Briefly Oil palm SEVERAL initiatives are underway for the development of oil palm plantations with milling facilities in Davao Region involving proponents from Malaysia, the world’s second biggest producer of palm oil. Davao City Chamber of Commerce and Industry, Inc. President Arturo M. Milan said the chamber is preparing to sign an agreement with members of the Sarawak Chamber of Commerce with interests in the palm oil industry. “Their president will be coming over and they will be bringing a delegation coming from Sarawak… in June. They are just waiting for our advice,” Mr. Milan told the media in a forum last week. Mindanao budget DAVAO City -- Budget Secretary Benjamin E. Diokno said the government is commitment to pump-prime Mindanao’s growth by increasing its share in the national budget, with the main southern island historically being allocated a 13% share. “Mindanao will receive at last P17 billion or 38% of the total infrastructure projects of the entire Philippines for 2018. It will get 33.8% of the total capital outlays for the whole country, so that’s more than one third,” Mr. Diokno said in an interview with the media before his scheduled talk at last Friday’s launch of the “Philippines Mindanao Jobs Report: A Strategy of Mindanao Regional Development” in Davao. “We are committed to increase investments, both infrastructure and human capital so that we can pump-prime Mindanao’s economy and help it realize its potential,” he added.

ATIONAL line agencies and government-owned colleges based in this region submitted a total of P233 billion 2019 proposed budget for consideration.

In a press statement, the National Economic and Development Authority (NEDA) reported that the Department of Public Works and Highways (DPWH) had the largest proposed budget of P151 billion. The rest of the breakdown are the following: In f r ast r u c tu re / Ut i l it i e s Sector agencies (CAAP, DICT, DPWH, LTFRB, LTO, MARINA, NIA, and NTC) reaching a total of P155.585 billion (67.97%); the Social Sector agencies (CHED, DepEd, DOH, DSWD, NCIP, NHA, TESDA) with P63.844 billion, (27.89 %) and State

Universities and Colleges (SUCs) namely BSU, CMU, CPSC, NMSC, and USTP with P4.621 billion (2.02%); the Economic Sector agencies (BFAR, DA, DAR, DENR, DOST, DOT, DTI, EMB, and MGB) with P7.623 billion (3.33%); and Macro Sector agencies ( BFP, DOF-BIR, DOF-BLGF, CDA, CSC, DILG, DOLE, NEDA, and PSA) with P1.847 billion (0.81%). The eight and tenminute video presentations encapsulated the humble beginnings of the beneficiaries and showcased how their businesses flourished and served as motivation to fellow aspirants especially the poor, vulnerable and marginalized workers in the informal and formal economies to start individual or group livelihood undertakings, and enable existing livelihood undertakings to grow into viable and sustainable businesses that provide income at least at par with those of the minimum wage earners in the province. . For the individual category, Suyao shared the story of Axel M. Salise’s Piso Net Project with pocket WiFi package. Salise, a person with disability (PWD) from Barangay Baylao, Mambajao, received P20,000 worth of financial assistance from DOLE in 2014 to fund his arcade-style computer used as internet or gaming vending machine. From one good opportunity, greater things happened to Salise as he was elected in 2012 as the president of Persons with Exceptional Reserved Skills Association (PWERSA). Leading the organization, Salise was able to help his fellow PWDs by employing them in his computer business.

Furthermore, Axel improved his business by incorporating various marketing strategies as well as offering proofreading or editing documents for a fee. Such strategy gave him an edge over the other computer service providers nearby even if the latter have more units to offer. To date, Axel intends to expand his business by selling customized T-shirts, event giveaways/tokens, and souvenir items. He believes that his Piso-Net livelihood will be dispersed to other individual PWDs for them to be successful entrepreneurs like him. For the group category, Suyao highlighted the Kahugpungan sa mga Masilakong Mananagat (KASAMMA) organization of Barangay Lagapak, Poblacion, Sagay with their Tingco Tingco Boat and Net Fishing Project which started in January 2000. Association Chairman Fernando Ocaba received the initial DOLE-X financial assistance worth P400,000 which enabled them to employ 70 workerbeneficiaries. The beneficiaries were then living below the poverty line with varying concerns on medical care, education, and food. Suyao explained to Romualdo how the business diversified and flourished from merely catching/selling fish to acquiring the means in squid and fish drying,

