US-Asean trade ties MEMBER states of the Association of Southeast Asian Nations (ASEAN) can expect a better trade partnership with the United States.

Presidential Spokesperson Harry Roque made the statement, echoing US President Donald Trump’s pronouncement during the ASEAN-US dialogue on Monday at the Philippine International Convention Center (PICC) in Pasay City.

He noted that it was Trump who introduced the topic on trade during the meeting.

“It was all trade from President Trump beginning with the bilateral in the Philippines after the President’s (Duterte) lengthy explanation on the war on drugs. It was President Trump that brought up the issue of trade especially he brought up the issue of their high tariffs imposed on Philippine cars into the Philippines,” the Secretary said.

Lending program DEPARTMENT of AgricultureRegional Field Office 10 (DARFO 10), in collaboration with the Agricultural Credit Policy Council (ACPC) turned over P54.43M worth of checks to the lending conduits in the pilot province of Bukidnon in October 2017.

The turn-over ceremony was done at the Northern Mindanao Agriculture Crops and Livestock Research Complex (NMACLRC), Dalwangan, Malaybalay City.

HE New People’s Army (NPA), which has stepped up its attacks in the region last week, are reportedly targeting the 165MW Minergy coal-fired power plant in Balingasag, Misamis Oriental.

In a press release, Philippine National Police (PNP) 10 spokesperson Senior Supt. Lemuel Gonda said that they have stepped up its security around the perimeter of the power plant, even extending up to Lagonglong town

in response to such intelligence reports.

The 4th Infantry Division has likewise augmented the security force in eastern Misamis Oriental in assisting the PNP, Gonda further reported.

Along this line, a platoon from the Philippine Army encountered ten NPA rebels last Sunday afternoon which resulted in a 20-minute firefight in barangay Banglay, Lagonglong town. The vicinity is just a few

kilometers away from the power plant which is located in nearby barangay Mandangoa, Balingasag municipality.

Per police report, Gonda said that the Army troops headed by one 2nd Lt. Eric Buyan engaged the rebels but with no casualties on both sides after the NPAs withdrew.

PNP 10, quartered in Cagayan de Oro City’s Camp Alagar, immediately alerted its Regional Public Safety Battalion (RPSB) to augment the Army platoon in pursuing the rebels.

Gonda maintained that the rebels were in the area

conducting reconnaissance for possible attack at the Minergy power plant.

Meanwhile, another ambush against government armed forces purportedly perpetrated by the NPAs was conducted at 8:30 a.m. also last Sunday in Iligan City near the vicinity of Talakag, Bukidnon – site of two previous ambushes only last week.

In this latest development, one T/ Sgt. Edgar Andal, head of the platoon which was ambushed, was killed while a certain Cpl. targeting/PAGE 11

ILIGAN City – The Local Water Utilities Administration (LWUA) is coordinating with the local water district in order to ensure reliable and stable water supply for the returning Internally Displaced Persons (IDPs).

LWUA Mindanao operations manager Josephine Miravalles, during the inter-agency meeting of the Task Force Bangon Marawi on November 9 in Iligan City, said that the local water district has four water pump stations but only two are operational, namely the Bangon and Agos station.

She disclosed that they

could make the other two operational but upon their on-site inspection last week, they found out that there are too many leaks that water would just be wasted if opened.

HUDCC Chief and Task Force Bangon Marawi Chair Eduardo del Rosario called on LWUA to fasttrack repairs of leakages because like electricity, sufficient water supply is a basic need of returning Marawi residents.

It was learned that out of nine barangays where IDPs are allowed to return, six are serviced by the local water district.

Soul Sickness think a minute

jhan tiafau hurst Think a minute…Have you at one time been sick, but you knew that doctors and medicine could not help you? What did you do? Who did you go to? The village medicine man or woman for traditional medicine?

Recently I read about a medical doctor who was very sick. But instead of treating himself or going to another medical doctor, even a traditional medicine man, he called a preacher. This doctor told the preacher that he was desperately sick, not in his body, but in his soul and conscience. The doctor said: “All my life I’ve carried this guilt and memories of all the wrong things I’ve done. My guilt has become like a disease or cancer that’s killing me inside, and I’m not able to find a cure for it!” The doctor asked the

preacher to pray for him, and sure enough, the doctor was healed and free from his guilt.

