Davao Light imposes four-hour power cut off

DAVAO City ––Davao Light and Power Co.(DLPC) started Thursday imposing a maximum of three to four hours of rotating power interruptions in this city and franchise areas in Davao del Norte.

This developed after the Therma South Inc. (TSI) coal plant shut down for an unscheduled repair. The TSI coal plant is still under

commissioning stage.

Davao Light gets 60 megawatts from TSI to mitigate the power deficit for the past weeks. With 60MW lost, that would mean four hours of blackout, DLPC Executive Vice President and Chief Operating Officer, Arturo Milan said.

CAMP EVANGELISTA, Cagayan De Oro City–– The military on Thursday announced the holding of the Philippine Military Academy (PMA) entrance examinations in various testing centers in North and Northeastern Mindanao regions on August 2.

Capt. Patrick Martinez, spokesperson of the Army’s 4th Infantry Division here, said that the PMA exam would be in Camp Evangelista, Patag, Cagayan De Oro in Northern Mindanao while the examination in Northeastern Mindanao in the Caraga Region would be in Agusan National High School in Butuan City.

Walk-in applicants may start applying on August 1 (Saturday) at the Army Recruitment Office (ARO) in Camp Evangelista, Patag, Cagayan de Oro City from 8:00 a.m. to 3:00 p.m.

Tesda to hold synchronized national free assessment to all skilled workers CAGAYAN de Oro City-The Technical Education and Skills Development Authority (TESDA) will be undertaking a nationwide synchronized Competency Assessment and Certification (NATCAC) to cater to skilled workers, trainers and Tech-Voc graduates nationwide on July 31, 2015.

In Northern Mindanao region, the assessment will

be held in selected Tesda assessment centers while the main Regional NATCAC hub will be at COBSAT, Bugo, Cagayan de Oro City.

The NATCAC is intended to: (i) Sustain continuous people’s awareness and acceptance of the assessment and certification program; (ii) Promote industry acceptance and recognition of the value of certification in

quality assuring the competencies of their workers; (iii) Upgrade the qualification of existing workers, trainers and assessors to a higher level of qualification; and (iv) Enhance the competitiveness and employability of workers.

One of the highlights is the videoconferencing to showcase synchronized conduct of assessment through

the Regional NaTCAC hubs.

During the opening, our Region X NaTCAC Hub will be connected via livestreaming to the Central office and the rest of the regions in the country.

Normin economy expands 7.2% in 2014 NEDA-X confirms sector growth indicators consistent with growth

N

orthern Mindanao’s economy expanded by 7.2% in 2014, up 7.2% compare to the 5.3% growth in 2013.

Region X was one of the top 5 fastest growing regional economies in the Philippines in 2014, vaulting from rank 11 in 2013 to rank 5 in 2014.

It was also one of the 8 regional economies which posted accelerated growth rates, improving by 1.9 percentage points from its recorded growth rate in the previous year.

In a press conference hosted by the Philippine Statistics Authority (PSA) Region X at a downtown restaurant July 30, Eddie E. Nasol, PSA-10 interim regional director, said the expansion was attributed to the accelerated growth in the industry and service sectors.

Among the three major economic sectors, services grew the most (5.5 to 8 percent), followed by industry (6.8 to 9 percent) while AHFF retained its 3.2 percent pace from

2013.

“Services grew faster in 2014 (8% vs 5.5% in 2013); trade and repair accelerated from 3.9% in 2013 to 10.2% in 2014, and so on across the board,” Nasol said in his presentation.

The service sector was the largest contributor to the region’s economic growth in 2014 with 3.4 percentage points of the 7.2 percent growth for the period, followed by industry (3.1 percentage points) and AHFF with 0.88 percentage points.

The top t hre e contributors among the region’s subsectors were construction (1.8 percentage points), trade (1.5 percentage points) and manufacturing (1.2 percentage points).

“The growth figures are consistent with the sectoral growth indicators we have gathered for Region X,” said Leon M. Dacanay, Jr., NEDAX regional director in response to the PSA-10 presentation which was held simultaneously in all of the regions all over

the country.