salted fish production, and production of bottled sardines. The organization now employs 15 fishermen, 3 women brokers to market outlets to the other municipalities, 15 slicers, and 5 packers. The group made use of mechanical drying for their produce in response to the unfavorable weather condition besetting the province being in a typhoon belt area. This paved the way for another assistance in the amount of P300,000 in December 2016 as a reformation project on Rehabilitation of Boat Engine and Panamaw Fishing from DOLE. The group has also obtained an additional livelihood income for their members through microfinancing, bigasan (rice selling), hog fattening, and egg laying. Governor Romualdo expressed enthusiasm to advocate and support the entries of her constituents who proved that starting small in business has magnanimous impact in pursuing one’s dreams to be successful in life. She assured that the documentation will be presented in every barangay or municipal events or meetings in the province to encourage the Camiguingnons to support the local livelihood projects in the area.(Mildred Dablio/ RTP/PIA10)

jhan tiafau hurst Think a minute…A wise marriage counselor asks every couple wanting to get married if they have had a real argument yet. Often they answer: “Oh, no! We love each other. We never fight!” This marriage counselor tells every couple to fight first before they get married. He says that when couples disagree, they must learn to listen and understand each other’s feelings so they can solve their differences and forgive each other each time they disagree. A very important skill in building a happy marriage and life together is learning how to debate with your mate. But there are rules you must follow to have a fair, good debate, so you will still be close friends afterwards. First, before you start, both of you should agree to stick

only to that issue. Don’t bring up past problems and hurts. Second, remember that your goal is not to win the argument, but to understand each other’s feelings. In other words, TUNE IN. Really listen to what each other is thinking and feeling. Try to understand how you are causing them to feel hurt or wronged. Put yourself in their place and see things from their side. Remember, feelings are not right or wrong, but they are very real to your mate. So how your wife or husband feels should be important to you. Third, never argue and talk about personal, private matters in front of other people. Number four, stop the fight if either of you loses control of your anger or words. And the final rule on how to debate with your mate is TONE DOWN. This means we must try to stay calm, kind and gentle. They say that 90% of the tension and anger in families is caused by the wrong tone of voice. Many times it’s not what we say, but how we say it. What we say may be right, but how we say it is wrong. We need to kindly and gently say how we feel without attacking and hurst/PAGE 11

pressure, diet and smoking. Air pollution takes a huge personal toll worldwide, making it difficult to breathe for those with respiratory disease, sending the young and old to hospital, missing school and work, and contributing to early death. China and India were found to be jointly responsible for over 50 percent of global deaths attributable to pollution. Lately, China had made some progress in declining air pollution while Pakistan, Bangladesh and India have experienced the steepest increases in air pollution levels since 2010. In 2016, a total of 2.5 billion people -- one in three of global citizens -- were exposed to air pollution from solid fuels such as wood or charcoal. This combined exposure led to one in four air pollution deaths in India, and nearly one in five in China. When pollution levels are high and air quality alerts

are in place, many people experience an irritation of their respiratory system. This can result in coughing, sore throat, tightness of the chest, irritation of the airways, and even chest pain. And summer time is here. It can bring more than just sunshine and swimming opportunities. In many urban areas, summer is the time of year when smog is at its worst. Smog is a form of air pollution that’s particularly hazardous on hot days. Smog contains a pollutant called ozone, and elevated ozone levels can have a variety of negative effects on your lungs. Smog is most common in big cities, though people living in suburban areas also need to be conscious of its dangers. Most of those affected live in low- and middle-income nations in Asia and Africa where they face air pollution both inside and outside their homes. Study shows that longterm exposure to air pollution contributed to an estimated 6.1 million deaths across the globe in 2016. Long exposure to air pollution led to strokes, heart attacks, lung cancer and chronic lung disease, causing many people suffer from premature deaths. In 2015, nearly one in six deaths, an estimated nine million worldwide, was related to pollution in some form -- air, water, soil, chemical or occupational pollution. Further, air pollution is the fourth-highest cause of deaths among all health risks globally, coming in below high blood

