A political and economical watershed?

Greece, Greece, European Union,Greece again and no ending.

Greek banks re-opened amid effort to reboot economy. Yes, they have re-opened after a three-week shutdown that saw the country plunged into financial chaos. However, capital controls are to remain in place, with taxes set to shoot up.

From last Monday (means to say during one single week), Greeks were able to withdraw up to 420 EURO ($465) at once each week the same amount possible as during the shutdown, but without the ordeal of having to line up every day for 60 EURO. These are daily more or less 3,000 Pesos. Try to imagine how to survive if you are staying in this European country... .

and during those frequent visits, she managed to ‘convert’ my father.

My father was baptized a Catholic but he never went to church except when he got married to my mother and when his children were baptized. Dona Aurora convinced my father of his errors. Soon my father was again regularly attending church. To celebrate my father’s return to the fold, Dona Aurora gifted him with an autographed bible and a rosary.

The following morning, while we were having breakfast, the phone rang.

“It’s for you,” Fer said. It was Ninoy at the other end.

He greeted me profusely as if he had personally known me all his life. And then he invited us for dinner which I gladly accepted.

At the Bisuteki, Ninoy, Fer and I were huddled while the wives – Cory, Erie and Mira - had their own woman talk. I could overhear the wives discussing where to go for bargain dresses.

Ninoy was practically non-stop. He talked about what was happening here, there, everywhere. But most of all, he talked about the Philippines. At one point, He commented on his propensity to talk. He said

Of course, that was an understatement. Articles written about Ninoy’s long solitary confinement in Laur, Nueva Ecija describe how the moments of solitude brought him in closer communion with God and nerved him spiritually for the struggle that lay ahead.

After dinner, Ninoy asked if we would like us to join him for coffee at his home. I readily accepted.

At Newton, we picked our discussion where we left off. Before parting, Ninoy autographed a copy of book which he was giving away to friends. It was entitled “When Two Dictators Meet.”

That was the first time I would meet Ninoy up close. The second and last

time I would see him again was two years later. I was among thousands who lined up for hours to pay their last respect as Ninoy lay, still wearing his bloodstained clothes.

Butz Aquino I knew Paul Aquino from our Ateneo ROTC days but I have never met his brother Butz. The first time I saw him Butz up close was at Edsa.

Tanks, commanded by General Artemio Tadiar, were rumbling towards Camp Crame to crush General Ramos and Minister Enrile.

The tanks were blocked by a phalanx of civilians several feet deep. My elder brother (Alfredo Jr) and I must be somewhere in the third row.

From below, we could see Butz Aquino atop the lead tank, pleading with General Tadiar, not to proceed. General Tadiar merely shook his head. Tadiar was just following orders.

Using a bullhorn, Tadiar gave the crowd an ultimatum to disperse. Nobody moved. After a while, Tadiar motioned the tank pilot to move forward. The tank engines roared. Butz was still atop the lead tank. I crossed myself and said: See bunye, page A13

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated almost two (2) years already, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalized their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on August 22, 2001 , so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on September 4, 2015 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in a news paper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

BOUT 1,549 kilometers of roads from the P60 Billion government allocation for Tourism Road Infrastructure are completed and are said to complement with the Philippines’ natural attractions and draw local and foreign tourists nationwide.

According to Secretary Rogelio L. Singson, the investment amount released over the period of five years from FY 2011 to 2015 was utilized to finance 463 projects involving construction, upgrading, rehabilitation, and improvement of roads and bridges including slope

protection works with a total length of 2,502 kilometers.

Funding for the 463 projects, 110 projects of which are completed with 316 ongoing and 37 under detailed engineering and procurement stage were sourced from the Department of Tourism (DOT)-DPWH C onvergence Program amounting P47.58 Billion.

SENATOR Miriam Defensor Santiago on Thursday urged her colleagues to investigate the killing of Pamana, a Philippine eagle found shot dead in a protected area in Davao Oriental barely two months after it was released into the wild.

Santiago, sponsor of the treaty on the ASEAN Center for Biodiversity at the Senate, will file a resolution on Monday, calling for an inquiry, in aid of legislation, on the death of Pamana and risks to endangered Philippine

species in protected areas.

