PH’s 21.3% exports growth in June 2014 Tops trade-oriented economies in East, Southeast Asia MANILA -- Philippine merchandise exports grew by 21.3 percent, making it the top export performer among selected East and Southeast Asian economies, and raising hopes for a stronger expansion for the rest of 2014, according to the National Economic and Development Authority (NEDA).

“This is the highest level since the economy started posting a continuous positive growth in the same period last year. It is also way faster than the 6.9-percent increase in May 2014 and the 4.1-percent expansion in June 2013,” said Economic Planning Secretary Arsenio M. Balisacan.

The Philippines outperformed Vietnam (12.7%), People’s Republic of China (7.2%), Malaysia (5.6%), Singapore (4.7%), Thailand (3.9%), Indonesia (3.8%), Hong Kong (2.7%), Republic of Korea (2.5%), Taiwan (1.2%), and Japan (-6.5%).

Philippine exports grew to $5.4 billion from $4.5 billion in June 20l3. For the first half of 2014, total exports rose by 8.3 percent to $29.8 billion from $27.5 billion in a comparable period last year.

“The export gains are broad-based, as reflected by increased overseas demand for our manufactures, mineral products, total agro-based, and forest products. This also indicates that the global economy is ready for a strong recovery,” said Balisacan, who is also NEDA Director-General.

ARMM posts surge in economic growt​h

T

he Autonomous Region in Muslim Mindanao has registered a remarkable economic growth of 3.6 percent in 2013 from its 2010 mark of negative 0.3 percent.

According to data released by the Philippine Statistics Authority, the total value of final goods and services produced in the ARMM grew from 1.1 percent in 2012 to 3.6 percent in 2013. The growth is driven by strong performance of the region’s service sector and agriculture.

Agriculture, which included hunting, fishing and forestry, accounted for 61.3 percent of ARMM’s economy followed by services with 33.6 percent and the industry sector with 5.1 percent.

ARMM Governor Mujiv S. Hataman cited the improved confidence of the people in the regional government. Good governance meant that development aid that was meant for the sectors are actually reaching them and are being used for improvement and growth.

“The growth is attributed to the ongoing reform initiatives, the renewed confidence of investors to the region. Also we believe that the sectors have

seen with their own eyes the resources that are being poured into their areas. When they realized this was for real, they continued their efforts with renewed energy and trust that the gains to be had will be theirs,” Hataman said.

The regional economy only managed a dismal recovery of 1.1 percent growth from an all-time low of negative 0.3 percent when Hataman took office in 2011.

In a period of over a year, the region was brought back on track after series of bureaucratic and leadership reforms introduced by his administration.

In 2013, the region’s agriculture rebounded from negative 1.1 percent a year before to 2.5 percent, buoyed by increased production of major crops like palay, coconut, cassava and other crops and in the production of tilapia, milkfish, tiger prawn, skipjack and yellow fin tuna.

Service sector in ARMM accelerated to 6.6 percent in 2013 from 5.9 percent in 2012 as three of its subsectors posted faster growths. Financial Intermediation grew from 10.7 percent to 18.5 percent while Trade and Repair expanded from 4.0 percent to 5.7 percent. Public Administration and Defense (PAD) also

grew from 5.5 percent in 2012 to 5.9 percent in 2013.

Accelerated growths were observed in Mining and Quarrying as it grew from 2.3 percent to 2.6 percent, Manufacturing from 3.0 percent to 3.9 percent. Meanwhile, Construction rebounded from negative 3.1 percent in 2012 to 1.2 percent in 2013.

Hataman said they expect better economic performance this year given the record breaking investments that have come into the region. Investments in the ARMM soared at 72% this year compared to the first half of 2013. The renewable energy sector posted the largest gains.

In the province of Maguindanao, three biomass projects were pledged, with a total worth of P1.773 billion. Mindanao will benefit from the 18-plus megawatts these projects will contribute to the grid.

“We target to hit the P5billion mark in investments by year end,” he said.

