CAGAYAN de Oro City The Cagayan de Oro Water District (COWD) has turned-over to SM-BDO Gawad Kalinga Village the newly completed water supply system on August 20, which will benefit families who have been displaced by typhoon Sendong.

Kapitbahayan president Eric Buenvenida, received the symbolic award from Alfonso del Fierro, Jr. and Tootsie Besinga of Gawad Kalinga, Constantine Arce of SM-CDO, Jun Banados representing BDO Foundation, general manager Rachel Beja of COWD and Vern Fernandez of the Shelter and Housing Development Multi-sectoral Task Force who represented mayor Oscar S. Moreno.

In the short program, the messages delivered by the key personalities involved in the project centered on gratitude for this development and the call for everyone to be responsible in the use of the water in order to contribute to the conservation efforts.

The water supply system is a joint project of Gawad Kalinga and COWD. Gawad Kalinga provided the materials while COWD provided labor, supervision and overhead.

Smart partners with Wikimedia to provide online encyclopedia

Smart Communications Inc. (Smart) announced on Thursday a partnership with Wikimedia Foundation to provide free access to the world’s largest online encyclopedia Wikipedia to Filipinos.

Wikimedia is the nonprofit organization that operates Wikipedia and its sister projects such as Wiktionary, Wikiquote, Wikibooks, to name a few.

The partnership will allow over 60 million customers of service providers Smart, Talk ‘N Text, and Sun Cellular to unlimited access to Wikipedia, free of data charges in a global program called Wikipedia Zero.

Starting Sept. 5, subscribers will be able to access to the Wikipedia apps (available for iOS and Android devices), or any other Wikimedia sites on their cellphone without incurring

The service will be available only until Feb. 3, 2015.

Smart Public Affairs head Ramon R. Isberto, in a statement, expressed excitement to bring Wikipedia Zero to the country and help create a way to make learning more accessible to millions of Filipinos.

“We have always looked for and promoted ways to use technology and mobile communications to drive learning and consequently, development,” Isberto said.

“Wikipedia Zero is relevant in a country where access to both computer terminals and Internet connectivity is still relatively low, but where almost everyone owns a cellphone,” he added.

Illicit enrichment of public officials and employees Government officials and employees who have enriched themselves while in public service through questionable l acquisition of properties should be prosecuted under a bill criminalizing such an illegal act. This was the contention of a lawmaker.

Rep. Rufus Rodriguez (2nd District, Cagayan de Oro City) authored House Bill 4734, which seeks to criminalize the unlawful acquisition of a public officer or employee of funds or property which is unreasonable if is not proportioned to his salary and his other lawful income, and income from legitimate property.

The bill would be an effective deterrent against graft and corrupt practices.

The acquisition ill-gotten wealth by of public officers and employees has been

taking place in massive proportions.

The criminalization of illicit enrichment will add more ‘teeth’ to the law as the threat of imprisonment and payment of fines will dissuade public officers and employees from amassing wealth at the expense of the public, according to Rodriguez.

Such measure is very necessary.

Rep. Maximo Rodriguez, Jr. (Party-list, Abante Mindanao) said the bill is in consonance with the declared policy of the State that public office is a public trust. Public officers and employees must, at all times, be accountable to the people and serve them with utmost responsibility and integrity.

Of course, the State has the right to recover from

public officials or employees, as well as their transferees or nominees, properties that were not lawfully acquired by them. Republic Act No. 1379 or “An Act Declaring Forfeiture In Favor of the State Any Property Found to Have Been Un l a w f u l l y Acquired by Any Public Officer Or Employee And Providing For The Proceedings Therefor,” aims to enforce this right of the State.

While RA No. 1379 provides a procedure for forfeiture to be followed when said public officials or employees amass, accumulate, or acquire unexplained wealth, and imposes upon them the penalty of forfeiture of the properties unlawfully acquired, said law does not criminalize their acts of unlawful acquisition

Under the measure, any public officer or employee who illegally enrich himself through the unlawful acquisition of properties shall be penalized with 12 years imprisonment or a fine not exceeding twice the amount of the property illegally acquired, or both, perpetual absolute disqualification from public office and confiscation or forfeiture in favor of the government of the unlawfully acquired properties.

AS expected, the impeachment complaints lodged in the House of Representatives aimed at removing President Aquino from office had been junked by the Justice Committee of that Chamber saying they lack the needed substance.