She said: “There is a disconnect between the fact that Pamana was killed in Mount Hamiguitan, and the fact that the mountain range is a protected site. If we cannot protect wildlife in what we dare call protected areas, what kind of protection are we providing?”

The Mt. Hamiguitan Range Wildlife Sanctuary in Davao Oriental was declared a World Heritage Site in June 2014, with the UNESCO citing the area as an important habitat for

the critically endangered Philippine Eagle.

The Philippine Eagle Foundation (PEF), a nongovernment organization, released Pamana in the area in June, two years after taking the bird in captivity while rehabilitating it for bullet injuries sustained on April 2013.

On August 16, the PEF launched search efforts for Pamana, after the bird’s tracker signalled its death.

The group found Pamana only a kilometer from the site of the bird’s release,

with bullet wounds that are believed to be from an air gun.

This is not the first time Santiago called for a Senate hearing on the killing of a Philippine eagle, which the International Union for the Conservation of Nature considers a critically endangered species, or at extremely high risk of extinction in the wild.

In 2013, she filed Senate Resolution No. 342, calling for an inquiry on the death of Minalwang, a Philippine eagle also shot dead months

after being released into Mt. Balatukan Range in Gingoog City.

She also filed S.R. No. 1347 in May, calling for an investigation on the impact of kaingin and other prevalent forest activities on the dwindling Philippine eagle population in the forests of Samar Island.

Both resolutions have not been acted upon by the Senate committee on the environment and natural resources to which they have been referred.

“We must, on the one

hand, empower local government units to strictly guard protected areas, and, on the other, make administratively liable local officials who grossly neglect to implement laws concerning protected areas,” the senator said.

Santiago remains on medical leave due to her lung cancer, stage 4, but continues to perform her functions as a senator by filing bills and resolutions. She announced in July that she intends to join the presidential race in 2016 with her cancer in check.

AFTER exposing the illegal sale of products banned by the government for health and safety reasons in Makati, Manila, Pasay and Quezon Cities, the EcoWaste Coalition has turned its sights on Marikina City.

In an urgent report submitted to Mayor Del de Guzman and City Health Officer Dr. Alberto Herrera, EcoWaste disclosed the unchecked sale of products banned by the Food and Drugs Administration (FDA) at the Marikina Market Mall, which is only a stone’s throw away from the Marikina City Health Office.

Based on market surveillance conducted on August 20, the group found several general merchandise stores selling unregistered insect sprays and mosquito coils that have not passed the

FDA’s safety and efficacy assessment.

“Our latest investigation shows that the sale of unregistered insect killers is rife not only in Baclaran, Divisoria and Quiapo, but also in other bustling retail centers such as the Marikina Market Mall,” said Thony Dizon, EcoWaste Coalition’s Project Protect coordinator.

“The ubiquitous presence of these contraband goods in the local market is deeply alarming and should trigger a metro-wide crackdown to cripple such illegal trade,” he said.

As per EcoWaste’s market monitoring, the following unregistered insecticides in aerosol cans are being sold in Marikina: Baolliai, Big Bie Pai, Sun Universe Frog King, Tangshi, Tianshi and Txaksi.

Death of PH eagle shows govt failure to protect biodiversity, says green group

THE Kalikasan People’s Network for the Environment (Kalikasan PNE) said the death of the Philippine eagle Pamana exposed government’s “low priority” in protecting the country’s endangered species and forests.

Pamana, a three-year old female Philippine Eagle (pithecophaga jefferyi) was found decomposing with a bullet wound in the chest on Aug. 16 in Mt. Hamiguitan, Davao Oriental, two months after it was released into the wild. The eagle was released on June 12, after two years of rehabilitation by the Philippine Eagle Foundation, which rescued her in 2012, as an eaglet found with two

bullet wounds.

“The demise of Pamana demonstrates how grossly incapable our government’s biodiversity conservation program is, and how lacking the environmental education is among local communities that should be the state’s primary partner in protecting our endangered Philippine Eagles and addressing wildlife poaching in Mt. Hamiguitan,” said Clemente Bautista, national coordinator of Kalikasan PNE. The group decried the lack of funding and manpower in the implementation of laws meant to protect biodiversity, educate people and enjoin their participation, such as the Wildlife Resources Conser-

vation and Protection Act, or Republic Act 9147, the Mt. Hamiguitan Range and Wildlife Sanctuary Act, or RA 9303, and the National Environmental Awareness and Education Act, or RA 9512.

