AGAYAN de Oro City - All set for the Department of the Interior and Local Government (DILG) series of assessmentworkshop on the streamlining of Business Permit Licensing System (BPLS).

The event is in line with the Department’s aim for a 100% compliance of standards among the Local Government Units in the different provinces of

Region 10.

These activities, which will begin on August 20, will seek to monitor the local government units (LGUs) compliance of the BPLS criterion, at the same time serve as a venue for DILG to assist the non-compliant cities and municipalities in meeting the streamlining requirements.

This initiative of DILG10 is in compliance with Republic Act 9485 otherwise known as the Anti- Red Tape Act (ARTA), which set the standards for See confab, page B2

PLDT’s net income up by 2% to P20 billion

By Azer N. Parrocha MANILA -- The Philippine Long Distance Telephone Company (PLDT) on Tuesday released its first-half consolidated net income this year, which increased by two percent with Php20 billion from Php19.7 billion in 2013.

PLDT CEO and President Napoleon L. Nazareno noted that the increase was a result of the rise in core net income, the increase in foreign exchange and derivative gains, among other reasons.

iming to achieve the 2020 vision for Barangay Lapasan, Xavier University - Governance and Leadership Institute (XU-GLI) conducted a finalization workshop on Barangay Development Planning for the officials and sitio leaders on July 21-22 held at Manresa Tagbuan Center, Upper Carmen of this city.

Under the supervision of Brgy Lapasan chairperson Omar Labuntog, the 2020 Vision sees Lapasan as a “livable community with self-reliant and engaged citizens.” To achieve this, it has identified 8 goals:

1. Improved Peace and Order 2.

Attained Sustainable E n v i r o n m e n t 3. Achieved Economic Well-Being 4. Ensured Good Governance 5.

Enhanced Infrastructure 6. Increased Access to Education 7. Guaranteed Good Health for All 8. Succeeded in Disaster Risk Reduction and Management.

Among the activities in the workshop included the identification of the barangay’s vision and goals, enumeration of success indicators for each goal and the familiarization of leadership styles in the

implementation of programs.

The finalization workshop is last of the series of the entire planning workshop, which was aimed at cascading the set plan and establishing ownership among grassroots leaders. It highlighted effective local governance as the main vehicle to success in the local government.

XU, through its Governance and Leadership Institute of the Research and Social Outreach (RSO) Cluster, continues to engage in governance as one of its thematic areas for the University’s greater societal engagement.

BUTUAN City––The Department of Health (DOH) has reported a climb in dengue cases to 3,313 in Caraga Region for January 1 to August 2, 2014, a significant 60 percent increase from the 2,074 cases recorded for the same period last year.

THE city prosecutor’s office in Cagayan de Oro will know by yesterday whether a panel of prosecutors will be formed to handle the case filed against a cop for a number of missing firearms at Camp Alagar.

City chief prosecutor Fidel Macauyag said if the case can be handled by one prosecutor then there is no need to form a panel.

The country needs a concrete and a viable roadmap in order to address the impending power crisis in 2015, Rep. Rufus B. Rodriguez, of Cagayan De Oro City said.

“Energy Secretary Jericho Petilla should present the roadmap as the basis for action should an emergency powers be granted to the President,” Rodriguez said.

Petilla should coordinate with the members of the Joint Congressional Power Committee (JCPC) as directed by President Aquino in order that the critical energy situation could be addressed, he said.

The matter about the Department of Transportation and Communication’s (DOTC) inability to award one of the big ticket Public Private Partnership (PPP) projects, the P65 billion Light Rail Transit Line 1 Cavite extension, may not have any bearing to Mindanaoanons but it has about good governance.

The multi-billion pesos PPP contract would have been awarded to the lone bidder, a consortium backed by Ayala Corp. and Metro Pacific Investment Corp., this week if not for the temporary restraining order issued by the Supreme Court against the DOTC from proceeding with the awarding.