That doctor was right.

You and I can never get free from the guilt of our past wrongs. The cheap sex we had with that person who’s not our wife or husband.

Our lying and stealing in business or at our job. Our getting drunk and beating up our own wife and children.

Aborting our baby. These and many other memories of our wrongs continue to hurt and shame us wherever we go, so we cannot escape.

They’re inside our mind and conscience like a disease or cancer.

It’s true: there is no medical doctor or traditional medicine that can cure our guilty conscience. Humans have no cure for it. Only God the Son can make you free and healthy. If you and I will simply admit we are guilty of all our sins and ask Jesus to give us His gift of forgiveness and new life, then our sick soul and conscience can finally be free from all our guilt! For your own health and happiness, why don’t you ask Jesus for His gift of forgiveness and new life today?

Just Think a Minute…

Ruffy magbanua DAMN, it’s never easy to admit we made mistakes, but admittedly, it’s a crucial step in learning, growing, improving ourselves and moving forward positively.

One classic example of such blunder was the invite for that unwanted guest during an event of the Cagayan de Press Cub. It was one good case of deja

vu.

Another classic example was the not-so –pleasingto-the-eye scene during the Asean Summit.

The s cene was how President Duterte presented himself before an international event like the convergence of the just concluded meeting of Asean leaders in Manila.

He was the only head of state dressed up so miserably -- in appearance and in form.

Without doubt, President Duterte is a certified lousy dresser.

It could have been more formal if his coterie of fashion geeks had the courage to package the president in such manner like all other dignitaries present who were on their best form for the day.

If we can only learn to accept our blunders and shortcomings in life, and treat them as opportunities for learning and personal growth, then we shall feel less stressed and at peace with anyone.

Admission of mistakes can make learning possible by moving the focus away from the blame game and eventually towards better understanding of the realities in life.

Undoubtedly, wise people admit their mistakes easily.

They pretty well know that progress accelerates when they move forward with optimism.

Ac t u a l l y, t h e r e a r e no mistakes in life; only lessons. What this means is that whenever something happens, there is always a

gem for us to learn from.

If we do s omet hing i n c o r r e c t l y, o r w e d o something that makes us feel bad, we may get angry with ourselves. Most of us have a habit of beating ourselves up mentally -- over and over again.

The fact is that when we make mistakes, there are lessons for us to learn.

Blunders are gifts. They offer us the opportunity to explore an area where perhaps we are deficient, need additional knowledge, or need to reevaluate our approaches and strategies.

S ome p e opl e re f u s e to accept that they did something wrong. This is known as victim mentality.

They rationalize, deny, make excuses, justify, and blame. blunder/PAGE 9

-ooo IS IT RIGHT TO KILL A BABY SIMPLY BECAUSE IT IS HYPER-ACTIVE? I do not wish to justify the gruesome murder of a two-year old

girl who, for all intents and purposes, was just barely out of her being a baby, by two old male relatives of hers, but it is important, as far as I am concerned, to pay very serious attention to what they claim was the reason for their mauling the toddler to death.

According to the two, they mauled the child because she was too hyperactive, or, in the Filipino vernacular, “makulit”. With this kind of answer, what I wish and long to understand is this: what state of hyper-activeness could the baby who has literally just been weaned from her mother’s womb have displayed that caused her old male relatives to lose their mind and jointly maul her?

In her age of barely two years, I am sure that whatever hyper-activeness the baby showed could not have hurt or prejudiced in any way her two much older male

relatives. And this grips my heart beyond description: what on earth could have possibly motivated these men to display such unspeakable cruelty against a baby who even has no mind of her own yet?

-ooo T HO SE W HO K I L L C H I L D R E N B E C AU S E THEY ARE HYPER-ACTIVE ARE INSANE: The only thing I can see here is the severe madness and mental disorder or total confusion of the mind of the two criminals.

The fact is that, only those who are greatly damaged in their minds would have the ability to maul a baby until its youthful life is sucked out of it.

So, how did these two men get afflicted with such gross mental aberration? Well, it is possible that they have just abused shabu or other illegal drugs or other toxic substances, or were still fully inebriated at the time

of the commission of the crime. These are the only possible causes of that kind of madness.

