Davao City expects some P5.3 billion budget in 2015

AVAO City - Davao City Council Committee Chair on Finance, Ways and Means Appropriation Councilor Danilo Dayanghirang disclosed Tuesday that the city expects an increase in its 2015 budget from P 5.1 billion this year to P5.3 billion next year.

Dayanghirang said the Department of Budget and Management (DBM) has informed the city government of an increase in the city’s Internal Revenue Allotment (IRA) of P400 million.

The P400 million, he said, is about 14 percent increase from the city’s cur-

rent IRA. The city is now in the thick of preparation for the 2015 annual budget.

Dayanghirang said this will be complemented with the local taxes with an estimated increase of 10 to 15 percent as against the current collection.

He disclosed that in 2012 the tax collection was rather low but “when we, together with Vice Mayor Paolo Duterte started to expose issues affecting revenue generation there has been an improvement in our tax collection”.

“We noticed that the collection in the real property tax (RPT) in 2013 was just collected in a matter of three months this year,”

he said.

Dayanghirang expects a mark improvement of the tax collection although they still need to see the report of the City Treasurer.

He said the RPT is about 20 percent of the city’s total collection while others come from the business taxes.

In comparison, Dayanghirang said Davao City in 2012 had an annual budget of P4.5 billion; P4.8 billion in 2013 or an increase of P300 million from 2012; and, P5.1 billion in 2014 with an increase of P400 million.

Dayanghirang also the approved Supplemental Budget No. 1 amounting

to P217 million will be endorsed to Mayor Rodrigo Duterte for signature.

He said part of the appropriation of the supplemental budget will go to the salary of police auxiliary of about P44 million; Lingap sa Mahirap Prorgam of P37 million; P2 million for repair of the Central 911 vehicles and an appropriation for signing bonus of the 2,000 employees at P5,000 each.

He also said that the request for additional budget will go to Personal Services, Maintenance and Operating Expenditures, Social Services, Infrastructure and Peace and Order.

Simplified food, drugs safety compliance for investors The Department of Trade and Industry-Board of Investments (DTI-BOI) and the Department of HealthFood and Drug Administration (DOH-FDA) have agreed to simplify investor compliance on food and drug products safety through a Memorandum of Agreement (MOA) on Tuesday.

“This will hasten the facilitation of issuance of FDA permits and licenses for

BOI applicant or investors,” BOI Director Domingo I. Bagaporo said during the MOA signing inked by BOI Executive Director Atty.

OFWs in South Korea to get 7% increase in 2015 proposed wage

By Ferdinand G. Patino Overseas Filipino Workers (OFWs) in South Korea are set to get an increase of 370 Korean won per hour or 7.1 percent in their salaries next year after the South Korea Minimum Wage Council approved the additional wage.

Labor and Employment Secretary Rosalinda Baldoz said the workers under the Employment Permit System (EPS) will receive 5,580 Korean won (US$ 5.5) from the 2014 minimum wage of 5,210 Korean won per hour (US$ 5.14).

“The minimum wage increase is set to apply from 1 January 2015 to 31 December 2015,” she said in a statement.

The minimum wage increase was reported to Baldoz by Seoul-based Labor Attaché Felicitas Bay, after it was passed by Chairman Park Jun-sung during the 7th Plenary Session of the Minimum Wage Council.

“The voting was participated in by 27 councilors, with nine councilors with public interest and nine worker councilors voting in favor. Only nine councilors abstained,” said the Labor official in her report.

She explained that the wage hike was determined based on the following factors, average wage hikes by CBAs and income distribution improvement rates, which indicate the wage

Among the highlights of the MOA include coordination between the two public offices to simplify relevant rules, guidelines, and processes affecting investors.

The increase, which translates to a monthly salary of 1,166,220 won (US$ 1,150.18) for people working 40 hours a week, or 209 hours a month, including paid weekly holidays, covers all workers as defined by the Labor Standards Act. Foreign workers, including those working under the EPS are also covered by the wage increase.

Those who are not covered by the salary adjustment are those working in their family business and living in the same residence, domestic workers, seafarers governed by the Seafarers Act, and those whose ability to work is apparently low due to physical or mental disabilities, as long as their exclusion from coverage is permitted by their Minister of Employment and Labor.

Bay noted that the Council has yet to submit the minimum wage proposal to the Minister of Employment and Labor for public announcement and to give workers’ and employers’ representatives at least ten (10) days to raise their objection.

