Gov’t works on growth, expansion without tax, debt increases: Abad

AGAYAN de Oro City – The Department of Budget Management (DBM) in partnership with the Union of Local Authorities in the Philippines (ULAP) held the Good Governance Dialogues: A Reform on Open Government and the National Budget on October 23, here, to intensify the government’s campaign for improved governance and deeper citizen engagement. In his speech, DBM Secretary Florencio “Butch” Abad said that pushing for the good governance
platform has helped in the pursuance of very difficult reform measures such as sin tax reform, growth of government revenue stressing the 20 percent increase of Customs collection and making of unprecedented investments in certain areas. Good Governance has also improved transparency within the government as all the 22 line departments have complied with the mandate of posting a Transparency Seal in their websites where major information on plans and budget are posted.
Abad also cited the initiatives of some government agencies in implementing the platform such as the Department of Interior and Local Government’s (DILG) commitment to rehabilitate and construct national bridges and roads and the Department of Foreign Affairs’ (DFA) assurance to process passports within 45 minutes by 2015. The Secretary also added that through good governance, all agencies will be held accountable for all their outputs and outcomes.
It was also cited that as a result of the said platform, the government has paid unprecedented investments in social and economic services without having to increase debts and taxes except for the sin tax reform. In addition, the poverty incidence in the country went down from 28.4% in 2013 to 24.9% in 2014, where the three percent difference represents over 2.5 million people who are now out of poverty. Abad also emphasized that this was made possible through the very
aggressive social protection and services program of the government. To prove that the platform works well for the country, the Secretary said that the Philippines is now named as the fastest growing economy in Southeast Asia and the most improved country in terms of global competitiveness. The Open Government Partnership is a multilateral initiative that aims to empower citizens, secure concrete commitments from governments to promote
transparency and harness new technologies to strengthen governance. Moreover, the dialogues are held in various areas in the country to improve efficiency in public spending, deepen citizen engagement in the budget process and increase budget openness. Among the attendees of the said event in Cagayan de Oro included national and local government, civil society, academe, business, people’s groups, development and aid organizations and the media.(RTP/PIA10)
Barangay Poblacion, Kolambugan, among top Lanao Norte Health Office Three in search for best Lupong Tagapamayapa wins regional award anew ILIGAN City – Barangay Poblacion of the coastal town of Kolambugan is one of the top three barangays in the Department of the Interior and Local Government’s nationwide search for the Lupong Tagapamayapa Incentive Award (LTIA). From a total of 56 Lupong Tagapamayapa, representing different regions in the country, 11 were selected as semi-finalists. After further screening only three were left as this year’s finalists. The other two finalists
are Brgy. Hingatungan, in Silago town, southern Leyte and Brgy. Ambassador, in Tublay town, province of Benguet. “We are very happy for this recognition and we dedicate this achievement to our constituents. We are also thankful to our peaceloving people for choosing to resolve their conflicts peacefully and amicably,” said Brgy. Poblacion Chairman Nathaniel Salvo. The LTIA was established pursuant to Section 406(b) of the Local Government
Code of 1991 and Executive Order No. 394. This is in recognition of the Lupon Tagapamayapa’s contribution in the promotion of the Katarungang Pambarangay (KP) objective, to strengthen the efficacy of the KP as an indigenous mediation structure capable of resolving disputes within a community, and beyond the formal courts of justice. It aims to institutionalize a system of granting economic benefits and other incentives to Lupong Tagapamayapa for reason of exemplary performance in settling disputes within their community. LTIA has three major criteria this include efficiency in the operations of the Lupong Tagapamayapa, effectiveness in attaining the
Katarungang Pambarangay objectives, and creativity and resourcefulness in the administration of KP. The Award has four categories - Highly Urbanized City, Component City, 1st to 3rd class municipality and 4th to 6th class municipality. The Awards shall be conferred to each national awardee through the local chief executive concerned in the form of a Presidential Trophy and a 300-thousand development grant. For each regional awardee, 50-thousand pesos in development grant and a special plaque shall be awarded. The national award is set to be given by DILG Secretary Mar Roxas at Malacañang Palace this coming November 2014.
TUBOD, Lanao del Norte – The Health Office of the Province of Lanao del Norte was again the recipient of an award of recognition as ‘Best Provincial Health Office’ for Philippine Integrated Disease Surveillance Response (PIDSR). This is the second time that Lanao del Norte was recognized for its exemplary performance in the reporting of deadly communicable diseases after receiving the same award last year. The Lanao del Norte Health Office was also declared as the 2014 Best LGU Functionality (Provincial Category) for its continued dedication and prompt reporting of Event-based Surveillance and Response (ESR).
The awards were given during the Department of Health’s regional consultative meeting held at Chali Beach Resort, Cugman, Cagayan De Oro City early this month. The regional forum was attended by health personnel from the 110 government and private hospitals operating in the five provinces and nine cities of Region 10 that provide weekly reports to the Regional Epidemiological Surveillance Disease and Response Unit (RESDRU). RESDRU of the Department of Health is actively strengthening its policies and procedures in the reporting of dangerous and communicable diseases within the regional level.

