Biz plan competition open to seafarers A

business plan competition with a grand prize of P 500,000 is now open to seafarers nationwide, organized by the National Reintegration Center for Overseas Filipino Workers (NRCO), an attached agency of the Department of Labor and Employment.

Labor Attache II lawyer Jalilo dela Torre said the 2015 NRCO-ISP Business Plan Competition is held because of the importance

of the seafaring community to the nation’s economy, hence, the need to encourage them to start their own business.

“We would like to recognize their dedication and their sacrifices to the economy by launching this initiative to encourage entrepreneurship among our seafarers,” he said during a press briefing for the contest held at the Sugar Workers Development Center here.

The competition is open

to all active seafarers who are at least 25 years old, as well as to inactive seafarers who have been retired for at most 5 years.

Those who wish to join must submit their business plan, which includes their type of business, preferably in agriculture.

Application forms are available at NRCO’s website at www.nrco.dole.gov.ph.

Participants can join as an individual entry, by pair or by group of at least 3 seafarers.

The deadline of entries

is on September 30 and the winners will be announced on December 4.

The business should be startup, which means the NRCO will not allow an existing business as an entry, according to dela Torre.

The grand prize will be P 500, 000, while four participants will be awarded with a cash prize of 50, 000 each. Five participants will

also be given a consolation prize worth P 10, 000 each.

The competition is coorganized and co-sponsored by the Integrated Seafarers of the Philippines, a volunteer organization of seafarers in the country.

Dela Torre said mentoring and counseling will also be done for entries that are in need of improvement.

“After submission, if we determine that the en-

try still requires a lot of elaboration, we will have a one-month period where they will enjoy the services of mentoring or counseling from recognized business experts who will assist them with the business plan,” he said.

Dela Torre said that there are 400, 000 Filipinos seafarers out of the 1 million worldwide. (JSC/CBA-PIA6 Negros Occ.)

Others call it the misery of the Mezzogiorno.

It’s more then painful. Recent figures confirm that southern Italy is massively underdeveloped economically - and this also has an impact on its political culture. The reasons for the misery have long been known, but are difficult to overcome. Illegal waste dump in Naples is just one of many more problems right now.

The announcement was likely to arouse great expectations. “The cities of Sicily as a driving force for regional development” was the title of the conference at the Teatro Pirandello in Agrigento on the southern coast of the island. It began at 4:00 p.m. - and was already over by dinner. The future of southern Italy was evidently a project so straightforward and manageable that it could be dealt with in two or three hours.

He reported that the meeting had been subsidized to the tune of 23,000 EURO. Of this, the regional authority contributed nearly 3,500 EURO. Around 8,000 EURO came from the Italian government. And the rest, around 11,500 EURO, was provided

by Brussels. Even modest results can be expensive, he wrote dryly.

This anecdote sheds light

on a question again currently being hotly debated in Italy: Why is there simply no progress when it comes to the southern part of the country? The discussion was reignited a few days ago by a new report issued by Svimez, an organization to promote the Mezzogiorno, the Italian south. It looked closely at the economic situation of the region between Naples and Palermo.

“The Greece of Italy” is how the newspaper “Il Fatto Quotidiano” described the Mezzogiorno. The growth rate was even more glum when compared to panEuropean figures: The economy of the EU as a whole grew by almost 54 percent during that time. Yes, we all most face it: The south is dying out. Journalists Gian Antonio Stella and Sergio Rizzo examined the south’s desperation in a book that became a bestseller in Italy.

Its title: “Se il Sud muore” “If the South Is Dying.” They write about widespread despondency and apathy. The once-creative region, which

gave the world great artists, writers and scientists, has lost all its energy.

The Italian south suffers especially hard from this lack of oversight, as it leads it to a failure to develop a culture of business and entrepreneurial activity.

How could that change, the newspaper “Corrriere del Mezzogiorno” asks.

And it gives an answer that itself seems utopian: It needs a new party. But a party that thinks about future generations and not the upcoming elections.

What’s that got to do with us here in the Philippines? A lot. Italy faces the biggest problems and challenges with refugees in whole Europe. The Italian and European economy is affected. and God? Remember that this compensation for these human rights violations victims was ordered by a foreign court after due hearings on the merits of the complaint filed by these victims. The foreign court had found guilty the elder Marcos for the crimes he was accused of having committed against his very own people.

So there is no debate now in this regard. And where did the compensation come from? It came from the bank accounts of Marcos containing millions of US dollars that the Swiss government surrendered to the Philippine government for being ill-gotten. If a foreign government surrenders a huge amount to our government because it is ill-gotten, does this move not telling us that Marcos indeed plundered the public coffers?

