he Shared Service Facility (SSF) project of the Department of Trade and Industry in Region-10 is seen to promote the organic food processing industry in the area. GreenMinds Inc. is a duly-registered 13-year-old service and people-oriented, non-government organization based in Cagayan de Oro City. The organization is devoted to the preservation and protection of fragile environment, through the practice and dissemination of ecological agriculture and fostering of the spirit of volunteerism. In line with its aim to improve and uplift from poverty the lives of the marginalized sector through sustainable livelihood op-
tions and eco-enterprises, such as organic farming, it maintains an advocacy and fair trade network through its membership in the Organic Certification Center of the Philippines (OCCP). Customs seizes P50-M worth illegally imported Thai rice The Bureau of Customs seized an estimated 1,250 Metric Tons (1.25-million kilograms) of white rice that had been arrived in the country without the required import permits from the National Food Authority (NFA). The rice, stocked in 25,000, 50-kg bags, was contained in 50, 20-foot container vans, have an estimated market value of about P50 million. The rice arrived at the Manila International Container Port from Bangkok, Thailand last June 2, 2014.

Upon further verification with the NFA, it was found that this particular shipment of rice was not issued any import permit. Moreover, as the shipment remained unclaimed beyond 30 days upon arrival in the country, the Tariff and Customs Code of the Philippines provides that this should already be considered abandoned by the consignee. “Regardless of circumstances, it is very clear in the law that import permits are a requirement before the Bureau can clear regulated shipments like rice and all illegally imported items are subject to seizure. We will no longer tolerate nor allow situations where importers can clear shipments without valid permits as this puts our people in compromising situations and breeds corruption. It’s strictly ‘no permit, no entry,’” stressed Customs Commissioner John P. Sevilla. Presidential Decree 4 and Republic Act 7178 or the Agricultural Tariffication Act mandates that only the NFA can import rice and private entities who wish to do the same must secure a permit from the agency. In addition, the World Trade Organization (WTO) Committee on Trade and Goods has allowed the Philippines to extend Quantitative Restrictions (QR) on rice imports until 2017. The ruling, which would be endorsed to the WTO General Council, allows the Philippines to import 350,000 MT of rice under the Minimum Access Volume (MAV) with a 40% tariff. Imports made outside of the MAV would be levied a 50% tariff. The extended QR will give more time for local farmers to improve efficiency and the local rice industry to build production capability and reduce costs to cope with increased competition in Southeast Asia. CebPac supports Mactan-Cebu Airport expansion
T
he Philippines’ leading airline, Cebu Pacific (PSE:CEB), expressed its support of the Mactan-Cebu International Airport’s expansion. The airline currently operates 27 routes from Cebu to other domestic and international destinations. The P17.5B Mactan-Cebu International Airport expansion project aims to modernize the Philippines’ second largest aviation hub. The passenger terminal building’s current capacity accommodates 4.5M passengers per year. With the expansion, the Mactan International airport will increase its annual capacity to 8M passengers per year. Last year, CEB estimates about 3.33M passengers flew within its Cebu hub.
In Q2 2014, CEB posted a 14.75% year-on-year growth in passengers from the hub. “We welcome the expansion of the Mactan International airport. Cebu is a very important hub for us. CEB has been operating flights at the Mactan airport since 1996. We are reviewing our network plans out of Cebu and we look forward to offering CEB’s low fares to even more travellers,” said Atty. Jorenz Tanada, CEB VP Corporate Affairs. Meanwhile, CEB is set to start flying non-stop, direct flights from Manila to Riyadh on October 1, and to Dammam on October 4, this year. The Department of Budget and Management (DBM) has approved the release of P565 million to the Local Water Utilities Administration (LWUA) for the continued development of potable water supply systems covering the poorest provinces in the country. The fund release—sourced from LWUA’s Regular Appropriations under the 2014 National Budget—will support efforts on water source development and the construction of pumping stations
and pipe lines. The P565 million will also cover the development of Level III water supply systems, or the actual service connection of the individual households to the water supply. “Ensuring better access to quality health services—such as safe drinking water—is one of the keystones of our development agenda. This applies most especially to our poorest provinces, where there isn’t enough potable water to go around,” Budget
Secretary Florencio “Butch” Abad said. The P565-million fund release will support the development of water supply facilities in a total of 38 water districts in 10 provinces. A water district is defined by LWUA as a local corporate entity that operates and maintains a water supply system in one or more provincial cities or municipalities. The 10 provinces covered in the fund release are Abra, Kalinga, Masbate, Camarines Sur, Western Samar, Eastern
Samar, Northern Samar, Zamboanga del Norte, Surigao del Norte, and Surigao del Sur. “We have given the LWUA the go signal to develop these water systems and bring reliable and sustainable water supply services to communities in need. In the short-term, we’re after the the immediate improvement of health and sanitation conditions in these areas. set up an online appointment (queing) system so that applicants can go to Manila only during their scheduled appointments; and 3) over the medium-term, decentralize the issuance of BIR clearance by deputizing BIR District Offices. The Committee also endorsed the proposed Institutionalization of the Regional Development Budgeting Process Framework (RDBPF) as an alternative fiscal reform intended to bridge the gaps in regional
budget allocation through the RDCs. The RDBPF will ensure greater transparency in regional budget allocation and provide a venue for Agency Central Offices and the Regional Development Councils to discuss priority regional projects. In the same meeting, NEDA-X turned over the Climate Change and risk Information System for Planning (CRISP) server to the Department of Environment and Natural Resources (DENR-X). The server is