Ilocos Sur, had to be confined in a hospital in the Metro Manila area, after a massive stroke hit her. As this column was being written on April 17, 2018, she was still there, but her condition was turning for the worse almost every second. In t h e f a c e of t h i s misfortune, I nevertheless have found a reason to thank God, in the Name of Jesus, for the immediate response from many countless friends, relatives, former school mates, fellow members of Rotary International, and from my colleagues at the Children of God Blood Kin of the Christ Church (or AND KNK, Simbahang Anak ng Diyos Kadugo Ni Kristo), for prayers for her. Indeed, during moments of extreme necessity, it is heartwarming to know that many will launch into prayers, no questions asked, for those those who have asked for prayers because they, or their

loved ones, are in perilous situations. I will not be able to mention each and everyone of these people here now, but God knows who they are, and it is He who is going to reward each and everyone of them for praying for my mother. -ooo THE POWER OF PRAYERS: Prayers can truly move mountains and, for some, can really transform molehills into mountains, for those who are seeking to know and to obey God through His Word, the Bible. The Bible, in James 5:16, says: “The prayer of a righteous man is both powerful and effective…” Jesus, our G o d and Savior, in Matthew 7:7-11, proclaimed that those who wish to seek anything from Him must have to ask, knock, and seek. He said: “Ask and it will be given to you; seek and you will find; knock and the door will be opened to

you. For everyone who asks receives; the one who seeks finds; and to the one who knocks, the door will be opened. “…`Which of you, if your son asks for bread, will give him a stone? Or if he asks for a fish, will give him a snake? If you, then, though you are evil, know how to give good gifts to your children, how much more will your Father in heaven give good gifts to those who ask him!...” -ooo P R AY E R I S T H E A N S W E R T O E V E RY PROBLEM IN LIFE: Here is an additional reminder to everyone about the power of prayer: “Prayer is the answer to every problem in life. It puts us in tune with Divine Wisdom, which knows how to adjust everything perfectly. This is the real secret of becoming a saint—his capacityto begin and begin again, never allowing himself to get discouraged byhis defects and sins, always quick to go back to God asking forforgiveness and for more grace, and also fast to learn preciouslessons from his mistakes and sins. In fact, in a certain w a y, h i s d e f e c t s , t h e temptationsaround, and the sins he may commit wouldconstitute as a strong urgeto go back to God as quickly as possible. He does not allow them toseparate him from his Father God.

And on the part of God, we can be sure that he would befilled with tremendous joy when we come back to him after we fall. This is what we can conclude from those very consoling parables of thelost sheep, the lost coin and the prodigal son. Pope Francis, in his latest Apostolic Exhortation, Gaudeteet exsultate, echoed t h e s a m e t r u t h . “ No t ever ything a saint says iscompletely faithful to the Gospel,” he said. “Not everything he or shedoes is authentic or perfect. What we need to contemplate is thetotality of their life, their entire journey of growth in holiness,the reflection of Jesus Christ that emerges when we grasp theiroverall

meaning as a person.” (22) On our part, we should try our best to be very faithful. But it is also understood that our best efforts can sometimes fail us.We can still commit errors and even grave ones. But there’s alwayshope. God does not abandon us. He is willing to go through thecomplicated process of becoming man and dying for us on the cross andremaining with us for all time in the Church and with the sacramentsjust to bring us back to him. This truth of faith should fill us with joy andconfidence, and inste ad of main ly worr ying about how to avoid sin, weshould be more interested in doing what is good, what God wants us saints/PAGE 9

Landbank grants P420 M loan to Green Developer

IDC partners with Land Bank of the Philippines for the Development of Miramonti Green Residence in Sto Tomas Batangas. (IDC) to partially finance the land development and construction of 21-story mixeduse green building in Sto. Tomas, Batangas. The threetower Miramonti Green Residences, strategically located in RFM Science Park/ LISP III in Batangas is the Flagship project of IDC, next to Primavera Residences and Primavera City in Cagayan De Oro City. Official statement of Seven Seas Waterpark and Resort Recently, Seven Seas Waterpark and Resort, located in Barangay Barra, Opol, Misamis Oriental, has been the subject of a lot of speculation with regard to reports made by local media outlets regarding a closure order by the DENR (Department of Environment and Natural Resources). At the outset, there is no closure order against the Seven Seas Waterpark in Barra, Opol, Misamis Oriental. Seven Seas Waterpark and Resort continues to be open for business from 9 am till 5 pm daily. What is true however, is that UC-1 Corporation (which owns and operates Seven Seas Waterpark and Resort) is one of the ﬁve respondents in a recent case ﬁled by the DENR 1 as petitioner in January 2017 for the annulment of judgment of RTC, Branch 39 which granted the application for land registration of L.S. Properties Inc. (LSPI) in 2002 or over 15 years ago, which was the basis of the judicial titles of LSPI. Subsequently, UC-1 Corporation bought in good faith the titled parcels of land from LSPI in 2012, now being used for the waterpark. On January 19, 2018, the DENR via the OSG was granted a TRO (Temporary Restraining Order) by the Court of Appeals, Cagayan de Oro against respondents LSPI and UC-1 Corporation. UC-1 was not served with a Writ of TRO until the said TRO was ordered lifted 38 days later on February