In a situation such as this, another question will inevitably present itself for resolution: why do Filipinos imbibe shabu or other illegal drugs? What has happened to the Filipino race that, even if they are fully aware of the ill-effects of shabu or other drugs on their minds and their bodies, they continue using or abusing t hem anyway?

Does coal deserve a second chance?

Coal is—at best—a contentious natural resource.

It fueled the Industrial Revolution and continuous to be a vital source of energy.

However, coal is one of the most carbon intensive fuels. In fact, the use of coal as fuel has been blamed for the over concentration of carbon dioxide in the atmosphere— one of the causes of climate change and global warming.

There are ongoing efforts to tap clean and renewable energy sources. However, they are still unable to meet the current energy demands.

Coal continues to be the default fuel choice in developing countries like the Philippines.

W h i l e hy d r o p o w e r requires massive infrastructures—specifically, l arge d ams t h at wou l d inundate communities and

alter water bodies—coal plants require considerably less investment and land resources.

The cost of each coalpowered megawatt of electricity is still among the cheapest. This is why— despite the clamor to go green—coal continues to be seen as the practical fuel choice.

Traditionally coal has been mined using open-pit mining technology. It must be noted, though, that unlike metallic mining, coal mining does not produce acidic mine drainage. But with recent developments in extracting coal, open-pit mining may soon be a thing of the past.

For one, contour strip mining is seen as a safe method of extracting coal.

Contour strip mining only entails partial coal removal as only the soil or overburden is scraped off above the coal

seam.

According to the Kaibigan ng Kaunlaran at Kalikasan ("KKK" or Friends of Progress an d t h e E nv i ron m e nt ) , contour strip mining “makes possible progressive re h a b i l i t at i o n ( i . e . t h e undertaking of rehabilitation works even before an entire mine is completely mined out) for use in farming and reforestation.”

The group asserted that the effects of contour strip mining are reversible. Thus, they point out that contour strip mining is “best suited for coal mines in Mindanao.”

After decades of being dependent on hydroelectric power, the growth in Mindanao in the last 20 years requires the building of new power plants.

Putting up more hydroelectric plants is no longer feasible as these are very expensive to build.

This is why, starting in

2006, coal-fired power plants have been the go-to energy source of the once energydeprived island. From being 90 percent reliant on hydro power, Mindanao has slowly become more dependent on coal. Reports indicate that as of 2016 coal now makes up about 40 percent of the island’s energy mix.

Finally, to insulate the coal prices from volatile foreign exchange, which had made coal prices behave like crude oil, Mindanao’s vast coal deposits need to be harnessed.

That is where coal strip mining comes in.

Admittedly, just like in any development project, its environmental impact has to be considered. New generation coal-fired generators are said to have lessened the strain on the environment.

In time, coal plants and the communities can hopefully co-exist harmoniously.

Weak peso, higher fuel prices hit CebuPac, URC

IGHER FUEL PRICES in its airline business alongside foreign exchange losses pulled down JG Summit Holdings, Inc.’s earnings attributable to the parent in the first nine months of 2017.

The holding firm of tycoon John L. Gokongwei, Jr. saw its net income attributable to the parent drop by 7.9% in the January to September period to P21.24 billion, despite a 14% rise in revenues to P202.64 billion.

The company attributed the slowdown to its airline business through Cebu Air, Inc. (Cebu Pacific), which suffered a 38.3% decline in earnings for the period. “(The decrease) was primarily due to the lower net income of our airline business which was affected by the rise in fuel prices, as well as some mark-to-market hedging losses for the nine months of the year as compared to hedging gains for the same period last year,” the company said.

Cebu Pacific saw its revenues rise 7.8% to P50.33 billion during the nine-month period,

as passenger volume hit 14.87 million, a 2.7% year-on-year increase. The company was also able to increase the number of flights by 3.5% due to six additional aircrafts by the end of September, now at 62 carriers.

Cargo revenues meanwhile grew by 29% to P3.29 billion with more volume of cargo being delivered by the airline for the period.

This single-digit increase in revenues however failed to offset the 15.7% rise in operating expenses, as fuel prices and the acquisition of new aircraft pushed up expenses.

The weaker peso further affected JG Summit’s bottom line, as it recorded a foreign exchange loss of P1.08 billion from Cebu Pacific’s operations.