The regional government has also invested heavily on infrastructure projects that included the construction of concrete roads, ports and other public facilities. (Bureau of Public Information

The projects on social services under the Department of Social Welfare and Development (DSWD) worth P2,100,000, included the construction of a center, financial assistance and office facilities for the senior citizens, construction of day care center for children and scholarship program for out-ofschool youths and persons with disabilities (PWD).

Vista Land 1H ’14 net income up 12% to P2.8B

trong sales in the first half of the year resulted to the same trend for Vista Land’s net income in the first half of 2014 to P2.8 billion, 12 percent up from year-ago’s P2.5 billion.

In a disclosure with the Philippine Stock Exchange (PSE) Thursday, the Villar-

led property developer said sales grew by 10 percent to P25.9 billion.

This enabled the company to increase revenues by 14 percent to P11 billion from P9.7 billion in end-June 2013.

Cebu Pacific net income up by 125% to P3.1-B in H1

Cebu Air Inc. (Cebu Pacific) on Wednesday reported a 125 percent surge in its net income to P3.01 billion from P257 million in the same period last year.

The company said it has generated revenues of P26.717 billion for the first six months this year, which is 23 percent higher than the P21.726 billion revenues earned in the same period last year.

In a disclosure, the company noted that the growth was driven by an increase in

its passengers, cargoes and ancillary revenues.

by P3.875 billion or 22.8 percent to P20.852 billion in the six months ended June 30 this year from P16.977 billion posted in the same period last year.

Community’s appearance should reflect its talents CAGAYAN de Oro City–– Unless people participate in building the community, the task of transforming the barangays into decent and proper habitats will never be satisfactory.

Parts of it will look neglected, with pockets of exclusive “villages” occupied by the wealthy, but plagued all around by squalor and squatters.

In practically all neighborhoods are architects, designers, and engineers, as are horticulturists, landscape artists, urban planners, and imaginative entrepreneurs with refined taste.

But they might as well not be there because they’re either ignored or not consulted although it’s their community too. ***** Squalor and unsightly structures persist in the neighborhoods because few if any barangay officials know or follow proper standards for human habitats.

If you know how careless and corrupt the bidding and awarding process of public works or services can be in the barangay, you would also know why there’s a glaring difference in the quality of life enjoyed in private subdivisions compared to that of the larger community.

It’s a difference explained by two factors: a) management know-how and b) adherence to standards for community living: a private subdivision is administered by qualified managers and workers who do their job

The private subdivision (neat, orderly) is a delight to their residents, to passing pedestrians, and to visitors. But the larger portion of the jurisdiction—where most Filipinos reside—is off-putting for its poor maintenance (if any) and ugly surroundings. according to established rules and regulations. They observe performance standards, are transparent in their operations, and take accountability seriously.

On the other hand, the public domain, which is the larger portion of the barangay, is administered by politicos with dubious managerial (governing) skills.

Mostly inexperienced but pretentious, these politicos make as if they know

everything and strut about like captains of the defunct Guardia Civil. (Barangay chairmen love to be called kapitan or kapitana!) ***** The glaring contrast between the privately-administered portion of the barangay and the rest of the jurisdiction (generally shabby, disorderly) exposes the ineptness of elected officials.

The private subdivision (neat, orderly) is a delight to their residents, to passing pedestrians, and to visitors.

But the larger portion of the jurisdiction—where most Filipinos reside—is off-putting for its poor maintenance (if any) and ugly surroundings.

This two-faced appearance of the jurisdiction— like contrasting masks in a theater, one grinning, the other grimacing—is an indictment against the integrity, competence, and reliability of barangay officials.

Since it’s the officials who administer the barangay as a whole, the contrasting appearances show how remiss they are in enforcing standards and rules and regulations throughout the jurisdiction. The least they can do is coordinate with the managers of the private subdivision to even out standards more or less, or even ask them to assist in managing the rest of the barangay. ***** It is so very wrong that

the larger portion of the barangay, the public domain, is unkempt, disorderly, kept in substandard conditions, and is a black-eye to official competence.

If the people would only participate in the development process, arrangements in the community would be much more satisfactory.

As a result, if you judge a barangay by its facilities or structures you would have to conclude that its residents have no standards, taste, or style.