For instance, Mr. Dacanay cited the construction boom as evidenced by the 33.1 rise in the number of private construction building permits (floor area, square meters) from 547,991 in 2013 to 729,572 in 2014 as consistent with the PSA figures showing an upsurge in construction from 5.8 percent in 2013 to 29.3 percent in 2014. The construction surge was fueled in part by public works spending for which Region X had the highest allocation among all regions in 2014.

O verall indicators monitored by NEDA-X included Dept. of Trade and Industry (DTI) monitored investments soaring 28.8% from PhP13.342-billion in 2013 to PhP17.188-B in 2014; Securities and Exchange Commission (SEC) monitored investments rising event faster by 55% from PhP539.58-million in 2013 to PhP 836.315-million; taxes keeping pace with an 18.1% increase f rom PhP8.156-billion in 2014 to PhP 9.634-B in 2013, and employment rising 4.4% from 1.968 million to 2.055 million.

Northern Mindanao had the second biggest Gross Regional Domestic Product (GRDP) in Mindanao (at constant 2000 prices) with PhP268.336-Billion, second only to Davao Region’s PhP281.515-B. It had a 25.9% share of the island’s economy, second to Davao’s 27.2%.

“Looking at the major sectors of the Mindanao economy, Region X retained the largest chunk of the total Agri, Hunting, Forestry and Fish-

ing (AHFF) of Mindanao with an increased share of 26.51% of the total,” Mr. Dacanay said. “However, it was only second to Davao in the industry sector (27.1%) and also second in the services sector, also to Davao (24.73% to 32.25%).”

Region X also ranked seventh among all regions and second in Mindanao with a Per Capita GRDP (in constant 2000 prices) of PhP 57,593 and 5.3% growth from the previous

year.

In terms of percentage share of the Philippine economy, Northern Mindanao had the seventh biggest share at 3.75%, making it the seventh biggest regional economy in 2014.

Among the six regional economies of Mindanao, Normin contributed 1.87 percentage points to the island’s growth, following Davao Region which contributed 2.51 percentage points.

The presumptions of contradictions It is now certain that Rufus Rodriguez would simply want to strengthen his grip of the local political playing field. Except for a little change, Rufus would not want to participate in the 2016 elections in Cagayan De Oro but would probably groom his younger brother.

The rest: Rufus wants a status quo. In other words, his elder brother Maxi Rodriguez would remain as the Party List bet while his sister Jocelyn “Bebot” Rodriguez remains as Punong Barangay of Nazareth. The situation is ideal for Rufus, who would brush elbows in the national politics.

Not so long ago, Rufus confided that he would want to help campaign for a national candidate. Although he did not mention the candidate and the political party, it seems certain that Rufus would join the Liberal Party (LP) and become one of the campaign strategists of the administration candidate. By the way, the moment this article is off the press, the LP might have already proclaimed their official candidate: It is Mar Roxas.

While President Benigno Aquino, III, did not categorically anoint Mar Roxas, Aquino indirectly endorsed Roxas during the President’s State of the Nation Address on July 27, 2015. Obviously, Rufus would be working for the Roxas presidency.

For Rufus, working with Roxas and the LP is “Plan A” with “Plan B” as a pullback and “Plan C” as the last recourse. Plan B is for Rufus to pursue running the Senate while Plan C is the alteration of the political “status quo” in Cagayan De Oro. In the meantime, the discussion is focused on the present issue.

Anyway, some are saying

that an “Emano-Rodriguez tandem” in the local political arena is unlikely. It looks like it. However, in politics, the issue of alliances and support is multi-faceted. The political beat in the national level is different from the local level. This means that while the national political protagonists are scalding each other’s head, the local supporters might be dancing with another tune.

Thus, the “Emano-Rodriguez” tandem would be a nightmare to an LP candidate in Cagayan De Oro City. The situation is not acceptable to the local LP candidates who would look nothing more but clowns.

Anyway, the incumbent City Mayor Oscar Moreno has also some plans when worse come to worse. Under the situation, Moreno would have no option but invite Rep. Rolando Uy to be his partner.

Perhaps, Uy would gladly endorse his son “Kikang” to be Moreno’s running mate.

Thus, if Rodriguez has the second district, Moreno would have the first district with the Uys’ on his side.

Anyway, these are pre-

sumptions of contradictions.