(URC) also reported lower earnings attributable to the parent for the period, down 21.8% to P8.21 billion. The decline was also due to foreign exchange losses and lower operating income, offsetting the 13.1% sales growth to P92.42 billion.

URC operates in three divisions, through the branded consumer foods segment, the agroindustrial segment, and the commodity foods segment.

The petrochemicals group, composed of JG Summit Petrochemicals Corp. and JG Summit Olefins Corp., improved its earnings to P4.97 billion during the period, higher by 24.3% year on

year. This comes from a 45.2% climb in revenues to P30.54 billion, with volume of polymers during the period increasing to 375,497 metric tons in the nine-month period.

Robinsons Land Corp., JG Summit’s property business, delivered an attributable profit of P4.57 billion, slightly lower than the P4.5 billion in the same period in 2016.

The flattish results came

despite a 5% growth in its commercial business to P7.82 billion. The commercial segment accounted for 47% of RLC’s revenues, followed by residential at 31% or P5.06 billion, office buildings at 14% or P2.39 billion, and hotels at 8% or P1.37 billion.

This brought RLC’s consolidated revenues to P16.64 billion during the nine-month period.

The banking segment of JG Summit, Robinsons Bank Corp., booked P238.65 million in earnings for the January to September period, up 9.4%, following a 28.8% rise in banking revenues to P3.24 billion.

Higher interest income, commission income and trading gains lifted the bank’s revenues for the period, according to the company.

PLDT’s 9-month net income up 7% TELECOMMUNICATIONS and digital services provider PLDT’s net income for the first nine months of 2017 increased by 7 percent to P23.2 billion from P21.7 billion in the same period last year, driven by the sale of its subsidiaries Beacon Electric Asset Holdings Inc. and SPi Technologies.

The telco’s net income for the third quarter of 2017 likewise amounted to P5.8 billion, growing by 43 percent from P4 billion in the second quarter of this year.

Recurring core income was at P17.4 billion, higher by 5 percent year on year from PP16.6 billion and

in line with the target P22 billion for 2017.

Consolidated service revenues have reached P107.3 billion for the first nine months of the year, increasing by 4 percent from P111.8 billion in the same period last year due to the growth in PLDT’s data services.

The third quarter service revenues reached P36.1, a stable figure compared with that of the same period last year.

Data, broadband, and digital services were the key growth drivers for PLDT’s business segments, namely, Home, Enterprise, and Wireless.

revenues grew 11 percent to P49.6 billion, representing 46 percent of total revenues.

“Data usage is driving all our businesses and we recognize that superior infrastructure is a key variable to providing the best data experience. We are therefore stepping up our investments in the next few years to ensure that our customers - whether individuals or companies -enjoy that experience via whatever device they are on, wherever they may be,” PLDT Group Chief Revenue Officer Eric Alberto said during a press conference in Makati City

on Thursday.

Home revenues grew 12 percent to P24.3 billion, while Enterprise revenues increased 11 percent to PHP25.3 billion.

Home and Enterprise’s combined revenues rose quarter on quarter by 5 percent and 2 percent, respectively.

The Wireless Individual Business posted P44.2 billion in service revenues, 14 percent lower than the first three quarters of 2016.

BSP to raise rates on rising inflation pressures: studies S USTAINED increase of rate of price increases will likely result to upward adjustments in the Bangko Sentral ng Pilipinas’ (BSP) key rates, studies said.

Last October, inflation rose to 3.5 percent from the previous month’s 3.4 percent, bringing the 10-month average to 3.2 percent, within the government’s 2 to 4 percent target for 2017 to 2019.

BMI Research, a unit of Fitch Group, in a study said that “although inflation is still within the central bank’s target band of 3±1 percent, we note that price pressures have been mounting.”

It cited that “current interest rates are insufficient for an economy that is growing at around 10 percent in nominal terms.”

“The risk is that if interest rates are kept too low for too long, malinvestment may start to accumulate in the economy,” it said.

Last November 9, the BSP’s policy-making Monetary Board (MB) maintained anew the central bank’s key rates

citing that inflation remains manageable.

To date, the BSP’s reverse repurchase (RRP) rate is 3 percent, the repurchase (RP) rate is 3.5 percent and rate of the special deposit account (SDA) is 2.5 percent.