As for the barangay leaders, they should stop thinking that if slums are good enough for their supporters, it should be good enough for the rest of the community!

That’s how towns and provinces—which are clusters of barangays—get to look like wretched, overgrown barrios. Except for some natural features in some places, no man-made portions of the community inspire awe or admiration. ***** Cruise or walk around them; note how bereft they are of character or amenity; how inhospitable to visitors; how uninspiring to ambulant citizens. They show how the people in charge are incapable of appreciating the style, standard, or genius of their resident talents!

Villegas does not support calls to amend constitution THE head of the Catholic Bishops’ Conference of the Philippines (CBCP) expressed opposition on the calls to amend the Constitution.

CBCP President Archbishop Socrates Villegas said that he cannot support the change in the law of the land that would only benefit a person.

“As a citizen I cannot lend support to constitutional amendments that merely serve the purposes of one office-holder or one class of persons,” he said in

a text message to reporters.

The Lingayen-Dagupan prelate was reacting on reports that President Benigno Aquino III is open to the idea of Charter Change particularly in extending his term.

At present, the Constitution prohibits the President to run for reelection. Aquino’s (6-year) term is set to end by June 30, 2016.

Villegas noted that changes in the Constitution can only be realized if it would benefit the country and to address issues of uncertainties in the law.

“Constitutional amendments are justified only in the measure that they redound to the benefit of the nation and address long-festering problems arising out of ambiguities in the Constitution,” he explained.

Villegas added, “We can not support the proposed curtailment of the power of judicial review.

Against the heavy hand of the State or transgressions of the Constitution by politicians, judicial review is the only recourse of the hapless citizen.”

For his part, retired Archbishop Oscar Cruz said that Aquino should

not seek for a second term, advising him to take a rest.

“I think 6 years in office is enough, he should take a rest... he should not change the Constitution that was signed by his mom, (former and late President Corazon Aquino),” he said in a telephone interview.

Cruz added, “I do not think that the president is totally responsible for his option of a second term by changing the Constitution.”

Misplaced empathies

NAAWAN, Misamis Oriental––“If I were in his shoes I would have done the same thing.”

This was the common reaction to a video footage showing Mayor Herbert Bautista of Quezon City slapping a suspected drug dealer apprehended in a buy-bust operation in the metropolis last week. The incident has turned viral in the social media.

As usual, Mayor Duterte of Davao City was not content of doing the same thing, that is, by simply slapping the suspect: he wanted to throw and feed him to the fish in Davao Gulf to close the issue once and for all.

Expectedly and as obliged, particularly that the incident had caught the eyes of the nation, the Commission on Human Rights had to enter into the picture. As always, it was castigated by many for its interference and protective stance on suspects of alleged criminal activities.

The kind of empathies and attitude in our midst betrays a preference for a government of bravados or macho men over a government of law. Many wanted a Duterte solution to lawlessness by obliterating

people in the neighborhoods.

But what dominates today are unimpressive compounds, tangled wires overhead, unkempt grounds below. Surroundings are

all the scum of the earth – drug dealers and pushers, kidnapers and carnapers, common thieves and bank robbers, rice smugglers and pyramid scammers, rapists and plunderers, and the like.

Apparently, the people are tired of the slow grinding justice system of the country that often favors the rich and the politically entrenched. They want quick solutions. They want blood to flow immediately.

The admiration, however, of such lawless solution to lawlessness that comes from many who value freedom, comfort and peace in society is sickening and sad.

Despair may make people aggressive, forgetful and negligent; and that is why history repeats itself for them. By and large, history is replete with events whereby those who condoned and allowed violence and other extrajudicial measures to secure their own safety and comfort had become themselves eventual victims of their own misdeed.

Whatever its weaknesses, we ought to be proud as a people of the democracy we have acquired through the sacrifices and suffering of our forebears. Our

responsibility is to protect and secure this heritage and not squander it by thoughtless whims. To appreciate our advantage, we should look around and obser ve how many people in different parts of the world are struggling and are still dying to have just an iota of what we already enjoy.

