Briefly Supply contract bid THE power firms of the Lopez Group and conglomerate San Miguel Corp. are among the 12 prospective bidders for the supply contracts for the output of the 200-megawatt (MW) Mindanao Coal-fired Thermal Power plant.

The Power Sector Assets and Liabilities Management Corp. (PSALM) on Friday disclosed the 12 investor groups that have paid the participation fee and executed confidentiality agreement and undertaking.

HE Manolo Fortich Hydropower Project, targeted for completion within 18 months, will bring Hedcor’s total capacity to 129.77 MW on the main southern island.

Erring drivers THE Land Transportation Office (LTO) in Northern Mindanao would start a region wide campaign against “drunk and drugged drivers” on the road, an LTO official said Tuesday.

Marissa E. Cajardo, chief of the LTO regional law enforcement unit, said that transportation officials would deploy personnel in bus terminals to examine bus and public utility drivers of alcohol traces.

The LTO has already acquired “breath analyzer,” a gadget used for the enforcement of the Anti-Drunk and Drugged Driving Act (R.A. No. 10586), implemented on June 17, 2013, Cajardo said.

She said that the antidrunk and drugged driving campaign started in Cagayan De Oro City at the start of the month of April 2015 and would go on a region wide campaign.

Transport coop gets P 1million CSF loan DAVAO Oriental -- The Mandaya Van Transport Services Cooperative from Baganga town of this province received P1million loan from the Credit Surety Fund of the Bangko Sentral ng Pilipinas (BSP) and the Development Bank of the Philippines through the Davao Oriental Reach Surety Fund (DORSF).

has tr uly help ed small cooperatives enhance growth and sustainability by giving them access to much-needed financial support through bank credit.

Out of the 151 cooperatives in the province, about 10 cooperatives, so far, have availed loan assistance through the CSF. Recognizing cooperatives role in the economic development of communities, in creating job opportunities and increasing poor people’s income, the Provincial Government adopted the program and established the Credit Surety Fund here as a credit enhancement program that would enable poor constituents, mostly farmer cooperatives, obtain non-collateralized loans with much lower interest rates.

In fact, Davao Oriental was among the first provinces in Mindanao that implemented the CSF Program. Way back in 2009 when the program was first introduced, the Provincial Government had infused contributions to the CSF that helped enable poor constituents obtain loans.

Meanwhile, in his message, Castillones emphasized the importance of updating financial statements and records. “These financial records ensure banks of your cooperative’s credibility,” he told cooperative members, loan/PAGE 9

The quest for divine mercy

have started to read Pope Francis’ document called Misericordiae vultus (The face of mercy) that announces the Jubilee Year of Mercy that will begin on December 8 this year, Solemnity of the Immaculate Conception, and will end on November 20, 2016, Solemnity of Christ the King.

I am going to read and re-read it to savor the many fine points it contains and that deserve to be given due attention. I am sure these fine points will trigger more helpful insights and considerations. I hope more and more people get to read it as well if only to join in this common quest for divine mercy that sometimes can be very elusive.

I believe this pontificate of Pope Francis would like to be known, more than anything

else, as that of mercy and compassion. It’s a papal thrust that I believe the world today needs most. But it’s also one that sparks and stirs some controversies that really need to be resolved.

Already in paragraph 2 of the document, we are asked to constantly contemplate the mystery of mercy. With those words, we are somehow told that there is still much of divine mercy that needs to be discovered and learned, lived and spread. Each one of us and the whole Church in general have to be up to par with God’s mercy.

What is implied is that our current ways of dispensing divine mercy, whether done individually or collectively, s o c i a l ly or p ol it i c a l ly, personally or sacramentally, confidentially or pastorally, attitudinally or legally, etc.,

may need some updating, an “aggiornamento” of sorts that characterized the spirit of Vatican II and is in fact always an ongoing concern.

We should never think that what we already have and are doing insofar as living the spirit of the mercy of God is concerned is already complete and perfect. This spirit of God’s mercy is a living thing that, while it is already quite well known and made available to us in abundance, can still spring new surprises.

This is, of course, a very delicate matter that has to be approached, studied and acted on with utmost care and prudence. That’s why I would strongly suggest a lot of moderation and restraint in expressing our views on the matter.