Now we have clearly established beyond doubt that the elder Marcos indeed sinned against us Filipinos and plundered the government coffers in wild abandon. The question is should the young Marcos be made answerable for this violations of the people’s rights and the plunder of the government coffers by his father?

But before we proceed any further, do not forget also that aside from what the Swiss government surrendered to our government, the late dictator’s cronies likewise surrendered millions of pesos to the government representing what they said the proceeds of Marcos’ plunder of the government coffers.

And there are several cases pending before local and foreign courts aimed at recovering the billions of pesos and US dollars the Philippine government says rightfully belong to the Philippine state stashed by Marcos during his reign of terror.

Did the young Marcos impugn his father and mother for what they did to the country when he reached the age of majority? Did he not

partake of what had been plundered by his parents as alleged by the government?

In this regard, I would say the young Marcos is as guilty as his father.

The young Marcos could be likened to the daughter of Janet Lim Napoles who enjoyed to the hilt her lifestyle in the US bankrolled by the proceeds of her mother’s plunder of the government coffers in cahoots with elected senators and congressmen at that.

There is a passage in the bible where children are pictured as fighting against their parents when they know the truth about God’s will. Indeed this is very possible when children oppose the sins and wrongdoings of their parents based on their belief in the teachings of God. But in the case of the young Marcos, he did not recognize the will of God, the teachings of Jesus. Instead he partook and continues to partake of the proceeds of the plunder his father did on the coffers of the Philippine government.

COTABATO City--Using an improvised hack saw and a liquid solution soaked in soap, five inmates managed to bolt the Maguindanao provincial jail by sawing off the steel grill during a heavy downpour Tuesday midnight.

Jail Warden Macapagal Blao said his roving guard immediately fired a warning shot upon seeing an inmate jumping from the wall past the barbed wires.

“They took advantage of the heavy rain knowing the commotion would not be easily monitored,” Blao said.

He identified jailbreakers as Urak Makalay and Aquino Mento, both facing robbery charges; Tampakan Ankilino (rape); Fahad Sangki (theft); and Faisal Macarimbang (robbery).

But Macarimbang was reportedly arrested again yesterday, hiding in the

company of his old buddies in Barangay Poblacion Dos in this city. The barangay chairman has turned over Macarimbang back to the jail.

Blao said before he assumed office, the steel blade’s other half was earlier surrendered to penal management as a show of sincerity by the prisoners. But jail guards didn’t realize the other half of the foot-long blade was hidden somewhere, and was finally used at the

right moment last night.

“We found out they had been planning this for a long time,” Blao stressed.

Blao assured that Datukan Samad alias Commander Lastikman, who is facing a string of criminal cases, was not among those who bolted the jail facility.

He appealed to the relatives of the escapees to help in bringing them back to jail “for their own safety.”

The provincial government of Maguindanao is working for the transfer of the provincial jail to Buluan town after a loan was granted for the construction of a P50-million worth state-of-the-art penal rehabilitation facility.

The province recognizes the risk of the presence of the jail, which has high profile inmates, right in the middle of the densely populated Cotabato City.

TESDA to mark 21st anniv celebration in Caraga TANDAG CITY, Surigao del Sur – The Technical Education and Skills Development Authority (TESDA) here is set to join the 21st Anniversary Celebration activities to be spearheaded by its Caraga Regional Office under Regional Director Florencio Sunico, Jr. on August 28, 2015 at 1:00 p.m. to be held at Almond Inland Resort in Butuan City.

According to Rey Cueva,

TESDA provincial director here, “One of the highlights of the activity shall be the giving of recognition to the TESDA’s partners of their contributions to technical education and skills development.”

However, the program of invitation is yet to be sent out along with the official list of awardees, said Nancy De Guzman, administrative officer V of TESDA in the province.

Meantime, TESDA here has continued to carry out its mandate under the vision of “leading partner in the development of Filipino workforce with world-class competence and positive work values” and mission to provide “direction, policies, programs, and standards towards quality technical education and skill development.”

Also, TESDA Provincial Office here was among the top

agencies cited by Governor Johnny Pimentel in his State of the Province Address (SOPA) delivered on August 18 owing to its “relentless efforts… exerted for the advancement of technical-vocational education and training through ‘Jobs Tech-Voc Program.’”

RACHEL (not her real name), 26, thought that having inverted nipples would make breastfeeding impossible. When she gave birth to her first newborn, she did not get any medical advice about breastfeeding from health professionals and so, she gave her son infant formula milk.