Mt. Hamiguitan was declared a World Heritage Site by the United Nations Educational, Scientific and Cultural Organization (UNESCO) in June 2014.

“Despite the declaration as a world heritage site of Mt. Hamiguitan, the site where Pamana was released, we still do not have enough manpower to secure an area of such globally important status,” said Bautista.

Aside from poaching, Bautista said “the Aquino government continues to

allow logging and mining concessions in the area.”

“While wildlife shooting has been a constant threat to 90 percent of the eagles released into the wild by the PEF, the worsening destruction of their habitat put them in this perpetually threatened state in the first place,” he said.

Bautista cited a 2010 report by the environmental network Panalipdan Mindanao which exposed that a Chinese mining firm, Philippine Youbang Mining Corporation (PhilYoubang), has a mining permit and an ongoing logging operation in the area.

HIGAONON TRIBE OF ALANGILAN

This tribe is located at the Upper portion of Barangay Siloo, Malitbog, Bukidnon.

Where the means of transportation is walking and horse – back riding.

But today, I could say that is very different. It is considered as the transition period of this tribe.

From being “NAÏVE”, to a modernized and socialized group. It is a dream comes true for them. No longer aloof and are more willing already to share their thoughts.

We could not deny that the government projects that reach in this place motivates them to become what they are now. Farm to market road, the Dryer that serves as the Basketball Court, New School building and additional National paid teacher, and the resent project of Electrification of the Sitio.

These are only some of the projects that they enjoyed that made reaching the place become easy. We could ride motor or even four-wheel car.

But we could not also deny that in the past few

weeks, there was an incident that shaken the area. For some, the situation arouses the hidden emotion of fear that leads them to decide to transfer to other Barangay.

Living their “Uma” “Sakom” bringing with them their school – aged children that greatly affects to the school enrolment and some of them decided to sale their lots. Yet, some of them also stand firm and fight for their rights.

They show their pride not to leave because for them it was a challenge. By their FAITH to “MAGBABAYA”, they are determine that something

going to happen that would ease their discomfort. The police visibility together with the Army ignite their courage and eagerness not to move out. From being fearful and hesitant to becoming open-minded and firm. Most of them cooperates the authorities in order to solve the problem.

The place is almost back to normal. They do their daily routines embracing

their own beliefs, costume and traditions. Some of them had their “Pamahandi” and “Panalangin” during harvest season. Others perform their rituals to drive away the bad influence. It is so being apart to them in celebrating their “pride”. Having “Panampulot” with them is a nice experience.

Today the tribe is hopeful that the things they enjoyed today is not the end, but the

new beginning of open opportunities that comes their way. Also the discomfort and undesirable feeling they felt would come to an end with the help of the Government, Government Officials and Authorities in solving the problem. The Tribe are thankful to the people who in one way or another helps in show-casing the life of the HIGAONON TRIBE OF ALANGILAN.

Points to remember in leading the organization

Leaders play crucial role in an organization. True, he takes key on driving his team towards their common goal. But on walking their way towards there, he should think how he could entice his subordinates to go with him in reaching their targets.

Leader should know that his authority must workout with the varying people personality. It is because a leader is not just a leader of one but of several people. It does not mean that what is okay to one is just fine with another.

Leaders should realize how diverse an organization is, and how many personalities he has to face.

The best thing to overcome this is learning who his subordinates are. He must be able to identify their skills, because it is a way to make the organi-

zation more productive; their strengths and their limitations, so that he could measure the span of how they do and when they could possibly stop; and their individual goals, for him to be knowledgeable about what they want and what are their plans as well.

There is a long way to go before knowing fully about subordinates. The important thing is he is making his people realize that each of them are im-

portant and a great need to accomplish their overall task. One thing to remember is to let them know that there is no greater and higher than each one in the group and a collective effort is the significant thing that will make them successful.

Leadership indeed is not just all about the leader and goals, but as well seeing to it that every contributor know that he is important in the organization.