Certainly, there are limitations in the way our systems and our leaders work. But this should not throw us to despair, hopelessness and paralysis. Democracy is not a fixed state of affair to attain but a dynamic flux of change to experience. Ours then is to work together for that change to make a difference.

Yielding to immediate gratification will lead anyone nowhere. Psychology and psychiatry tell us so.

Success is for those who eschew the temptation of immediate satisfaction in favor of one that is more rewarding, lasting and sustainable. And they exert efforts to observe the rules and submit themselves to the processes that make the system work.

A civilized society maintains itself is by establishing and enforcing rules to govern the behaviors and

the relationships of its members. Indeed, the society is called “civilized” because the members observe and protect these rules almost naturally like a biological drive. This becomes part of the “collective unconscious” of society, a cultural habit arrived primarily through continuing education, discipline and value nurturing of the members across generations.

It cannot be gainsaid that the reward for disciplined compliance is a peaceful, an orderly and a productive community.

-ooo“COUP ME” FOR PNOY A LIKELY POSSIBILITY: I am willing to place a bet: if the proposed amendment of the 1987 Constitution which is aimed to give President Aquino a second term does not fly among the people, Aquino and his cohorts will not be beyond resorting to grabbing government power, through a “self coup”, even before his term ends in 2016.

The signs are there for all to see---he is furiously maneuvering to stay in power, evidently to avoid being jailed after he steps down on account of the many criminal cases already pending against him. Fact is, all previous pronouncements of Aquino and his men are meant to start a bandwagon to enable him to continue being president, or to remain in power even if he is no longer the actual president.

The proposal to give him emergency powers allegedly to address the looming 2015 power crisis, the current noise about his term extension or a second term, and now, the “opening up” of Aquino’s mind to Charter change, are all designed to test the waters, so to speak, to see if the people will object, or be in agreement with him.

If all of these maneuvers will fail, the last remaining and most appealing option would be the so-called “revolution from the top”---a coup by the President and his trusted men themselves. The pattern for this government take-over is already there, it having been perfected in 1986 yet.

But forewarned is forearmed: as the survey results from the DZEC 1062 kHz daily radio program “Tambalang Batas at Somintac” for August 14, 2014 will show, Filipinos are already fed up with Aquino and his perceived ineptness and corrupt allies, and many of them are raring to have him removed from the presidency sooner than 2016.

-oooLAWMAKERS AND FORMER PRESIDENTS ARE TO BLAME FOR FATAL ROAD ACCIDENTS: Why are there so many road accidents happening around us today, killing scores and scores of passengers and even mere innocent by-standers? The simple reason is that our congressmen and senators and all our previous presidents were remiss in their performance of their duty as protectors of the people.

You see, in all the years that they have been in power, they talked almost about everything, but they did not see it fit to amend, modify or revise the country’s archaic laws on road accidents which do not have any capacity to send to prison any erring driver.

I am sure all of them knew that under current laws, a driver found responsible for the death of one person--or even a hundred---will be sentenced to only four years of imprisonment, which means he need not be detained because of probation. Why then did not our lawmakers and presidents do anything about this?

PDIC tells borrowers of Rural Bank of Oroquieta-MisOcc to pay obligations

The Philippine Deposit Insurance Corporation (PDIC), the Receiver of the closed Rural Bank of Oroquieta (Misamis Occidental) Inc., has reminded borrowers of the bank to continue to pay their loans and transact only with authorized PDIC representatives.

In a statement, PDIC advised borrowers of the Rural Bank of Oroquieta to pay their loans and other obligations directly at any Philippine National Bank (PNB) Branch under account name, PDIC FAO BURL – RURAL BANK OF OROQUIETA (MISAMIS OCCIDENTAL).

The Receiver cautioned borrowers that it has discontinued the engagement of the bank’s collectors.

PDIC has not engaged any person to collect the loans of the bank.

To ensure proper recording of payments made by borrowers, it further advised borrowers to keep copies of the PNB Deposit/ Payment Slips. The Receiver emphasized that only payments with validated PNB Deposit/Payment Slips shall be considered valid payments. Official receipts will be issued by PDIC upon validation of payments and will be sent through mail to the borrowers.