Of course, the groups behind such impeachment complaints cried foul saying their consolidated complaints were never given a chance to have a life. They were aborted shortly after it was allowed to be conceived when it was declared sufficient in form by the same House committee.

The r ig marole t hat happened in the House is actually not new. During the time of Gloria, similar complaints lodged against her were first declared as sufficient in form but never passed the second test to proceed to trial which is the determination as to their sufficiency in substance.

The similarity between the actions taken by the House against the impeachment complaints against Gloria and Aquino actually follows the same pattern.

This means the House as an institution simply follows the same behavioral pattern in pursuit of its political task of determining the impeachment of a sitting President.

The pursuit of the same behavioral pattern only proves that the House is not capable of changing its behavior. Institutionally, it is hopeless to expect the House

ence never showed this to be true. The way the House Committee on Justice disposed of the impeachment complaints against Aquino proved without an iota of doubt the House’s subservience to Malacanang.

The way the House scrutinizes the national budget is another proof in the pudding as far as its subservience to the Palace is concerned. Just consider the point I raised in my previous column where I said the budget allocation is designed to favor Luzon at the expense of the Visayas and Mindanao.

How does this prove subservience? Why will the congressmen and congresswomen coming from Visayas and Mindanao allow this anomaly without a whimper is the proof?

Only subservient House solons could allow such anomaly to happen right before their noses. An independent solon who believes in the mandate given him or her by his or her constituency will surely put up a fight against such abuse

by Malacanang but unfortunately almost all of the solons to the exception of the Makabayan bloc allow this anomaly with open arms yet.

This is truly pathetic.

And because of this, the House has been treated by Malacanang as an institution not worthy of its respect.

This may not be good to the institution but since they allowed themselves

to be treated this way, the blame should be theirs then not on Malacanang.

What is so revolting about this is that the mandate the people had given their congressmen and congresswomen had been rendered meaningless by the very people who sought such mandate. This is being done by the supposed honorable members of the House in exchange for the largesse Malacanang can shower them with. What can’t be denied is the fact that House members need Malacanang’s graces to ensure their very own reelection.

So it is for a very personal and self-serving reason why House members give up their integrity as the people’s representatives. What does this prove to us? It only proves that the interest of the people is less important compared to their personal desire for power, fame and wealth.

They’d rather have their power as the people’s representatives castrated as long as they get what they want from Malacanang. Is this good for the people?

Certainly, not! But wait till election time comes and you’ll have the biggest surprise in your life because the same people will be sent by the people to the House of Representatives.

We need just to chew on that criticism of us and think about it for awhile.

So let’s take all the help we can get, even if it hurts a little, because the truth hurts sometimes.

And if part of that criticism of us is simply not true or fair, then just take the part that is true and do something about it.

As they say, “Spit out the bones and keep the meat.”

It will make you stronger in your character.

So we need just to chew on that criticism of us and think about it for awhile.

God created us to have the charac ter of Jesus Christ.

One of the main reasons He became a human being was to show us the kind of nature and person He designed us to be.

And all it takes is one look at Jesus to know we’ve got a long way to go to become that kind of person!

So let’s learn all we can and take all the help we can get—even from our critics.

The truth may hurt, but it also can set us free from our wrong attitudes, motives, and behavior.

That’s the only way we can start becoming all we were made to be.

-oooCRIME IS NOW PART OF FILIPINO LIFE: Crime and criminality in the Philippines are becoming ordinary occurrences and are apparently accepted now as part of the Filipino’s day-to-day experience. People are being killed right inside their homes or in nearby areas, and, in many cases, in broad daylight and in the presence of many on-lookers yet. Perpetrators of these crimes are no longer afraid of being seen committing their offenses.

Why are all of these happening in a country whose citizens are supposed to be God-believing and Godfearing? There are many reasons: government and its officials are no longer feared because they cannot do anything anyway to bring the perpetrators to justice, and victims more often than not fail or refuse to prosecute the criminals, either because they have agreed to be paid through amicable settlement, or because of fear of the offenders.

-oooCRIME AND CRIMINA L I T Y F OR ETOL D : Whatever these reasons maybe, one thing is clear though. Crime and criminality have been prophesied to happen at some point in the history of mankind, and it is clear that the prophecy is now coming true. If it is any consolation to Filipinos, however, such crime and criminality are happening not only in the Philippines now, but in many other parts of the world.

Where is the prophecy about crime and criminality written? In 2 Timothy 3:1-5 of the Bible, that’s where.