The Philippine Overseas Employment Administration (POEA) reported that as of the first quarter of 2014, a total of 319 OFWs (new hires) have been deployed to South Korea, 307 are skilled workers and 12 are domestic helpers. (PNA)

In line with the APEC leaders’ agenda on urban infrastructure, the forum focused on the development of a structured framework to support the capacity of urban institutions to provide the strategic infrastructure they need on a sustainable basis.

It also facilitated strategies to develop appropriate project development processes and to help mobilize funding to build the infrastructure needed ; and build the capacity and partnerships required to implement infrastructure programs and projects with the private sector and the community.

“We are very pleased with the race track here. It’s very technically challenging with hairpin turns and long straight tracks. It’s also ideal for spectators since they can see the entire course,” said IMACS President Jian Carlo Perez.

The first autocross contest in Lanao del Norte was topped by Bryco Maglasang from Pagadian City with the fastest time of 52.265 seconds. He was also declared as Racer of the Competition and the category champion in Novice Stock A, Novice Modified B, Novice Modified C, Intermediate Modified B, and Intermediate Modified C. Other winners in the competition include Halim Limbona (Novice Stock B), Jhun Maute (Novice Stock C, Intermediate Stock C, All Honda), Nash Macabuat (Intermediate Stock A & Intermediate Stock B), Jun Pandita (Expert Stock A), Arner Saruang (Expert Stock B), Ali Aznar Sakib (Expert Stock C), Gilbert Emano (Novice Modified A, Expert Modified A), Jomel Manansala (Intermediate Modified A), Nico Cañete (Expert Modified B), Francis Tenny Montuno (Expert Modified C), and Now Saruang (Old School).

Another Autocross competition is set to be hosted by the provincial government on December 14, 2014.

Tetangco cites rising public trust on Philippine banks

he public’s trust in the Philippines’ banking system continues to strengthen as proven by the continued increase in deposits and loans.

LTFRB to soon require all buses to install GPS

ALL public utility buses (PUBs) will soon be required to install global positioning system (GPS) devices to have their speed limits monitored, the Land Transportation Franchising and Regulatory Board (LTFRB) said Tuesday.

While the LTFRB has yet to set a date on GPS device installation, the board already met with GPS providers and suppliers on Monday to discuss the technical parameters and requirements of the device.

Also during the meeting, the board also briefed them on how to acquire accreditation to supply the

GPS to bus operators.

LTFRB spokesperson Mary Ann Salada said in a text message to the Philippines News Agency that at present, the policy for accreditation of GPS is still being subjected to public consultation.

She said the deadline for submission of comments from GPS companies is on Sept. 19 while a consultation meeting with PUB companies will be held on Sept. 23. The board expects GPS accreditation by next month.

during the first caravan in the country, there are 3 options now – file at the Claims Board office in UP, or file at the mobile sites and at the regional desks.

The reg iona l desks with one paralegal staff per area were set up in I l o i l o C i t y, C o t a b at o City and Davao City and are now ready to accept applications. The staff will be able to accept complete documents, encode and scan documents and issue acknowledgement receipts to the applicants. Advice on required documents may also be given by the said staff, with the able support of a designated staff of the Commission on Human Rights (CHR).

“Our team just finished accepting claims in 20 cities nationwide from as far as Jolo and Tuguegarao.

As of September 5, as a result of our mobile intake process and our work at our UP office, we have accepted 13,699 claims for recognition and reparation from victims of martial law abuses. We thank all the LGU officials, CHR, PAO, PNP, victims of martial law and other individuals, civil society organizations and church leaders who helped in various ways to make the 1st caravan successful. We hope for their continuing support,” said the Human Rights Victims Claims Board.

Pursuant to Republic Act 10368, the Claims Board has to evaluate all applications, determine the kind of human rights abuses and determine points per claim and distribute the monetary awards to each victim or heir/s of the victims within two years after the start of applications for claims. The Claims Board will enshrine the names of the victims in the Roll of Human Rights Victims that will be turned over to the Human Rights Victims Memorial Commission which will

establish a museum, library and compendium of stories during martial law.

The Claims Board may recognize motu proprio victims of martial law. The principal source of funds for the implementation of RA 10368 is the P10 billions plus accrued interest which form part of the funds transferred to the government of the Republic of the Philippines from Switzerland by virtue of an Order of the Swiss Federal Supreme Court in 1997. This was adjudged by the Supreme Court of the Philippines in 2003 as final and executory in Republic vs. Sandiganbayan (G.R. No. 152154) as Marcos illgotten wealth and forfeited in favor of the Republic of the Philippines.