For proper accounting of their payments, borrowers who do not receive their official receipts are advised to send a copy of their deposit slips by mail to the Deputy Receiver for loans, Mr. Democrito L. Bitang, at the PDIC Office, 5th Floor, SSS Bldg., Ayala Ave. corner V.A. Rufino St., Makati City or send via email to Mr. Joval L. Villareal atjlvillareal@pdic.gov.ph or to Ms. Bettina Acosta atbnacosta@pdic.gov.ph.

The Monetary Board (MB) placed the Rural Bank of Oroquieta under the receivership of the PDIC by virtue of MB Resolution No. 1143 dated July 21, 2014.

As Receiver, PDIC took over the bank on July 22, 2014. Upon takeover, all bank records were gathered, verified and validated.

Rural Bank of Oroquieta is a two-unit rural bank with Head Office located at Barrientos corner Revil Streets, Oroquieta City, Misamis Occidental. Its lone branch is located in Calamba, Misamis Occidental.

MANILA -- Banks have posted increases in nonperforming loans (NPLs) but the Bangko Sentral ng Pilipinas (BSP) said banks’ capital coverage for loans is more than enough for the NPLs. The central bank said NPLs of universal and commercial banks (U/KBs) has been rising since the start of the year with the end-May 2014 level at P96.07 billion, higher than month-ago’s

Cebu City tourism commission to focus on heritage sites THE Cebu City Tourism Commission (CCTC) is now drawing plans to fix and improve the city's heritage tourism sites as the city’s primary attraction, an official said.

CCTC chairperson Tetta Baad said the development of heritage sites as the city’s primary attraction is a recommendation in the study conducted by the Department of Tourism (DOT) and the United States Agency for International Development (USAID).

The DOT-USAID study was led by former Tourism Secretary Narzalina Lim, she said.

Baad said this is also in preparation for the

Asia-Pacific Economic Cooperation (APEC) forum next year.

She said the secondary priority is development of the city’s hilly land natural sites to offer eco-adventure experiences, including river trekking, camping, spelunking, mountain biking, among others.

Baad said this move is to enhance its appeal to foreign tourists.

She said the shopping and entertainment components of the city are excellent and expanding at a fast pace with leading shopping mall Ayala and SM both adding more facilities.

president of Asia Pacific Project Inc., also revealed the dilapidated structures in the heritage sites in Cebu, lack of good toilets and support services in tourist destination stops, weak interpretative information that tells stories in a heritage destination or historical site, absence of site guides at Fort San Pedro and limited choices of merchandizing.

Lim emphasized the "dirty toilets" in most if not all quick stop stations in Cebu province.

This is part of Governor Yevgeny Vincente B. Emano’s goal of providing emergency response vehicles to all barangays of the province.

the certification practice has only gathered less than one percent of farmers’ produce three years since the law’s implementation.

The law, Medina said, aims to reach five percent of the country’s 9.57 million hectares of agricultural lands.

The problem? Certification costs P150,000, Medina pointed out.

He said farmers would rather go for an alternative and affordable guarantee

system called the Participatory Guarantee System (PGS), which the group launched the same day.

The MASIPAG officer said some local governments have already practiced the farming certification, which has cost farmers a small fraction of the recommended third-party certification system proposed by the law.

PDEA-11 traps P2-M 'shabu' inside LBC package

AVAO CITY - The Philippine Drug Enforcement Agency (PDEA)-11 on Wednesday night entrapped some 200 to 250 grams of illegal drugs estimated to be worth P2 million sent through an LBC courier for Panabo City, Davao del Norte.

The illegal drugs believed to be "shabu" (methamphetamine hydrochloride) were placed inside the heels of two pairs of ladies’ wedge sandals then placed in a shoe box. The LB C package was addressed to Ruel G. Reas of Barangay San Francsico, Panabo City from Mariama Antis of Baliwasan, Tabuk, Zamboanga City. Reas is a tricycle driver.