Some parts of these verses say: “But understand this, that in the last days difficult times will come. For people will be lovers of themselves, lovers of money, boastful, arrogant, blasphemers, disobedient to parents, ungrateful, unholy, unloving, irreconcilable, slanderers, without self-control, savage…”

Why have many people become criminal-minded and fond of criminality? It is because they have chosen to listen to, and believe, doctrines and teachings from the devil. In 1Timothy 4:1 of the Bible, it is written: “Now the Spirit explicitly says that in the later times some will desert the faith and occupy themselves with deceiving spirits and demonic teachings, influenced by the hypocrisy of liars whose consciences are seared…”

-oooADDRESSING CRIME IN OUR MIDST: Indeed, this phenomenon could have been totally fascinating, were

How are we to address this malady then? With the Word of God, of course. Every believer is now mandated to go and proclaim this Word, as the only means by which lost souls can be saved. But a believer can only “go and proclaim the Word” if he is well-versed and is obedient to the Word.

-oooWHAT BELIEVERS MUST DO AT THIS POINT: This is the reason why believers who are convinced they have been called to participate in the “plan of God” must start reading the Bible, and spend time meditating on, and obeying, its verses. The time is coming where every willing believer will be sent to proclaim His Word and make everyone His disciples, baptizing people in the name of the Father, Son, and Holy Spirit, and teaching them everything He commanded us to do.

In fact, everyone who believes in Jesus as God and Savior must not forget His admonition, in Matthew 24:14, about the coming end of the world. The end, Jesus said, will not come unless His Gospel is preached to all the nations. Evidently, He wants His Word to be proclaimed to everyone, because it is only through His Word that salvation can come.

Diversification that Works

Still the visionary, Andrew Sr. does not get tired of seeking new business opportunities especially with the power of the internet.

Admittedly now more laid back and relaxed, Andrew Sr. might have passed on the baton to the next generation of Gotianuns, but he still dabbles in researching new business frontiers that allows them to take on diverse business interests.

“He uses the internet to research a certain business that he is interested in,” Josephine adds. “And he PRINTS OUR TONS OF RESEARCH AND makes us read it. My father does not

get tired of doing research.”

The Gotianuns saw potential business opportunities during their trips here and abroad. Andrew Sr. and Mercedes personally did their research on their first bank, interviewing small bank owners in the U.S., following their business models and fine tuning them to fit the Philippine setting. Their trips to Florida gave them ideas about guarded subdivisions and subdivisions for the middle class in the mid-60s.

Andrew Sr. has no regrets defying the norms of his time and is passing it on to the next generation.

Once operationalized, the processing plant is expected to produce an average of 550 rolls of geonets, 870 bundles of baled fiber and 3,600 sacks of bioorganic fertilizer monthly.

If the target production is met, the cooperative would earn P990,000 on geonets, P580,000 on baled coco fiber and P720,000 for coco peat bio-organic fertilizer per month.

Baled fiber is priced at

P660 per bundle (60-70 kilos), geonets is at P1,800 per roll (with deliveries to Davao, Cagayan de Oro, Surigao del Sur and Ozamiz) and the bio-organic fertilizer is at P200 per sack, data from the business plan show.

Under I-REAP, PRDP will assist MCOCO, the proponent group, in engaging into marketing agreement contracts with institutional buyers as well as other marketing activities.

“We are looking at upgrading groups that are ready to scale up their business instead of start-ups or assembling groups to do enterprise,” said PRDP national deputy program director Arnel De Mesa.

He added that the PRDP undergoes through the process of coming up with business plans to determine which viable enterprises are going to be supported under the I-REAP component.

The proponent group has already identified buyers and market for the proposed products. It also targets around 10,000 banana grow-

ers in Lanao del Norte as market for the coco-peat.

The business plan cited the growing demand for geotextile and weaved coconut fiber twines in countries like China and the US. However, the lack of technology, equipment support and capital has limited the opportunity for the production of the said coconut by-products.

MCOCO has previously engaged into coco coir production through a P3.5-million livelihood funding assistance from the Mindanao Rural Development Program (MRDP) that enabled them to produce coconut by-products like geonets and baled coco fiber.

The project is also expected to generate more employment with 850 families in five barangays to be engaged as coco fiber twinners from the previous 170 families in only two barangays. MCOCO will also train them under the expanded production. (JM Rosas, DA-MRDP)

Tigerair destinations now available in Cebu Pacific Air website The Philippines' leading airline, Cebu Pacific Air (PSE:CEB) makes its network wider, now that its interline agreement with Singapore's largest low-cost carrier, Tigerair Singapore, has reached its final phase.

