I believed that face-to-face education aids more in the development of pupils' intelligence.

Online education is in high demand in this period, however it is not considered as good as face-to-face education owing to the lack of interaction. Only through increasing the connection and interaction between the teacher and the students, as well as having frequent group discussions, can online education be brought up to the level of face-to-face education.

Finally, I'd like to point out that while both types of education have advantages and disadvantages, face-to-face education is more reliable and superior. Face-to-face education allows students to benefit socially from social interaction with people from different backgrounds and cultures. Faceto-face education and group learning are the best types of high-quality education.

This is the traditional type of education with a practical application. Other forms of education simply cannot compete with the quality of online education. There are numerous benefits to face-to-face education that have been discussed, and these benefits cannot be denied. No matter how fast this era is, people must spend time together.

Digitalization in Rural Banking:

Key to Ensuring Financial Inclusion

URAL banking has always been considered a critical sector in the financial service industry.

These banks help promote and expand the rural economy and provide essential financial services to rural communities unserved or underserved by commercial banks. The community segment it caters for is primarily those in the retail sector and the unbanked or those unreached by bank services or similar financial institutions.

In its 2019 Financial Inclusion Survey, Bangko Sentral ng Pilipinas (BSP) noted about 51.2 million unbanked Filipinos, translating to a whopping 71 percent of the entire adult population.

But when the pandemic started, there was a big jump in account ownership due to

the digitalization of financial transactions. Leveraging this trend, the report stated that the central bank aims to get at least 70 percent of the adult population to possess bank accounts by 2023.

But the question is, how can technology assist rural banks in ensuring financial inclusion?

And what role does it play to help them be more agile and sustainable in today’s world and the future?

Braving through challenges In a virtual event, ‘Digitalization in Rural Banking: Strategies for Financial Inclusion in the Midst of the Pandemic and Beyond,’ last March 2022, organized by the Bankers Institute of the Philippines (BAIPHIL) and co-presented by SAP SE (NYSE: SAP), Estrellita Ong, Director of BAIPHIL and Chief Internal

Auditor of BDO Unibank, Inc., said that rural banks currently face numerous challenges.

“Rural banking is a segment most vulnerable to economic stops brought by calamities and the pandemic. It also requires approaches that are more personal, inclusive, and far-reaching. And while competition is fierce, regulatory compliance is a must. That is why rural banks need more than good people and sufficient capital. It requires an upgraded and robust IT infrastructure to keep pace with the evolving technology landscape,” said Ong. Business Innovation – A Necessity to Survive To help rural banks and other financial institutions address these challenges, Nitin Vohra, Director of S/4HANA Center of Excellence for

SAP Asia Pacific and Japan, discussed how technology and business innovation are changing the banking game.

Today, business innovation is critical for companies to survive, despite its prevalence before the pandemic. Since 2000, 52 percent of the Fortune 500 organizations have gone out of business due to digital disruptions, says Harvard Business Review. Aside from being a means of saving costs, technological advancements also deliver fresh avenues and opportunities that contribute to value creation.

“Nowadays, digital startups are achieving a billion-dollar valuation in less than four years, while Fortune 500 businesses could do it in 20 years,” Nitin explained.

Business Models to Adopt in the Digital Age

Nitin noted that traditional universal banking operates on a full-service model. They provide customers with different accounts and labeled products and services, such as mortgages and credit cards. However, this model contains several providers that offer a lower price, less friction, and better customer experience in the value chain. And with legacy software, competing with these providers is impossible.

“Banks should rationalize their product offerings and concentrate on areas that command a competitive advantage. Another option is to become a service provider to other banks or fintech companies to eliminate the need for others to engage in heavily regulated industries and activities, readily taking on INCLUSION/PAGE 11

The COVID-19 pandemic has raised many challenges to our education system. Yet, it also presents an opportunity to re-consider the delivery of education and schooling by those in educational leadership positions.

School leadership teams play a vital role in creating the environments that support teachers, students and their families to continue to be connected and learning during the COVID pandemic, whether in school or at home. In times of uncertainty, they build community, coherence and equity around schools.

