PIKIT, North Cotabato– –A contaminated “pastil” (steamed rice with minced chicken) reportedly downed a family of five from Pikit, North Cotabato after eating in a carenderia in Kabacan, North Cotabato, police said.

Another family of four were also downed by a cooked riced believed to be contaminated, Senior Insp.

CAGAYAN de Oro City-The Rodriguez brothers have filed in the House of Representatives a resolution seeking to penalize power plants for unscheduled brownouts as these harm the economy and businesses.

This, as the second power unit of the STEAG State Power, Inc. (SPI) is expected to go online ahead of its self-imposed deadline of August 16 after almost of month of preventive maintenance shutdown.

SPI’s second power unit to go back online ahead of schedule (Abante Mindanao partylist) filed House Resolution 2200 to urge “the Department of Energy to impose fines and penalties on those responsible for unscheduled downtimes of power plants in the country.” “ Tho s e re sp onsibl e should answer for their irresponsibility,” the brothers said as they explained that unscheduled downtimes affect businesses and ultimately the country’s economy.

“Some of the effects of

an unscheduled downtime include production losses and schedule delays, missed delivery dates, hurried repairs which usually cause future problems, increased work pressure and job stress and even safety risks,” the resolution read.

They said that government should ensure that power plants and generating companies strictly follow their specific commitments in commissioning their plants as scheduled.

‘Bambi’ sought tax amnesty on delinquent real property taxes

MISAMIS Oriental -- Governor Yevgeny Vincente Emano of Misamis Oriental on Monday asked the provincial board to pass an Ordinance granting tax amnesty to delinquent real property taxes in the province.

Emano made the request during his 2nd “Taho sa Katawhan” (Report to the People), a derivative of the State of the Province Address (SOPA), at the provincial capitol grounds here.

He said that the province has recorded a total of about Php 107 million delinquent taxes involved penalties and surcharges.

Emano, however, said that cases involving delinquent taxes where there is an on-going negotiation and litigations is not subject to the condoned taxes.

The governor also dispelled insinuation that he would benefit from tax amnesty because “I have not a delinquent tax on my properties.”

Emano said he is asking an amnesty to provide relief to poor farmers and residential lot owners in the province provided they would pay the basic realty tax.

Vice Governor Joey Pelaez said that he is supporting the plan to grant tax amnesty, provided, that the basic taxes are paid.

He said he would ask the members of the provincial board to approve an Ordinance that spell out the mechanics of the province-wide tax amnesty.

Support The event also caused the Sangguniang Panlalawigan (SP) led by Vice Gov. Jose Mari Pelaez to hold their weekly session outdoors to pave the way for the governor to report to the board his annual accomplishments.

As this developed, Emano also disclosed that the provincial government has not received anymore disallowances from the Commission on Audit (COA) for the past 12 months.

“Our financial system is fiscally sound. We have rectified everything that COA has imposed on us in 2014 – something that was carried over from the past administration,” Emano said, referring to the governorship of his predecessor, Oscar Moreno.

Some P144 million worth of completed projects bannered Emano’s infrastructure report.

Also in his report was the acquisition of some 27 new pieces of equipment funded under a loan from the Development Bank of the Philippines (DBP).

the government’s declaration about the continued expansion of the domestic economy.

Puno said positive reports on the domestic economy are being made up by political spin doctors ahead of the 2016 polls.

However, Coloma decried this, citing that the strong growth of the domestic economy in the last few years has been noted by both the first world countries, multilaterals and credit rating agencies.

For one, major debt raters have elevated the country’s credit rating from junk status to investment grade levels.

This happened in 2013 when Fitch Ratings, Standard & Poor’s (S&P), and Moody’s Investors Service, among others, gave the country its initial investment grade ratings due to combination of factors that include strong external payments position, strong domestic growth, improvement in fiscal situation and resilient banking sector among others.

I CAME FROM the balcony of hotel business. For thirty five years of occupying various positions in the industry, I went to the hotel every day for breakfast, lunch and dinner; sometimes I live there like a professional guest. Nobody knows more about how to run a hotel than a guest. Two years ago, I fell out of the corporate balcony and had to put efforts in the consultancy business where my eyes and initiative was to look for prospective property investors. I work on given plans to realization, from facilities design to operation which involves training and business development.

