SurNor town holds public hearing on local investments, incentives code

LAVER, Surigao del Norte – In its effort to further accelerate the economic growth of this municipality, the Sangguniang Bayan conducted a public hearing on the proposed Local Investments and Incentives Code (LIIC) held recently at Claver Municipal Gym, this province.

The presentation of the proposed ordinance was done by councilor Tresa P. Placencia, the primary sponsor of the said legislation and councilor Nilson B. Ocon.

The public hearing was attended by government officials of the municipality and different barangays,

representatives of the existing mining companies, business sectors and different community organizations.

The local legislation is in support to the economic development agenda of mayor Eddie P. Gokiangkee aim to attract more private investments in different sectors.

The local officials realized that it needs to pursue a more balanced development of the municipality to be sustainable in the long term and not just totally rely on its booming mining industry.

Although its huge nickel deposits can still sustain operation of the existing

companies for the succeeding years, the local government pushed for the development of different sectors which they think will sustain the growth of the economy and provide employment of the local manpower.

Among others, some of the priority projects

proposed to be given local tax incentives includes eco-tourism, agri-business, light manufacturing industries, aqua-culture, housing development, environment and waste management.

DAVAO City -- Two of three organizations honored for the Galing Pook Foundation’s 1st Citizenship Award on September 1 are from Mindanao: the Cagayan de Oro-based Balay Mindanaw Foundation, Inc. (BMFI) and Tagum Cooperative of Tagum City, Davao del Norte.

BMFI was awarded for “empowering communities in peacebuilding and development,” while Tagum Cooperative was cited for “contributing to both members’ welfare and community development.”

The third winner, the Concerned Citizens of Abra for Good Governance, Inc. won for its “communitybased monitoring of government programs and services.”

According to the Galing Pook Foundation, the Citizenship Award supports and builds on the core thrust of the Galing Pook Foundation in promoting good governance through its annual Galing Pook Awards.

The Citizenship Award was launched this year to search for, identify, rec-

ognize and promote the initiatives of individuals and civil society organizations working with the grassroots “who keep making good in the midst of continuing controversies in the government, socio-economic difficulties that beset not only the Philippines, and the development challenges brought about by the adverse effects of climate change.”

It also recognizes individuals and institutions that continue to “discover opportunities within the existing democratic institutions and venues; who creatively find, utilize and mobilize wealth from available resources; and who keep producing and adding more values for social good, with and for the people and the communities they work with.”

Kaloy Manlupig, BMFI Chairman Emeritus, received the award on behalf of BMFI during the awards rites on Tuesday night, September 1 at the SMX Convention Center in Pasay.

Manlupig thanked Galing Pook Foundation for

the “historic honor.”

“We humbly accept this award, as we thank you for recognizing our efforts to be good citizens, making the principles of good governance truly alive. We also accept this award as a challenge for us to pursue our effort to spread the good news that there is hope for our country when citizens and government help each other,” Manlupig said.

“We are thankful for the space entrusted to us by our partners - the citizens and local governments of the barangays, towns and provinces, the tribes, the basic sectors, the Moro,Lumad and Christians of Mindanao, the government agencies, our resource partners, and most specially our families,” he added.

He also thanked his colleagues at Balay Mindanaw for the “continuing journey together.”

BMFI was set up on May 8, 1996 with a mission statement of “Helping Build Empowered Sustainable Communities. Helping Build Peace in Mindanaw” in pursuit of its vision for Kaangayan, Kalambuan, Kalinaw sa Mindanaw, sa Pilipinas, sa Kalibutan (Equality, Development, Peace for Mindanao, for the Philippines and for the World).

DOE inspects gas stations, LPG stores in CDO, MisOr CAGAYAN de Oro City -- The Department of Energy (DOE) during their joint focused inspection in gas stations and Liquefied Petroleum Gas (LPG) outlets from 3 to 7 August 2015 in Cagayan de Oro City and Misamis Oriental looked into the quantity and quality of liquid petroleum being delivered to consumers.

Together with the local government of Cagayan de Oro and Misamis Oriental, Department of Trade and Industry (DTI), Bureau of Fire Protection (BFP), and Philippine National Police (PNP), DOE inspected using a calibrating bucket the delivery of liquid petroleum.

