Laguindingan Airport ready for night flights
CAGAYAN DE ORO CITY -- The Department of Transportation and Communications and the Civil Aviation Authority of the Philippines (CAAP) have announce the readiness of Laguindingan Airport for night operation strting this month. Laguindingan Airport is now equipped for night landing operations and will soon activate evening flights by the end of November to give the public more flight options as well as to decongest the airport during the day. This was announced by Transportation and Communications Secretary Jun Abaya said in a statement released earlier. The opening of Laguindingan night flights is considered a major gateway to Northern Mindanao, allowing for expanded air travel to the cities of Iligan and Cagayan de Oro, as well as the provinces of Misamis Oriental, Bukidnon and Lanao del Norte. CAAP said all the air navigation and airfield ground lighting systems at the airport were already installed and tested. In line with certain policies and procedures of the International Civil Aviation Organization (ICAO) and CAAP, officials from DOTC and CAAP are conducting a joint inspection this week for safety purposes to double-check the night system. DILG 10 to conduct prov’l orientations, workshops for LPRAT Members CAGAYAN DE ORO CITY -- The Department of the Interior and Local Goverment in Region 10 (DILG10) spearheads a series of Local Poverty Reduction Action Team (LPRAT) Orientations within the month of November, this year. DILG-10 Regional Director Rene Burdeous said the issuance of DBMDILG-DSWD-NAPC Joint Memorandum Circular No. 5 calls for the need to orient LPRAT members on the new policies and guidelines. Joint Memorandum Circular No. 5 contains the Policy Guidelines and Procedures in the Imple-
mentation of the Grassroots Participatory Budgeting Process (formerly called Bottom-Up Budgeting) for the preparation of the FY 2016 Budget and Succeeding Years). Atty. Burdeos said the DILG 10 finds significance in ensuring proper compliance to policy guidelines and procedures under JMC 5 to result in an efficient and successful implementation of the GPB projects in all provinces in the region. The orientation workshops will tackle the Grassroots Participatory Budgeting Process which will include its rationale and
guidelines, the tools for the Local Poverty Reduction Action Plan (LPRAP) and the Menu of Programs for GPBP including technical requirements for projects by participating agencies. 10th Mindanao PAFC Summit held
The Department of Agriculture-Regional Field Office 10 (DA-RFO 10) hosted the 10th Mindanao-wide PAFC Summit with the theme Enhancing Food Security in Mindanao through strong partnership between government and private sector towards ASEAN Integration, held in the city. The gathering of the Provincial/City Agricultural and Fishery Council (P/ CAFC) Chairmen aimed at helping the Local Government Units(LGUs) and the DA-RFOs in Mindanao to come-up with sound policy recommendations and to craft plans and programs towards the development of agriculture and fishery sectors. By virtue of the Agriculture and Fisheries Modernization Act, AFCs assists
the DA in the monitoring and coordination of the agriculture and fisheries modernization process and serve as an integration and consultative structure for inter-agency and inter-sectoral collaboration in the agri-fishery development. The Council is composed of private sector individuals who are committed to actively participate in ensuring the success of the DAs programs and activities. “Through the partnership with the private sector, the DA is able to keep in line with the governments thrust for transparency, accountability and good governance. AFC continuously empower the farmers to be more effective and efficient producers for they are the greatest contributors in the development of the agrifishery sector in private-public participatory mechanism” said Constancio C. The more modern Laguindingan Airport was opened in June 2013 as a replacement to the older Lumbia Airport in Cagayan de Oro. While determined by experts to be safer than Lumbia, Laguindingan has not been able to meet its projected passenger capacity while operating during daytime only. School Turns Toilet into Canteen

Several years ago, several buildings including a toilet of La Trinidad Elementary School were condemned due to their dilapidated condition. These structures were left abandoned as school authorities did not find time to allot money for their rehabilitation. The new school administrator decided to have the building on which the toilet stood renovated to convert it into a canteen. He hired two carpenters from his own money and completed the project in two weeks. Since the old toilet facil-

The old principal’s building was not functional for several years until it was also
renovated. The structure still serves the same purpose: to keep school records. Other materials are also available to answer for the needs and queries of parents, learners and teachers. According to stakeholders, the school has now become a pleasant environment where changes have taken place owing to the leadership’s initiative aimed at the benefit of the school. The parents has come to look up to the institution as an ideal place where their children can learn so much in terms of nurturing and developing their imagination, creativeness and good leadership. The homeroom PTA is designed to strengthen the relationship between the schools and the parents. It is any of several local organizations composed of parents and public school teachers, seeking mutual cooperation in the guidance of school children. The parents make up the school, teachers, and pupils the so called ParentsTeachers Association. Each one is highly dependent, one with the other. A strong PTA is necessary in order to achieve a meaningful rapport between the parents and teacher. Through this organization there is recognition of the importance of the parents to the school and vice versa. The school cannot exist without the par-
ents neither in the absence of the pupils. Therefore, these three attributes contribute to the success of any PTA undertaking. Through this joint endeavor recognizing both as responsibility and privilege between the teacher and parents possible through tangible projects for the classroom are being facilitated, thus enhancing not only building a wholesome and good relationship but also making homeroom very conductive to learning. However there are few factors to consider in deciding on the project/s to be undertaken by the association. Take into consideration the following vital questions: 1.) Is it primary and foremost need of the Association and the recipients are the parents, teachers, and pupils?
2.) Is it within the capacity of the members to pay? In other words, is it affordable? 3.) Will, it be a lasting project that could endure the test of time? The homeroom PTA then present the proposed project to the school principal for reaction and approval. If the school principal approves the said project, the teacher adviser, the HRPTA president and treasurer, consummates a contract to pursue the project. However, bear in mind that the essence of any undertaking be it in the school environment or to the whole society where one lives; all great achievements come from working and waiting. Because success is 10% mechanic and 90% attitude. One’s attitude is highly determined by his attitude.

The current administration here in the Philippines is giving much more importance to Education. The reason behind is that they want to use this as a tool to improve each of its human resources. In the aim to also provide better education, a lot of changes and improvements in Education sector has been made. Moreover, several programs are strategized to improve the curriculum, content, delivery and reach, among others. Adopt-a-School program is one. This program allows private entities to assist
a public schools in terms of, but not limited to, staff and faculty development for training and further education, construction of facilities, upgrading of existing facilities, provision of books, publications and other instructional materials and modernization of instructional technologies. The program can assist public schools in any levels, whether it is an elementary, secondary or tertiary school. These beneficiary schools are located in any of 20 poorest provinces identified by Presidential Council for Countryside Development or any other government agency tasked in identifying such kind of provinces.
Over the years, the program has been realized through the collaboration of DepEd and private entities. There are interventions that reduced student dropouts and kept the youth off the streets. The program also increased student achievement levels and improved teacher performance. It is true that numerous problems envelopes the education system in the Philippines. However, fact cannot be denied that there are also several programs implemented to further address and fight these problems. Education is a priority, all involved parties should just have to be participative to continue the fight for education.