Personally, I think the hotel business has been one of the most backward in the world, there has been very little improvement in the attitude of Desk Clerks in the 2000 years since Joseph and Mary arrived in Bethlehem and was told they have no reservation. Nobody bothered to offer a Donkey ride to the next Inn where probably a room was still available in that cold night of December. using a new secret oath, “Everybody Sells”. And we meant everybody – Room Attendants, Cashiers, Waiters, Front Office people, Reservations and Bell Service. We talked to the Room Attendants about suggesting Room Service, to the Concierge about mentioning dinner in our restaurant, to the Front Office Cashiers about suggesting return reservations to departing guests, to the Guest Service Agents about quoting from the top down. And we talked to the Waiters about pushing for Bananas.

Our sug gestion for selling Bananas fell on responsive ears especially to the Bartenders who keep tab of Margarita Cocktail consumption of our female guests in the Bar. When she has two rounds of that Mexican concoction, she is captured for Bananas with Cream to cap her nights of dreams as we described part of the “Everybody Sells” program for our Food & Beverage Department. We figured, with just the same number of customers, if the Waiters and Bartenders would ask every guest if he’d like Bananas, given only four

That petitioners are husband and wife respectively in a marriage performed under Civil rites on December 22, 2011 at Maramag, Bukidnon, they converted to Islam faith, of which conversions to Islam were duly registered with this court, both of them can be served with summons and other legal processes relative to this case at their residents at Purok 5, South Poblacion, Maramag, Bukidnon and PC Hill, Cotabato or c/o Dao, Hinaplanon, Iligan City respectively;

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for more than three (3) years already October 28, 2011, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalized their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on December 22, 2011 , so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on August 28, 2015 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

als gathered to discuss the role of the youth on alleged militarization in Lumad communities and alleged environmental plunder.

A total of 25 American youth leaders from the Kapit Bisig Kabataan Network (KBKN) US, who came to Mindanao for immersion in Lumad communities from August 3 to 7, also participated in the gathering.

He said these foreign youth leaders were integrated in Lumad communities in the Davao region, Northern Mindanao, Zamboanga Peninsula and Region 12 or Soccsksargen (South Cotabato, Sarangani, Sultan Kudarat and the cities therein), where there is military presence.

Basinang AN ORDINANCE ESTABLISHING THE FISH LANDING POINT/AREA IN THE MUNICIPALITY OF IMELDA, PROVINCE OF ZAMBOANGA SIBUGAY AND PROVIDING FOR FEES AND CHARGES AND FOR OTHER PURPOSES. SECTION 1. TITLE - This ordinance shall be known as the “An Ordinance Establishing the Fish Landing Point/Area in the municipality of Imelda, province of Zamboanga Sibugay and Providing for Fees and Charges and for Other Purposes.

SECTION 2. DEFINITION OF TERMS. - As used herein, the following terms shall mean as follows: a) Fish and Fishery Products - include all kinds of fish and other aquatic animals such as crustaceans like crabs, prawns, shrimps and lobsters; mollusk like clams, mussels, scallops, oysters, snails and other shell fish. Fishery products include products of aquatic living resources in any form. b) Landing Point - an area or place specifically established as such in this ordinance. c) Inspection - visual and/or internal inspection or checking and ascertaining whether the fish and fishery products are legally caught, gathered or harvested and safe for human consumption.

Cagayan de Oro -- the Department of Interior and Local Government (DILG10), being one of the members of the Regional InterAgency Advisory Committee (RIAC-10) has issued a regional memo enjoining all Provincial Governors and Municipal Mayors through

DILG Provincial and City Directors to support the KALAHI CIDSS- National Community Driven Development Program.

KALAHI- CIDSS Community Driven Development Program (KC-NCDDP) is implemented by the Department of Social Welfare and

Development (DSWD).

The program was launched in 2003 with twenty one (21) municipalities being covered in Northern Mindanao. This year the program expanded its coverage with the additional new forty four (44) See supports, page A11

SECTION 3. FISH LANDING POINT. - The Bagsakan Center/Building near Public Market Building, Poblacion Imelda, Zamboanga Sibugay is hereby designated as the Fish Landing Point/area for all fish and fishery products delivered from Fish Carriers.