Per dispensing pump, perfect calibration must be zero; meanwhile tolerable delivery is up to -50ml.

Aside from quantity, DOE also took samples of the liquid petroleum of gas stations especially on biofuels where adulteration of the product is a prohibited act.

According to Engr. Renante M. Sevilla of DOE during their Information Education Campaign (IEC) in Cagayan de Oro on their last day of inspection on August 7, 2015, there are 6,000 gas stations and 200 auto LPG outlets in the country.

He said, in a gas station there must be warning signage, price board and fire extinguishers. He also campaigned against illegal trading such as bote-bote, wherein gasoline are put in Coke Litro bottles and sold on the sidewalk. He said that we must help each other especially with the lo-

cal government unit (LGU) to resolve this issue.

On the other hand, he also discussed LPG industry rules specifically the illegal refilling of cylinder. He says consumers cannot refill cylinders, only authorized companies. Meanwhile consumers must take note of fake seal or no seal on LPG. Sevilla said that because of the Oil Deregulation Law, prices of gases depend on international market. However, he emphasized that DOE is far beyond oil pricing but further lends to gasoline station through Financial Assistance Program.

DOE is also into the Energy Reform Agenda, Initiatives for Cleaner Air with objectives to shift to cleaner alternative fuels and improve petroleum fuel quality.

Meanwhile, Nilo Geroche

of DOE Mindanao Field Office said that LGUs have very important role in terms of business licenses. He discussed Industry malpractices and urged players to know the ins and outs of the business. Some give under delivery of gas in stations because they don’t want to know the rules and regulations, he added.

In terms of LPG, Geroche encouraged consumers to look for DOE weighing scales to weigh the cylinders when buying for the home. He also reminded consumers not to store LPG cylinders in enclosed kitchen cabinets and keep LPG cylinders six feet away from electrical points and other sources of fire/ignition. And buy only LGP in cylinders with Philippine National Standard (PNS) markers. (JMOR/PIA10)

In fact, there are now powerful ideologies with vast and massive following that are now redefining things such that what were clearly defined and considered as universally and immutably true and good before and by the supreme authority of God through the Church, are now considered false, bad or at least as one more option among what some say are the many other valid ones.

There is even a clever appeal to broad-mindedness, tolerance and charity, all done to demolish any appeal to absolute moral laws and to build up in its stead and, paradoxically, in a tyrannical and imposing way, a world of moral relativism, of absolute subjectivism which, just by the name itself, is already a contradiction in terms.

Notice how the concepts of man, human life and its beginning, marriage, for example, have been redefined to suit some people’s idea of how they should be. Man is practically not anymore considered as a creature of God.

One of the dirtiest election politics in the world is in the Philippines. We have a country where the politicians are obsessed with power instead of serving the masses of our people. We have a country where politics is a method to destroy the reputation, family, and business of perceived political enemies.

We have a countr y where the intellectuals are “bystanders” – who only comment and never take positive actions. We have a country where the paid drum beaters of politicians do not understand concrete issues from personal issues. These drum beaters are rabid that they would attack anybody who would cross the path of the politician cum benefactor.

We are a country of “mediocre” people who simply smile amid insults and even when the power that be trampled our rights and well-being.

All these characteristics are molded into one that we called politics. We want a change. Yes, every election, Tom, Dick, and Harry would rewind an old song broken promises and lies. It is by lying that one wins an election in the Philippines.

We believed in pretense and false assurance of infrastructure development, free health care, scholarship, livelihood, economic improvement, and employment. Thus, because our country is poor that “pretends to be rich,” our people have no option other than swallow the deception and accept bribe money from unscrupulous politicians.

We sell our votes and are proud to accept the blood money in exchange of our well-being and the future of our generation. It is because we feel that the only option is to partake with the “stolen wealth” of corrupt public officials who enjoy the protection of the state.

Unless we change our attitude and perception of politics, our country is always heading for doom.

We will never move to a higher plane of political consciousness where people become conscious of the difference between what is right and what is wrong. We say this because, at the moment, we see only right in what is wrong.

More often, we extend support and defend the public officials who are perceived to be corrupt because of the influence around us. It unfortunate though that the people who we trust to provide us the appropriate suggestion on the right people to elect are the conspirators who pretend to be righteous and apolitical. It’s sad that even if these groups of people have skeletons in their closets, the public seem to ignore. Well, haven’t we said that the Filipinos are an obedient people even in times when their rights and personal choices are threatened?

