LANDBANK, Smart e-Money roll out Mobile Loan Saver program for government employees ‘Country’s first-ever fully electronic and paperless salary loan’

The Land Bank of the Philippines (LANDBANK), in partnership with Smart e-Money, has launched the LANDBANK Mobile Loan Saver (LMLS) program, a fast, safe and convenient platform for government employees to process loans and build their savings with the aid of their mobile phones.

The program is touted by the Bangko Sentral ng Pilipinas (BSP) as the “country’s first-ever fully electronic and paperless salary loan service.”

Under the program, qualified state workers aged 18 to 64 with LANDBANK ATM payroll accounts may apply for loans by simply sending a

text message through their Talk ‘N Text (TNT), Smart or Sun Cellular mobile phones. This is after their respective human resources heads of government agencies have submitted the list of qualified and eligible employees to avail of the program to LANDBANK. See smart, page B2

Megaworld 1H 2014 profits rise 289% to Php16.4B Megaworld, the Philippines’ leading property developer and the no. 1 office developer and landlord, posted a net income of P16.44-billion (inclusive of the P11.62billion non-recurring gain from the acquisition and sale of subsidiary and associate) for the first half of 2014, 289-percent higher than the P4.23-billion for the same period in 2013 due to strong residential sales in its various townships, particularly in Newport City, Uptown Bonifacio, McKinley Hill and Eastwood City; and higher leasing income from its office and retail portfolio.

It said that despite the onslaught of typhoon ‘Glenda’, the Philippines automotive industry has still managed to grow sales in July this year by 32.1 percent to 20,730 units, hitting record sales for the month of July.

The CAMPI-TMA report said sales in July, this year, was higher than July 2013’s 19,622 unit sales backed by the strong demand in passenger car segment.

Passenger car sales in July 2014 surged by 64.6 percent to 8,339 units from last year’s same period of 5,066 units.

Moreover, commercial vehicle segment shared largest sales for July 2014 period selling 12,391 units; 16.6 percent higher than last year’s 11,344 units.

Light commercial vehicle sales also increased by 21 percent to 7,799 units in July 2014 against 6,446 unit sales in July 2013.

Asian utility vehicles sold 4,071 units this year; 10.4 percent higher than last year’s 3,689 unit sales.

On truck segments, top gainer for July was Category

V trucks and buses with sales of 30 units -- jumping by 114.3 percent from last year’s 14 units.

Category IV trucks and buses had positive sales of 165 units in July which increased by 15.4 percent from last year’s same period of 143 units.

On the other hand, light trucks declined sales in July 2014 by 1.5 percent to 326 units from July 2013’s 331 unit sales.

“We are grateful for the market’s continued patronage of the automotive industry despite the recent onslaught of typhoon Glenda last July causing interruptions in production and transport of supply. While we were expecting lower results due to the mentioned typhoon, we have still breached the high sales of last month, even higher year-on-year. As for the month of August, we are expecting to have lower to stable sales attributed to lower seasonality for the month,” CAMPI President Rommel Gutierrez noted.

Further, January to July 2014 sales of the local automotive industry has hit 129,687 units increasing by 26 percent from last year’s same period of 102,917 unit sales.

The industry recently hiked its sales target for this year from 230,000 units to 250,000 units. (PNA)

Aside from offering loans, LMLS also requires borrowers to have an Auto-Save deposit account in which a specified amount from their payroll account would be deposited every pay day. This unique feature aims to help employees build their savings even as they pay off their loans.

Loan application via text message Under LMLS, government workers may apply by simply sending a text message using their TNT, Smart or Sun SIM: <LOAN> <SPACE> <Employee No.> <SPACE><Assigned Agency Code> to 5363.

The list of agency codes will be made available to the human resources departments of participating government agencies.

If pre-approved based on existing LANDBANK records, loan applicants will soon receive a notification instructing them to check their email and accomplish electronic documents online.