Reserve requirement ratio (RRR) of universal and commercial banks (U/ KBs) is still at 20 percent.

BMI forecasts inflation to continue its uptick partly due to the expected increase of Federal Reserve key rates.

“We forecast the BSP to hike interest rates by 50 basis points (bps) over the coming months to prevent further peso weakness,” it said.

BMI projects inflation to rise to around four percent by the end of this year and average at four percent next year “as commodity prices are likely to remain on a broad uptrend, and this should feed into higher transportation and production costs.”

It also sees outstanding loans of banks to sustain its current uptrend, with total loans rising by 19.6 percent year-on-year as of end-September and household loans by 17.8

percent during the same period.

These growth rates are higher than the 9 to 10 percent expansion of nominal domestic output, it said.

Inflation pressures are also expected from the government’s bid to allow higher budget gap of about 3 percent of gross domestic product (GPD) in line with the program to spend more on infrastructure.

“We are of the view that the current low interest and inflation environment is unsustainable, and eventually one or the other will have to rise,” it said.

“Additionally, the record low interest rate is likely to lead to more speculative and unproductive investment decisions, posing downside risks to macroeconomic stability.

With interest rates likely to head higher in the US, which could result in capital outflows, we believe that the BSP will likely look to hike interest rates preemptively to prevent further peso weakness, which is already one of the worst performing currencies

in Asia year-to-date,” it added.

Also, Australiaheadquartered financial giant ANZ said is of the same view on the BSP’s rate path since Philippine monetary officials have repeatedly noted that risks to inflation are on the upside.

In a research note, the financial institution said that even as the BSP continues to discount the rising inflation rate as a major threat against its policy stance “in our view, upside risks to inflation are becoming significant.”

It said additional demand-pull pressures are expected from the pending implementation of the first package of tax reforms as well as possible hike in transportation rates.

Robust loan growth is also a factor on rising inflation rate, noting that “credit growth is also rising at its fastest pace since end-2011.”

“Considering these deepening imbalances in the economy, we stand by our view that policy tightening is necessary and expect policy rate hikes of 50 bps (cumulative) in Q1 2018,” it said. (PNA)

ING keeps ‘18 inflation forecast for PHL at 3.7% AN economist at ING Bank Manila kept his 3.7 percent inflation forecast for the Philippines for 2018 even with the upward revision of the Bangko Sentral ng Pilipinas (BSP) average inflation forecast for next year.

BSP’s policy-making Monetary Board (MB) increased its inflation forecast for next year to 3.4 percent from 3.2 percent on increased pressures from upticks in oil prices in the international market. It, however, maintained its 3.2 percent forecast for 2017 and 2019.

In a research note, ING Bank Manila senior economist Joey Cuyegkeng said, “We expect inflation pressure to remain,” thus, the bank’s higher inflation forecast than that of the central bank.

“This upward inflation forecast revision implies that inflation in 2018 may test the upper end of the two-percent to four-percent inflation target range (of the government),” he said.

N Hotel kindles hope through Christmas Tree Lighting amidst the year’s challenges

“For most of us, Christmas is a season to be thankful for the year that has gone by,” N Hotel General Manager Ami Saniel remarked in her speech during the hotel’s Christmas Tree Lighting Ceremony on Friday evening (November 10, 2017).

Packed with guests, the lobby shone bright with the grand Christmas display that constituted the hotel’s annual tradition.

Serenading them was the choir from the Children’s Joy Foundation who brought Christmas music into the hall along with voices as innocent as the tones of angels.

On the walls above the hotel’s grand winding staircase, a series of shining lights and garlands hung, with round mirrors glinting in silver panes to complement their dazzles.

Ribbons were knotted on the bases of the balustrade with gleaming balls hanging over the lines where the walls meet the ceiling.

Draping the walls behind the reception was a façade of green leaves speckled by sparkling golden poinsettias. But the main attraction amidst the display was the 13-foot Christmas Tree that presently stands the highest within the hotel’s lobby.

“Like the past years, N Hotel takes another opportunity to celebrate the season in thanksgiving by delighting our guests with the spectacle of our Christmas display,” Saniel shared.

“As brilliant as they are,” Saniel added, pertaining to the decorations, “they brighten to complement and highlight our service and to provide the sights that mark the joy of the season.”