With the experience of the COVID-19 crisis, we can look back to the shortterm impact on the role of educational leaders. As schools closed, the physical schools disappeared, and reduced not only direct or live learning opportunities, but also the social interaction of students with friends, peers and the teaching professionals in schools. In short periods of time, across many countries, educational leaders at different levels worked to reconfigure education continuity through remote approaches, either using existing technological resources, TV, radio, mobile phones, paper or home schooling. Education professionals adapted to new ways of teaching and interaction with students from their own homes.

With the need for social distancing, planned student assessments, especially high stakes exams and those needed to gauge transitions into next stages of education, were dropped or replaced. These decisions were made in a short amount of time, with little information or evidence available, and with a restricted ability to

communicate with a variety of education stakeholders to develop solutions. They rose to the occasion, and many youngsters throughout the world continued to learn and or engage with their teachers via the internet or other means. But inequalities increased, as children in more disadvantaged homes had fewer resources to follow remote learning approaches.

In such times of complexity, with little information, school leaders and teachers engaged with creativity and professionalism to maintain their links with students.

Without the physical school, the role of school leaders had to focus on preserving the school community, finding the right technology to connect teachers, their students and families, and making sure that the learning was adapted and coherent.

Underpinning the learning, they had to respond to staff and student well-being.

These are just a few of the challenges that school and system leaders will have to think about during times of uncertainty in education delivery. COVID-19 has amplified many of the obstacles and issues in education that existed previously, such as learning curriculum for the twenty-first century, disparities, exams, technology use, and teacher professionalism. Education leaders in schools and at the system level might think about how to use lessons learned from the COVID-19 epidemic to redefine how education is delivered in the twenty-first century. They have done it quickly in times of need and can now take a bit more time to reimagine and reshape the future. Now is the time to rise to the educational leadership challenge.

And if given the chance to continue serving the city as mayor, he will move for the establishment of elementary and/or high schools in all barangays in the second district. This aside from increasing the city’s scholars to 10,000 and the establishment of scholarships for college/ university students who are bent on taking medical courses.

He said he moved for the establishment of the USTP campus in Lumbia to “provide quality education to the youth in the hinterland barangays of the city.”

THE COMMUNITY PRESS AND THE CHALLENGES IT FACES IN THE POST-PANDEMIC ERA

HE press has the power to uplift individuals, to instigate community change and to direct the nation’s aspirations, according to Supreme Court administrator, Raul B.Villanueva.

The court official made the declaration in his speech during the Publishers Association of Philippines, Inc.’s (PAPI) National Press Convention on April 22, 2022 held at the Penlai Finest Chinese Cuisine (Formerly Shangri-La), with the theme “The Community Press: Its Challenges in the Post-Pandemic Era." “Information is a capital and those who wield it possess an insurmountable amount of power at their disposal,”Villanueva said.

Further, Villanueva said that “the way forward is a united front against any form of injustice and that institutions like the PAPI has the stake to see to it that this is judiciously pursued and earnestly promoted.” He added that in the efforts, the concepts of shared responsibility and adhering to a common pursuit done in unison to safeguard the information systems and meet the challenges of the postpandemic era. “Without firm commitments and purpose, when a clear vision and mission is lacking, we can never go far and will not achieve what we set out to accomplish,” the Supreme Court official explained.

Villanueva added that PAPI, with its influence “should serve as the formidable channel in the information systems “to pave the way for a

community press that is faithful and true to its calling as the sentinel for a free press and an indispensable ally of the judiciary.”

On the other hand, Supreme Court Associate Justice, Jose Midas Marquez received a Special Recognition/Citation award from PAPI. He belatedly greeted PAPI president Nelson Santos on his 60th birthday last April 15.

Marquez said he has been closely working and collaborating with PAPI for around 10 years, even when he was still a court administrator. The close relationship between PAPI and Marquez continues up to now.

Led by president Santos, PAPI thanked all the guests from regular to associate members of the association, to community newspaper publishers, media executives, editors, print and broadcast journalists, public information officers, campus journalists and their faculty advisers.