Research and innovation seen to increase competitiveness among ASEAN countries

AVAO CITY -- A key official from Mindanao underscored the importance of investing in research and development to improve the competitiveness of ASEAN economies in pursuit of the objectives of the ASEAN Economic Community (AEC).

At the recently concluded 5th International C onference on Public Organization (ICONPO) held at the Ateneo de Davao University, Undersecretary Janet Lopoz, executive director of the Mindanao Development Authority (MinDA) said there is strong correlation between the growth and level of economic maturity of economies in ASEAN and their investments in research and development

(NCC), the municipality of Claver was ranked 50th most competitive municipality out of 462 municipalities in the 1st and 2nd Class Municipalities Category throughout the country.

In a bid to boost research and development in Mindanao, MinDA established the Mindanao Knowledge, Research and Policy Center, which is

a network of the pool of knowledge and information from the island’s higher education institutions (HEIs), research institutions, training institutions, and service providers.

“The context is that we now have to empower the HEIs and research institutions in building their capacities to prepare human resources and bridge the gap between industry, research institutions, and academe,” Lopoz added.

She said the network is established with the aim to trigger more innovative ideas and researches that will power the industries and economies of Mindanao.

Lopoz said innovation is among the three strategies – investment, infrastructure, and innovation – that is being implemented in preparing Mindanao for the AEC. In the international level, she said the senior officials of Brunei Darus-

Davawenos warned anew against increasing incidence of HIV-AIDS

AVAO CIT Y -Health authorities warned that the incidence of Human Immuno-Virus-Anti-Immune Deficiency Syndrome (HIV-AIDS) is increasing at an alarming rate both in Davao Region and nationwide.

The information was issued during the first HIV Summit held in Davao Region today, with the theme :” Sa Tuwid na Daan, Kalusugang Tuluy-tuloy Para sa Pamilyang Pinoy: Stop HIV Now Na,” aimed to intensify the public awareness in halting the spread of the HIV in Davao Region.

city health officer said that from eight persons afflicted with HIV-AIDS, the number now stands at 1,000.

She urged persons with HIV-AIDS to avail of the free services and medicines provided by government.

“Most of the cases in Davao City are men having sex with men,” Villafuerte said.

Noel Palaypayon, deputy manager of the HIV Bureau of the National Epidemiology Center revealed that while cases in other neighboring countries decline, incidence of HIV-AIDS is increasing in the country.

He said the Philippines is one of the nine countries

Most of these countries are in Central Asia.

“It is increasing in key population on the national level with 22 afflicted everyday while one is afflicted

by HIV-AIDS everyday in Davao Region,” Palaypayon said.

He underscored that the increasing number rose from slow to fast and furious. Dr. Abdullah Dumama Jr., regional director of the DOH 11 revealed that from January to June, 2015, 240 cases were found with 180 of which come from Davao City.

He said it is like 40 cases per month.

“We need to move fast because the since of urgency is very high,” Dumama said.

Senator Teofisto Guingona, III, chair of the Senate committee on health

expressed commitment to all programs that will end indifference, apathy and prejudice to HIV-AIDS. He underscored that in Davao Region, more than one cases of HIV-AIDS are reported in one day.

Guingonga said that there were only 40 cases in one month in 2014.

“It is now more than one a day,” he said.

Guingona also questioned why the pandemic is going down worldwide but going up in the Philippines.

He said that the HIVAIDS might become a national security concern if it is not attended, when people tend to pretend that it would affect only a few but not the whole population.

Panabo job matching benefits 2,094 jobseekers

DAVAO DEL NORTE -- More than 2,000 Panaboans acquired employment through the job matching activities of the Panabo Employment Services Office (PESO).

Through barangay visitation, the PESO facilitated the placement of a total 2,094 Panaboans to different local companies since 2012.

PESO Manager Cherelle Espinosa emphasized that their office have been joining the celebration of the charter days of the barangays since 2009 to conduct job matching activity and to disseminate their other services like skills training and Special Recruitment Activity (SRA) schedule

of recruitment agencies.