Government losing in Diwalwal mines

Davao City - Government mining officials want to review service contracts and agreements with companies operating in the goldrich Barangay Diwalwal in Monkayo, Compostela Valley.

Officials from Region 11’s Mines and Geosciences Bureau and the National Task Force Diwalwal revealed that the government earned little either because mining firms have folded up or have failed to properly account its remittances.

Engineer Fedeliz Echavez of NTFD said that only one of the four companies that entered into joint operating venture agreement (JOA) with the government’s Philippine Mi n e r a l D e ve l opm e nt Council (PMDC) for exploration has remained in operation.

Only the Blackstone company remained with exploration activities in Ulip in Diwalwal, while the Pacominco Mining, Carascal Nickel, and Paraiso C ons o l i d at e d d i d n ot conduct exploration in the 729-hectare wide Diwalwal gold area.

accepted” by communities.

The government apportioned 8,100 hectares in Diwalwal as a mining development site, taking over areas once occupied by thousands of small-scale miners. It created first the PDMC and then another corporation the Natural Resources Development Corporation (NRDC) to monitor the operations.

The MGB also wants to review the remittances of local mining company JBMMC following reports that remittance to Bangko Sentral ng Pilipinas (Central Bank) has dipped as much as 80% based on 2005 reports.

Echavez said they want to check on the accounting of the company’s tax payments to the town of Monkayo such as management fee and other local taxes.

He said the production of JBMMC is estimated at 150 tons per month that is approximate at P1.5 million in value.

OWWA-11 starts Search for 2014 Model OFW Family

D AVA O C i t y - T h e O v e r s e a s Wo r k e r s Welfare Administration (OWWA) is now accepting nominations for the regional search for the 2014 Model Overseas Filipino Worker (OFW) Family of the Year Award which gives

recognition to Filipinos working abroad plus a chance to win valuable prizes.

OWWA-11 reg iona l director Eduardo Billedo said this is the now 10th year for OWWA to give the Model OFW Family of the Year Award (MOFYA) aimed at giving recognition

to out st an d i ng OF W s and their families who were able to overcome the difficulties and challenges of overseas migration.

He said the Search also promotes best practices of OFW families in achieving success such as maintaining strong family relations, financial stability,

contribution to community service and managing their own business.

Billedo said the Search this year will focus on the importance of family values giving emphasis for the wholesome OFW family relationship and solidarity, c i v i c a n d c om mu n it y involvement, success in

education or profession of family members and success in managing family finances.

There will be one regional winner each for the land-based and seabased categories which will represent the region in the national finals tentatively scheduled on the last week of November. Deadline for submission of entries is on September 20, 2014.

Billedo pointed that OFWs and their families also face some problems ot h e rs are s u c c e s s f u l, citing the case of an OFW Family in Davao del Sur that almost made it as the National Winner in the 2008 award. The family earned a Special Award on Entrepreneurship.

He said there are also others deserving for the

recognition; and, “this is the government’s way of encouraging families maintain a wholesome and strong relationship among each other.”

Billedo admitted there are problems in migration when either the husband or the wife seeks employment abroad. More so when the couple is away leaving the children in the care of other immediate members of the family, he said.

He said lack of communication and non remittance of money are t he most common problem. For non remittance, Billedo said OWWA communicates with the employer.

He also said that they do counseling and in grave cases they refer the case to an expert in the Department of Social Welfare and Development (DSWD). (PNA)

Sandiganbayan City gov't extends convicts 2 for NGO aid to flood victims related fund mess COTABATO CIT Y - Residents of 16 flooded residents here have received relief assistance from the local government unit, the city government said.

Through the City Social Welfare and Development Office, the LGU distributed food packs to hundreds of families in the barangays affected by flood following the non-stop rainfall since last week.

A total of 16 villages are now submerged in water, but only one village has evacuees. Rosary Heights 6 has accommodated 31 families in its Barangay Hall. All of them have received food assistance on Monday.

About 512 home-based families in Tamontaka 4 also received their food packs on Monday.

The City Disaster Risk Reduction and Management Office has recorded a total of 4,271 families or 14,705 individuals affected by flooding.