After sending the documents back, they may expect their approved loan to be debited to their LANDBANK payroll

Globe launches Global Filipino Schools program in Cagayan de Oro Championing 21st Century learning and ICT integration in education

Magna Carta of the Poor?

Nearing approval, the House of Representatives has passed a measure seeking to uplift the standard of living and quality of life of the poor and provide them with sustained opportunities for growth and development.

House Bill 4629, An Act Providing for a Magna Carta of the Poor, was unanimously approved by 216 lawmakers.

The measure is laudable since it is an area-based, sectoral, and focused intervention to alleviate poverty.

In it, every poor Filipino family will be empowered to meet their minimum basic needs, through the partnership of the government and the basic sectors.

The question is, would its implementation b e consistent with the present reali-

ties? It is a known fact that several government agencies are mandated to uplift the living standards of the poor and marginalized sector but the desired results remain to be seen.

Also, the measure encourages the private sector to be an active partner in the financing and implementation of poverty alleviation programs and projects, but will it respond decisively? Only a few concerned private sectors are doing its share of responsibility to look after their poor brothers in the slum areas and in the underdeveloped countryside.

Under the measure, the government would prioritize investments in anti-poverty programs to enable the poor to fully participate in the country’s growth and devel-

opment. All departments, agencies and instrumentalities of the government are tasked to provide full access of its services to the poor.

Noble indeed, if this would be realized.

The government needs to strengthen intervention to address the genuine concerns of the poor and shall institutionalize long-term strategies and solutions for the empowerment of the poor. It should establish a system of progressive implementation to provide the requirements, conditions, and opportunities for the full enjoyment of the rights of the poor which are essential requirements towards poverty alleviation such as the right to adequate food, the right to decent work, the right to adequate housing, and the right to the highest attainable standard of

mental and physical health.

There is a need to build an effective social protection system to ensure the protection of the poor from any risk or contingency, including social insurance, safety nets, social welfare, and labor market interventions, which are affordable and accessible.

Would a workable single system of classification effectively target beneficiaries of the government’s poverty alleviation programs and establish projects to ensure that such programs reach the intended beneficiaries?

Within one hundred (100) days from the issuance of the rules and regulations, the measure says all government agencies should have formulated a comprehensive and convergent plan to set the thresholds to be

So we can’t always repair the damage we’ve caused, no matter how much we try, not even through religion! That’s why Jesus Christ, Who was not guilty of any wrong, gave His own innocent life

to free you and me from all our wrongs and guilt. The only way we can make up for all the wrong we’ve done is by asking Jesus for His free gift of forgiveness and new life which He paid for with His own life.

It’s true that you cannot change your past, but Jesus can start changing your life now. If you ask Him to take control of your heart and character every day, He will give you a new life by helping you change with His love and power. Even with all your past failures and wrongs, your Maker will still give you another chance. So why not ask Him today?

The dominance started in great numbers the introduction of internal revenue allotments (IRA) to all local governments starting in 1992. ***** Awash with new-found cash, the lowly barangay began to look like the proverbial Horn of Plenty to the unemployed and unemployable, driving them to pursue barangay positions with deadly intent.

That made the early and mid-1990s seem at first like a euphoric period. With so many candidates running for barangay and municipal offices, it seemed that grassroots democracy was finally awakening. The local polity was coming to life!

But as is the nature of euphoria, it subsided when it became obvious that it wasn’t what it seemed to be.

Democracy had nothing to do with it. It was the money that became available with the widening of the democratic space.

And as the prospect of money is wont to create excitement, there was excitement galore—pretty much like the feeding frenzy of an agitated school of sharks that just smelled blood in the vicinity. ***** Only, it wasn’t blood in this case, but money—internal revenue allotments (IRA) in the tens of millions that not many citizens knew about at first.

Actually the agitation was in the camps of the trapos and political wannabes who were gearing up to be candidates, eager to get their hands on the money and the new-found power of barangays under R.A. 7160 that took effect in 1992.