As response to the call of the Department of Education (DepEd) to amass widespread support from the different stakeholders of the society, the Division of Cagayan de Oro City organized 20 teams composing of the different school

heads and education program supervisors within the division, for an advocacy campaign regarding the full implementation of the K to 12.

Group # 10 consisting of the two school heads from Macabalan and Puntod National High School, Dr. Nick C. Pañares and Mrs.

Elisa Banluta, respectively, were joined by Dr. Rosemary Sudaria, Education Program Supervisor, and visited North City Central School, Macabalan and Corrales Elementary School on August 19, then on the following day at Puntod and Macabalan National High School.

Using the vernacular, the group discussed the 26 frequently-askedquestions regarding the K to 12 Program of DepEd to be able to convey the information to the general public. To add motivation to the listeners, the group did a question and answer with monetary prizes at stake for the correct answers.

Several parents and other stakeholders were in attendance during the conduct of the advocacy campaign, all with the same mind in welcoming the coming of the Senior High School come school year 2016.

School-based Management for 21st Century Education

Education is advancing due to the fact that there is a need for elevation, since schools have started embracing the changes brought about by modern technologies. The need to push higher is also the reason behind the creation of School-based Management.

School-based management is an organizational approach that involves expanding of school responsibilities and authority for the improvement of school performance. It provides mechanisms for the introduction of new approaches to education that result in enhanced outcomes and that better fill the needs of the local community.

The implementation of SBM represents a fundamental and systemic organizational change to increase the presence of four key resources: power, information, knowledge and skills, and performance-based rewards.

Decentralization of power is one main focus of school-based management. Power is shifted most often from the central administration to a group. This group might be composed of administrators, teachers, parents, community members or students.

Power can only be decentralized if assigned people have access to information needed to come up good decisions.

In the private sector and public education, only the top positions of the organization have much access to these pieces of information.

Knowledge is also a key resource.

Three kinds of knowledge and skills are important to decentralized management.

First, employees need training to enhance their job skills and be a good contributor to the organization.

Next, they need teamwork skills to participate effectively in problemsolving, decision-making and communicating. Finally, employees need organizational knowledge such as budgeting and personnel skills, understanding of the environment and strategies for responding to changes in the environment.

Rewards is also a resource serving a key of SBM. This part allow organizations to reward employees for the knowledge and skills they possess.

The creation of SBM is to direct an organization to improve performance.

It is possible much if this approach is accompanied by organizational changes that enhance the information, knowledge and skills of participants that align the reward system with clear desired outcomes.

Gigaquit SLP program participants’ federation harvests 2,000 kilos milkfish Surigao del Norte -- The program participants of the Sustainable Livelihood Program (SLP) in the municipality of Gigaquit, Surigao del Norte harvested on August 20-21, 2015 around 2,000 kilograms of milkfish, bangus in local dialect.

The bangus production is one of their livelihood projects initiated by Pantawid Pamilya partner beneficiaries, assisted by the SLP of the Department of Social Welfare and Development (DSWD).

The 220 members of the Gigaquit SKA Association Incorporated were all excitement as they harvested bags/ sacks of milkfish from their one (1)-hectare fish pond, rented for only P10,000/ year from a private owner.

SLP regional coordinator Roy R. Serdeńa said that the bangus production project is just one of the

several business ventures of the federation. “They also operate other livelihood projects such as poultry, hog raising, grocery store, and others,” he added.

Serdeńa also disclosed that with the harvest, the federation is expecting to generate a gross income amounting to P200,000.00 or more. “During their first harvest last March 2015, they were able to harvest around 1,200 kilograms of bangus, and at this time that harvest will be doubled,” he said.

The said livelihood project was also able to provide employment opportunities to other Pantawid Pamilya partner-beneficiaries in Gigaquit who were hired for the operations and maintenance of the fish pond. Some out-of-school youths were also hired for the two-day harvest.

Catering SEA-K associations from the nearby municipalities in Gigaquit such as Santiago, Jabonga, Bacuag, and others ordered/ bought the hundreds of kilos of fresh milkfish at a lower price.

The regional management has also linked the federation to several hotels and restaurants in Butuan City as costumers.