The TRO was sought by SM Prime Holdings, Inc. of the SM Group of business tycoon Henry Sy. Those of you in Mindanao who are familiar with the terrain of the capital’s metropolis must have known that SM North and Ayala’s Trinoma Mall along Edsa in Quezon City are just separated by a road named North Ave. Currently, the Metro Rail Transit that traverses Edsa from Baclaran in Pasay to North Ave. in Quezon City has for its northern end terminal Ayala’s Trinoma Mall.

When the government through the DOTC mulled the idea of extending LRT 1 from Monumento connecting it to the MRT line that ends in Trinoma Mall and of constructing a new LRT line from San Jose City in

Sadly, however, the PPP contract for LRT Line 1 extension to Cavite had as the common terminal for the interconnected light rail lines Trinoma Mall contrary to the previous agreement entered into by DOTC under a previous secretary, I think it was Jose “Ping” de Jesus, with the SM Group.

This deviation is now causing a lot of problem to this very important project foremost of which is the TRO issued by the High Court against its awarding to the winning bidder. If only the DOTC did not deviate from its previous agreement with the SM Group, the contract for this PPP project would have been awarded already.

This experience should teach government functionaries valuable lessons that in deviating from anything already agreed or established will only result in more

problems.

This valuable lesson should be instilled in the psyche of these government functionaries because almost all of the woes now faced by the country is traceable to deviations from what had been established.

Government functionaries should be made to realize that even the government should strictly follow and obey rules.

The current woe about the lack of supply of power in Mindanao against the island’s requirements would have been avoided if the government did not deviate from its priorities. The Aquino administration’s act of relegating as less priority the power requirements of the country is a deviation from it development goals.

The Aquino administration could not expect to pursue its economic targets without power as important component. It likewise knows that ensuring the sustainability of the power supply requires that it should be addressed on a regular basis for the requirement is always increasing especially if the economy and the population are growing.

But clearly the Aquino administration deviated from its duty in this regard.

It did not do anything to address this concern even if it is mandated to address it the moment it assumed office. And for one single deviation from its sworn duty, more woes were created.

The adage that prevention is better than cure finds truism in the current power mess in Mindanao.

The Aquino administration could have prevented or averted it if only it did not deviate from what it ought to be doing in the first place.

In this particular problem, the Aquino administration acted like a watch dog. It barked only when an intruder was actually inside already in the place where it was tasked to guard. This is not good governance.

Good governance requires that problems should be anticipated to prevent them from happening.

Bad governance, however, simply let things happen first before it reacts.

This is exactly what the Aquino administration is doing in regard the lack of power supply in Mindanao is concerned.

And this malady is not only happening in the national level of governance but even in the local level down to the barangay to the exception of a few local government units.

NDFP-Mindanao thanks all for safe release of Alegria POWs

T

he five-day ceasefire declared by the National Democratic Front of the Philippines North Eastern Mindanao Region (NDFP-NEMR), which began 12:00 on 27 July 2014, covering six (6) towns of Agusan del Norte and three (3) of Surigao del Norte, ends last 01 August 2014, at noontime.

The said ceasefire has been called for to provide the safe and orderly release of the four Philippine National Police prisoners of war (POW) who have been under the custody of the New People’s Army as a result of the successful raid on the Alegria police headquarters on 10 July 2014.

The NDFP-Mindanao expresses its sincerest gratitude to the members o f t h e T h i r d Pa r t y facilitators, headed by the Rev. Bishop Rhee Timbang, Fr. Ramada,

and other religious groups, who have been hard at work, mag nanimous and patient to bridge and forge a workable agreement between the NDFP-Mindanao and the government of the Republic of the Philippines (GPH) with regard to the terms of the ceasefire and the actual release.

Thanks is likewise extended to the representatives of the GPH, through the good office of the Department of Interior and Local Government Secretary Mar Roxas, including the Armed Forces of the Philippines and the PNP for reciprocating and abiding by the five-day local ceasefire, calling off all offensive and civilmilitary operations within the areas concerned.