2 LPAs continue to dump rains until Friday, says Pagasa THE two low-pressure areas (LPAs) inside the Philippine Area of Responsibility (PAR) will continue to dump light to moderate rains in the whole country in the next 24 hours, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Thursday.

In an interview, PAGASA weather forecaster Meno Mendoza said that as of 4 p.m., one of the LPAs was estimated based on all available data at the vicinity of Dagupan City

(16.0ºN, 120.2ºE), while the other LPA was located at 440 kilometers east of Virac, Catanduanes (14.4ºN, 128.8ºE).

Mendoza said the LPA located in Dagupan has a slim chance to intensify into a tropical depression as it interacts in landmass.

He added that the other weather disturbance located off Catanduanes has a high chance to intensify into tropical depression since it is still in the sea.

MISAMIS Oriental––Governor Bambi Emano on Thursday announced the release of the salaries of some 340 “summer job” beneficiaries even as he also ordered to fast track the payment of the the salaries of the remaining about 300 summer job students.

Emano said: “There are some documentary requirements that must be complied with by the Special Program for the Employment of Students (SPES) beneficiaries who have not yet

received their salaries. I ordered our Public Employment Service Office (PESO) manager to get in touch with these beneficiaries and give them the list of the requirements they must submit soonest.”

by Municipal Indigenous P e o p l e ’s M a n d a t o r y Representative (IPMR) Datu Arturo Davao in a Press Conference on the Gupitan Incident held at ABC Hall, Kapalong.

“We, the tribal leaders, signed a manifesto declaring war after a number of NGOs tried to enter our ancestral domain disregarding our agreements,” Datu Davao said.

Davao added that ten NGOs tried to enter Brgy.

Gupitan twice and that he revealed KARAPATAN and PASAKA were among those NGOs. “At f irst, we (tribal leaders) had a dialogue with them and told them not to enter certain sitios because of ongoing encounter between the

army and the NPA. But during the dialogue, they insisted and I had to stop the forum since discussion got heated up,” he said in Visayan dialect.

Davao then requested the NGO to set another schedule to continue the discussion.

“However when they returned, they did not pass

by us. It’s a disrespect for us,” he said in Visayan dialect.

SPMC quarantine facility hosts suspected MERS-CoV DAVAO City - The isolation building at the Southern Philippine Medical Center is hosting three suspected Middle Eastern Respiratory Sy nd rom - C oron av i r u s (MERS-CoV) patients for quarantine.

One of the three patients is a nurse from Saudi Arabia identified as “AP” who was confirmed to have the virus, the second case in the country.

The nurse husband is also among those confined in the facility. The other person has not yet been identified as of press time.

AP arrived from Saudi Arabia last August 28, she was exposed to a MERS-CoV patient while working in Saudi Arabia and underwent tests after feeling sick. She initially tested negative but days after her return results came out in Saudi Arabia in which she tested positive.

The nurse is currently not manifesting any symptoms of the disease. The DOH is currently tracking other people who came in contact with the nurse particularly the 143 co-passengers of the nurse during her flight from Manila to General Santos.

Meanwhile Dr. Ricardo Audan, SPMC chief of clinics said the hospital is capable of treating the patient but they only have three rooms in the isolation ward. The medical staff are using Personal Protective Equipment in dealing with the patients.

Audan said the nurse has been cooperative with the medical personnel. Further tests were made and samples sent to the Research Institute for Tropical Medicine for confirmation.

Also Department of Health Region XI director Abdullah Dumama Jr. M.D. said during Kapihan sa Abreeza last Friday (August 29) that the DOH central office has instructed him to start the canvass of materials for the construction of a negative- pressure room which will be located in SPMC. The negative pressure room is needed to isolate patients with Ebola, SARS (Severe Acute Respiratory Syndrome), MERS-CoV, avian flu and other contagious virus disease. The budget for the facility will be P5.5 million.

Groups warn ‘death’ of tuna industry with unregulated FADs GENERAL SANTOS CITY – Various groups have reiterated their call for the regulation of fish aggregating devices (FADs) in the Philippines to ensure the sustainability of the handline fishing sector, which produces large mature fresh tuna stocks sold in the domestic and foreign sashimi market.

Unregulated FADs by purse seine fishing will lead to the eventual collapse of the tuna industry, asserted the group, whose representatives gathered here for the 16th National Tuna Congress (NTC).