Other Program recipients bought kilos of milkfish at cheaper price which is P100/ kilo, which they sell to the market at P140/kilo. With this, they get an additional income of P1,400 in just a day after buying 10 kilos direct from the livelihood project site.

In a quick interview, 46-year old Alfreda E. Verano, active member of the federation, shared her joy of their fruitful harvest.

SECTION 2. DEFINITION OF TERMS.

a. Accident means an unforeseen and undesirable event resulting to damage, harm or death to the victim. b. Basic Life Support Course is an aspect of basic lifesaving training primarily composed of rescuing or helping the drowned victim to recover his/her breathing and consciousness characterized

by Cardiopulmonary Resuscitation Course ( BLS-CPR). c. Beaches refer to a pebbly or sandy shore, especially by the sea between high and low water marks; the part of the shore of a sea, large river, lake, etc., washed by the tide or waves; the area adjacent to a shore.

Cardiopulmonary Resuscitation (CPR) is the process of mouth-to-mouth respiration and chest compression to regain or enable the drowned victim to regain or recover his/her breathing allowing oxygenated blood to circulate to vital organs such as the brain and the heart. Ordinance No. 22-15 page two (2) d. Drowning is the condition wherein a person is submerged in the water experiencing respiratory impairment as a consequence. e. Duly Certified Lifeguards refer to men and women possessing lifesaving skills (Basic Lifesaving and Rescue, First Aid Course, Basic Life Support, and Water Safety Course) as having been well- trained by Training Organizations duly certified and accredited by the Philippine Red Cross or any PCG accredited organization. f. First Aid Course is the lifesaving course consisting of training to empower lifeguards with the skill and know-how on how to administer immediate medical care to treat a drowned victim’s injury or condition while the physician is not around to give adequate and proper medical services to the patient. g. First Aid Kit is a collection of supplies and equipment for use in giving first aid, and put together for the purpose. Must contain: plasters, in different sizes and shapes; small, medium and large sterile gauze dressings; at least two sterile eye dressings, triangular bandages; crêpe rolled bandages; safety pins, disposable sterile gloves, tweezers, scissors, alcohol-free cleansing wipes, sticky tape, thermometer- preferably digital, skin rash cream such as, hydrocortisone or calendula, cream or spray to relieve insect bites and stings, antiseptic cream, painkillers such as paracetamol (or infant paracetamol for children); aspirin (not to be given to children under 16); or ibuprofen, cough medicine, antihistamine tablets, distilled water, for cleaning wounds and eye wash and eye bath. h. Lakeside is an area located on the side of a lake. i. Lifesaving tools and equipment are PCG accredited facilities to include, but not limited to rescue tubes, rescue boards, life buoys, life ring, life jackets, first aid kits, and more or tools and improvised equipment that qualifies the Philippine Red Cross or any PCG accredited organization. j. Philippine National Red Cross refers to a voluntary, independent and autonomous non-governmental society auxiliary to the authorities of the Republic of the Philippines in the humanitarian field. k. Philippine Coast Guard (PCG) is an armed and uniformed service tasked primarily with enforcing laws within Philippine waters, conducting maritime security operations, safeguarding life and property at sea, and protecting marine environment and resources l. Recreation is an activity of leisure, leisure being discretionary time. m. Resort is a place that is a popular destination for vacations or recreation, or which is frequented for a particular purpose; such as beaches, riverbanks, lakesides, swimming pools and other similar structures and facilities for bathing and/or recreation. n. Riverside refers to the side or bank of a river. o. Signages are PCG accredited safety signs and symbols that are to be displayed and placed in designated places of every beach, swimming pool, lakes, rivers, and the like, to inform the public of the hazards and dangers in the area. It may serve as a sort of instructions and precautions to make people safe and secured while in the area. p. Swimming pool is a structure, often a concrete-lined excavation of various shapes that is filled with water and used for swimming. q. Owners and Operators are person or persons, whether natural or juridical who owns and run the beach or swimming resorts that are open to the public for recreation and swimming.