SECTION 4. PRIOR LANDING. - All fish and fishery products tended for sale shall be brought in and landed at the designated landing point before they are brought to the Public Market.

SECTION 5. INPECTION - All fish and fishery products brought in and landed at the fish landing point shall be subject to inspection and examination by the members of the inspection committee for the purpose of ensuring that no illegally caught fish nor illegally gathered or harvested fishery products may be sold at the public market. All fish and other fishery products found illegally caught, gathered or harvested shall be confiscated and disposed of in accordance with law.

SECTION 6. INSPECTION COMMITTEE. - There is hereby created an “Inspection Committee” to be organized by the Municipal Mayor to be composed of the representatives of the Municipal Health Office; PNP, Imelda Station; Sanitary Inspector; the Market Inspector and the local office of the Bureau of Fisheries and Aquatic Resources if any: Provided, however, that said representatives shall be recommended by their respective chiefs of offices and who shall be designated as such by the Municipal Mayor and who shall serve without additional remuneration other than their salaries. The Inspection Committee shall see to it that no fish or fishery products are sold at the public market or elsewhere without the necessary inspection and certification as to fitness for human consumption.

SECTION 7. INSPECTION WITHOUT DELAY. - All fish and fishery products brought in shall be inspected and examined with dispatch, and issued the necessary clearance and certification without delay.

SECTION 8. CLEARANCE. - No fish or fishery products shall be sold at the public market without the necessary clearance and certification from the inspection committee.

SECTION 9. Nothing in this ordinance shall prohibit the inspection committee from conducting inspection and/or examination of fish and fishery products already displayed for sale at the public market.

SECTION 10. Selling of Fish outside the Public Market is prohibited except during the Market Day of Barangay Poblacion of which has its own designated area.

SECTION 11. Selling of Fish (Suroy-Suroy) within Barangay Poblacion, Imelda, Zamboanga Sibugay is Prohibited.

SECTION 12 – the Fish Brokers is prohibited to have their own stock room (Bodega) except in their respective designated stall only.

SECTION 13 – Fish Brokers is prohibited to display and retail fish at their respective stall, allowed only at the inside Public Market.

SECTION 14. STALL - the Local Government Unit of Imelda shall provide stall to each License Fish Broker.

SECTION 15 – AWARDING OF STALL – the awarding of stall and spaces to qualified Fish Brokers shall be done through open public bidding of which the OCCUPANCY FEE shall not be less than P100,000.00 per stall and highest bidder will prevail. The award investor shall pay automatically the amount bid in full through cash or managers check to the Municipal Treasurer or to any authorized representatives.

SECTION 16. PENALTY. 1) Any person who fails or refuses to bring in his fish/fishery products at the designated fish landing point/area and/or who fails or refuses to submit his fish or fishery products for inspection/examination and/or who sells, displays said fish or fishery products at the public market without the necessary clearance and certificate shall be fine of Two thousand Pesos (P2,000.00) Provided, however, that any member of the inspection committee who unduly delays or capriciously denies the issuance of the certificate shall be dealt with administratively. 2) Any person/s found violating the Section 10 and Section 11 of this ordinance shall be fine P500.00.

SECTION 17- REPEALING Clause – All ordinances contrary to or inconsistent with this Ordinance are hereby repealed or modified accordingly.

SECTION 18– Separability Clause – If any part or provision of this ordinance is declared unconstitutionally or invalid, the same shall not affect the validity and effectivity of the other parts or provision hereof.

SECTION 19. EFFECTIVITY. - This ordinance shall take effect fifteen (15) days after its publication in a newspaper of local or general circulation or posting in at least two (2) conspicuous places in the municipality of Imelda.

Moderate El Niño conditions continue to persist across the equatorial Pacific Ocean, State weather agency Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its sixth El Nino advisory released on Monday.

Leading climate models suggest that it may intensify from moderate to strong El Niño in the coming months (last quarter of 2015) and may last until early 2016, PAGASA noted.

Weather systems that affected the country in July were the ridge of high pressure area, inter-tropical convergence zone (ITCZ), southwest (SW) monsoon, low-pressure areas (LPAs) and passage of three tropical cyclones (TCs)over the Philippine Area of Responsibility (PAR): tropical storm Egay (July 2-7) as well as typhoons Falcon (July 8-10) and Goring (July 23-25).

doro, Quezon, Quirino and Siquijor.