Maybank Philippines President and CEO Herminio Famatigan Jr. declined to name the banks that they are in talks with but said that these institutions have businesses that complement those of Maybank’s. He explained that the Philippines is an important market for the Malaysian Maybank Group because of the rising significance of the domestic economy in the region. He, however, said that sealing a deal this year is not feasible given that only a few months are left before the year ends. He also said that the number of branches that the would-be acquired bank is not the only consideration. “ We n o w h a v e 8 0 branches. If we’re gonna buy, we like it to have a direct impact in terms of market coverage, not necessarily have the number,” he told reporters at the sideline of the launch of the bank’s partnership credit card with one of the world’s successful sports team, Manchester United.
Since starting its domestic operations in 1997, the bank has grown organically but Famatigan said there are huge opportunities here for merger or acquisitions. “There’s a clear intention. There’s a real seriousness in the group to look for opportunities for acquisition or merger… What we’re looking for is to scale up marginally,” he said. Improved income, welfare key to sustaining peace in Mindanao MAKATI City - Improving people’s income and welfare within the first few years of the implementation of the Bangsamoro will play a crucial role in sustaining peace in Mindanao, an expert said. Dr. Fermin Adriano, senior policy advisor to the World Bank Peace Building Fund Project, said measures should be undertaken to increase the productivity of farmers and fisherfolk, the majority of the population in the proposed Bangsamoro, the political entity that will replace the Autonomous Region in Muslim Mindanao. Speaking at the Forum on Development Opportunities and the Comprehensive Agreement on the Bangsamoro at the Intercontinental Hotel, Adriano stressed government should also provide better basic services. He cited in particular the need to extend health services
to mothers and infants as well as potable water system. He said it should at least be a Level 2 water system. “Forget Level 1.” Level 2 water supply is when there are public water faucets serving a community, while in Level 1, the only sources of water are wells or springs. Level 3, on the other hand, is when water is supplied through faucets in the households. Adriano said the region should focus on products with comparative advantage as shown by their respective outputs. Adriano cited that based on a study in 2011, the region has shown potentials in the production of tropical fruits, raw materials like minerals and cereals except for rice. He said this finding should make government build an irrigation system that is cropneutral or one that is not

designed for rice alone. He added that short-term training in vocational skills needed attention. However, he cautioned that such intervention should take note of a labor market study by the International Labor Organization that there was a discrepancy in skills training vis-à-vis available jobs in the region. Adriano also clarified that investors will not come in droves right after the passage of the BBL. He said it will take time before investor confidence is fully established. He said that at the onset of the Bangsamoro the other regions would be the first to benefit from it.