SECTION 3. REQUIREMENTS FOR THE APPLICATION AND/OR RENEWAL OF A BUSINESS PERMIT. Notwithstanding the current requirements for application or renewal of business permit, the following additional requirements upon application/annual renewal of a business permit to operate a resort that is open to the public for bathing and/or recreational purposes must be complied:

3.3. Signages a. must be installed at all the areas indicated in the Risk Assessment Report. b. must be visible and clearly written in the Visayan dialect and English. c. must be installed accordingly not later than fifteen days (15) days after receipt of the Risk Assessment Report.

SECTION 4. RESORT ASSESSMENT TEAM. Composition and Functions. There shall be created a Resort Assessment Team in every LGU in the Province.

BE IT ORDAINED by the Sangguniang Panlalawigan in Session that:

Conduct safety briefing to guests; Ensure the safety of the guests; Enforce rules and regulations of the resort; Perform basic life support and provide first aid, if necessary; Maintain, monitor, and upgrade lifesaving tools and equipment, and first aid kits; Coordinate with other lifeguards during special events.

Perform/Accomplish requirements set by law or gov’t agencies.

3.2. Lifesaving Tools and Equipment, and First Aid Kits. Must be adequate, and made visible and accessible at all times.

This regulatory measure is crafted in order to eradicate the incidents of drowning and other waterrelated accidents, specifically, at the different resorts in the Province.

SECTION 1. TITLE. This Ordinance shall be known as, “THE RESORT SAFETY AND LIFESAVING ORDINANCE OF MISAMIS OCCIDENTAL”.

3.1.2Duties and Responsibilities: a. b. c. d. e. f. g.

In a Philippine report which was presented at the World Conference on Drowning Prevention (WCDP) 2011, about eight persons die everyday due to drowning and about 10 cases of near drowning per day.

Children were found to be more at risk according to Lita Orbillo of the Family Health Office, National Center for Disease Prevention and Control, Department of Health (DOH). It was also reported by the City Health Office, Ozamiz City in 2010 that drowning was the No. 2 leading cause of death of children ages 1-4 years old.

The most recent drowning incident was that of the 2 student–participants during the Misamis Occidental Provincial Sportfest “Palarong Panlalawigan” who drowned in the Municipality of Plaridel in October 2012.

3.1.1 Qualifications of a Certified Lifeguard

Conduct ocular inspection of the resorts in their jurisdiction.

Assess risk areas of the resort.

Cause to install/post warning signages on dangerous and risky areas of the resort.

Issue written report/ recommendation of the assessment.

Shall notify the resort management of the Risk Assessment Report, stating therein among others: the risk areas, lifesaving tools/equipment deficiencies, lifeguard status and number, areas necessitating signages.

SECTION 5. IMPLEMENTING AGENCY. This Ordinance shall be implemented by the respective Local Government Units (LGUs) with the Provincial Disaster Risk and Reduction Office as the focal Office.

SECTION 6. PENALTIES FOR NON-COMPLIANCE. The following penalties shall be imposed for violation/s of any of the provision/s of Section 3 hereof.

SECTION 7. TRANSITORY. For the purpose of this Ordinance, the Provincial Disaster Risk and Reduction Management Council (PDRRMC) in coordination with the Philippine Red Cross (PRC) or any PCG accredited organization shall conduct a Basic Lifeguard Training.

SECTION 8. AUTHORITY. This Ordinance is passed pursuant to the following laws and statutes: a. Local Government Code of 1991; b. 1987 Philippine Constitution, Article II, Section 5; c. Presidential Decree 856 otherwise known as “The Code on Sanitation of the Philippines”, Section 52, par. (3); d. Memorandum Circular 03–14 “Guidelines for Safety and Security Requirements of Coastal and Beach Resorts, and Vessels with Pool Facilities including Qualification and Requirements of Lifeguards for the Promotion of Safety of Life at Sea”; e. RA 10121–“Philippine Disaster Risk Reduction and Management Act of 2010” f. Department of Tourism-Rules and Regulations to Govern the Accreditation of Hotels, Tourists Inns, Motels, Apartels, Resorts, Pension Houses and other Accommodation Establishments Chapter III Section 7; and g. Other related laws and issuances.

SECTION 9. REPEALING CLAUSE. All other local laws and issuances that are deemed inconsistent to or in conflict with any of the provisions of this Ordinance shall be considered repealed.