26, 2018. The OSG’s Application for Issuance of a Writ of Preliminary Injunction was denied by the appellate court in a Resolution promulgated on February 26, 2018. To date, there is no restraining order nor injunction for the closure of the waterpark. For the record, UC-1 Corporation/ Seven Seas Waterpark and Resort has strictly complied with local LGU permits, acquired an ECC (Environmental Compliance Certificate) from the DENR in 2014 before construction started, installed the latest state of the art water treatment system, and was granted a BOI (Board of Investments) certificate under pioneering theme park category in 2017. The company also has a DAR (Department of Agrarian Reform) certificate which has approved the conversion of the said properties from agricultural to commercial status. We thank Misamis Oriental Gov. Bambi Emano, Opol Mayor Maximino Seno, and DOT Regional Director May Salvana Unchuan, for their unsolicited support in ensuring the continued development of tourism in Northern Mindanao. Region 12 targetting 35 golds in 2018 Palaro By Mindanews

ENERAL SANTOS CITY – The Region 12 or Soccsksargen Regional Athletic Association (SRAA) is targeting to get at least 35 gold medals in the 2018 Palarong Pambansa in Vigan City. Magdaleno Duhilag, sports coordinator of the Department of Education-

Region 12, said Friday their goal is nine more than the region’s 26 gold medal haul in last year’s Palaro in Antique. He said they are confident of meeting and even surpassing their target due to the strong performance of their athletes during the threeweek training for the Palaro. “Our athletes have

properly trained and will be very competitive when the games start on Sunday,” Duhilag said. As in the previous Palaro, the official said they expect to compete anew for the gold medals in athletics events, arnis, archery, taekwondo and swimming. The SRAA delegation, also known as the “Soccsksargen Warriors,”

finished fifth in the overall standings last year with 26 golds, 22 silvers and 35 bronze medals. A total of 1,131 medals are at stake in the 23 regular sports events, 14 in elementary and 19 in secondary, in this year’s national games. Duhilag said they are hoping to maintain its second place finish in the elementary level last year

and significantly improve on its 11th ranking in the secondary level. He said they expect the competition to be tougher this year despite the dissolution of the Negros Island Region (NIR). NIR edged SRAA for fourth place in the overall standings last year with four silvers and one bronze medal. The official said this

year’s Palaro would also test the effectiveness of the enhanced preparation training program introduced by Olympian Henry Dagmil. Dagmil, who hails from South Cotabato province, supervised the training of the region’s athletes in the last three years. For this year, Duhilag said they scrapped the palaro/PAGE 9

MANILA -- MILO Philippines has launched the Champ Camp and the Barangay Liga, two new programs to give the Filipino youth more opportunities to get into sports. Over the next two years, the programs will bring sports closer to grassroots communities by engaging over one million students and 60,000 parents through the Champ Camp and over 500,000 residents in 300 barangays with the Barangay Liga. "MILO is proud to kick off these two latest additions to our growing portfolio of grassroots sports programs, which will be offered for free. It is our hope that by reaching out to different public

Marinero 'baffled' as UST pulls out Subido ahead of FilOil cagefest MANILA -- Renzo Subido was a notable absence in Game 1 of the PBA D-League Aspirants Cup semifinals between Marinerong Pilipino and Zark's-Lyceum on Tuesday at the Pasig Sports Center in Pasig. As it turned out, however, it was UST which said so. The Skippers confirmed on Wednesday that the Growling Tigers pulled out Subido as they brace for the FilOil Flying V Preseason Cup, which kicks off on Saturday. "With two weeks to go before the end of the season, UST abruptly decided to stop Subido from further playing for Marinero," Marinero said in a statement. However, the team expressed dismay with UST's decision to "pull the plug" on Subido. "UST's decision is baffling. Why pull the plug now? Academic achiever finds inspiration in studies at her differently abled sister

ary Che Vitor will wake up early in the morning helping her mother, Anita, in taking a bath and dressing up her sister who has a cerebral palsy. An 18-year old graduate of senior high school of Cagayan de Oro City National High School (CDOCNHS) here, Mary Che will always devote time doing the household chores and taking care of her eldest sister, Mary Love, daily despite her hectic schedule. Awarded with Highest Honors during the recent graduation in her class, Mary Che disclosed that she strived hard to excel in her class in order to earn good grades and lay strong foundation for her future. Mary Che dreams of becoming a Psychologist. Second of the five Vitor siblings, Mary Che promised to help her parents in rearing the eldest sister, who has mobility and verbal limitations. Medical dictionary defines cerebral palsy as a condition marked by impaired muscle coordination (spastic paralysis) and/or other disabilities, typically caused by damage to the brain before or at birth. May Che said she will provide physical therapist, occupational therapist, and speech therapist for Mary Love when she will finish her college studies and earn a stable job to improve the condition of her eldest sister.