City Administrator Atty. Frances Cynthia Guiani-Sayadi, said the Mayor has already directed all the eastern barangays to monitor the water level in their area and report immediately once floods reappeared.

“We have gauges per barangay.

When the water reaches a certain level of the gauge, that is the time when they have to alert their constituents and also the local government so that we can assist them immediately,” Sayadi said.

Meanwhile, the CDRRMO staff members are continuously monitor-

ing all the affected barangays.

Rescue vehicles are also now on standby in case there will be a massive evacuation in some areas.

Guiani said the city government used the calamity funds for initial assistance to the affected families.

As to what caused the flood, Sayadi said continuous rainfall was the culprit since no huge chunks of water hyacinth were found along major creeks and tributaries.

What compounded the problem was the high tide which prevents river war from flowing directly to the Illana Bay. The city amphibious excavators are working round the clock to prevent clogging of water lilies, Sayadi said. (PNA)

South Cotabato asks ERC to hasten approval of US$ 12-M solar power plant project

KORONADAL CITY, South Cotabato – An official of the National Police Commission (NAPOLCOM) appealed to other government agencies and media for “full support and cooperation in order to strengthen the police and, we are assured that law and order can truly bring peace all over the region” during the recent Kapihan sa Rehiyon Dose of the Philippine Information Agency 12.

Edilberto Fermil of NAPOLCOM 12 said that “this can be done through sustained collaboration and convergence of strategic initiatives of the government and the community.”

Fermil underscored the indispensable role the community plays in this particular process of peacebuilding as he said, “nation building is attainable only

when we are assured that law and order can truly bring peace all over the land.”

Atty. Fermil together with Philippine National Police (PNP) 12 Regional Director PCSupt Lester O. Camba were the guests of the Kapihan sa Rehiyon Dose last September 4, 2014 held at the PNP 12 Headquarters in Tambler, General Santos City.

Director Camba in his report comparing crime statistics covering the period January to July 2013 as against the period January to July 2014, said that crime volume in the region decreased by 29.6%.

The total crime volume in 2013 is 4,474 while in 2014, the region registered a crime volume of 17,237.

He said the average monthly crime rate decreased by 29.85 % as the region also posted a crime solution efficiency increased by 6.74% for the 6-month

period.

The officials attributed the relative peace and order in SOCCSKSARGEN region to the “efficiency in law enforcement.”

This, they said, is “where the criminal justice process begins when the police is in charge of arrest, investigation, evidence gathering, case build up and filing of appropriate criminal complaint with the Prosecution.”

Director Fermil said that with PNP that is being supervised by an equally strengthened NAPOLCOM the region will be at relative peace as they will be sustain the present surge of accomplishments against lawlessness.

The NAPOLCOM and the PNP here lead this year’s 20th National Crime Prevention Week.

GENERAL SANTOS CITY - The Sandiganbayan said it convicted S ar ang an i Prov i nc i a l Board Member Marlind Marcelo and former Assistant Provincial Veterinarian Nicolas Sunio for conspiring in the misappropriation of funds amounting to P129,450.

In a 48-page Decision, the anti-graft court found Marcelo guilty of the complex crime of Malversation through Falsification of Public Documents, and Sunio guilty of Falsification of Public Document.

In 2003, the Office of the Ombudsman requested the Commission on Audit to conduct a special audit on the alleged anomalies in Sarangani on the release of financial assistance to various non-governmental organizations and people’s organizations.

Results of the special audit investigation dis clos e d t hat f inancial assistance rendered to various NGOs were f raudulent or illegal, and the projects were non-existent resulting to damage and loss to the government.

In c o nv i c t i n g t h e accused, the Sandiganbayan said it determined that Marcelo and Sunio falsified disbursement vouchers and supporting documents by making it appear that financial assistance was requested by the Datal Bila MultiPurpose Cooperative despite knowing that the cooperative was fictitious.

The COA audit team established that DBMPC had no certificate of accreditation from the Cooperative Development Authority and had also failed to submit its financial statements for the last three years.

More importantly, no Memorandum of Agreement was executed between DBMPC and the provincial government of Sarangani.

Constantino’s former staff member and whistle-blower Mar y Ann Gadian testified that “she was assigned a special task during employment in the office of Constantino which consisted of creating fictitious cooperatives and falsifying documents relating to cooperatives as a means to get provincial funds for their personal use.