In a statement, Greenpeace blamed the FADs put up by purse seine fishers to the massive decline in bigeye and yellowfin tuna stocks in the Pacific Ocean.

Bigeye tuna is one of the most valuable tuna species regularly caught in the Western and Central Pacific Ocean and fetch a high price in the sashimi market.

Bigeye tuna overfishing is partly attributed to the failure to manage tuna purse seine fishing associated with FADs-buoys or rafts that drift or are anchored to attract and aggregate pelagic fish, making them easier to find and catch, Greenpeace said.

However, FADs do not increase the abundance of fish, but only redistribute them into a smaller area, it added.

The catch of baby yellowfin and bigeye tuna can go as high as 24% of the total catch for the Philippine purse seine fleet that use FADs in the Pacific High Seas Pocket 1 (HSP1), the statement said.

In 2013, the Philippine fleet caught a total of 2,774 tons of

yellowfin tuna and 478 tons of bigeye tuna in HSP1, but the juvenile haul was undervalued and were only sold at the same price as skipjack tuna for canning, at about 10 percent of the market price of a mature yellowfin and bigeye tuna, it noted.

“Tuna handliners are not only feeling the pinch, but they are worried for the collapse of the industry itself,” said Raul Gonzales, spokesperson of the Alliance of Tuna Handliners here.

He said that purse seiners usually catch bigeye or yellowfin tuna that is about 40cm long, or one kilogram, similar in size to an adult skipjack tuna for the canning industry.

“However, that tuna is considered a baby for us in the handline sector. We should only catch the large mature fish that is more than a meter long, using

one hook for one fish. This way, we allow the tuna to reproduce and ensure that the stock is viable, not to mention fetch a good market price,” Gonzales said.

Philippine fishing fleets in the high seas have deployed an estimated 3,000 anchored FADs and 7,200 drifting FADs in the Western Central Pacific Ocean.

Within the country’s exclusive economic zone, there are at least 3,000 to 5,000 FADs, with the numbers constantly on the rise due to a lack of regulation and an active program by the Bureau of Fisheries and Aquatic Resources (BFAR) to deploy and encourage the use of FADs, Greenpeace said.

Jose Ingles, policy officer for the World Wide Fund for Nature – Coral Triangle Programme, said that juvenile fish “can be as high as 100 percent of the catch in purse seine and

ring nets using FADs in Philippine waters.

“Our current fishing practices are no longer sustainable and have far reaching effects beyond the country’s territory.

We need to find a way to address this problem urgently if we want a viable tuna industry in the future,” he said.

Vince Cinches, Oceans Campaigner for Greenpeace Philippines, urged the government to progressively increase the FAD ban period until a there is a full ban on the use of FADs in purse seine fishing in the near future.

“It’s time that we make these changes to save our fishing industry and restore the country’s top status in the international tuna arena,” he said.

The BFAR has implemented an annual three-month ban on FAD fishing since the last few years. (mindanews)

Inculcating Values Towards School Children is A MUST

It has been observed that values among school children are deteriorating. Is this the effect of high technology or the call of time?

The education system is forging ahead in terms of technological advancement, for achieving excellence but positive values are vanishing.

According to Naragginti Redde, values are virtues, ideals and quali-

ties on which actions and beliefs are based. Values are guiding principles that shape our world outlook, attitudes and conduct.

Values however are either innate or acquired. Innate values are our inborn divine virtues such as love, peace, happiness, mercy and compassion as well as the positive moral qualities such as respect, humility, tolerance, responsibility, cooperation, honesty and simplicity.

Values Education must be given importance to promote the value of obedience , courtesy , honesty , modesty, patience, helpfulness, humbleness, cleanliness and love of God and nature.

“Where did we go wrong ?”

It boils down to value formation learned at home as well as in the school. The school has the big role in forming values. We need to infuse values in our teaching and

put into practice in our daily living.

First and foremost in the elementary level, values education should be given emphasis rather than achieving excellence in academic because this is not only the foundation of knowledge but more importantly in forming positive values as what the saying implied “ Sa mata ng bata ang mali naging tama”..

We know today children are tomorrow's citizens. If we give good education and inculcate values to the present day children, the future of the next generations will not commit this “Seven sins: wealth without work, pleasure without conscience, knowledge without character, commerce without morality, science without humanity, worship without sacrifice, politics without principle,” as quoted by Mahatma Gandhi.