The NDFP-Mindanao greatly appreciates the effort of the GPH, which,

on the day of the release was represented by former DAR Secretary Hernani Braganza who represented the office of DILG Secretary Mar Roxas, RPOC Chairman and Butuan City Mayor Jun Amante, Agusan del Norte Governor Angel Amante, Surigao del Norte, League of Phi lippine B o ard Me m b e r s P r e s i d e n t Myrna Romarate, Bacuag Mayor Shiela Mae Cebedo, Kitcharao Mayor Aristotle Montante and city councilors from Surigao City. Their presence has given much reassurance not only to the four POWs but to their families as well of their concern towards the safety and welfare of their men in the field.

A f t e r t h e N PA Custodial Force turned the four POWs over to the Third Party Facilitators, they were subsequently presented to the GPH

officials led by DILG Sec. Mar Roxas, Department of Nationa l Defens e S e c r e t a r y Vo l t a i r e Gazmin, OPAPP Sec. Teresita Deles, and PNP Chief Alan Purisima, who were waiting for the arrival of the four in Kitcharao town, Surigao del Norte.

We give our Red salute to the NPA custodial force and units who masterfully handled the rigors of holding prisoners of war by following protocol and international laws of war. Congratulations to the Red commanders and fighters who best expressed our call for the resumption of the peace talks between the NDFP and the GPH. The four prisoners of war were all from the PNP, namely PO3 Vic Calubag Concon, PO1 Rey O’niel Morales, PO1 Joen B. Zabala, and PO1 Edito Roquino.

During their 19-day detention, the four POWs were treated humanely and with utmost respect.

The NDFP decided not to pro ceed wit h t he preliminary investigation and a p o ss ibl e t r i a l b e f o r e t h e Pe o p l e’s Revolutionary Court, and to have them released as a gesture of goodwill for the resumption of the peace talks. Their early release was also in answer to the request of their families and loved ones as endorsed by the Third Party Facilitators.

We pay homage and give our highest honour to comrades Richard “ K a Ma r k” B a l b a d a and Ka Jomar Kalipis who heroically offered up their lives during the NPA operations in Alegria. We congratulate t he Custo d i a l Forc e for their revolutionary professionalism who, in

spite of the death of two of our comrades, still consciously adhered to the respect of the basic rights of the POWs, and treated t he m i n a c c ord anc e with the Comprehensive Agreement on Respect for Hu m an R i g ht s and International Hu m an it ar i an L aw (CARHRIHL), and the International Laws of War with regard to the treatment of captives.

With the end of the five-day ceasefire, we ask all concerned NPA units to stay on alert and maintain our battle-ready and offensive posture against the onslaught of a new wave of brutal m i l it ar y op e r at i ons , in order to defend the masses as well as all our revolutionary gains in the aspects of base building and agrarian reform in the countryside.(NDFPMindanao)

Philippine tribesmen threaten to evacuate villages occupied by military

AVAO CITY – Local tribesmen and various human rights groups have accused the military of using civilians as shield against its antiinsurgency operation in the southern Philippines.

They said government troops have put up encampments in civilian communities, especially near schools and churches and other public buildings making them vulnerable from attacks or fighting between government and rebel forces.

Now, tribesmen and villagers have threatened to leave their communities if security forces continue to stay in civilian areas.

Karadyawan, a local indigenous people’s organization in Kapalong town, also accused the military of killing a motorcycle taxi driver Wilfred Estrebillo and other human rights violations allegedly perpetrated by members of the 60th and 68th Infantry Battalion.

Lito Sampag, a spokesman for the Karadyawan, said: “The military is using

our communities as shields; they are occupying our churches and schools, accusing and forcing some of us to surrender, and forcing our children to act as their guides in their pursuit of New People’s Army rebels.”

He said troops are currently encamped at Sitio Kapatagan, Taongatok, Upper Tagasan, Lower Tagasan, Mangkay, Maguimon, Aminipat and Ngan all in the village of Gupitan, and other areas nearby.

“Their presence brings threats and violations to the rights of the villagers.

Their targets and vivid victims are us,” Sampag said. “If the military will not pullout from civilian areas, we shall be forced to leave our villages and protest this continued militarization.”

Human rights group Karapatan said it is documenting all reported cases of human rights violations in the areas identified by Karadyawan so that appropriate charges or legal actions can be filed against the perpetrators.