The law had transformed the barangays into corporations and full-fledged governments, as well as economies (with land, labor, and capital) in their own right—with their internal revenue shares as capital for investing in development.

The downward flow of cash created a stir never felt before at the grassroots.

But it was very unfortunate that the excitement gripped the lower classes only; the middle and upper classes either didn’t care about what was happening in their neighborhoods, or simply ignored them. ***** The availability of the bonanza against the backdrop of uncaring A & B citizens created a situation conducive to corruption and abuse.

Soon, even previously disinterested sectors got interested in politics, launched their candidacies and, succeeding, proceeded to establish their own political dynasties.

That was the situation during the better part of the 1990s and the 1st decade of the 21st century. It has remained pretty much the same to this day—showing our bureaucracy to be packed with unfit officials that win seats with gimmickry and abuse. And pork was the culprit.

Let’s hope pork is really out

CAGAYAN de Oro City–– If pork is really out, the playing field for elections will become more or less level; not immediately but eventually.

Let’s not forget that the dynasties are still in place, bulging pockets and all; and all are jealously guarding the privileged positions they acquired using years of pork barrel benefits.

Dislodging these porkfattened opportunists will take great effort and imaginative campaigns by cashstrapped challengers. The trapos still enjoy the advantage of having so many of their kind dominate the top levels of government.

With the might of pork barrel in full play in past decades, plus the unspent balances on the commissions and kickbacks obtained from Janet Lim-Napoles, there’s no telling what conspiracies are being cooked up even now; so there’s no room for complacency. ***** Without pork, and the gimmickry it affords, it’s hard to imagine what qualitative change, if any, will take place in our political system.

Then there are the trillions budgeted for next year, and more to follow in succeeding years; who knows what creative gimmicks will succeed the “junking” of pork and the controversial disbursement acceleration program (DAP).

Everyone should be alert.

For it’s a sure thing that an even more determined pursuit of power and privilege will be waged by relatives, clones, and proxies of the incumbents on all levels.

him to show some signs of ageing, both physically and mentally, because many others who managed to reach 88 years old like him would already be showing the stresses of old age.

DAVAO City––The Malaysian facilitator in the peace process between the Philippine government(GPH) and the Moro Islamic Liberation Front (MILF) said he never doubted that the 10-day “workshop” to craft a “mutually acceptable” draft Bangsamoro Basic Law would yield positive results despite all signs pointing to an impasse on major issues.

“Every cloud has a silver lining,” Malaysian facilitator Tengku Dato’ Ab Ghafar Tengku Mohamed, told MindaNews on Sunday morning at the lobby café at the Waterfront Insular Hotel.

Tengku arrived on Friday afternoon not as facilitator but as an “observer.” But he did meet with panel chairs Miriam Coronel-Ferrer of GPH and Mohagher Iqbal of the MilF separately and together on Friday, Saturday and Sunday.

He told MindaNews he observed and listened to the two parties but was confident that despite what seemed like very difficult challenges, “there will be that silver lining.”

Although Tengku did not say it, a major factor that prevented the impasse was the arrival Sunday afternoon of Executive Secretary Paquito Ochoa who met separately with the government and MILF chairs.

Dengue cases in Misor alarming MISAMIS Oriental Vice Governor Joey G. Pelaez expressed his worries on the rise of dengue cases in the province. This after the Office of the Vice Governor has received a steady stream of parents coming from Gingoog City seeking financial assistance because their children were confined in the Intensive Care Units (ICU) in the hospitals of Cagayan de Oro City.

Officials sign deal on ‘SND’

Steve Chiongbian Solon and Kiamba Mayor Raul Martinez join the forging of partnership through a Memorandum of Understanding (MOU) with the public and private partners in the launching of the Service Delivery Network (SDN) of Sarangani Province for Maternal, Newborn, and Child Health and Nutrition (MNCHN) program on August 8 at Greenleaf Hotel.