However, Bohol and Camarines Norte are likely to experience drought condition.

Surface air temperatures are expected to be slightly warmer than normal in most parts of the country.

Predicted average range of temperature will be 13°C to 27°C over mountainous areas of Luzon, 19°C to 37°C for the rest of Luzon, 22°C to 36°C over the Visayas, 15°C to 33°C over mountainous areas of Mindanao and 17°C to 37°C for the rest of Mindanao.

Analysis of rainfall distribution for July showed near- to above-normal rainfall were observed over the Cordillera Administrative Region, Ilocos Region, Central and Southern Luzon, including Metro Manila, Romblon, Albay, Palawan, Negros Island Region, southern section of Cebu, Western and Central Min-

danao.

The rest of the country experienced below- to way below-normal rainfall conditions, especially the eastern section of the Philippines which is a clear manifestation of El Niño’s impacts on the country.

Further analysis showed the provinces of Aurora, Camarines Norte, Catanduanes, Laguna, Marinduque, Occidental Mindoro, Oriental Mindoro and Quirino were affected by dry spell.

Dry spell is described as three consecutive months of below-normal (21 percent to 60 percent reduction from average) rainfall conditions or two consecutive months of way below-normal (more than 60 percent reduction from average) rainfall conditions.

On the other hand, provinces affected by drought are: Bohol, Camiguin, Misamis Oriental, Quezon and Siquijor.

Drought is defined as three consecutive months of way below-normal (more than 60 percent reduction from average) or five consecutive months of belownormal (21 percent to 60 percent reduction from average) rainfall condition.

Slightly warmer-thanaverage air temperatures were generally observed over most parts of the country during July except for slightly cooler than average air temperatures over mountainous areas of Luzon.

Average range of temperature recorded in the country were 24°C to 33°C over lowlands of Luzon, 16°C to 21°C for mountainous areas of Luzon, 24°C to 33°C for the Visayas, 23°C to 34°C over lowlands of Mindanao and 19°C to 29°C over mountainous areas of Mindanao.

Early Language Literacy and Numeracy Program

Education is one strategy not only to improve knowledge and skills of Filipino human resources but also to better the lives of every family. This is the reason of the ten-point agenda set before the current administration seated in their place, in which one of the so-called points is making a child a reader

by Grade 1.

This part of the agenda is to make sure that a child can already read during his

first grade in elementary.

Apart from encouraging educators to look over the reading competitiveness of the child, Department of Education has come up with programs to support this such as Every Child a Reader Program (ECARP), a national program designed to equip elementary pupils with strategic reading and writing skills to make them independent young readers and writers.

In addition to this, the Early Language Literacy and Numeracy Program was also implemented to

strengthen the reading component for the same target of “Every child should be a reader by Grade 1.”

As the implementation of the K to 12 curriculum has started, several trainings have been conducted both in curriculum content and teaching strategies in preparation with the major change in education.

were held for parents and other stakeholders to inform them of their great role in the implementation and deliberate the beneficial effects of the new curriculum.

School buildings and other facilities were constructed in preparation for the senior high school.

However, more than all these preparations are the emotional readiness of the teachers as the front liners in the battlefield of education. They should have an in depth understanding of the program and the essence of

its ultimate goal so that they will embrace it with love and enthusiasm. When a person works with love, he will become more innovative, creative, resourceful, and dedicated which is the call of the 21st century teachers.

When Internet is bad for students

Are we aware that we may be destroying our students’ ability to learn when we assign them to write and they google it?

With today’s easy access to internet, students are quick to hit google for help with their assignments. These assignments could include writing reaction papers, learning about some topics, and finding photos. We may be thankful on this great access to the world of information, but many accompanying issues lurk around that need to be addressed.

When students submit their assigned write-ups to you, there are two major issues that have possibly been involved: copyright infringement and plagia-

rism. We can easily dismiss these and argue that the assigned internet research is for the students’ own learning. But are we sure it’s all positive learning?

Please consider that they may be also learning that there is no wrong in copying ideas, or copy-pasting from online articles, or using pictures without the owner’s permission.

For example, why can’t we just show the students some photos of famous tourist spots in the Philippines from a magazine instead of asking them to print photos from the internet?They will eventually use pictures without consent from the photographers. This is a subtle method of teaching the students to commit a copyright crime.And this is not the frame of mind that

we wanted them to grow up to.