“But we will not rely on the filing of legal cases alone; the courageous protest of the people is more effective based on our experience because many of our government

instrumentalities and offices are futile especially in addressing the complaints of poor people like the farmers and lumads.” Said Hanimay Suazo, Karapatan’s Secretary-General in Southern Mindanao.

Not true, But the military has denied all allegations and accused the NPA of human rights violations in the province.

Lt. Col. Norman Zuniega, commander of the 10th Civil-Military Operation Battalion, said the rebel group was behind numerous cases of killings, intimidation, coercion, extortion and recruitment of young villagers, including children to fight the government.

He said even local government agencies and officials have reported serious difficulties in the delivery of basic services and infrastructure projects in the villages due to the presence of rebels. He said tribesmen were also being intimidated and coerced

by human rights groups, including Karapatan, Barug Katawhan and other front organizations of the Communist Party of the Philippines.

Zuniega said: “Residents reported the utilization of school classrooms by the NPA for anti-government propaganda and revolutionary activities, disrupting the schedule of students and causing fear among them.”

“Also, it was found that indigenous peoples are the most exploited and deceived, purposely isolated by the NPA from any service or help from the governments as are the main targets of recruitment to become NPA fighters.

The rebels do not have any regard for the welfare of indigenous tribes and their customary laws and they brainwashed and arm them and teach them violence.”

He said the soldiers are continuing their peace and development outreach program in the province and are working closely with local governments in an effort to address the growing threats of the NPA. “The 10th Infantry Division is mandated to secure the welfare of the people and we cannot allow this armed group to continue its exploitation of this area and its residents. We will continue to pursue this criminal group involved in extortion, exploitation of minors, deception, murder and the use of banned explosives. Regardless of whatever setbacks and unfounded accusations by groups with malicious intentions, the 10th Infantry Division will continue pursuing the peace and development that the citizens of the far-flung areas have long aspired for.”

“We assure the people that we will continue to work with the local government and its agencies to address the people’s concerns, and to help the people in the area live normally and freely, without the constant psychological fear caused by the NPA,” Zuniega said.

Sayyaf frees kidnapped woman ZAMBOANGA CITY – Abu Sayyaf gunmen have freed before dawn Monday one of two women they abducted in Patikul town of Sulu, officials said.

Marine Capt. Maria Rowena Muyuela, a spokeswoman for the Western Mindanao Command, said Nursalyn Alih, 26, was released at Sitio Kantitap in the village of Danag, but the fate of her companion Shekinah Hope Hamsain is still unknown.

Both women were traveling on a motorcycle when three gunmen seized them on August 3 in the village of Kaunayan in Patikul. Two of the gunmen have been identified as Ramsid Sali and Injie.

Muyuela said marines brought Alih and her some members of her family to Camp Teodulfo Bautista Station Hospital for a routine medical examination.

It was unknown if ransom was paid by Alih’s family to the kidnappers in exchange for her safe release.

“Authorities have yet to confirm whether the family of the victim paid ransom money for her safe release.

Military troops continue to conduct pursuit operations to locate the remaining kidnapped victim,” Muyuela said.

The Abu Sayyaf is still holding several kidnapped foreigners and Filipinos .

AMBOANGA CITY - Authorities on Monday arrested a suspected human trafficker and illegal recruiter and his cohort during an operation at the local port, spearheaded by the Sea-Based Anti-Trafficking Task Force (SBATT).

The 14 women who were about to be moved illegally to Jordan, Lebanon and Egypt via Malaysia from Zamboanga City were intercepted the same day the suspects were arrested.

City Social Welfare and Development Officer Socorro Rojas said the suspected recruiter and the facilitator, whose identities were withheld, were submitted for inquest yesterday afternoon. The suspects are temporarily detained at the City Police Office.

The 14 women, meanwhile, were intercepted at the Overseas Passengers Assistance Center (OPAC) at the port area. They were bound for Malaysia, which was to be used as exit point for the women to be moved to Jordan, Lebanon and Egypt.