Now a days, technology and education are quite inter-related . Almost every teacher has some favorite technology tools that he/she use to involve the pupils in the lecture.

With the advancements in the fields of Information C ommunication Technology (ICT) , the educational tools are also constantly evolving along with the addition of some better functionality and features .

Every teacher in the teaching profession dreams that their classroom lectures and discussion are meaningful and unforgettable to the children so that the children can grasp the lessons with interest . Now with the use of advance

modern technology tools teachers find it enjoyable and more interesting and challenging to learn.

Most public schools in the Division of Cagayan de Oro had equipped high-tech facilities such as E-Classrooms, Text to Teach Classrooms , etc.

NAAWAN, Misamis Oriental–– Second district Rep. Juliette T. Uy has expressed her strong support for the swift passage of the Sangguniang Kabataan (SK) reform bill which Senator Ferdinand “Bongbong” R. Marcos Jr. is pushing.

Uy, who helped in organizing the dialogue with students held in the Mindanao State University (MSU) in Naawan campus on September 4, said she will do her best to have the SK reform bill be

approved next year.

She told the participants, majority of them are college students, that Bongbong’s visit to MSU-Naawan is to listen to--and answer issues hounding the SK. Besides, she said, Bongbong will be able to personally see the real condition of the 26-hectare MSUNaawan campus. Bongbong, she added, is the chair of the Senate committee on local government, public works and infrastructures.

In his speech, Bongbong explained to the students and youth leaders his own version of SK reform bill which he called the

“Youth Development and Empowerment Act of 2014” Aside from its enabling mechanisms for meaningful and effective youth participation in nation building, the new measure is seen to strengthen the youth movement through the creation of local councils from the national up to the municipal level.

Once it becomes a law, Bongbong said the government will set aside P50 million as initial fund for the training and other youthrelated activities and projects.

He said the holding of the mandatory continuing training

will not only sharpen the skills of the SK officials, but will also instill among them the values of honesty and integrity.

He added that elected SK officials must undergo the mandatory training before they are allowed to hold public office.

Bongbong said one of the most important features of his measure is the expansion of age limit.

Under the measure, the age limit for SK officials will be expanded from 15-17 years old to 15 to 30 years old. The House version, he said, is 18 to 30 years old.

He explained that SK officials, under the present condition, are unable to do their function well, especially when it comes to the use of funds, because they did not yet reach the “age of majority.”

But with Bongbong’s version, problems such as entering a contract or agreement done by SK officials to any parties will no longer be a problem. “They will be given full autonomy,” he added.

In 2013, the committee on suffrage and electoral reforms in the Lower House voted to postpone the SK elections until the last Monday of October 2016.

DOH: One MERSCOV case in PH

UTUAN City - The Department of Health (DOH) reported that a MERSCOV (Middle East Respirator y Syndrome Corona virus) asymptomatic case has entered the country from Dammam, Kingdom Saudi Arabia.

In an email report to Mindanao Daily NewsButuan, the DOH said two nurses (CB and AP) came to the country via Saudia Airlines on August 29, 2014. It said both were asymptomatic at the time of their entry. A health check was conducted on them as a precautionary measure, it said.

During their arrival, the nurse (CB) was fetched

by 10 relatives, including two grandchildren. The other nurse (AP) stayed with nurse (CB) until her scheduled flight to her home on August 31.

On September 2, the nurse (CB) and her two grandchildren developed fever. The three of them, together with the other well-wishers, sought consultation at the Lung Center of the Philippines.

They were all tested negative for the disease.

P r e v i o u s l y, h e a l t h authorities from Saudi Arabia relayed to the nurse (CB) that the test conducted on them in Saudi revealed that she was negative for MERSCOV, while the other nurse (AP) was positive.

and provided the agency o f h e r c o m p a n i o n’s whereabouts. The nurse (AP) was located in South Cotabato and was admitted at the Southern Philippines M e d i c a l C e n t e r. S h e was asymptomatic upon admission. Her specimen was sent to the Research Inst itute for Tropi c a l Medicine for further testing and confirmation.

The DOH stressed that the government is exerting all efforts to locate all passengers on board the Saudia Airlines, including domestic flight to South Cotabato.

well as their families.

MERSCOV is a highly fatal respiratory illness presenting an influenzalike illness characterized by fever, cough and often with diarrhea. There is limited data on its transmission but possible through direct c ont a c t of h ou s e h o l d members and health care prov i d e r s e x p o s e d t o confirmed cases. Diagnosis of the disease is made through serology and/or DNA tests while treatment remains supportive.

