DTI turns over P2.5M povertyreduction projects in MisOcc

SAPANG Dalaga, Misamis Occidental – Some P2.5 have been turned-over by the Department of Trade and Industry (DTI) to the municipal government, here, for five of their povertyreduction projects, this year.

Contained in five separate checks, the amount actually represent 29.6 percent of P9.6 million, the total amount and 28 percent of a total of 18 projects implemented by DTI under the 2014 Grassroots Participatory Budgeting (GPB) Process in the province.

The checks were in the name of the following proponent organizations: Casul Fishermen’s Cooperative (CAFIMCO), P500,000, for Geo Net Production; and Libertad Indigenous Peoples (IP), for Bamboo Development, P800,000.

AGAYAN de Oro City - The House Committee on Education led by its chairman, Rep. Roman Romulo, conducted a public hearing, here, at the gymnasium of the Mindanao University of Science and Technology (MUST) in Cagayan de Oro City, for the establishment of the University of Science and Technology of the Philippines.

The legislative measure, if approved by the House, will convert MUST and the Misamis Oriental State College of Agriculture and Technology (MOSCAT) into the University of Science and Technology of the Philippines (USTP).

TESDA Dir. Gen. Villanueva ramps up technical vacational initiative in Caraga, NorthMin

The MORESCO-1 workforce extends its joy and pride, being part of the TREEVOLUTION activity last September 26, 2014 (Patag, Opol and Lubilan, Naawan, Misamis Oriental), that the Philippines indeed achieved the target of setting a new world record for the most trees planted in an hour, with 3.2 million seedlings as part of a national forestation program. Accordingly, the official certification from Guinness World Records has not been given yet, but government officials are confident that the Philippines broke the old record of 1.9 million trees planted in India on August 15, 2011. The most important achievement, however, is our contribution to Mindanao’s target of 690,815 hectares planted by 2016 (30% land cover); at the same time instill environmental awareness and promote proactive participation to help on our forests’ recovery.

Touching base with partner local government units, training institutions and industry associations in the promotion of technical vocational (tech-voc) education, Secretary Joel Villanueva vowed to bring more scholarships, greater training opportunities and a bit of entertainment with skills demonstration and basketball exhibition games featuring tech-voc graduates.

Villanueva, director general of the Technical Education and Skills Development Authority (TESDA), hit the road on October 7 for his four-day trip that would take him to the Caraga and Northern Mindanao regions.

“At each stop, we will point out the government’s efforts in ensuring that every Filipino youth has the opportunity to achieve quality education that is affordable and relevant, and potential

avenue for employment,” he said.

In his first event on Tuesday at Robinsons Mall in Butuan City, Villanueva led in awarding scholarship vouchers to beneficiaries before motoring to the TESDA Provincial Training Center in Surigao del Norte to speak at the TVET (Technical Vocational Education and Training) Stakeholders, Trainers and Assessors Conference.

On October 8, he traveled to Cabadbaran City in Agusan del Norte and to Gingoog City in Misamis Oriental to attend the graduation rites of the Global Mindanaw Polytechnic Inc. and meet with local officials.

In the city, Villanueva joined the basketball exhibition game dubbed “Shoot for your Dreams” organized

by TESDA Region X as part of its social marketing and advocacy program.

Aggie dept pushes for fully integrated food supply chain

F

ood production in commercial scale, coupled with value adding, is the way to go if small-scale scale producers are to shift from subsistence to competitive farming. And the Department of Agriculture does it part by providing them access to an integrated food supply chain and other needed support such as improved infrastructure to make them more productive and competitive, Agriculture Secretary Proceso Alcala said on Friday.

Speaking at the Asenso Partners Farmers’ Congress organized by the Soro-Soro Ibaba Development Cooperative (SIDC) in Pili,

Camarines Sur, Alcala said DA is aggressively undertaking the establishment of trading hubs in key food producing regions across the country to facilitate trade and investments.

Called Agri-Pinoy Trading Centers (APTC), these hubs will directly link food producers to bigger markets within or beyond the region, assuring them of better prices in exchange for their hardwork and sacrifices.

For consumers, it means a more stable and affordable supply of basic food items such as vegetables, fruits, fish and meat.

