AGAYAN de Oro City - Director Leon M. Dacanay, Jr. of the National Economic and Development Authority Regional Office X (NEDAX) and acting chair of the Regional Development Council (RDC), presented policy recommendations on improving health services and facilities to the Department of Health (DOH) Regional Implementation and Coordination Team (RICT) during its second semester 2014 meeting held in Mambajao, Camiguin, on October 22-23, 2014. These policy recommendations were outputs of the policy review and focus group discussion (FGD) conducted by the NEDA/ RDC-X and the DOH-X last month with decision makers, provider of health services and beneficiaries of health services and facilities. The policy review aimed to address the critical factors affecting the delivery of basic health services such as poorly equipped and poorly staffed local health facilities; congestion of DOH-retained hospitals; uneven distribution of health facilities in the public and private sectors; and inadequate nationallocal and public-private networking and patient referral systems. The discussions focused on House Bill Nos. 2373, 3759 and 4214, which called for the renationalization of the discharge of basic health services devolved to local government units. Among the recommendations were: a) from the decision makers who said no to renationalization of health services and facilities as the local government units (LGUs) are in the best position to respond to the health needs of their constituents, however, recommending the National Government to subsidize funds especially to low income LGUs with the issuance of clear guidelines on the utilization of such funds; b) from the health service providers who go for the renationalization of government and LGU-run hospitals while public health should be retained at the See services, page B3

KORONADAL City - Sultan Kudarat’s capital town Isulan has captured Check No. 0001 of the Philippine Rural Development Program to fund development projects in the area.