“Aside from joining the araw ng mga barangay, we also hold job matching activities upon request of the community,” Espinosa said.

Data from the PESO reported that since 2012, the city government handled 103 job matching activities.

Espinosa stressed that the job matching activity is part of the employment facilitation services of PESO Panabo City.

MiCab welcomes new LTFRB rules for ride-sharing apps MiCab, the Cebu-based tech startup celebrated for its locally-developed and low cost taxi-hailing app for the riding public, welcomes the new guidelines on ride-sharing apps crafted by the Land Transport and Franchising Regulatory Board (LTFRB).

“As more and more Filipinos use app-based services for commuting, the new LTFRB rules can help level the playing field in the industry and ultimately benefit commuters with better and safer app-based car hire services,” said miCab founder Eddie Ybañez.

For Ybañez, LTFRB’s setting of new regulations for online and mobile-based transport services goes a long way in providing more convenience and safety to public commuters.

The LTFRB defines private vehicles for hire that use net or mobile apps for booking

The said regulation moreover requires an operator to have a facility for booking and hailing via net or mobile apps as well as a workshop and depot with a space of at least 15 square meters per vehicle.

Home-grown tech startup MiCab is well-known for the low booking fees of its mobile app cab hailing services with only P10 on top of the regular meter rate.

But MiCab VP of Marketing Kenn Costales said the firm also serves as a cab ad-

CAGAYAN de Oro City— Building applicants will soon be required to plant trees before the city government will issue the needed permits.

Councilor Zaldy Ocon, chair of the City Council committee on environment and natural resources, said

his committee is now studying the proposal of some law students of the University of San Carlos in Cebu City for the city government to enact a law requiring tree planting as a condition for the issuance of building permits in Cagayan de Oro. Ocon said his committee has earlier received a letter from a certain Carssa

Natipuesto and six other law students.

In the letter, Ocon told the Power, a daily newsletter of the City Council, the students explained that the enactment of an Ordinance will mitigate and reduce the adverse effects of development to the environment in a sustainable manner.

DAVAO City--Philippine Eagle Pamana would have survived if she was released deep in the forest of the 31,000-hectare Mt. Hamiguitan Range in Davao Oriental, an environment official said Wednesday.

In a press briefing at the Ritz Hotel Garden Oases, Department of Environment and Natural Resources (DENR) XI director Joselin Marcus Fragada said Pamana was released June 12 in an agricultural area of Sitio Tumalite, Barangay La Union in San Isidro town and not within the 6,834-hectare Mt. Hamiguitan Wildlife Sanctuary.

Fragada said that when they released two eagles in the past they did it in mountains that were far enough from the communities to ensure that the critically endangered birds were not harmed.

Last August 16, the Philippine Eagle Foundation (PEF) found the female eagle dead, less than a kilometer away from her release site.

The monitoring team had noticed the eagle had not moved for six hours on August 10 based on the global positioning system device attached to it.

Pamana was rescued by a PEF team in 2012 at Gabunan Range in Iligan City with two gunshot wounds, one on her left wing and another on her left breast.

Before her release back to the wild, she underwent rehabilitation in PEF’s center in Davao since April 2012.

Fragada said it’s possible that the intention of the shooter wasn’t to kill Pamana for sport. He said the bird could have been

shot while perched on a tree or on the ground.

He said Pamana could have wound up in human settlements (and possibly preyed on farm animals) if she was not physically fit to actually fly to the heart of the forest: the wildlife sanctuary.

“We need to find that reason that’s why the investigation is taking long,” he said. “The community should be given a chance to explain the demise of the bird and be made to further understand the situation rather than pointing fingers.”

Fragada and Ruel Colong, protected area superintendent of the wildlife sanctuary, also said that Pamana would have higher chances of survival if she was released inside the protected area.

Colong said that if Pamana had good flying ability, she would have flown to higher elevation instead of staying within the radius of the release site.

He said the artificial environment in which Pamana underwent rehabilitation was insufficient to equip her with hunting and other survival skills. He observed that during her release, the eagle was not able to ascend; instead the bird glided down

Moral duty The Franciscan friar pointed out the fight for climate justice is not just an act of kindness or goodwill, but a moral obligation that ensures the rights of all are upheld.

