The IPO is groundbreaking in many ways. To begin with, IDC has staked its future on a road not often taken, embarking on its flagship venture Primavera in Cagayan de Oro - and following it up by announcing an even more ambitious multi-function development around it, Primavera City. The company is also favoring a focus on sustainable design - again, a not too common tack among local real estate developers. And in what must be a first in the industry, IDC is unmistakably mestizo, rooted in a partnership between Italian architect and designer Romolo Valentino Nati, and Filipino-born, Sydney-educated lawyer Jojo Leviste.

With the foundations of its future fixed firmly on the City of Golden Friendship, the IDC IPO will likely

points out that the doubters have since been proven wrong. Units at the first condo tower in Primavera were snapped up predominantly by local residents and by overseas Cagayanons, putting to rest the notion that the market was not ready for condo living and high-rises.

The company’s emphasis on design has also reaped rewards, including Best Mixed-Use Development in the Philippines at last year’s International Property Awards in Kuala Lumpur, Highly Commended Condo Development from the Southeast Asia Property Awards in Singapore, and a Special Energy Award at the Design Against the Elements Competition in Quezon City.

Poe’s candidacy I HAVE been consistent with my reading that Sen. Grace Poe will run for president next year considering that the Filipino people at this point had already made the presidency hers for the asking.

It has become hard to resist the lure of running given her enviable position of being the overwhelming choice of the people to succeed President Aquino through those surveys conducted by reputable pollsters.

If I were in her position, I too would run for president.

The problem with Poe is on how she’d be able to sustain her number one position as presidential contender. Admittedly, many things could still happen from today till the election campaign starts in February next year and until Election Day itself.

While she is the runaway winner if elections were held today, she may not be the runaway winner anymore come election time. This is her challenge. But I don’t see any problem in her ability to sustain the momentum of her presidential run. But her trusted lieutenants may not be equal to the task.

Even up to today, my best presidential bet is still former Sen. Panfilo Lacson. However, his political handlers seem not able to concoct the right formula to endear him to the populace.

There is no doubt on my part that if Lacson becomes president, this country will truly progress beyond anyone’s wildest imagination.

has not been translated into a very effective message thus making every Juan in this country embrace the idea of making Lacson the next president of this benighted country.

For example. Davao City Mayor Rodrigo Duterte’s hard stance against criminals was Lacson’s “kamay na bakal” spiel in dealing with criminals and criminality in 204 but this only resulted in negative impact for him.

A presidential run needs a very effective message and if the candidate fails to put across such message even if it is very good, it will amount to nothing. This is where good handlers are needed.

Handlers who could formulate a message that is readily embraceable by the populace and handlers who can effectively put this message across.

Grace Poe is articulate but she can’t be everything if she wants to win. She has to trust handlers and in this regard she should get qualified handlers. Her handling of the Iglesia ni Cristo show of force rally at the corner of Edsa and Shaw blvd. weeks ago that many people from all walks of life heavily criticized showed a certain weakness in her assessment of day-to-day issues.

In trying her best at endearing herself to the beleaguered religious group, she made a blunder, a faux pas that had it happened near Election Day would have cost her the presidency.

able for a politician leading in the surveys. But out of that blunder Poe should learn her lesson. And from the ashes of that monumental faux pas she committed, she should be able to build her political campaign for the presidency until that day the people will promulgate their verdict.

Why am I talking about this here today? Because Poe was set to announce yesterday her presidential plans in a meeting cum rally of her supporters from show business, politics and perhaps business at Balay Alumni inside the University of the Philippines Diliman campus in Quezon City.

Since Poe’s candidacy has become a foregone conclusion already as of this writing yesterday, hence this seeming certainty on my part that indeed she’ll run for president.

Personally, I don’t find any reason why she should not run.

She is leading in the surveys, she has found a financier who’ll bankroll her candidacy especially during its early

stages when high roller financiers are still weighing their options. And considering the issues hurled against her, these can easily be turned by a good political handler into something favorable to her such as her citizenship and her eligibility to seek the presidency.

Apologies Dear readers of this column. My sincere apologies to all of you for my failure at times to send in a column like the last two weeks. I had to attend a seminar-workshop, actually I did not just attend but played an important role in that gathering of writers for the Sunday school lessons our church, the United Church of Christ in the Philippines, is formulating for use by all our local churches all over the country.

Sadly, aside from our hectic schedule, we were in a place where internet connection was an issue. Then last week I had my eye operation to remove the cataract on my left eye and then traveled to Tabuk City in Kalinga for another round of meetings with stakeholders in our church-owned schools in the area.

No wonder some people are stressed out with even physical problems and sicknesses. Remember, if you don’t bury your worries, they could bury you!

This is why Jesus Christ taught us not to worry about yesterday or tomorrow.

Jesus said: “Who can add a single hour to his life by worrying! Don’t worry about tomorrow. Each day has enough trouble of its own. Live just one day at a time.” So all you have to do is take care of today.