If the Moreno-Rodriguez tandem pushes through, the Emanos’ might also have alternatives. As usual, the Emanos’ would be in the opposition political party with the opposition Vice Pres. Jojo Binay as the Presidential candidate. There are whispers in the political corners that Emano’s running mate would come from the administration.

Before anything, the plan to discard Moreno as the LP’s official candidate in Cagayan De Oro is not going to take place. Until this moment, Moreno is still the official LP candidate.

Unless Roxas institute a nationwide revamp of LP candidates, Moreno remains safe.

However, if the LP would endorse Rodriguez as the party’s official candidate for the mayoral post in Cagayan De Oro City, that would be the end of Moreno’s political career. Hypothetical comparison very pragmatic in their approach to politics. Sad to say this but the truth is that there is no such thing as loyalty in Philippine politics. What is of great import to every Filipino politician is his or her own political victory for when they get elected sliding to the person in Malacanang is easier than taking a bath on a cold morning.

Among the politicians who will just watch the happening in Club Filipino today on the sidelines are those who have financially benefited from Vice President Binay and those who can’t swallow Roxas or Binay to be the country’s next president.

It would not surprise anyone if Club Filipino will be filled to the rafters by politicians who will pledge support to Roxas’ candidacy.

His being the secretary of Interior and Local Governments gives added luster to his political star. And the anointment of Aquino, the sitting president, is a plus factor that will catapult him to the highest position of the land, a position he had salivated for a decade now, if he is able to sustain his luck.

A deeper view

As a political observer, I have great reservations if Roxas has the wares to sustain Aquino’s anointment as the chosen candidate to succeed him. In his delivery of his message and in his attempt at establishing relationship or even just rapport with the people, I will say Roxas is dry as the dried fish in Estancia, Iloilo, a fishing town in his home province.

This is Roxas’ greatest weakness. He does not have the ability to put across his message in a manner that is convincing with the listeners accepting his message loud and clear. In this regard, he has no gift at all.

Roxas is also not gifted with the ability of conveying

to another person his sincerity even if he is sincere.

He comes as fake, plastic to the other person he meets.

Perhaps his being scion to landed and wealthy families from both sides did not give him the needed down-toearth behavior even in his way of shaking the hands of people thus reflecting his very attitude toward other people especially the poor and marginalized.

It is in this regard, that Binay leads him by leaps and bounds. Even if Binay’s foes and critics will say he is just a user of the poor and marginalized, the truth is he comes to them as sincere in the way he deals with them.

If Binay is not saddled with corruption issues that will surely take its toll when people actually make their choice, the presidency would have been his at this point already.

The corruption issues against Binay that he refuses to answer point-by-point are the numerous albatrosses that will bring him down to oblivion, infamy and ignominy. This I am saying without fear of contradiction.

VILLANUEVA, Misamis Oriental — It has been said time and again that education is not just the sole purview of schools or of the Department of Education (DepEd).

And the Reading and English Proficiency Program of the STEAG State Power, Inc. (SPI) in partnership with the Synergeia Foundation and other stakeholders like the DepEd, local government unit, the community and the academe like Xavier University has proven its veracity.

“Thanks to SPI’s Reading and English Proficiency Program, we have attained our highest rating in the National Achie vement Test (NAT) for elementary schools this year at 85 percent,” said Elsa P. Millanes, the program’s coordinators for the Vicente N. Chavez Memorial Central School (VNCMCS).

The program, locally called “Manghud, Magulang”, which aims to give elementary school pupils a solid foundation that will eventually launch them to be globally competitive, is a multi-stakeholder approach to education. It aims to strengthen one of the important foundations in the learning process,

which is reading and English proficiency, and thus improved their academic performance.

Proficiency in English is a foundation of a better grasp of such important subjects as science and mathematics, said SPI president and CEO Dr. Bodo Goerlich during the program’s launching in 2007.

Agencies commit to hasten RE project applications in Mindanao

I

n a bid to push for cleaner and greener energy sources in Mindanao, key regional government agencies involved in the permitting process of renewable energy (RE) projects have expressed commitment to accelerate processing and updating of RE project applications in the regions.