The women, according to Rojas were recruited in Manila and are residents of Batangas, Quezon, Isabela City, Makati City, Las Piñas, Davao and Zamboanga.

They were recruited to

work as household helpers abroad.

The victims enplaned to Zamboanga from Manila August 3 and were immediately brought to Lumbangan where they spent the night.

Rojas said SBATT, led by the Department of Justice with CSWDO, police and other agencies as members, was prompted to conduct the operation based on an information received from a law enforcer assigned at the Zamboanga International Airport.

The operation against the suspects Monday afternoon was a follow-up operation. Based on information given by the women in the morning, the recruiter and other facilitators were identified and arrested.

Meanwhile, the 14 women are presently housed at

the Visayan Forum Center in Corcuera Street, for counselling, stress debriefing and for other legal assistance that may be extended. They will also be given orientations on Anti-Trafficking Law and the Migrant Workers Act. The other members of SBATT are the Department of Social Welfare and Development (DSWD), Visayan Forum and Philippine Center on Transnational Crime (PCTC) On the other hand, the CSWDO has lined up activities to drum up awareness on anti-trafficking such as advocacy orientation on RA 9206/ RA 10364 known as the Anti-Trafficking in Persons Against Women and Children in the different barangays of the city.

Agusan del Sur topped the list in the number of suspect cases of the deadly disease with 752, followed by Butuan City with 732 cases.

Third was Surigao del Sur with 418 cases, Surigao del Norte with 267 cases.

Tandag City had 228 cases, Agusan del Norte, 220, Surigao City, 197, Bayugan City, 182, Bislig City, 162, Cabadbaran City, 137, and Dinagat Islands, 18.

Ages of cases ranged from less than one month old to 90 years old. Majority of cases were males (51%).

Forty one percent belonged to the 0 to 10 years age group.

He also wanted to dispel rumors that GPBP implementation will be stopped because of the issue.

On the other hand, Margarita Villamala, a representative from the Department of Budget and Management Region 10, added into the Director’s explanation that “DAP is under savings” and GPBP is not.

“The GPBP undergoes a budgeting process. Budget Proposals were even made to make sure proper budgeting had been followed. It went through Congress also, so strictly speaking, this is not DAP because this is not under savings and not in any nature can this be considered or associated with DAP,” Villamala said.

Director Burdeos underlined the rationale that this project is a means of the President in empowering the people, giving them the chance to propose their projects and take part in the planning and implementation process.

He inferred further that in order for the people to understand well what is GPBP, the participating agencies are to encourage their beneficiaries to give statements and make known about the benefits they have reaped from the program.

To date, 87 cities and municipalities in Region 10 has been given fund allocation this year for their respective GPBP projects totaling P1.49B. The fund will commence the implementation of various projects such as, water supply systems, sustainable livelihood programs, rehabilitation of farm-to-market roads, irrigation projects, purchase of post harvest facilities, repair of classrooms, health facilities programs, among others.

Last year, GPBP projects from 54 cities and municipalities in the region were funded totaling P708M. Pursuant to the DBM-DILGDSWD-NAPC Joint Memorandum Circular No. 4, series of 2013, the RPRAT members are expected to meet regularly not only to review, validate and consolidate the Local Poverty Reduction Action Plans (LPRAP) but also to decide on certain issues that crop up during the implementation of poverty reduction projects.

GPBP is a strategy of the Aquino administration in attaining the Philippine Development Plan’s goal of inclusive growth and poverty reduction, and promoting good governance at the local level. A list of the firearms, however, was not immediately available from Camp Alagar but Macauyag said one of the missing firearms is a caliber 30 machine gun.

Macauyag said the auditor would act as one of the witnesses.

He added that the investigation was still ongoing to determine if there are others involved in the reported missing firearms.

RI District 3870 Membership Drive off to good start

Rotary International District 3870’s drive to attain a 15 percent increase in membership is off to a good start with over 300 participants attending the District Strategic Planning & District Membership Seminar held 26 July, 2014 at a local hotel in Cagayan de Oro City.

“A total of 306 Rotarians joined our membership seminar which is bigger than the two previous discons (district conventions) we had,” noted Manuel U. Along, district governor. “Some 90 percent of the district’s 44 clubs were represented.”