Another former staff member and whistleblower Sheryll Desiree Jane Tangan testif ied that she signed above the names of the representatives of DBMPC requesting financial assistance in the amount of P125,000.00 and that she signed the By-laws of DBMPC. Marcelo was sentenced to suffer the penalty of reclusion perpetua and perpetual special disqualification, and was also directed to indemnify the Province of Sarangani in the amount of P129,450.

Insofar as Sunio is concerned, the anti-graft court sentenced him to suffer the indeterminate penalty of four years, two months and one day of prision correccional maximum as minimum, to ten years of prision mayor medium, as maximum penalty, and to pay the fine of P5,000.

The criminal case of co-accused former Sarangani Vice-Governor Felipe Constantino was ordered dismissed in view of his death.

Ayala: the powerhouse of Philippine business THE nation’s largest holding company for investments in real estate, banking, telecommunications, water infrastructure, electronics, renewable energy, information technology and business process outsourcing (BPO) is 180 years old this year. IN previous columns I recall I minced no word in saying crimes will only thrive or much more prosper if cops are involved in them.

That daring statement was again proved right no less by policemen from the La Loma, Quezon City precinct when practically everyone from that police station participated in the robbery holdup with abduction case last Sept. 1 of two employees of a construction firm based in Lanao del Sur on busy Edsa highway.

A deeper View

What led to the identities of the criminals was that video. It led the authorities to the identity of the stupid cops turned criminals. The vehicles they were riding in were identified as belonging to the group shown on video with guns drawn as if they were in Wild-Wild West.

When arrested, the deputy commander of the La Loma precinct admitted owning one of the vehicles shown on that video and admitted as well that he was one of those accosting the passengers of the Toyota Fortuner. His explanation was that they were conducting a legitimate police operation against suspected

drug dealers, the usual police alibi.

It turned out, however, that there was nothing in the precincts blotter about such anti-drug operation.

What was discovered by investigators was that the policemen held up the two employees of the Lanao del Sur-based construction firm. The two victims were in Manila carrying with them a large amount of money to purchase heavy equipment for their firm.

‘More than a feeling’ THINK a minute.

A little boy was asked what he thought about marriage.

He answered: “God says that a man should have only one wife. This is called monotony!”

That little boy, of course, meant to say “monogamy.”

But some adults think that being married to one wife or husband for the rest of their life is monotony and boring!

Possibly because we’ve listened to the love songs about the wonderful feeling of being in love.

So we start to actually believe that real love is just the feeling of being in love.

But loving a person is not just the feeling of being in love with them.

That may have been the beginning attraction and sparks that started the fire.

But to me, that policemen carried out this heinous crime at all is no longer the story here. The news here is that, considering their display of arrogant bravery and taking advantage of the Filipino’s well-known disinterest or aversion to report a crime, these rouge members of the PNP could not have carried out their crime, with terrifying precision, if they were not sure that their higher-ups or superior officers would back them up, for one reason or another.

-oooARE THERE BACKERS OF THE EDSA PNP KIDNAPPERS? So PNP Director General Alan Purisima must endeavor to conduct a personal interrogation of the eight or so policemen who are now being said to have carried out the kidnapping

and the taking of some P2 million in cash from the kidnap victims. Purisima must determine where did a part of that P2 million---P1.7 million or so---go, since only P300,000.00 could be accounted for now.

Just for the record, media reports identified these eight as: Chief Inspector Joseph De Vera, Senior Inspector Oliver Villanueva, SPO1 Ramil Hachero, PO2 Weavin Masa, PO2 Mark de Paz, PO2 Jerome Datinguinoo, PO2 Ebonn Decatoria, all of the La Loma police station, and PO2 Jonathan Rodriguez of the Quezon City Police Department’s public safety battalion.

Purisima should endeavor to determine, from his personal questioning of all these suspects, why were they so bold in committing the kidnapping. Could it be that, as many quarters are saying now, a much-ranking official or somebody who really wields power and influence in the PNP or even in the Aquino government is backing them up? Surely, no lower-ranked PNP official would dare do this crime if there is no bigger fish than him, right?

-oooROUGE PNP MEN PROVING THE BIBLE TRUE: Again, let me say

once more, with greater feeling this time: people becoming criminals have been prophesied to happen in the Bible, as it is indeed happening now. Again, the prophecy is accurately playing itself out, and unless and until we pay serious attention to what the Bible says is the antidote to this malady, we shall all perish as a people.

2 Timothy 3:1-5 and 8 of the Bible is quite explicit in this. It says that during the last times, people will become unholy, brutal, without self-control, not lovers of the good, and lovers of themselves and of money.