Make sure you’re doing your very best in your responsibilities and rela-

tionships: that your heart is right with your Maker and other people. Do all you can and then do a little more: don’t worry about it!

Because as long as you’re living Jesus’ way in a daily personal relationship with Him, you know for sure you’ve got nothing to worry about.

But if today you’re not ready to die and face your Maker, you’ve got everything to worry about! So right now won’t you ask Jesus to forgive you for your past wrongs and living your own way. Then ask Him to take complete charge of your heart and lifestyle from this day on.

That’s the only way you can start living His way all the time and be absolutely sure you have nothing to worry about.

CAGAYAN de Oro City—Officials of the Bureau of Customs (BOC) in Northern Mindanao yesterday said they would still open Balikbayan boxes found violating the customs laws, rules, and regulations.

However, Intelligence Officer II Alvin Y. Enciso said Balikbayan boxes of Overseas Filipino Workers (OFWs) will not be subjected to random or, arbitrary physical inspection. Instead, Enciso added, they will undergo mandatory X-ray scanning.

Although it has revised its rules and regulations in regard to the Balikbayan boxes, he found it necessary to have the shipments

undergo mandatory X-ay scanning to prevent erring OFWs from sending smuggled goods in the country.

Deputy District Commander Sa-i Roman N. Moscoso said BOC Commissioner Alberto Lina has earlier issued a memorandum prescribing the simplified customs procedures on OFWs sending Balikbayan boxes to the country.

Moscoso explained that the simplified procedures

intend to protect the legitimate interest of OFWs in sending Balikbayan boxes “as a tangible sign of their love and concern for their family members.”

He reiterated that mandatory X-ray scanning is necessary to suppress unscrupulous individuals using the Balikbayan boxes as a privilege to smuggle goods.

Research-based discipline in schools

Dealing with students having diversed attitudes and chronic and serious behavioral problems is a long-standing challenge to educators. This requires perseverance, patience and intelligent strategies in order for these young people to learn.

This challenge in teaching forces the use of disciplinary practices. There are two common types of these practices common in schools.

Punitive disciplinary practices are disciplining strategies that aim to inflict punishment in order to correct students and remind them that bad behaviors are impossible to be tolerated.

The use of this, however, has been discouraged for it does not foster safe schools, does not even improve educational outcomes, nor it significantly alter student behavior.

Lots of schools push for research-based discipline. It is an example of supportive disciplinary practices that are believed to be effective.

This discipline suggests that meeting the developmental needs of the students is a better alternative to the traditional kind of punishment.

In an article published in a site under Collaborative for Academic, Social, and Emotional Learning in 2007, attending to the social and emotional needs of youth reduces problem behavior and improves students’ attitudes towards school.

Further, research-based

discipline ensures the safety and dignity of both students, staff and school. More, since it involves studies on student backgrounds, this discipline further addresses the cause of a student’s misbehavior in order to improve positive behavioral skills and longterm outcomes.

MISAMIS Oriental--The province of Misamis Oriental has declared 100-hectare mangrove site, mostly in Gingoog City, as protected zone areas, an environmental official said Tuesday.

Edgardo S. Callanta, head of the Provincial Environment and Natural Resources

Office (PENRO) here, said that 80 hectares in Gingoog City comprising 24 coastal villages are covered by the program.

He said that another 20-hectare mangrove site in Initao town, west of Misamis Oriental, consisting of nine coastal villages has been iden-

tified as part of the protected zone too.

As a protected zone, the mangrove plantations in these areas are maintained and propagated by village residents, Callanta said.

He said that the vast mangrove sites would serve as part of the province mitigat-

ing program against climate change, particularly “storm surge” during typhoons and storms.

Aboitiz’s coal-fired plant to start operation Friday DAVAO City--Therma South Inc., a wholly owned subsidiary of Aboitiz Power Corp., announced on Tuesday that the first of two units of its coal-fed 300-megawatt Therma South Energy Project in Toril, Davao City will go on commercial operations starting on Friday.

Before Calauit was established in the 1970’s, 256 families were said to have been resettled in a portion of the island. They came from Culion, Busuanga, and other parts of the Calamianes.

These residents have grouped themselves into the Balik Calauit Movement (BCM) that is claiming rights over the area where the safari park is located.

Calauit is a game reserve and wildlife sanctuary located on Calauit Island, a 3,700 hectare island in the Calamianes chain that lies off the coast of Palawan in the MIMAROPA region of the Philippines.

It is known for its wildlife sanctuary with a substantial population of African animals, that include giraffes, zebras, and antelopes, as well as local fauna that all roam freely in a game reserve created by former President Ferdinand Marcos in the 1970s. (PNA)

Alarm raised over killing of wildlife in Palawan’s ‘Safari Sanctuary’ PUERTO Princesa City-The manager of the Calauit Island Game Reserve and Wildlife Sanctuary (CIGRWS), or simply Palawan’s “Safari Park,” has raised the alarm over the reported series of killings of animals in the area located in the Calamianes Group of Islands.