All set for 1st Davao Tribal Games for Peace

E

verything i s n ow s e t for the first Davao Tribal Games for Peace slated on August 14 at the People’s Park in Davao City.

An ocular inspection was held yesterday (Aug. 7) morning at the venue by the organizers led by City Councilor Berino Mambo-o Sr. and City Mayor’s Office-Sports Development Division Officer-in-Charge William “Butch” Ramirez.

Also present were Deputy Mayor for Klata Tribe Herminia Ortiz, Deputy for Sports Goldie Delvo, Tribal Games coordinator Rudy Mande, CMO-SDD coordinators Tommy Iñigo and Lito delos Reyes and the coordinators of the different tribes and events.

The five tribes coming from Ata, Klata, Matigsalog, Ovu-Manubo and Tagbawa will first have a parade during the opening.

After a ritual and opening prayer, six games will then be played in the morning.

They are Pana (bow and arrow), Sisibow (spear throw), Kakasing (topspin), Bubuntug (bamboo spear), Solopot (blow gun) and Bibinayo (rice pounding).

After a lunch break, the

final six events will be the Siklot (wood sticks), Aakow (wooden stilts), Totaringki (fire making), Sosakoro (water fetching), Dagan (running) and Tugof-War. Each tribe will be represented by 50 players both boys and girls aged 18 years old and above, in the oneday historic event held in celebration of the annual 29th Kadayawan sa Dabaw Festival.

The over-all team champion will pocket P50,000 while the first and second runners-up will get P40,000 and P30,000, respectively.

The third and fourth runners-up will each bring home P15,000. Trophies will also be given away to the teams while medals will be awarded to the individual winners.

Mayor Rody Duterte has been invited as the guest

of honor in the awarding and closing ceremony.

The Tribal Games was also organized to commemorate the International Day of the World’s Indigenous Peoples held every August 9 by the United Nations.

Ramirez said the Tribal Games is also part of the administration’s comprehensive sports program under the Duterte Game Plan which will bring together all the tribes and play their games.

The over-all champion will win P50,000 while the first and second runnersup will get P40,000 and P30,000, respectively. The third and fourth runnersup will each bring home P15,000.

Mindanao schools tapped for DOST’s river mapping project DAVAO CITY - Universities and colleges in Mindanao have been tapped for the Philippine Light Intensity Detection and Ranging (Phil-LIDAR) project, which aims to map the river systems of four regions in the island.

The Phil-LIDAR project is an offshoot of the Department of Science and Technology's Disaster Risk and Exposure Assessment for Mitigation (DREAM) project, which aims to scan the country's river basins to produce 3D maps of flood hazard zones, according to the DOST website.

The University of the Philippines Mindanao has been tasked to work alongside the agency for Region 11. Ateneo de Zamboanga University, Central Mindanao University, Mindanao State University – Iligan Institute of Technology and Caraga State University will work for Regions 9, 10, and 13, respectively.

In an interview Saturday afternoon, Pearl Mars, PhilLIDAR senior science specialist, said their technicians are now mapping Davao Region’s river systems using a Cessa plane rigged with Lidar equipment.

The mapping would cover the Talomo, Lipadas, Tagulaya-Sibulan, Digos and Padada-Mainit river systems for Davao del Sur; Lasang for Davao del Norte; Matibo for Compostela Valley; and Baganga-Mahanep, Manurigao, Caraga, Casauman, Quinonoan, Bugnan-Mayo, Bitanayan, and Sumlog river systems for Davao Oriental.

Mars said typhoons Pablo and Sendong inspired the project, which would allow local governments to access scientifically collected data to help them in planning mitigation measures for disasters.

“The data that would be collected take around three months to validate and model,” she said, adding local government units can write the DREAM project headquarters in Metro Manila to request copies of the data.

She said the DOST regularly turns over the data to local government units.

The equipment, she added, costs at least P100 million each, with three planes on lease circling the country to monitor a total of 18 major river basins.