They would be haters of God even if they profess to be religious, and they will have depraved minds.

The Bible, in those verses, tells us: “Have nothing to do with such people” because “they are the kind who… are loaded down with sins and are swayed by all kinds of evil desires…” We must therefore all be careful that God’s prophecy, and warnings of destruction even in eternity, will not happen to us and our loved ones.

smashed the windshield of the Toyota Fortuner to force its passengers out of the vehicle.

The robbers then divested their victims of the P2 million they were carrying and even forced the duo to withdraw all their money using their respective ATM cards that amounted to almost P200,000 pesos.

The victims were then brought to the La Loma precinct where they were separately locked up for about seven hours while their Toyota Fortuner’s smashed windshield was being replaced in an auto parts area in Quezon City.

The victims were warned when they were released not to report to authorities what befell them or else they will be killed.

This threat must have truly terrified the victims that when the deputy police chief of La Loma was already collared by investigators they were still reluctant to come out in the open for fear for their lives. It was only when they were assured of their security that they came out from hiding.

This story is definitely not an isolated one no matter how the police officialdom denies this. But what can’t be denied is the fact that

crimes against persons or properties become lucrative only and almost impossible to prevent or curb because of the involvement of unscrupulous elements in the police force themselves.

This is not just a theory but a fact proved several times with the arrest of policemen involved in holdups, robberies, kidnappings, extortion cases and even salvaging of crime suspects who may be their cohorts to shut their mouths up forever.

And this is not happening in our country only. It is likewise happening in other countries. But this should

not justify the participation of crimes the police themselves ought to be preventing if not solving.

How can a policeman prevent the commission of a crime he directly or indirectly participates in conspiracy with criminal elements? What happened on Edsa on Sept. 1 is another wake up call for police authorities to do real cleansing of their ranks. No policeman no matter how high his position is in the police organization can ever afford a lavish lifestyle unless he indulges in criminal activities.

The cleansing should

start in identifying men in the police ranks who live lifestyles that do not match with their income. No son of any tycoon will ever join the police force thus the presumption should always be in favor of corruption upon seeing a policeman living a lifestyle of the rich and famous like that of the La Loma deputy commander’s ownership of a Toyota Hi-Ace used in the Edsa robbery holdup.

DA allocates P4.12B for farm mechanization in 2015 budget

UTUAN City - The Department of Ag r i c u ltu re ( DA ) h a s allocated P4.12 billion for its farm mechanization initiatives in the proposed 2015 budget.

In a m e d i a re l e a s e emailed to Mindanao Daily News-Butuan, Agriculture Secretary Proceso Alcala said the amount is part of the P51.7 billion financial programming for the entire department and its attached agencies and corporations.

He revealed that for the current year, the DA has allotted P4.16 billion for agri-fishery machineries, equipment and support services.

Farm mechanization is part of the DA’s program to modernize agriculture in the country.

According to Alcala, the primar y benefit of farm mechanization is lower production cost and postharvest losses compared to human manual labor.

Military wont suspend operations in Bukidnon

HE Eastern Mindanao Command rejected on Tuesday the New People’s Army (NPA) demand that a “suspension of military operations” (SOMO) be implemented in the province of Bukidnon in exchange for the freedom of two soldiers it abducted last August 22.

Capt. Alberto Caber, unit spokesperson, said that the abducted soldiers are from the 8th Infantry Battalion and identified them as Pfcs.

Both were unarmed and in civilian clothes when abducted by the rebels while on their way to Barangay Buntungon, Impasug-ong, Bukidnon for a livelihood mission.

Lt. Col. Lennon G. Babilonia, 8th IB commander, said that the joint military and police operations will continue in the province.

From 2010 to date, there were 21 kidnappings/abductions committed by the NPAs in Eastern Mindanao

area.

Meanwhile, E astern Mindanao Command chief Maj. Gen. Aurelio B. Baladad directed the concerned military unit commander in the area to continue its joint pursuit operations against the NPA members who were involved in the abduction of the two soldiers. “These operations contribute to the peace and security of the people and its communities in the region,” he said.

Earlier, Bukidnon Governor Jose Ma. Zubiri urged President Benigno Aquino III to talk peace with the Communist Party of the Philippines-National Democratic Front (CPP-NPA).