But despite its continued excellence for the hospitality industry in Cagayan de Oro City,

the hotel had undergone and had overcome challenges which had been greatly caused by Mindanao’s ordeal during the height of the Marawi Crisis and the subsequent declaration of Martial Law over the island.

Thus, the ceremony was partly a tribute.

In solidarity with the affected “It may have been undeniable that 2017 is a year met with challenges,” Saniel stated. But with the war in Marawi now over, she expressed that the hotel’s management and staff wish to express their solidarity to those affected.

“We also hope for this year’s Christmas season to be a time for unity and compassion,” she declared.

Echoing her statement was CDO Mayor Oscar Moreno who considers the hotel as “a window for visitors.”

“The City Government of Cagayan de Oro is very aware of the hotel’s part in the growth of the city and the future of Mindanao,” Moreno said in his speech following Saniel’s opening remarks.

He added that tourism in the city has been gravely affected when Martial Law was declared, but this obstacle was overcome with resiliency as exemplified by the hotel’s outstanding services and amenities, as well as CDO’s rising investment opportunities.

“The declaration (of the Martial Law) was meant to put an end precisely on the divided adventurism that has been made,” he added. “Now that the problem is over, I hope for the rebuilding and rehabilitation to begin in earnest.

But Saniel pointed out that celebrating Christmas for solidarity and thanksgiving is also an opportune time to recall and reflect about the holiday’s origin.

Commemorating God’s Love In one corner of the lobby, the Nativity scene was depicted over a table. On the center, a figurine resembling an infant Jesus was arranged together with the blessed family, the three kings, and shepherds and their flock.

Besides showcasing the grand display, the hotel wishes for Christmas to recollect the central theme of the season.

“By remembering the birth of our Lord and Savior, Jesus Christ, we are reminded of the ultimate joy that is realized by God’s love,” Saniel emphasized.

“Christmas will always stay true as the year’s season of thanksgiving for becoming aware that we can celebrate it with joy because we are loved,” she added.

The agreement does not stipulate yet the new water rates to be negotiated between the new bulk supplier – Cagayan de Oro Bulk Water Inc. (COBI) – and COWD but insiders have pegged it at P15.35 per cubic meter.

Along this line, Emano said Moreno had “advance knowledge” of the new water rates and could have intervened to prevent the joint venture from pushing through.

The governor pointed out that Moreno’s mere presence during the joint venture signing in Manila was his way of endorsing the deal.

Earlier, Moreno assured the public that whatever rates COWD and COBI would agree would be what he dubbed as “regulated rates.”

COWD was scouting for another supplier earlier this year after provisions for rate increases it inked with its current supplier Rio Verde Water Consortium Inc. were disapproved by the government’s Commission on Audit (COA).

Ironically, the disallowed rate was also P15.35.

But COWD chair Eduardo Montalvan told councilors last week that he is confident that the proposed COWD-COBI rate will get a COA nod once implemented.

An additional three million residents in South Cotabato, Davao del Sur, Zamboanga del Norte, Zamboanga del Sur, Cagayan de Oro, and other key areas in Mindanao are set to benefit from the additional 105 MW from the Sarangani power plant.

At a cost of nearly USD600 million, the SEC power plant is the largest power investment in Sarangani Province and the entire Region 12.

In addition to the Sarangani plant, SEC is also developing the 105 MW San Ramon Power, Inc. (SRPI) coal-fired power plant in Zamboanga City, which is scheduled for commercial operations in 2021, providing baseload power to Zamboanga City and other nearby areas.

Before the end of 2017, ACR will commence construction of the P3.7 billion 15.1-MW runof-river hydroelectric power project at the Siguil River basin in Maasim, Sarangani Province, which will mark ACR’s entry into the renewable energy (RE) sphere.

The Siguil hydro power plant is expected to begin commercial operations within the first half of 2020 and will provide power to Sarangani Province, General Santos City, and key municipalities of South Cotabato.

“We look forward to an exciting year ahead of us, as by the middle of 2018, we will have three projects under construction simultaneously: SEC section 2, which we expect to begin operating in 2019; Siguil Hydro, which will start operations in 2020; and SRPI, which is targeting to commence operations in 2021,” said ACR executive vice president Tirso G. Santillan.

“With the addition of these