She is also planning to buy mobility aids and assistive devices for Mary Love. Active in school and cocurricular activities May Che has been a consistent honor student since her elementary years in Kauswagan Elementary School. Included in the fast learners’ section when she was in Grade 5 and 6, Mary Che still maintain excellent grades, earning recognition and awards during commencement exercises and graduation. During her junior high school days, May Che enrolled at CDOCNHS. She did not only maintain her top post in her class, but, became active to cocurricular and school activities. She has been representing her school in school press conferences, regional and provincial quiz bees and bowls during those years. Mary loves to read and write stories during her elementary years. When an opportunity opened for her to the school paper, she applied for a position. She eventually became an essay writer and later an editor-in-chief of the school paper, The Naked Truth, a position she holds until she graduated in senior high school. Trying her luck in organizing and leading her fellow students, May Che won the Treasurer position in the elections of their supreme student government. She also won the

The small income from my father’s salary as security guard cannot compensate to our needs in our studies and daily needs. Thanks to the 4Ps program.” The 4Ps is a human development measure of the national government that provides conditional cash grants to the poorest of the poor, to improve the health, nutrition, and the education of children aged 0-18. It is patterned after the conditional cash transfer (CCT) schemes in Latin American and African countries, which have lifted millions of people around the world from poverty. The Department of Social Welfare and Development (DSWD) is the lead government agency of the 4Ps. Pantawid Pamilya is only one of the poverty reduction strategies of the national government implemented by the DSWD, with the primary aim to break the intergenerational poverty cycle. In Northern Mindanao, there are more than 270,000 household active beneficiaries of the program.

They will also learn about marketing and markets, presenting market survey report and assessing farm situation and translating analysis to action as well as developing vision and goals for t he far m and understanding enterprise profitability. Participants will also be trained in developing a farm business and financial plans and managing risks as well as keeping farm business records. The second half of the course will be devoted to implementing the plan, which include sessions on savings and mobilizing finance, group marketing and buying, contracting f a r m i n g a n d ap p r a i s a l and others. They will also be taught assessing their performance. Stu d e nt - f ar m e r s are expected to complete the course on July 18, 2018. Emano said he will put up a legal team to deal with the DENR in court should closure orders be released against the identified resorts in Laguindingan, Opol and Initao, which DENR allegedly cited for various violations. In a recent press conference, the DENR Region X legal office disclosed that the water park was built on land classified as timberland and that UC-1 Corporation is a respondent to a land title nullification case filed by the OSG (Office of the Solicitor General) in behalf of the DENR. UC-1 Corporation is one of the five respondents in a recent case filed by the DENR as petitioner in January 2017 for the annulment of judgment of RTC, Branch 39 which granted the application for land registration of L.S. Properties Inc. (LSPI) in 2002 or over 15 years ago, which was the basis of the judicial titles of LSPI. Su b s e qu e nt l y, U C - 1 Corporation bought in good faith the titled parcels of land from LSPI in 2012, now being used for the water park. On January 19, 2018, the DENR via the OSG was granted a TRO (Temporary Restraining Order) by the Court of Appeals, Cagayan de Oro against respondents LSPI and UC-1 Corporation. UC-1 was not served with a Writ of TRO until the said TRO was ordered lifted 38 days later on February 26, 2018. The OSG’s Application for Issuance of a Writ of Preliminary Injunction was denied by the appellate court in a Resolution promulgated on February 26, 2018. To date, there is neither restraining order nor injunction for the closure of the waterpark. “For the record, UC-1 Corporation/ Seven Seas Waterpark and Resort has strictly complied with local LGU permits, acquired an ECC (Environmental Compliance Certificate) from the DENR in 2014 before construction started, installed a state of the art water treatment system and was granted a BOI (Board of Investments) certificate under pioneering theme park category in 2017.” The company also has a DARRO Conversion Order issued by the Department of

Sisinio Cano, Department of Labor and Employment (DOLE)-Region 12 director, said Thursday the adjustment was based on the new wage order for the region approved by the Regional Tripartite Wages and Productivity Board (RTWPB)-12.