Zubiri made his appeal during the recent visit of Interior and Local Government Secretary Mar Roxas to Bukidnon to distribute the livelihood assistance to 66 former rebels who surrendered to government.

The commission is running programs that enhance individual financial literacy.

Financial Literacy Training courses are conducted to guide government human resources in managing their income.

Torres added that the advocacy of financial literacy trainings is to put in mind among government HRs that if the means is 30, they should spend 20.

Living a simple lifestyle also

means lessening expenses and gaining more savings in the long run.

The regional director also suggested that each individual should focus on their needs, rather than the wants. The training, moreover, promotes simple living for it is also a responsibility of each government employee as stated in the Norms of Conduct of Public Official and Employees that says “Public officials and employees and their families shall lead modest lives appropriate to their positions and income. They shall not indulge in extravagant or ostentatious display of wealth in any form.” This simple act of public service would be a very, very beneficial to Philippine economy, he added.

Torres also calls to money lending institutions to not force government officials and employees to undergo lending applications to prevent case filing if in time, these debts are not paid on time.

He then tasked the micro-level agency heads to educate their people in spending money and their attitude towards savings.

DILG to complete Php6.1-M water system project in Zamboanga del Sur town PAGADIAN CITY, Zamboanga del Sur – The Department of Interior and Local Government (DILG) is set to complete the construction of Php6.1 million water system project that would benefit 439 households in five waterless barangays in Sominot, Zamboanga del Sur. DILG Regional Project Development and Management Unit chief Eng’r. Moh Ali Hasan said Monday the implementation of the Level II water system project in ongoing in the barangays of Sawa, Lumangoy, Sto. Niño, Libertad and Rizal, Sominot town.

Hasan said the project is being implemented through the agency’s "Sagana at Ligtas na Tubig Para sa Lahat" (Salintubig) which is aimed to increase water service for the waterless population and to reduce incidence of water-borne and sanitation related diseases as well as to improve access of the poor to sanitation

Hasan said the funding for the implementation of the project was released in two tranches.

The first tranche, which is 50 percent of the total project cost was released last February 29 while the remaining 50 percent was released last week.

Sominot Mayor Teodoro Acosta said the beneficiary-barangays are among the waterless areas in his municipality.

Acosta said the completion of the project will answer the long-time problem on the availability of potable water supply in the five barangays.

DSWD to transfer all Zambo siege survivors to safer homes by December

AMBOANGA CITY - One year after this city suffered from the loss of lives, property, and the displacement of families as a result of the armed conflict between the military and the Moro National Liberation Front (MNLF)-Misuari faction, the displaced families in Zamboanga City are well on their way to recovery.

In a press conference here last week, Department of Social Welfare and Development Secretary (DSWD) Corazon JulianoSoliman said the CawaCawa Boulevard is already free of family-evacuees as of September 5.

She said that the familyevacuees at the Cawa-Cawa Boulevard were among the 1,906 families or 10,402 evacuees from evacuation centers who were already transferred to transitional shelters.

These transitional shelters are located in the Joaquin F. Enriquez Memorial Sports Complex (JFEMSC), Tulungatung, Taluksangay, Rio Hondo, Philippine Tuberculosis Society Inc. in Upper Calarian, Mampang, Sta. Catalina (Silsilah, Pani-

ran), and Buggoc.

On the other hand, a total of 44 families are now living at the Martha Permanent Resettlement site.

“We are targeting that all families will be transferred to transitional shelters by yearend with the 2,304 remaining families in the Grandstand to be moved to safer homes by December 15,” Sec. Soliman said.

Sec. Soliman together with Mayor Beng Climaco, and Office of Civil Defense Undersecretary Alex Pama visited the transitional sites and interacted with the families.

The families expressed their gratitude to Sec. Soliman during her visit.

“Nasa ligtas na bahay na po kami [We are now in a safe house],” Rogelio

Olbido said, 72, with four children, who was transferred to Buggoc Transitory Site.

From September to October this year, the DSWD and the local government unit will be conducting a series of entrepreneurial activities for the families at the transitional sites.

These include handsewing of baby items, voca-

tional training of persons with disabilities, and nail care seminar, among others.

Parent Education Congress will also be held to coincide with the Family Week celebration this month, as well as Children’s Congress in October, and Family Development Sessions (FDS).

DSWD will also continue to implement Supplementary Feeding Program (SFP) in the sites to ensure the nutritional well-being of the children.