“We must take it upon ourselves the valiant task of securing and protecting

people’s right to energy, to sufficient, healthy, and appropriate food, water, and livelihood, and to the security of possessions and homes from climate impacts,” he said.

Toledo went on to explain that the task of caring for the environment obliges local, national, and international institutions to fulfill their roles and duties to the people.

Transparency “Transparency and accountability, especially in the area of finance, are crucial in transforming our market-oriented and profit-driven system into a people-centered and poorfriendly system that exhibits the concept of common good,” he said.

According to him, this duty also means building climate-resilient and stronger communities to protect the vulnerable members of society, especially the poor, who cannot adapt to the changing climate by themselves.

Colong added they are looking at four factors leading to the bird’s death – the release site, preparations including information drive, Pamana’s physical condition, effective conservation plan, and collaboration system between concerned parties “Was Pamana already prepared to be released in the wild? Boost the number The release of Pamana could have boosted the population of eagles in the wild where the agency recorded a pair of eagle — Cabu and Aya — and their offspring in Barangay Cabuaya, Mati City, which is still within the 31,000-hectare Mt. Hamiguitan Range.

PEF estimated 400 adult pairs in the wild, considered as “critically endangered” by the International Union for the Conservation of Nature.

PEF executive director Dennis Salvador said the foundation has 33 more birds under its care. No other eagles were due for release.

Killing of any critically endangered species is prohibited under Republic Act No. 9147, also known as Wildlife Act of 2001, which provides “for the conservation and protection of wildlife resources and their habitats.”

Community participation Fragada encouraged the participation of communities and other stakeholders to prevent similar incidents in the future.

He said that while the suspects have remained unidentified, it would be unfair to prejudge the nearby communities (where Pamana was released).

He said the death of Pamana should not be treated like a murder case, but instead involve the communities who can possible help shed light on the matter.

Colong explained the information drive might not have been enough to educate the nearby communities. The release site, he said, was near settlements and farmlands.

In phone interview, Salvador maintained they conducted sufficient information drive in communities within six kilometers from the release site prior to the release of the bird.

PEF said the information drive covered close to 500 adult participants, including community leaders. Almost 200 of these pledged to participate in conservation efforts. It continued the activity after the release of Pamana, reaching out 141 people from other barangays and 3,351 students from 11

schools.

Salvador said that contrary to DENR’s statement, the release site is a dipterocarp forest, an ideal habitat for the bird.

He pointed out that just because the eagle was disoriented (during the day of the release) did not mean that she was not physically fit. Pamana, he said, was probably just disturbed by the presence of many people around her on that day.

Pamana was released to the wild last June 12. Last August 10, she was reported to have been shot by unknown perpetrators; six days after, the bird’s body was found within a kilometer radius from where she was released in San Isidro.

“The team noted that radio signals they were receiving at their observation post were in ‘mortality’ mode,” a PEF statement read. This meant either the radio unit came off or the bird died, it said.

The team then launched a search to determine the location of the eagle. They recovered her carcass in an advanced stage of decomposition on August 16, near a creek below the thick forest.

“The bird was presented wrapped in a black plastic bag with only some portions of her skin, tendons and ligaments on her legs and feet, few blood vessels, feathers, bones and talons remained,” Dr. Ana Maria L. Lascano, attending veterinarian of the PEF, said in her necropsy report.

She said a 5-mm gunshot wound was also noticed that caused possible trauma to Pamana, adding a small fragment of a gun pellet was removed.

The bird had a bullet hole in her right breast and her left shoulder blade was also shattered.

A P600,000 bounty had been put up for the identity of Pamana’s killer.

This is not the first time a Philippine eagle was shot dead. On August 14, 2004, a decomposing body of a female Philippine eagle was found in Mt. Apo in Davao City.

Rey Sugarol, president of GUHIT Pinas Davao, said earlier this year that their group promotes the discovery, enhancement, and use of artistic talents as an act of involvement in common campaigns toward economic, political, social, environmental, moral, and spiritual development.

The group, which specializes on the visual arts, encourages young visual artists from all over the country to play their significant roles in the development of communities through art. GUHIT Pinas in Davao thrives in a Facebook group where they connect and share their experiences and ideas in making art. The group currently has over 2,000 members.

Sugarol said that most of their members are young professionals and university students who came to love art as their passion.