DPWH begins new projects in Maguindanao province COTABATO CITY – The D ep ar t ment of Public Works and Highways in the Muslim autonomous region said it will concrete a 7-kilometer farm-tomarket road in the town of Talayan in Maguindanao province in southern Philippines.

Regional Secretary Emil Sadain said once completed, the P70-million road project will hasten the transport of farm products and help spur economic growth in the area.

Sadain has signed a memorandum of agreement with Talayan Mayor Tungkang Midtimbang for the road project that will link several villages in the town.

The town of Buldon, also in Maguindanao, also inaugurated a 1.4 kilome-

ter road project that links the village of Tamar to the main highway. Another road project, the 1.3 kilo-

meter stretch in the village of Calaan, is also expected to begin soon. (Mindanao Examiner)

Tubod, Lanao del Norte – Women’s organizations from the coastal towns of Sultan Naga Dimaporo (SND), Kapatagan, Baroy and Tubod in this province received livelihood assistance from the provincial LGU and the Bureau of Fisheries and Aquatic Resources (BFAR).

The women’s groups belong to the Rural Improvement Club (RIC) organized by the provincial government aimed at providing skills training and livelihood assistance to home-based mothers to enable them to augment

their daily income.

The livelihood assistance given were supplies and materials for their Bangus Deboning Project.

The assistance was received by the President and Coordinator of each of the recipient RIC chapters during a simple turn-over ceremony on August 12, 2014 at PAO Compound, Brgy. Pigcarangan, Tubod.

Among the pilot RIC chapters that benefitted from the Bangus Deboning Project include SNDPigkalawag, SND-Sugod, Kapatagan-Poblacion, B aroy-Pobl acion and Tubod-Poblacion.

“We are thankful to Governor Khalid Dimaporo and BFAR for giving us this livelihood project complete with training and materials so we can immediately start in this business”, expressed RIC Federated President Maricel Buctuan.

The Iloilo River will once again play host to teams as they try to outdo each other and win the DoubleDragon Boat Race 2014.

This project was started by Senate President Franklin Drilon to highlight the progress in cleaning up the Iloilo River.

The teams competing this year are the Boracay Sea Dragons Rowing Team, Manila Wave Paddlers’ Club, San Beda Dragon Boat Rowing Team, Bohol Paddler’s Association, John B. Lacson Foundation Maritime University Dragon Boat Team, St. Therese MTC - Colleges Dragon Boat Team, Philippine Marine Dragon Boat Team, Philippine Navy Dragon Boat Team and last year’s champions the Boracay All Stars Dragon Boat Team as they try to defend their title. Covering a length of 200m and with Men’s, Women’s and Mixed categories, the event will prove to be a challenge to these strong paddlers.

Spearheading this big event is DoubleDragon Properties Corp. together with the Office of Senate President Franklin Drilon, Philippine Sports Commission and the Local Government Unit. These four organizations have all joined forces to ensure that the future of this sport continues to move to greater heights with this annual event.

Acting City Director Lininding Lao of Marawi City personally handed over the SGH certificate to Marawi City Mayor Sultan Fahad U. Salic during a gathering in Cagayan de Oro City recently.

The certificate bore the signatures of DILG Undersecretary Austere A. Panadero for local

government of and DILG Technical Services Director Nomaire Madid of the Autonomous Region in Muslim Mindanao (Armm).

Marawi City, with the SGH certification, can now avail of financial assistance from private and government-run banks and other funding institutions.

SGH is a project which recognizes local government units (LGUs) with good performance in internal housekeeping, particularly inthe areas of local legislation, development planning, resource generation, resource allocation and utilization, customer service, and human resource management and development, as well as, in valuing the fundamental of good

governance.

Mayor Salic earlier organized a three-day capacity enhancement seminar-workshop for the barangay officials of Marawi City held at the Country Village Hotel in Barangay Carmen, Cagayan de

Oro City. The seminar-workshop had as its theme “Strengthening Local Government for Effective Service Delivery.”

The mayor said the gathering was attended by selected barangay officials from Marawi City where they listened to various resource persons who spoke on various topics such as local governance administration, structure, organization, duties, functions and benefits, disciplinary actions, among others.