This commitment was obtained during a recent regional rounds made by the Mindanao Development Authority (MinDA) to provide operational updates on the implementation of the One Stop Facilitation and Monitoring Center (OSFMC), a web-based portal for tracking RE applications in Mindanao.

Desktop computer sets with built-in software that will allow for effective monitoring of all pending RE project applications in Mindanao were turned over to the Department of Environmental and Natural Resources-Environment Management Bureau (DENR-EMB) Regions X and XII, and the National Commission on Indigenous Peoples (NCIP) Regions IX, X and XII in simple ceremonies from July 14 to 23 at their respective offices.

“Through these computer units provided by the USAID BLEADERS Project for this initial batch of regional agencies, there would be a dedicated facility with access to the OSFMC web portal that consolidates the data of all RE applications in Mindanao,” said Romeo Montenegro, director of the investment promotions and public affairs office of MinDA. Launched in October last year, the OSFMC web portal was designed to effectively monitor

and update the status as well as facilitate the speedy processing of the pending RE project applications in Mindanao. As part of the government response to the 2012 Mindanao Power Summit recommendations, the portal was established through MinDA in partnership with the Department of Energy (DOE) and the U.S. Agency for International Development (USAID)’s B-LEADERS or Building Low Emission Alternatives to Develop Economic Resilience and Sustainability Project.

“OSFMC’s web portal will help track the RE project applications though a monitoring system that includes real-time status updates for partner government agencies and project stakeholders,” explained Montenegro.

Created through the Mindanao Power Monitoring Committee (MPMC), the OSFMC was a mechanism established to speed

up the approval of application permits for RE power projects in Mindanao. Its operations hub was opened to public in May this year and is currently housed at the MinDA office.

Last year, MinDA, DOE, DENR, NCIP, the Department of Agriculture, the Department of Agrarian Reform and the National Water Resources Board entered into an agreement for the implementation of the OSFMC. The MPCMC on the other hand was created in July 2012 through Executive Order 81, as a committee tasked to coordinate the efforts of the national, regional, and local governments and power industry stakeholders to improve Mindanao’s power industry.

Second leg of one million youth voices for climate action rolls out in Davao

DAVAO City––About 50 youth leaders from various schools in Davao City joined the launching of the #nowPH One Million Youth Voices for Climate Action on Wednesday, July 29 with the Mindanao Development Authority (MinDa) hosting the second leg of the nationwide campaign.

The #nowPH: One Million Filipino Youth Voices for Climate Action campaign is aimed at uniting the voice of the Filipino Youth for the upcoming 21st Conference of the Parties

(COP21) or the 2015 Climate Change Conference in Paris, France, this December. COP21 aims to achieve a legally binding and universal agreement on climate, with the aim of keeping global warming below 2°C. The launching was led by MinDa executive director Usec.

Janet Lopoz, who said the youth sector plays a vital role in the campaign for the environment.

MinDa has been taking the lead in the continuing drive to protect the environment such as the Greeneration, Nurturing Waters, among others.

MinDa, the Climate Change Commission (CCC) and the National Youth Commission (NYC) are the leading agencies for the #nowPH campaign supported by the United States Agency for International Development (USAID) through the Building Low Emission Alternatives to Develop Economic Resilience and Sustainability (B-LEADERS) Project.

The nowPH, which stands for Not on our Watch (nowPH), will empower young people to raise public consciousness on the science of climate change and on

ways to lead a climate-resilient and climate-smart lifestyle by promoting 15 ways to Low Emission Development Strategies (LEDS) in schools and communities.

Among the 15 ways to LEDS are the unplugging and switching off of electrical appliances; walking, biking or joining a carpool; using eco bags; planting; promoting renewable energy; segregating; recycling; no burning of wastes.

MinDa director for IPPAO, Romeo Montenegro, said the nationwide campaign is targeting to get one million youth to

sign and express support to the campaign through online and offline platforms.

Each youth will also take a selfie with a commitment. The gathered signatures and selfies will be made into a mosaic and will be presented by President Benigno Aquino to French President François Hollande, who is the president of COP21.