Of course, we are not discouraging students from taking advantage on this easy, and cheap, if not free, information source. But as teachers, we have the responsibility to guide our students to morally-right decisions in life.

So, how can we improve our teaching approaches and methods to avoid this bad learning?

One is to make sure that we explain to the students that copy-pasting from the internet and claiming it as their own is plagiarism; and printing photos without permission from the owner is copyright infringement. We have to emphasize to them that these acts are against the law. We can teach the students how to cite sources

formulating strategies, preparing budgets, and implementing strategies, and evaluation and control systems.

These are coverages of instructional leadership. Certainly, it is very broad. However, for a school head, the entire system can be successfully completed by making sure that each part is running.

It is our responsibility as teachers to look into these issues and do appropriate actions to address these.

These principles demand that we Envision, Enable, Energize, and Empower.

Envision. Create a picture of the future and keep the dream alive. Focus on the objective, which are specific steps, taken one at a time, to make things happen toward the goals.

Enable. Develop plans and strategies to achieve the desired results. Make vision attainable by planning small wins.

Energize. First, we motivate ourselves and then let our passion and enthusiasm infect others towards the fulfillment of shared vision.

Empower. Build confidence by celebrating every small win and recognizing everyone’s contribution to the effort to bring the vision closer to reality.

He said the New People’s Army (NPA) penetrated Talaingod and Kapalong after Typhoon Pablo which struck in December 2012, destroyed their bases in Davao Oriental and Compostela Valley.

In a press release, Col. Eduardo Gubat, spokesperson of the Eastern Mindanao Command (Eastmincom), said the Lumads inside the UCCP Haran are “not evacuees but victims of trafficking.”

The press release also quoted Eastmincom chief Lt. Gen. Aurelio Baladad as saying the presence of the military in the area is because of the presence of the NPA harassing the tribal community.

“Kaya may military kasi may NPA sa area, the AFP mandate is to protect the people,” Baladad was quoted as saying.

Assistant National Statistician Socorro D. Abejo, in a briefing Monday, said the survey in Metro Manila may be extended beyond the September 6, 2015 deadline.

“It has been proven in the past that it is hard to conduct surveys in Metro Manila, Metro Davao and Metro Cebu. One reason for this is the unavailability of people living in condominium units,” she said.

Abejo explained that under the law people who misdeclare information will be slapped with penalties but this is not stressed during the conduct of surveys because people, especially those in the lower class of society, have high cooperation rates.

She explained that they found it hard to get information from people living in exclusive villages and condominiums but this was addressed by coordinating with housing association officials and building administrators.

Conduct of the middecade survey is in line with the goal of updating population figures down to the villages.

President B enigno Aquino III, in Proclamation No. 1031 signed on May 21, 2015, declared August this year as National Census Month.

This activity has been given about P2.5 billion budget, which was initially used in 2014 for planning and preparations.

Abejo said implementation and preliminary processing of the collected data will be done this year and tabulation will be done next year.

She said preliminary survey results will be announced by end-2016.

She also said that all PSA enumerators will have proper identification cards and the public can verify their identities with village officials.

Enumerators wearing official POPCEN 2015 IDs will visit and interview every household to ask basic information such as age, sex, marital status, education, and usual occupation and others. The interview will take from 15 to 30 minutes for each household.

Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma Jr., in his speech, said the survey will enable the government to determine how much should be allocated to social protection programs.

He disclosed that 36.8 percent of the national expenditure program under the proposed Php 3.002 trillion national budget is allocated for social development programs.

Thus, he stressed the need to have correct population figures to ensure the effective planning and implementation of inclusive growth programs.

This, as the survey would help the government determine the areas where high poverty incidence is prevalent, he said.

Also, the census would help lawmakers determine the setting up of Congressional districts.

“We have proven that correct analysis leads to correct solution. This has helped us in the implementation of our programs in the last five years,” Coloma added.

Meanwhile, Dr. Janith C. Aves, the interim provincial statistics officer of PSA, Misamis Oriental, called on the public to support the 2015 Census of Population (PopCen 2015) by accommodating its enumerators as they do interviews and by providing complete and appropriate answers to all questions during the interview.