Rachel spends P4,000 (US$86) a month for infant formula. Her son Matthew, now 10 months old, has been hospitalized three times for various illnesses.

Rachel is just one of the thousands of Filipino mothers who are burdened with the consequences of feeding their children with formula milk.

A 2009 study by the International Lactation Con-

sultant Association among infants younger than six months in Manila showed that formula-feeding was associated with increased odds of hospitalization for any infectious cause, pneumonia, and diarrhea compared to exclusively breastfed infants.

According to the 2013 National Nutrition Survey, only 28 percent of Filipino infants are exclusively breastfed up to six months.

The Depar tment of Health (DOH) revealed that such low breastfeeding practice in the country contributes to 800,000 infant deaths worldwide.

The World Health Organization (WHO) estimates that 16,000 number of child deaths in the Philippines per year can be traced to formula feeding.

According to Unicef, babies who are formula-fed are also more vulnerable to asthma, allergies, childhood cancers, Type 1 diabetes during childhood and later in life, cardiovascular disease, obesity, gastrointestinal infections and ear infections.

Citing various studies, Unicef said formula feeding also retards children’s cognitive ability and educational achievement.

Seven infant formula brands have been withdrawn from the market and classified as potentially life threatening by the United States Food and Drug Administration. Between 1982 and 1994, the US FDA recalled 22 infant formula products due to either deficient or excessive amounts of certain nutrients.

Aggressive marketing Nona D. Andaya-Castillo, one of the International Board Certified Lactation Consultants (IBCLC) in the Philippines, identified the failure of the Philippine government to protect breastfeeding as one of the factors that resulted in low breastfeeding practice among Filipinos.

For one, the aggressive marketing of infant formula milk has been unregulated despite the supposed legal regulations on the marketing of formula milk.

In the first half of 2006, more than $100 million was spent on the advertising of infant formula milk, according to a report from AC Nielsen.

Filipino mothers exposed to infant formula milk ads are 6.4 times more likely to stop breastfeeding babies within one year of age, a 2011 study published by the Social Science and Medicine Journal revealed.

A similar study in 2009 stated that ‘voracious global marketing by the formula-milk industry over the past 60 years has …dislodged breastfeeding as a viable and desirable strategy for infant feeding.’

Globally, annual sales of breast milk substitutes exceed $31 billion.

Even families with young children living on less than $2 dollar per day purchased formula milk, according to a 2003 study published in the Journal of Human Lactation.

Poor implementation of laws Executive Order 51, also known as the Milk Code, regulates the marketing and advertising of infant formula milk.

Andaya-Castillo also questioned the partnership between the Food & Nutrition Research Institute (FNRI) of the Department of Science and Technology and Nestle Philippines.

Nestle, a company that manufactures infant formula milk and other food products intended for babies, has embarked on a campaign called United for Healthier Kids. The FNRI is part of the “advocacy.”

“Instead of prohibiting the consumption of infant formula milk, the Aquino administration has partnered with a company that targets Filipino children,” Andaya-Castillo said.

The breastfeeding advocate added the DOH is not fully implementing the Milk Code and Republic Act 10028 or Expanded Breastfeeding Promotion Act. RA 10028 provides for the establishment of lactation stations in establishments and institutions.

The law also states that nursing employees are entitled to break intervals in addition to the regular time-off for meals to breastfeed or express milk.

In a statement released last week, Health Secretary Janette Garin said that non-compliance to lactation breaks, and unavailability of lactation stations in workplaces are among the factors that hamper continuous breastfeeding.

Andaya-Castillo said that while the DOH promotes breastfeeding, there should also be protection and support for Filipino mothers.

As an effective instructional supervisor, knowledge in curriculum and instructional development principles and processes, staff development principles and processes, curriculum content, test construction , teaching strategies, current innovations, types of supervision, supervision and monitoring principles and processes, program and project planning, stress management, communication and reporting is vital. On the other hand , he should have skills in listening, clarifying, encouraging, reflecting, problem solving, negotiating, directing, standardizing and reinforcing .

To achieve the total 100% efficacy, instructional manager, above all should acquire the necessary qualities and attitude.

He should be a visionary, efficient, patient, and persevere, sensitivity, creativity and innovativeness, respect to herself and

others compassion, openness, accountability and commitment to excellence.

Realization on how wide, deep and crucial is the responsibility and accountability of the school administrator were all aspects are equally important and seemed priority in achieving goals and objectives, so specially that school heads are considered as the instructional managers and they are keep in touch at the grassroots level.