House bodies approve bill creating a regulatory framework for LPG industry

T

he House Committees on Energy and Trade and Industry have rep or te d out for f lo or deliberation a measure s e ek i ng to e st abl i sh a regulatory framework for the safe operations of the Liquefied Petroleum Gas (LPG) industry.

House Bill 5617, which substituted House Bill 396 authored by Rep. Susan A. Yap (2nd District, Tarlac) and House Bill 756 filed by Rep. Arnel U. Ty (Party-list, LPGMA), also sets standards of conduct and codes of practice for the industry.

Yap said the measure, to be known as the “LPG Industry Regulation and Safety Act,” would address quality and safety concerns and uphold

the rights of consumers to freely choose the LPG brand they want to purchase.

“The LPG industry has already marked a significant p or t ion in t he market due to its high demand.

Operating under a regulated downstream oil industry structure, it allows its market participants to engage in unfair and unsafe trade practices, hurting consumers and to a large extent, causing negative externalities to society,” Yap said.

The measure establishes a regulatory framework for the importation, refining, refilling, transportation, distribution and marketing of liquefied petroleum gas (LPG), and the manufacture, requalification, exchange and

swapping or improvement of LPC cylinders.

It also creates the LPG Monitoring and Enforcement Task Force to assist the Department of Energy (DOE) in monitoring and compliance standards inspection, and in the exercise of other powers and functions necessary to give force and effect to the proposed Act. The bill mandates the DOE to deputize the Department of Trade and Industry (DTI) in the processing of the License to Operate for dealers and retailers, subject to the standards set in the proposed Act. Under the bill, engaging in business without license to operate, engaging in business without accreditation, refusal

or obstruction of inspection, failure to post license to operate, failure to submit reportorial requirements, illegal storage, failure to comply with product standards, adulteration, underfilling, illegal refilling, hoarding, unauthorized trading of LPG cylinders are prohibited and fined with a maximum of P500,000 for an individual and P1,000,000, for a corporation.

B O C C ommissioner John Philip Sevilla provided a walk-through of the RIL and its User’s Guidelines during the

di a logue s ession of t he National Competitiveness Council. He clarified that commodities arriving in t he Phi lippines wit hout import permit/license may still be allowed entr y, provided permits/ licenses are issued within 30 days after arrival, ot h e r w i s e t h e y w i l l b e s eize d.

The measure also stipulates the monitoring and enforcement mechanisms for the LPG industry, specifically the reports and disclosures required to be submitted by the LPG industry participants to DOE, and the central database of LPG Industry Participants to be created by the DOE. To enhance awareness among LPG consumers and end-users, the measure requires DOE and the DTI to disseminate information about the proposed Act. A Joint Congressional Oversight Committee shall be created to monitor the implement at ion of t he

proposed Act. The measure directs the effective coordination between the DOE and the DTI, and grants certain powers and functions to the DTI, the Department of Interior and Local Government (DILG), the Philippine National Police (PNP) and the local government units (LGUs) for the effective implementation of the proposed Act.

EDC calls on truckers to restore rates The Export Development Council (EDC) issued Resolution No. 2, series of 2015, urging Truckers and Truckers Associations to restore the trucking rates and charges to the pre-port congestion level since the Manila port operations have normalized and fuel prices have gone down in recent months.

The EDC is concerned that despite the improvements in the ports, exporters continue to

be burdened with high cost of trucking charges. This contributes to the increase in prices of both export and domestic goods thereby diminishing the competitiveness of Philippine products.

The EDC will continue to advocate policy reforms to help exporters boost their export competitiveness with competitive cost and reliable transport logistics being central to trade.

“The paint will be used for easy identification of the fishing boats which are

allowed to fish within Iligan Bay by fisherfolks from the eight local government units within the IBAMO area,” Atty. Asis G. Perez, Agriculture Undersecretary and National Director of BFAR, who led the turnover, said.

These local government units (LGU) and the colors they have adopted are as follows: Tudela, fuchsia pink;

Sinacaban, red; Jimenez, yel low ; Panaon, w hite; Aloran, Orange; LopezJaena, green; Plaridel, violet; and Oroquieta City, blue.

