DTI cuts budget by 14% to P4.188B for 2015 By Kris M. Crismundo
MANILA -- The Department of Trade and Industry (DTI) has cut its budget for fiscal year 2015 by 14 percent to P 4.188 billion from the P 4.871 billion in the General Appropriations Act (GAA) 2014. In a budget hearing at the House of Representatives Wednesday, DTI Secretary Gregory L. Domingo proposed a budget for the agency lower by P682.77 million (see attached photo at B7). Domingo explained that the lower budget proposed for next year is because of elimination of budget for shared service facility (SSF) project and DTI’s attached corporations such as Cottage Industry Technology Center (CITC) and SB Corporation, which all get allocation for DTI’s budget this year. In the proposed budget, the Office of the Secretary (OSEC) has the largest budget of P 3.27 billion for 2015, which is 19 percent lower than this year’s allocation of P 4.03 billion. nergy Secretary Jericho Petilla on Tuesday said the shutdown of Agus-Pulangi Plant, the sole hydropower plant in Mindanao, is set with the the opening of the Aboitiz Power Plant and a new plant in Saranggani next year. “With the coming of Aboitiz with 300 Megawatts (MW) and Saranggani next year, we have enough plants. Now, we can hopefully fasttrack the rehabilitation of the hydropower plant,” said Petilla during the hearing of Department of Energy (DOE) proposed budget for 2015 at the House of Representatives committee on appropriations. He highlighted that the DOE is focused on the rehabilitation of hydropower plants nationwide. “Basically, the budget allocated to hydropower complex is to improve it,” the energy secretary said. Specifically, he said, the Agus-Pulangui hydrocomplex was supposed to undergo more details. That’s why it’s 30 months because we can’t turn it off,” Petilla said. The Php472.148 million needed for Agus’ rehabilitation will come from either operations and from the DOE budget in 2015, he said. Petilla noted that the energy department has been asking for the rehabilitation status of the Agus-Pulangui hydropower complex from the Department of Public Works and Highways (DPWH) and the Power Sector Assets and Liabilities Management (PSALM), yet no details has been provided as of this time. The DOE has proposed a Php3.13 billion budget for 2015, aside from the Php974.309 million collection of fees and revenues from the exploration, development and exploitation of energy resources.