The DOH says there are still no travel restrictions to and from the Middle East countries. Filipino travelers to the Middle East countries are advised to avoid contact with persons with influenza-like illness and should observe frequent

utuan C i t y - In response to the Millennium Development Goal (MDG) 1 which is to eradicate extreme poverty and hunger, the Department of S o cial Welfare and Development (DSWD) Field Office Caraga turned over a check amounting to seven million five hundred ninety seven thousand and two hundred pesos (Php 7,597,200.00) to Butuan City Local Government Unit on August 30, 2014 at City Social Welfare Development Office (CSWDO) which is intended for the 2014 Supplementar y Feeding Program (SFP) implementation.

DSWD-XIII Sectoral Head Aldie Mae Andoy explained that the said fund is provided by the Department to cater eighty – six (86) barangays, one hu nd re d t welve ( 112) day care centers (DCCs), and four thousand eight hundred seventy (4, 870) DCC children in the city. “ The SFP aims to prov ide aug ment at ion support for feeding children in the LGU-managed D C Cs and Sup er vis ed Neighborhood Play (SNP) areas and communities, to improve knowledge, attitude and practices of children, parents, and caregivers through intensified nutrition and health education, and to improve and sustain the nutritional status of the target beneficiaries,” added Andoy.

Dinagat Islands joins 20th NCPW, peace month celebration

AMBOANGA CITY - The Department of Justice (DOJ) clarified that the members of the Moro National Liberation Front (MNLF) involved in the September 2013 siege will not be brought back to this city to face trial of the cases filed against them.

Deputy Regional Prosecutor Peter Medalle made the clarification as he allayed fears of the residents who are apprehensive the presence of the accused might stir panic and might cause disturbance.

All of the accused are presently detained in Camp Bagong Diwa where they were transferred from this city for security reasons.

Medalle said the Court has come up with such procedure aimed to give justice to the victims and to the accused.

Zamboanga City - More than a hundred newly hired community development workers of the Department of Social Welfare and Development (DSWD)-9 attended recently a twoday pre-deployment orientation to acquaint them with their tasks and duties.

Atte n d i ng t h e s ai d orientation were Area Coordinators, Community Technical Facilitators (Engineers), Community Financial Facilitators and Community Empowerment Facilitators who were hired under the Kalahi CIDSS-National Community Driven Development Program (NCDDP) of the DSWD. They will soon be deployed to the different target municipalities in the region to implement the NCDDP in coordination with the municipal and barangay local government units. They are also tasked with providing technical assistance to the community volunteers.

DSWD-9 in a news statement said “the two-

day orientation tackled the processes, features and basic principles of the program. Aside from this, pre-entry activities and the technicalities of the program implementation were also briefly discussed.”

The said orientation was the first in a row, as two more batches will be conducted in the cities of Pagadian and Dipolog.

The DSWD news statement further disclosed that a total of 46 Area Coordinators, 46 Engineers, 46 MFAs and 248 CEF were hired, and are scheduled to be deployed in first week of October after undergoing an extensive training and orientation on the program.

Kalahi CIDSS-NCDDP is an expansion of the Community Driven Development (CDD) strategy that has been proven effective by the Kalahi-CIDSS Program for over 10 years.

He said the case detection rate in this city also increased by 30 percent for the past five years from only about 73 percent in 2009 to 103 percent this year.

Agbulos also cited the success in TB cure rate, “from a low figure in 2009, we were able to increase it to about 93 percent” this year.

He said the program on TB control and prevention will continue to further reduce the morbidity rate.

Villaroman added that the city’s responders from Central 911 were trained in handling hazardous materials.

The authorities identified the owner as Ellen Brasillo.

“According to the owner, the container came from Sasa Wharf and it should be transported to Maramag, Bukidnon,” said Insp. Salvador Flores, Davao City’s Bureau of Fire officer of the day.

The investigator said that the truck was parked on fresh asphalt and the left rear tire was also sitting on a deep hole. The heavy load further contributed to the truck turning on its side.

Flores said formic acid is dangerous because it is corrosive, flammable and could easily damage the skin.

The chemical was also highly odorous, with the fumes crossing the People’s Park.

It is used in processing rubber, leather, textile, and electronic goods.

The authorities, meanwhile, covered the chemicals with sand.