Government of Misamis Occidental (PGMO) and five national agencies, namely: Department of Interior and Local Government (DILG), Depar tment of S cience and Technology (DOST), Department of Environment and Natura l Res ources (DENR), Department of Tourism (DOT) and BFAR. So far, BFAR, region 10, has extended IBAMO

BAGUIO CITY -- Three minor tremors were felt in the city, last week, and the public is reminded to be always prepared.

The Philippine Institute of Volcanology and Seismology recorded a magnitude 2.8 earthquake on April 13 at 6:43 PM. It was located 10 kilometers South of Rosario, La Union with a depth of focus of 33 kilometers. It was felt intensity 1 in Baguio City and nearby areas.

CATBALOGAN CIT Y — With the onset of the dry season, Samarnons now feel that less water is coming out of their faucets.

According to Pag-Asa, the normall rainfall should be 184 mm but presently, it is only 16.4 mm.

Residents of Catbalogan City went waterless for two days. The local water district explained through an advisory that the rains in April 14 brought murky water unfit to supply consumers. known as “bo-o” or “kolon busaw” to the Bogobo and Higaonon tribes of Bukidnon. It is also the second flower in the world, with diameter that can reach up to 80 centimeters.

“Local and international tourists who want to see one of the largest flowers in the world are invited to visit Bukidnon as we have improved the tourism road to Rafflesia Yard in the municipality of Baungon,” said DPWH-10 Regional Director Evelyn T. Barroso.

Following DPWH tourism road design standard, the 8-kilometer access road leading to Rafflesia Yard is guaranteed to provide quality and safe travel of tourists with its carriageway’s 6.1 meters width and 0.23 meters concrete thickness.

operator of the country which bought the transmission system from government when it was bidded out in 2008 as part of complying with the Electric Power Industry Reform Act. In both incidents, the Henry Syled grid operator acted clumsily to say the least. On the February 27, 2014 blackout, the company played a blame-game with generating company Steag State Corp., each accusing the other of being the reason for the incident.

On the one hand, NGCP claimed that had not the Steag plant conked out, the grid would not have given up. But the generating company said had the grid operator been able to fill in the gaps that it left, power would have been restored in no time.

One huge indicator was that NGCP’s reserve was anchored on the Agus 1 power plant, which at that time had to undergo repair. So when the Steag 105-megawatt power unit started dropping its capacity, NGCP could not tap its reserve power unit. So in a span of eight seconds, Mindanao went down without power.

This even prompted Vicente T. Lao, chair of the Mindanao Business Council, to ask the grid operator to secure a stable power reserve or build its own plant just so it can have a reliable power reserve.

Of course, the grid operator brushed aside the call mainly because the law favors it as under the outdated Grid Code of the Philippines, the grid operator only has to secure 4% of the capacity to serve as its reserve. The national government has not even compelled it to secure a stable power consider that the performance of Agus 1 power plant,

Recently I read that the University of Science and Technology of China in Hefei, China is leading a project to build the world's longest quantum communication network stretching 2,000km between Beijing and Shanghai by 2016. The builders hope to give completely secure communication to users though quantum encryption.

That's certainly a big ambition.

A quantum communication network is, in being part of the hydroelectric power complex, depends on the water level of Lanao lake which becomes erratic especially during drought.

It does not take a rocket scientist to conclude that under an ideal situation, the reserve plant should be at least equal to the biggest plant in the grid in capacity. At present, the biggest plant is that of the Steag plant at 105.

The biggest capacity will in the next two months change when Therma South Inc. starts the commercial operations of its first unit which is 150 megawatts.

Readiness The entry of the new power unit also signals the new era in the Mindanao power industry. Within the next four years, new power plants are expected to go online with Mindanao getting stable power supply if the generating capacity is the main consideration Which brings the question of whether the grid, particularly its operator, is ready or not. If what it has been doing becomes the barometer for its readiness, then it needs to shape up bigtime. It needs to invest more because, logically, the more power coming into the grid, the bigger the grid capacity should be.

Several years ago, the company completed the redundancy system which addresses the need for another backbone if the first one malfunctions.

But there is no dramatic investments in reinforcing the current system so that when all these new plants start throwing power into the grid, it is ready for the punch or it will get knocked out.