The DREAM project

has gathered only around 100,000 square kilometers of data, around one-third of the total.

The project runs for three years, from May 1 this year to April 30, 2016.

The Phil-LIDAR team has been in the region starting last month and has been sending gigabytes of data every day to the headquarters since their arrival.

Among the areas that would be flown over were the Tagum, Cagayan de Oro, Iligan, and Butuan flood plains, Mars said.

According to the project design, the higher educational institutions such as UP Mindanao are part of the ground team that would validate the data collected from both ground and airborne equipment.

The data would be filtered to extract the digital terrain model from the digital surface model.

Features significant to flood modeling and flood impact assessment such as buildings, forest cover, and road and river network will also be extracted, the document said.

The ongoing DOSTGIA Nationwide DREAM Program covers only 1/3 of 100,000 sq km of 18 major river basins in the Philippines.

The proposed program aims to cover the remaining 2/3 of river systems in the country by tapping the state and private colleges and universities nationwide in processing and validating its components.

Mars said the team has proposed acquiring a fourth aircraft and LIDAR equipment. “Hopefully, by next year, we would already have four aircraft flying.”

The first two aircraft were acquired in November and December 2012, with the newest being acquired by the team in January 2014.

Aside from disaster mitigation, local government units can access data on coastal resources and forestry, even agriculture and renewable energy, using the information collected throughout the project duration.

The DREAM project is a component of Project NOAH (Nationwide Operational Assessment of Hazards), which also tabulates the flood-prone areas in the Philippines.

MARAWI City, Lanao del Sur––The government has created a special task force to oversee the management of the Lanao del Sur Electric Cooperative (LASURECO) apparently to ease the tension among the coop officials, local residents and local town officials.

Earlier, at least 35 towns mayors in Lanao del Sur filed several charges against Lasureco officials after they cut down the power supplies for alleged non-payment of bills. This has resulted the order of the court to reconnect the power supplies of the affected towns.

Also last month, dozens of nongovernment organizations (NGOs) in Lanao del Sur have launched a protest actions against the National Power Corporations (NPC) and the Lanao del Sur Electric Cooperative (Lasureco)

over the “lousy” distribution of power supplies and expensive power rate.

One of the protesting NGO leaders Akhan Mangundatu said the rate of electricity in Lanao del Sur is quite expensive even if the source of electricity is sourced from Lake Lanao.

Mangundatu said that Republic Act 7160 or the local government code requires that one percent of the income from the local sources go to the national government and that 80 percent will be used to subsidize to lower the cost of electricity but the power rate has remained high.

He said the power rate in Lasureco has remained high despite the source of electricity was taken from Lake Lanao.

Secretary Jericho Petilla of the Department of Energy (DOE) said the Task Force LASURECO was organized based on Memorandum Circular No. 65 issued by

the Office of the President creating an inter-agency committee (IAC) to oversee electrification programs and projects involving distribution utilities in the country.

The task force, chaired by Energy Assistant Secretary Matanog Mapandi with 103rd Brigade Commander Col. Glen Macasero and Police Chief Supt. Edgardo Inking as co-chairs, will take over the management of LASURECO to solve the power problem in the province.

Petilla said the power problem in Lanao del Sur

has been lingering for so many years already and the government have not forgotten it. “It may have taken some time, but we want to come here with a solution for all of you,” he said during the task force meeting with local chief executives and other stakeholders in the province Thursday, August 7.

He said the government is neutral in solving the power problem in Lanao.

“We are not trying to undermine anyone here. We are not trying to undermine LASURECO and we are not

also trying to undermine the local government units.

Kung merun man pong problema ang dalawa, ang pagpasok namin dito ay hindi papanig sa isang side kundi dahil gusto namin ng solusyon,” stressed Petilla.

The energy secretary said the task force will focus on manpower and materials acquisition from August 8 to 21 and implement metering from August 22 to November 30.

According to him, the President has committed P69 million for the metering in every household with

existing lines provided they have applied for it.