Basic to Rotary International President Gary C. K. Huang’s agenda to “Light Up Rotary” this Rotary Year is to increase membership.

“This is most basic and elementary because more Rotarians make it possible for RI to increase the number and scope of its engagements in other areas which necessitates the presence and commitment of warm bodies,” he said. “Thus, first and foremost, as your District Governor for RI District 3870, I would like to challenge the clubs in the districts increase their membership by 15 percent.”

Even more important and urgent, he stressed the need to retain the present members.

“Although we’ve been harping on recruiting members and how to retain them, we have these Rotarians who’ve been in Rotary for so long, who can serve as Role Models for us to look up to.

He cited Charter Members Jack Frias and Leonie Go of the RC of Cagayan de Oro East established in 1971 who remain active until today, 43 years later. Two others, Nandie Mejia, 85 and Conrad Fabe, 84, remain active members of the club.

For her part, PDG Fe “Bing” Juarez, District Trainer and Assistant Rotary Coordinator, Zone 7 cited the importance of planning, and the concomitant preparation, that would spell the difference between success or mediocrity “In order to have a successful year, we have to choose to prepare, as in having a well-planned club planning assembly, strategic moves for recruitment and retention of members, and promoting our organization and its advocacies thus increasing our membership,” she added.

The event’s distinguished panel of speakers included Rotary Coordinator PDG Rolando “Oyan” Villanueva (Zone 7A) and his team: PDG Virgilio “Jun” Farcon, Chair of the Philippine College of Rotary Governors; PP Michael “Mike” Macatangay, PP Ramon “Mon” Dacayo, and PP Raymond “Rayms” Ciriaco.

Also lending their expertise were PDG Eduardo “Ed” Alvarez, Rotary Public Image Coordinator and PDG Samuel “Sam” Fontanilla, Chair, District Membership Committee.

“Somebody rightfully said, if we plan together, we succeed together,” PDG Bing added.

in Bukidnon, Misamis Oriental, Lanao del Norte, Lanao del Sur, North Cotabato, Sultan Kudarat, Maguindanao and Camiguin.

In his membership status report, DG Manny reported there were 44 clubs at present of which three were new (Iligan East, Metro M’lang, Central Jasaan). Over the last 5 years, the district membership fluctuated between a low of 1,034 (July 2011) and a high of 1,252 (July 2012).

Club demographics show the bulk of its membership (43% or 19 clubs) has 26-50 members with another 21% having 11-25 members.

Under the membership plan for Rotary Year 2014-2014 presented by PDG Samuel “Sam” Fontanilla, chair, District Membership Committee, the district is aiming for at least a 15% net gain in membership from the previous RY. In specific numbers, this means increasing the district’s present membership of 1,240 Rotarians by 217 new Rotarians in its four zones to 1,457 by the end of the current Rotary Year.

As specific targets, the district is looking to bring back to charter strength clubs whose present membership are below this level.

“Clubs with 5-15 Rotarians must increase to 20 Rotarians,” PDG Sam said. “Clubs with 1619 Rotarians must post a net gain of at least 5 Rotarians.”

Clubs with a roster of 2029 must post a net gain of 5, clubs with 30-39 members increase by at least 4 Rotarians while those with 40-49 members should add at least 3 more. Not the least, clubs with rosters of 50 and above must increase by at least 2 members.

On top of this, RI District 3870 also aims to organize three new clubs.

Others include “Undertaking Few but High Impact Projects,” making Rotary more affordable, more fellowship, keeping the family of Rotary involved, and a 100% SAR Payment Remittance in the first three months of every semester.

To keep the public and membership up to date in club and district activities, the Monthly Membership Attendance Report (MMAR) should be published in the Governor’s Monthly Letter (GML) and the Club Weekly and Monthly Attendance Reports published

“We all acknowledge that our district is in need of more Rotarians. But as we invite prospective Rotarians to join our club, we should be upfront not only with the benefits of membership, but equally the obligations of Rotary membership,” PDG Bing noted.