In an interview at Thursday’s Philconstruct Mindanao at the SMX Convention Center in Lanang, a specialist in hauling services said there were specialized trucks that could carry the chemicals and the owners of the liquid should not have used a truck that did not have an enclosure.

Shacman Motors account manager Jessie Catinoy said there are proper ways to transport hazardous waste.

“We use different kinds of vehicles for hazardous waste such as LPGs and gasoline as well as acids,” he said.

Catinoy added that specialized trucks are more suitable for handling hazardous waste and commercial

vehicle owners should be aware of this, he said.

Earlier this year, the city government created a multiagency task force to properly regulate and ensure safe practices of persons and entities handling or engaging in businesses involving flammable, hazardous, toxic or dangerous substances.

The EO said the task force will determine the appropriate action relative to the proper enforcement of all applicable laws that govern the proper management, transport and distribution of these chemical substances.

Classes at the Kapitan Tomas Monteverde Elementary School were suspended after the BFP reported the incident to the Department of Education.

Leonida Polestinos, school principal, said they automatically announced the suspension of classes until there is an advisory that it is safe for the students to go to back to their classrooms. (MindaNews)

Regional Director IX Julita A. Ragandang approved the PAMANA - ARA projects prior to implementation. The Lady Director hopes that these will be properly maintained and sustained. In such manner these will benefit not only the local populace but also their children’s off- springs.

Program Beneficiaries Development Division Chief Engr. Josephine G. Sisican said that these 25 projects directly benefit 1,896 Agrarian Reform Beneficiaries and some 6,088 households with the thirty four thousand populace in Dinas, ZDS. “ These projects are among the 30 projects in Dinas out of 166 projects in 166 barangays as DAR’s legacy to the public under

the PAMANA – ARA Phase I, in Labangan, Dimataling, Dinas, Tabina, San Pablo and Aurora in ZDS”, PAMANA Pt. Person Decena added.

Moreover, Hon. Vidad and PAMANA – ARA National Coordinator Jerry Pascua, are thankful of the completed projects. Both commended the DAR – ZDS - OPAAP- P/M/BLGU team, for their cooperation, wisdom and unity without which the impressively completed projects in Dinas would not have materialized.

Meanwhile, PARPO I Sherwin B. Tubog relayed that a Write shop on Project Proposal, Program of Work and Detailed Engineering Works for the 44 PAMANA projects in Aurora, ZDs was held from August 26 - 27, 2014.

Finally, PARPO II Soria enjoined the implementers to be resolute in pursuing PAMANA – ARA. “By this, conflict will be resolved by providing infrastructures which promote peace and establish social cohesion.

Since then and until now, the Machiavellian theory remains popular among those who desire power.

The despotic and corrupt leaders refer to the Machiavelli’s writings as the bible of staying in power at all costs.

There is a notion that those who want to win the modern day election and stay in power should hire the best interpreter of the Machiavellian theory. Aside from correctly interpreting the theory, those in power should apply the Machiavellian principle as a matter of political survival.

Undoubtedly, the doings of modern day politics have the semblance of Machiavelli’s principle in action. One could observe the behavior of modern day politicians without much difference from that of the medieval period. Perhaps, the despotic rulers of the past would, at all times resurrect, as an affirmation of Machiavelli’s writings.

One should not anymore marvel if the leaders of the

government would desire a change in laws and legislation. One should not be surprised anymore if one morning the army would rise to rule the government.

Machiavelli said that these are scenarios purposely created by the corrupt leaders who want to hold on to power despite protest by the “ignorant” constituents.

Dads okay exchange with NMMC to power up JRBGH

THROUGH Ordinance No. 12828-2014, the City Council during its regular session Monday presided over by Councilor Lourdes Candy Darimbang, authorized Mayor Oscar Moreno to enter into and sign the Deed of Exchange with the Northern Mindanao Medical Center (NMMC) covering the latter’s one unit functional generator set with higher capacity and the city’s existing and functional generator set stationed at the J.R. Borja General Hospital.

This is in response to the letter of J. R. Borja Chief of Hospital Dr. Evelyn Perez who cited that higher-power generator set will be used to address the power requirements of the hospital during brownouts and power outages in the city.

The hospital chief said the exchange is necessary considering the recent expansion being undertaken at the hospital, particularly the operation of the East Wing, which would require a corresponding increase in emergency power requirements.

The legislation was favorably endorsed by the committees on health and sanitation and on laws and rules chaired

by Councilors Dante Pajo and Ramon Tabor, respectively.