He added: “I am honored to undertake this kind of program with the DILG-Armm.”

“We really need this program to enhance our knowledge on good governance, especially in

the barangay level,” said Mayor Salic as he thanked all the barangay officials in Marawi City for their attendance to the seminarworkshop. He admitted the barangay justice system––integrating traditional and Islamic mode of settling disputes [among clans and rido]––in Marawi City is giving him headache.

Mayor Salic, however, is optismic that such headache will no longer be a problem with the holding of the enhancement program for elected barangay officials of Marawi City.

With stable peace and order, Mayor Salic is expecting that more investors will come to Marawi City in the near future.

6th Regional Law Enforcement Coordinating Committee meeting slated today in Lanao Sur

MARAWI City––Top officials from various government agencies, including the Armed Forces (AFP), the Philippine National Police (PNP), and local chief executives, are expected to gather at the Social Hall Provincial Complex here in time for the 6th Regional Law Enforcement Coordinating Committee in the Autonomous Region in Muslim Mindanao (RLECCARMM), said Lanao del Sur Provincial Director Police Sr. Supt. Nickson B. Muksan.

Muksan said: “We are lucky to host the 6th RLECCARMM––and this was made possible because of the trust and confidence of Lanao del Sur Governor Mamintal AL Adiong, and ARMM Regional Governor Mujib S. Hataman.”

Assistant Secretary Abdulgani M. Cadir is expected

to brief the participants of the 6th RLECC-ARMM on the issues and concerns of the Department of Labor and Employment (DOLE) in the ARMM, and other presentations from various committees.

Muksan will also give inputs on Overseas Workers Welfare Administration (OWWA) in the ARMM in regard to the signing of the Memorandum of Agreement (MOA) for the convergence program of POEA, OWWA, TESDA, DOLE, and PNPARMM. The agreement, said Muksan, was signed by Police Chief Supt. Noel Orais Delos Reyes, the regional director of the Police Regional Office of ARMM, to address issues and concerns about illegal recruitment, unsolved killings of Christian vendors, kidnapping, gun running, drug pushing and other il-

On one hand, Muksan told Mindanao Daily News that one of the alleged notorious leaders of kidnap-for-ransom group was found dead on Saturday.

Muksan said the still unidentified gunmen gunned down and burned the body of a certain Lanao Mulok Ariraya. He said Ariraya had pending arrest warrant issued by Acting Presiding Judge Rasad S. Balindong of RTC, Branch 8, prior to his [Ariraya’s] death.

assurance he would be cleared from the fiasco of the missing NFA rice.

Silvio said he was surprised with Tabor’s allegations which r un counter to their mobile phone conversation on August 1 of which the NFA official has assured that no one from his men came to him asking for financial support.

But Tabor, talking to reporters in Butuan City last week, claimed that Frias tried to extort money from him in exchange from him being cleared from the mess.

He also claimed that Frias met him at a bar in Butuan City to ask money since they allegedly lack funds for the operations.

Senior Inspector Dick Cale, chief of the investigations on the missing NFA rice, however clarified the CIDG regional ffice has enough funds to do their tasks and Silvio has even extended more support at the height of their investigations in the field.

“He’s entitled to file a counter charges against us but we are ready to face it. It’s part of our job,” Silvio said.

Ordinance no. 578-2014 AN ORDINANCE FURTHER AMENDING ORDINANCE NO. 206-2005, OTHERWISE KNOWN AS A REVISED ORDINANCE REGULATING THE GRANTING OF FRANCHISES TO TRICYCLES-FOR HIRE.

Be it enacted by The Sangguniangg Panglungsod in session assembled, that:

Section 1. That Section 10, of Ordinance No. 206-2005, shall be amended by adding letter n thereof, to read as follows:

Section 10. x-x-x

n) In the case of new MTOP applicants whose LTO documents (OR) submitted are classified as “Private”, a “PROVISIONAL FRANCHISE” shall be issued to the applicant, effective upon the approval of the Sangguniang Panglungsod which shall be valid for a period of (1) month.