They also plan to stabilize meter reading and bill system starting December to January next year and to finally normalize LASURECO

by February 2015 through member-consumers’ election of board of directors who will elect among themselves the coop’s general manager.

PDEA agents nab 3 illegal drug suspects, including sons of two former solons

CAGAYAN de Oro City–– Agents of the Philippine Drug Enforcement Agency in Region 10 arrested a total of three suspects in illegal drugs since Saturday evening in separate operations.

P D E A- 1 0 a s s i s t a n t director Rayford A. Yap identified the suspects as Ni k ko Panc r u d o, a son of former Bukidnon c ong re ss man C and i d o Pancrudo; Eric Badilles, a son of former Lanao del Norte congressman Alipio Badilles; and a certain Ruhola Salipada.

Yap said suspects Pancrudo and Badilles were arrested during separate buy-bust operations conducted by anti-narcotics agents.

He said Pancrudo was nabbed on Saturday evening at Scions Subdivision in barangay Kauswagan, Cagayan de Oro City, and t hat t he PDEA age nts confiscated from his possession sachets containing suspected shabu (methamphetamine hydrochloride) weighing a total of 16 grams and worth about P128,000.

In the case of Badilles, Yap said he was arrested along Corrales Avenue

in Cagayan de Oro also on Saturday evening and that PDEA agents confiscated from him four packets containing suspected shabu weighing a total of 20 grams worth P160,000.

Yap said the third suspect, Salipada, was arrested on Sunday noon at Naawan, Misamis Oriental, after he sped away from a checkpoint and almost ran over the authorities manning the area.

He said the government troops were forced to fire at the tires of Salipada’s Honda Civic car when the latter pulled out a gun.

Salipada was injured and brought to a hospital after his arrest.

Yap s ai d t he PDE A agents and the local police confiscated from Salipada four packets containing suspected shabu, a 9mm pistol and assorted drug paraphernalia.

All three suspects were held at the PDEA-10 detention cell in Cagayan de Oro while cases of illegal drugs violation were filed against them on Monday at the city prosecutor’s office for Pancrudo and Badilles and at the Initao court for Salipada.

Yap said all three cases were non-bailable.

Houses on stilts for Zambo “bakwits” to be built through bayanihan

AMBOANGA CITY – Two hundred houses on stilts for Sama de Laut families will be built through bayanihan (communal effort) led by the International Organization for Migration (IOM) and the local government.

T h e S a m a d e L au t families were among the thousands of residents who were displaced during the standoff in September last year between members of the Moro National Liberation Front loyal to founding chair Nur Misuari and government forces.

City information officer Sheila B elen C ovarrubias said the bayanihan build challenge was launched on Wednesday but actual construction will start yesturday, August 11.

Covarrubias said the 200 houses on stilts will be constructed at Sitio Buggoc in Barangay Kasanyangan.

She said various civic

She said that under t he prog ram t he IOM will provide the housing materials while the buildpartners will provide the labor component.

Covarrubias added that the estimated labor cost is P10,000 per unit, which will be equally divided among five laborers, who will work for seven days at a daily cost of P280.

She said the primary purpose of the project is to decongest the R.T. She added the project also hopes to engage non-government players who can provide manual, moral and financial support in the construction of the temporary shelters.

Boulevard center isles cleared, spruced up

ZAMBOANGA CITY - The R.T. Lim Boulevard is on its way back to its former glory following massive clean-up and facelift activities by City Government personnel together with concerned agencies over the weekend.

Assistant City Administrator Elmeir Apolinario, Ph.D., head of the temporary shelter cluster Friday spearheaded the clearing of the boulevard center isles including the sidewalks fronting the Joaquin Enriquez Memorial Sports Complex and the Zamboanga City High School-West.

Structures used as temporary shelters by internally displaced persons have been demolished. The IDPs, numbering about 300 are now occupying only one area of the shoreline particularly at the far end adjacent to the Women’s Magbasa Kita center.