The group was received by MILF officials led by Aleem Khair Hanapi from the office of the Central Committee and Balintad village chief Mobarok Abdulrahim. Dir. The provisions include lowland rice seeds - 50 bags, upland rice seeds - 20 bags, OPV corn seeds - 50 bags, carabao - 10 heads, animal drawn moldboard plow 10 units, durian seedlings - 350 pcs and mangosteen seedlings - 350 pcs. Other commitments, however, will be released early next year yet. These include provisions of postharvest facilities, which include Mobile corn sheller - 3 units, mobile rice mill - 1 unit, hand tractor - 2 units and solar dyer - 1 unit. CAGAYAN DE ORO CITY- To showcase the best corn farming practices of various seed companies, government research stations, modern farm equipment, machineries and technologies, a week-long “Corn Technology Demonstration Field Tour and Farmer’s Field Days” opened on October 20 at the Xavier University Manresa Farm. The event is a prelude to the 10th Philippine National Corn Congress set on November 17-21, 2014, with the theme “Corn Farming in the ASEAN Integration: Maximizing Opportunities.” The field demonstration was organized by the DA and Philippine Maize Federation (PhilMaize). Department of Agriculture (DA) Assistant Secretary for Operations and National Corn Program Coordinator Edil-
berto M. De Luna graced the ceremonial opening and underscored the event’s significance to the corn growers as well as to the students. He said the national corn congress which will also be held in Cagayan de Oro City is hoped to gather significant policy recommendations that may strengthen or push further the development of the industry in the Philippines amidst ASEAN integration. DA-10 regional executive director Lealyn A. Ramos meanwhile bared that about 180,000 hectares of land here in the region is used for growing corn with an average production of 4.6 metric tons per hectare for the yellow corn and 3.2 metric tons for white corn. CAGAYAN DE ORO CITY -- In celebration of the visit of Pope Francis in the country on January 15, 2015, the Philippine Postal Corporation (PHLPOST) readies for its “On the Spot Stamp Design Contest” nationwide. Simultaneous with the different regions in the country on October 24 at 1:00 p.m., PHLPOST Central Mindanao area 8 will hold its activity in Robinsons Mall, Limketkai Center, Cagayan de Oro City. The competition will be composed of two categories. One is student, for elementary, high school and college students in public and private schools; and the other is professional for artists, designers, illustrators in the locality. Further, artwork must interpret theme, ‘A Nation of Mercy and Compassion.” According to PHLPOST area director Nimia S. Acebes, the artwork must be accompanied by a writeup or interpretation of the theme and the design and will be rendered using paper
or canvass with oil, acrylic or pastel. Moreover, criteria for judging include originality, relevance to the theme, visual impact and artistic method/design. Two top prizes for the student and professional category will include P15,000, a stamp album and certificate of participation. These top two entries per category will be submitted to the Post Shop, Philately and Museum Division, Business Lines Department, Central Office for pre-screening prior to the national judging. In the National Screening Committee, the two top prize winning artworks/ designs in each category will be featured in the Papal visit stamps to be issued and launched on January 2015 by PHLPOST for national and international circulation. It will also be featured in special souvenir frame to be given to the Holy Father. CAGAYAN DE ORO CITY -- In observance to the National Statistics Month and National Week for Overcoming Extreme Poverty, the Department of Social Welfare and Development (DSWD) Field Office 10 held the Listahanan Advocacy Summit on October 21, here. During the summit, Atty. Araceli F. Solamillo, DSWD 10 regional director, said that “because of Listahanan, there is now a guarantee that the poor are able to avail social protection programs.” The Regional Director also shared that the database provides them with the right direction in targeting the right beneficiaries. Thus, they are
strengthening their connection with the national and local government offices to ensure that the disadvantaged individuals and families are able to exercise their rights to government res ources t h rou g h t he Nat i ona l Household Targeting System for Poverty Reduction (NHTS-PR). In emphasizing the role of their partner agencies, assistant regional director Aldersey M. dela Cruz said, “DSWD considers social protection and poverty reduction as a shared responsibility. While we provide integrated and c ompre h e ns ive s o c i a l protection and poverty alleviation programs, we, at the DSWD also believes that we should not be alone in this endeavor.
Other government agencies and local governments also have roles and responsibilities in social protection and poverty alleviation.” She also added that the civil society, academe and even the program beneficiaries also play important roles in identifying and attending to the needs of the poor and alleviating their difficulties. For their part, representatives from PhilHealth and Safer River, Life Saver Foundation Inc. shared how the Listahanan helped them in providing the right services for their clients. Furthermore, the Listahanan, as mentioned in the summit, helped agencies and other sectors in identifying indigent
families for health services and more. It also served as basis for the relief distribution and operation during disaster. The database was also used in determining the beneficiaries in the Community Fund for Agricultural Development under the Mindanao Rural Development Program and families who will be prioritized for the capability building for enterprise and product development program. Listahanan or the national household targeting system for poverty reduction is DSWD’s information management system that aims to identify poor families who will be beneficiaries of social protection programs and services.(RTP/PIA10)