The participating youth also pledged to protect the environment and participate in efforts to counter the effects of climate change. A report from the Philippine News Agency

DENR, Aboitiz partnership to plant 6m trees for National Greening Program

Aboitiz Equity Ventures Inc. (AEV) formalizes alliance with the Department of Environment and Natural Resources (DENR) in support of the government’s National Greening Program.

The DENR recently forged a nationwide reforestation partnership with Aboitiz for the planting of six million trees under the program.

The private-government partnership has been sealed through a memorandum of agreement (MOA) signed

by DENR Secretary Ramon J.P. Paje and Erramon I. Aboitiz, AEV President and Chief Executive Officer, represented by Manny Rubio, Aboitiz Power Executive Vice President and Chief Operating Officer for Power Generation Group.

Under the agreement, AEV will register Phase 2 of its ongoing A-Park sustainability program by planting and growing six million trees by 2020.

This makes the Aboitiz Group the biggest partner for the National Greening Program of the government to date.

Aboitiz will mobilize employees, host communities and people’s organizations for the actual planting in

close coordination with the DENR, which will provide the necessary technical assistance in site identification, species matching, seedling protection, geo-tagging, and inventory.

“We are pleased to support the DENR in its efforts to build a more sustainable country through the National Greening Program.

Today, we are stepping up to take on a bigger challenge of the APark with a new goal to plant six million more trees over the next six

years, in tandem with the national effort to re-green the Philippines. After all, this is how we showcase the group’s shared passion following our BetterWorld sustainability mindset,” said Rubio in a statement.

“This partnership will ensure a sustainable future for generations to come,” he added.

For his part, Paje lauded the Aboitiz Group’s A-Park program for both its economic and environ-

mental objectives.

The A-Park will not only alleviate poverty and achieve food security, it will also help address the problem of climate change.

Paje said the A-Park trees that will be planted under the NGP will have higher sequestration capacity that may be able to support the country’s bid for carbon neutral status during the United Nations Climate Change Conference in Paris this year. The Paris accord is expected to improve

the agreements of the older Kyoto Protocol.

“The six million trees of A-Park will create a growing forest, which in turn will have a higher sequestration capacity compared to existing forests. This is good for the country, this is good for the planet and this is good for the next generation,” he stressed.

Through the A-Park sustainability program, Aboitiz business units nationwide have been planting trees in their respective areas of

operations, achieving 3.4 million trees by end of 2014, a year ahead of its 2015 target.

Collectively, the A-Park initiative will bring a total of nine million trees planted by 2020.

Last May, more than 2,000 Aboitiz team members were in full force to simultaneously plant more than 60,000 seedlings in various parts of the country, specifically in areas where the company operates. A report Philippine News Agency

Ayala Group of Companies launch disaster support app The Ayala Group of Companies has launched a mobile-based system for emergencies and disasters to ensure a unified, systematic, and efficient response plan for its thousands of employees.

Called ASSIST (Ayala Sign-In System for Immediate Support and Tracking), the mobile app for Android and IOS was developed by Yondu, a wholly-owned IT outsourcing and mobile services subsidiary of Globe Telecom, to allow companies to track their employees during disasters and provide assistance, if necessary.

“CEOs of the Ayala Group of Companies have lent our time and effort to many national initiatives with respect to potential disasters this country would face.

But we cannot be involved in helping the country if we haven’t organized ourselves. It is a new reality that disasters would be part of our lives in the Philippines.

The most intelligent thing we can do is to prepare for it,” said Ayala Corporation Chairman and CEO Jaime Augusto Zobel de Ayala II during the launch of ASSIST at The Globe Tower in Bonifacio Global City, Taguig.

He added: “When disasters happen, most of us are responsible to a whole range of different services that the public would require.

But how can we give those services if our employees are in danger. It is our job

to first and foremost help our employees. It is very hard for us to fulfill public or national service in times of emergency if our mind is elsewhere with worry about our position, our families, our situation.”

Through ASSIST, employees can immediately report their status and location as well as request for help. They can also receive broadcast alerts, disasterrelated information, and details of preparatory activities from the ASSIST Command Center. At the same time, contact information of critical lifelines are made available for easy access while an Information Hub gathers related feeds from Twitter to inform everyone on activities of government agencies.

Eventually, the app would be made available as a source of help in extreme emergency even outside of a national disaster environment.

