State-of-the-art provincial hospital in Kapatagan town nears completion

LIGAN City - The highly anticipated ultra-modern Kapatagan Provincial Hospital will soon be opened for business to serve the residents of Kapatagan, Lala, Salvador, Sapad and Nunungan in the Province of Lanao del Norte. “This modern 100-bed hospital is another flagship project of the province led by Governor Khalid Dimaporo, as he continues to improve the healthcare services here in Lanao del Norte,” said Project Director Dennis Aguipo. During the coordination meeting between the provincial government and representatives from Mañosa & Company, Inc., and RRMD Construction and Supply, it was learned that more than 50-percent of the project have already been completed with 90-percent of the structural requirements already accomplished. Mañosa & Co., Inc. was commissioned by Governor Dimaporo to design a
modern hospital that will seamlessly unify the artistic designs of the Maranao-inspired Gov. Arsenio Quibranza Provincial Government Center and the Mindanao Civic Center sports complex. The new hospital is composed of two buildings that houses the offices, food service, housekeeping, and the fundamental in-patient care. Contemporary designs of hospitals now elevate the patient-based design concept to a whole new level, by building medical facilities that resemble a 3-star or 4-star hotel and mimic a resort-like experience through the use of creative designs, advance patient care and amenity offerings. “The design is known as Contemporary Filipino Green Architecture. Oroquieta City, now Red Orchid Awardee OROQUIETA City - The city of Oroquieta, the “City of Good Life,” has recently received the Red Orchid Award (ROA) from the Department of Health (DOH) in recognition of the city’s tough campaign against smoking. The ROA is given by DOH to local government units (LGU) that meet the criteria for implementing a 100 percent tobacco-free environment set by DOH under the World Health Organization’s (WHO) framework. Mayor Jason Almonte, who received the award, stressed that the city’s antismoking campaign is part of his administration’s 8-point agenda and that the city continues to strive for the good life of its constituents through healthy lifestyle. Meanwhile, Almonte thanked the Sangguniang Panlungsod for strengthening the city’s anti-smoking

NGOs-DAR sign contracts for farmers in Bukidnon MALAYBALAY City - The DAR Provincial Office of Bukidnon headed by Provincial Agrarian Reform Program Officer (PARPO) II Julio C. Celestiano, Jr. signed an agreement with two non-government organizations (NGOs) to train agrarian reform beneficiaries organizations (ARBOs) in the municipalities of Cabanglasan and Baungon. The signing was held on Sept. 10, 2014, between DAR and Institute for SocioEconomic and Development Initiative (ISEDI) which will handle the ARBOs in Cabanglasan and Foundation for Rural Enterprise and Ecology Development of Mindanao (FREEDOM) which will take charge of the ARBOs in Baungon. The NGOs won the bid to provide business development services (BDS) such as development of business
enterprise, market management, financial management and organizational management and governance for the ARBOs in the two towns. The undertaking is a component of the Agrarian Reform Connectivity and Economic Support Services (ARCCESS) Project, one of the support services delivery mechanisms of DAR for the CARP beneficiaries nationwide to contribute to the overall goal of rural poverty reduction particularly in agrarian reform areas. Celestiano said the support services intervention will benefit 10 ARBOs in Cabanglasan and three ARBOs in Baungon. These ARBOs will serve as hubs or center of support services not only for their own needs but also for other ARBOs and non-ARBs in the area. The purpose of outsourcing BDS is to provide the
ARBOs with management skills trainings to fast-track the establishment of self-
terpart of P85,000. Both projects are to be completed in 50 working days. DAR Assistant Regional Director Eliasem Castillo said the projects were approved under the Grassroots Participatory Budgeting (GPB) process, a strategy
in pursuing the Medium Development Goals of the government in reducing poverty as indicated in the 2011-2016 Philippine Development Plan. Mayor Rodolfo Buray and vice-mayor Shirley Taroy signed the MoA for
the local government of Gitagum while mayor Roberto Lagrosas signed in behalf of the LGU of Manticao. The infrastructure projects are expected to provide the farmers more access to the markets and various trading centers, as well as
easier to transport their farm produces especially during the rainy season. Castillo expressed optimism that the MoA signing, the first under GPB in northern Mindanao region for this year, signals the successful partnership between

SSS to launch OFW contact center
T
he Social Security System (SSS) will launch on October this year a newly created OFW (Overseas Filipino Workers) Contact Center Unit (OFW-CSU) to bring their services faster to the overseas Filipino workers. In a news release, SSS Senior Vice President and International Operations Division Head Judy Frances A. See said the new unit will handle direct contact points for OFWs to allow for a more differentiated servicing and faster resolution of their SSS concerns. For its initial operations, the OFW-CSU will provide dedicated e-mail
support and local call services from 6:00 am to 10:00 pm on weekdays. In addition, a special assistance desk will be available at the SSS main office in Diliman, Quezon City for walk-in transactions of OFWs, such as registration and issuance of SS numbers, enrollment in Flexi-fund Program, and verification of SSS records. Hot moments in classrooms is one incident that sometimes cannot be prevented especially when people’s feelings that are often conflictual threatens teaching and learning in a class. This could occur during discussions that involve an issue which someone deeply so much about, or someone in class has mentioned something that challenged other person’s perception, principle and belief. Fortunately, there are developed techniques available, enabling class moderators to handle hot situations that are often unavoidable. Education research author Lee Warren said in his book that using such techniques can open doors to topics formerly avoided and classroom dynamics formerly neglected. Most importantly, exploring these tensions can lead to deep learning. In dealing with hot situations, moderators are challenged to manage theirselves so as to make these techniques useful and to find opportunities to which he
could provide explanations and teachings, in order to help students learn in and from the situation. The best strategy to this situation, according to Warren, is rested upon the assumption that it is the teacher’s responsibility both to help students learn something from the moment and to care for and protect all participants, perhaps the student generating the hot moment. Doing this does not assure that discomfort can be avoided, but fact be told, learning about hot topics is difficult and uncomfortable, but no one should be blamed of all conflicts. Instead, all individuals involved should be protected in order for learning to be possible. Learning is best learned in situations that appeal for learning. Hot moments is one of those. It is not only facts and ideas that are presented but also perceptions calling debates and opening discussions wherein good grounds for realizations and in entirety, higher learning.

The SSS reported a total of 983,262 OFW members as of June 2014. The Philippine Overseas Employment Administration (POEA) is now allowing the processing and deployment of overseas Filipino workers (OFWs) to the Gaza Strip, West Bank, and in Israel after it received the Department of Foreign Affairs’ communication lowering the alert levels in the three countries. In a news release, Labor Secretary Rosalinda Dimapilis-Baldoz, chairman of the POEA Governing Board said the DFA has officially
notified the DOLE that it has lowered the alert levels in the Gaza Strip from Alert Level 4 to Alert Level 2; in Israel, also from Alert Level 4 to Alert Level 2; and in the West Bank from Alert Level 2 to Alert Level 1, effective 11 September 2014. Baldoz said the Board has issued three separate resolutions on the processing and deployment of OFWs on the said countries. Processing and deployment of newly hired OFWs
to Gaza are temporarily suspended but the processing and deployment of returning OFWs are allowed, subject to compliance with documentary requirements. On the other hand the POEA resumed the processing and deployment of newly hired OFWs to Israel and the West Bank. “This development is a welcome sign for our OFWs abroad, for it enhances their safety. Although this may not be stable yet, we hope
this continues, if possible, until all the tension eases,” Baldoz said. Despite the development Baldoz still urged OFWs in the concerned countries to be vigilant. “Stay alert and monitor the events in those areas.