He cited the P400-million Agri-Pinoy Trading Center (APTC) inside the Benguet State University campus in La Trinidad, Benguet that DA hopes to open by early 2015. Once fully operational, Benguet

APTC — which Alcala personally visited a day earlier – will be linked up to the Urdaneta APTC for lowland vegetables and the Dagupan fishery center for bangus and other marine products.

The provision of needed infrastructure is just a component of the plan. Alcala said DA takes a holistic approach to this program, taking into account the technological and social requisites of the desired progress – from the farmer’s field, to the processing facilities, to the consumer.

Farmer- and fisherfolkbeneficiaries are being trained on site-specific production technologies

anchored on globally accepted quality and safety benchmarks, and taught to practice sustainable agricultural systems such as integrated pest management and organic farming to reduce costs while protecting the environment.

They are likewise encouraged to increase and diversify production and to engage in value-adding activities to maximize their profits.

“We want small-scale farmers and fishers to become prosperous rural entrepreneurs,” he said in previous interviews. “This is the key to sustainable food security and inclusive

economic growth,” he added.

DA is set to launch this year seven trading and processing hubs nationwide, built in tandem with local government units and farmers’ and fisherfolk’s organizations. These include the P28-million corn trading and processing center that DA recently opened in Barangay Talumpang in Tayabas, Quezon.

The Department of Agrarian Reform (DAR) has issued new rules and procedures governing cancellation of registered emancipation patents (EPs), certificates of land ownership awards (CLOAs), and other titles issued under the agrarian

reform program through Administrative Order No. 07, Series of 2014.

Secretary Virgilio R. de los Reyes said this amendatory Administrative Order is accordingly issued to highlight the indefeasibility of the EPs, CLOAs, and other titles distributed under agrarian reform, emphasize due process in the cancellation proceedings, streamline the cancellation process before the DAR Secretary, protect the interest of the farmer beneficiaries, and improve the access to justice of farmers before the DAR. De los Reyes said the

new administrative order applies to all cases involving involuntary cancellation of individually registered EPs, CLOAs, and other titles issued by the DAR under any agrarian reform program.

He cited among others the following grounds for the cancellation of EPs, CLOAs, and other titles issued, such as retention area of the landowner; landholding is excluded or exempted from coverage of CARP, P.D. No. 27, or any other agrarian reform laws; defective or irregular Notices of Coverage (NOCs); the landholding falls under the exclusive

authority of the Department of Environment and Natural Resources (DENR) or the National Commission on Indigenous People (NCIP).

Also, erroneously-issued titles; nullification of DAR Clearance; misuse or diversion of financial and support services extended to ARBs; misuse of the land; material misrepresentation of the ARB’s basic qualifications; premature conversion by the ARB; Also sale, transfer, lease, or any other form of conveyance by a beneficiary of the right of ownership, right to use, or any other usufructuary right over the

land; deliberate and absolute non-payment of three (3) consecutive amortizations in case of voluntary land transfer/direct payment scheme; deliberate and absolute failure of the ARB to pay at least three (3) annual amortizations to the Land Bank of the Philippines (LBP); willful and deliberate neglect or abandonment of the awarded land; or Acts and circumstances analogous to the foregoing.

the USTP is unique, as it composes four representatives from top private firms and two Filipino scientists, among others.

The main campus of the University will be established in Alubijid, Misamis Oriental.

The public hearing received overwhelming support and is expected to be put on the floor in the 16th Congress, as it opens session on October 20, 2014.

Northern Mindanao is mainly agricultural, but has booming industries, particularly in Cagayan de Oro and Iligan. The five provinces under it are Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental.

Caraga, meanwhile, is being envisioned to be the Fishery, Agro-Forestry, Mining and Eco-Tourism hub of the country by 2030 by developing the region’s abundant resources.

“If this is the vision, then the region will need skilled workforce, and TESDA and its partner institutions and local government units are here to provide them,” Villanueva said.

He lauded SIDC for being instrumental in transforming the lives of its members, a possibility turned into reality through its many agribusiness ventures that made it a billionaire cooperative.

Founded in 1969 in Barangay Sorosoro Ibaba in Batangas City, SIDC has grown to become one of the country’s most successful cooperatives with membership of around 18,500 from Southern Tagalog, Bicol, Central Luzon and Panay Island. Its latest available final report showed it has capitalization and investments worth P1.5 billion.

Its website described SIDC as a pioneer in contract hog raising and practices integrated farming as it mills its own feed and offers veterinary and marketing support to its members.