TESDA Holds Synchronized National Free Assessment to all Skilled Workers

Cagayan de Oro City -- The Technical Education and Skills Development Authority (TESDA) will be undertaking a nationwide synchronized Competency Assessment and Certification (NATCAC) to cater to skilled workers, trainers and Tech-Voc graduates nationwide on July 31, 2015. For Northern Mindanao region, the assessment will be held in selected TESDA-X Assessment Centers while the main Regional NATCAC hub will be at COBSAT, Bugo, Cagayan de Oro City.

The NATCAC is intended to: (i) Sustain continuous people’s awareness and acceptance of the assessment and certification program; (ii) Promote industry acceptance and recognition of the value of certification in quality assuring the competencies of their workers; (iii) Upgrade the qualification of existing workers, trainers and assessors to a higher level of qualification; and (iv) Enhance the competitive-

ness and employability of workers.

One of the highlights is the videoconferencing to showcase synchronized conduct of assessment through the Regional NaTCAC hubs. During the opening, our Region X NaTCAC Hub will be connected via livestreaming to the Central office and the rest of the regions in the country.

DepEd Launches National School Deworming Day (NSDD)2015

Per DepEd Order No. 150 series of 2015, July 29,2015 is declared as National School Deworming Day. All pupils from Kinder to Grade Six in the public school should be dewormed simultaneously at 10:00 in the morning of July 29 nationwide. Prior to deworming , hand washing and school feeding are also some of the activities that are included. |The activity is very timely since everybody is celebrating Nutrition Month in their respective schools wherein health and sanitation is given top priority in the celebration.

Series of training and orientations were conducted to DepEd, LGU and

DOH personnel to ensure safety, quality and systematic implementation of the program. School administrators, teachers, midwives, nurses, Barangay Health Workers and the parents were also properly informed on the mechanics and procedures of the National School Deworming Day Activity. This program is a joint venture of DepEd and DOH with the support and cooperation of the LGU in its implementation. Empowering the poor through livelihood opportunities The Department of Social Welfare and Development (DSWD) empowers poor families through the Sustainable Livelihood Program (SLP), a community-based capacity building effort that seeks to improve the program participants’ socioeconomic status.

SLP is implemented through two tracks: Microenterprise Development and Employment Facilitation.

The Micro-enterprise Development track supports micro-enterprises in becoming organizationally and economically viable, whereas the Employment Facilitation track assists participants to access appropriate employment opportunities. Both tracks are executed based on the Community-Driven Enterprise Development (CDED) approach, which equips program participants to actively contribute to production and labor markets by looking at available resources and accessible markets.

From January 2011 to March 2015, SLP benefited a total of 773,796 families wherein 648,328 families were served through the Microenterprise Develop-

ment track and 125,468 families under the Employment Facilitation track. The government has spent P4.46 billion for SLP implementation for this period.

It was during the Aquino administration that DSWD strengthened its partnership with public and private sectors through 963 SLP projects. These projects increased the economic opportunities of the families by strengthening values and skills formation; increasing access to credit, savings and micro-insurance; improving product development and marketing; and providing pre-employment training and direct employment.

Among DSWD’s partneragencies are the Departments of Agriculture (DA), Environment and Natural Resources (DENR), Interior and Local Government (DILG), Labor and Employment (DOLE), Public Works and Highways (DPWH), Science and Technology (DOST), Tourism (DOT), Trade and Industry (DTI), and the Technical Education and Skills Development Authority (TESDA).

DSWD Secretary Corazon Juliano-Soliman said

that two beneficiaries have become proof of the gains of the program.

She cited Lilibeth Polinar of Caraga Region for being able to expand her business of hog raising, rice farming, buying and selling of charcoal, and multi-grains retailing with the assistance of veterinary and agricultural company Agrivet.

Her business started in June 2013 when SLP provided her a seed capital of P7,000.

Today, Lilibeth operates two Agrivet stores, one in Marihatag and another in San Agustin, Surigao del Sur, from which she earns P440,000 per month.

Another is a group enter-

prise managed by the SelfEmployment AssistanceKaunlaran Multi-purpose Cooperative from Region IV-B. Through the collaboration of the local government, DSWD and other government agencies, the group was able to establish a cashew processing enterprise, a first in the municipality.