SECTION 10. EFFECTIVITY. This Ordinance shall take effect two (2) weeks after its publication in a newspaper of general local circulation in the Province.

ENACTED: August 13, 2015.

the unregistered mosquito coils being offered for sale in the area include Anlu, Bike BNC, Brother, Mantis and Wawang.

Anlu, BNC, Brother and Wawang were among those banned by the FDA last July 30.

“Pesticides in mosquito coils found in unregistered products may be toxic when inhaled or accidentally ingested by toddler or children,” the FDA warned The EcoWaste Coalition also drew attention to the illegal sale in Marikina of FDA-banned skin whitening cosmetics laced with mercury such as the Angel Placenta Skin Whitening Cream , JJJ Magic Spots Removing Cream and S’zitang Whitening Cream.

Time after time, the FDA requested LGUs “to apprehend vendors or outlets found selling the said highly toxic cosmetic products to prevent further exposure and to protect the environment.”

“With the health and wellbeing of the people of Marikina in mind, we request the City Government to immediately take action to cause of the removal of the said banned products from the market,” the EcoWaste Coalition through Dizon wrote to De Guzman.

The group also asked for the prosecution of the offenders in accordance with R.A. 9711, the Food and Drugs Administration Act, R.A. 7394, the Consumer Act of the Philippines, and other applicable laws.

As the group’s surveillance was limited to Marikina Market Mall and Riverbanks Mall, the group urged the local authorities to dispatch its health and sanitation inspectors to other public markets and retail centers in the city.(PNA)

Amante estimated that at 75 percent survival rate, a hectare can be planted with 833 falcatta trees with optimum spacing of 4 meters x 3 meters. “Since a six-year old falcatta tree can produce or harvest 0.7 cubic meter of wood or pulp”, a farmer of a hectare of six-year old falcatta trees can approximately earn P2.5 million ,” he said.

“If we successfully gross these 5.18 million trees and harvest them in six years, Butuan City will have an additional P13 billion contribution to the local economy. If we plant five million trees every year, we also expect P13 billion after 2020,” Amante said.

Aside from P13 billion every year, Amante said more income will come from intercropping and raising of pigs, cows and poultry, and culturing of milk fish and tilapia and ensured that poverty-incidence will significantly be reduced and the city will have the highest per capita income in Mindanao.

At this point, Amante told his audience that through the Performance Governance System and achievement of its goals this city earned a Silver Trailblazer Award during the Public Governance Forum last May 1. He also revealed that among nine local government units under the PGS, Butuan City was the fastest achiever from Stage 1 to Stage 3 in just one and-a-half years.

Emano condemns Thailand bombing, secures MisOr tourism

Misamis Oriental Governor Bambi Emano condemned the Thailand bombing that happened to a shrine in the centre of Thailand’s capital, Bangkok, killing at least 22 people and injuring more than 120. According to authorities, the attack targeted foreigners and aimed to damage tourism and economy in Thailand.

This specific event alarmed Gov. Bambi, setting up the situation in Misamis Oriental. This is beyond the endeavour of the Father of the Province in maintaining definite peace and order in the province to generate a stable economy and an established tourism.

In a report monitored from here, Alvarez said that two government troopers suffered slight wounds in an hour firefight that started about 6:00 p.m. Wednesday.

He said that the pursuing army troopers recovered the unidentified bodies along the withdrawal routes of the communist rebels.

Alvarez said that the military brought the bodies to the funeral homes in Valencia City, about 50 kilometers southeast of the municipal town of Pangantucan.

He said that the intelligence community has monitored unidentified persons buying large quantities of medical supplies in the local pharmacy.

Alvarez said that the military has suspected that the medical supplies were intended for some wounded persons that resulted in a series of armed skirmishes with the NPA rebels in Bukidnon in the past weeks.

“Our men surreptitiously monitored and followed the buyers of medical supplies who delivered the supplies to a group of fully armed rebels in the mountains of Pangantucan,” Alvarez said.

Aside from recovering the bodies, the military also recovered AK 47, handheld radios, backpacks, and other subversive materials of high intelligence value along the withdrawal route of the communist rebels, Alvarez said.