PROVIDED, further, that for the existing franchise/s with motorcycle unit, whose LTO (OR) are found and classified as “Private”, shall be given a period of one (1) month upon the effectivity of this ordinance to have their unit be registered as “FOR HIRE” at the Land Transportation Office.

Section 2. That Section 10-A “Rules and Regulations Governing the Granting of Franchises For the Operation of Tricycle for Hire”, NO. 8 hereof, shall be amended, by providing a new paragraph hereto to read as follows;

Medina called the PGS as a more affordable poverty alleviation solution for farmers who cultivate organic agricultural products.

Mayor Leoncio Evasco Jr., of Maribojoc town in Bohol, said in an interview that their municipality was already practicing the certification even before an intensity 7.2 earthquake hit parts of Bohol and Cebu last year.

“Organic agriculture is sustainable,” he stressed.

Evasco added the local government made the farming practice easily accessible to farmers, with the LGU providing trainings and tools funded with counterpart from national government agencies such as the Department of Agriculture.

Medina said the PGS “recognized the people on the ground” and added that they were lobbying for a direct revision of the organic agriculture act.

“This is the way forward to expanding organic agriculture,” he said.

The City Agriculturist’s Office, MASIPAG said in a statement, was supporting the implementation of the practice. It added that “the PGS is an alternative product certification system more beneficial and appropriate to local and smallholder organic production.”

“We have adapted the PGS as the certification system of Davao City organic products because we believe this will better ser ve our local and small-scale farmers,” city agriculturist Rocelio Tabay said in a statement.

“The City, with the help of the civil society and farmers organizations, has put in place our own PGS which helps strengthen our organic agriculture program,” Tabay added.

“Having a PGS as a certification system will also ultimately help our ordinar y consumers to enjoy safe and healthy organic products,” Anita Morales, chairperson of the Davao City PGS and executive director of the development organization METSA foundation, said in a statement.

“PGS is an inexpensive certification system so farmers and small-scale producers would not have to add too much cost to their organic products,” she added Product certification is an assurance among the consumers that the organic product has passed the standards on organic agriculture. Certified products usually have a seal or logo from the certifying body.

According to MASIPAG, a two-year leeway has been granted for those that are using first- and

second-party certification such as the PGS. Unlike the third-party certification system, where a government-accredited body is paid for its services to inspect and certify the farmers’ produce, the PGS is done with a multisectoral inspection team composed of farmers, consumers and different sectors from the community.

The PGS team can even be a trained team of farmer-inspectors who goes to other communities and farmers’ organizations to inspect, monitor and certify the organic production system. Only minimal fees are given to the PGS team, MASIPAG said.

“In a second-party certification system like the PGS, we are well-represented in the committee and our opinions and knowledge are recognized,” said Jose Ben Travilla, an organic farmer and PGS inspector from Mlang, North Cotabato. “Hence, PGS is more appropriate to our conditions, culture and capacities.”

“Because of the PGS’s par ticipator y and empowering nature, and its emphasis on communitycentered marketing, the ordinary consumers have a direct line to the producers so they are able to afford certified organic products,” Travilla said.

MASIPAG’s own PGS, the MASIPAG Farmer’s Guarantee System (MFGS), has been in practice since 2004, and has since been assisting other organizations and LGUs in adapting PGS in their organic agriculture programs.

“Majority of our farmers and pro ducers are resource-poor but with sustainable organic farming, they are able to achieve food security at the household and community level,” said Medina.

She filed the verified petition of cancellation of the Certificate with registry No. 2001-1489 and confirmation of the certificate with Registry No. 2002-2944.

The petition is sufficient in form and substance and is net for hearing on October 7, 2014 at 8: 30 O’clock in the morning and everybody interested in the petition should appear and show interested in the petition should appear and shoe cause, if any, why the petition should not be granted.

Petitioner must publish this order in newspaper of general circulation in Marawi City and Lanao Del Sur once a week for three (3) consecutive weeks.

This temple was the place of prayers but unfortunately, there are many of us never come to the dwelling place of God. This is a physical temple where God dwells according to 2 Cronicles7:11-6God lives in His holy temple. Therefore, we need to come to God in the temple for praise and worship.