At present, the members supply products to tourist locations in the area. During peak season, they are able to make P40,000 worth of cashew sales per week.

The group was also able to employ 11 Pantawid Pamilya beneficiaries who earn additional P5,000 monthly income.

But popularity alone without the needed machinery and logistics is not sufficient also. This was the case of the late movie icon Fernando Poe Jr. in 2004.

But you may say he was cheated by Gloria hence his loss. Being cheated proves the lack of political machinery to prevent such cheating.

This is where the advantage of Sen. Poe is over Roxas and Binay. She is very popular the fact that she is in the number one spot as the preferred presidential bet in 2016, she has the ability to connect herself to the people, this ability comes to her naturally, she has made a name for herself as a no-nonsense senator and she has the backing of people who could provide her the much needed funds to run a campaign especially at that stage where campaign donors still await the shape of the would be results of the election before they pour in their financial assistance to a candidate.

As what I’ve said in a previous column, the Filipino people have already given the presidency to Poe this early on a silver platter.

Seno called the meeting of beach owners to his office after the Philippines News Agency (PNA) reported on Tuesday of Sharks “feasting” on dead human body floating in the coastal sea of El Salvador City, a component city adjacent to Opol.

The beach and resort owners agreed to install watchtowers with loud speakers strong enough to warn swimmers on sightings of Sharks, Seno said.

He said that trained rescuers would keep an eye on the swimmers and possible presence of “Sharks” in the coastal waters.

Seno said that all beaches and resorts along the Opol coastlines would install “floaters” to serve as warnings to swimmers that swimming beyond the floaters is no longer safe.

He said that “night swimming” would no longer be allowed along the shorelines of the Opol.

“A notice prohibiting night swimming would be installed prominently in all the beach resorts here,” Seno said.

Last Tuesday, a group of anglers and members of the “Bantay Dagat” (coast guard) in Molugan, a fishing village of El Salvador City, reported an unidentified body of a man floating 10 kilometers away from the shoreline of Molugan.

Joel Caballa, the leader of the group, said they went to the scene to retrieve the decomposing body of the man, but were held at bay by Sharks, which were feasting on the body.

“The rescuers could not go near the body because the sharks would threaten to attack the boat every time we attempt to get near,” Caballa said.

Caballa went on the air over a local radio station here Wednesday asking a public apology for failure to retrieve the man’s body, which the Sharks could have consumed entirely.

The Bureau of Fisheries and Aquatic Resources (BFAR) in Northern Mindanao now conduct a probe into the incident to deter-

It is also to the stakeholders that the Vicente N. Chavez Memorial Central School, through Millanes, expressed gratefulness for passing the second level of accreditation in the SchoolBased Management (SBM) category of the Basic Education Sector Reform Agenda (BESRA).

SBM, a Key Thrust 1 of BESRA to raise school performance, is a means of localizing governance starting at the grassroots level in the DepEd. It is based on the national policy of decentralization originally set by the Philippine Local Government Code of 1991 (RA 7160) as a response to the new challenges for sustainable human development by enabling local communities to become self-reliant and more effective partners in the attainment of national goals.

In SBM, empowerment of stakeholders is given emphasis to enable them to actively participate in the continuous improvement of the school towards the realization of the desired pupils learning outcomes.

“Without the stakeholders’ support, failure gyud siguro mi ani,” she said.

Key: Read, Read, Read Despite the school’s achievements, Millanes refused to boast about it because for her, teachers are just facilitators of the learning process of pupils.

If pupils have no strong foundation in reading and

English proficiency, stakeholders’ support and teachers’ efforts will not gain much.

“The key here is really read and read and read.

The purpose of reading is to enhance learning,” she said.

If pupils can comprehend English, “teachers can now easily facilitate learning because the children are ready for the lessons particular to their grade level.

And they can understand and answer simple questions.”

Millanes admitted that despite SPI and Synergeia’s reading program, there are still a number of pupils who can’t read and comprehend English consistent with their grade level. This is because there are really some who are naturally slow readers or even non-readers. These are those who are in the “frustration level.”