There is an industry joke that if China wants to sabotage the Philippines, it should only tap the NGCP mainly because among its owners is the State Grid Corp. of China, a state-run company which is among the biggest power utilities in the world.

So is the grid operator ready for the entry of new generating powr plants? This remains to be seen, but if the recent events are to be considered, its readiness is wanting.

theory, unbreakable. Any attempt to intercept the encryption key would alter the physical status of the quantum data, or qubits, and trigger an alert to the communicators. Currently, there are several other labs in various countries around the world are looking to tap into this technology.

Is quantum encryption the holy grail of IT security, if such a pinnacle exists? I can certainly relate to the quantum encryption developers' dogged pursuit of unhackable security technology, but that doesn't stop me from asking if one single technology − no matter how perfect − can be the be-all and end-all solution to one of the most complex problems facing mankind today.

I can see two hurdles standing between quantum encryption and widespread adoption – the cost-benefit proposition, and more importantly, the existence of weak links in other parts of the security system even if quantum encryption itself is impenetrable.

Are the Benefits Worth the Cost?

There are no clear indications of quantum encryption's costs yet but it's likely to be high, especially at the initial stages when the technology is immature and the pool of users is small. Businesses are all about increasing profit and reducing expenditure − low cost encryption technologies that are secure enough for most enterprise applications already exist today. So how will organisations justify the big jump in costs for moving to quantum encryption?

Your Enterprise is as Secure as its Weakest Link The tougher challenge lies in the fact that security is an interconnected system, not an isolated jigsaw piece. If quantum encryption is really hard to crack, cybercriminals will look for a weaker link in the security system to target.

They could, for instance, use social engineering to gain knowledge on how to access confidential data, or they could, like most hackers do today, plant malicious software in end-users' computers to steal their data when it is at rest.

Since quantum encryption only promises to protect data in motion − which is just one link of the entire security chain − labeling it as an “unbreakable security” technology is overreaching. Many technologies lie beyond quantum encryption, and many domains lie beyond technology.

Boosting overall security requires us to continuously strengthen the weakest link of the chain, as and when it appears. To be successful, there must be concerted, industry-wide action to concurrently upgrade individual components of the security chain.

That means that while security solution providers work hard to share threat information and develop their technologies, enterprises and consumers must take time to learn more about cyber security and guard against attacks, CERT teams must improve their response capabilities; and institutions worldwide must step up their efforts to groom cyber security talent.

The list goes on, and the stakeholders involved are many. These stakeholders need to do their earnest best in their respective fields, and cooperate with one another. That − not quantum encryption alone − is the real key to making the world a more secure and livable place.

DHL, the world’s leading logistics service provider, and Cisco, the worldwide leader in IT, have jointly released a new Trend Report focused on the Internet of Things (IoT) at the DHL Global Technology Conference in Dubai today.

DHL and Cisco Consulting Services are also collaborating on a jointIoT innovation project that will improve decision-making in warehouse operations with near real-time data analytics based on Wi-Fi connected devices.

Ken Allen, CEO DHL Express and Board Sponsor Technology, said: “At Deutsche Post DHL Group we have a deeply held belief in the positive powers of global trade. Yet, as our Global Connectedness Index 2014 revealed, the overall level of global connectedness remains surprisingly limited. There is huge potential for countries to further increase their connectedness and prosper through trade, integration and technology. We believe the Internet of Things will be a primary enabler of this global transformation.”

The Trend Report, which estimates that there will be 50 billion devices connected to the Internet by 2020 compared to 15 billion today, looks at the potential impact this technological revolution will have on business. The value at stake, combination of increased revenues and lower costs that is created or will migrate among companies and industries when new connections are made, reveals the huge potential when

the Internet and networks expand their connections to warehousing, freight transportation and other elements of the supply chain. For any organization with a supply chain or logistics operations, IoT will have game-changing consequences, from creating more ‘last mile’ delivery options for customers, to more efficient warehousing operations and freight transportation.

According to Cisco’s economic analysis, IoT will generate US$8 trillion worldwide in Value at Stake over the next decade. This will come from five primary drivers: innovation and revenue (US$2.1 trillion); asset utilization (US$2.1 trillion); supply chain and logistics (US$1.9 trillion); employee productivity improvements (US$1.2 trillion); and enhanced customer and citizen experience (US$700 billion).