To date, a total of P363.9 million pesos worth of assistance have been provided to the the displaced families from the combined resources of the DSWD and partner-local and international organizations.

The assistance include food packs; non-food items, such as mats, malong and hygiene kits; Cash and Food for Work; financial; educational; house rental for 18 families; transportation allowance for those who availed of the BalikProbinsya and Balik Barangay programs; shelter assistance; and construction of transitional shelters.

“Bus operators will only be allowed to purchase and install GPS devices from supplier accredited by the board,” Ginez said in a statement.

In order to get accreditation, GPS providers must update the firmware of their devices in order to send GPRS (General Packet Radio Service) data to the server.

After accredited GPS devices are purchased, bus operators will be required to bring the device with their Land Transportation Office (LTO) official receipt and/ or certificate of registration of the vehicle to LTFRB for registration and verification of the system.

The board will then provide a software application to enroll each device with the corresponding details of the bus where it will be installed.

To ensure that the GPS installed is functioning properly, the device will be subject to a test run upon installation.

The data sending capability of the device will be checked.

During the test run, a reference GPS device approved

by LTFRB will be on the bus.

Both devices will send data to the server and these will be plotted and compared to check the accuracy of the device under test.

Accredited providers/ suppliers are also required to have their GPS equipped with an LED-based On Screen Display (OSD) to show the actual speed of the bus during the operations and other

important details.

“With this display apparatus device, even the passengers will be involved in monitoring the speed of the bus,” Ginez added. Allowable maximum speed limit is 60 kilometers per hour for Metro Manila buses and 90kph for provincial buses.

Aside from the GPS devices, the board is also working on a downloadable application to allow passengers to determine what time the bus will arrive at a certain location and how long it will take to reach their destinations.

“The installation of GPS in public buses is one way to easily find out if a bus is not in the proper route according to franchise,” Ginez said in Filipino.

Sand Dunes of Paoay, Ilocos Norte

I

t was nearing dusk when we arrived at the famous sand dunes of Paoay, Ilocos Norte during a recent familiarization tour of the province for Cagayan de Oro and Cebu based journalists.

It had been a pretty exhausting morning after traveling to the iconic windmills of Bangui, trekking under the scorching Ilokano sun at the famous white rock formation of Kapurpurawan, slogging uphill the steep stone staircase of Cape Bojeador Lighthouse, then more trekking through the REFMAD Dragon Fruit Farm where we had a brief respite for lunch.

Then it was off again for the Bacarra Museum, and thence to Laoag City for the Museo Iloko, Bell Tower, Tobacco Monopoly monolith, and the provincial capitol. After a brief snack at the thankfully cool Johnny Moon Café, we were off for the famous Paoay sand dunes just a few minutes ride from the Plaza del Norte where we were billeted during our stay.

But this isn’t about this magnificent desert in the middle of nowhere, site of many movie shoots like Ang Panday, Himala, Born on the Fourth of July, Mad Max, to mention a few. A mysterious 88-kilometer sand formation at the border of Paoay, it is the only such formation in South East Asia.

What our hosts from the provincial government tourism office headed by photographer Alaric Yanos brought us here were for its famous sand sports like the 4X4 off-road drives and sand boarding. Having personally experienced 4X4 off-road racing with friends from the 4X4 Fun Club back home, I wasn’t especially excited to take the ride in my tired state.

Fortunately, it turned out later, our hosts indeed had something special for our group whose travel and accommodation were facilitated by Cebu Pacific Air and JG Summit Holdings. Our group of five lady journalists from Cebu was aboard a Jeep Wrangler whose yellow trim was reminiscent of the Transformers’ Optimus Prime while Orwin Austria, my fellow journalist from Cagayan de Oro, and our hosts from CEB and JG Summit, Precious Heradura and Len Borja, clambered aboard a blue Toyota FJ- 40 Land Cruiser.

We weren’t’ on the trail long before we heard the screams of our fellow journalists from Cebu splitting the air just ahead of us as the off-road vehicles seemingly dipped and dropped straight down then straight up before corkscrewing around the bends of trails at an angle which seemed to many of us would surely end with our jeeps tumbling off the trails head over heels.

But no such thing happened, of course. And our drivers laughingly assured us they have not had an accident ever since the 4X4 rides were initiated in by the present vice mayor Jessie Galano two years ago.

However exciting the 4X4 rides and sand boarding were for us personally, I still believe Paoay could attract even more tourists to adventure sports in the sand dunes with a little more safety precautions.