Parental support plays a very important factor in the reading and comprehension of pupils. And those in the frustration level have no parental support. Other factors are the environment and lack of educational materials. “The teacher or school factor is very negligible,” she said.

According to Millanes, pupils who belong in the frustration level in reading are those who come from broken families and have no monitoring and support from parents.

The good news, however, is that there are pupils who come from broken families who are naturally resilient and thus excel academically.

“We have many of them here in our school,” she said as she thanked Synergeia and SPI and other stakeholders for providing the necessary manuals, materials and trainings for them to carry out their mandate properly and with success.

“It is easy for us teachers now that we have this reading program. We also no longer need to prepare our own materials and manuals because all lessons are now ready-made. Thus, we can save much time in teaching and guiding pupils. We also minimized on expenses for materials. In short, the burdens placed on our shoulders have been lifted,” she stressed. (Bong D. Fabe)

He also said Pulangi and Agus Hydroelectric plants were also not working due to low water level while the Mt. Apo source had shut down since July 18.

In a press statement, DLPC said increase in power outages was necessary to avoid breakdown of the entire distribution system, which happens when the demand is higher than what is being supplied.

The examinees should make sure that the requirements are complete before proceeding to their designated examination centers.

Davao Light imposes 4hour power cut off DAVAO City––Davao Light and Power Co.(DLPC) started Thursday imposing a maximum of three to four hours of rotating power interruptions in this city and franchise areas in Davao del Norte.

This developed after the Therma South Inc. (TSI) coal plant shut down for an unscheduled repair.

The TSI coal plant is still under commissioning stage.

Davao Light gets 60 megawatts from TSI to mitigate the power deficit for the past weeks. With 60MW lost, that would mean four hours of blackout, DLPC Executive Vice President and Chief Operating Officer, Arturo Milan said.

MY CITY, MY SM, MY CUISINE COOKBOOK WINS 2 GOURMAND AWARDS

The Prestige Award of by the International Jury qualified the My City, My SM, My Cuisine cookbook to be among Gourmand’s Best in the World. This year’s awards drew more than 12,000 entries from 205 countries.

The My City, My SM, My Cuisine cookbook recently won two Gourmand World Cookbook Awards during recent ceremonies in Yantai, China.

The book was honored with a Prestige Award by the International Jury, and placed third in the Local Cuisine category, qualifying it to be among Gourmand’s Best in the World.

Founded in 1995 by Edouard Cointreau, the Gourmand World Cookbook Awards is sometimes described as the Oscars of Food Awards. It celebrates cookbook and wine publishing, and features many renowned chefs every year.

This year’s awards drew more than 12,000 entries from 205 countries. “It is a big success to be in the list,” says Gourmand Awards President Edouard Cointreau. “The quantity and quality of entries has reached a new high this year.”

“A total of 205 countries participated in the

Gourmand Awards,” he adds.

“All the books listed are truly excellent in very different ways.”

If Mr. Cointreau’s name sounds familiar, he was born in the family of Cointreau liquor on his father’s side, and Remy Martin and Cognac Frapin on his mother’s side.

A celebration of Philippine regional cuisine, the book is a compilation of the My City, My SM, My Cuisine campaign that SM spearheaded from 2012-2013 in key cities around the Philippines where SM has malls. A joint project with the Philippine Star, the campaign had more than 20 stops in SM’s host cities as far north as Baguio and as far south as Davao.

Published by SM through People Asia, the book has a special focus on heirloom recipes, a treasure trove of culinary gems from prominent families from each city.

In Cagayan de Oro, Eileen Canoy Escobar San Juan shared her family’s wonderful stories, and their prized family recipe – Mantica-o Some of these families had heroes for ancestors, and their descendants happily shared the favorite recipes of General Emilio Aguinaldo, Dr. Jose Rizal, Marcelo H. del Pilar, and Mariano Ponce; as well as that of food historian Mila Enriquez.

Food is also culture, and the book also highlights community cuisine from the Cordilleras, the Aetas of Olongapo, the Manobo and Maranao of Davao, the T’boli of GenSan, as well as Barangay Iponan from Cagayan de Oro. The My City, My SM, My Cuisine book is available at Kultura Filipino stores at SM Aura Premier, SM Makati, the SM Mall of Asia, and SM Megamall.