Park Manager Froilan Sarriego is particularly alarmed over what he calls a series of killing of zebras that are among the safari animal residents of the CIGRWS that started happening in February.

Sarriego said since the said month, three zebras had been recorded killed in the park this year. One was discovered with a bullet hole in the belly; the other was found already in a state of decomposition.

He said Tuesday that the last incident just happened on August 24, where an expectant zebra was discovered shot. A slug from a caliber rifle was retrieved from its body.

This zebra, he explained, would have given birth in two weeks had it not been killed.

The park manager suspects that residents living near the CIGRWS are responsible for the zebra killings as it is impossible that hunters did them since the meat from the animal is not for human consumption.

The killing, Sarriego furthered, were maybe because the residents are already irked by the fact that the zebras stray inside their properties to feed on their crops. The residential area

charges of multiple murder, arson, grave coercions, robbery, and grave threats had been filed with the Provincial Prosecutor’s Office in Lianga against three suspects who were allegedly behind the killings of the victims.

The advantage of this style is often, it encourage interest and creativity among team members.

Supt. Arnold Gunnacao told Monday’s joint hearing of the Senate committees on economic affairs, and public works that he is in favor of a “no garage, no car” policy.

“We should declare all streets to be no parking zones so the streets will be open for the public.

It is my recommendation that we should come out with a law providing or prohibiting individuals [from buying or purchasing] motor vehicles without their respective garage,” Gunnacao was quoted as saying.

Gatchalian is the principal author of HB 5098 which would require buyers of brand new cars, whether individuals or firms, to execute an affidavit indicating the availability of an existing parking space for the vehicle to be bought.

The Valenzuela City lawmaker filed HB 5098 in October last year as traffic along EDSA and other major thoroughfares started to worsen because the supposed secondary and even tertiary roads are clogged by illegally parked vehicles on either sides.

“No one has the right to make public streets his own parking space. If one has the financial capacity to buy a vehicle, then he should also have the same capacity to obtain a parking space,” Gatchalian said.

Gatchalian said the recommendation by the HPG director supporting a “no garage, no car” policy should prod Malacanang to certify as urgent the “Proof of Parking Space Act” as this will greatly contribute to the declogging of Metro Manila streets and help ease traffic congestion.

President Benigno Aquino III has earlier instructed PNP-HPG to takeover the management of traffic along EDSA, replacing the Metro Manila Development Authority.

After a week of HPG’s manning of traffic along EDSA, HPG chief Gunnacao expressed his interest to declare all streets no parking zones so as to give more way for motorists.

“Traffic congestion in Metro Manila is made even worse by vehicles illegally parked in secondary roads linked to EDSA, which could have provided alternative routes and therefore made traffic in EDSA lighter. These illegally parked vehicles hamper both vehicle and foot traffic,” said Gatchalian, a senior vice chair of the House committee on Metro Manila development.

The MMDA in 2010 already issued a memorandum circular penalizing illegal parking: “Any driver who shall illegally park his motor vehicle on any public road,

Quicho also said that rather than chide him for pointing out the faults of the subcommittee, Escudero should instead lecture his colleagues about respect and civility.

“Perhaps, Senator Escudero must lecture his colleagues about respect and civility because shouting at resource persons and intimidating them is certainly unbecoming of a senator and a public official. It is incumbent upon Senator Escudero to check the voluminous documents submitted by the City Government of Makati disputing all the allegations against the successful projects of Vice President Binay.

Sadly, these pieces of evidence were never considered by the sub-committee, including Senator Escudero,” argued Quicho.

Founded in 1920, the ESCS is the oldest public elementary school in El Salvador in Misamis Oriental. Despite having a population of 1,610 this school year, 80 percent of the school’s classrooms are dilapidated and only seven classrooms are in good condition, said ESCS Principal Lina Bejiga.

The increasing number of transferees is also making it hard for the school to provide decent learning venues to its students.

At present, the school’s student to classroom ratio reaches as high as 1:60 (one classroom per 60 students).

INHS, on one hand, which was built in 1963, is not only the oldest but also one of the most populous public high school in Northern Mindanao. With over 7,000 students and only 104 functional classrooms, the school implements a morning and afternoon shift to accommodate all its students.

Schools in the Philippines are already discouraged to practice punitive discipline. Punitive disciplinary practices are strategies that aim to inflict punishment in order to correct students and remind

them that bad behaviors are impossible to be tolerated inside the classrooms. It is banned for it is concluded that when a school implement such, it is impossible to foster safe learning environment.

The Department of Education has enhanced child protection in school also through Child Protection Policy. This recognizes primary importance on the well-being of children and contributes to the department’s continuing push to develop safe and nurturing
